Commons ChamberEvery day, our work coaches help people of all ages and all backgrounds to overcome barriers, build their confidence and move into and progress in work. For young people, we have specialised support via the DWP youth offer. We have extended our Jobcentre support for people in work and on low incomes, helping them to increase their earnings, to move into better-paid, quality jobs and to improve their prospects through in-work progression. We are also providing additional work coach time and boosting the skills support, meaning that we are truly opening up opportunities for all.
I agree and am determined to ensure that everyone, regardless of their background or postcode, can succeed in Bexleyheath and Crayford and beyond. As part of the DWP youth offer, we have a youth hub serving my right hon. Friend’s constituency, working in partnership with YouthBuild Ventures, to help young people to build their confidence with tailored wraparound support and to move into local jobs.
Degree apprenticeships are a great way for those who are socially less well off to get into employment and avoid the costs associated with getting a degree through other routes, so what steps is the Minister taking to help more people achieve that ambition?
I agree that it is key that young people get the right opportunities to progress, thrive and move into long-term sustainable work. Apprenticeships are crucial in driving growth and social mobility. They boost business skills and improve people’s earnings and progression opportunities. My hon. Friend will be pleased to see a new youth hub open in Walsall shortly, and that our work coach has been working with Walsall College on place-based tailored employability support for his area.

Commons ChamberI thank the hon. Gentleman for the constructive way in which he has approached the issue. I will be very happy to contact him if he shares the details of the case with me. What I can say, which I hope will give some reassurance, is that 400 extra people are dedicated to mandatory reconsideration work and waiting times are dropping. We need to sustain that performance as well as getting things right the first time.
I have no doubt that this fine ministerial team will be pleased to know that my recent jobs fair perfectly complemented the employment and skills pathfinder programme. Will a Minister come to Willenhall jobcentre to meet its excellent policy and partnership staff and discuss what more we can do together to help people to progress in employment?

Commons ChamberThe statistics show that full-time work reduces substantially the chances of poverty. The absolute poverty rate for children where both parents work full-time is only 4%, compared with 44% where one or more parents are in work, so we need to support more people into work, and we are doing so, for example, by offering 30 hours of free childcare to parents of three and four-year-olds. The national living wage is £8.21, increasing to £10.50 by 2024, and we have taken millions out of paying tax altogether.
This Government are committed to providing targeted support for all our young people, to give them the best chance of getting into work. That includes the youth obligation support programme, Jobcentre Plus support for schools, and the recently introduced mentoring circles.
I thank the Minister for that answer. I welcome the Government funding given to Go Train, which provides recruitment and training services to businesses at no cost to business. Will she visit Walsall North in November, when a course will be provided specific to the Birchills area of my constituency?
I was recently nearby, at one of our universal credit service centres, with my hon. Friend. It was absolutely clear that opportunities for young people in his constituency and the surrounding area are vital. The Department for Work and Pensions is working with the West Midlands Combined Authority to bring together local skills, employment support and Jobcentre Plus services. We are investing £1.2 million in the west midlands for extra resources, including helping young people to tackle the biggest hurdles to finding employment.

