Commons ChamberMy hon. Friend is a formidable advocate for that sector and I do want to give him that reassurance. That is why we protected our R&D budget in the autumn statement at its highest ever level. We are continuing to look at how we can support the R&D small companies sector without allowing that fraud to happen. Thanks to his campaigning and the work of this Conservative Government, last year, we became only the third trillion-dollar tech economy in the whole world.
May I thank the Chancellor for awarding Morecambe £50 million for the Eden project? It will transform my whole community. My question is about VAT tapering. When I was David Cameron’s small business tsar—a very long time ago—I came up with a formula for VAT tapering. Would my right hon. Friend like to meet me to talk about that further?
First, I congratulate my hon. Friend on his extraordinary campaigning for Eden Project North, which is a model for MPs standing up for their constituencies; he deserves huge congratulations on that. I will happily look at his proposals on VAT tapering. We already have the highest VAT threshold in the G7, but anything we can do to help small businesses, this Conservative Government always do.

Commons ChamberI am delighted that someone from the SNP is worried about the value of the pound, which I think shows that it matters to all of us. I would say to the hon. Gentleman, in all seriousness, that Governments cannot control the value of currency and should not seek to do so, but in so far as our actions affect the stability of our markets, including the currency markets, the one thing we can do is to show that we are balancing the books.
I would like to welcome my right hon. Friend—my friend—to his new position as Chancellor. Madam Deputy Speaker, you would not know this, but my right hon. Friend should have been coming to Morecambe on Thursday, but of course last weekend has changed these things. However, I extend the invitation to come to Morecambe so that he can see how much money has been spent there and how well it has been doing since 2010, and also see the Eden Project North site and the stakeholders.
I would be delighted to accept my hon. Friend’s invitation. He might not want to tell me what he would like as a christening present for his daughter, because I now have a trillion pounds at my disposal.

Commons ChamberEverything we are doing is being driven by a growth agenda so that we can level up all the way across the United Kingdom.
The Eden Project North is, as far as I am aware, the only project in the second phase of the levelling-up round that has planning permission and land allocated. I would like to know when the decisions will be made so that we can get this shovel-ready scheme going. Eden has £50 million to put on the table, and we are asking for £50 million as match funding, in effect.
Decisions on the second phase of the levelling-up round will be made by the end of the year, and I wish my hon. Friend well.

Commons ChamberI am sure that the right hon. Gentleman would expect fairness to apply to all in this country, whether that is to one of his constituents or to one of mine, and I would hope and expect that he would not wish to see unfairness for anyone. What we are doing at the Cabinet Office is co-operating with a police investigation. That will carry on and take its natural course, as police investigations invariably do, in an orderly way, unencumbered by interference from the Executive.
Would the Paymaster General consider the Metropolitan police, or any other police force, looking into the activities of the Leader of the Opposition with his beer party? As far as I can see there is no difference. What does he say to that?
My hon. Friend makes an interesting point, but, of course, police investigations and how they are conducted are operationally independent. I am sure that they will have heard what he said.

Commons ChamberWhat people know they get from this Conservative Government is a Government who are on their side, a Government who are delivering their priorities, whether their priority is 50,000 more nurses, 20,000 more police officers, record investment in every part of our country, or having a Government who are creating jobs and prosperity wherever people live. It says in that document that this is a people’s Government, and that is what we are delivering.
I know that this Government are listening to the levelling-up agenda, especially in the north of England, and on that note I should like to suggest that the best way of getting people back into work is putting forward new initiatives. Will the Chancellor meet me shortly to talk about Eden Project North?

Commons ChamberThe hon. Lady talked about a few different things, transport and digital connectivity being among the most important to her region. This spending review delivers on both those priorities, with record amounts of spending on road, rail, intra-city transportation, buses and cycling, and, on digital connectivity, with our plans to bring 85% of the country to gigabit-capable broadband by 2025, we are also delivering on the green plan that I outlined. I very much look forward to hearing from her and her local areas once we launch the levelling-up fund, because I am sure there will be projects we can make a difference to.
I welcome the levelling-up fund. From the outset I have been championing the Eden Project North in Morecambe, which is coming shortly, so will the Chancellor meet me to discuss it, as it is exactly the kind of shovel- ready project that would level up not just Morecambe, but the whole of our region?

