Israel’s response to the attack launched by Iran earlier this month has rightly been described as proportionate. Israel has the right to defend itself, and it has done so in a precise and targeted way. The statement by the Israel Defence Forces that it was “mission accomplished” offers hope that the operation might mark the end of the latest trading of hostilities. Whether and how the Iranians respond remains to be seen, but the head of the Islamic Revolutionary Guard Corps said that the
“bitter consequences will be unimaginable”
for Israel.
The situation remains dangerously uncertain. We join the Government in urging restraint. The onus must surely now be on Iran to desist from any retaliatory action that will pull the region further up the ladder of escalation. Above all, we must now use Britain’s undoubted international connections, experience, responsibility and clout to lift people’s eyes to the day after, in the hope that we can build on the Abraham accords and move towards the two-state solution that Palestinians and Israelis deserve. That must be the immutable end of these appalling circumstances and events.
What discussions has the Foreign Secretary had with his other counterparts in the region to encourage cool heads to prevail? That also applies to Lebanon. Iran’s direct missile attacks on Israel are but one front in its campaign against the Jewish state, which we know it is intent on wiping off the face of the earth. Iran’s continuing funding for and support of its Hezbollah proxies in Lebanon and Hamas proxies in Gaza show what a scourge the IRGC is and how far its tentacles have spread. Hezbollah and Hamas are a cancer in the areas where they operate. Israel has every right to defend itself against evil terrorists, who are not interested in compromise or in political solutions and who use the legitimate plight of Palestinians to justify barbarism.
In the face of such murderous assaults as the incessant rocket bombardment of northern Israel by Hezbollah, no country in the world—not a single one—would be expected to sit quietly. It is for that reason that, in respect of Lebanon, in particular, calls for a ceasefire are most unlikely to be heeded. Not only is Hezbollah violating every international law by lobbing rockets and missiles at Israeli towns and displacing tens of thousands of Israeli civilians; it is doing so in flagrant breach of UN Security Council resolution 1701, which clearly called for the withdrawal of Hezbollah and other forces from Lebanon south of the Litani, and the disarmament of Hezbollah and other armed groups.
Does the Foreign Secretary agree that the retreat and dismantling of Hezbollah, in accordance with UN Security Council resolution 1701, must be a necessary precondition to end the war? What discussions has he had with our partners in the UN to achieve that?
Turning to Gaza, some 100 hostages remain in captivity, with the prospect of their release diminishing with every day that passes. The civilians in Gaza continue to pay a heavy price as a result of Hamas’s using them as human shields and total disregard for the safety and security of the civilian population. Over the weekend, in Kamal Adwan hospital in Jabalia, northern Gaza, Israel found stashes of weapons and money. A Gazan ambulance driver has confirmed that Hamas operatives embed themselves among civilians and even use ambulances to transport terrorists and weapons. In other words, Hamas use the infrastructure that is supposed to help civilians to advance the group’s terrorist agenda, leaving innocent people neglected and dangerously exposed.
We support the Disasters Emergency Committee appeal and hope that shortly we will see a similar appeal launched for Sudan, where people are in desperate danger of starvation this winter.
Surely it is time to face facts. Hamas must lay down their arms. Hamas must release the hostages. Once this happens, the war will end, aid can flood into Gaza unfettered, the Palestinian people can begin the long and difficult path to recovery, and we can start to lift the eyes of Israelis and Palestinians to the possibilities of political horizons, of two states, of peace.
I thank the shadow Foreign Secretary for the tone of his remarks and for the cross-party support he gives to the Government in urging restraint and de-escalation in the region. I reassure him that I spoke with Secretary Blinken just two days ago about the context of the day after, as the right hon. Gentleman puts it; about the necessary security guarantees that Israel would rightly expect; and about how we work with Arab partners—Qatar, the UAE, Saudi Arabia, Egypt and others—to ensure that this ceasefire can hold and that the security guarantees and the necessary rebuilding of Gaza can properly begin.
The shadow Foreign Secretary rightly talks about the DEC appeal for Gaza, which is now up, and I support what he said about Sudan, which must not be overlooked at this time.
I spoke to Foreign Minister Katz about the situation in Lebanon yesterday. He sought to reassure me that the targeted operation by the Israelis that is under way would come to an end shortly, as he put it. I confirmed, as I know the right hon. Gentleman would have, that we understand that it is important that Israelis who cannot be in their homes in northern Israel are able to move back. That can be the case only when Hezbollah has moved back beyond the Litani river, and resolution 1701 is properly implemented. We want to see that happen, and it is for that reason that we continue to support the Lebanese armed forces and the work of UNIFIL. We were very concerned to see UNIFIL workers attacked in the way that they were a few days ago. I also raised that with Foreign Minister Katz.

Commons ChamberI am grateful to the Foreign Secretary for sharing his statement with me in advance. At a time when the world is more dangerous than at any point in our lifetimes, when the middle east is on the edge of serious conflict, when there is war in Europe, and when British military forces are engaged in protecting an ally from Iranian missiles, the Government propose giving away a key strategic military asset to a state that has never controlled it, and to which the Chagossian people feel little affinity, if any. It is frankly astonishing that this announcement was slipped out at the end of last week, a few days before Parliament returned, to advantage the election timetable of the governing party in Mauritius, rather than in a statement to the House. The Times put it well:
“In a dangerous world Britain’s security is being risked by ministers and departmental lawyers who believe appeasing faux anti-colonialist sentiment in the UN matters more than the national interest.”
