My hon. Friend is absolutely right to focus attention on the council, because it is with the council that the situation presently lies. Bradford Metropolitan District Council has said that, by November this year, it will submit a strategic outline business case looking at how to resolve congestion issues in Shipley. The Department will then consider it and provide recommendations to Ministers.

I am not altogether sure of the link between Brecon and Radnorshire and the Shipley eastern bypass, but I have a feeling that I am about to be enlightened by the hon. Member for Brecon and Radnorshire (Chris Davies).

The right hon. Gentleman does not believe in Brexit and he clearly does not believe in no-deal preparations. He also clearly did not listen to me previously. I have set out exhaustively in this House why we took the decisions that we did and why we responded in the way we did to the legal advice we had. We simply took steps to ensure that we were ready for a no-deal Brexit—the responsible thing to do. He might not agree with it, but that is what we have done.

What steps is my right hon. Friend taking to reduce the amount that has to be paid to the ferry companies involved?

That is an important point. We have paid a reduced cancellation charge, as set out in the original contracts in the case that we did not need the ferries as a result of a change in circumstance. The change in circumstance, of course, is that the potential no-deal date has moved by seven months. Nobody seriously expects that we would be paying to have ships either sailing empty or moored at the quayside for that time, but the companies incur costs—by leasing extra ships and taking extra staff— that have to be met. At the start, we negotiated a cancellation level of payments, meaning that we did not have to pay the full amount in the contract and mitigated the cost to the taxpayer of the insurance policy that we took out.

Is there any advice that the Secretary of State can give to the Welsh Transport Minister? Changes to the franchise and timetable changes have resulted this week in the chief operating officer coming out with a statement saying that too many trains have been cancelled, delayed or have arrived late, with fewer carriages than normal—and that is under a Labour Government.

My hon. Friend puts his finger on the nub of the issue. The Labour party says, “If we just wave our magic wand, it will all be fine.” The reality is that we have a deeply congested railway facing big operational challenges. We are investing substantial amounts in it but—he points out the situation in Wales—there are no magic solutions anywhere in the country, under any Government.

There has been good progress, but we are committed to doing more. Leading transport employers are committed to providing quality apprenticeships, and more than 5,000 apprenticeships have been created in road and rail since 2016. In 2017-18 alone, we have seen a 22% on-year increase. Employers have committed to 10,000 apprenticeships with Heathrow expansion and 8,000 in express delivery. Training places for maritime cadets will rise to 1,200 each year over the next seven years, and we have seen 1,300 apprenticeship starts in road freight, but we are committed to doing more.

I thank my hon. Friend for giving a superb speech, as always. It would be a pity if mid-Wales were left out, if north Wales is being mentioned. One might wonder why an MP for mid-Wales is keen to see the M4 relief road happen. Last week, a haulier from mid-Wales described to me how, because of the Brynglas tunnels, most of his drivers now have to go up to Abergavenny, across to Merthyr Tydfil and down to Carmarthen, before going back on to the main road to get to west Wales. That is putting extra burden on other parts of Wales. This relief road is long overdue and I hope we will see it come forward very shortly.

I thank my hon. Friend for that intervention. I live in west Cornwall, where most of the roads are very narrow and horses and riders enjoy their valuable and important pursuit. It is absolutely right that we raise awareness and help drivers to understand that horses are living beings—they have brains. Something that they see, but we in the car behind perhaps cannot, may well cause them to get spooked. We need to make drivers aware of the risk not only to the horse and the rider, but to them and their vehicle. That might gain their attention. Statistics such as those should cause alarm.

I thank my hon. Friend for bringing this important topic forward for debate today. As somebody who has ridden all my life, I understand the problems out there with road safety and horses. My wife—just like his wife and the Minister’s wife—rides, so this is a very important matter. My hon. Friend mentioned the British Horse Society, so will he join me in congratulating it on the “Dead? Or Dead Slow?” campaign? It won the Driver Education Campaign of the Year, awarded by the Driving Instructors Association, in 2016.

Certainly. I am glad to do that and work with whoever across this House and the various organisations to raise awareness about the dangers on our roads. My hon. Friend is absolutely right, and I thank him very much.

Yesterday, this debate was subject to a House of Commons digital debate: the first of this Parliament—and, I am told, without question the busiest of this Parliament, although there has been only one. The debate reached a total of 119,288 Facebook accounts, with almost 1,500 contributors. Obviously, I did not respond to every single one. Among the many excellent suggestions and sincere concerns expressed, the contributors articulated a strong belief among the horse riding and horse driving community that their safety has become a low priority.

The sentiment that all too often tragedy is not followed by justice is underpinned by high profile cases such as that of Mark Evans and his horse Wil. Mr Evans was a funeral director who also ran a horse-drawn carriage service. Years spent building up his business were undone in 2016 when a car ploughed into a funeral procession, leaving one horse dead and the family of the deceased devastated. The incident has left Mr Evans physically and mentally unable to work and in a position where he may have to give up his home due to loss of income. That is just one example of how lives are affected and why this debate is so important.

