Commons ChamberThe hon. Gentleman asks an important question on an important programme. We are still committed to Morpheus, but there is a limit to what I can say at the moment because we are having contractual discussions with the supplier. I hope I can say more in due course. On Ajax, I make it absolutely clear that the intention is to upgrade the Bowman operating system within Ajax as the next step.
We are driving the delivery of capability to the frontline. Over a two-year period to December 2022, we have seen a one-year reduction in the average programme duration, but we can do more to improve and are committed to learning the lessons of the Sheldon review.
On 13 March, the Defence Secretary told me that UK steel was not specified in defence procurement because
“we do not manufacture the type of steel”—[Official Report, 13 March 2023; Vol. 729, c. 529]
required. But according to UK steel producers, this is not true as they adjust production lines to match the needs of each contract. Now he knows our steel producers can deliver, will he do what all other major countries do, for reasons of national security, and guarantee to use domestically produced steel in defence procurement?
I do not accept that. I am happy to write to the hon. Member with the details. Our position is that, obviously, we want to use UK steel and we recognise its quality, but there will be cases where the appropriate steel has to be sourced from elsewhere. Ultimately, we have to deliver the equipment required for our capability.

It is noteworthy that while relations elsewhere in Government may have been slightly more fraught, within the UK and French Defence Ministries the relationship has remained very tight, and necessarily so. The interdependence between the UK and France is very obvious. Our industrial collaboration is widespread, and will grow as a consequence of last week’s summit—and it is not just in the far east that the UK and France can work together, but in west Africa, where our interests are also very keenly aligned.
We are driving the delivery of capability in the frontline. Most of our programmes are delivering on time and on budget. For the second year in a row under my stewardship, the Ministry of Defence has set out an affordable 10-year equipment plan to ensure that our armed forces are being given what they need while living within their means.
Defence procurement is essential to the success of a domestic steel industry, but, as the Secretary of State will know, the UK is currently the only country in the G20 in which steel production is declining. Given that steel is a vital industry of national security importance, will the Secretary of State ensure that we do not see a repetition of what happened with the fleet solid support contract, under which an overseas lead contractor had no obligation to use UK steel in the construction of UK Navy ships?
We always try to use as much UK steel as possible where we can, and when we do not, it is often because we do not manufacture the type of steel that needs to be used in a certain type of product. As for the fleet solid support ships, whether Navantia is part of the consortium or not, the hon. Gentleman should not listen to the union briefing. He will find that across the provision of those ships there will be plenty of British components—in fact, they will be in the majority—and the full integration of the ships will take place in a yard in Northern Ireland.

I invite the hon. Member to look at the things that really matter—that is, the jobs that will come into British yards. Since we set out the national shipbuilding strategy, which was refreshed earlier this year, we have ensured that, for the first time in decades, there is a lasting pipeline for all Government-procured ships, whether for defence or elsewhere. That is important because the stability ensures that there can be investment.
On the hon. Member’s specific point, there is, of course, a role for Navantia UK—there is no secret about that—just as there is a role for BAE Systems and all sorts of other industries in other badged weapons systems. That does not mean, however, that there is any reduced benefit for British workers. On the contrary, there is £77 million of investment. I respectfully say to him that the question that he has to answer is: would he set his face against a deal that would mean £77 million-worth of investment in a British yard, which, by the way, desperately needs it? Without that investment, who knows what the future would be for Harland & Wolff? With that investment, we can be sure that it is bright, and he should welcome that.
Of course, if the whole contract was coming to UK yards, the investment would be more than £77 million. Now that the Minister has confirmed that the consortium is indeed Spanish-led, I remind him that no other G7 country offshores its warship production. Will he tell us how many jobs are going to Spain that would have come to this country as a result of this reckless decision by his Government?
I say respectfully that that is an absurd mischaracterisation. I am pleased that the overwhelming majority are coming here. By the way, jobs are also included for the people who designed this—BMT in Bath—which the hon. Member should welcome. The majority of the manufacturing is coming here. This decision also means that we will have the know-how to ensure that we have the pipeline to the future. If he wants to say that there are some jobs in Spain, that is perfectly true, but the overwhelming majority are here. Some of the Typhoons, for example, are assembled in Italy, so does he resent the fact that there are British jobs making some of the components? Of course he does not, because that is the modern world in which we live. Crucially, that modern world ensures that, as opposed to having some sort of prehistoric, antediluvian approach, we have strength for the United Kingdom, strength for the British armed forces and strength for British industry.

I am grateful to my hon. Friend for his question; he pays close attention to these matters. We have all been clear that our support to Ukraine will, I expect, last many years. We have had a very close defence relationship since 2014. We are moving to a phase of the campaign that is attritional and will be continued at tragic and significant cost to the Russian state. We cannot speculate about how long that might last, but we must be prepared for it to last for a very long time.
We should be reassured by the fact that we and our allies across western Europe have the resolve to see this through, because apart from kit and equipment, resolve is the key ingredient to a successful military campaign. We have all observed how the Russian armed forces are completely absent in terms of the moral element. I would be reassured by the fact that, throughout NATO and our military and diplomatic alliances in western Europe, that resolve is shared, and we are much stronger because we are part of an amazing alliance. Our position is different from that of Russia because it has very few friends.
The humanitarian support that the Minister mentioned includes how we welcome Ukrainian people who want sanctuary. A constituent of mine is sponsoring a family of five. The first visa was approved on 13 April and the fifth visa took until 9 May. Those delays are inexcusable and impossible to understand for those applying or for the public in this country. Will he again raise with his colleagues across Government the importance of getting this right and offering that welcome in a timely and humanitarian way?
I thank the hon. Gentleman’s constituents for showing that compassion. The British public’s response has been absolutely magnificent in this regard. I will raise that issue with the relevant Home Office Minister.

