I echo the point my hon. Friend makes. Many of the comments that we received reflect the sorts of problems that his constituent faces, and I will come on to some of the wider points that he made.

Another contributory factor, according to the IFS, was the inflation forecast errors used to calculate loan increases, which mean that their real value is lower now than at any time in the past seven years. On top of that, we have had the scrapping of maintenance grants. The cumulative effect has pushed many students to a tipping point. More than a quarter of students were left with less than £50 a month, after paying rent and bills last year. As my hon. Friend points out, rent is accelerating at a significant rate. Our inquiry found 96% facing financial difficulty, with food, rent and energy the biggest pressures, but transport costs were also a key issue and particularly difficult for commuter students, many of whom chose to be home-based precisely to save money. Students have been struggling to get to their classes, access libraries and travel to placements.

The inquiry was a genuine learning exercise for us and we were particularly concerned to hear about the sharp increase in hours of paid employment taken by students. Of our respondents, 61% worked alongside their studies and 37% said that they are working more hours because of cost of living pressures. The Sutton Trust reported that about half of undergraduates missed classes last year due to paid employment. Around a quarter missed a deadline or asked for an extension on a piece of work.

They are often in precarious and insecure jobs. Joanna, one of the respondents to the Chamber Engagement Team survey, said,

“I have had to take several jobs, as the part time job sector is full of zero hours contracts with little stability and no promise of actual work. I am working more than I should have to and my grades are suffering.”

I congratulate the hon. Member on securing this debate. Some of the figures he has given are truly shocking. Does he share my shock that a quarter of universities are now running food banks? The fact that universities are themselves having to provide food banks for students is an indictment of the fact that clearly our young people cannot afford to make ends meet at university. Does he agree we should consider bringing back things such as the maintenance grant so that our young people can focus on learning rather than spend all this time trying to make ends meet?

I thank the hon. Member for her intervention and her support as an officer of the all-party parliamentary group. She is right about the shocking fact she shared about food banks. I will come to that and reflect on some of the recommendations she talks about.

As well as affecting academic work, paid employment also affects involvement in extracurricular activities. People might ask why that matters so much, but it matters enormously because volunteering roles involve networking, team working, leadership skills and wider opportunities. Those experiences give graduates that extra edge in the job market.

Hitting grades, weakening skills development and limiting CVs—this all means that those from poorer backgrounds, who are the ones relying on ever increasing paid employment, are particularly disadvantaged, reversing the efforts of successive Governments to widen opportunities and ensure that those who take advantage of higher education go on to succeed. Since our inquiry, we are beginning to see the impact on retention, with rising drop-out rates. The sector group, MillionPlus, has estimated that as many as 90,000 to 108,000 students might find it too difficult financially to continue to study.

Responding to all of those challenges, most universities have put more money into hardship funds. Others have developed initiatives to offset the pressures faced by students, though not uniformly. The sector probably could do more. Just last week, the Higher Education Policy Institute published a report saying that those initiatives included supporting students with food costs, providing both means-tested and unconditional hardship funding, and subsidising student activities. And, as the hon. Member for Brighton, Pavilion (Caroline Lucas) pointed out, a quarter now have food banks on campus.

University support services have substantially increased their workload, extending the criteria for hardship funds, drawing in more eligibility, and working with their student unions. Our survey found that many students have not always accessed the funds available, either because they were not aware of them, which is a challenge for the sector, or because they did not think they qualified for additional help.

Recently, we have seen some universities moving to a three-day week in their timetabling on some academic programmes, to allow students to fit in their part-time jobs alongside study and to limit the impact of commuting costs. That may offer immediate relief, but it is not a solution.

There are other ways in which financial pressures are affecting life chances. Many students aiming for master’s programmes, which have become important as an additional benefit in the job market, said they were reconsidering. For example, Alex, who also responded through the Chamber Engagement Team, said:

“as a working-class student in my penultimate year, I see my peers consider postgraduate study and I wonder how they can afford it. I’ll never be able to save enough”.

Postgraduate research students told us that they, too, were struggling—that stipend payments are insufficient to meet living costs and that PGRs are ineligible for childcare grants as they are in education: they often cannot access hardship funds because they fall into the gap between the definition of being a member of staff and that of being a student.

There are issues to address across the board. Our evidence confirmed a disproportionate impact on already marginalised and underrepresented groups, disabled students, black and minority ethnic students, care leavers and students who are estranged from their families. The Sutton Trust found that students from lower socioeconomic backgrounds were more affected, with a third skipping meals to save costs. It also found that a fifth, mainly from disadvantaged backgrounds, plan to live at home as commuter students during term time to reduce costs. That might be okay for some. It might work in London, where there is a wide range of higher educational choices. However, it limits university choice and limits course choice for many students across the rest of the country.

Our inquiry made four key recommendations to Government for higher education. First, to provide further hardship funding to universities to enable them to support those most in need. Secondly, to increase student maintenance loans to restore their real value and to maintain that value by taking a similar approach to uprating benefits. Thirdly, to consider reintroducing maintenance grants, as was recommended by the review the Government commissioned from Sir Philip Augar. Fourthly, to increase the household income threshold for the maximum student loan, which has been frozen since 2008. At that point, the threshold was in line with average earnings of £25,000, but those average earnings are now £33,000.