That this House has considered connecting communities by supporting charities and volunteers.
I am delighted that the House has this opportunity to discuss a subject so close to the nation’s heart: charities and volunteers. I am sure that everyone across the House will agree that these incredible people and organisations are the bold, brave, beating heart of our communities. And they are not alone. They work alongside the social enterprises, mutuals, community groups and socially responsible businesses that help to make up our civil society.
This country’s civil society is a force to be reckoned with. It has a proud heritage and is admired across the globe. It is everything from a voice for the voiceless to an incubator for innovation. It provides a space for us to display the very best of ourselves and a desire to help and support others. We all know of superhuman efforts that people have made in our constituencies and communities on behalf of charities—running, skydiving, sponsored swims, sponsored silences, with groups, individuals and children all raising millions, thousands or hundreds of pounds for causes they care about.
Only a few years ago, the eyes of the world were on London for the Paralympic and Olympic games. People were amazed by the athletic achievement, but what also made an impact on millions of people were those who came from our shores: our volunteers, the games makers, selflessly giving their time, energy and expertise so that others could have a brighter and better future and an enjoyable time.
We will see that again: with Birmingham 2022, the Commonwealth games, on the horizon, we have a chance to do it all again. Our experience, in London 2012 and beyond, has shown that we can create the right opportunities and environment for volunteers. They will come and step up to the challenge. That energy and that sense of momentum are vital if we are to continue to have a happier and healthier society.
What is the Government’s vision for civil society? Three elements are particularly important to me as we chart this new path. The first is the building of communities that are connected: tackling loneliness, helping people to feel attached to the places where they live and empowering people of all ages to build an even better society. The second is the establishment of a socially responsible business and finance sector that can act as an even greater force for good in our society and tackle, creatively, some of its most entrenched problems.
Does the Minister agree that charities should remain autonomous and should not be interfered with politically? I am greatly concerned about a charity in Morecambe that is undergoing that process at this moment.
I thank my hon. Friend for referring to something that is happening in his community and may be a worry. The Charity Commission plays an important role in giving us comfort in that respect. It is an independent registrar, and it is the regulator of charities. The Government have recognised the demand for its services by granting it an extra £5 million a year to help our charities to be at their best. If my hon. Friend has any concerns about that specific case, I shall be happy to meet him.

