Commons ChamberBritain is becoming harder to govern. That is not principally the result of disruptive, destabilising societal change, or even because an increasingly complicated world is creating more uncertainty for all Governments; the problem lies in governance itself. The Prime Minister complains that when he pulls levers in Downing Street, they have less practical effect than he had hoped. Simon Case, on leaving office, put that very clearly. He said that
“an increasing number of English devolution settlements, independent quangos and arm’s length bodies, courts, statutory consultees and the like, block the path from what a winning political party promises at an election to what it can then achieve in power.”
Successive Governments have delegated power to all kinds of unelected, unaccountable bodies, from the Office for Budget Responsibility to Network Rail, the Environment Agency to all kinds of other quangos, the names of which we barely know—and neither do we know how their memberships are chosen or to whom they are accountable. It is time for a more radical programme than this King’s Speech offers. It is time for Parliament and Government to be more confident about the difference that they can make.
The Secretary of State, in opening the debate, talked about economic resilience, and he was right to do so. It is absolutely right that in the age in which we live we need to build greater national economic resilience. But that means facing up to the fact that we manufacture too little of what we consume and we grow too little of the food we need to feed the nation.
The sort of economic resilience that he describes requires us to look again at the balance of payments. It is said that Harold Wilson, the then Labour Prime Minister, lost the 1970 election against expectations because there were bad balance of trade figures. No one now speaks of the balance of trade, yet the truth is that we import far more than we did then. In the mid-1980s we grew about 75% of the food we consumed; the import figure is now 40%.
It is preposterous that we have lengthened supply lines and, as a result, decreased traceability. We do not really know where much of what we consume is made, or how or by whom it is made. In the far east, there are all kinds of unacceptable conditions that would not be tolerated in this country, and yet we still choose to import large amounts of those kinds of goods.
If we really want to build more national economic resilience, let us have a fresh look at the character and shape of our economy. To do that, we will also need to look at productivity. As the Father of House described, it is not good enough for Government to spend endlessly without looking at the value they get from that expenditure. We know that both public sector and private sector productivity has stalled for a considerable time. That is not unique to this country; it is a problem for the whole of western Europe and most modern economies. None the less, we need new measures to focus on productivity, so that what we get for what we spend becomes the issue, not how much we spend as a whole.
My right hon. Friend is giving a good lecture on what needs to happen. What incentives do we need to provide to farmers to grow more and to use their land as effectively as possible, as well as to employers to use their time as effectively as possible, so that we can literally operate on a 24-hour day, three-shift production operation?
Before I deal with that excellent point—I am grateful to my hon. Friend for making it—I remind the House that the current trade deficit is about £25 billion, which would have been unthinkable a generation or two ago. On the question my hon. Friend asks, we have to rebalance the food chain. For too long, major retailers have held a gun to the head of primary and secondary producers. What matters is not the size of the cake, but who is getting what sort of slice of the cake.
While major retailers continue to make huge profits, the people who actually grow and make the food have had their livelihoods under persistent pressure for the whole time I have been in this House, and no Government have had the courage to face up to that fact. We need to give more power to the Groceries Code Adjudicator to intervene where sharp practice takes place and to stand up for the hard-working farmers in Lincolnshire—farmers elsewhere, yes, but particularly those in Lincolnshire—who grow so much of the food that we consume across the kingdom.
If we are going to build productivity, we have to invest in skills. When I was the Minister for Skills, I am proud to say that we built up apprenticeship starts to around half a million a year. That was still not enough, in my view—I think we should have more apprenticeships than that. Nevertheless, we got it up to about half a million a year, but that has fallen to about 350,000 now. That we have fewer apprenticeship starts than we did then means that we have to re-evaluate what advanced learning looks like. Higher education is all very well, but higher learning matters just as much. Vocational, practical and technical skills both deliver for the economy, because they satisfy economic need, and give a chance for fulfilment to people whose aptitudes, tastes and talents lie in that direction. To build productivity, we need to invest in skills.
That is the kind of radical programme—boosting productivity, tackling the trade deficit and building skills—that I had hoped to see. I implore the Government to address those kinds of issues in the common interest, for the national good, for the common good, in the national interest.

