Commons ChamberAccess to Work remains in high demand. We are increasing the number of staff processing Access to Work claims, and prioritising renewal applications for those with a job start within four weeks. We are improving the service through increased digitisation to improve the time from application through to decision.
I thank the Minister for her answer. Back in September, I asked the then Minister about the impact of long waiting times for Access to Work assessments on the neurodiverse, and I would like to press further on the impact of long waits for assessments in the NHS. What analysis has been done, and does the Minister appreciate the cost to the economy of not making the right adjustments to unlock such unused potential?
I thank the hon. Member for his point. I, too, pressed the previous Minister on this matter, and I shall be pressing myself going forward. In fact, we met and fed in work involving Thriiver in my constituency, and we have been working with stakeholders, partners and employer organisations to make sure this link is joined up. We are determined that Access to Work will continue to be fit for purpose, and that we will deliver a modern and efficient digital service. Our new online portal is part of that. I think it is key to hear the experiences and to link up with other Departments.

Commons ChamberI am fortunate that my hon. Friend was one of my predecessors as Minister for Disabled People, as he is a tireless campaigner on these issues and has done much to take the agenda forward. On the severe disability group, we remain committed to this work. We have worked with an expert group of specialist health professionals to draw up a set of draft criteria. We have started initial testing at small scale, and we are looking to scale that up as we move forward, because we want to get this right and we think that this is a significant change.
Access to Work has received a significant increase in applications over the past year and has recruited new staff to meet the increased demand and reduce the time it takes to make decisions. We are also transforming the Access to Work service through increased digitalisation that will make the service more efficient and the application process easier, and improve the time taken from application through to decision.
I think the Minister knows that the waiting times are too long for all applicants, but may I draw his attention to an event in Cambridge that I hosted earlier this year with the local jobcentre where we highlighted job opportunities for the neurodivergent community? Will he tell us what impact these long waits have on people who are neurodivergent?
I am sure the hon. Gentleman will be pleased to know that, last week, 88% of claims were paid within 10 days and that we are taking steps to drive further improvement. The online application capacity that came on stream in June is a significant part of that, but we are also putting additional staff on to processing claims. We are streamlining various processes to ensure that people get access to that support sooner. Anecdotally, officials are saying that that is beginning to bear fruit. What we are not doing is speeding up that process at the cost of getting the right decision and the right outcome. We will continue to move this forward, and we are already making progress.

Commons ChamberI agree entirely with my hon. Friend that work is the best route out of poverty, and in that regard I commend her for her private Member’s Bill, which the Department is pleased to support. Our low unemployment rate demonstrates our extensive support for those moving into work; universal support has been replaced, as she may know, by Help to Claim, which provides tailored support to individuals making a universal credit claim across England, Scotland and Wales.
The economy is plagued by labour shortages, from care to hospitality. On Saturday, 200 bus services in Cambridge were cancelled because of a lack of drivers, leaving health workers unable to get to and from their places of work. After a decade of zero-hours and short-term contracts, it is no surprise that people want out—they do not want to be at work because it is too tough. Is it not time for the Government to recognise that good workplace rights are not just good for workers, but good for employers and good for us all?
I could not agree more with the hon. Gentleman. He is right to raise the issue of economic activity. That will be a major focus of mine as Secretary of State: we have 9 million people who are economically inactive, and we desperately need to get as many as we can into the workforce, not least because under this Government we have very low unemployment, very high levels of employment and 1.25 million vacancies in the economy.

