Commons ChamberI welcome the hon. Gentleman to his place. Schools and colleges will be compensated at a national level. I would, however, point out to him that when I became Secretary of State in July, I was presented with the teachers’ pay review body award of 5.5% that the last Government received, put in a drawer and then ran away from and called an election. We have backed our teachers, who are crucial to the life chances of our children. That is why I was delighted that we were able to honour that award and recognise the vital contribution our teachers make. That is how we will recruit 6,500 new expert teachers. If the Opposition refuse to back our commitments on VAT, they should set out how many teachers they intend to cut.
Under the Conservatives, young people felt unprepared for their futures, and employers agreed. That is why this Labour Government have established an independent curriculum and assessment review chaired by Professor Becky Francis. The review aims to deliver a broad and rich curriculum that ensures that young people leave education ready for life and work, which includes embedding digital, oracy and life skills.
There is a shortage of technical skilled workers across our economy. It is a chronic problem, not least in sectors such as clean energy. For example, there are only 3,000 registered heat pump installers, but to deliver the last Government’s target of 600,000 installations a year we would need 27,000 of them. That is repeated across the economy. Does my hon. Friend agree that schools have a hugely important role in encouraging young people into technical roles? What are the Government doing to support young people into technical, skilled jobs?
I congratulate my hon. Friend on his work on the Energy Security and Net Zero Committee. He has a long-established record of championing this issue in the House, and I agree with him. That is why our curriculum review will include speaking to employers as part of the consultation about the essential knowledge and skills that will support and enable students to adapt and thrive in the world and workplace of the future, as well as ensuring that we have that specialist knowledge in schools to support young people to thrive.

Commons ChamberI am very proud that more than 4,000 students now have T-levels on their CV. In the summer, 3,190 students completed their T-levels with a pass or above, meaning that we had a pass rate of 90.5% before factoring in remarking and retakes. We will publish a T-level action plan with more information early next year.
I am very glad that Christ the King Emmanuel sixth form college is offering T-levels, and that the hon. Lady has had 8,300 apprenticeship starts in her constituency since 2010. Our T-level transition year is a new thing that we have introduced—it is now called the foundation year—and very close to 50% of students go on to do a level 3. However, I said in my opening answer to her, we will have more information about these matters in the next year.

According to Make UK, 36% of manufacturing vacancies are hard to fill because of a lack of skills. There are 170,000 fewer apprenticeship starts than in 2017. The Prime Minister cast doubt on the future of T-levels in his conference speech, when he said that he thought they should be scrapped. Just what is the Government’s plan, or will they leave it to my hon. Friend the Member for Houghton and Sunderland South (Bridget Phillipson) to address the chronic shortage of technical skills over which they have presided?
I would have thought that the hon. Gentleman would celebrate the 9,000-plus apprenticeship starts in his constituency since 2010. We have built our skills revolution in everything from apprenticeships and our T-level programme to our higher technical qualifications, free boot camps and free level 3 courses, and that is driving the increased skills uptake. It is worth noting that we have had 337,000 apprenticeship starts over the past year. He should welcome that.

Commons ChamberI know that my hon. Friend has passionately and repeatedly made the case to Ministers for investment in replacing temporary buildings at The Gryphon School. Nominations to the school rebuilding programme are being assessed, and we expect to confirm up to 300 schools this year. He will understand that I cannot make commitments to an individual school at this stage. I understand that the Dorchester Middle School submitted an appeal to its unsuccessful condition improvement fund application. All appeals are now being carefully considered, and we expect to announce outcomes shortly.
I know that schools in Dorset applied to the schools rebuilding programme. I know, too, that the Minister appreciates the importance of informing schools of their place on the programme as soon as possible. However, Under-Secretary of State for Education Baroness Barran told me that schools will be informed later this year. Can the Minister say when schools in Dorset and Lydiate Primary School in my constituency will be told whether they will receive the money that they desperately need?
I recognise that the hon. Gentleman has also pressed the case for Lydiate Primary School previously. The Department has engaged with the school and Sefton local authority, and we are aware that it was disappointed not to be included in the first two rounds of the rebuilding programme. All local authorities, including Sefton Council, were contacted about how they can nominate schools for the next round. We do expect to announce schools that were successful later this year, but some of them will be informed sooner.

Commons ChamberIt is through the multi-academy trust—that family of schools that is tightly managed and high performing—that we think we can deliver the greatest outcomes for children. I will happily look at what my hon. Friend’s schools are doing, but outcomes are delivered through schools being strongly held together and really well managed, as well as through the sharing of evidence.
The White Paper says that it
“marks the start of a journey”.
Quite why it has taken 12 years to start a journey to raise standards will be beyond the understanding of most parents, staff and children. If the Secretary of State wants to learn from the evidence of successful and sustained improvement in schools, will he apply the lessons of collaboration and support from the London challenge, which transformed education standards in the capital and did not involve a name change on the badge above the door?
I will look at any evidence and learn from it. The hon. Member speaks about what we have done. I remind him that in 2019, 65% of key stage 2 pupils reached the expected standard in all of reading, writing and maths, and we want to go much further—to 90%—but the 2019 figure was a seven percentage points increase in reading and a nine percentage points increase in maths since 2016. That is what we have done.

Commons ChamberI am grateful to my hon. Friend for his non-invitation. Kirkby College was confirmed in the school rebuilding programme in July 2021, and the project will make a huge difference to the community. I am happy to commit to delivering it as quickly as possible. We are working closely with the incoming trust to scope the project before securing a construction partner, and we aim for construction to start in 2023.
I hear what the hon. Gentleman says. We have consulted on the approach to be taken to assessing such schemes. As we discussed earlier, a change in condition is one factor that the Department can take into consideration in such cases, so I ask him please to write to us with more of the detail.