As a scientist by background, I welcome the cross-party agreement on nuclear power forming a key part of our energy supply for the future. That was not always the case. There was certainly opposition to nuclear power previously on the Labour Benches, as indeed there was among Liberal Democrat Back Benchers, so I am delighted that we have agreement on this positive way forward.
The key is ensuring a mixed economy in energy supply. I welcomed the use of solar power on the roof of the Aspire leisure centre adjacent to the Royal National Orthopaedic hospital, which was granted by the previous Conservative Government. The centre and the hospital are supplied by that solar energy, which also contributes towards the grid. That is welcome news, but I cannot understand why the Government will not agree to exploit the North sea to a further extent. That would not come on stream straight away, but surely we must think about it for the future.
Let me cover one or two other areas. The Vagrancy Act 1824 is coming to an end, but we still require from the Government the necessary statutory instrument to make that happen—there was no commitment in the King’s Speech. Can we see that? On the social housing renewal Bill, the Government’s ambition is huge but timid. We must go faster and further to provide the much-needed social housing required in this country, which has not been built for more than 30 years.
We live in a dangerous world. With the war in Ukraine causing energy price hikes, we must think about what that has done to the windfall from the petrol pumps going to the Treasury. At the same time, we have a fragile truce in the middle east, the civil war in Sudan, in which more people are being killed than in any other conflict, and half a million Christians in Nigeria have been massacred by Islamists.
This is the sad reality. I was absolutely appalled that on 7 October 2023, after the attempt by Hamas to commit genocide against the people of Israel, we saw people celebrating on our streets. We have subsequently turned a blind eye to the hate marches that have assembled 100 yards away from a synagogue in London at midday, just as the Shabbat services were coming to an end. That has continued for week after week, and the congregation have been intimidated while going about their lawful business.
The Prime Minister has quite rightly talked about combating antisemitism, but words are not enough; we need action now. A blind eye was turned to the Hamas and Hezbollah flags in those marches. A deaf ear was cocked to the phrase, “From the river to the sea, Palestine will be free”, which means the destruction of the state of Israel. Equally, a deaf ear was cocked to the phrase, “Globalise the intifada”. What have we seen as a result? Jewish businesses and restaurants have been attacked, synagogues have been attacked, and we now see Jewish people on the streets being attacked purely because of their religion. That is absolutely unacceptable.
We have to start somewhere, so I welcome the decision by the Government to bring forward legislation on proscribing the Islamic Revolutionary Guard Corps, which is long overdue. I have led the campaign for that in Parliament for many years, but we must go further. Why is the Iranian ambassador still here? He should be kicked out. The embassy should be closed down, and all the so-called diplomats should be refused entry to this country. Iran is the head of the snake that controls all the terrorism in the middle east, and we must recognise that.
There is one thing the Government have not done that they could do, which I know the hon. Gentleman would like to happen, as would I and many others in this House. There are assets in London owned by the Iranian Government, and it is well known where they all are. Does he feel, as I do, that here in London, where we have some control, it is time that those assets were taken away from Iran?
The assets of the IRGC and the despotic regime in Iran must be sequestrated and brought into use for the people of this country. There are 11 well-known properties—detached houses—owned by this despotic regime that are not used at the moment. They could be used for homeless families and Brits who need somewhere to live, but we do not take the necessary action. As I have raised previously, we have 13 charities that get their funding from Iran. They have their headquarters in the UK, and they are banned in Arab countries. Why are they allowed to exist and spread their poison?
We must also go further on university campuses. Vice-chancellors have a duty to protect Jewish students, but they do not carry out that duty. Perhaps we could start in our schools by teaching our children the true history of the middle east. In 1948, the Arab countries tried to prevent Israel from being set up and encouraged and almost forced the Arabs to leave the state of Israel so that they could go in and kill everyone. Israel won that war, and no one has forgiven it since. We can also look to 1967 and 1973, when Israel fought wars once again to protect itself. The sad fact is that that is not taught in our schools. We need to understand that if we do not educate our children in the right way, propaganda will unfortunately be allowed to grow.
Why was one of our Labour colleagues banned from going into a school in his constituency solely because he is Jewish? That cannot be acceptable. Words are not enough; we need prompt, firm action to root out antisemitism and anti-Jewish hatred once and for all.