I move on to our further education inquiry. I am sure the chair of the all-party parliamentary group on further education and lifelong learning, the hon. Member for Waveney, who is present, will cover many of the specific points, so I will skim over them a little more lightly. Our evidence found that, although FE students face similar financial pressures, many face additional ones, supporting not just themselves but in many cases having to support their families. FE students who responded to our survey reported difficulties with transport in particular and 72% said they face costs that put them in financial difficulty. Like HE students, they were working more paid hours to make ends meet, struggling to prioritise their coursework and classes and facing negative impacts on mental health.

Retention was also a key issue for colleges, with a decline in student attendance taking up resources to ensure students do not drop out of their studies. That is not just a problem for the colleges. Many students in FE are on technical and vocational courses—I know that is an issue close to the Minister’s heart—providing essential skills for the UK workforce. The Association of Colleges reported to us that bursaries and hardship funds are becoming an essential item for family budgets. It is a bit like the point about food banks. Some reported students walking several miles a day to college so they could use their transport bursary to support their family with food and energy costs.

FE does not have the funding of HE and colleges cannot provide the same support. Of serious concern to us were emerging reports that colleges have been dealing with a significant rise in family tensions and domestic abuse because of cost of living pressures and have been referring more students to supported housing. Shockingly, some colleges told us about increased safeguarding issues, with cash-strapped students vulnerable to criminal and sexual exploitation.

Concerns were also raised about apprentices, with an average wage of £5.28 an hour, not being eligible for the 16-to-19 bursary because of Government rules—apprentices often travel furthest to placements, attend more regularly and are left more exposed to travel costs. We subsequently heard about the particular issue facing young carers doing T-levels, who will lose their carer’s allowance if they study for more than 21 hours a week. So the cost of living crisis is affecting decisions not only about whether to remain in further education, but about the type of course, with many leaning towards shorter courses or those that lead more quickly to securing work, sacrificing ambition and limiting their potential.

Our key inquiry recommendations to the Government for FE included providing additional funding support so that providers can increase bursaries targeted at those most in need; reviewing the mandated eligibility criteria for bursary funds—this is an easy one as it does not cost anything—to provide colleges with more flexibility to determine eligibility; considering the case for extending free school meal eligibility so that colleges can provide more subsistence support; considering the introduction of free or subsidised travel for all 16 to 19-year-olds in FE or training; and increasing the apprenticeship minimum wage, including enabling providers to use bursary funds to support apprentices as well as other FE students.

My final point is that, in FE and in HE, the key takeaway from our inquiry has been the particular impact on students from poorer backgrounds. We are seeing the cost of living crisis damaging access and participation, limiting opportunities, affecting lives, levelling down not up, widening the skills gap and weakening our research capacity as a country. I hope that the Minister, and indeed the shadow Minister, will give full consideration to our recommendations.

I will carry on a little bit. I have very little time because the hon. Member for Sheffield Central needs a couple of minutes to sum up, but I will try to bring in the hon. Member for Ceredigion (Ben Lake).

There is more support for students who have disabilities, who get maintenance grants on top of that, of course. None of that was mentioned. We give £276 million—an increase of £16 million over the past year—to the OfS to help disadvantaged students across our HE system.

If I can, I will. I genuinely would love more time to bring people in.

That is a lot of money. I have examples: the university in the hon. Member’s own constituency has a £500 cash bursary, and in Liverpool, vulnerable students get bursaries of close to, I think, £2,000. We are trying to target significant help at disadvantaged students with that £276 million. The hon. Member for Sheffield Central will know that postgraduate master’s students can apply for loans of £12,000 per annum, and doctoral students can apply for loans of £28,000.

My hon. Friend the Member for Waveney (Peter Aldous) talked about core funding. He will know that skills funding is increasing by £3.8 billion over the Parliament, with £1.6 billion extra for 16 to 19-year-olds. We have just increased core funding by £185 million this year and £285 million the next year, on top of £125 million, as he knows. Wherever possible, we are trying to put more money into further education. My hon. Friend’s college has had a significant amount of capital funding and core funding, so I think he will be pleased with that. I hope that also answers some of the questions that the distinguished Chair of the Education Committee, my hon. Friend the Member for Worcester (Mr Walker), asked.

Of course, accommodation is up to the universities and private tenants—although we also work closely with the Department for Levelling Up, Housing and Communities—but I will look at that important point, because we want students to live in quality accommodation.

On the £276 million figure for the hardship fund, calculations from the House of Commons Library suggest that, while the cash value per student has increased in the last two years, in real terms it has actually fallen each year, with the 2023-24 level expected to be around 21% less in real terms than 2019-20. Will he look again at the amount of resource going into those budgets? Against inflation, it really is not enough.

If I can answer with a final, quick point about the £276 million, there were lots of universities —I can give figures from up and down the country—with bursaries of between £500 and £2,000 going to the most vulnerable students. We are trying to target help.

To conclude, there is one thing that has not been mentioned at all. Everyone here has looked at this in isolation from all the other help the Government are giving to hard-pressed families up and down the country. It is important to remember that the Government are spending around £94 billion—£3,300 per household on average—helping families, which includes students in FE and elsewhere, along with apprentices, to try and help them in every way we can. As in Sheffield and throughout the country, many of our universities and colleges are doing a great job in difficult circumstances, and the Government are targeting help at those who need it most while being fair to both students and the taxpayer.

