I strongly welcome the much greater coherence that this review will deliver to our national security strategy, both for our nation’s immediate defence and so that all its elements are working together towards an open international order and being a force for good in the world, supporting open societies, human rights and good governance. As part of this, can I continue to assume that we will honour our commitment to be the country that leads the world in helping hundreds of millions of LGBT people to have the freedom to be themselves, with all the benefits that come from that for the prosperity of those states and the wealth of the spirit of the individuals involved?

My hon. Friend is totally right. This is one of the areas that I know that every embassy and consulate in the Foreign Office campaigns on. I believe that we make a huge difference around the world. There are countries that have changed their policies on marriage and their approach to LGBT issues in response to British lobbying. The latest Magnitsky sanctions that we have implemented are in respect of Chechnya for its policy on LGBT issues. We will continue to campaign and evangelise for our values and our beliefs around the world.

What I said to President-elect Biden was how much I congratulated him and Kamala Harris on their election and how much we look forward to working together on a number of issues. On Northern Ireland, I made the point that we both share the strong desire to uphold the Good Friday agreement and the stability of Northern Ireland and that that was the purpose of the United Kingdom Internal Market Bill, but more importantly we talked about what we were going to do not only to advance the cause of free trade, international democracy around the world and human rights, but to tackle climate change. It was a very good phone call.

In welcoming the statement and strongly supporting the central purpose of the integrated review of defence, diplomacy and development to better defend free societies, I trust that my right hon. Friend’s Government will continue to show global leadership in supporting the rights of all people to that most fundamental freedom to be themselves and to live their lives as they wish. Does the opportunity of the integrated review enable my right hon. Friend to make real the rhetorical commitment to LGBT+ people globally, with the relatively modest sums needed from the integrated budgets to deliver British leadership in programmes that can make a massive difference to the lives of hundreds of millions of people around the world, so that they can enjoy the freedom to be themselves that Britons have? I wrote to the Foreign Secretary on this issue on 4 September and 12 October; does the review now enable him to say yes to that request?

Yes, it does. My hon. Friend raises a very important point that is close to my heart. I argue with countries around the world that repress LGBT rights and do not see things the way that we do in this country that they are making not just a profound social and moral mistake but an economic mistake. Our attitude to those issues and the way we have advanced LGBT rights in this country is of huge value to the lives of people in this country—to people’s happiness and their willingness to come to live here, invest here and make their lives here. It makes a huge difference. That is the point that I make to friends and partners around the world, and we will continue to do so under this review—that is certainly part of it. I seem to remember that when I was Foreign Secretary, one of the first things I did was to make sure that all our embassies around the world felt able to fly the multicoloured LGBT flag wherever they wanted to.

It is vital that we raise school standards and outcomes across the education sector and that we raise and level up our country. That is why we established Opportunity North East, and tomorrow I will chair a board meeting to discuss that work. My hon. Friend is a tremendous advocate for his constituency, and I and other Education Ministers will continue to work with him to ensure that the young people of North West Durham get the chances and choices they deserve.

The UK continues to be recognised as one of the most progressive countries globally for LGBT rights. The Government recently announced £3.2 million of new funding to help Commonwealth Governments and civil society to repeal outdated discriminatory laws against LGBT people. We work closely with the Council of Europe and the UN, in additional to co-chairing the Equal Rights Coalition, and we remain committed to delivering an ambitious international LGBT conference.

My hon. Friend will understand that the decision not to amend the Gender Recognition Act 2004 will inevitably see the United Kingdom fall significantly in the tables of those countries that are seen to be committed to the delivery of equality for LGBT+ people. Will she and her Department do something to address that, by committing to the delivery of an 18-week waiting time for gender identity clinics and development services for children, as an outcome of the review by Dr Hilary Cass?

We have noted my hon. Friend’s concerns about the Government’s decision, and we assure him that the UK has a strong record on LGBT rights. The wait for gender identity clinics has been very long, and the Government are looking at that issue. I will not make a specific commitment at the Dispatch Box, but I recognise the concern that has been raised. We will continue to do what we can to speed things up.

Friend leads the country through Brexit and delivers global Britain, will he ensure that the values and policies of his Government to which he first gives consideration are those that will unite and bring our country together, and make all those who voted remain for what they thought were the internationalist values of the European Union proud again of their country in bringing those values to global Britain?

Indeed. That is why we are going to use the G7 presidency and the COP26 summit to champion our values across the world, particularly the one that my hon. Friend mentions—female education, which is the single policy that can really transform outcomes across the planet. Our global objective is to help 40 million girls across the world to get a decent education.

I welcome this change. The logic of it is overwhelming and it will be a great day for our diplomatic clout. However, that depends on the values that underpin global Britain. Our ability to exercise leadership in the relief of poverty, justice and the international rule of law will depend on those values. They will get an immediate test. In two weeks’ time, our ally Israel will annex elements of the Occupied Palestinian Territories. That will be a grave breach of international law. Surely we must try to divert Israel from that prospect with real sanctions if it breaches international law?