Friend is right that strategic infrastructure planning is crucial, which is why we are engaging in the first ever national strategic spatial energy plan, which will lead to a centralised strategic plan for the future of the network. We are also looking at how we manage demand projects such as data centres across the country in order to get the greatest advantage. My hon. Friend is right to highlight the local benefits that can come from heat networks. We will be carrying out heat network zoning to identify where waste heat can be reused, which will bring huge benefit for communities. We are also delivering the jobs that go with the building of the network, ensuring the manufacturing and infrastructure jobs that the UK has missed for many years.
The problem for the West London Alliance, which comprises six boroughs, is the lack of grid capacity, which means that new home developments and new projects providing business opportunities are frozen for a number of years, into the 2030s. Unless there is urgent action to provide more power to the grid, all those excellent projects will be frozen for far too long.
The hon. Gentleman has framed that perfectly. The challenge is not just about being able to get clean power into homes and businesses; on the demand side, it is also about how we can connect these critical economic growth opportunities. That is partly why we have cleared out the connections queue, so that more projects can connect. We have also launched a consultation to look at how we reform the demand side of the queue. Fundamentally, though, we have to build more grid—we have not built the grid that is needed since the 1960s. We are now embarking on the biggest grid upgrade in a generation, which is how we unlock the potential in communities like the hon. Gentleman’s and right across the country.

There are two pieces of work going on in this space: the draft nuclear planning policy statement and the nuclear regulatory taskforce. We want to make things as easy as we can, and I am very happy to talk to him further.
Small modular nuclear reactors are clearly the way forward for decarbonising the grid but are held up by constant delays. When does the Minister expect to be able to announce the first one to be brought into operation, and when does she expect it to actually start work?
I am hoping that it will take less than the 14 years in which the previous Government failed to deliver anything. We will see the announcements on the first SMR in the spring. Our door is open to anyone who wants to suggest building new nuclear in this country.

Yes, that international co-operation is absolutely crucial. It means talking to countries with which we share a great deal in common and which are signed up to the same objectives, but it also means talking to other countries to bring them with us. That is why we are hosting the International Energy Agency summit in London in April, why we have set up the global clean power alliance, and why the Prime Minister went to the COP climate change talks in Baku last autumn and showed international leadership, which was very much lacking from UK Governments of previous years.
Clearly, national security concerns are being expressed across the House. Will the Minister ensure that the construction, maintenance and access to software will be carried out by British workers in British shops, and will not be subcontracted to foreign powers?
As I have said, I cannot comment on individual cases, but there are processes to ensure that our national security is protected as we look ahead.

Commons ChamberOver the past 14 years, I have regularly raised the building industry and its failures to provide decent homes of decent quality. The one strand that follows all the way through is the failure properly to inspect independently work that has been carried out, to certify it, and to ensure that it is fit for purpose. Will the Minister ensure that, beyond the current audit, all future work is properly inspected, certified and signed off, so that the people receiving the insulation can feel confident that the work has been done properly?

The hon. Gentleman is right. There is a poor and weak system of inspection, certification and assurance. We believe that that is one of the reasons why we have ended up where we have, and we are clear that we must reform that part of the landscape. In the end, we must command the trust and confidence of consumers, and problems such as this fundamentally undermine that trust and confidence. As part of reforming the system we will look at how we inspect work when it is done, how we monitor what has been done and, critically, how we can have that assurance so that when consumers have work done, they can be confident that it is done to the highest standard.

