The Government are committed to tackling disadvantage and extending opportunity so that everyone has the chance to realise their full potential. Our life chances approach will focus on tackling the root causes of poverty, such as worklessness, educational attainment and family stability.
While I welcome my right hon. Friend’s recognition that strong and stable families make an enormous impact on children’s life chances, will he spell out to the House precisely what his Department is doing to ensure that those relationships are fostered and strengthened, particularly in a coastal town such as Southend?
My hon. Friend is exactly right: family stability is a really important part of our mission to tackle entrenched disadvantage. That is why we have doubled funding for relationship support to £70 million and are significantly expanding support for parents. In addition, through our local family offer, we are working with 12 local authorities, including his own in Essex, to learn how best to strengthen the support they offer to families.

Commons ChamberThe right hon. Gentleman knows very well that I have a pretty good track record of working with the Welsh Government, whoever is in power. As for his important point about entrenched and persistent poverty, it is absolutely right for us to take account of that. We will shortly be launching a life chances strategy in which, for the very first time, the complex underlying factors that lead to persistent pockets of entrenched poverty in wards such as those to which he has referred will be genuinely addressed.
6. What steps he is taking to increase the number of older people in employment.
There are now 9.6 million workers aged 50 and over in the United Kingdom, an increase of 1.3 million over the last five years. The Government are, of course, doing much to support older workers. We have, for instance, removed the default retirement age, allowing people to choose when to retire.
Bearing in mind that the Leader of the Opposition and I both have a vested interest in the future of older workers, will my right hon. Friend join me in welcoming the fact that the number of unemployed people in Southend has fallen by 37%, and will she ensure that we maintain policies to secure that downward trend?
My hon. Friend is absolutely right. I know that unemployment rates are plummeting in his constituency, among others. The Government are focusing on, and committed to, delivering first-class support to all age groups, particularly employment support.
As I said to David Willetts from the Resolution Foundation, the author of the report, and as I say to every Member who seeks to criticise universal credit, “Go to your local Jobcentre Plus, go and sit with the teams of work coaches who are rolling out universal credit, and you will see the enthusiasm and the motivation as they see universal credit transforming people’s lives for the better.”
T7. In anticipation of the White Paper on disability, will my hon. Friend embrace Leonard Cheshire’s Change100 programme, which allows disabled graduates to gain paid employment with major employers?

The issue to which the hon. Gentleman refers is isolated and he should regard it as such. The matter has been corrected. It is about time that he took on board all the other arguments that have been raging about this particular issue, rather than a solitary, individual mistake on a website, which has been corrected.
I fully accept that we are talking about huge sums of money. I was here in 1995 when we first announced the changes, but will my hon. Friend consider whether the Government have taken appropriate action in communicating to women these significant changes so that they can prepare for their retirement? Have the changes been clearly advertised on the Government websites?
The initial changes were made in 1995. Until 2010, when the coalition Government came to office, there had been at least 10 Labour Pensions Ministers, one of whom held the position twice, and they made absolutely no effort in terms of communication. I want to put it on the record that, as far as the Pensions Act 2011 is concerned, more than 5 million people were written to, including the women affected, using the addresses we had from HMRC. For those who want more information, it is available on the Government website.

Commons ChamberMy right hon. Friend is absolutely right that there is more to do in this space. We have over 200,000 more people with disabilities in work than this time last year. We will build on that and continue to secure opportunities for autistic adults to get a job and remain in employment.
21. Is my hon. Friend aware of the dramatic fall in long-term unemployment in Southend West of 49%? Please will she reassure me that the Government will continue to pursue the economic policies that have made this happen so that we reach the happy position where there is a job available for everyone who wishes to work?
My hon. Friend is absolutely right about the record levels of employment in his wonderful constituency and across Essex, which is booming when it comes to private sector jobs. We can never be complacent. The claimant count has nearly halved since 2010, and it is encouraging that we see through our long-term economic plan, with more and more people in private sector employment than ever before.