I will come to that last point in a second, but the right hon. Gentleman’s point about health systems is an interesting point for debate. I point to countries such as Denmark, which have a taxpayer-funded system and spend a significantly higher share of their national income on health. I am afraid that his point is not valid.

No, I am going to make some progress.

On economic policy and Brexit, I have to tell the House that I am worried about self-imposed Brexit austerity. I will explain why. First, take the damage to growth from Brexit and the red tape of Brexit at our customs borders, a cost estimated by Her Majesty’s Revenue and Customs at a mere £15 billion every year. We had a red tape battle in the coalition, and we never got anywhere near saving that amount of money, yet this Government want to impose that cost on our businesses.

Then we have the damage to businesses and our NHS from the ending of free movement of labour within the EU. That will damage growth overnight. It is not just the impact on economic growth of this Brexit austerity that worries me, but the impact on the poorest and most vulnerable in our society who will feel it the most. We have already seen the numbers of children in poverty rise by nearly 400,000 since 2015, and we have seen the report from the Resolution Foundation, which I hope that Government Members will read, that analysed the Conservative’s general election manifesto and said that child poverty will continue to rise year-on-year with that party’s policies.

Obviously, it is a pleasure for me to welcome the hon. Member for Glasgow North East (Anne McLaughlin) back to her place in the House and to congratulate her on her victory. I enjoyed listening to her warm-heartedness. I particularly liked the power with which she presented the case on the new deal, which obviously has been something she has been working on with the all-party group while she has not been in this House.

I gently invite the hon. Lady to open her warm heart to the possibility that there may be allies all over this House who share the same public policy objectives—to serve their constituents and to make sure that the benefits system and everything else works in the right way. One of the issues on which she alighted in her speech was the consequence of our current drug policy and the work that is going on cross-party in Scotland. I understand that all the parties there are in agreement about how policy can be improved. It has been my pleasure to work with her hon. Friend the hon. Member for Inverclyde (Ronnie Cowan) on this issue.

It is not only the hon. Lady who I hope will reassess her view about what she believes are the motivations of those who sit on the Conservative Benches. I will come on to what a one nation Government actually means, and I look forward to the reassessment that will have to take place. Hon. Members on the Opposition Benches, if they have a warm heart and are open to evidence, will have to reassess the way that they have conducted the political conversation, which has become much too strident. Obviously, that has been reinforced by having to deal with the issue of Brexit over the past few years. We now have the opportunity of a Conservative Government who can begin to change the tone. I hope that the tone and the co-operation that we have will change across the House.

Before moving on to the main points of my speech—[Interruption.] And before the hon. Member for Airdrie and Shotts (Neil Gray) leaves his place, I just want to pick up on a couple of points he made in his speech. I hope he will recall that in 2013 it became the Conservative party’s policy to have a referendum for the United Kingdom to leave the EU. The Scottish National party then decided to have its referendum on independence in the knowledge that that referendum would take place in 2014, and we know what the outcome of that referendum was. I congratulate SNP Members on their astonishing result in the 2015 parliamentary elections. Of course, they did not raise the issue of a further independence referendum because they had had one just a year before, and it was understood by all—including their own leader—that this was a “once in a generation” event.

I say to right hon. and hon. SNP Members gathered on the Front Bench that my colleagues in Scotland are absolutely right. The Union was on the ballot in every constituency in the United Kingdom, because if the Conservative party had not obtained a majority, quite obviously the price of the SNP’s support for being part of an alternative coalition to the Conservative party would have been to revisit that issue; that is unarguable. Who knows when in the course of this Parliament it would have happened, but it was pretty clear from the language of the Labour leader in the course of the campaign that it would have been conceded at some point during the Parliament. For me, that is not “once in a generation”. I would have thought that the difficulty that the United Kingdom has had in extracting itself from the European Union over the last two and a half years might just cause a conversation in Scotland about the price of breaking up a Union that is infinitely deeper, infinitely longer lasting, and which I would argue is the most successful political Union in the world.

I know and respect the hon. Gentleman, but voters in Castlemilk, Croftfoot and all over Scotland do not give a stuff what a Tory MP from Reigate thinks of their changing their mind. I say that with all the respect it deserves—and it does deserve some. Just as the hon. Gentleman asked my hon. Friend the Member for Glasgow North East (Anne McLaughlin), who I welcome back to this place, to open her mind to the fact that others might be right, I ask that he might do the same. I invite him to Scotland to come and have those conversations, and he will see that the conversation has changed. That is why more than half the Scottish intake of his party from 2017 are no longer here.