I concur with all that the hon. Gentleman said. That love of nature that we want to inspire in the youngest children needs to find progression and continuity in every age and all the key stages of the curriculum. Ultimately, that will provide them with skills and insight for a future where, as we look to build the green economy, we need to build a green workforce, too. I welcome the hon. Gentleman’s contribution.

I congratulate the hon. Member for Eastbourne (Caroline Ansell) on securing this really important debate. I apologise that I cannot stay for all of it, due to a Select Committee happening simultaneously. Does she share my excitement that, since nature writer and producer Mary Colwell initiated this campaign in 2011, it has gathered more and more support, including among teachers and students? Does she agree that it would help to fill a critical gap in the curriculum by helping students understand the complexities of the natural world, with intensive field study of whole organisms in context, in a way that no other GCSE currently allows?

I thank the hon. Lady for her intervention; she is my near neighbour along the coast. I had the great pleasure and privilege to speak to Mary this week ahead of today’s debate. I am a huge admirer of her work and her passion to see the next generation equipped and empowered for the future that faces them, in terms of both protecting our natural environment and having a great love for that environment, which is important to their wellbeing.

I would like to focus on another point mentioned by the hon. Lady, which is what this unique qualification would bring to the curriculum. An important gap has been identified and worked on by OCR, not least around the knowledge of organisms in their context, as she described, but also around the mix of subject areas where this GCSE could bring such powerful learning. Some have raised concerns that this subject overlaps with other subjects, such as biology or geography, but we see overlap in the curriculum as it stands. We see overlap between economics and mathematics; we see overlap between history and English. Some say overlap, but I might say reinforcement and consolidation. I might say that this triangulates and makes learning more powerful through the experience of encountering common subject matter across different disciplines. So the hon. Lady is right to highlight this subject’s unique and distinct contribution, in both its mix and its content.

My hon. Friend is right to highlight one of the challenges around curriculum choices. Of course, with every choice there is an opportunity cost. However, this additional, optional GCSE would complement any choices, be they arts or science choices. The curriculum is designed to provide a broad and balanced education in the core, so there would be no learning loss—the science component is already guaranteed and safeguarded. This new GCSE would provide an opportunity for extended study into the natural world, with all the benefits that could bring. Of course, as I said earlier, it is quite a mix of a GCSE, in that it rests on several different disciplines, so it is a good all-round GCSE choice to complement any combination of subjects that students might choose.

I wonder if the hon. Lady has come across the statements from university lecturers about the fact that they see students come through the school system and arrive at university without having had the field study or the immersion in nature and the direct contact with it in terms of identifying, monitoring and recording the life around them. That is what the GCSE could do. It would give pupils a really intimate knowledge of nature and first-hand experience of working with nature in a very different way from something that is more usually desk based.

The hon. Lady is right to highlight the significance of that component of the proposed new GCSE. I think we would all agree that learning through doing and being active within that learning is a hugely powerful experience. The content is, of course, very important, but it is the real-time, real-place study that will make this proposal a particularly attractive and meaningful learning experience, and a brilliant springboard to further study, whether at A-level or at university. As the hon. Lady says, it is about active engagement.

A key component of the new course includes those practical field studies—as mentioned by the hon. Lady—to develop the skills of observing, describing, classifying and analysing wildlife. That bridges an important gap in the curriculum. Students would learn about the wildlife in their local area, engendering that important sense of place, wherever that place might be. They would develop an understanding of ecosystems and the interdependence of the organisms within them, as well as the forces that shape them, including human activity such as farming and urbanisation.

The OCR proposal contains unique skills and content, while reinforcing skills in biology and geography, which are complementary, in the same way as physics complements maths, and history geography. The skills developed by the course would support various academic and vocational post-16 pursuits, including in the biosciences, geography and land-based industry, helping to plug our green skills shortage. If the Government were minded to initiate further work on this, students could begin by taking the course from September 2024.

A number of challenges are involved, as with all innovations, but they are far from insurmountable. Do we have the expertise to teach and establish the course? The answer is yes. Biology and geography teachers would be the most likely to teach the course, but OCR has interest from teachers of all subjects. Teachers are by instinct and training hugely resourceful. We also have a world-leading non-governmental organisation community—from the Eden Project and the Wildlife Trust, to the Royal Society for the Protection of Birds—which sits on a wealth of knowledge, material and sites that can be deployed to support teachers. Indeed, many of those groups already do great work in providing educational visits for families and schools.

Can we ensure that the qualification is accessible to all students? Again, the answer is yes. Field studies are deliberately designed to be applicable in both urban and rural settings. Government and civil society can play a role in encouraging take-up in deprived areas by facilitating trips and visits to nearby nature spots, as well as bringing wildlife into classroom study.

In short, introducing a natural history GCSE is feasible for schools and could be widely accessible to students from all backgrounds in all parts of the country. It would be part of the jigsaw to arrest the shifting baselines phenomenon by highlighting the change to our natural environment over time and the potential for restoration in the future. Committing to the new qualification would show young people that society values the environment. It would provide them with the tools to make a positive contribution towards solving the biodiversity and climate challenges. It would give them the opportunity to acquire a recognised qualification that reflects a deeper connection with and understanding of the natural world. Such learning and recognition will equip and empower this generation of students to rise to meet one of the principal challenges of our times. I commend its adoption to my hon. Friend the Minister.

