It is a great pleasure to be able to participate in this Second Reading debate. I should begin by congratulating the Secretary of State on her excellent speech, and on her passion for opportunity and excellence. I would also like to congratulate my hon. Friend the Member for Worcester (Mr Walker) on his speech, including his memories of his father. As someone who knew his father very well, and who went to some of his lunches when we had discussions about these sort of things, it brought back happy memories. [Interruption.] Ah, the Secretary of State is still here. I just wanted to say congratulations to her on bringing forward this Bill. I know she is passionate about opportunity, excellence and the fact that everyone should have a chance to develop themselves.

Many of us on these Benches have, over many years, been persistent in campaigning for lifelong learning and greater educational opportunities, irrespective of people’s backgrounds or situation. We have also praised our further education sector—the colleges—and I know the Minister for Skills, Apprenticeships and Higher Education, who is his place, has been a champion for the colleges. I believe that inspirational teachers, parents, role models, friends and school facilities are very important in encouraging young people, teenagers and people in their early 20s at college or university to go on and make something of themselves, but that is not enough. They need additional opportunities later on in life.

As someone who was a schoolteacher and subsequently, and more importantly in respect of this Bill, a college lecturer, I know from personal experience, as well as from constituency involvement, of the many students who, for many and various reasons, have not had the opportunity to continue in training, education or college courses. Their ambitions and their careers were stymied because they did not have that opportunity. When I was out of Parliament between 1997 and 2005, I was privileged to meet and to teach students at Bexley College, which at the time was led by the inspirational principal Dr Jim Healey. I taught women returners, the unemployed, those who wanted qualifications, those who needed qualifications to advance in their jobs and those who wanted to change careers. In particular, I was dealing with Institute of Personnel Management courses. They were good opportunities, but they were limited in scope—they did not go far enough—and now we are addressing that situation.

I would like to praise the Open University. I think we should do that, because it has done fantastic work in offering modules, degrees, courses and education at a high level with greater flexibility for students in relation to both age and time. However, this is not enough, and that is why we need other ways of ensuring that people obtain qualifications below degree level.

In today’s rapidly changing world, it is essential that we have a skilled, educated and motivated workforce to meet the challenges of modern Britain. We must never forget that we never stop learning—all of us, throughout life, are continuing to learn—particularly in the technological age we are in. When I left Parliament in 1997, we were still using electronic typewriters. We did not have computers or mobile phones, and it was a bit of a shock when I came back in 2005. Fortunately, however, I had been at a college, Bexley College, where I was able to do some courses, so I therefore understood and could do the basics. I still cannot type very well, but that is a different matter.

I am learning a lot about my right hon. Friend’s history, which I am finding very interesting. On Friday in the Chamber, we discussed the Employment Relations (Flexible Working) Bill, which the hon. Member for Bolton South East (Yasmin Qureshi) brought in. Does my right hon. Friend agree with me that these measures encouraging more mature students back into education go hand-in-hand with the reforms the Government are making to flexible working, which mean that people can continue to learn while they are earning and broadening their skills?

I totally agree with my hon. Friend, who makes a very important point.

Lifelong learning is important; learning is not just for the young. Opportunities should be there for people to re-enter the world of learning and training throughout their individual working life. It is good news, therefore, that the Bill creates the flexibility for individuals to decide what and when they wish to study over their working life in order to progress their life, increase their skills and make something more of themselves. I particularly welcome the lifelong loan entitlement, as it will improve access to education and certainly accelerate the Government’s levelling-up agenda. Everyone should be afforded the opportunity to reach their full potential irrespective of their background or the lack of opportunity they had at school or college. People in established careers should also have an equal opportunity to pursue further studies. As a product of social mobility—like many colleagues on both sides of the Chamber—I am a firm believer that access to education should be fair and available to all who choose to look for and pursue it. The loan will enable those trapped in unemployment or low-paid jobs to undertake further study. That will improve their skills and employability, and their opportunities throughout life.

Research by Universities UK suggests that 35% of those who considered part-time education in the past 10 years did not enrol because of their personal life or their employment situation. We have to change that in modern Britain, and that is what the Minister, the Secretary of State and the Department are doing. My constituents in Bexleyheath and Crayford will be delighted to know that they can pursue further studies to suit their own pace, time and opportunities, without paying a premium for doing so.