I would be delighted to take up that invitation. There are a number of issues on which the hon. Gentleman and I work together, and I look forward to discussing those issues in Scotland as well as the whole issue of drug policy. It is clear that Scotland faces the same scale of challenge on drug policy as Portugal did in the late 1990s that led to a radical change of policy in Portugal. On the basis of the evidence, many would argue that the change Portugal has made has been of huge benefit to its people. One only has to examine the figures—this will obviously be very close to the heart of the hon. Member for Glasgow North East—to see that deaths from heroin overdose in Portugal, which were at a catastrophic level in the late 1990s, have dropped in the most astonishing manner. However, the position in Scotland—a country of comparable size—is that the figures remain of a horrifying scale, as the hon. Lady said.

Does the hon. Gentleman understand that that is one of the arguments for independence because we do not have the option to do what Portugal did—we cannot make that decision in Scotland? The Scottish Parliament could decide it wants to do it, every Scottish council and every person in Scotland could say, “Yes, we want to do it,” but we would not be able to do it because we would still have to ask permission from the hon. Gentleman’s Government, and just wait and see whether they said yes or no.

Indeed. Well, guess what? The hon. Lady has an ally over here, as someone who wants to ensure that we have sensible policy, based on evidence across the whole United Kingdom. [Interruption.] Mr Deputy Speaker, you rightly drag me back to the Queen’s Speech.

The background to this Queen’s Speech is, of course, the huge sense of relief that exactly a week ago the country gave its Government the authority and majority to escape the awful trap we found ourselves in after the outcome of the 2017 general election. The nation has given a mandate for a one nation Government. The Gracious Speech makes it clear that it is those principles that will define our approach, and I am happy to give it an unqualified welcome. There is mention of the integrity and prosperity of the United Kingdom being of the utmost importance—and so are the values and principles that should underlie the new role that global Britain will play under a one nation Government. I will return to how those principles will inform our future foreign and security policy in a moment, but I first want to reflect on the scale of the opportunity now available to this Administration, led by my right hon. Friend the Prime Minister.

We should be in no doubt about how much the Prime Minister is the author of this opportunity. Before the leadership election, following our drubbing in the European Union elections last June, I did not think that anyone could deliver an exit from the European Union without an electoral alliance with the Brexit party. That is why I hesitated and delayed my support for my right hon. Friend when he was running as a candidate for the leadership of our party, despite the fact that he was self-evidently the best equipped to lead. Perhaps I was drawing on my experience of my exit from the chairmanship of the Foreign Affairs Committee in 2017, when I found that I was challenged on one side for not being a Brexity enough. I would say that no, I was not a “believer” as such; I thought it was the right conclusion for the long-term interests of the United Kingdom based on my assessment of the evidence. On the other side, I was then successfully challenged by a new, articulate, personable and able Conservative voice for remain, who made a strong case as to why he should be marking the then Foreign Secretary’s report card. Combined with the support of my hon. Friends elected in 2015 and their understandable desire to have one of their own on an important platform, I suddenly found that my expectations of what I was going to be doing in the 2017 Parliament were rather disagreeably and abruptly changed—a feeling that my right hon. Friend the Member for Maidenhead (Mrs May) would have had when she saw the results of the 2017 election. She dutifully tried to make the 2017 Parliament work in order to deliver Brexit, and we know the story. That Parliament was elected on a mandate to deliver Brexit. As she said in her own contribution, some reneged on that promise to the electorate and have now paid the price, as the electorate were able to revisit the issue.

Perhaps unlike my right hon. Friend the Member for Maidenhead, I was able to find a more enjoyable and productive role on issues that we have touched on today, particularly drug policy reform. It is good to see the hon. Members for Bristol West (Thangam Debbonaire) and for Manchester, Withington (Jeff Smith) in their places. We have worked together on this incredibly important issue and look forward to progressing that work in this Parliament by making the case for a policy based on evidence. But my right hon. Friend the Member for Maidenhead was not able to square the impossible circle. It was only when we went back to the country, who made their decision a week ago, that we were able to escape the situation.

My assessment in June this year was that there would have to be a Brexit alliance to enable us to escape the position we were in. I thought the Conservative party would have to come to an accommodation with the Brexit party to get the kind of result we have today. There would have been a price to pay for that, because we would not have been dealing with a Queen’s Speech set in the same terms as this one. The Brexit party would have had its own view and the Conservative party would have taken reputational damage as the price of that relationship. The true triumph of my right hon. Friend the Prime Minister is that we have been able to effect this majority without that arrangement. I did not think he could do that and most of this House did not think he could get a withdrawal agreement with the European Union, yet he has managed to do both. And now what is open to us is the kind of prospect available for a one nation Government delivering on the values and policies that sit in this Queen’s Speech.