Commons ChamberThe Government are taking action to make work pay for low-income households. As was announced at the Budget, we are reducing the universal credit taper rate and increasing the work allowance so that working people can keep more of their earnings. We have introduced a £500-million household support fund so that local authorities can help those on the lowest incomes with their food and utility costs.
I can reassure the hon. Member that steps are in place to help people through various stages of the employment journey. For those who are in work, there is the universal credit taper and work allowance. For those who are out of work, as the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Mid Sussex (Mims Davies), has said, there is the plan for jobs, which is making a big difference in people’s lives. For those who are vulnerable and need extra help, there is the household support fund, and in Blackburn and Darwen that comes to £1.6 million over this winter.
Everyone in the food sector knows that costs are rising dramatically and that margins are being eroded. We are already seeing price rises in the shops. The Food and Drink Federation thinks that it is £3 a week for households. Out of the £5 that has already been mentioned, does the Minister understand just what pressure that puts on vulnerable households? What will the Government do to protect them when those price rises bite?
It is really important that we get more people into work, and there are 1.3 million vacancies. We need to help those who are unemployed into work, which will be the biggest, most sustainable way that we can get them on to their own two feet. As I have said, we have the household support fund, and in Cambridgeshire that comes to £3.6 million, which will help the people whom the hon. Member is talking about.

Friend for being so proactive, along with about 50 other MPs who have already agreed to host health and disability Green Paper events to look at the key themes of advocacy, getting supportive evidence, the assessment process and the appeals process. It is the Government’s absolute priority to support those with disabilities and long-term health conditions.
I thank the hon. Member for raising that point. We have been improving guidance and sharing best practice with employers. We have also made changes to statutory sick pay for those who are either self-isolating or sick to remove the four-day wait. It is disappointing to hear how that specific employer has treated their hard-working employee.

Commons ChamberWe increased the local housing allowance rates in April 2020. We invested nearly £1 billion in LHA, lifting rates to the 30th percentile, giving an average increase of £600 more housing support per year than would otherwise have been received. For 2021-22, all LHA rates will be maintained at the increased level, ensuring that claimants continue to benefit from the increase. For those who require additional support, £140 million of discretionary housing payments are available next year.
The latest official statistics from the Office for National Statistics show the UK employment rate is at 75%. The package of support put in place by this Government, including the furlough scheme, has protected many jobs during the pandemic, but there have been difficult times for many. Meanwhile, in the Budget we announced that the furlough scheme has been extended to the end of September.
Unemployment has not really been a major issue in Cambridgeshire for some years, but with over 8,000 people furloughed in the city of Cambridge and 300 jobs in Chatteris lost recently, there is now real fear. Cambridge City Council is appointing an economic recovery officer, but overall where is the plan for Cambridgeshire and Peterborough? Where is the strategy to secure quality jobs in future?
I can absolutely assure the hon. Gentleman that we work with the local recovery plans and that we have a plan for jobs in Cambridge and beyond, so there is positive news in his constituency. We are doing our sector-based work academy programmes in construction, warehousing and care. We are working with our new job finding support service with the Papworth Trust. We are engaging with local companies on kickstart—indeed, we are working with Addenbrooke’s and a bunch of other local companies—and we have recruited 50 new work coaches for the Cambridge jobcentre since March, with 18 more to come, making an extra 68 to help in his constituency with that local recovery plan.

The hon. Gentleman flagged up that issue with me earlier. We are investigating urgently, because that should not be the case.

Commons ChamberSince automatic enrolment was introduced in 2012, 9 million people have been enrolled in a workplace pension by over 900,000 employers. Today, I can announce the Government’s ambition to extend automatic enrolment to support more people to achieve greater financial security in later life. The Government’s 2017 review of automatic enrolment, published today, sets out the next steps we intend to take as we continue to develop a culture of routine pension saving. We will help young people to save by lowering the age for automatic enrolment from 22 to 18. We will also enable people to start saving from the first £1 of their earnings to provide a better retirement income for lower earners and for those in multiple jobs. I have today tabled a written statement setting out further detail, including trialling a number of targeted approaches to identify the most effective ways to increase pension saving among the self-employed.
The universities superannuation scheme is a strong pension scheme that recently closed its defined-benefits section, moving to a defined-contribution scheme and, in effect, transferring all risk to the employee. Many argue that over-cautious accounting rules drive these changes, creating a poorer scheme that leaves many people less well off in future and puts pressure on our universities. What is the Secretary of State doing to protect the future of our higher education sector?
Any changes that might be made to this scheme are a matter for the scheme’s joint negotiation committee, not for the Government. The independent Pensions Regulator remains in ongoing discussion with the USS’s stakeholders. Nothing has been brought to the DWP’s attention that we consider to be of concern. It would be improper for the Government to tell the joint negotiation committee how to run the scheme.

