The Government’s determination to embrace AI to transform public services and pull through procurement opportunities for British businesses is very welcome, but many public service users and others may have been concerned by the Government’s failure to sign the Paris AI summit declaration, which sought to ensure that AI is open, inclusive, transparent, ethical, safe, secure and trustworthy. A Government spokesperson said that there were concerns about progress on global governance and national security. Will the Secretary of State elaborate on that?

I am grateful to my hon. Friend the Chair of the Select Committee, who raises an important point. Let us focus on what we did achieve in Paris: we signed this week the joint coalition for sustainable AI, which is to be launched this summer; we joined the initial group of countries and multilateral organisations kicking off the collaborative network of AI observatories on work; we co-sealed the statement on cyber-security with France—that also launched this week; and we signed a statement on AI and gender, as part of the global partnership for action on gender-based online harassment and abuse. A lot was achieved this week, but we will always put the national interest first. The House will know full well that this Government will always put national security first—an issue that we wanted to raise at the summit, and which prevented us from signing the overall agreement.

I set out the position in relation to the Chagos islands last week. I also offered the Leader of the Opposition a high-level briefing on this matter. She still has not taken me up on the offer of that briefing. The Conservatives are asking questions without wanting to know the facts. It is extraordinary that someone who wants to be Prime Minister does not want to know the facts, even when she is offered a high-level briefing. The hon. Gentleman would be better informed if she took me up on the offer of a briefing.

Q6. The Prime Minister will, I am sure, want to congratulate Newcastle United on reaching the league cup final after Arsenal’s exit. In National Apprenticeship Week, will he also congratulate the 600 apprentices learning trades, from welding to quantity surveying, as part of the Tyne bridge restoration programme? While I know that he cannot confirm bridging the funding gap left by the Tories, will he confirm that he is looking forward to seeing the Tyne bridge restored in time for its 100th birthday in 2028?

I am going to struggle to sound delighted with the result of that particular football match, but it will be a special day for Newcastle fans. The Tyne bridge is an iconic north-east landmark and I congratulate the apprentices who are helping to restore that vital piece of infrastructure. As usual, the Tories made empty promises that they had no intention of keeping, including £2.9 billion-worth of transport commitments that were never funded. We will look at the capital projects around the spending review and let my hon. Friend know as soon as we can.

The previous Government’s scope was narrow. We are taking action to give all providers the assurances that they need that single-sex spaces can be provided. I have met representatives from the EHRC to discuss that point and I have written to the EHRC about it. I will take no lectures from the Conservatives on single-sex spaces, when the use of mixed-sex hospital wards increased on their watch.

T2. My living wage intern starts next week, just as a Sutton Trust report shows that internships are critical entry points to careers, but that working-class graduates are 20% less likely to complete an internship than their wealthier peers and most internships are never advertised. What is my right hon. Friend doing to ensure that career success is based on hard work and talent, not parents’ social networks?

I agree with my hon. Friend that no young person should be held back by their background or expected to work for free. We remain committed to banning unpaid internships, so that young people are paid fairly. We will set out further details in due course.

IBCA is operationally independent, but I expect the first payments for the affected to be made before the end of this year. I am restless for progress and will do all I can as a Minister to drive this forward.

Public sector procurement is a fantastic way to drive productivity, innovation and local value in public services, but too often, small businesses, start-ups and voluntary service providers in Newcastle tell me they have difficulty accessing public sector contracts; they do not have as many lawyers, consultants or project managers as bigger businesses. What steps is the Minister taking to ensure better access to public sector contracts?

I have heard very similar things from the small and medium-sized enterprises I have been talking to around the country. We are bringing forward a new national procurement policy statement that will put SMEs right at the heart of Government procurement policies.

Defending the people of this country is what we do every day. Raising these important issues is the right way to do it. I was very clear about what I raised, and that is a matter of public record, as the right hon. Member will well know.

In the past few days, the Labour Government have reaffirmed our commitment to Ukraine in its existential war against Russian aggression, reaffirmed our commitment to combating climate change in all our interests, and reaffirmed our commitment to backing the UN’s resolution for a ceasefire in Gaza and the release of all hostages. Does the Prime Minister agree that, at a time of global volatility, geopolitical uncertainty and rising authoritarianism, it is more important than ever that Britain and Britain’s values are back in action on the global stage?

I do agree with that. It is clear that we live in a more volatile time now than I think many of us can remember. These are issues of global concern—whether that is climate change or conflict—and they have a direct impact on the United Kingdom, so it is in our national interest to show the leadership that we have been showing on these issues. That leadership was sadly missing under the previous Government.

I thank the shadow Minister for his contribution and his questions. In particular, I echo the thanks to all those in Departments across the civil service who were involved in dealing with the outage last Friday and in mitigating its effects. I set out in my statement that our cyber-security and resilience Bill, which was included in the King’s Speech, will strengthen our defences and ensure that more digital services are protected. That is a priority for this Government. The Bill will look at expanding the remit of regulation, putting regulators on a stronger footing and increasing reporting requirements, so that the Government can build a better picture of cyber-threats. We will consider the implications of Friday’s incident as we develop that legislation, but rest assured that we are working across Government to ensure resilience.

As the Chancellor of the Duchy of Lancaster said in his statement on the covid inquiry module 1 report, he will lead a review assessing our national resilience to the full range of risks that the UK faces, including cyber-risks.

It is a great pleasure to see my right hon. Friend the Minister in her place. As she said, the CrowdStrike outage is a reminder not only that technology is so integrated into all our lives, making them better, but also of our dependence on the standard of development, deployment and integration of new technology, which is largely not visible to us. I was reassured to hear about the steps that the Government and businesses have been taking to mitigate the impact, but I fear that small businesses and consumers do not have the same resources. Does she agree that people should not have to be able to reboot from a blue screen in order to enjoy the benefits of technology? Will her Government move to ensure that consumers are better protected?

I thank my hon. Friend for that contribution, and I want to acknowledge all the work that she has done in this area. It has been hugely valuable. She makes really important points about ensuring that consumers and small businesses are protected, as well as Government Departments and bigger businesses. I am sure that will form part of the lessons learned from this incident, and will feed into the Bill that we will introduce.