Commons ChamberThe UK Government work closely and collaboratively with the Scottish Government on a whole host of areas, especially energy security and net zero. However, this is a live planning issue, and whether it is in the jurisdiction of Westminster or Holyrood, we do not comment on live planning cases given their quasi-judicial status.
The civil nuclear road map reconfirmed the Government’s ambition to deploy up to 24 GW of nuclear power by 2050. The road map sets out plans to make investment decisions concerning 3 GW to 7 GW every five years between 2030 and 2044.
Clearly it is important to have a mixed economy in terms of energy production, and nuclear has to play its part. What action is my hon. Friend taking to ensure that the development of small modular nuclear reactors is enhanced and brought forward, because that is the fastest way to get nuclear energy into our network?
I completely agree with my hon. Friend. The small modular reactor technology selection process—the fastest of its kind in the world, I might add—continues to progress quickly and is currently in the tender phase, allowing vendors to bid for potentially multibillion-pound technology development contracts. Companies will have until June to submit their tender responses, at which point Great British Energy will evaluate bids and negotiate final contracts. The aim is to announce successful bids later this year.

Commons ChamberAcross London and the south-east, many much-needed developments that are required for the increasing population have literally been frozen because of a lack of supply from the grid. Nuclear power can provide the baseload; renewables are unreliable, and obviously gas is required at peak times in particular. Does my right hon. Friend agree that this is all about topping up the grid at peak times, when people want to use electricity, because gas is the fastest way to bring a power station on to the grid and is also the fastest to shut down?
My hon. Friend will be aware of all the work we are doing to speed up transmission. We are halving the timeline from 12 to 14 years to seven, and the connections action plan has already moved forward connection dates for projects amounting to 40 GW. We are putting in a lot of work across the piece. This gas capability is there as a back-up, but the usage and the emissions resulting from it will fall precipitately over the next 10 years, and we can all celebrate that.

Friend is absolutely right that the nuclear sector supports jobs across the United Kingdom, and it would be very welcome if Governments across this United Kingdom were to come together and champion that industry as it grows over the next few decades. The nuclear sector is vital to the economy of south-west England, as my hon. Friend knows, providing up to 11,000 jobs in construction alone at Hinkley Point C, and will go on generating highly skilled jobs for generations as we continue to build up this important part of our energy security.
I thank my hon. Friend for his answer and the announcement of the nuclear road map. Small modular nuclear reactors can bring energy to our towns and cities across the country very quickly. They are under development right now, so when can we see the first one installed and providing power to the grid?