I am keen for the simplification of the higher education system to enable wider and easier access. Research by the Department for Education suggests that the complexity of the student finance system and the difficulty in obtaining information for mature students are major factors that deter people from going back into study. The lifelong loan entitlement will offer a system that is easier to understand—my goodness, in today’s society, don’t we need things that are easier to understand, because of the complexities of life? [Interruption.] I see Mr Deputy Speaker is agreeing with me, and he is young by comparison. Things such as clearer detail on financial entitlements will no doubt encourage more people to study. I hope the Secretary of State will agree that to get the full benefit of the scheme, we must embark on an education and information campaign, targeting those who will find it of particular interest and benefit. It is no good thinking they will just find out; we have to go out there and sell it.

I am concerned, of course, by the skills gap that is plaguing our economy, particularly in this time of considerable economic challenge for our nation. In August 2022, the Federation of Small Businesses reported that 80% of small firms were facing difficulties recruiting applicants with suitable skills. As I go round my borough and constituency of Bexleyheath and Crayford, a number of businesses say that they cannot get staff who have the necessary levels of training or education. People do not have the opportunity to obtain further qualifications, and therefore those businesses cannot get the necessary skilled workforce.

We must endeavour to ensure that the UK remains an attractive investment proposition, with its skilled and talented workforce. I believe we have the people in this country, but they need the opportunity, training and skills development. We can then be No. 1 again in so many fields and be competitive across the world. We cannot afford to fall behind our counterparts, which is what we seem to have been doing. The lifelong loan entitlement will address that skills gap by enabling employees to continue to upskill as they progress through their careers.

For many, it may be more sensible to learn over a period of years because they have other commitments—families or other interests—in their lives. They may wish to develop practical experience first, and there is nothing wrong with that. People do not necessarily want to go on a three-year university course. They may not be ready for it or feel that the time is right. As our economy continues to shift towards greater automation, it will be crucial for employees to develop more technical skills. Low-skilled jobs will be those most at threat from automation, so we must equip those currently working in such jobs with the skills to ensure that they can thrive in an increasingly technological economy and society.

The Bill will be of huge benefit to all our constituents and all the countries in our United Kingdom, bringing the skills that employers want and that employees need. The result, hopefully, will be the happier and better paid workforce that we are looking for.

I believe, in all honesty, that the Government have done a considerable amount over the past decade or so and have a good record on education. I listened to the Opposition spokesman, the hon. Member for Warwick and Leamington (Matt Western), whom I respect. I always listen to him with great interest because he is measured and reasonable—though usually wrong. But he is a nice chap, and he put forward some thought-provoking ideas for us today. That is why the Bill needs cross-party support, including from the hon. Member for Twickenham (Munira Wilson) of the Liberal Democrats. I am not going to get party political—the Liberal Democrats always like to do that. We are trying to be constructive.

On technical education, over the last few years we have introduced T-levels, so that all people can access a world-class education. I did the old traditional A-levels. I enjoyed them and they suited me. As we have heard, I am not very good at technology. I do not think my hon. Friend the Member for Newcastle-under-Lyme (Aaron Bell) will let me forget it. Nevertheless, young people can gain skills via the revamped T-levels. High quality is the key. Everything we do in education has to be high quality, not substandard. I therefore passionately support what the Government have done with T-levels, practical learning and industry placement. It is the best of both worlds.

On high quality, does my right hon. Friend recognise, from the independent Wolf review, that at least 350,000 young people were let down by courses that had little or no labour market value? That is what we need to change. As well as bringing forward lifelong learning, we need to ensure that all courses, whether for undergraduates of traditional age or older, offer value for money.

Absolutely. I would also highlight the £490 million in extra funding that the Government are delivering to boost training and upgrade colleges and universities across the country. I must praise my own college, Bexley College, which has now merged into London South East Colleges under the successful and inspirational leadership of Dr Sam Parrett CBE. She is a brilliant and dynamic woman who is driving the agenda we desperately need. The Government’s extra funds will boost colleges’ training and upgrade colleges. This particular college is very good. It is an amalgam of several colleges in south-east London. There is a buzz and it is looking to the future. The traditional old-fashioned FE colleges were good in their day, but their day was yesterday, or even before that, when the father of my hon. Friend the Member for Worcester was in government in the 1980s. The Government are also investing £350 million to renovate further education colleges, which is welcome.

My right hon. Friend is making an excellent speech. I could not resist the opportunity to welcome the progress being made on new science and tech labs at Worcester Sixth Form College, which I visited just the other day. The college has been transformed by successive small investments under this Government, while under the Labour Government it got the promise of a complete rebuild under Building Colleges for the Future, which then got cancelled when they ran out of money for their programme. Is that not an example of how we can invest more effectively and productively for our college estate?