It is a pleasure to serve under you, Ms Ghani. I, too, congratulate the hon. Member for Nottingham East (Nadia Whittome) on securing this really important debate. I am grateful for the opportunity to contribute to it.

This topic has long been very close to my heart. In March 2013, I tabled an early-day motion to oppose the Government’s plan at that time to remove climate change from the national curriculum guidelines for key stages 1 to 3. That EDM cited the former chief scientific adviser, Professor Sir David King, who maintained that the exclusion of such issues represents an abdication of our duty to future generations. It is with that duty to current and future generations in mind that I will make the case for not just defending and strengthening the existing curriculum but, as others have argued for, going further, particularly with a natural history GCSE.

Lots of the focus so far this morning has, understandably, been on the climate. I will focus a little more on nature. Nearly half of all species in Britain are in decline. Species vital to our survival, such as the bee, are in catastrophic decline. In the past decade alone, we have lost a quarter of our hedgehogs and 30% of my favourite birds, swifts. How many people know that a single swift can fly up to 4 million miles in its life? How extraordinary is that? It can stay on the wing for two years; it does everything on the wing until it stops to mate and start a family. I could wax lyrical about the swift for the rest of my time, but I will not. It is that kind of love of nature that is so crucial for young people, both in its own right and because, as the wonderful writer Richard Louv said, “We won’t protect what we don’t love and we won’t love what we don’t know”. Here is an opportunity to really get to love the nature that we have around us.

The scale of the destruction of our wildlife is terrifying, and it is accelerating. Scientists warn that the sixth mass extinction of life on Earth is happening right now, bringing with it the real risk of a collapse of civilisation. A new GCSE in natural history, first proposed by the writer and naturalist, Mary Colwell, in 2011, will clearly not turn that around on its own, but it is a start.

I have quoted Richard Louv’s words, but many children today do not necessarily know nature. A survey in 2018 found that more than half of UK children are unable to identify a stinging nettle, and earlier research showed that nearly 10% had not visited a park, a forest or a beach for 12 months or more. With half of all species in the UK in moderate or serious decline, there is a real danger that many of the next generation will grow up unable to recognise the wildlife on our doorsteps until it is gone, so there is no doubt in my mind that bringing climate and natural history to the school curriculum is long overdue.

At the same time, there is a growing awareness of the nature and climate crises among many children and young people and I believe that many of them would seize this opportunity if it was provided on the curriculum. Indeed, the hugely inspiring youth climate strikers are demanding that the education system is reformed so that every child can learn about the urgency, severity and scientific basis for the climate emergency, with a whole-school approach that mainstreams that through education. I do not see any contradiction between, on the one hand, mainstreaming this through all subjects on the curriculum and, at the same time, having a dedicated GCSE in natural history. I think those two things are complementary.

The early feedback from teachers to a worked-up proposal from the examination board, OCR is full of enthusiasm. There is interest from schools in remote rural areas and inner cities, as well as from schools with cultural backgrounds. Studying natural history is not about a sentimental preoccupation with a bucolic past; it is about engaging with the realities of an environment under intense pressure, how different species are responding and how nature plays out in urban settings, so it is hugely welcome that the Department for Education is considering that as an option. I urge it to work with us to make that a reality.

When the natural world on which we depend is facing such catastrophic loss, it is vital that the school curriculum gives young people the tools to understand what is happening so that we can act before it is too late. The OCR examination board has developed a course focusing on field study that also includes an exploration of our relationship with nature and how it has shaped our culture, art, literature and music. It would foster scientific, practical and emotional connections to the natural world and thus provide a unique contribution to the GCSE offering. It would teach children to name, record, monitor and collect data on the wildlife all around them and relate that wildlife to the wider countryside and internationally. It will teach vital field skills on how to process and evaluate data. In short, it will teach young people to be naturalists.

Earlier this year at the launch of Professor Dasgupta’s review on the contribution of nature to global economies, he ended with a plea to put nature into the heart of education and he highlighted the need for naturalists of the future. Re-engaging future generations with the natural world has never felt more important. As the Chair of the Environmental Audit Committee, the right hon. Member for Ludlow (Philip Dunne), said, that Committee has also unanimously supported the idea of a far greater focus on climate and nature education, including the GCSE.

In this crucial year of COP15 on biological diversity and, of course, COP26 on climate change, as Mary Colwell said:

“The establishment of a GCSE in natural history is far more than just another subject to choose. It signals an intent to take the nature of Britain seriously and to put into practice what we believe to be the right way to live on this earth, and this could inspire others to do the same.”

I urge the Minister to respond favourably to our points this morning. This really is a cross-party priority, as he can see, that can only bring about positive outcomes. There is huge enthusiasm for this from young people and schools; all we are waiting for is a green light from the Government. I urge the Minister to give it to us.

I do not want to pre-empt the decision across Government on the next stage, but our direction is very clear about lifting the restrictions and ensuring that children are not in a situation where they have to bubble. That is very much part of the course of the road map, and of course we would very much expect that our children would not be facing that in September, as my right hon. Friend has said.