Commons ChamberI thank the right hon. Member for Wentworth and Dearne (John Healey) for securing this important debate and for allowing me to set out the Government’s position on supported housing.
I have great respect for the right hon. Gentleman, but I think today he has somewhat overplayed his hand. I welcome his contribution, but in a sense he has come to the table rather late. I will set out our approach to this important issue and demonstrate how we have listened to the sector, to the people who need this important support and indeed to the joint Select Committee.
We are currently putting the finishing touches to our new funding model for supported housing, and as the Prime Minister said earlier, there will be an announcement next week. That is clearly within the timetable I have described in several debates now and which I and my right hon. Friend the Secretary of State set out to the Communities and Local Government Committee last week.
Our response to the consultation and the new funding model for supported housing follows our extensive and constructive engagement with providers and local authorities, the aim of which was to ensure we got the model right. I am sure that we all recognise the invaluable role that supported housing plays in our society. It helps some of our country’s most vulnerable people to maintain their independence and is a vital lifeline for hundreds and thousands of people up and down the country.
Supported housing is also an important investment that brings savings to other parts of the public sector, such as health and social care. In fact, we estimate that the annual net fiscal benefit of providing supported housing is probably upwards of £3.5 billion. It is essential, therefore, that we develop and deliver a sustainable long-term funding model for supported housing and that it works for providers, commissioners, taxpayers and, most importantly, vulnerable tenants.
Does the Minister accept, though, that during this prolonged period of uncertainty it has been hard for providers to bring forward new schemes? In my city, we have seen more and more people sleeping on the streets, and I am told that there is huge pressure on supported housing. Does he accept that during this period the situation has been made much more difficult?
We have provided 27,000 new supported housing units since 2011, and I shall say something in a moment about our ambition to develop new units. However, the hon. Gentleman is right in that, before making a long-term commitment, providers want to make sure that there is a long-term, sustainable source of funds.
I think it is important that we took time to organise our consultation and listen carefully to providers, to the sector as a whole and to local government. I believe that when our policy and our plans are announced next week, it will be clear that we also listened to the Select Committees, which did a very positive job in respect of the policy that the Government are so keen to get right.

Commons ChamberI think the hon. Lady’s question related to PIP. We have also introduced other ways in which we can measure a contractor’s performance, including the use of clinical data. Whether in relation to PIP or to ESA, we need to ensure that the evidence needed to make these judgments is submitted early in the process. We are doing some work to ensure that that happens, and it is improving things considerably.
In his written ministerial statement to the House of Commons on 15 September, the Secretary of State confirmed that from 2019-20 we will be introducing a new funding model for supported housing. I can also confirm that the Department for Work and Pensions, along with the Department for Communities and Local Government, will today publish a consultation document to develop the details that will underpin the new funding model, and the evidence review of supported housing in Great Britain.
One in five people affected by severe mental illness rely on supported housing. What discussions has the Minister had with the Department of Health about the effect that these policy changes have had on those who suffer from a mental illness?
Colleagues from the DCLG and I have had extensive discussions with the supported housing sector since 15 September, and those conversations will continue now that the consultation document has been published.
I can reiterate the fact that plans to expand auto-enrolment are happening, and hundreds of thousands of people are signing up, which is a significant improvement. As for the self-employed and other people who are not in the scheme, that is just the sort of thing that we should be looking at in our 2017 review of automatic enrolment.
I will happily write to the hon. Gentleman with the figures, but I do not recognise what he says. We have actually expanded such schemes, and the Green Paper asks what more we can do. We want to ensure that everyone who wants to get into work has the necessary equipment and support to do so.
