I thank the hon. Gentleman for his question. As it happens, I met Minister Hakim, the Iraqi Foreign Minister, a few hours ago to discuss a number of these issues. He is keen to normalise the trade and commerce relationship between Iraq and the rest of the world at the earliest opportunity. We discussed a range of issues, and I know that my right hon. Friend the Foreign Secretary will discuss them further when he meets his Iraqi interlocutors later today.

One of the issues is, bluntly, the exchange of people and the establishment of a visa regime that facilitates the passage of people between Iraq and the UK. I know that that is an issue of great importance to Iraq as things return to some level of normality after a very troubled period.

The hon. Gentleman mentions Kurdistan. We hope that President Barzani will visit this country in the near future. I have no doubt at all that some of these issues will be returned to when he comes to London.

This Foreign Secretary deserves credit for setting up an independent review into the persecution of Christians worldwide, but will he ensure that a lasting legacy is achieved, whatever the outcome of that review, by ensuring that diplomats who are sent to countries where persecution occurs receive training in religious literacy?

That is a very interesting suggestion, and I defer to my right hon. Friend’s great knowledge on these topics. I would like to wait for the Bishop of Truro’s recommendations, which we are expecting next month, before I consider that idea in the round, but it is certainly worthy of consideration.

I know that a number of Members have concerns about this question. As the Prime Minister has stated, our primary concern is the safety and security of Asia Bibi and her family. We want to see a swift and positive resolution to the legal aspect of this case in Pakistan. I should perhaps say that one allied nation has, for some years, been in detailed discussions about providing a safe destination for Asia Bibi and her family once the current legal process is complete. The House will appreciate that going into detail on these discussions would compromise that safety.

Having recently returned from the Holy Land with a cross-party delegation of women MPs—and, indeed, your Chaplain, Mr Speaker—I am very concerned about the human rights abuses that I saw. Does the Minister agree that there is a renewed urgency to find a solution to the conflict in this area?

I thank my right hon. Friend for her question. I could not agree more. We will continue to work as closely as we can with all parties. As I have pointed out, we do a lot of work underneath the radar. The Foreign Secretary and my right hon. Friend the Minister for the Middle East work very closely in relation to these issues and will continue to do so, looking after the rights of religious minorities across the world.

I agree very strongly with the sentiments that the hon. Gentleman has expressed. I will come on to what I believe the UK Government could do in this area, or could do more of, but whatever efforts are being made at the moment, worldwide they are not enough, because as the hon. Gentleman has just pointed out, the problem of Christians being persecuted is getting worse, not better. The direction of travel is the wrong one, and it is incumbent on those of us in the United Kingdom and other countries who have or can have influence to do a lot more than we are doing at the moment. We need to reverse the trend.

There are many examples of where the trend is getting worse. We all know about the activities of Boko Haram in Nigeria, where 276 Christian schoolgirls were kidnapped several years ago; 112 of them are still missing. In Myanmar, where Rohingya Muslims have been persecuted, Christian converts have been persecuted as well. About 100,000 Christians are living in displacement camps as a result.

I am very grateful to my hon. Friend for securing this debate. Actually, there was a bid to the Backbench Business Committee for a wider debate, but unfortunately it was rejected—we should try again. He has just mentioned the Chibok girls. May I, through him, remind colleagues of early-day motion 1246 about the plight of one particular girl, who had to spend her 15th birthday still in captivity because she is refusing to renounce her faith? If all colleagues were willing to sign that early-day motion, that would be very helpful.

My right hon. Friend raises a very important issue and draws attention to a very important early-day motion. So many Christians subjected to this sort of persecution show tremendous faith and tremendous bravery by standing up for their faith in the face of the most appalling threats. The example that my right hon. Friend cites is truly inspiring and tells us how seriously we must take our duty to protect girls such as the one to whom she refers. They deserve all the support and protection that we can possibly give them.

I deliberately chose the examples that I gave earlier because in all of them a Government—a nation state’s Government—failed to take action to protect Christians being persecuted, whether it was those army units in Nigeria standing by and doing nothing, the police in Egypt and India standing by and doing nothing or, in the example from Sudan, the Government themselves imprisoning Christians.

It is an honour to serve under your chairmanship, Mr Hollobone—thank you for calling me to speak, given that I have already made an intervention.

I return to what is happening in Nigeria. The 2018 world watch list names Nigeria as the country with the largest number of Christians who have been killed, at 3,000. In fact, 6,000 people in Nigeria have been killed by the radicalised Fulani herdsmen since 2011. Can the Minister give us some assurances that the Government will examine the spread of such terrorism into the centre and south of Nigeria, since those parts of Nigeria have ceased to be the focus of the Department for International Development’s responsibility? Nigeria is a vast country that lies on a fault line between Islam and Christianity. There should be very real concern in our country about Nigeria, which, after all, is a Commonwealth country upon which we should be able to bring some pressure to bear.

