Commons ChamberI agree with my right hon. Friend, and we are at one in thinking that apprenticeships can be a powerful force for social mobility. We want the advantages of apprenticeships to be available to all, and I am in regular contact with my ministerial colleagues. For the smallest employers we meet 100% of the costs of apprenticeship training for apprentices aged 16 to 18, 19 to 24-year-old care leavers, and 19 to 24-year-olds with an education, health and care plan. As my right hon. Friend knows, and indeed welcomed, last year we introduced a £1,000 bursary for care leavers who are starting an apprenticeship, to support them as they transition into training.
Unless I am much mistaken the Minister has just elevated the hon. Gentleman to membership of the Privy Council, for which I am sure he will want to thank her. Who knows? It may be a straw in the wind.
Mr Speaker, you did call me right honourable yesterday during questions to the Prime Minister.
May I thank my right hon. Friend the Minister for coming to Harlow this afternoon to see Harlow College, which is one of the finest colleges in England? Will she consider using the apprenticeship levy to provide an apprentice premium and transport costs for disadvantaged young people, so that they can climb up the apprentice ladder of opportunity?
My right hon. Friend is frequently right, and most definitely honourable. Targeted financial support is available for young apprentices and those from disadvantaged backgrounds, including the care leaver bursary. The Department for Transport is introducing a railcard for 16 and 17-year-olds this year, and we continue to work together on further options. I am very much looking forward to visiting Harlow College later today.
Can the Minister explain how a young person under the age of 19 from a low-income family, who works 35 hours a week on the minimum wage earning £3.50 an hour on an apprenticeship scheme—less than £122.50 a week—and who is barely able to pay for their own meals, travel, and basic work garments, can be classed as being “employed” by this Government?
I point out to the hon. Lady that we take the advice of the Low Pay Commission on wages for apprentices, and that rate will be going up. I have spoken about the targeted support available, and whenever I meet apprentices I ask them about their wages and how they travel to work. We are very aware of some of the problems faced by those young people, and as I have said, the railcard for 16 and 17-year-olds is available, and colleges have discretionary bursaries to support them.[Official Report, 14 February 2019, Vol. 654, c. 9MC.]
One barrier to accessing skills, training and apprenticeships is sometimes just knowledge of them in the first place. What more does my right hon. Friend believe that we can do to help to spread the word so that more people across our country can access those opportunities?
My hon. Friend is absolutely right. It is about understanding the possibilities. We are running two projects: the 5 Cities project is aimed at increasing the diversity of those seeking apprenticeships; and the other one works with young people in more disadvantaged areas to make sure that they have the opportunity to get into higher-paid professions that they would not normally consider. We therefore are doing more, and it must not be forgotten either that an apprenticeship is a paid job—it is a job primarily. We are encouraging employers to advertise vacancies and embedding apprenticeships in all the careers advice we give to young people.

Commons ChamberThe Government Equalities Office is considering how best to deliver new funded programmes for people who face barriers to getting into work for the first time. We are also working with the Learning and Work Institute to develop best practice guidance on building effective local networks and partnerships.
During the Afghanistan war, many local people put their lives at risk by using their language skills to help our military, and some of those families were evacuated to Chelmsford. The English for Women project helped some of those women, and it now supports women of more than 30 nationalities to become involved in their communities, and to improve their employability. Will my right hon. Friend thank all those volunteers at the English for Women project in Chelmsford, and suggest ways to help them to network with likeminded organisations across the country?
I certainly join my hon. Friend in thanking all volunteers at English for Women, which is a remarkable project. Such Government-funded programmes have supported more than 73,000 isolated adults—most of whom are women—to improve their English language skills, and, as my hon. Friend says, such support is about building confidence, people’s ability to get into good jobs, and integration in local communities.
A merry Christmas to you, Mr Speaker, all the staff, and the police and security services who keep us safe.
Newcastle benefits from many volunteers and charitable organisations such as the Angelou Centre, the West End Women and Girls centre, and the West End Refugee Service, which support women to learn English and improve their employability. There is, however, a lack of central Government funding for adult and lifelong education. Will the Minister speak to the Education Secretary about the importance of investment in adult education, particularly for isolated and vulnerable women, and will she meet me and the all-party group for adult education, which I chair, to discuss how we can make progress in that vital area?
I am very happy to meet the hon. Lady at any time because, as she rightly says, this is a vital area. We are spending £1.5 billion on adult education, some of which has been devolved to combined authorities and also delegated to London. It will be interesting to see how those different areas best use that money in education—in a way, they are like pilot schemes. I have also seen extremely innovative projects that work with women with children, and help them to help their children with school tests and such things, as a way of improving their own English. Those are often women who would not otherwise have come forward.
What are the Government doing to support women in their communities who are isolated as a result of poor English language skills?
I have commented on the English language courses we are running, and the Ministry of Housing, Communities and Local Government also has a big programme. Integration is uppermost in our minds at the moment, and the first step towards integrating people and helping them to gain confidence is for them to have good English language skills.
I offer best wishes for a merry Christmas to you, Mr Speaker, and to everyone in the House, from me as the Member of Parliament for Strangford, and from all my Strangford constituents who are very much involved in these issues.
Will the Minister outline whether funding is available for already trained teachers to be trained in either TESOL, the teaching of English to speakers of other languages, or CELTA, the certificate in teaching English to speakers of other languages, to teach English within communities and community centres?
I will have to get back to the hon. Gentleman to ensure that I give him a precise answer. We are undertaking a trial this year and fully funding adults who earn less than the pay threshold of the Social Mobility and Child Poverty Commission—just under £16,000. Encouraging women to get on English language courses and improve their skills is an important area to focus on. We are talking about women who are just in employment and on very low wages and who, of course, face significant difficulties if they lose their jobs—their progress will be limited by that.