My hon. Friend makes a brilliant point. I think we would all agree that what we need is upgrading and progress, rather than pie-in-the-sky ideas. We must get practical.

The other thing I want to highlight is that colleges in local areas should provide for local needs, boosting the skills that are necessary in that area. The skills needed in my area of south-east London are probably different from those needed in Worcester or in other parts of the country. The Bill creates a new duty for further education colleges, sixth-form colleges and designated institutions to ensure that the provision of further education is fully aligned with local needs and requirements. This is another way to ensure we have the employment and opportunities for young people and not so young people to make a real contribution to their community, and to strengthen the accountability and performance of local colleges and the businesses involved in helping the programme forward.

There is a lot to be pleased about in this small Bill, and I look forward to debating it in Committee if I am privileged enough to be put on it by the Whips, though I do not usually blot my copybook. We will discuss certain bits of the Bill and we will all have ideas for how to tweak it, but we must be grateful to the Government for putting forward an excellent, necessary and most welcome Bill that will support the introduction of a lifelong loan entitlement from 2025 and promote a culture of upskilling and retraining.

The Bill will help to open up higher and further education by introducing new methods and limiting the fees that can be charged based on credits. That is really positive, good news. Students will therefore be charged a proportionate amount depending on the number of credits studied, encouraging more people to study by taking advantage of the flexibility that the scheme will offer. We have seen flexibility in work because of covid and changing work patterns. Many people have found that to their liking, and many businesses have as well. Flexibility must be the word for our era, because it gives opportunity to so many more people.

I obviously welcome that the fees charged will be limited, but I presume that the colleges will be able to choose the packages that they offer, so is there a danger that they will be less inclined to offer modules if they cannot charge extremely exorbitant rates for them?

I know that my right hon. Friend has a touch of cynicism. I am an optimist, and I believe that the colleges will want to take up the opportunity, because that will show the success of what they are doing. They are part of the local community, so they need to get real. We will have to discuss that point further. I encourage my right hon. Friend to beat the drum in the colleges in his constituency and to tell them that it is their civic or local duty—whatever we want to call it—to do these kinds of things. But we should be wary of what he says.

The Bill is the key to the Government’s skills revolution and it will support our businesses, long-term productivity and job creation. That is particularly important as we deal with the difficult times of the cost of living crisis and other things we will face in the future. We need to make the most of our opportunities. I welcome the Bill; I look forward to it passing into law and to the opportunities it will give so many people across our country for more studying, more career development, more skills and, hopefully, a more successful career.

I would not say that there are delays, but we are working right now to get the guidance right. I am sure that my hon. Friend will also be speaking to the Minister for Women and Equalities to make sure that all the views are represented. It is very important that we protect victims of bullying and hate-related bullying, including those who also have special educational needs. As we know, there are many crossovers between those who are different for different reasons and get an increased amount of bullying, and we must do everything we can to stop that.

Alongside young people’s academic recovery, surely supporting their mental health and wellbeing must be a priority in all of our schools. Can my right hon. Friend confirm that this Government are investing an extra £7 million this year to train senior mental health leads for schools and colleges?

Yes, I can confirm that my right hon. Friend is absolutely right. We have been investing in senior mental health leads in each school. On top of that, mental health support teams are being rolled out across schools. I think it is about 26% of schools at the moment, and the target is 35% by 2024-25.

I thank the hon. Lady for her question. In 2019, we launched the Government’s first ever integrated strategy to recruit and retain more teachers in schools, which had a number of different strands in it, including supporting teachers on the way in, recruiting more, and various routes into teaching. Of course, we have an independent pay review body and this year we accepted all its recommendations in full.

On Friday morning, I was privileged to attend St Paulinus Church of England Primary School in Crayford to speak with teachers and to answer pupils’ questions. As my right hon. Friend knows, an inspirational teacher is often key to opening opportunities for a young person’s future. What more can the Government do to help to retain more of those good, aspirational teachers?

I thank my right hon. Friend for his work. Many of us have a treat on a Friday when we go into our fantastic schools and meet lots of children. The early career framework, which was introduced last year, is focused on trying to ensure that we support teachers, particularly in the first five years, so that we retain more of them. The figures show that the risk of retention is in those first five years, so we have put a lot of work and effort into making sure that we support them more during that period.

