I think that if on 7 October we had projected forward eight weeks and known what we know now, we would have been very concerned about this leading to a widescale regional escalation. It is a credit to the United Kingdom and the professionalism of our services that, after the United States, we have deployed the most military assistance to the area. I have been told by a fair number of the Arab states that they appreciate the deterrent that that has placed on Iran and its many proxies in the area. Certainly the fact that eight weeks later we have not seen that expand is a credit to the British laydown.
In recent weeks we have seen Houthi rebel attacks on shipping in the Red sea, and back in June there were reports of harassment of shipping in the strait of Hormuz by the Islamic Revolutionary Guard Corps and Iranian attempts to consolidate control of contested islands. What action is the UK taking with our allies to protect freedom of navigation?
My right hon. Friend is right. We have seen the Houthi, out of Yemen, try to take advantage of the situation and, for the first time in a very long period, we have seen Somali pirates becoming involved. That is why I have sent HMS Diamond to the Gulf, and it is why HMS Lancaster is there as well. Let me reassure my right hon. Friend: I am working very closely with our international partners on how we can dissuade people from engaging in activity of this kind in what are international shipping waters. That includes the conversations that I had in the United States last week with my opposite number, the American Defence Secretary, Lloyd Austin.

Commons ChamberNo, I do not think so. The issue is about jobs in Wales, which are coming to Merthyr Tydfil, and making sure that the Army has the vehicle it wants. That is what this Government are going to guarantee. Unless the Labour party commits to spending 2% of GDP on defence, they are never going to reach this sort of expenditure.
Next year, we are sending nearly 800 troops to Estonia and 150 personnel of the Light Dragoons to Poland. We are leading the Very High Readiness Joint Task Force, and undertaking air policing, based in Romania, with the four Typhoons we are committing to NATO.
I welcome the Government’s commitment, particularly to the Polish Prime Minister last month, of additional UK troops and armoured vehicles in the face of concerns about the Russian threat. Does the Minister agree that we should stand shoulder to shoulder with our Polish friends, and that this shows how Britain can be an even stronger European ally—irrespective of Brexit?
On behalf of the Secretary of State and the Prime Minister, I had extensive talks with the Polish Defence Minister and his colleagues, who were thrilled that we were committed to being with them, which is what came out from the statement afterwards. The Light Dragoons, which will have their Jackals in Poland, are really looking forward to going there as well.

Commons ChamberI do not recognise the figures that the hon. Lady cited. I can confirm that in 2014-15 we spent 19% with small and medium-sized businesses. She will be aware that, as she highlighted, the contract with Dun and Bradstreet for evaluating the characteristics of different firms, which is a Cabinet Office contract, ended in 2014. We are in the process of discussing with Cabinet Office colleagues what the successor framework will be like.
We are determined to meet our manifesto commitment to ensure that our armed forces overseas are not subject to persistent legal claims that undermine their ability to do their job. I am continuing to explore the work that my predecessor did, working across Government to bring forward proposals in the very near future.
I welcome the Minister’s statement and urge him and the Government to press ahead with reforms in this area, in particular with regard to the extraterritorial jurisdiction of human rights laws and civil law limitation periods, so that we have accountability for rare acts of wrongdoing, but do not subject those risking life and limb for their country to vexatious litigation by ambulance-chasing lawyers.
My hon. Friend was in the same Department as me before I had the honour of taking on this role. It is very important that those who have done wrong are dealt with, but it is really wrong that tax-paid lawyers are chasing around the country trying to prosecute other people.