Will the Minister also come back to the question that I asked in my intervention about what the Government are doing to get the last of the Chibok girls freed? These poor girls have slipped all too easily from the attention of the media around the world, and to think that a girl had to spend her 15th birthday in captivity just because of her unwillingness to give up her most profound belief shocks me to the core. I hope that by having this debate we can do something to ensure that those girls are not forgotten.

I beg to move,

That this House has considered a strategy for internally displaced people.

It is a pleasure to serve under your chairmanship, Mr Davies, and I thank the Speaker’s Office for granting this debate. I am particularly grateful to my colleagues for giving up time on such a busy afternoon—mid-week, on a Wednesday—to address the important issue of internally displaced people.

I have no doubt that many hon. Members who are here in Westminster Hall now will have called in this morning to Christian Aid’s big breakfast meeting; if they did not, they really missed out on an excellent breakfast. That meeting was designed to draw attention to the issue of internally displaced people. I take this opportunity to thank Christian Aid, both for hosting that event and for its wider campaign to raise the profile of the issue. That will also help to give a focus to Christian Aid Week, which comes up very shortly, in May.

Internally displaced people, or IDPs for short, are people who have been displaced from their homes by conflict or disaster, often for very long periods of time. That might sound like an appropriate definition of refugees, but IDPs differ from refugees in one respect, namely that they have not gone across an international border. They have been displaced within their own country. Precisely because of that fact, they are not afforded the same rights and support that refugees have under the 1951 United Nations convention relating to the status of refugees .

This year marks the 20th anniversary of the UN’s own guiding principles on internal displacement. Those principles were established to address some of the concerns about IDPs and their exclusion from the earlier UN convention on refugees. However, at the time that those principles were conceived, the problems that IDPs faced were very different from those that IDPs face today.

Twenty years ago, refugees far outnumbered IDPs. In 1998, it was estimated that there were approximately five million IDPs, compared with about 11.5 million refugees. The interesting thing is that that situation is more or less reversed today. There are more than 40 million IDPs, compared with 22.5 million refugees. Both categories have increased in number, but their proportions have been almost exactly reversed.

Many IDPs have been repeatedly displaced for long periods of time, with the average length of displacement for IDPs now being 15 years. Just imagine being a child in a family that has been internally displaced; most of a person’s childhood, up to adulthood, would have been spent in this limbo position.

Lengthy internal displacement has become a global phenomenon and it must be properly accounted for when we consider how we can support and protect those who become the victims of forcible displacement. With that in mind, it is concerning that the zero draft of the UN’s global compact on refugees, which was published in January and will provide the basis for formal talks about how the international community should respond to refugee crises, contains little discussion of the unique and huge problems faced by IDPs.

IDPs are often excluded from the support offered to refugees. That is partly because, having not crossed a border, they are actually quite hard to identify. The vast majority of IDPs do not enter camps, as refugees do. Instead, on average, 75% of IDPs stay in host communities. In Iraq, the figure is as high as 90%. IDPs in host communities are not as well documented as refugees in camps, and they are therefore much harder to find and identify. If IDPs go undocumented, it is difficult to provide them with the proper support that they need.

A further reason for the exclusion of IDPs is that, because they have not crossed an international border, they remain the responsibility of the state within which they have been displaced. Unsurprisingly, this can prove incredibly problematic in cases where states have been ravaged by conflict; it may even be the state that is causing the displacement, as we have seen in Syria. The state may, in fact, be further abusing and exploiting its citizens once they have been displaced.

In 2016, the United Nations High Commissioner for Refugees reported that more than half of the Syrian population lived in displacement—that is really quite an astonishing fact—either across the border into another country or within their own country. As the civil war in Syria goes on and on, large swathes of the population continue to be displaced. In recent weeks, the Syrian Government forces in eastern Ghouta have been busing people to camps that are surrounded by other Government forces and then allegedly demanding that they surrender any form of ID.

Local journalists have reported that that is part of a broader Government plan to make drastic demographic changes, whereby property is handed over to pro-Government supporters. In such situations, the people who have been displaced must feel a real sense of hopelessness. Under international law, they remain the responsibility of the state that seems intent on persecuting them.

A further example of significant incidence of internal displacement can be seen in neighbouring Iraq, where it is estimated that there are around 2.2 million IDPs. Since the cessation of hostilities and violence in Mosul in 2017, many Christians from that area now wish to return, although they face significant difficulties in doing so.

I have not forgotten the most recent visit by a Christian pastor, whose church in Mosul had been burned down. He actually came over to Britain, at the investigation of the Open Doors charity, and he brought with him a scorched Bible, which he had asked to present to the Prime Minister, as one of the most poignant reminders of just how terrible the situation is for the persecuted minorities in Iraq. He explained how he and others had been displaced and how he had set up a new church, but, almost before he knew where he was, more than 300 families had come to seek refuge within the compound where the new church was situated.

The pastor explained how hard it is to return to Mosul and to try to start rebuilding one’s life all over again. We should not overlook the fact that the ISIL fighters have gone back to their original homes, so they are living in communities and making it very hard for the neighbours of Christians to welcome back their former Christian friends. The Christians are not made welcome again in the communities in which they once lived.