Friend the Member for Harrow East (Bob Blackman), the Government continue to support a number of proportionate measures to reduce the spread of covid-19, testing regularly across settings, delivering 353,000 carbon dioxide monitors and up to 9,000 air cleaning units to ensure adequate ventilation, and committing a further £8 million to support the in-school vaccination programme. All that helps to protect face-to-face education.
The Scientific Advisory Group for Emergencies advised the Government to improve ventilation in schools in May 2020. It warned the Government to prepare for winter in July 2020. More than 10 million days of in-person teaching were lost last term. More than 400,000 children were out of school with covid last week. A quarter of schools faced teacher absences of 15% or more. Air cleaning devices are more than 18 months late, and are being offered to fewer than one in 30 classrooms. Why did Ministers ignore the advice about the importance of ventilation in schools for so long?

Commons ChamberAs I have said, the programme is on track in terms of recruitment, and like schools throughout the country, those in Mansfield can benefit from Government-funded tutoring to help children to catch up after months of lost learning during the pandemic. Mansfield’s schools can also take advantage of the chance to appoint an academic mentor, or to provide tutoring support in-house.
I understand that Lydiate Primary has been facing challenges with buildings in poor condition, and the former Minister for the School System met the hon. Member to discuss that school in particular. The Department spoke to Sefton Council last year, and I would encourage the school to continue to work with the council on its plans for investment. We will also set out details for future rounds of the school rebuilding programme next year.
Staff at Lydiate Primary School do an excellent job, but the building is damp, the heating system needs constant repairs, the roof leaks, the basement floods, and parts of the building are unsafe. The Department has just carried out a survey, and the surveyor has told the school that he is extremely concerned about the state of the building. Does the Minister agree that no child should have to go to school in such a poor environment? Can he tell me when the survey will be published, and will the Government commit themselves to giving the children and staff at Lydiate Primary School what they need if, as seems likely, that is what their own survey recommends?
As the hon. Member will recognise, the Government allocate billions of pounds every year in capital funding through local authorities, and work alongside them in this respect. We will continue to work with Sefton Council to ensure that the right funding and the right response to the report are produced. However, I am sure the hon. Member will welcome the fact that schools in his constituency are being supported by both the outgoing priority school building programme and the new rebuilding programme, and that is something that we want to continue.
My hon. Friend is a passionate advocate for ensuring that any mitigation is proportionate. The most important thing is that we prioritise face-to-face education. Keeping children in school is my absolute priority, and I have said from the Dispatch Box today that I will do everything in my power to maintain that situation. Of course, directors of public health can advise temporary additional measures, but they should always be proportionate. As long as schools continue to be open, they should be holding nativities, and delivering every other one of their important functions.
Earlier I made the case to the Minister for School Standards, the hon. Member for Worcester (Mr Walker), for a new school at Lydiate Primary School. His answer was to talk about maintenance, but that is just a make-do-and-mend approach that really is not going to cut it for the children of Lydiate Primary School; it is very short-sighted and would be poor value for money. Since 2010, the school capital programme has been cut from £9.1 billion to £4.3 billion. If the Government are serious about levelling up, will they put the money back in and rebuild schools such as Lydiate Primary School?

Commons ChamberMy hon. Friend raises a very important point, and apprentices will be able to access these courses online so that they are able to complete their studies and their training.
Yesterday, the Education Secretary said that schools could hire more staff with £6,000 from his Department. Can I just ask the Education Secretary: how much does he think a teacher gets paid?
I very much hope the hon. Gentleman got the copy of the skills for jobs White Paper that I sent him, which he had obviously not read when he asked his last question. He will also be aware that I am fully aware that teachers are not paid £6,000. Thankfully, as a result of this Government’s interventions, starting salaries for teachers are going to be hitting £30,000 a year for newly qualified teachers very shortly. What we are doing is giving schools the ability to use that extra resource to bring in and pay for extra support for a few weeks to boost the learning and the education of children in lots of different settings. That might be on English, it might be on maths, it might be for sport or it might be for a whole different range of areas. It is odd to see a Labour politician not seeming to welcome the fact that we are putting more money into education, but maybe it betrays his true colours.

Commons ChamberIn my hon. Friend’s constituency of Grantham and Stamford, there is already great provision in colleges. We want to make it even greater and make sure they have the resources to grow what they are doing. We want to make sure they are truly linked in with the local economy, because where there are skills shortages in his constituency, colleges are the first place that businesses turn to plug the gap. We want to make sure the economy and business are growing strongly and creating the employment that we all want in his constituency and all our constituencies.
The chief executive of City & Guilds, Kirstie Donnelly, says that it is a disappointment that today’s statement focuses on existing announcements, instead of a clear vision for how we can collectively reimagine further education for the future. She also says that the Government should devolve power to the regions. In the Liverpool city region, we are ready to deliver the skills needed for the recovery from the pandemic. Will the Education Secretary make at least one new announcement today, and commit to giving the authority and resources needed to the regions to develop the technical learning that is needed for the recovery and the future?

Ofqual suggests that as many as 1.78 million children do not have access to a computer. What the Education Secretary has announced today is just a 10% reduction in those numbers by the end of next week, which will still leave 1.6 million children unable to access a computer. Bridging the digital divide is essential, so when will those 1.6 million children receive their laptops, and when will he address the situation of the 900,000 children who do not have data access?
I refer the hon. Gentleman to my statement earlier, which covered most of the points he raises.