Commons ChamberAs I suspect the hon. Lady knows, after we leave the EU, we will be an independent coastal state, and we will be able to enter into agreements with Iceland, Norway and other countries to regulate quotas, how the fish are caught, the reciprocal rights of our fishermen to enter other countries’ waters and of their fishermen to enter our waters, and other such matters.
According to the Department for Transport, if we crash out without this agreement, the hauliers of this country will have access to only 1,000 permits—and that to cover a range of areas from health products to food and furniture deliveries. This would be catastrophic for my constituency, which relies on haulage. Does my right hon. Friend agree?
My hon. Friend is right, and he takes me back to the question from my hon. Friend the Member for Mid Bedfordshire (Ms Dorries) earlier. If we were to leave the EU in a real no-deal scenario, with such issues left unresolved, we would be in a very difficult place. The small number of transit permits available to hauliers would be just one of the many issues that would cause considerable difficulty.
I would choose what the House is seeking—in good will, I believe—which is a compromise that secures the will of the people while at the same time protecting jobs and the economy. [Interruption.] Government Members shout that that is the current deal, but at some stage in the next few days reality will dawn on people that it is highly unlikely that that deal will secure a majority position in the House. We have to be honest with each other and take this opportunity for an honest expression of views. Not only will the deal not secure a majority in this House, but it is certainly not bringing the country together.
I am listening with intent to what the right hon. Gentleman is saying, which is very measured. Speaking apolitically and being measured myself, I ask whether he would please consider voting for this deal, so that we can all move on with our lives.
I recognise the valid intent of that intervention, and if the hon. Gentleman will stay the course with me a bit longer, I might be able to respond to it.
Yes, as my right hon. Friend the leader of the Labour party pointed out the other day, the timing does put us over a barrel. What is the incentive for the EU in this situation where we have given all the cards to the other negotiators?
So we are now faced with a prospect of new trade barriers and the potential for an indefinite backstop, but we have no assessment from the Government of what this will mean for the economy. Astoundingly, according to the Attorney General’s legal advice,
“for regulatory purposes GB is essentially treated as a third country by NI for goods passing from GB into NI.”
Others have had their say on the constitutional implications of the backstop—a rod that the Government have created for their own back. But the Government’s refusal to include prolonged membership of the backstop in last week’s economic analysis leads us to conclude that either the Government do not know what the effect of remaining in it would be, or if they do, they do not want us to know the cost and economic consequences of an indefinite backstop.
If we leave under this agreement, we would have free trade. We have two economies running in Ireland at the moment, one with the euro and one with the pound. Does the right hon. Gentleman agree that that would carry on under this agreement because, as we would be leaving the EU, the backstop is an insurance policy or a legal ramification to this agreement?
The backstop could remain permanent. We have had confusion this morning on the advice from the House of Commons Library and the Chancellor about how it could be ended or a transition deal extended in some form. There is absolute confusion at the moment, and we are now undermining the relationship with one of our biggest trading partners as a result.
One organisation, the National Institute of Economic and Social Research, has estimated that by 2030 we could see a £70 billion reduction in national GDP, in 2016 prices, as a result. Once the Prime Minister accepted our argument for a transition period, she argued that it was right because it would mean only one change for British businesses. Now we face shifting from a transition period to a backstop arrangement, and then to a free trade deal. This is not what was promised. We do know, however, what the Chancellor thinks of the backstop arrangement because he has said so:
“I’ve been clear from the outset that I do not like the backstop. I don’t think the backstop is a good arrangement for our economy, I don’t think it’s a good arrangement for our union.”
I fully agree.
I have been sitting here all through this afternoon’s debate listening to colleagues on both sides of the House. I welcome the tone of this debate, which has been very mature and stable, especially early on when the shadow Chancellor was speaking. I do not see eye to eye with him at all times, but there was quite a lot we did see eye to eye on. We are working to find a way forward on this whole issue for the UK, and we have to set aside our differences. I have thought about this long and hard, and I am sure a lot of colleagues have done the same, but what are we looking at in reality? If we strip away the political ideology and get down to the business, we find there is very little in this deal we cannot agree with. Had this deal been put on the table at the time of the referendum result, we would have snatched the Europeans’ hands off, but we are where we are now. Sadly, some Members from my party have mixed up this issue with—
Leadership bids, as the hon. Gentleman said, but that has been and gone. In all honesty, what is going to happen on 29 March is that some people’s political careers in here that hinge on that day will be null and void, because that is all they have talked about for the past two years and, in some cases, for all their political lives. As has been said, we have to grasp this nettle and move forward. I think we heard the finest speech this House has heard for generations from my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames). I had hairs stand up on the back of my head. I want to say that because he is not just my friend; he is an inspiration. He inspired us all. When all is said and done, what does this actually mean? This is about the country. His grandfather led us through our darkest times, and because of his grandfather’s contribution we are still free and we are still working forward as a nation.
If we do not get—[Interruption.] It is nice to hear people giggling on the Opposition Back Benches. It is a pity they are not listening. If we move forward and get into a position where we can get our trade reinstated properly, in a free-flowing way, that would be welcomed by my constituents.
On hauliers, this is from the Department for Transport’s guidance on determining international road haulage permit allocations with the EU:
“There are a limited number of…permits available for UK hauliers. For 2019 there are 984 annual permits for Euro VI emission vehicles, 2,592 monthly permits for Euro VI emission vehicles, and 240 monthly permits for Euro V or VI emission vehicles. Annual permits cover all journeys made using the permit between 1 January and 31 December 2019.”
F. Edmondson & Sons is a haulage company in my constituency—Members should bear in mind that we have a port that relies on haulage—that wrote to me to say:
“We are a family owned and operated international road transport company, established in 1948, specialising in international furniture transport.
For over 40 years we have been delivering furniture made in the UK throughout Europe. If the proposed Brexit deal is not agreed and the movement of freight is compromised through restrictive border controls it is not just the haulage industry that will suffer”—

The public sector workers in Morecambe and Lunesdale will welcome this announcement. Can my right hon. Friend confirm that those in the public sector are now getting £30,630 on average compared with £27,977 in the private sector?
The figures that my hon. Friend quotes about public and private sector workers are right. My job as Chief Secretary is to make sure that we are properly rewarding public sector workers and that in areas where we are struggling to recruit and retain, pay rises are commensurate, to retain those people. We are also making sure that those pay rises are affordable within our Government budgets, which I think is what taxpayers expect.