I assure the hon. Lady that the Chancellor did mention teaching and all our teaching staff, which of course includes university teaching staff. My Department continues to work with the Office for Students to ensure that universities support students in hardship by drawing on the £261 million student premium. Any student who is struggling should speak to their university about the support it offers. Many universities are doing a fantastic job to provide further support: the University of Leeds has increased its student financial assistance fund almost fivefold to £1.9 million; Queen Mary University of London has a bursary scheme for lower-income families; and Buckinghamshire New University has kept its accommodation rates for halls of residence at pre-pandemic levels, so a lot of support is on hand for students.

I warmly welcome my right hon. Friend the Secretary of State to her new role and wish her all success. I strongly support the reforms to make the student loan repayment system fairer for students so that graduates will no longer repay more than they have borrowed in real terms. That is good news. Does she agree that Conservative Governments have delivered on our commitment to address student loan interest rates?

The Secretary of State is making a powerful point. Is he aware that in my area the strong Odyssey Trust for Education, which runs the successful Townley Grammar School for girls, is already ahead of the game on this one and has taken over the failing Erith School and made it King Henry School, and is determined to make it a great success?

I certainly am aware of the Odyssey Trust for Education, and indeed it is exactly that passion for transforming young people’s lives that we need on this journey; I know that that school and many other grammar schools—I believe it is 90 of the 165 grammar schools—have already joined those families of schools and will do the same.

Our ambitions are for all children, including those with special educational needs and disabilities, who may need additional support, to reach their potential. The SEND and alternative provision Green Paper, published in March, sets out our ambitions for children and young people with SEND. Our proposals will build a more inclusive and financially sustainable system that delivers the right support in the right place at the right time for every child and young person. We want to establish a new single national SEND and alternative provision system and are investing now to secure future sustainability for that system. We have also set out clear roles and responsibilities, and of course accountability measures, for everybody working in the SEND and alternative provision sector. That includes the new national and local inclusion dashboards to give a timely, transparent picture of how the system is performing across education, health and care, which is what parents have asked us to do.

Children and young people are the future of our country, but they cannot succeed if they are not safe and secure at home. That is why under my stewardship the Department for Education has been laser-focused on families. With strong families, we can make a fairer society, one in which children can escape the quicksand of disadvantage. With strong families, we can help to ensure that every child can grow up happy and of course with that vital opportunity. We are taking steps to strengthen families. We are funding 75 local authorities—half of England’s local authorities—with the highest levels of child deprivation to create family hubs and transform that support for families. Our investment includes a focus on babies, children and families in the early years, with funding for breastfeeding, parenting and parent-infant mental health services. Where families need more help, we have expanded the supporting families programme so that up to 300,000 families with more complex needs can work with a key worker to help to resolve problems.

It is a great pleasure to speak in support of the Queen’s Speech. In this debate on making Britain the best place to grow up and grow old in, I will focus on education. I appreciate, however, that inflation and the cost of living are top priorities for my constituents at this time. The Government need to do more to alleviate the consequences of rising prices, and I believe that they will.

The UK is, and always has been, one of the best places to grow up in, and I am convinced that it remains a great place for those of all ages to live in. Through education and the opportunities that it gives, and especially through great state schools and teachers, people from my background have been fortunate enough to reach our potential. However, despite the fantastic opportunities, and the increase in finance that the Government have put into our education system, a number of issues still need to be addressed, and my right hon. Friend the Secretary of State for Education is determined to tackle them. We congratulate him on his March White Paper. I know that he aims to improve standards and achievement. I look forward to participating in debates on the schools Bill when it comes to the House.

I have worked as both a teacher and a lecturer, so I know how vital it is that every child receives the best possible education. Education and social mobility have always been key political issues for me, and I passionately believe that every child deserves the best possible start in life. I am a strong supporter of lifetime learning. Education is not just for the young, but for all age groups, particularly at a time when the world is changing rapidly.

As we all know, parents are a child’s primary educator. A parent’s education level has a significant impact on their children’s success and can significantly affect opportunities later in life. However, talent and hard work alone should determine how far people can go, whoever they are, wherever they come from, whatever their background. Opportunity is key, and this Government believe passionately in opportunity. I believe that talent is widespread across our nation. Unfortunately, there are certain groups and areas where opportunity is not open to all, for many and varied reasons, so fair funding, accountability, a safe environment and attendance are vital. I look forward to further debates on the Bill.