Cases such as these, repeated up and down the country, are far from inevitable. In fact, 80% of recorded incidents were caused by vehicles passing too close or too fast for a horse. We are debating an issue that is eminently preventable.

Mid Wales has difficulty with transport links to both north and south Wales, and indeed to England—although I can assure everyone that it is worth the difficulty of the journey in getting to mid Wales. What more can my right hon. Friend do to ensure that road links to mid Wales are improved?

We will do our bit on the English side of the border—we are spending more money than ever on the road network in England—but I fear that it is to Cardiff that my hon. Friend will have to look for the improvements that will provide that final link into his constituency. His is, of course, a beautiful part of the country, and all of us would want to be able to visit it.

I am very proud that the Government, having inherited a fuel duty escalator from the Labour party, have been very good at keeping fuel duty down over the years. The hon. Gentleman will be aware that one current pressure is the rise in the oil price. I am certain that he will be confident that the Chancellor will keep this matter constantly under review, as the Government have demonstrated how important it is to be thoughtful about motorists when it comes to costs.

17. As my right hon. Friend knows, Brecon and Radnorshire is the most beautiful part of the country to visit. With the height of the tourism season fast approaching, will he push the lacklustre Welsh Labour Government to spend more money to provide improvements to link roads in mid-Wales, so that even more people can discover what my right hon. Friend already knows?

I have both visited my hon. Friend and holidayed in his constituency, so I know that it is indeed a lovely area and we encourage people from around United Kingdom to visit it on a regular basis. He will be aware of how important we regard the transport links to such areas. On the English side of the border, we will always seek to ensure the right connectivity is in place to support tourism. It is simply a shame that the Welsh Labour Government have proved so ineffective in such a wide variety of ways of working.

Absolutely, that is important. Those airports are all a central part of our future strategy for aviation and for transport generally. The expansion of Heathrow will have direct benefits for Northern Ireland—for example, Heathrow is recommending a route to Belfast City. It is important that we maintain the best possible links from Northern Ireland to our principal hub airport and through it to those international destinations which are important to businesses in Northern Ireland.

One may wonder why a Member who represents the hills and valleys of mid-Wales should be speaking in this debate. It is simply because my constituents will benefit from the expansion of Heathrow. Therefore, may I ask my right hon. Friend to proceed as quickly as possible to development?

My hon. Friend makes an important point, as the impacts of this proposal will be felt up and down the country. It will be felt in small businesses producing equipment for the new airport. It will be felt in colleges that are training apprentices to work on the new airport. It will affect the regional economies of England, Wales, Scotland and Northern Ireland. He is absolutely right in what he says and I am grateful to him for his support.

The hon. Gentleman has already attended a round table discussion with me on just such matters, and I believe he will be attending another this afternoon. I am spending more time with him and the truckers than with almost anyone else. He can be assured that the case that he makes is dear to my heart, and that it will inform Government policy. He is right to say that we need to look after the smaller operators as well—he has taken a proud and informed stance on that—and I will ensure, through him and through other mechanisms, that they are involved in the discussions.

As my hon. Friend knows, rural Wales is the most beautiful part of any country in the world to drive through. I wonder what more he can do to press the Welsh Government to improve investment in roads in my area, so that our world-class countryside is accessible via a world-class road network.

I do indeed know how beautiful rural Wales is, and my hon. Friend is right to stress the importance of good connections to the tourism industry. I, too, wonder what I could do to press the Welsh Government. Perhaps we could simply highlight to the people of Wales the greater priority placed on investment in infrastructure by Conservative Governments.

I am delighted that my hon. Friend has mentioned Wales, and I am sure the Welsh football team will be in everyone’s thoughts tonight. Many right hon. and hon. Members, and indeed the Minister, will know that Riversimple, a hydrogen-based car company in my Brecon and Radnorshire constituency, was out in New Palace Yard just a few weeks ago. I hope the Minister will tell us how the Government can support such interesting schemes and businesses. Such home-grown technology can help Britain to lead the way.

I could not agree more. Although this debate is about electric cars, hydrogen will also play a really important role. May I take this opportunity to wish Wales all the very best for tonight? May they get through to the final, because England cannot seem to manage to do it. I hope Wales do very well.

A project in my constituency in Devon is currently considering a car hire hub at junction 27 of the M5. People will be able to come by train to Tiverton Parkway and hire electric cars. It has not been built yet but I hope it soon will be, because it is a really good idea for Devon and for the countryside.

It is also vital that the Government ensure that many of the new charging points offer rapid charging, either by alternating current or direct current. Rapid AC chargers can charge an electric vehicle up to 80% in 30 minutes. That is essential, because one reason why people do not always buy electric cars is that they fear they will take a long time to charge and that they do not travel a great distance. In 2015, only 20% of UK chargers were rapid chargers. When the Government roll out new charging points, they need to ensure that the majority of them are rapid, so that drivers can quickly recharge and continue their journey. The Government should ensure that every petrol station has rapid charging facilities.