Commons ChamberDefence continues to invest in Scotland and the critical capabilities based there. Both RAF Lossiemouth and Her Majesty’s Naval Base Clyde are expanding and will be home to the new maritime patrol aircraft and all Royal Navy submarines. MOD expenditure with industry in Scotland has increased for the fifth consecutive year, supporting 10,200 jobs—the equivalent of £320 per person in Scotland. Approximately 10,000usb regular armed forces personnel, 5,000 reservists and 4,000 civilians are based in Scotland.
Again, that is completely incorrect. The Royal British Legion does not think that. It thinks that there is a risk, and it has outlined that risk. We have taken that risk into consideration, and the Bill does not breach the armed forces covenant. It is a good piece of legislation and the House should support it tomorrow.

Commons ChamberMy right hon. Friend makes a very compelling case, as have many other colleagues from all parts of the House. I am sure he will welcome the fact that an offshore patrol vessel, HMS Tamar, is currently being built.
The hon. Gentleman makes an important point, because we have such strong leadership in this area. What I would say is this: it is also important that we show cross-party support for the many export campaigns BAE Systems is involved in around the world. I urge him to do what he can with his leader and the Opposition Front-Bench team to do that.

Commons Chamber18. There are more than 15,000 high-skill, high-value jobs in the defence sector in the north-west alone, with earnings that are more than 40% higher than the national average. We have heard previously about the lack of a proper industrial strategy for defence with respect to steel, so when will the Government look at the wider economic benefits when it comes to protecting those high-skill, high-value jobs and to creating new ones in the context of defence procurement?
The hon. Gentleman should have a word with the leader of his party. Government Members care about both security and prosperity, and the hon. Gentleman may like to remind his leader that grandstanding on a Saturday places at risk not only the ultimate security of the nation, but the tens of thousands of jobs and the hundreds of companies in the submarine industry in this country.

Commons ChamberThe Foreign Secretary recently mooted some proposals and we discuss the matter frequently, both with other Government Departments and with international allies. This matter is in the interest of all our security and we take it very seriously.
Small businesses in my constituency tell me that late payment threatens their survival and the jobs of their staff. Ministers can quote all the figures they like, but they have to accept that late payment by the MOD is a real problem for some small businesses.
If the hon. Gentleman was in the Chamber and listening to my earlier response to the Member for Ogmore (Huw Irranca-Davies), he will have heard that there was a single example of a penalty for late payment out of 4 million transactions last year. Where is the evidence to substantiate the allegation made by the hon. Member for Sefton Central (Bill Esterson)?

Commons ChamberWarm words alone are not enough when it comes to enabling small businesses to compete in the defence supply chain. Will the Minister confirm that he will take the action needed to create a level playing field, so that small businesses can compete?
The Ministry of Defence is determined to increase the participation of small and medium-sized enterprises in the supply chain. To that end, we are holding a marketplace next week, on 3 December, which the hon. Gentleman is welcome to attend, to show off the innovation coming out of our SMEs to the prime contractors.

Commons ChamberI certainly agree that a political settlement will be required if there is to be enduring stability beyond the end of 2014, but I think that the hon. Gentleman conflates two issues. It is perfectly possible for us to complete the security challenge of handing the lead over to the Afghans district by district, area by area, which we are doing now, and doing successfully; but if that is to stand a chance of sustaining peace in Afghanistan in the long term, a political settlement will need to come behind it to return the country to the stability for which we have all been trying to work.
11. What recent discussions he has had with his NATO counterparts on defence policy on Iran.
I regularly discuss a wide range of security issues with my NATO counterparts. The UK continues to work with other countries to achieve a diplomatic solution to Iran’s nuclear ambitions. We want a negotiated solution, not a military one, but we are clear that all options should be kept on the table.
I thank the Secretary of State for that answer. Most of the people I speak to on this subject are very concerned about any prospect of military action against Iran. Can the Secretary of State reassure them that everything that can be done through diplomatic means is being done, and what steps is he taking with his US counterparts to move that forward?
I can assure the hon. Gentleman that everything possible is being done. The UK has been in the forefront of the effort progressively to tighten sanctions against Iran. All the evidence suggests that they are beginning to have an impact on the Iranian economy and the Iranian regime. We are also leading supporters of the E3 plus 3 talks, and we are moderately encouraged by Iran’s commitment to resume talking next month, but, of course, the proof will be in the pudding, as we have heard all this before. We hope this is a genuine re-engagement by Iran, but, as I said earlier, we should leave all options on the table.