The Secretary of State says that his priority is to keep children in school, yet hundreds of thousands of them are missing yet more precious time in the classroom as well as important end-of-term rituals, and families are angry and desperate. For many months, organisations such as the Health and Safety Executive and the Royal Society of Medicine have been saying that one of the basic things that needs to be done to protect our children is to ensure better ventilation in all classrooms. People who live in New York, for example, can consult a public website to see the ventilation status of every single classroom in the state, and there has been serious investment in ventilation and filtration there. Why has the Secretary of State not done something similar here to introduce those basic mitigation measures and fast-track the assessment of testing pilots? Living with covid must not mean dumping all the risk on our children because the Education Secretary has not acted with anything like the urgency and ambition this crisis demands.

University lecturers and university support staff have worked really hard to maintain the quality of provision, but I am under no illusions about the fact that some students feel they are not getting that quality or that quantity, and that is exactly why we have a process in place. That includes monitoring by the Office for Students, and the fact that students or parents—or teachers, in fact—can report concerns that they have to the Office for Students to review them. I will speak to the Office for Students about the transparency and approach of its findings.

Students feel abandoned by this Government. They have had a terrible experience during the pandemic not only with disrupted studies, but with many facing serious hardship. The new hardship funds are welcome, but they are nowhere near enough, particularly if the Minister expects them to be used if students have trouble paying rents in the private sector too. I hope she is hearing that loudly and clearly from all parts of this House. The hardship funds need to be increased by far more. Applying the Welsh model would suggest a figure of about £700 million for England. Can she explain why students in England are getting a deal that is so much worse than that of their colleagues in Wales?

The funding we have announced is for three months only—that is, £70 million spread over three months. It is my understanding that it is not the same case in Wales. That is in addition to the £256 million that we unlocked, and also on top of that is the money that universities themselves have allocated.

I do agree. I sympathise with the hon. Lady when it comes to schools losing the opportunity to teach their children German. I want to get my schools teaching proper English. That is one of the problems we face. We face illiteracy not because people cannot speak German in Sittingbourne and Sheppey, but because they cannot read and write English.

I have teachers in Brighton who are absolutely desperate because they can no longer provide the kind of SEN support they used to be able to. There was a wonderful programme called “Every Child a Reader”, and one of the teachers from Brighton came up to the House of Lords to celebrate taking part in that project. They have now been sacked, and the project no longer works, because they cannot fund it. Does the hon. Gentleman agree that there is a particular irony in that? When there are good projects like that, and we see that they are doing good work, it is an absolute tragedy that they cannot continue.

I congratulate the hon. Member for Sittingbourne and Sheppey (Gordon Henderson) on securing this important debate. My experience in Brighton and Hove echoes the many stories that we have heard from around the country. It is quite clear that our schools are buckling under the pressure to do more with less. With their general budgets savaged by more than 8% in real terms, it is not surprising that they have to make devastating cuts.

As the hon. Member for York Central (Rachael Maskell) said, we have this debate time and again. The Government tell us that austerity is supposed to be over, so let us see that in our schools. Right now, our schools know that Ministers are not being straight when they say that they are spending more per pupil or in real terms; actually, less is being spent per pupil and in real terms, and any attempt to say otherwise glosses over a serious and damaging crisis.

Headteachers in Brighton write to me regularly and in desperate terms about the sleepless nights that they face because of the impact of the funding crisis on their ability to support pupils, particularly those with complex needs. The Local Government Association identified a potential £1.6 billion deficit in special needs education funding, but the Government responded with an inadequate £350 million. Headteachers say that that is obviously too little, too late.

These are the kinds of things that headteachers have said:

“We have less support staff than we need to run the school effectively and give the children the support they need”,

and

“We will have to drop our counsellor service”.

One described

“having sleepless nights trying…to make the budget work”,

and another said:

“We have already closed our nursery, reduced staffing through redundancies and not replacing those who have moved on to save money. The support we have for children with special needs is now at a basic level particularly for those who struggle socially and emotionally.”

I have many more quotes from our teachers, who are struggling so much to make ends meet. The Minister needs to listen far more closely to them.

I want to say a word about sixth-form funding. Sixth forms, too, are in a difficult position, with huge funding pressures. I have two fantastic sixth-form colleges in my constituency: BHASVIC, the Brighton, Hove and Sussex Sixth Form College; and Varndean College. Funding for 16 to 18-year-olds has also been savagely cut: according to research by London Economics, in real terms, sixth-form colleges received about £1,300 less per student in 2016-17 than they did in 2010-11. That is a 22% decline in funding. The Institute for Fiscal Studies said:

“Funding per student aged 16–18 has seen the biggest squeeze of all stages of education for young people in recent years.”

At the same time, costs have risen, the needs of students have become more complex, and Government are asking more of school and colleges. The purchasing power of sixth-form funding has been hugely diminished as a result. I am sure that the Minister has seen the powerful funding impact survey by the Sixth Form Colleges Association, which makes genuinely shocking reading. It reports that 50% of schools and colleges are dropping modern foreign languages, and 34% are dropping STEM—science, technology, engineering and maths—subjects. The only way to address that funding crisis in 16-to-18 education is to raise the rate per student. I implore the Minister to do that, and to listen to the many people who say exactly the same.

The guidelines do take that into consideration. I will come to that in a moment.

Young people in secondary schools also need to learn about consent, what constitutes a respectful relationship and what constitutes sexual violence and sexual harassment. They also need to learn why what they see online is often a distorted picture of healthy relationships, about grooming and sexual exploitation and, I understand, about female genital mutilation and why it is illegal. Again, that is crucial to keeping people safe.