In my Bexleyheath and Crayford constituency, we are very fortunate to have a diverse and fantastic collection of schools at primary and secondary level. The borough is a social mobility hotspot, and a wide variety of education offerings are available, including church, grammar, comprehensive and single-sex schools, all of which achieve good results and give young people excellent opportunities to develop their talents. Children from across Bexley, from advantaged and disadvantaged backgrounds, achieve great results at school and benefit from the wide range of opportunities.

We have an excellent local further education provider—the Bexley campus of London South East Colleges—that offers a wide range of choices and courses. When I visited recently, I particularly enjoyed the media and special needs facilities. Last week, I also visited Woodside Academy, a special school that supports children from the age of four to 19 with a wide range of learning difficulties. It is part of the London South East Academies trust, and is another example of working together. It does innovative work to support the children under its care, both with their education and with wider health concerns. I watched, listened and learned about their specialist eye testing on site. The trust’s chief executive, Dr Sam Parrett OBE, and her team are doing a superb job.

However, even in areas such as Bexley, where we are making great progress, more can always be done. I recently visited Bedonwell School with my hon. Friend the Member for Old Bexley and Sidcup (Mr French) and the hon. Member for Erith and Thamesmead (Abena Oppong-Asare). It has outstanding special educational needs provision, but it highlighted concerns about SEN funding. I have written to my right hon. Friend the Secretary of State about the concerns it raised during our visit.

The Schools Bill will make it easier for schools in England to join multi-academy trusts, strengthen the regulatory framework, reform the schools funding formula to make it fairer, and strengthen the school attendance regime so that children can benefit from being in school. Those are vital issues, which is why I strongly support what the Government are doing. Madam Deputy Speaker insists that I keep to five minutes, so I cannot talk about the Higher Education (Freedom of Speech) Bill, which is also great news. I think we all agree with it on the Conservative Benches, so I do not have to go into detail on it.

To conclude, by levelling up skills and education, we not only help to unleash the potential of every area in our United Kingdom, but grow the economy and boost our GDP. There is a clear theme from the Queen’s Speech that needs to be promoted loud and clear: the Conservative Government believe in social mobility, opportunity and an education system that offers the best to all, so that every individual can maximise their life chances.

For the first time ever, the Office for Students is setting minimum thresholds for completion and for progression rates to graduate jobs. We are also consulting on stopping the uncontrolled growth of low-quality courses.

My hon. Friend is absolutely right. From September 2023, we are reducing interest rates on student loans to the retail price index only. This, combined with the tuition fee freeze for over seven years, means that students can graduate with up to £11,500 less debt from the off.

I fully support the idea of minimum eligibility requirements to maintain the high quality of our degrees. However, will my right hon. Friend assure me that students who do not meet those requirements will have alternative routes open and available to them, including via foundation years or college courses, that will allow them to progress subsequently to university when they are ready?

I agree with my right hon. Friend. Too many young people are pushed on to courses that they are not ready for at the moment, which is why we are capping the cost of foundation years to enable more people to use this as an access route. We are also introducing the lifelong loan entitlement, which will make higher education and higher technical education much more flexible.

I hear what the hon. Gentleman says. We have consulted on the approach to be taken to assessing such schemes. As we discussed earlier, a change in condition is one factor that the Department can take into consideration in such cases, so I ask him please to write to us with more of the detail.

My right hon. Friend is absolutely right: essay mills denigrate the excellent work that the vast majority of students do by allowing a tiny minority to cheat. That is why, in our Skills and Post-16 Education Bill, which will soon receive Royal Assent, we are outlawing them, and we will punish everyone involved in them.

It is important that we strike a fair deal for students, graduates and the taxpayer. Only a quarter of those who take out a loan now will fully repay it, and as the hon. Member knows, the terms of these loans are very different from commercial loans. For instance, if someone loses their job or their salary reduces, their payments will change immediately.

Universities have a duty to provide students with value for money and they have undoubtedly been receiving a poorer education through remote learning. Does my right hon. Friend agree that, now that plan B measures have ended, every university should welcome back students to lecture halls, or provide refunds?

I do agree. Online learning can be a great way to supplement and enhance learning, but let me be clear: it should not be used as a cost-cutting exercise and it should not be used to avoid utilising face-to-face provision. As the Secretary of State has outlined, we expect universities to be up-front and transparent about what students can expect, and I am personally calling vice-chancellors where we are concerned that this is not happening.

I am pleased to participate in this important debate on the education estimates. I have in the past worked as both a teacher and a lecturer, so I know from personal and professional experience just how important a good education is. On a personal level, education and social mobility have characterised my life. My family originated in the east end of London and moved out to Essex. Fortunately, they understood how vital education is to obtain the knowledge and skills required to succeed. Education gives us an understanding of the world around us and changes it into something better. It develops in us a perspective on life, it helps us to build opinions and points of view and it is very important for improving social mobility.