Let me now turn to the detail of the Queen’s Speech and reflect on some things on the basis of my experience in government. I welcome the royal commission to review and improve the efficiency and effectiveness of the criminal justice process. There is a theme that informs Britain’s place in the world and the values that we stand for, and that is justice. We cannot really face the rest of the world if the standards of the bit of our justice system that works immensely well and runs efficiently and to the highest possible standards—the commercial courts in London where the world’s companies come to have their cases adjudicated in British courts—are then not reflected in the rest of the justice system under which British citizens have to operate. Having worked in the Ministry of Justice when it was unprotected from the costs of the necessary fiscal adjustment following the 2010 election and the financial crisis that we inherited, I know that this has to be addressed. We have to find a way of making sure that all the elements of the criminal justice system are able better to work with each other, and to reflect new technologies and take those savings where we can, but also of improving the service that is delivered to all our citizens.

I want to deal with the question of Britain’s role in the world and the values that are going to underpin that. I wholly agree that we need to look at an integrated security, defence and foreign policy review that must also cover all aspects of international policy, from defence to diplomacy to development. I know that we do not comment on intelligence matters, but our intelligence agencies are an important part of the defence of the United Kingdom, and I ask Ministers to ensure that they are part of the consideration of how we use the resources that we make available to our security, defence and diplomacy. That is all part of the picture.

As the Queen’s Speech makes clear, the United Kingdom’s interests will of course be promoted by Ministers. Freedom of speech, human rights and the rule of law have to be the values that global Britain stands for. The challenge to Government Members over the next four and a half years is not only to destroy the canard that we have heard about what Opposition Members appear to believe about the nature of the Conservative party—that ought to be relatively straightforward to do—but to inculcate those values in Britain’s place in the world. It is about justice, the international rule of law and the maintenance of the global international institutions. There is a space for the United Kingdom to stand up for the kind of values that will make our children proud. In the way that the political discourse has taken place during the election campaign and the years that preceded it, they have been sold a total canard about the Government who have just taken office. We have four and a half years to put the United Kingdom in a place where we can be really proud of the values that we stand for both at home and abroad.

It is a pleasure to follow the hon. Member for Reigate (Crispin Blunt). I hope to be working with him over the course of this Parliament to help to reform our drug laws, along with my hon. Friend the Member for Manchester, Withington (Jeff Smith), whom he so kindly mentioned.

The people of Bristol West did not vote for this Government or this Queen’s Speech. I have read the detailed briefing as well as the speech. There is a lot in there, but unfortunately there are things missing in the detail and other things missing entirely that the people of Bristol West will want me to mention. They wanted a Government whose programme treats the climate emergency as a clear and present danger needing urgent action so as to be carbon neutral by 2030, not 2050. They wanted our schools and early years provision to be properly funded—and they do know the difference between a cash rise and a real-terms rise. They want the global refugee and forced migration crisis dealt with, but the immigration system mentioned in the Queen’s Speech does not address refugees at all. They know that homelessness is not going to be solved by the warm words in the speech, but needs action. They know the importance of science and research, whether in dealing with antimicrobial resistance or getting tidal wave and wind to be more efficient and economically viable so that we can get to our carbon-neutral targets.

The people of Bristol West wanted an approach to drug policy that, as the hon. Member for Reigate said, focuses on harm reduction, saving lives, protecting victims and tackling exploitative gangs, but also provides protection for the neighbours of people involved in drug misuse or drug dealing. They want a country that values equality and human rights, and they want that to be shown in how we treat adults and schoolchildren with autism, special educational needs and disabilities.

The hon. Lady is correct that drugs policy is not in the Queen’s Speech, but I would say to her and to the hon. Member for Glasgow North East (Anne McLaughlin) that only one manifesto mentioned the issue of drug deaths, and that was the Conservative party’s manifesto.

I thank the hon. Gentleman for that intervention, but I have to correct him; I will direct him towards the relevant page of our manifesto at another point. However, the issue is not dealt with in the Queen’s Speech.

The people of Bristol West want a Government who know the value of music and cultural industries. Again, that was not in the Queen’s Speech. I declare an interest in that area and refer the House to my entry in the Register of Members’ Financial Interests.

I will fight for all of this for the people of Bristol West. I give the Government due warning that I will be a thorn in their side, but also a cross-party ally where I can be. I will be a campaigner for the people of Bristol West in doing whatever it takes to move this Queen’s Speech and its list of Bills, which I have been through this afternoon, to where my constituents want it to be. I will be challenging the Government not just to put more money into schools but to reverse the cuts of the past decade, whether to schools and early years, health, councils or police and fire services. I want them to be properly funded and the dedicated men and women in our emergency services and other public services to have the working conditions that they deserve. I will be pushing the Government to understand the need for musicians and others to be able to tour the European Union as they do now, no matter what happens in the next six weeks or two months, and to continue to benefit from the cultural and intellectual exchange that our membership of the EU has brought. Again, I would like to have seen that in the Queen’s Speech.