Commons ChamberIt is a pleasure to follow the hon. Member for Washington and Sunderland West (Mrs Hodgson), who makes her points with great candour and is, as always, well researched. I was honoured to witness the first King’s Speech in more than 70 years, albeit from a tightly cramped room at the back of the House of Lords, not being able to see the King and just about able to hear him. However, it was a true landmark in British history.
I welcome the Government’s commitment to ensuring that we deal with long-term issues and change the country for the better. There is an agenda of exciting Bills that will have an exceedingly positive impact on the people of this country, but much of government, of course, does not have to be legislation; it can be good administration.
On energy, I well remember how in the 1980s, before I came to this House, I account managed the computer equipment that kept our power stations running, and indeed in the early 1990s I was responsible for the team who kept our power stations’ telecommunications running as part of my roles at Unisys and then BT. The transformation that has taken place in our power stations up and down the country is enormous. From having mainly coal-fired power stations, it is truly transformational that we now have renewables supplying so much more of our power, but what we have failed to do over successive Governments is invest in the new nuclear power stations required to replace the ageing ones. My hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown) mentioned small modular nuclear reactors. We must advance that technology rapidly, get it in place and ensure that nuclear plays its part, because it is vital for our energy security that we have a mixed supply of energy, with renewables, nuclear, and fossil fuels where required.
By the way, the hon. Member for Angus (Dave Doogan) referred to the title of this great debate, but he was wrong in that regard as it was chosen by the Opposition, not the Government. I will give way to him in a moment.
The reality is that we need to ensure a continuity of supply. We should understand that nuclear power is vital to keeping the baseload, and we build on that on the grid when demand increases. Of course, gas-fired power stations are often required at peaks and troughs when we need to get energy quickly into the grid. Unfortunately, it often seems that many colleagues do not understand the industry or the science behind it.
I am grateful to the hon. Member for his insight and education in the vagaries of this place—although I have no intention of hanging around long enough to become expert myself. He is an advocate of SMR, which he is entitled to be. What is his best guess for when the first megawatt of electricity from SMR will be generated in the United Kingdom?
I am not a clairvoyant, so I cannot predict when that will happen. However, I urge my hon. Friends on the Front Bench to get on with the job and ensure that we deliver that for the people of this country.
It is equally important that we ensure that we are not reliant on hostile regimes from abroad for the supply of our energy. The important point made by, I think, my hon. Friend the Member for Banff and Buchan, was that the new licences for drilling in the North sea that we are talking about are only replacing those going out of commission, so we continue to be in a position whereby we enable our net zero transition to take place. It is also important that, when we face hostile regimes such as those in Russia and Iran, we maintain our domestic supply as appropriate and, as has been said, safeguard 200,000 jobs in the UK as a result.
It is right that we take those sensible decisions to encourage the growth of renewables and utilise them, but, when the wind does not blow and the sun does not shine, we cannot always rely on renewables, so we need a mixed supply. That is my key message for the Government. We do not need legislation for much of what needs to be done; we need good administration, and I can rely on my hon. Friends on the Front Bench to deliver that.
I turn to other measures mentioned in the King’s Speech, the most exciting of which for me were those on smoking and youth vaping. I declare my interest as chairman of the all-party parliamentary group on smoking and health. Ever since I arrived in this place 13 and a half years ago, I have been leading debates on the scourge of smoking and trying to prevent young people from ever starting to smoke. I sponsored the original debate on standardisation of tobacco products packaging and met Ministers on that. I was opposed by the Government at the time, but of course we delivered that from the Back Benches and the Government took it up. Indeed, I have worked with Dr Javed Khan to establish the clear roadmap that we need to make England smoke-free by 2030.
I was delighted to hear the Prime Minister’s speech at party conference—and I looked back and saw that plagiarism had arrived, because much of it was gleaned from speeches I made either in this Chamber or in Westminster Hall. I was delighted to hear him take up those words of wisdom. I have also spoken to Professor Sir Chris Whitty on what we need to do to ensure that smokefree 2030 actually happens. Raising the age of sale will prevent people from becoming addicted to smoking in the first place. Government modelling suggests that we will avoid up to 115,000 cases of stroke, heart disease, lung cancer and other lung diseases—admittedly by 2075, but saving tens of thousands of lives in the process and billions of pounds for the national health service on treating people who smoke.
Once someone smokes, it is likely that they will carry on smoking for the rest of their lives, and find it very hard to quit. The damage they do comes in later life, in their 30s, 40s and 50s—that is when they suffer. Two thirds of the public support the measure. It is not a matter of free choice to smoke once people are addicted. Two in three people who try just one cigarette go on to become daily smokers. Most of them regret ever starting. I do not want any children to take up smoking. It is still the leading cause of preventable death and disease, responsible for a quarter of all cancers and 64,000 deaths a year. No other consumer product kills up to two thirds of its users. Once they start, four in five smokers become addicted before they turn 20. The reality is that we must raise that age rapidly—I would rather see it raised more rapidly, but at least we are making a great start.