Commons ChamberThe 2017 spring Budget made £5 million available for returners in both the public sector and the private sector. We have already announced a number of programmes to help people return to work, including ones for allied health professionals, civil servants and social workers.
Order. That is all very interesting, but I thought the Minister was grouping this question with the one from the hon. Member for Dudley South (Mike Wood).
My apologies, Mr Speaker. I will, with your permission, group this question with question 4.
The gender pay gap can be explained in part by professional and other women returning to the workplace in lesser roles than the ones they left to take time off to raise families or look after loved ones. Will my right hon. Friend highlight what the Government are doing to address that particular shortfall?
I thank my hon. Friend for raising what is actually a very important point. It should be remembered that 89% of people who take time off work for caring responsibilities are women. Closing the gender pay gap is extremely important. Analysis by the Institute for Fiscal Studies has shown that women earn 2% less on average for every year spent out of paid work, and the figure is even higher for highly paid women. We are talking to employers, evaluating all the programmes and gathering evidence of what works, and we hope to publish guidance on best practice for small and medium-sized employers next spring.
The £5 million available for returns programmes will also be aimed at employers. We must understand that a complex set of reasons put people off returning to work, and the evidence that will be gathered will be important in ensuring that the best practice guidance published in spring gives a clear direction to employers, to ensure that they can harness the skills of those who take time off work.
Will the Minister explain what steps are being taken to ensure that older workers, including women born in the 1950s, who wish to return to work are given access to adequate training programmes in their local communities?
The hon. Lady makes an important point—I declare an interest as I consider myself an older worker. She is right to say that people choose to return to work at various times, and we must ensure that facilities and retraining schemes are available. We must also dig deeper to find out what the obstacles are. Confidence building with women is a significant issue when they have taken time off, and the longer that someone is out of the workplace, the more difficult that becomes.
According to the Government’s own data, 54,000 women are discriminated against and forced out of work when they are pregnant. The £5 million announced for return to work schemes is, of course, enormously welcome, but will the Minister set out in more detail how many women will benefit from the scheme? What specific projects—she mentioned the civil service—will be introduced to try to get more women back into work after having a child?
It is not just the civil service; we are looking at allied health professionals, civil servants and social workers. The social work programmes are in London, the west midlands, and the east of England. The hon. Gentleman makes an important point: encouraging women to get back into the workplace is critical, and employers should be aware that there are very clear laws about what they can and cannot do when their employees take time off work for maternity leave.
As the hon. Member for Ogmore (Chris Elmore) said, despite some of the best laws in the world, women in this country who are in work face more discrimination when they are pregnant than they did 10 years ago, and that can also stop them getting back into work. Will the Government consider making it clearer that employment tribunals have discretion in allowing individuals to bring discrimination cases in special circumstances outside the general three-month limit? Surely pregnancy must be a very special circumstance indeed.
My right hon. Friend is absolutely right—pregnancy is a very special circumstance, and women and employers are not always aware of their legal obligations. Some of the work that we are doing on gender pay gap reporting will be an important part of that, because it will highlight some of those issues and enable us to dig deeper into the reasons behind that pay gap. I have no doubt that some of it will be due to discrimination against women in the workplace.
Further to the response that the Minister gave to my hon. Friend the Member for Ogmore (Chris Elmore), will she say what concrete action the Government are taking to address the fact that 54,000 women are forced out of work in this country every year due to maternity discrimination? Women want action, not just warm words.
I point out to the hon. Lady that it is illegal and unlawful to discriminate in such a way, and employers are breaking the law in doing it. As constituency MPs, we can highlight to the women we meet or who come to our surgeries—[Interruption.] The hon. Lady says that she wants action from the Government, but action has been taken—it is against the law.

Commons ChamberWe have made incredible progress since women won the right to vote, and I am especially proud of my female colleagues and Ministers and, of course, our second female Prime Minister. What more will the Minister do to increase the number of women in Parliament?
I thank my hon. Friend for that question. Interestingly, for all political parties—much of this is down to political parties—it is about the pipeline. Only 17% of council leaders are women; only one third of councillors are women; and, shockingly, of the board members of combined authorities, only 4% are women. Next year represents a fantastic opportunity not only to celebrate the centenary, but for all elected representatives to encourage more women to enter public life.

Commons ChamberThe Scottish Government have committed to increase the number of women on public boards, and the Partnership for Change 50/50 campaign encourages the private, third and public sectors to achieve gender balance on boards by 2020. At the current rate of change, gender balance will take several decades, so when will the UK Government follow the Scottish Government’s lead?
Since 2010, the number of women on FTSE 350 boards has more than doubled, and we now have the highest percentage ever—over 24%. We have the lowest number of all-male boards in the FTSE 350, with only six remaining. It is not good enough, and we need to make more progress, but progress is being made. The work that the Government are doing through the Women’s Business Council to stimulate a culture change is very important. Diversity and women are good for business.