I will do everything I can to make sure that the Government’s Windrush compensation scheme actually does what it needs to do. Unfortunately there are people in Bristol West who have really suffered because of the Windrush scandal. Despite my lobbying and the hard, dedicated work of my caseworkers, they are still waiting for money that they are owed, and I want justice for them.

I will push this Government further on their health policy. Again, the Queen’s Speech makes a start but does not get to where I would like it to go. For instance, on public health, I would like PrEP to be provided for those parts of the population that need it to protect them from HIV. I would like to make sure that drug treatment is available to all who need it. I would like the Government to encourage and enable councillors and planners to design cities and towns for active, healthy living, making it easier to walk, cycle and use public transport.

I want so much for the people of Bristol West, but they also want so much for the people of the world, and I will be their champion on that, in matters of human rights and international relationships. Again, the Queen’s Speech makes noises, but it goes nowhere near far enough. The people of Bristol West want us to maintain and increase our globally respected international development and human rights work. They want the global refugee and forced migration crisis—which, again, is not mentioned in the Queen’s Speech—dealt with in ways that foster international co-operation, increasing safe and legal routes to asylum and supporting the right of all asylum seekers to work, which I believe Members on both sides of the House want. My constituents want us to reduce the inequality, injustice, conflict and poverty that all lead to the forced migration crisis, and they want us to build peace.

The people of Bristol West love science and research, so I welcome the mention of that in the Humble Address. They value our universities and colleges, and they want us to be able to contribute that knowledge to the global challenges of climate change, the decline in nature, the deadly consequences of antimicrobial resistance and the impact of diseases such as malaria and HIV/AIDS. I will campaign for all those things in this place as the Queen’s Speech is developed into a series of Bills.

The people of Bristol West want trade agreements that enhance, not cut, workers’ rights, environmental protection and a decent quality of life. I have looked at the content of the Trade Bill, mentioned in the Humble Address, and unfortunately it is not good enough. It does not do what my constituents want it to, which is to value human rights, workers’ rights and environmental protections. I am also worried at the signs that there might be less parliamentary scrutiny, not more.

I want to add something that could be allied to the provision in the Queen’s Speech on cutting hospital parking charges. This is something that is very personal to me, and it would make a huge impact to the thankfully small number of families who are affected by cancer in children, teenagers and young adults. Thankfully it is rare, but because it is rare, it is often difficult to treat, so families often have to take long and expensive journeys. Mr Deputy Speaker, I am sure that you will be aware that children in your constituency often have to travel to mine to be treated. When those families do not have much of an income, or one parent has to give up work to care for their child, as is often the case, travel expenses are yet another worry. We could attach this to the hospital parking charges legislation. The legislation could also be expanded to the families of children suffering from other serious illnesses, but I am focusing on this particular awful disease because of CLIC Sargent’s proposals for a young cancer patient travel fund, which I hope can be added to this provision.

Finally, I must say that I already miss colleagues who either lost their seats or stood down at this election—colleagues from all wings of all political parties, but particularly my own. I sat here on the last day of the previous Parliament and listened to valedictory speeches by hon. and right hon. Members from around the House, which moved me greatly, and I heard their assessments of the contribution that they had been able to make. I think in particular of my retiring colleague from Ealing North, Stephen Pound, and Alistair Burt and others who made this place richer. Democracy is poorer when good and talented people feel that they cannot continue to serve our country. This is a bit partial of me, but I also think that democracy is richer and stronger for the dedicated work of the Whips on both sides.

I thank the hon. Gentleman for that intervention. I am sure we shall both tell her that she was mentioned in this debate tonight.

Finally, I would like to thank the voters of Newport East for electing me for the fifth time. I will do my very best to stand up for them in the long years ahead, including and not forgetting the 1950s women hit by pension changes. We need fast and significant investment in Gwent police, which has been cut by 40% since 2010 by the previous Government. Operation Uplift will not even take us back to 2010 numbers.

Universal credit needs to be paused and fixed. Low pay and insecure work need to be tackled, as do cross-border transport issues. Last but definitely not least, we need urgent action on climate change and on the lasting impact of austerity on our communities. I will continue to hold Ministers to account on those and other issues on behalf of my constituents and continue to stand up for Newport East. Thank you, Mr Speaker, for the opportunity to take part in this debate.

I think that it seems an eternity.

Indeed, 80% of Members voted to trigger article 50, and most Conservative and Labour Members produced manifestos in 2017 in which they pledged to honour the result of the referendum, yet Parliament has still not resolved the matter. I am therefore delighted that we appear to be moving to the likelihood that the House will pass this Bill tonight. The only question that remains—posed by the Opposition’s amendment 2—is whether we will have an election on 9 or 12 December.