My own experience of visits to South Sudan is that IDPs get the worst treatment. They stayed within the country, which means that the SPLA—the Sudan People’s Liberation Army—does not trust them, because it organises the refugees. The SPLA blamed the people who remained in the south for being part of the regime of the north, and out of everybody they got the worst treatment.

I suspect that the hon. Gentleman’s point will be made over and over again. One of the long-standing principles of international development is that, as far as possible, assistance should be given in the region so that people can remain in the region and rebuild war-torn places. However, when it comes to IDPs, that principle meets with the most incredible difficulties, and that problem must not be underestimated in any way.

The pictures that we see of both Syria and Iraq—sadly, those of us who have been to the conflict zone in Sudan will have seen similar things—show that when IDPs return to their homes, those homes are nothing more than a pile of rubble. Debris fills the streets and makes it difficult to navigate through the communities that IDPs used to live in. Sadly, uncleared and unexploded ordnance can cost lives, and certainly limbs, among those who return to these areas. They remain a very dangerous environment to return to.

The Government of Iraq and the UN agencies are working hard to try to make these areas safe, but given the level of destruction in a place such as Mosul and the high risk of unexploded devices, it cannot happen all that quickly. People are being secondarily displaced by the lengthy clean-up operation; on their return, they find that they cannot stay, and they are displaced all over again to camps or host communities while they wait for the area to be made safe so that they can return and start to rebuild something that looks a bit like normality. In January and February of this year, more than 23,000 people in Iraq were secondarily displaced to IDP camps.

Even for the IDPs who can make the journey home, and whose houses have not been destroyed, their return is often far from straightforward. They often encounter disputes over property; it is a common problem. Often, they are unable to provide the necessary documentation, and the relevant authorities are so overwhelmed by trying to resolve the large number of land rights disputes that many IDPs remain unable to return. Property disputes are an issue shared by refugees returning from other countries in which they have sought refuge, but because IDPs have not crossed an international border, their status is not as clear cut. These issues are therefore more hidden and more complex.

I want to touch on the plight of women and girls as IDPs. In the 100th year of our hard-fought battle for women’s suffrage in the UK, it is entirely appropriate to dwell for a moment on how women are disproportionately affected by internal displacement. They are at greater risk of sexual violence and trafficking. Girls suffer higher levels of early marriage. In many contexts, women have weaker property rights than men, or no property rights. Those things make returning or seeking compensation for land losses even further beyond their reach. For displaced women, even simple activities such as going to fetch firewood or water can see them fall victim to physical or sexual attack.

It is important to note that women often do not find personal security following displacement. Instead, they suffer violence as they flee and frequently continue to experience high levels of violence while living in displacement. I am sure Members will remember the haunting pictures of Yazidi women in the Upper Waiting Hall. They reminded us all, in their brief life stories, of what they have had to cope with. Estimates suggest that at least one in five women IDPs have experienced sexual violence in displacement. In South Sudan’s IDP camps, UN investigators found that 70% of women had been raped, typically by soldiers and police officers. The one place where a woman is hoping to find safe refuge can turn out to be a dangerous environment for her to reside in. Given the great work that the Government have been doing to support women and girls in developing countries, I would be grateful if my right hon. Friend the Minister could assure me that IDPs are firmly on the Government’s radar. Given the sheer number of IDPs today—there are more than 40 million globally—we must take steps.

The right hon. Lady is making an eloquent case about the situation of women, but is it not true that people with disabilities are also affected? They cannot make the long journeys to other countries, whether they have been disabled because of the conflict or were already disabled. Do we not need to make a special case and special provision for people with disabilities?

The hon. Gentleman makes a poignant point. I will never forget, during the war in Afghanistan, going to see internally displaced people and those who had fled just over the border into the federally administered tribal areas, sometimes to completely unofficial camps. Some were carried on the backs of their relatives. A person can move only very slowly if they are carrying another human being, especially an adult, to a place of relative safety. Those with disabilities are particularly vulnerable. Sadly, they often get left behind and fall prey to all the threats to life that pertain to any conflict zone. The hon. Gentleman is right to raise the plight of the disabled in this debate on internal displacement.

There have been some notable successes in tackling internal displacement over the past 20 years, such as the Kampala convention, which was agreed in 2012. It was the world’s first continental instrument that legally bound Governments to protect the rights and wellbeing of people forced to flee their homes from conflict, violence, disaster and human rights abuses. However, much more needs to be done. Not everyone has signed up to the Kampala convention, including some of the countries we would very much like to see as signatories to that commitment.

The Department for International Development is certainly a leader in trying to promote other countries signing up to the convention. It is also a leader in its longer-term country programming in places suffering drawn-out, protracted, complex conflicts. For example, in answer to a written question relating to humanitarian operations in South Sudan, the Minister of State wrote:

“The UK is at the forefront of the international response to the crisis. Through the Humanitarian and Resilience Building in South Sudan programme, the Department for International Development will provide £443 million in humanitarian aid between 2015 and 2020 to support the provision of food, emergency shelter, and nutrition and health services, including our response to famine and severe food insecurity.”