It is a privilege to serve under your chairmanship, Mr Bailey. It is also a privilege to follow the hon. Member for Westminster North (Ms Buck), of whom I am quite a fan, because the Act she introduced—the Homes (Fitness for Human Habitation) Act 2018—is an essential piece of legislation. I am delighted that the Government supported it. I frequently agree with her.
I felt the need to speak in this debate because I was concerned that too many Opposition Members would make it seem like a world of doom and gloom, as if the Conservative party was doing nothing to support homeless people—I understand it to be the opposite. Immediately before coming to Parliament, I had been with YMCA Birmingham for three years. Just before I left to become an MP, I was the assistant chief executive. Those were three of the most fulfilling years of my life, working for an organisation that provided accommodation to previously homeless young people. During my tenure, how did things look when it came to what the Government were doing?
When I joined, the YMCA had funding for £500,000 through the empty homes programme, which offers the opportunity to find buildings that are vacant—it is not just a question of building new things—and use them for accommodation, and in this case for previously homeless young people. Harry Watton House was previously used by Birmingham City Council to provide social care, but it had not used it for some time and we converted it into 34 flats.
Also during my tenure the Government, through the HCA, gave us a £1 million contribution towards a building in Erdington, where we were providing 34 extra units of accommodation. We had accommodation of different types, because someone’s journey from street homelessness to sustaining a tenancy of their own goes through many stages. We had a 72-bed direct access hostel, where people were provided with just a room with a sink, plus shared shower and kitchen facilities. That property is currently undergoing a £3.6 million renovation with money from this Government. It will mean that people can come in straight off the street, straight out of prison or, sadly, from military service—they are frequently former members of the armed forces who just find life too chaotic when they leave.
“Chaotic” is how we could describe those people’s lives. When we were servicing their rooms or doing repairs, we would frequently find machetes or other items under their mattress—that was the type of world that they had been involved in before coming to us, and they felt safe and secure only when they had such weapons with them. Our job was to stabilise their lifestyle and get them ready for the next stage: supported accommodation. In 2015, I was terrified when the then Chancellor announced that he would cap housing benefit at local housing rates, and that that might apply to supported housing. However, YMCA campaigned vigorously against that proposal and made a powerful argument to the Government, and fortunately it was not imposed on us.
As I say, we had direct access accommodation, we had Harry Watton House, which offered supported accommodation, and finally we had our building in Erdington, thanks to £1 million from the Government; it must have been a fine building, because Princess Anne turned up to open it. All YMCA’s work—offering support and counselling, bringing in third parties and third sector organisations to help people who were on drugs or had other lifestyle problems—was supported by the Government through supported housing funding or capital funding.
The hon. Member for Westminster North mentioned the Mayor of London. Well, in the West Midlands Combined Authority we have a Mayor of our own, Andy Street. His first priority on becoming Mayor was to tackle homelessness across the region. It is far from being the case that Conservatives or this Government are not aware of the homelessness problem, not doing everything they can to address it, not taking the matter seriously or not working hard to support those in most need.
I join the hon. Gentleman in paying tribute to the work of YMCA. However, given that 12,000 households are on Birmingham’s housing waiting list and 2,500 households are in temporary accommodation, does he feel that the first priority that the Mayor set for himself is being achieved?
It would not have been the Mayor’s first priority if it were not a substantial problem, as the hon. Gentleman rightly sets out. We all recognise that it is a substantial problem in the west midlands, but the Mayor is certainly putting all he can into tackling it. He is one man with limited powers, but often a Mayor’s power is a subtle one—the power to convene. One of the great things that he did was get a lot of housing associations across the region to work together to decide where they would be best placed to develop land, build new houses and so on, and engage them with the idea of tackling homelessness.
I am grateful; I will be very brief. When the Mayor came to office, Her Majesty’s Government promised £211 million to build new homes. Parliamentary questions show that £209 million has not been paid out. Why has the Mayor not secured that cash in hand?
I am disappointed to say that I cannot speak on behalf of the Mayor, but I will keep my eye on my phone today, just in case I become the Housing Minister—in which case I will be in a position to answer the right hon. Gentleman’s question.
I completely accept the right hon. Gentleman’s case about the money that has been promised. He and I spoke at a recent event in Parliament with Midland Heart, and I completely back his case for ensuring that we secure that funding.

Commons ChamberThe hon. Gentleman will know that, actually, pension credit applications are up significantly. It is also the case that successive Governments have attempted to promote pension credit. I share the frustration of colleagues that it is not higher than it presently is, but I want to emphasise that the DWP uses a variety of means to communicate and we urge all pensioners to apply for pension credit through the usual manner, whether through trusted third parties, jobcentres, local authorities or the like.
Due to automatic enrolment, 10 million workers have been automatically enrolled into a workplace pension, including 17,000 in my hon. Friend’s Walsall North constituency. In addition, the Government’s commitment to the triple lock has meant that the full basic state pension is now worth about £1,600 a year more in cash terms than it was in 2010.
I thank the Minister for that answer, but 3,440 households in my constituency will lose their free TV licence as a result of the BBC’s recent decision. Can he assure my constituents that pensioners with increased costs will be at the forefront of the Department’s decision making during the comprehensive spending review?
Clearly, I cannot comment on the specifics of the comprehensive spending review—I suspect that will be for the new Prime Minister—but the reality of the situation is that the triple lock and the various reforms we have introduced have meant that pensioners have done considerably better. We spend £120 billion on pensioners, of which £99 billion is on the state pension. That is a record sum.
I thank the hon. Gentleman for his work in this area, and I reassure him that there have been several meetings with Marie Curie on this subject. I will take an interest in the report that is coming out on Wednesday, and I can tell him that we are once more looking at this matter again.
As my hon. Friend knows, more people are in work now than ever before. Indeed, the employment rate is higher in every region of the country than in 2010, including in the Black Country. Specifically, he may already be aware that Willenhall jobcentre is working closely with major employers on employment opportunities and, of course, that our mentoring circles programme is being rolled out for 18 to 24-year-olds to help them increase their employability skills.

Can the Minister reassure my constituents who have heard claims that some housing associations are refusing to accept tenants in receipt of universal credit by giving an assurance that the Government will make sure this is never the case?
My hon. Friend has huge experience of the housing sector of course, and I thank him for the work he does in his constituency; I have been to visit him. The landlord portal has now been rolled out across almost 70% of the social housing sector, but I will be happy to discuss with him any specific cases he wants to raise.