My marginal preference is for a Thursday election. As many Members have already said, Thursday elections are a long tradition for a number of very good reasons. Mention has been made of problems with booking halls and rooms that would be big enough for the count, but I think that most competent authorities can deal with that. Indeed, I know from discussions with my local authorities that they have already booked the venues. Those in charge of the schools, halls, libraries, garages, pubs and community centres in which the polling stations will have already been warned and will have already agreed that they can manage an election some time in December.

I take the point about the need to complete Northern Ireland business. I should have thought that we could do that on Thursday if we are to prorogue on that day, but it is vital for it to be completed, because it gives legal authority for public funds to be drawn down.

We can all discuss the pros and cons of the 9th and the 12th, and that is an important part of the debate. I think that there are some pros and cons. The 9th is marginally farther away from Christmas; however, although the venues have already been booked, an election on the 12th would give electoral registration officers a little more time to confirm those bookings, put their staff in place and make other preparations.

The staff do a terrific job during elections. We could not run an election without them. I have talked to them often during the seven elections that have taken place since I was first elected, and I know that they work incredibly hard. They often arrive at 6 in the morning and do not leave until well after the close of the polls at 10 pm. Often in my constituency—I hope no village or parish will take offence at this—the village hall is very draughty and cold, and I have seen them there pretty cold, and I would think they could be, in December, in a pretty cold situation, so I hope that they will have plenty of heaters to keep them warm.

An election now is absolutely essential. We need to resolve by a general election, through a full franchise, and by electing a new Government, a new Parliament, a new Executive, who will have the authority of that general election to resolve the Brexit question once and for all. I sincerely hope that we re-elect a Conservative Government with a good majority, so we can get it resolved.

I will preface my remarks about the choice between Monday 9 and Thursday 12 December by simply saying, “Thank God that this House now appears to be resolving the issue.” I say, “Thank God,” as the co-chair of the all-party humanist group, so I perhaps do not have quite the same certainty about the deity as many hon. Members and friends will have, but I think it is incredibly important for us, in our responsibility for all public servants in the United Kingdom and the national interest of the United Kingdom, to resolve the problem between the legislature and the Executive. We have got to a place where ordinary public administration is now extremely difficult to effect because of the uncertainty in this place and the impossibility of the Government actually carrying a coherent programme. So I say, “Thank God” advisedly.

I also say, “Thank God,” Dame Rosie, because of the selection made by you and your colleagues under the Chairman of Ways and Means for this debate, to ensure that it is properly focused on the in-scope issues of the Bill, because obviously the temptation for any piece of legislation to then have attached to it any number of different issues in a Parliament as incoherent as this one in terms of its make-up is self-evident. The discipline brought to our proceedings today is enormously welcome.

I also say, “Thank God,” because of what the selection means for the amendment passed earlier to the programme motion. I managed to miss that vote as I was engrossed in conversation with Baron Williams of Oystermouth about drugs policy and other issues. I was so engrossed in the conversation, and so grateful for getting hold of him after four months to be able to have a conversation with him, that I literally screened the bells out of my mind and so missed that vote. I confess publicly my error and, having thought missing an important vote is impossible for any competent person to do, I put that on the record with due appropriate humility for being so distracted. So there is a godly reason for having been so distracted: the former Archbishop of Canterbury.

I want to put in a word, however, for the poor old electoral registration officers, who will be faced with the challenge of doing an election in pretty short order at a difficult time of year. To ask them then not to go on the customary day of Thursday, and to do it on a Monday instead, will produce all sorts of challenges in terms of their normal availability and polling stations and anything else that would be available on a Thursday customarily. A point was also well made—I have forgotten which colleague did so, but I think that it was made by an Opposition Member—about the need to engage on Sunday to prepare for Monday. Again, we should think to at least some degree about the burden that they will have to carry in preparing for all this.

Then we come to the whole issue of advancing this election by three days. I am as anxious as anybody else to get our governance in the United Kingdom back on a sound footing, so that there is a sound coalition arrangement if a majority is not secured, although I am confident that we would win a majority at a general election. That is obviously part of my enthusiasm for us getting on and getting it done, but no one can take that for granted, as we learned from 2017.

I have just heard reference to the European ideal, and I would be grateful if my hon. Friend told me whether he has any evidence of what that really means. Has he ever heard anyone properly justify why they would want to remain in the European Union, which is utterly undemocratic and dysfunctional?

I am extremely grateful to my hon. Friend, but I suspect I might get into a deal of trouble if I were to follow him down that rabbit hole, Madam Rosie, although I would love to. If you will allow me briefly to reply to that point, I think it is actually about an attachment to internationalism and values that we can convince our young people can be carried out on a global scale as well. If the term “global Britain” is to mean anything, it must mean the values that motivate people with the European ideal of co-operation with our neighbouring states. Britain is big enough to do that on a global scale and to make our young people proud of their country, proud of its international standing and proud of its attachment to the rule of law and the defence of human rights. We are now tantalisingly close to being able to scope a new vision for Britain, and that is one of the reasons that it is terribly important to get on with this election.