Famine and food insecurity is a big problem in South Sudan. That level of support for IDPs is very welcome, and I commend DFID for it, but beyond the provision of aid, will DFID consider developing a broader strategy for IDPs that sets out how they can be supported and their status safeguarded globally? Such a strategy would stand DFID in good stead to be a global leader on the issue of IDPs and displacement more broadly.

My right hon. Friend the Secretary of State for International Development recently spoke of her support for a high-level panel to look into IDPs at the United Nations, and I was delighted to hear that. It would go some way towards addressing the lack of global oversight of IDPs in the current drafts of the global compact on migration and the global compact on refugees. It is worth noting the comments of Foreign Office Minister, Lord Ahmed. He said:

“The UK—alongside partners—remains committed to the UN process to develop both a Global Compact on Migration and a Global Compact on Refugees. The decision by the United States to withdraw from the former does not alter the UK Government’s commitment to engage fully and work towards the successful delivery of these compacts. We believe that the Global Compact on Migration should offer an effective international framework to ensure that migration is safe and orderly and that it should balance the rights and responsibilities of both states and migrants.”

Those are incredibly important words for anyone who has seen the general chaos and risks associated with people fleeing at speed from conflict. It is incredibly important to try to bring order to that chaos and safety for the most vulnerable among those who flee.

I encourage the Secretary of State for International Development to join such countries as Denmark, Sweden and Austria in supporting the calls for an expert report on refugees and IDPs to be commissioned by the UN Secretary-General. Such a report would serve as a useful precursor to any high-level panel on the topic. Furthermore, the UN has set up a plan of action around the 20th anniversary of the guiding principles this year. That multi-stakeholder plan of action aims to resolve and reduce internal displacement through prevention, protection and solutions for IDPs. Its purpose is to strengthen and galvanise support around the guiding principles and to add greater weight to them. I urge the Government to consider supporting that initiative alongside other such UN processes, including the high-level panel and the expert report.

I conclude by thanking my right hon. Friend the Minister for attending the debate today. I look forward to hearing what he has to say. He is knowledgeable on this subject matter, but so are those who have taken the time to come to the debate, and they will make other useful contributions to the discussion.

I thank the Minister and all hon. Members. We are all on the same page. We have sounded the alarm today. The media focus definitely does not get the plight of such large numbers and the growing problems presented. My last experience of a high-level panel was that it gave rise to SDGs. Some things need to be elevated right at the top to draw attention, but we also need solutions that are right down on the ground. That is where agencies such as Christian Aid and others come in. It will take all of us working together to address a problem of this scale.

It is a pleasure to serve under your chairmanship, Mr Davies. I congratulate my hon. Friend the Member for Gloucester (Richard Graham) on securing the debate. We are on the eve not only of CHOGM—for the first time in 30 years it will be held in this country—but of the Commonwealth games. As a recently appointed non-executive director of Commonwealth Games England, I want to dwell a little on that aspect and the importance of the games in bringing interaction between very different nations that are part of the Commonwealth family.

There are key strategic objectives over and above winning a lot of medals, which we hope our sportsmen and women will do. We need to deliver that success not just at the Commonwealth games, but at the Youth games that follow, which often give smaller nations an opportunity to host and benefit from everything that the Commonwealth games have to offer.

One of our key objectives is to create an English Commonwealth movement to promote personal achievement and our core values of equality, diversity and inclusion. Precisely because so many Commonwealth members are of such a young age, it is a very important opportunity to promote those values with successive new generations of citizens throughout the Commonwealth. Another objective is to be one of the most effective, respected, best-governed and well-managed sports associations in England and the Commonwealth.

As a west midlands Member of Parliament, it is a particular delight to note that Birmingham has stepped up to take the baton, which unfortunately had been dropped in the preparation for the 2022 games. The whole of the west midlands region will benefit from the opportunity to host the games and to bring many Commonwealth citizens to that part of our country. I am confident that we can do a good job.

It is significant that sport gives the opportunity to promote the benefits of Commonwealth membership. The sheer sight of two countries, North Korea and South Korea, taking part in a sporting event together under a single flag is the most recent demonstration of the opportunity that sport affords of bringing people together, which can be replicated at future Commonwealth games. It gives me the opportunity to touch on one important example of the way in which, coming together as sportsmen and women, we can also explore quite difficult subject areas together on such occasions.

The Commonwealth Parliamentary Association, which does such a splendid job in this place, is currently delivering a modern-day slavery project: a two-year multilateral project funded by the Home Office. Through seminars and workshops, the project is designed to support Commonwealth parliamentary colleagues in developing and strengthening modern slavery legislation in their own countries. I chaired a seminar on that very subject and I found it informative to hear from MPs from other Commonwealth countries what they are doing to tackle the very difficult problem of modern-day slavery. It was significant that a Nigerian MP who took part in the seminar went back to his own country and in February introduced legislation in the Nigerian House of Representatives to start to tackle the problem of slavery both at home and abroad.