The hon. Lady is making a really strong case. Given that health workers and schools already receive FGM guidelines that say withdrawal from sex education is an indicator of risk, does she agree that it is actually incredibly dangerous if we allow the opt-out to be used in this blanket fashion, because it could mean that vital information is not passed on?

It is a pleasure to serve with you in the Chair, Mrs Moon, in this debate about parental opt-out rights. There is no disputing that it is a parent’s right to teach their child about sex and relationships, but at the same time schools have an important responsibility to teach RSE to all children, in collaboration and partnership with parents. Those two responsibilities are not mutually exclusive. I know from the expert lessons I have observed in Brighton that teaching RSE is a skilled job for which teachers need high-quality training. For that reason, the vast majority of parents work with schools, and are grateful for and support the provision of RSE lessons.

Having said that, it is vital that we do not forget that some children will not get RSE at home. We cannot guarantee that they will, and we do not know which ones will not. The very small number of children who are withdrawn from the classes may well be among those who would benefit the most. As Barnardo’s and the National Society for the Prevention of Cruelty to Children have stated:

“To have a child opt out of sex education is tantamount to offering no sex education as it cannot be assured that the child will receive this information at home.”

There is also the serious question of how to ensure that children who may be at particular risk of harm or abuse are not withdrawn from sex education by a parent who is party to that risk. As I mentioned in an intervention, I have not yet heard a good answer to that concern. For example, guidelines for health workers and schools on female genital mutilation already include withdrawal from sex education as an indicator of risk.

Of course, only a tiny minority of parents withdraw their children from sex education, but at secondary level—the level at which RSE will become compulsory—I am deeply concerned that the Government have retained the right of parents to withdraw children until three terms before the child turns 16. Those who are withdrawn will, for example, miss out on vital lessons about sexual health at a time when sexually transmitted infections are rising among young people. Data from Public Health England reveal that a young person is diagnosed with either chlamydia or gonorrhoea every four minutes in England. In recent years, police and crime commissioners across the country have reported a dramatic escalation of child sexual exploitation, with sexting and sexual bullying both on the rise.

I met police last Friday to look at the issue of safeguarding, and they were urging that all children should be able to attend classes. Children who are excluded from school or off-rolled are at the most risk. Is it not really important that schools make education inclusive for everybody?

I agree. As the hon. Lady says, this is about a basic right to education that should be available to all children.

Alarming numbers of children are watching online pornography, as other hon. Members have said, and shocking numbers of teenaged boys and girls think that aggression by boyfriends is normal and okay. Teaching RSE in schools on a compulsory basis is the only way to ensure that all children get the information they need to stay safe and to report abuse if they need to.

The petition that is before us says:

“We have grave concerns about the physical, psychological and spiritual implications of teaching children about certain sexual and relational concepts proposed in RSE and believe that they have no place within a mandatory school curriculum.”

I do not know whether any hon. Members in this House or in this Chamber today support the petition, but I am left wondering what exactly those “sexual and relational concepts” are. I wonder why what they mean has not been spelled out. Given the kind of homophobic communications and leaflets I have received ahead of today’s debate, I am left with the strong impression that the message is one of intolerance and prejudice against LGBT+ children, families and teachers. Despite that, I remain confident that such views are not widely held and that the majority of parents want to work in close partnership with schools to provide the vital RSE that all children need.

Providing welcome clarity and calm ahead of today’s debate, last week the Ofsted chief inspector Amanda Spielman made it clear that all children must learn about same-sex couples, regardless of their religious background. She said that the lessons are

“about making sure they know just enough to know that some people prefer not to get married to somebody of the opposite sex and that sometimes there are families that have two mummies or two daddies… It’s about making sure that children who do happen to realise that they themselves may not fit a conventional pattern know that they’re not bad or ill.”

As we move forward, it is important to keep talking with parents about what RSE teaches. It is not about promoting any particular lifestyle, which I think might be a misunderstanding at the core of the petition. At its heart, RSE is about giving children clear, honest, accurate and age-appropriate information. It is about reflecting real lives, keeping children safe and tackling bullying.

Will the hon. Lady join me in welcoming the Chief Rabbi’s clarity in saying that all Jewish schools, including orthodox schools, must make it clear that there is zero tolerance of any bullying or discrimination against LGBT+ students? That moral clarity from religious leaders, especially orthodox religious leaders, is incredibly important in sending the right messages to schools. The hon. Lady is making an excellent speech, but what weight does she give religious freedom in the context of this debate?

I very much welcome the statement from the Chief Rabbi about stamping out bullying on any ground, including LGBT. That is an incredibly strong call, and it is very important. In terms of weighing religious freedoms with the rights of the child, I still do not see a contradiction. We are talking about keeping children safe and ensuring they have the confidence they need to be able to raise concerns. I do not see why there has to be a contradiction in terms of religious belief. I hope we can find a way through. I think there are a number of misconceptions about what RSE is about. It absolutely is not about any kind of preferred lifestyle or indoctrination. At its best, hopefully, it is about a shared exploration with parents and teachers to keep our children safe.

Perhaps it might help the hon. Lady if I gave an example. The Catholic Church does not support same-sex marriage. That does not prevent Catholic schools from teaching that same-sex marriage is allowable in this country; nor does it prevent them from teaching about gay rights.

That teaching is allowable and legal, and the legal arrangement is as acceptable as any other in this country. That is an incredibly important clarification, and I am grateful to the hon. Lady for stating it.