Friend the Member for Central Suffolk and North Ipswich (Dr Poulter), rather than an Opposition Member. Perhaps that will help to jog my hon. Friend’s memory and take him back to the date, which is the point of the amendment.

Those three days will be extremely important to the electoral registration officers and their teams who are faced with an election in short order, in exactly the same way as they are important to us for the sound discharge of our business here. I heard the business of the House statement yesterday, in which the Leader of the House pointed out the importance of getting a Northern Ireland Budget Bill passed before we dissolve. There is obviously a Northern Ireland interest involved. There is a central divide over the Brexit agreement that the Prime Minister has secured and over our role in upholding the Good Friday agreement. Tensions have risen in Northern Ireland over the treatment of Northern Ireland, and that will of course be a proper subject for discussion in the general election, particularly in Northern Ireland. It would be a pity if good administration in Northern Ireland were further affected by us accelerating our Dissolution so fast that we cannot get the Northern Ireland Budget Bill passed in good order.

It is absolutely essential, in the absence of a functioning Assembly and without any prospect of having the Assembly up and running any day soon, that this Government take their responsibilities extremely seriously. I understand that the Secretary of State for Northern Ireland is determined to do that and to get the Northern Ireland Budget Bill through all its stages in short order, but it is also the responsibility of this Government—I do hope the Justice Secretary is listening—to honour their commitment to the victims of historical institutional abuse in Northern Ireland and to get the compensation scheme and the legislation through this House before we rise, if we rise and dissolve for a general election. It would be morally irresponsible of the Government to allow those victims to go uncompensated until the far end of a general election. That prospect is appalling.

The hon. Lady makes an extremely powerful point and speaks to the general thrust of my argument, which is that we will be better able to deliver sound public administration if we give ourselves these three extra days. In terms of parliamentary procedure, if there are unconventional measures that the House is agreed upon, it should be possible to get some of them through with an extra 72 hours, but that would not be possible if we curtailed ourselves with an election date of 9 December.

One of the pieces of legislation that my hon. Friend talks about is the Domestic Abuse Bill, on which there is widespread agreement across the House. Does he agree that it should be perfectly possible to agree to get the Bill through either before we dissolve, in the wash-up?

My hon. Friend makes an extremely good point. If we have non-contentious legislation, the three extra days will be of enormous help in assisting the tidying up of our processes than would otherwise be the case.

There has been a discussion about students and about whether their being at university on 9 December or 12 December would make a significant difference, and that was dealt with by my hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson). The bulk of universities break up after 12 December anyway. We also know that the National Union of Students ran an extremely successful exercise to mobilise and register the student vote at university, which saw seats come into play that no one could have conceivably expected, such as Canterbury.

The fact that students are in university must mean that they are quite bright, so they can work out whether they are registered at home, if it is different to their university town, and that they have the choice of designating only one location. They can then vote there in person, or if they have gone back home, they can have a postal vote or, indeed, a proxy vote. The Conservative party should not fear young people voting in these elections. In fact, we should welcome the fact that they are voting, because our manifesto will be far more attractive to young people than Labour’s.

I sincerely hope that is the case. I have made submissions that I hope will make our manifesto more attractive to young people and much more forward looking.

We also ought to remember that there will be three extra days—or five, given that we will drift over the weekend—for people to get their postal votes sorted, which is important if we are to have a December election. I think it is now agreed that the absolutely overriding national interest is to resolve the strategic incoherence of the legislature and the Executive, and we will all need to mobilise people and be part of the campaign to assist people in registering for postal votes if the weather or light will affect their being able to get to a polling station.

All that will also be an additional burden on the electoral registration officers and their teams. For electoral registration officers trying to cope with the demands that we are about to present to them, the three days will be extremely important. There is a good case for widening the take-up of postal votes, not least for students and others who will be able properly to exercise the franchise to which they are entitled.

In conclusion, I hope that the House will consider my arguments. Having the election will resolve the incoherence of good public administration in the circumstances we face today. Dame Rosie, you and your colleagues have prevented us from disappearing down a rabbit hole in order to enable yet further delay and obfuscation by trying to change the nature of the franchise at very short notice. Goodness knows what problems that would then present unto the hard-pressed electoral registration officers on whose behalf I have trying to speak. I hope that the Committee will vote for sound public administration and to support our poor officials who do great work in enabling our democracy to function.

On a point of order, Dame Rosie. I seek your guidance on the selection of amendments. Am I right in believing that, although there has rightly been an enormous amount of concentration on the figures “9” and “12” in amendments 2 and 3, there is ample opportunity for us to consider the issues of clause stand part? The questions of clause 1 and clause 2 stand part are both important in their own right, and I would be glad to know whether you are able to confirm that—I noticed the Clerk nodding her head.