There are also challenging messages that we have to be prepared to hear from other Commonwealth members. The Ghanaian Member of Parliament said that in his view the Italian Government were doing a better job of trying to tackle trafficking at source from his country than our own Government were prepared to do. We have to be willing to listen—it is a two-way conversation in the Commonwealth—and to explore where there is best practice in terms of tackling such a difficult problem as modern-day slavery. We may have been the first country to introduce legislation, but the problem is by no means sorted. Working together across the Commonwealth, which contains some of the most populous countries in the world, where, sadly, trafficking is a problem, we have a chance of dealing with it.

I hope that hosting the Commonwealth games will give us an opportunity to promote the best of British values across the Commonwealth and that at the same time we will tackle some of the difficult issues that beset all Commonwealth members at whatever stage of their development. Together we can produce a better outcome for all the countries involved.

We will allow the peace process to be derailed by this only if we interpret the decision as doing just that, as opposed to providing a different opportunity to take the peace process forward. The envoys are still working; they are still in contact with Arab states and Arab partners, as well as the state of Israel. As I said, that work should continue with greater urgency. The risks in the region are even clearer this morning than they were yesterday before the President spoke—risks that many colleagues in this House know full well because of our frequent visits to the region. The only way that those risks can be quelled is by demonstrating to those who seek hope for the process that there is still a chance of hope. The United Kingdom must do nothing to cut off that possibility. That is why we have to keep urging the peace process forward. The deficit of trust with the United States because of its decision will be noted, but it will remain an important part of discussions for the future.

On the hon. Gentleman’s other two questions, we co-sponsored the meeting with the UN, so it is our intention to work with partners urgently on moving this forward. On the President’s visit, again, the Prime Minister has made clear her views on that: an invitation has been extended, but there is no date set for the visit.

I welcome what the Minister of State has said this morning. I thought I would share with the House a sentence from a letter from the Patriarchs and Heads of Local Churches in Jerusalem to President Trump:

“peace…cannot be reached without Jerusalem being for all.”

That was echoed yesterday by the Archbishop of Canterbury, who said:

“The status quo of the City of Jerusalem is one of the few stable elements of hope for peace”.

He urged us all to

“Pray for the peace of Jerusalem”.

I think that we would all concur with those words. The status of Jerusalem is of immense importance in the region to all faiths and all parties who live there. It is essential that the consensus that Jerusalem is for all be honoured. As I stated, it is very clear that our position on the final status of Jerusalem, as part of the final settlement to be agreed between the parties, is the most important thing, not anyone’s unilateral decision about what they think about Jerusalem.

We are honoured to have the right hon. Gentleman here. He brings his years of wisdom and knowledge to the debate. His words are exactly what we need, and I thank him for them.

Turning back to China—in my Ulster Scots accent, some of the words and names will never sound like Chinese—Pastor Zhang Shaojie was sentenced to 12 years in prison for fraud and for gathering a crowd to disturb public order. He was detained without formal documentation on November 2013, along with 20 other members of the Nanle county Christian church. Church members, lawyers and Christians visiting the family of the detained Protestant pastor were beaten, harassed and detained by hired thugs, police and Government agencies. In December 2013, there were significant questions about the fairness of his trial. Reports from the pastor’s daughter are that he is on the verge of death after suffering various forms of torture while serving his 12-year sentence.

In Burma, following hundreds—probably thousands—of allegations and the co-ordinated documentation by Rohingya groups of mass killings, mass rapes and the destruction of whole villages, the Office of the UN High Commissioner for Human Rights sent a team to interview Rohingya refugees who had recently fled to Bangladesh. Some 70,000 had fled. Based on more than 200 interviews, which is a substantial evidential base, OHCHR issued a damning flash report on February 3, complete with harrowing tales of the burning alive of elderly Rohingya men and the slitting of children’s throats— unspeakable wickedness. The UN estimates that Burmese authorities may have killed as many as 1,000 Rohingya men in recent violence alone.

The Conservatives’ 2017 manifesto declared that they would

“expand…global efforts to combat…violence against people because of their faith”.

In the recent Shrove Tuesday, Easter and Finsbury Park mosque attack statements, our Prime Minister said that we must take measures

“to stand up for the freedom of people of all religions to practice their beliefs openly and in peace and safety.”

With that in mind, I look to the Minister, with whom I spoke beforehand. I wish him well in his new position. I know that he knows the issues well, and I have no doubt that his response will be exactly what we in this Chamber want to hear. I am anticipating a good response; I believe and know from our conversations that that is how the Minister’s mind works and his heart thinks. I would be grateful if he clarified what the measures will be, and I offer the APPG’s assistance in taking them further. We are here to enable Government to take such things forward. We had a meeting last week in which we had the opportunity to hear from Government officials about how the Foreign and Commonwealth Office, the Department for International Development and other bodies work together. In his intervention, the right hon. Member for Warley (John Spellar) mentioned the Defence Committee. I think there is a role for that Committee on where we go and how we can collectively work together better.