I will take two and a half minutes. I thank the hon. Member for Blackpool North and Cleveleys (Paul Maynard) for securing this debate. I am conscious that, at a time when people have been forced to tighten their purse strings, funeral poverty has risen sharply. Unfortunately, as with other things, wages have not increased enough, which means that the poorest in society are often faced with the very real prospect of not being able to afford to bury their loved ones.
A gentleman came to my constituency office last week regarding a funeral grant. He had lost his brother a few months previously, and the brothers who were left had borrowed money from here and there to pay the funeral costs. They applied for a funeral grant and were turned down despite three of them being in receipt of benefits. The brother who paid the majority of the costs was in employment, and for that reason, despite the fact that one brother was on the minimum wage and borrowed money to pay the costs, the brothers were ineligible for the grant. That is a common problem, and it becomes worse for staff on casual or zero-hours contracts. Such people cannot receive the financial assistance they need because they are classed as working, regardless of whether or not their income is regular.
Is it not time to have a means test for those who apply for a funeral grant? The gentleman who came to my constituency office was left with a burden. He is on the minimum wage, which means that he was not able to take the full cost himself. Prices have risen by 3.9% in the last year alone, which is £140 in real money. One in 10 people struggle to pay for a funeral, to the tune of £1,318. Over the past five years, the price of cremations has gone up by almost a third from £470 to £640. I welcome the work of the charities and organisations, but will the Minister indicate what help we can give? Will the rules be changed to include a means test? We need to help the most vulnerable in our society, and we need to ensure that people on zero-hours contracts, casual contracts or the minimum wage can get some financial assistance.
I commend the hon. Member for South Shields (Mrs Lewell-Buck) on her hard work. I am impressed by her contribution, and I look forward to the contribution of the hon. Member for Coatbridge, Chryston and Bellshill (Philip Boswell) on behalf of the Scottish National party because the Scottish Parliament has shown us the best way forward.
I thank the hon. Member for Blackpool North and Cleveleys (Paul Maynard) for holding this debate on such an important matter, as he clearly highlighted in his worthy contribution. I also thank all Members who have spoken. After a serious piece of slash-and-burn, let me say that recent reports have found that not only are many people unable to pay for the cost of a funeral, 47% of individuals are forced to take out high-interest credit card debt or short-term loans to cover the shortfall.
According to findings published in The Guardian on 20 October, jobcentre staff actively encourage individuals to take on debt in order to pay for funeral costs. The fact that they have done so when individuals have approached them at a time of desperation and emotional turmoil after the loss of a loved one is morally reprehensible and frankly unacceptable. Although the reports do not specify whether encouraging individuals to incur high-interest debt to cover the costs of a funeral is an official Department for Work and Pensions internal policy, I hope that this debate will encourage the DWP to tackle that emerging pattern, and I would appreciate a ministerial response on that particular concern.
According to the 2015 Citizens Advice Scotland report, “The cost of saying goodbye”, which has been mentioned by many Members who have spoken, North Lanarkshire council ranks in the top 40% of the most expensive councils for funeral costs in Scotland. According to Citizens Advice, the total cost of a funeral for people living in our constituency falls somewhere between £2,500 and £8,000. As more than half the households in Lanarkshire have an annual household income of less than £20,000, the cost of a funeral in our constituency can represent more than one third of household income for many.

I pay tribute to the hon. Member for Blackpool North and Cleveleys (Paul Maynard) for introducing this important debate, which has inspired uncharacteristic consensus around the Chamber. Everybody in this room agrees that there is a problem and that funeral poverty is a huge issue affecting every constituency and every part of the United Kingdom, a trend shown by the 80% rise in funeral costs over the past 10 years—or higher in some parts of the UK. In the past year, the cost of a funeral has risen by more than 7%. Household incomes are simply not keeping pace.
As many Members have said, at an already difficult and stressful time, families are being forced into credit card debt and unwise access to money. They do so in desperation, to cover funeral expenses. Everybody understands that when a loved one dies, we want to give them the dignity and respect of a fitting send-off. What families are left with at the end, as well as their grief, is debt anxiety, which does not allow people to grieve properly as they ought to be allowed to do. There is also wide disparity in pricing. People can find out that in another part of the country, the funeral might not have cost quite as much as they paid for it.
Far too many families on low incomes face the brutal reality that they simply cannot afford the sudden death of a loved one. Of course, there is the option of life insurance, but to people struggling to put food on the table for their family, it too often seems like an unnecessary luxury. In certain circumstances, local authorities step in to provide a public health funeral, but recent research shows that the demand for such funerals is rising and many local authorities are struggling to cope. Funeral plans have been mentioned, but we have evidence that some companies offer over-50s plans to provide for their funeral, which can lead people on low incomes to pay thousands upon thousands of pounds without their families ever recovering the full amount paid in, because they paid in more than the funeral costs.
It is unacceptable for a bereaved family coming to terms with the loss of a loved one to have to go through the turmoil of worrying how to afford a funeral. Many Members have spoken about Scotland. The power to deal with funeral payments is due to be devolved under the Scotland Bill. Currently, the social fund is the mechanism that can, where conditions are met, help individuals in such circumstances with certain one-off payments, but as we know, the social fund has become another victim of the Government’s austerity cuts, and more pressure is being placed on families. The fund has failed to keep pace with the true cost of funerals, leaving some families with substantial debts. To illustrate further, the social fund reported a 35% increase in the number of clients facing funeral debt in the year 2013-14.
Tribute has been rightly paid to the social fund in this debate, but the issues I have raised have led some groups to take a more direct approach. I hope that we can all pay tribute to the Quaker Social Action group which, along with a network of not-for-profit organisations, has established the Funeral Poverty Alliance, dedicated both to raising the profile of funeral poverty as a social justice issue requiring the attention of Government decision makers and to ensuring that the public and the funeral industry alike are aware of the options available and the wider challenges. Such developments further elucidate the seriousness of the issue of funeral poverty.