Commons ChamberWhat it is doing is supporting more people into work—3.4 million. By bringing in the work allowance—£1.7 billion a year—we are now able to focus extra support on families with children and supporting disabled people. Therefore, it will be even more beneficial to them going forward. That is positive support that we are giving through the Budget changes.
Universal credit came to Willenhall two weeks ago. Of the 157 cases we have had so far, only three are awaiting processing for payment. Can the Secretary of State explain why it seems to be going so smoothly, given that Opposition Members assure us it is a disaster?
My hon. Friend, who has actually visited his jobcentre plus to find out what is happening on the ground, gives a truer reflection of what is happening on the ground. I have spent most of this year travelling from Brighton up to Angus in Scotland and meeting jobcentre coaches, and most of them are telling me that universal credit is working for the vast majority of people, but I wanted to make sure we got extra money from the Chancellor in the Budget to help the vulnerable people it maybe was not helping.

Commons ChamberI am grateful to have the opportunity to speak in the debate.
The real reason we are talking about universal credit and welfare reform is a desire to get more people into work. This is not because of some accountancy-driven exercise. It is because work is a fundamental social good that helps people to provide for themselves. [Interruption.] The hon. Member for Wirral South (Alison McGovern) says that that is wrong. It is remarkable to take issue with the idea that work is a social good, and I assume she does not actually believe that.
Universal credit was designed to help people to move into and progress in work, and studies of it have repeatedly shown that it is capable of doing just that. That does not mean that it is without need of improvement. Indeed, I have been honoured to be part of the process of improving it. The work that I did with my colleagues on the Work and Pensions Committee in advance of the Budget in November last year led to a series of improvements that have greatly enhanced the way that universal credit serves the people on it. We have seen advance payments increased from a maximum of 50% to 100%, and the repayment period has been extended from six months to 12 months. The seven-day waiting period has been removed, and claimants already on housing benefit have continued to receive their award for the first two weeks of their universal credit claim.
Universal credit is actually coming to Willenhall in my constituency today. What advice would my hon. Friend give to my constituents? Should they be scared by the scaremongering that they have heard from Opposition Members, or encouraged that they will be helped back into work?
My hon. Friend raises a very important point. I can say that universal credit was rolled out in my constituency a number of months ago, and it is working extremely well. We have had nothing but praise for it from the work coaches who administer it, and we have had very high satisfaction rates from people using it in Brentwood and Ongar.
As I say, there is always something to do to improve any system. That is why the test-and-learn approach adopted by this Government is absolutely right, and why the pace of the roll-out has been absolutely right. A very small number of people in my constituency felt they were not given enough information about the application process, so they did not fill in the forms in the right way. They fell foul of the system, and they found themselves not receiving benefits when they expected to and falling into debt. That is exactly the sort of support that I hope Citizens Advice, under its new contract with the DWP, will be able to provide. It is another example of how the Government have responded to the system as it has rolled out and improved on it.
We have to remember that the benefit system being introduced now is a dynamic system, so comparing like with like is extremely difficult. If we have an old, legacy system that actively discourages people from taking on more work and we compare it with a system that helps people move into work and take on more work, a direct comparison, which is what a lot of studies have done, is absolutely inadequate.
In their negotiations with the Chancellor in advance of the Budget, Ministers should discuss with the Treasury the possibilities of reviewing the carry-over of debt from HMRC, restoring work allowances and extending further the advance repayment schedule. My hon. Friend the Member for South Cambridgeshire (Heidi Allen) made a very good point about how we might be able to front-load those payments officially, because we do not want people falling into trouble as they enter the system.
Lastly, I make a plea again for the importance of universal support. This part of the system has the potential to help people overcome very complex problems and move into work, so benefiting themselves and their families.

Commons ChamberThe Secretary of State has made it absolutely clear that we will be protecting people who currently receive the severe disability premium. [Interruption.] Will the hon. Lady just listen? A million disabled households who are now receiving legacy benefits will gain, on average, £110 a month on universal credit. Those are the facts, and the hon. Lady should try to accept them.
I know that my hon. Friend has great experience in this area, and I should be very excited to hear about those proposals in more detail. I am keen to meet him to establish whether any lessons can be learned.

I appreciate the personal story that the hon. Lady has just told me. We are gradually getting in touch with all the people who might have been affected by the fact that I decided not to appeal so that the claimants could be supported, and her constituent will be contacted in due course. We have been working through the guidance, and the first set of people will be getting paid by late summer. To follow up on the point that Mr Speaker raised, I took legal advice before I came into the Chamber today about what I could say about an ongoing legal position. The advice was that I should not be talking about an ongoing legal case, but obviously when we get that decision through, I will either be back here with a statement or making a written statement to explain what is going on.
PIP is of course a valuable benefit payment, but will my right hon. Friend confirm that the Government are working to ensure that a further 1 million disabled people end up in work?
My hon. Friend is correct. That is what we are looking to do, and in the last couple of years we have helped 600,000 disabled people into work. We have given extra support through PIP, because that can be an in-work or an out-of-work benefit, and we are also helping through Access to Work. This is about enabling people so that they can live as full a life as possible in society. That is what this Conservative Government are about.