At that excellent meeting with the Minister, it was important that the Members present stressed the need to take a cross-departmental approach and to explain to the British public why using taxpayer funds to tackle things such as the persecution of religious minorities abroad is important for security back home.

I thank the right hon. Lady for her intervention, and for her contribution to the meeting we had with the Minister. I think all of us at that meeting were focused on how we could do better.

I come to what I hope the Minister and his Department will be able to do. Will he ensure that displaced communities in Iraq and Syria are able to return home safely? I think that would be an aspiration of us all, but how will that happen? I am ever mindful that the Minister has just taken up his role, but knowing his history and past comments, I am sure he will be able to respond.

In the light of the above cases, we ask Her Majesty’s Government to ensure that UK embassies are resourced to have a human rights focus incorporated in the work of the embassy and, specifically, to report and monitor on freedom of religion or belief. That is one issue we spoke about last week. In his response, the Minister indicated a willingness to make that happen; for it to happen, we look to the Minister for those resources. We need the people in those places to have the necessary training. If done properly, that will allow UK embassies to assess the appropriate time to intervene on issues of persecution, before they escalate too much, and will also allow embassies to assess the appropriate means of raising cases.

The Foreign and Commonwealth Office toolkit on freedom of religion or belief has been sent to all FCO country desk officers and embassies to help in situations of persecution. The toolkit explains what to look out for in potential cases of persecution, providing a list of questions to check against. It provides guidelines on what can be done to ameliorate the situation. The toolkit outlines the methodology of response, but we ask the Government to ensure that embassies are asked what they are doing to use and implement the toolkit. It is all very well to have it in the armoury, but if it is not used or used incorrectly, we will fail to move forward in the way we should.

Embassies are due to take a lead in determining projects for the human rights and democracy fund. In his intervention, the hon. Member for Rhondda (Chris Bryant) referred to human rights. The embassies have the opportunity to address that now, and we need to be using the toolkit regularly where it is possible, necessary and applicable. The hon. Gentleman is right, and I support that wholeheartedly. Considerable consultation should be taken up with civil society and faith-based actors on this matter. That is a way forward.

Ensuring that FCO and DFID partners and projects do not discriminate based on religion or belief is crucial. We need the mindset in the FCO, DFID, Defence—in Government policy singularly and collectively—to ensure that discrimination based on religion or belief does not take place. That means ensuring that the UK is not supporting any programme that provides humanitarian or other support to one group of people based on their beliefs, while withdrawing it from another.

When I first came to this House in 2010, there was a statement about the floods in Pakistan. I was aware from my own church, the Baptist church, that some of the people who were Baptists in Pakistan were not receiving the humanitarian aid that they should have received. It was discussed in our church the Sunday just before that, and it was coincidental that there was a statement. It was clear to me then that some of the authorities in Pakistan were withholding humanitarian aid from Christians. I want to see that stopped, and I believe the Minister will be able to respond on that.

In a world where nearly 85% of people globally adhere to a religion, if the FCO and DFID are to meet their commitments to promote peaceful, inclusive societies—that has to be the goal—they will need to engage with religious actors and communities, and support initiatives that build respect and trust between people of different faiths. The APPG on freedom of religious belief is there for those with Christian beliefs, with other beliefs and for those with no beliefs. We need to make sure that that is our focus. It is exactly such initiatives, led by local civil society groups, that embassies need to ensure are financially supported and provided with space to operate. Such programmes are crucial for breaking down tension between different religious groups, promoting understanding between people and reducing the drive and desire to persecute Christians and people of other beliefs.

We hear about what happens to the Baha’is in Iran and Iraq, to the Shi’ites in Pakistan and to those of other religions in Indonesia. We hear about what happens in the middle east—my hon. Friend the Member for East Londonderry (Mr Campbell) and I were talking before the debate about how Egyptian Coptic Christians are treated—and to those in Algeria, Morocco and many other places across the world, such as south and central America. In all those places, our focus has to be on having a society in which people understand, appreciate and accept that others may have a religion that is different from the one they hold to, and that they must have access to education, healthcare and support for their children, and the opportunity have a business.

Thank you, Mr Hanson, for calling me because I omitted to put in to speak last night, for which I apologise. It was an oversight, but one that I should not have committed.

An interesting cross-section of Members of Parliament is in attendance to support my hon. Friend the Member for Strangford (Jim Shannon) who, as chair of the all-party group on international freedom of religion or belief, had the foresight to call for this debate. We welcome to the Chamber new Members who are showing their concern for the persecuted, and returning Members who we know through their faith will take a stand for the persecuted. As my hon. Friend the Member for Torbay (Kevin Foster) so eloquently put it, we are all here to show our solidarity, and that is the important point. Some Members may not even speak, but we are numerous and we wish the persecuted out there to know that.

I will focus briefly on the role of the Foreign Office and embassies. Thanks to the foresight of my hon. Friend the Member for Strangford, we were lucky enough to have Lord Ahmad speak to the all-party group. He underlined the fact that freedom of religious belief is a priority for the Foreign Office, but in welcoming my right hon. Friend the Member for Cities of London and Westminster (Mark Field) to his new role as Minister for Asia and the Pacific, I want to inquisition him about what that means in practice.