Commons ChamberI really wanted to contribute to today’s debate because my local port of Heysham will be directly affected by the outcomes of what we are discussing today.
I went to see the port not so long ago to talk about how we best facilitate the trade coming through it. I met the port authorities and the chief executive of Seatruck Ferries, Alistair Eagles, who envisaged that, given the way things are looking, there would be no problem with trade from Northern Ireland coming into the port of Heysham and the rest of the UK. There was one thing that concerned me around that time: press reports of a “Dad’s Army” of customs officers being recruited. Such reports were completely unfounded and erroneous, because we know now that customs officers are being recruited. The main point I looked into was the fact we could get our trade from Northern Ireland moving through the port of Heysham seamlessly, as happens now. It was agreed at the time that that could carry on, so I am glad to report to the Chamber that, judging by what I found out and the experiences of how the port is working, we do not envisage a problem.
Does the hon. Gentleman accept that we on the Northern Ireland side also welcome the fact that the Government have made it clear that trade between Northern Ireland and the rest of the UK will not be interrupted in any way as a result of leaving the EU? Indeed, despite what has been said in this House time and time again, the Government have put forward very positive proposals as to how that frictionless trade can be conducted.
I could not have put that any better—I agree with everything the hon. Gentleman said.
I will give just one taste of how trade works in my area. We are the first port of call—excuse the pun—for Northern Ireland. I hope that the hon. Member for North Antrim (Ian Paisley) and I are going on a little project on a Wrightbus—known as the Boris bus—from his constituency through the port of Heysham all the way down to London to demonstrate exactly how trade works within the UK and how it will flourish under the Bill.
I thank the hon. Gentleman for enlightening the House on that point. As he knows, that bus is in itself a great expression of how trade works within these islands. People from the constituency of my hon. Friend the Member for East Antrim (Sammy Wilson) work in a factory in my constituency, which draws on skills from across the whole United Kingdom, whether the tarmac manufacturers in Scotland, the electronics manufacturers in Manchester or the window developers for buses. All those skills are put into one product, which is seen every day on the streets of London, Manchester and other parts of the UK. It is a good example of how trade works practically, putting people into employment. I welcome the project that the hon. Gentleman suggested.
The hon. Gentleman explains succinctly that the supply chain that makes the buses is immense in his constituency and in the wider UK. That is why trade must flourish between Northern Ireland, the United Kingdom and Europe.
It is a fact that we will leave the EU, and it is best to think about how we do it. The Bill covers the initial stages of facilitating that.
My hon. Friend is generous in giving way. I am sure that he agrees that, given that southern Ireland does 80% of its trade with or through the United Kingdom, it is also in Ireland’s interest that that carries on seamlessly. Like my hon. Friend, I have a port—Cairnryan—in my constituency, and if any of the buses are too much for others to handle, I would love them to be sent my way.
I thank my hon. Friend for his intervention, which brings me nicely to my next point. I have to be careful what I say because I am still Parliamentary Private Secretary to the Secretary of State for Northern Ireland. I put it on record that I wish him well. He has not just been an excellent boss; he is a more than excellent friend. I welcome the new Secretary of State, whose name has just been announced: my right hon. Friend the Member for Staffordshire Moorlands (Karen Bradley).
We have a free trade border between Ireland and Northern Ireland, and we have had it since the 1920s. Two currencies operate in the area, and there is not a problem. To be grown up about the situation, there is no reason why that should not carry on. However, I urge all Members to think of the benefits that can arise from our leaving the EU. Gibraltar has been mentioned. Since Brexit was announced, Gibraltar has increased its trade by 25%, and there does not seem to be a problem with borders that it is not already experiencing. It is therefore in the interests of not just the UK but the EU that we continue with the frictionless borders and frictionless trade tariffs. That is the grown-up view.
I urge hon. Members to allow the Bill to go forward. I will vote for it this evening and I urge Ministers to heed what I have said, even though it is about a microcosm of the UK, and ensure that we get the best deal for the UK within Europe.