Commons ChamberThis is part of the rigorous work that we are doing at the moment to ensure that the Type 26 design is modular to allow for regular upgrading as systems improvements take place over the decades to come. As my hon. Friend knows from his work in the Ministry of Defence, we have had a number of engagements with other international navies to see whether they might be interested. While it is likely that the interest will be more in systems than in platforms, we are taking that work forward continuously.
14. What steps he is taking to reduce the number of legal claims against his Department.
The Ministry of Defence conducts a wide range of activities, many of them inherently dangerous, and faces many legal claims arising from them. It is an absolute priority that when we accept liability, we get on and settle the case, and, equally, that when we resist it, we do so with vigour.
Does the Minister agree that human rights reform should include curtailing the jurisdiction of the Strasbourg Court, which, by expanding in unprecedented ways human rights on to the battlefield, where international humanitarian law already applies, has created legal confusion and operational distractions, and diverted precious public money away from investment in our troops?
I absolutely agree with my hon. Friend. It is completely lost on me as to why the European Court of Human Rights should be involved, when, as he says, there is already international humanitarian law and, of course, the Geneva convention, both of which are tried and tested. That is how we make sure that things are done properly; we do not need the ECHR in this respect at all.

Commons ChamberThe agenda is primarily a matter for the Secretary-General of NATO, not for the host nation, although it is probably true to say that the host nation traditionally has a role in trying to suggest and shape the agenda for summits on its soil. The hon. Gentleman might expect us to be considering what NATO means post-2014. He would probably expect the transatlantic alliance to be debated at some length, and what will happen with regard to Afghanistan and NATO’s involvement in that country. I suspect that all those things will be important and top of the agenda in Cardiff, but it is important to note that this is primarily a matter for the Secretary-General.
11. What steps he is taking to strengthen the armed forces covenant.
We continually review areas where we can make a difference, from home purchase schemes and health care to transition and increased pupil premiums in schools, and our approach is making a difference right across the armed forces community. Upholding the covenant is not a matter just for the Government; it is the responsibility of the whole of society. Charities, employers, local authorities and individuals are all asked to recognise members of the armed forces community and give them the respect, support and fair treatment that they so richly deserve.
A 2012 survey showed that one in five of our armed forces received abuse back home, and 6% were victims of violence. I do not think we need to legislate for new offences, but is my hon. Friend satisfied that the police properly investigate all allegations, and has she considered with other Government colleagues the case for raising the sentence for criminal violence harassment where it deliberately targets serving British troops?
As my hon. Friend will know, different offences relating to violence have different sentences attached to them. I do not think there is a case for raising those sentences overall, and the sentencing guidelines make it clear that if somebody is assaulted by virtue of their being in the armed forces, that is clearly an aggravating feature and as a result, in simple terms, the perpetrator receives a higher sentence—and rightly so.

Commons ChamberWith great pleasure, as my hon. Friend played a key role in commissioning the Foxhound vehicle. As he will recall, it was commissioned under the urgent operational requirement procedure but was always regarded as a core piece of equipment. We are well on the way to delivering 400 Foxhound vehicles to the British Army.
13. What support his Department is providing to veterans with mental health problems.
My hon. Friend will be aware that primary responsibility for the mental health of our veterans lies with the national health service. He might also know that I have taken a strong interest in the issue, and I am therefore pleased to report good progress not only in implementing the entirety of the excellent “Fighting Fit” report by the Under-Secretary of State for Defence, my hon. Friend the Member for South West Wiltshire (Dr Murrison), but in the provision of substantial funding for national and community-based projects to support veterans experiencing mental health issues.
I welcome the Minister’s answer. I also welcome the vital support that the Government are giving veterans with post-traumatic stress disorder through the excellent charity Combat Stress. Its latest review shows that the average referral takes 13 years from leaving the military. There are various reasons why that might happen, but can we do more to get those with PTSD the help they need a little quicker?
I join my hon. Friend in his praise for the work of Combat Stress in helping veterans with mental health problems, including those with PTSD. The value of its work is fully recognised by the Government. Funding of up to £18 million is being provided by the NHS to Combat Stress to provide specialist acute PTSD treatment services to veterans and the MOD funds Combat Stress to provide remedial treatment for eligible veterans in receipt of a war pension, at a cost of approximately £2 million in the last financial year. As the excellent chief executive of the charity, Andrew Cameron, knows, we have been in discussions with the NHS about how we can further provide services for veterans, including access to treatment once they are diagnosed with PTSD. Those discussions are ongoing and we hope to have more to say on the subject next year.