We are delighted that the Foreign Office has reissued its toolkit and that there are guidelines for every embassy around the world about what they should be doing to make freedom of religious belief a priority. We want to be absolutely sure, however, that that book of guidelines does not sit on the shelf gathering dust. I urge the Minister to give us answers in the debate, if he can, so I am interested to know what percentage of the discretionary funds that embassies have to spend on local projects is in fact spent on projects to support the freedom of religious belief. I want to know whether, in practice, the Foreign Office thinks in such terms, when some countries—16 in particular, as my hon. Friend the Member for Strangford said—are seeing a rise in the persecution of Christians.

The background is one of increasing persecution of Christians in parts of the world where we are significant donors of aid. How recently has the Foreign Office had a systematic review of its human rights interventions to assist persecuted Christians? We may not get the answer in the debate, but perhaps it will be possible to give interested Members some hard evidence of freedom of religious belief being made a priority.

I will finish by focusing on a test case. On behalf of the Church of England, of which I am the Second Church Estates Commissioner, may I ask where the Foreign Office is taking bilateral decisive action? We are looking closely at a recent case that occurred on 10 June in Pakistan, which is the second largest recipient of our overseas aid. The Pakistani anti-terrorism court convicted Taimoor Raza of committing blasphemy on Facebook and he has been given the death penalty. It is the first time that someone has been charged under article 295C of Pakistan’s penal code, which makes blasphemy on social media an offence. I cannot help but contrast that with restrictions that are not in place in other parts of the world, including at home—not that I wish anyone to go that far, but I would like to see some better policing of social media.

The Church of England will be paying close attention to that case. The Bishop of Coventry has tabled a series of written questions to highlight it. I, too, have a request, although it may be one that needs to be left pending, because it needs time for a response—we would all like to see what, in practice, it means to make freedom of religious belief a priority.

I will come on to the geopolitics and relations between the United States and Russia, but the answer has clearly not been for the UK to dive in and continue to add to the chaos and bombing.

The Scottish Government have continued to try to play a role. They announced in August 2015 that they would contribute up to £300,000 to the 1325 Fellowship programme facilitated by Beyond Borders Scotland—another initiative that trains women in prevention and resolution of conflict. It was set up in response to UN resolution 1325, which reaffirms the important role of women in the prevention and resolution of conflicts. We in Scotland and the Scottish Government have been keen to make a positive contribution wherever possible. Of course, many people across the country have joined in the efforts to welcome refugees, especially from Syria, who have come here seeking stability and peace.

Peace in Syria seems as far away as it was at the start of the conflict. Russia and the United States have completely different aims for the region, particularly as regards President Assad’s role, or otherwise, in the country’s future. There is a worrying risk of the situation becoming a proxy for broader tensions between the two countries, and indeed of further backsliding in international relations more generally. That is why the right hon. Member for Sutton Coldfield is right to question the stalemate’s impact on the role of the United Nations. It has never been more necessary for the UN to play a role, yet in this area at least, it seems that the impasse has never been more difficult to breach.

There have rightly been calls for the General Assembly to be more outspoken where the Security Council cannot reach agreement; that would be a start, but the GA still lacks the teeth of the Security Council. The UK’s seat on the Security Council is supposed to be one of the great defining assets of the Union, putting the great into Great Britain. While I welcome the strong words of the UK representative at recent meetings, strong words are increasingly not enough. It is for the United Nations and the International Syria Support Group to facilitate a peaceful settlement, and the United Kingdom Government should seek to make sure that the UN has the mandate and the support that it needs.

In the meantime, there must be more that the Government can do, either independently or with allies. I have already said that if we have the technology to drop bombs, surely we have the technology to drop aid, but we also need the ability, stability and permission to provide aid, especially to areas controlled by the Assad regime. Negotiating a safe space for that ought to be part of the UK’s diplomatic efforts. If that means that a no-fly zone could help, then that should be explored, but it needs to be properly enforced.

Getting aid—medical, food and non-food relief—into the country, and into Aleppo in particular, should be the No. 1 priority for humanitarian agencies in the country. If the big and multilateral agencies are having difficulty with that, more support should be given to local actors, especially those coming from faith-based or community-based organisations. I join in the tributes paid to the White Helmets, who are thoroughly deserving of their Nobel prize nomination. If there are practical ways that the UK Government, through partners, can support that work on the ground, they should be acted on.

Support also has to be provided in the refugee camps, both in Syria and in the surrounding areas. I was visited last week by a former constituent, Tony Collins, who now lives in Lebanon, where he assists the aid effort on the ground—in the camps. He describes the situation as no longer an emergency, but endemic, and as having a major impact, as we have heard from Members, on the future of Lebanon. UK humanitarian support has to provide emergency relief, but also look at long-term economic development, and the impact that these profound movements of people are having.