As we know, bullying does exist. Huge evidence has been gathered by Stonewall that nearly half of lesbian, gay, bi and trans pupils are bullied for being LGBT at school. To quote Kieran, aged 18:

“I have been bullied since Year 2 for being gay. People called me names like ‘gay’ and ‘faggot’ before I even knew what they really meant.”

There have been recent reports that teachers in Birmingham have faced protests, threats and email abuse over relationships education. I was very sad to read that, and I very much hope that Ministers will use the power they have over the regulations and guidance to show calm and confident leadership. The Minister will know from what I have said so far that I do not support the opt-out, grateful though I am that we are finally moving forward with compulsory RSE. In my final words, I echo the hon. Member for Walthamstow (Stella Creasy), who was calling for, at the very least, monitoring of what happens with the opt-out. I am deeply concerned that it could be those young people who need and could benefit the most from this kind of education who will not get it, and that is a cause of real concern.

This applies to all schools. In the consultation, I am very open to hearing from special schools, SENCOs—special educational needs co-ordinators—and others dealing with children who have particular needs and requirements in this area about what, if anything, we need to do, in particular about training or materials in that regard.

I, too, congratulate the Government on making progress on this important issue. There is cross-party agreement on its importance, and I hope that I played a small part with a private Member’s Bill that I promoted. In particular, I welcome the Secretary of State’s focus on mental health, but I will express two other quick concerns.

First, will PSHE and RSE be made available as free teacher subject specialism training courses? The training will be key, and we need to see it as part of the free teacher subject specialism.

Secondly, on withdrawing children from sex education, I do not think that the Secretary of State’s compromise works. All children in all schools should receive PSHE and RSE, and children’s rights and safety are at the heart of this. Let us not forget that the guidelines on female genital mutilation for health workers in schools already include withdrawal from sex education as an indicator of risk. I therefore gently ask him to look at the issue again. Children absolutely have to be at the heart of this policy and I am worried that his compromise does not do that.

I am happy to add the hon. Lady to the list of people who have played a part in this. People of course cannot withdraw from relationships education or from the sex education aspects of the science curriculum, and there are some aspects in the health curriculum, on puberty in particular. On the question of support for schools, the training needs and so on, we will look at all that through the consultation. I want to hear from schools about what they think is most important.

I beg to move,

That this House has considered the matter of statutory personal, health, social and economic education.

In March 2017 the then Secretary of State for Education, the right hon. Member for Putney (Justine Greening), announced her intention of putting relationships and sex education on a statutory footing, and of creating a power to make PSHE statutory in future, following further work and consultation. The Children and Social Work Act 2017 provides for it to be made statutory in all schools in England through regulations. A call for evidence is running from December 2017 up to this month. I welcome that call for evidence, which gives us a chance to explore what world-class PSHE looks like, going forward into the 2020s. I hope that this debate will be a useful part of that process.

PSHE in this country has suffered on several fronts. It has been caught up in sterile debates about the difference between knowledge and skills, and about school freedom. It has also become a battleground because of its status as the home of sex and relationships education. It has been incorrectly associated with generic and sometimes obscure pet subjects—even origami. Often, we have lost sight of the fact that PSHE at its best supports the development of skills and attributes such as managing risk and taking responsibility, and the honing of critical skills that set young people up to succeed in other areas of the curriculum and in their wider lives. Surely that is what education is about.

Despite some of the cartoon battles that I have mentioned, there is a fair level of consensus about what PSHE includes: the knowledge and skills that young people need to stay safe—online and offline—healthy, and prepared for life. There should be programmes of study such as that prepared by the PSHE Association, with a spiral curriculum that is consistent with the ethos of the school and able to take account of the specific needs of the school’s community. It can support children’s mental and physical health, reduce the risk of drug and alcohol misuse, support financial capability, develop employability skills and provide emergency life-saving skills. Many schools provide excellent PSHE education, but others struggle. The fact that the subject is not mandated in all schools does not help; if there is a tussle for timetable space, the statutory subject will always win. Figures from the Department for Education itself show that time given to PSHE fell by 32% from 2011 to 2015, and the Select Committee on Education warned that that situation could still be deteriorating.

Mandatory or not, PSHE is of course not a magic bullet, but a clear position in the school curriculum, with support from inside and outside the education community, would be a good start. Giving PSHE statutory footing and enabling schools to act within a broad framework would make it easier for the Government to deliver their stated aims of improving outcomes in safeguarding pupils against online harm, and in mental health. That is because PSHE is a complementary subject area: for example, relationships are influenced by other areas covered in PSHE and cannot be taught in isolation. Although parents, teachers and pupils support the subject, I believe that schools would welcome clarity on its status. A Government decision to establish mandatory PSHE must be the start of the work, not its end.

The hon. Lady is making a strong case and I congratulate her on securing this important debate. Does she agree that it is not appropriate for parents to be able to withdraw their children from some of the lessons? Should not the guidance and regulations make it clear that all pupils have the right to know the facts? There is a big difference between opinion and fact, and all children, regardless of faith or background, have the right to know the facts.

I agree. Things work best when the home and the school work in partnership, not when they are in conflict. I am the mother of a teacher who often tells me about problems she has in trying to teach religious education in school. Some parents want their child removed from the lessons, because they do not want their child to be taught about other religions. That does not help. All children should be treated equally and have equal access to information, as the hon. Lady says. I completely agree.