Smoking has a direct cost to the public purse of £21 billion a year—more than double the £10 billion raised through revenue. The chief medical officer, Professor Sir Chris Whitty, made the point succinctly:
“The key points about vaping…can be easily summarised. If you smoke, vaping is much safer; if you don’t smoke, don’t vape; marketing vapes to children is utterly unacceptable.”
I welcome the measures to be introduced in the Bill. They cannot come soon enough, particularly for young people.
I move on to the leasehold reform Bill. We have yet to see the detail of the leasehold reform, and I echo the words of the hon. Member for Brent North (Barry Gardiner), my constituency neighbour. It is important that we make it cheaper and easier for leaseholders to extend their lease and take over management of their building. The Bill will definitely ban leaseholds for new houses, but not for new flats in England and Wales. Therefore, although the standard lease extension will increase to 990 years from the 90 years originally allowed, that will not achieve the enfranchisement and the abolition of leasehold that many of us in this House would dearly like to see.
I welcome the measures to be introduced, but we must remember that many young people who buy their first property do so on a leasehold basis. They are often not given proper legal advice about what happens and, as a result, they do not understand the consequences.
I declare my interest as a chartered surveyor. There is a scourge that we need to deal with in the Bill. I have lots of constituents living in homes on housing estates built in the past 10 years that are leasehold and have escalating ground rents. As my hon. Friend said, they did not understand the consequences when they bought those homes. We need to address that problem.
I agree. The other measure that must be introduced is to stop the scam of property developers building properties, selling the leaseholds and then selling the freehold to finance companies, which rip off the leaseholders without the leaseholders even being told that their leasehold has been sold. I have been campaigning on this issue for some time. It is the policy of some house builders in this country to do that after six months without even notifying the leaseholders. Considering that individuals might not be given the proper advice about the potential consequences during conveyancing, it is absolutely disgraceful. The final thing I will say about the leasehold reform Bill is that we need to extend the measures in the Building Safety Act 2022 to ensure that freeholders and developers are not able to escape their liabilities for building remediation work required for fire safety and beyond.
I declare my interest as the co-chair of the all-party parliamentary group for ending homelessness. Let me be clear: homelessness is not a lifestyle choice. Every case of homelessness and rough sleeping is unique. All those individuals who, unfortunately, are forced into sleeping rough on our streets need help; they need to be sought out and given an opportunity to rebuild their lives. Many may have suffered accidents and are unable to work. Many may have been in a broken relationship that they were unable to sustain, and have nowhere to live.
Under my Homelessness Reduction Act 2017, which I note several Ministers claim to be a Government measure—it was my private Member’s Bill that the Government supported and we put on the statute book—every individual who is threatened with being homeless or is rough sleeping can go to their local authority and seek help. That local authority must give them assistance and provide them with help and advice to get them a place to live. I will put this on the record, as I have done in the media: we must not stigmatise people for being homeless. They must be helped and assisted. I want to see the long-promised abolition of the Vagrancy Act 1824, which makes it illegal to be homeless and to beg aggressively. I agree that we need measures to stop aggressive begging, but people must not be arrested for being homeless—instead, they must be assisted. Our language on these things is vital and has consequences.
Finally, the Holocaust Memorial Bill removes an obstacle that has been in the way of preparing the building. I declare my interest as chair of the all-party parliamentary group on holocaust memorial. We owe it to the survivors, the British people and future generations to ensure that the holocaust can never happen again. I would like to express my thoughts and prayers for the whole Jewish community as the war in Israel rages on, following the horrific attack by the Hamas terror group, causing the largest loss of life in a single day since the holocaust. The Bill is eagerly awaited; obstacles have been put in the way, and it is up to the Government to ensure that we progress it as quickly as possible.

Commons ChamberAs set out in the Government’s fusion strategy, the environmental and economic impact of fusion energy could be transformational. The Government’s programme aims to drive commercialisation of fusion energy by building a prototype fusion energy plant by 2040.
I thank my right hon. Friend for that answer. When I was studying physics at university more than 40 years ago, fusion was a gleam in our professor’s eye. Now we have been able to achieve it, but the key is scalability. What effort is my right hon. Friend making to invest in the research and development that is required to bring this clean, cheap and green energy to fruition?
As my hon. Friend says, fusion has always been talked about as 20 years hence, but to speed that up we have invested £700 million in fusion in the spending review period. We are working to get the world’s first fusion power station connected to the grid by 2040, with works scheduled to start in 2032.