The Minister of State, Department for International Development, the hon. Member for Penrith and The Border (Rory Stewart) is still here; the Secretary of State for International Development has left. I sound notes of caution about DFID’s role and response. I have said many times that while conflating some aspects of security and aid spending may be permitted under OECD rules, it is not what people expect to happen when the Government say that they are meeting the target of giving 2% of gross national income to NATO and the 0.7% target for aid spending. These targets should be met and accounted for separately; the situation in Syria in particular shows why that is necessary.

DFID also needs to think about the longer-term impacts of its policies, and consequential effects that might not be seen at the time. The withdrawal of programme partnership arrangement funding from many organisations is leading them to withdraw from areas, or wind up altogether, and that has a long-term impact that might not be seen at present, yet need is vastly increasing. Of course, support for refugees here needs to increase as well. The UK is committed to taking 20,000 over five years, but that is nowhere near our fair share.

While the UK Government are right to focus their efforts on providing aid in the region, the refugees we have agreed to take, particularly under the community sponsorship scheme, include only 2% of Christian refugees from Syria, despite the fact that religious minorities constitute up to 12% of the Syrian population. Does the hon. Gentleman agree that we need to make more effort to reach out to frightened religious minorities in Syria?

Yes, absolutely, I agree that persecuted minorities need to be given special attention. The House as a whole has given the Government a mandate to act on the genocide of the Yazidi community. The support provided for refugees needs to go beyond simply meeting physical requirements. I have constituents who are traumatised by their experiences in Syria and elsewhere, and mental health support will be increasingly important.

I am conscious of time. The Government say that they are leading the humanitarian response, but that does not mean that they cannot go further. They must rethink their military objectives. We were told in December last year that UK air strikes would cut off the head of the snake, but the chaos has only increased, and the people of Aleppo are paying the price. The UK urgently needs to rethink its military strategy, and it needs to commit to working across borders and interests to find a sustainable and lasting peace. While that goes on, the aid effort must be stepped up for the sake of people in Aleppo, Syria, the region and, indeed, around the world.

When matters are made the subject of treaty change, they become binding in European and international law. There have been occasions, particularly in regard to the development of the single market, when British interests have been safeguarded by the existence of treaty provisions relating to discrimination against a country’s products in the single market. For example, we went through the European process in order to secure the lifting of the beef export ban. There is a stronger element of protection there than the hon. Gentleman might think.

Further to that point, does my right hon. Friend agree that the creation of a single market for services would be a big prize for British business, and that it would create many jobs? Does he also agree that that can be achieved only by being within the European Union?

My right hon. Friend makes a powerful point. We have a single market for goods, and it is working pretty well, but the single market for services is woefully underdeveloped, despite the fact that in every European economy, it will be the services sectors from which the new jobs and the new growth will come. We need to seek determined action in that area.

It is a pleasure to be called to speak in this debate, Madam Deputy Speaker, for three reasons. First, I congratulate you on your rightful elevation to the Deputy Speakership. Secondly, I congratulate the makers of three excellent maiden speeches, my hon. Friends the Members for Sutton and Cheam (Paul Scully) and for Havant (Alan Mak) and the hon. Member for Fermanagh and South Tyrone (Tom Elliott). They have certainly set the bar for quality high. Thirdly, it is a pleasure to follow the hon. Member for Luton North (Kelvin Hopkins), who is not a Johnny-come-lately to the referendum campaign but has consistently been in favour of giving the people the vote and seems to be the only person who has spoken in this House today who voted no back in 1975.

Who remembers the words of the failed UK Independence party candidate for South Thanet, Nigel Farage, in the run-up to the general election, when he constantly hoodwinked the British public with his grandstanding with lines such as

“it is infuriating how the Conservative Party can string the British public along and constantly make claims over holding an EU Referendum when it was clear from day one that it would never happen”?

Not only is the European Union Referendum Bill already under way within days of the state opening of this new Parliament, but the Prime Minister has hit the ground running and toured EU capitals to start the serious business of renegotiating our terms of membership and the whole future of the EU, and the main Opposition party has belatedly come round to our way of thinking. Barring an affront to the democratic will of the people, in the upper House there will be a referendum on our future membership of the European Union, with a straight in or out vote, before the end of 2017 at the latest.

The only broken promises and stringing along of the public came from UKIP. Indeed, the biggest threat to a meaningful referendum came from UKIP. If we had listened to its siren voice and held a referendum immediately, all the polls suggest that it would have resulted in a yes vote to stay in before we had achieved any reform. It would probably have brought the nightmare scenario of the UK staying in a reformed EU, so that when the PM went to summits in search of reform in the future he would be met with a frosty “Forget it, chum, you voted to stay in the club. Like it or lump it.”

My hon. Friend’s point reinforces why it will be so important that the facts are clearly laid before our constituents. Will he welcome the Church of England’s initiative to provide hustings so that our constituents can hear clearly and objectively both sides of the argument?

I absolutely welcome that, and I hope that one thing that will come out of this referendum is a full, frank and long debate engaging as many members of the electorate as possible, as was the case in Scotland, so that at last we can discuss the situation and familiarise ourselves with the facts.