Commons ChamberThe right hon. Gentleman has succumbed slightly to hyperbole. The Government’s position is clear. Our approach is to make clear to Argentina our intent to defend the islands, to deploy the necessary military forces to provide a credible defence of the islands, and to ensure that we are not placed in the invidious position of having to mount a long-range invasion to retake the islands.
10. What assessment he has made of the capacity of armed forces from Argentina to enter the Falkland Islands by force.
We pay close attention to developments in Argentina’s military capability. There is no current evidence of the intent or the capability to launch a credible military threat to the Falkland Islands. However, we are committed to the protection of the islanders’ right to self-determination and will remain vigilant in our posture.
I thank the Secretary of State for that answer. What impact will the ban on Falklands-flagged ships in Latin American ports have on Britain’s ability to defend the islands? Which Governments in the region can we count on as allies in the unlikely event—let us hope that it remains a very remote possibility—of hostile Argentine action?
As I have said, the statements that some Governments have been induced to make about access to their ports for Falkland Islands-flagged vessels are most unwelcome, but we judge that they will have no material impact on our ability to defend the islands or reinforce the islands, should that be necessary. I hope my hon. Friend and the House do not mind, but it would not be in the interests of the UK’s national security or of the Falkland Islands to explore in public which regional nations might be friendly to us if there were a need for military action at any time in the future.

Commons ChamberI am doing the maths on my feet; there are about 9,500 people in Afghanistan on a five-cycle rotation, so the answer is about 45,000 or 47,000 of our armed forces personnel.
Following the failure of the congressional committee to agree savings as part of the deal to raise the debt ceiling, the US military faces automatic spending cuts of up to $500 billion from 2013. What reassurances have Ministers sought specifically about the impact that that may have on UK-US co-operation in intelligence and counter-terrorism?
I assure my hon. Friend that we are having regular discussions with US counterparts; I am going to Washington immediately after the new year holiday. Whatever happens, our strong security and intelligence relationship with the US will continue. It benefits both parties and is at the very heart of our strategy.

Commons ChamberI am very sorry that the hon. Gentleman wants to see UKTI DSO closed. I can see a few Opposition Members whose faces reveal that they view that prospect with great alarm, as indeed do all my hon. Friends—as well as, I see, the shadow Secretary of State, the right hon. Member for East Renfrewshire (Mr Murphy). UKTI DSO is doing a fantastic job, but that job is not done in isolation; it is done in accordance with long-established law, under which we ensure to the best of our ability that we do not export irresponsibly.
I repeat to the hon. Gentleman, who clearly failed to understand the purport of my original message, that defence exports are not there simply to generate income. They are there to strengthen alliances with existing allies, and to promote alliances with new, important allies, in a very volatile world.
9. What steps he is taking to ensure value for money in his Department’s procurement.
The Government are determined to drive out the mismanagement of the equipment programme experienced under the last Administration. Developing a balanced, affordable programme must be our first priority. The strategic defence and security review and the current planning round process are major steps on the road to achieving that, but ongoing acquisition reforms, the work of the defence reform unit, and the appointment of Bernard Gray as Chief of Defence Matériel are also signals of our determination to address the issue successfully.
I thank the Minister for his answer. I also welcome Lord Currie’s review of single-source pricing regulations. The major projects reports produced by the National Audit Office in 2009 and 2010 issued scathing assessments of the last Government’s record of purchasing defence equipment. How will the Currie review ensure better value for money for taxpayers?
My hon. Friend is right to highlight the importance of the review, which I announced to the House last week. Given that some 40% of work by value is secured through this route, it is crucial to the taxpayer that we secure value for money from procurements. It is important for industry to be given incentives to reduce costs, and this will be good news for small and medium-sized enterprises, many of which find the present procedures for procuring work exceptionally onerous. Moreover, by making industry more competitive on world markets we will increase our export potential. It is a win-win situation.