I will wind up. I have not had time to say all that I wanted to say, but I shall end by saying that we know that many people in our country struggle to make ends meet. They can barely afford to live; now it would seem that they cannot afford to die either. We have spoken about the distress and the lack of dignity into which funeral poverty plunges families and the deceased. Let us hope that the Government are listening.

This new clause would devolve employment support programmes to the Scottish Parliament.
It is a pleasure to serve under your chairmanship, Mr Amess. I am delighted that we have support for the amendments from our friends in the Labour party. As the SNP spokesperson on fair work and employment, I rise to speak up for the many who will look to the Scotland Bill to deliver on Smith and give the Scottish Parliament the tangible new powers so trumpeted by those on the Government Benches.
We on the SNP Benches find the powers on offer today sadly lacking, and I am disappointed to see the lack of willingness to accept any SNP amendments. Smith was clear on the devolution of employment programmes. He said:
“"The Scottish Parliament will have all powers over support for unemployed people through the employment programmes currently contracted by DWP (which are presently delivered mainly, but not exclusively, through the Work Programme and Work Choice) on expiry of the current commercial arrangements. The Scottish Parliament will have the power to decide how it operates these core employment support services. Funding for these services will be transferred from the UK Parliament in line with the principles set out in paragraph 95.”
However, the Scottish Parliament Devolution (Further Powers) Committee, in its interim report on the draft Scotland Bill clauses, considered at paragraph 335 that
“the clauses as currently drafted do not fully implement the Smith Commission recommendations. The Committee considers that the Smith Commission intended that all employment programmes currently contracted by DWP should be devolved. Therefore, the Committee recommends that any future Bill should not place any restriction on the type of person receiving support or in regard to the length of unemployment any person has experienced. The Committee considers that this should include the devolution of the Access to Work Programme.”
At paragraph 337 the Committee recommended that
“the principles which will govern the operation of inter-governmental relations with regard to welfare, including employment support, should be placed in any future Bill devolving power in this area.”
The Committee expected that that would include the principles by which the Scottish and UK Parliaments could
“maintain scrutiny and oversight of the inter-governmental machinery with regard to welfare and employment support.”
The employment support clause, clause 26, as introduced, does not have any changes from the draft clauses. The UK Government have not, therefore, followed the views of the all-party Scottish Parliament Committee, on which there were Conservative members, and the Bill, as it stands, does not deliver on Smith.
There is no evidence of the respect agenda in the Bill. It is vital that the employment powers give Scotland the power to give Scottish solutions to Scottish challenges. It is not good enough to promise one thing in the Smith commission and then to come to this House with a Bill that does not live up to the promises made. Furthermore, the overwhelming mandate that the Scottish people have given the SNP indicates that they expect this Parliament to deliver beyond Smith. Smith is not the floor or the ceiling of our aspirations for the people of Scotland.