We have had two Divisions in recent weeks on whether there should be an election, so I would have thought that those associations ought properly to have attended to the question of getting on with selecting candidates. I am sorry to hear that they have not, but there is not much that we can do about that. Certainly, the additional days would be of some assistance.

My right hon. Friend should understand that, of course, central parties have a role in overseeing the selections in constituency associations. Therefore, a timetable has been applied to associations, which are anxious to select their candidates, but they have not been able to do so. I know that because of my engagement with East Surrey, which is not keen to have a selection shortlist of the kind that it had in 2010.

I can assure my hon. Friend that the independent members of my New Forest association would not tolerate anyone imposing a candidate or superintending the process, and I would hope that other constituencies would follow a similar line.

I will, if I may, come to the question of students. We have heard that, overwhelmingly, students choose to vote at home, that postal and proxy votes are available, and that 40 of the top universities will still be sitting on 12 September.

I believe that my hon. Friend the Member for Ribble Valley (Mr Evans) was quite mistaken in an earlier intervention on my hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson). He implied that students could be registered at only one address. That is not the case. Students are entitled to register at both addresses. Of course, it is important that they vote at only one of them. When I was the chairman of the Saint Andrews University Conservative Association—a former friend, Alex Salmond, will remember these events well—I saw it as my duty to ensure that all members of the Conservative Association were registered at both addresses, so that, in an election, we would be able to inform them as to where their vote would count for more. I undertook that task. Unfortunately, on the evening of the referendum, I think, in 1979, I was visited by members of Special Branch and charged with 53 offences against the False Oaths (Scotland) Act 1933. I got off the charges, but nevertheless it was certainly a very frightening experience. In those days, universities and university political associations went to great lengths to ensure that all their members were registered at both addresses. If that has continued, then it should not be a problem.

I conclude by saying that, having heard the speech—the very impressive Second Reading speech—of the hon. Member for Birmingham, Yardley (Jess Phillips), I can assure my hon. Friends that I would not be voting for this Bill with any great enthusiasm if she were the leader of the Labour party.

First, I thank the hon. Lady for her question, because it gives me the opportunity to echo her in saying how much we value the work of local pharmacists and how critical they are to the effective operation of our NHS in providing all our constituents with the treatments that they need in an effective and timely way. Talking of the effective and timely delivery of medicine, it is the case that the freight transport that my right hon. Friend the Secretary of State for Transport has secured is enough for more than 120% of our category 1 priority medical goods needs. It is also the case that the steps we have taken to ensure business readiness and to improve flow over the short straits should ensure that there will not be the shortages or delays about which the hon. Lady is concerned.

Does my right hon Friend agree that uncertainty has a price, and that price is growing not only in the United Kingdom but, importantly, in the European Union? It is absolutely in the EU’s interests to bring this uncertainty to a close by declining our formal request for an extension and forcing the House to a decision. It was as true on 29 March as it is for 31 October: the only way the House is going to vote for a deal negotiated by the Government with the membership of this House as it is constructed today is if there is a straight choice between deal and no deal. The rhetoric from the Opposition about the unacceptability of no deal will then be called out, we will get the deal, we will have the certainty of a transition period and a proper place to negotiate our future relationship, and 14 months in which to do it. If the EU delays, we are pitched into further uncertainty and further cost.

I may be missing something here, but if the Labour party votes for an early election tonight, all this will be decided on 15 October. If the right hon. and learned Gentleman and his right hon. Friend the Leader of the Opposition have the confidence of people, they could then go and give the necessary notice and stop no deal. Why on earth is Labour baulking at the opportunity to get things settled properly by the people of this country?

I note my right hon. Friend’s answer to the point made by my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) about high standards for the United Kingdom, but if the United Kingdom’s reputation for having the highest standards in this area is to be sustained, surely it is important, in this case and in others in which our security services come into contact with potential violations of fundamental aspects of international law, that there is proper accountability, driven by the Ministers who are meant to oversee it.

I agree with the final point that my hon. Friend makes, but I ask him to take account of the fact that we are dealing with the work of security and intelligence agencies—work on which the safety, and indeed the lives, of our citizens often depends—and that information about how operations are carried out can be of great value to our adversaries.

The House votes many times on many different issues. It voted on whether to ask the people of this country whether we should leave the EU. The people made that decision. At the time, the Government said they would abide by it—that it was not an advisory decision but effectively an instruction to the House—and that it was the duty of the House to abide by it. That is what we should do.

I said in my statement that the House had voted twice to reject no deal and may very well continue to vote to reject no deal and attempt to ensure that no deal cannot take place. The SNP has already indicated that it will be moving a vote to revoke article 50, which would reverse the referendum result. I might point out to my right hon. Friend that Opposition Members have been complaining that I have refused in my answers to take no deal off the table. The reality is that the House has shown its intention to do everything it can to take no deal off the table. If we are to deliver Brexit, we all need to recognise that situation.