Since 2010, this Conservative Government have made excellent progress on education standards and opportunities. We should be proud of what has been achieved so far. However, as reported by the Chair of the Education Committee, my right hon. Friend the Member for Harlow (Robert Halfon), there are still some serious areas of concern, including the underperformance and achievement of white working-class children. The Government need to address that. I fear that that group and others will have been further disadvantaged by school closures. I also fear that the attainment gap has increased because of the pandemic, with so many children’s education damaged by lost learning. An extension of the school day, with academic and non-academic content, should be seriously considered.

I am proud of the Government’s approach to skills and training, as well as the levelling-up agenda, which will unleash an individual’s potential and increase job opportunities. I look forward hopefully to the levelling-up White Paper, which I am sure will include bold policy interventions and increase and spread opportunity throughout the UK. The Skills and Post-16 Education Bill will also transform access to skills throughout the country, ensuring that people can train and retrain at any stage in their lives, supporting them to move into higher-quality, higher-skilled jobs, and equipping the workforce with the skills that employers need. This will be vital as we deal with the consequences of the ongoing covid-19 pandemic and for the future, post-Brexit Britain.

The pandemic has had a profound effect on not only our health but how we learn, work and live. School closures over the past year have had such a huge impact on all students, and a number of children are at risk of falling further behind and facing additional barriers. There is, of course, the issue of children being deprived of physical learning opportunities and a lack of facilities at home—whether in respect of limited access to IT equipment or a lack of study space—to enable adequate learning. I welcome what the Government did to increase investment, with more than £400 million to provide internet access and more than 1.3 million laptops for disadvantaged children. Young people have been helped during this pandemic and, hopefully, those in need have been helped the most.

Despite the Government’s work, there is so much more to be done and we must continue to do everything possible to ensure that no child is left behind. So far, the Government have committed more than £3 billion for catching up. That includes a £650 million universal catch-up premium for schools; £200 million for face-to-face summer schools this year; a £302 million recovery programme for the coming year; £18 million to support early years language development from next year; and £550 million to fund small-group tuition. All those things are very welcome and we praise the Government, the Secretary of State and the Ministers for what they are doing.

All that is, of course, on top of the £1 billion to support up to 6 million 15-hour tutoring courses for disadvantaged schoolchildren, as well as the extension of the 16-to-19 tuition fund—which is targeted at key subjects such as maths and English, which are so vital to all children—and the £400 million to help train and support early years practitioners and 500,000 teachers throughout the country. The recovery programme will mean that the average primary school will receive more funding than the average secondary school, to further support pupils to catch up.

All the things I have mentioned are very welcome, but the teachers and parents have done a superb job and we should praise them for the home schooling and all they have done over the past 12 months. Yet we know that the best place for children is in school. An extensive programme of catch-up funding and an ambitious long-term education recovery plan will deliver vital support to the children and young people who need it most, making sure that everyone has the same opportunity to fulfil their potential. Much more needs to be done, and I know the Government will be looking at that in any way they can in the future. What we have in the estimates is very good news. We applaud and praise what the Government have done. They know that the most disadvantaged children need extra help, but all our children need the opportunity to be back in school. We must make sure they have the opportunity, through education, to develop their skills and talents so that, in the future, they can do whatever they want with their talents, abilities, demands and desires. Education is so important, and we cannot let the pandemic destroy ambition and opportunity for our young. I know the Minister appreciates that and will do all he can with the Secretary of State and the Department, and I wish them well. Our children are vital for our nation and the future.

I agree that we want every student to thrive throughout this pandemic, and past it. As I have said, this amount is on top of the £256 million for this academic year. We are actively monitoring the impact of this money, which only goes up to April, so that we can ensure that the best support is there for all students.

I welcome the funding package that the Minister unveiled yesterday. Will she confirm that she remains confident that teaching and learning environments are covid-secure for those students who do return to university? Also, in this time of heightened risk of transmission, surely it is right to reduce the numbers of people who travel to and from campus.

My right hon. Friend touches on a really important point. We have only asked a small cohort of students to go back to university, not because face-to-face teaching is unsafe—in fact, public health information tells us that that is not the case at all—but because we are concerned about mass movement and community transmission in general. In addition, we are testing students and staff on a weekly basis, and in most universities twice a week.