16. What recent steps he has taken to stop welfare tourism.
Citizens of the European economic area who choose to come here without a job to start will not be able to access universal credit. We have introduced several restrictions to benefits to ensure that our welfare system focuses support on those who are contributing to the economy. These include strengthening the habitual residency test, banning access to housing benefit for new EEA jobseekers, and introducing a three-month residency requirement for income-based jobseeker’s allowance.
The universal credit programme is working well. It is now completing its roll-out to all the areas in the north-west, to all singles, couples and families. In the next month, it will start rolling out across the country, and that will bring universal credit to more jobcentres. By the time that process is completed, one in three jobcentres will be running universal credit. The key thing is to make sure that we get this vital reform, which helps people to get back into work faster, that we land it correctly and safely, and that we learn the lessons of the past when things like tax credits, brought in under the previous Government, were absolute disasters wasting billions of pounds in lost money and fraud.
Does my right hon. Friend agree that it is quite wrong for people who are working in this country on a temporary basis to be able to claim benefits for their dependants in their country of origin, when one considers the cost of those benefits in relation to the differences in the cost of living?
Yes; changing that situation is something that the coalition has set out to achieve. I remind my hon. Friend that when we came to power, the last Government had pretty much left an open door for access to benefits. People were able to claim jobseeker’s allowance pretty much on arrival. There was a habitual residence test, but it was very weak. We strengthened it and stopped people claiming for more than three months. People will not be able to claim housing benefit and they must have a right of residence. If they do claim, they must show that they have a minimum earnings likelihood. Anything below that will not count as a job. We are tightening up the system after the mess that we were left by the last Government.
As we have always said, these are complex issues. We welcome the fact that voluntary sector organisations provide for and support people in their community, through food banks and often with clothing and various other things. Having had the allowance passed down to them, many local authorities now use it to engage with food banks and send people there and to other organisations providing food and so on. Instead of simply saying that everything is the fault purely of the Government, the hon. Lady should take stock of one thing: it was her Government who crashed the economy and made people worse off. [Interruption.] I know the Opposition do not like to hear it, but they should do the maths: destroying the economy leaves people worse off. By getting more people back into work, the Government are helping them get beyond the need for food banks and other support.
T3. Will the Minister ask officials to look compassionately on benefits arrangements for people with mental health difficulties? So often, when these people are called for assessment, it is not obvious that they really do have problems.
My hon. Friend raises a good point. Of course, assessors are trained in assessing mental health problems and are particularly mindful of the fact that people with mental health problems often have a fluctuating condition that might not be apparent at the time of the assessment. Of course, we tell claimants that they can bring someone with them to support them during the assessment, if that would be beneficial.

The Government have abolished the default retirement age, extended the right to request flexible working and given people more freedom in how they draw their pension pots to smooth the transition to retirement. We recently published “Fuller Working Lives: a framework for action”, which sets out the business case for employing older workers, and we have appointed Dr Ros Altmann as the Government’s business champion for older workers.
My hon. Friend is quite right that older workers have valuable knowledge and experience and that employers who fail to retain their older workers are losing important skills from their work force. However, I can assure my hon. Friend and the centenarians who will be attending his event in Southend that we do not require them actively to seek work.

Yes, the reality of what we have been trying to do is to make sure that people can get into the jobs that are available. What they do not need—and what is quite ridiculous about the Opposition’s proposal—is to try to take everybody who is below level 2 up to a level 3 qualification. Some people who do not even have a GCSE in maths, for example, are expected now to do training courses to take them to level 3 before they go into work. The reality is that we are getting them work-ready and giving them the training they need. That is why there are record employment levels of some 30.5 million, which beats what we were left by the last Government.
It is worth noting that under the last Government, youth unemployment increased by nearly a half—up almost 300,000—and long-term youth unemployment increased by 74,000. Since then, excluding full-time students, youth unemployment has come down to 7.9%, which is the lowest figure since 2008. Youth unemployment is down 98,000 on the year, and down 91,000 since the election, and long-term youth unemployment is down 25,000 on the year. That is getting the job right.

Commons ChamberThe contract for WCA is completely different from the contract for PIP, with a completely different set of assessments. Four years in, we are still trapped by a contract signed by the previous Administration —something that I intend to get out of, but without penalising the taxpayer.
5. What recent assessment he has made of the effectiveness of his Department’s work experience programme.
Tomorrow, we will publish the Youth Contract claimant survey research, which contains a range of information on claimants’ experiences and an analysis of the early impacts. However, the latest figures showed that we previously had 113,000 people who started work experience and that 50% of them got a job; that there were 21,000 wage incentive starts and that 30,000 people went to sector-based work academies.
Having run an employment agency before becoming a Member of Parliament, I wonder whether my hon. Friend agrees that, in a tough labour market, work experience provides a useful tool for our young people to gain access to the permanent jobs market. Should we not do everything that we can to enhance the programme?
My hon. Friend, who has such great knowledge in this area, is spot on. Only this morning, I was with a group of young people from Livity, as well as various large employers—Capgemini, Ernst and Young and Tesco—and they all said that it was vital that they had work experience. They felt that they could not get a job without work experience. We have put that in place, and the more people who get on board and support it, the better.