One of the key benefits of PSHE, I believe, is that it increases academic attainment. A report by Pro Bono Economics in 2017 found that the provision of high-quality PSHE has a positive impact on young people’s academic attainment. Moreover, a study of 200 social and emotional skills programmes, predominantly delivered through PSHE lessons, demonstrated an 11% improvement in young people’s academic achievement. Encouragingly, evidence also showed that PSHE can have a positive impact on life chances, as it was the academic performance of the most disadvantaged children that improved by the greatest amount as the result of receiving high-quality PSHE.

PSHE does more than just add value to the qualifications that young people leave school with. Evidence suggests that it supports children in developing skills and characteristics such as teamwork, confidence, flexibility and resilience—all of which will enable them to achieve in their future lives and careers. I am sure that many hon. Members in the Chamber have had conversations with employers about young people leaving education with a handful of perhaps excellent qualifications, but no life skills. Many years ago when I was young I learned those life skills through such things as Saturday or holiday jobs, which are hard to get now. I learned what it was to be an adult by working with older women in Timothy Whites—whatever happened to them?—on a Saturday. Those things are not there for young people now; they need somewhere where we can teach them the life skills that they need to become the sort of employee that employers are looking for.

That is because the world of work that young people enter now is very different from the one I entered when I left school. People are not just looking for examination results; they want a candidate with the ability to adapt, innovate and work in partnership. Key leaders in business and industry support that view. The CBI has said that there is a need to focus

“not only on knowledge and skills, but also on the key attitudes and behaviours that are needed for success in life outside the school gates”.

That is where PSHE can certainly help. There is strong evidence that it improves academic attainment and young people’s prospects. I remind the Minister that at the Education World Forum in January he said:

“Preparing pupils to compete in an ever more competitive jobs market is the core purpose of schooling”.

I agree, and if he means what he says, as I believe he does, we need to be serious about attainment and social mobility, and about making provision for high-quality PSHE as a statutory requirement in schools.

Many other Members want to speak, and I do not want to cover every aspect of the subject, but I want to talk in particular about one area that is dear to my heart. In 2015 I tried to get a private Member’s Bill through Parliament—the Compulsory Emergency First Aid Education (State-funded Secondary Schools) Bill. Unfortunately it did not succeed, and the Government and the Minister did not support it. Perhaps the Minister was right and it was not the right place for the matter to be dealt with; perhaps the place for it is in PSHE. I should be happy to know whether he thinks that that is so.

I have worked hard on the issue for a number of years, as have many other Members of Parliament. The British Red Cross, the British Heart Foundation and St John Ambulance have all welcomed the call for evidence, believing that the teaching of first aid could sit happily within PSHE. The teaching of first aid, including cardiopulmonary resuscitation, as a mandatory component of statutory PSHE in both primary and secondary school, could be done in one hour a year, each year. It would ensure that all children and young people had the opportunity to learn that crucial life skill, building up knowledge and confidence over the course of their time in school. We know the statistics about first aid: only 5% of adults feel knowledgeable or willing to act in an emergency. Up to 59% of pre-hospital deaths from injury could have been prevented with basic first aid. More than 30,000 cardiac arrests occur out of hospital every year in the UK, and fewer than one in 10 people survive. If we could match the survival rates found in parts of Norway, where CPR is routinely taught in secondary schools, we could save around 5,000 lives per year in the UK.

As a mother of teachers, I understand that teachers are hard pressed and that their job is difficult, with long hours and little space, but I believe teachers are best placed to deliver the training, and they are not alone. They do not need specialist training to deliver it, because there are many quality, approved resources already being used in schools, such as those used by the three organisations I mentioned. The British Heart Foundation provides free CPR “watch and learn” training kits, which are in place in 66% of secondary schools. The British Red Cross provides “Life. Live it.” first aid for children and first aid learning for young people, with resources for primary and secondary schools. St John Ambulance provides free online access to its streamed sessions under the banner, “The Big First Aid Lesson”, which many of us will be aware of. The most recent session reached 125,000 students in a single sitting, in addition to more traditional teaching resources.

First aid learning must be appropriate to the development level. The optimal age to start teaching cardiac compressions is around 12, but learning the symptoms of cardiac arrest and how to call for help can begin with much younger children. When they start school, children should be taught how to dial 999 and what happens when they do. That will impart a sense of confidence and responsibility to act. In the current climate, when we all, particularly young people, go out to bars, cinemas or concerts, there is an ever-present threat of terrorism. We need to turn young people into life-savers so that they do not become bystanders.

I am very happy to see my hon. Friend back in his place. He is absolutely right that no school in his constituency will see a cut in funding.

Could the Minister stop playing games? What schools care about is the total amount of money they have to invest in their pupils, so will he just level with the public and admit that he has not protected per pupil funding? It is insulting to constituents to pretend otherwise. What will he say to children in my constituency who are facing a 10% cut in their funding by 2021?

They are not receiving a cut in funding. That is the whole essence of this debate, which, in my view, has not been fairly conducted. As we have said, we are spending record amounts of money on school funding—£41 billion this year rising to £42 billion next year—and we are moving to a fairer way of distributing that funding. We said in our manifesto that even where the new fairer funding system would have resulted in a cut in funding to some schools, that will no longer be the case, so no school will see a cut in per pupil funding under this Government.