UK sovereignty has applied to the British Indian Ocean Territory for more than 200 years. Its strategic location, right in the centre of the Indian ocean, is unmatchable, and it houses our one and only military base in the Indo-Pacific. I can tell the House that this is a deal that the former Foreign Secretary, my noble Friend Lord Cameron, would never have done. Nor for that matter would my right hon. Friend the Member for Braintree (Mr Cleverly). Had they been willing to do it, the deal would have been concluded long ago. The Conservative Government declined to enter into a deal with Mauritius for reasons that I think are now clear for the House to see. The Labour Government have not published the draft treaty—they have published only a non-legally binding joint statement—so we are somewhat in the dark about exactly what has been agreed. Crucially, can the Foreign Secretary guarantee that there will be a vote on this treaty?
The noble Lord West of Spithead, the most senior military figure ever to hold office in a Labour Government, said that there is
“an irrefutable case that ceding the Chagos Islands to Mauritius would be an irresponsible act, which would put our strategic interests…in danger, while also recklessly undermining fundamental principles of international law.”
I would therefore be most grateful if the Foreign Secretary could answer the following five questions. First, never mind what the Chief Minister said; what steps have the Foreign Secretary and the Government taken to reassure the people of Gibraltar and the Falkland Islands that this ill-advised decision will have no effect on their sovereignty? Secondly, and yet more importantly, what steps is the Foreign Secretary taking to make it clear that this decision will have no read-across for the sovereign base areas in Cyprus—Episkopi, Dhekelia and Akrotiri? Thirdly, what assurances has he received that no Chinese military assets will be placed on any of the nearby islands in the archipelago? While his words are welcome, the House needs to see the wording clearly set out.
Fourthly, precisely how much money are we planning that British taxpayers should pay to Mauritius for each year under this deal, as well as in total? We want full transparency on all payments that the Government intend to make, and on what the money is for. What are the payments for the privilege of giving the territory away? Fifthly, what consultations has the Foreign Secretary undertaken with the Chagossian community in this country and elsewhere? We note that his hon. Friend the Member for Crawley (Peter Lamb) has, with courage and integrity, opposed this deal. It remains to be seen whether others on the Government Benches will have the good sense, courage and integrity so to do. Jonathan Powell has only just been appointed special envoy for these negotiations; can the Foreign Secretary assure the House that the Government have ensured that there is time for us to draw on his expertise?
The Prime Minister and the Foreign Secretary propose giving away Britain’s key strategic assets in the Indian ocean. Little or no attention has been paid to the position of those with direct heritage and family links to Chagos. We have no clear details of any safeguards that will guard against China, a close ally of Mauritius, setting up military facilities and surveillance capacity not far away. Through this statement, the Government give succour to our enemies in a dangerous world, and undermine the strategic web of Britain’s defence interests. Our country is the poorer and the lesser for it.
It takes some brass neck to criticise this Government for delivering what the last Government tried and failed to do. It was the last Government that opened these negotiations in the first place, because they understood what was at risk. They went through 11 rounds of negotiations and resolved nothing. Instead, as with much that we found across Government, they left it for us to inherit and to fix.
The shadow Foreign Secretary prays in aid the previous Foreign Secretary and the right hon. Member for Braintree (Mr Cleverly), who is now auditioning for the Tory leadership. The right hon. Member for Braintree seems to have suffered short-term memory loss in the past few years, because he told the Commons that, in negotiations with Mauritius,
“Our primary objective is to ensure the continued effective operation of our defence facility on Diego Garcia.”—[Official Report, 13 June 2023; Vol. 734, c. 151.]
That is exactly what we delivered. Do not take my word for it: ask President Biden, Secretary Blinken or Secretary Austin. If this can win the approval of the White House and the Pentagon on the protection of security interests, I think the shadow Foreign Secretary can rest easy and put down some of the bombast.
The reality is that those who do not support the agreement support either abandoning the base or breaking international law. I ask the right hon. Gentleman: which is it? Our agreement secures the base, stops a potentially dangerous illegal migration route, protects the marine areas, provides new support for the Chagossians and ensures that the UK is compliant with international law. There was a time when the Tories believed in international law; they now seem to have given up, and are telling other people basically to go ahead and break it.
The right hon. Gentleman knows that this was a serious negotiation, which the last Government began and left to us to conclude. It secures the future of an important security asset in the Indian ocean. The Conservatives posture; we lead. Parliament will, of course, get the scrutiny that it deserves in the coming months. He knows, too, that this was a negotiation between two Governments, and of course we kept the Chagossians informed all along the way.

Commons ChamberI thank the Foreign Secretary for advance sight of his statement. Over the weekend, we were once again reminded of the tragic human toll of this conflict, with Israel recovering the bodies of six more innocent hostages murdered by Hamas. The only way this conflict will be brought to an end, and for the suffering to end, is through the release of those hostages. This cruel captivity has lasted almost a year. Their suffering and jeopardy is intolerable for Israel, and it should be intolerable for anyone who cares about human rights and human dignity. Many of us in this House have met with the families of the hostages. Even in the midst of unimaginable pain and anxiety, they keep the torch burning for their loved ones, publicly highlighting their plight and tremendous bravery.
Let us be clear that the onus is on Hamas. They are using the Palestinian people as human shields. Hamas have no humanity and no shame. As Hamas inflict terrible suffering on both the Israeli and the Palestinian people, it should not be forgotten that another Iranian-backed proxy—Hezbollah—is engaged in continuous attacks on Israel’s northern border, with the risk of further and yet more dangerous escalation across the blue line. Our support for Israel’s security is rock solid in the face of threats from those who wish it serious harm, as we showed in April this year when British personnel and weaponry were used to counter Iran’s massive missile attack. We will look carefully at the limited arms embargo memorandum that the Foreign Secretary has promised the House. While he rightly does not publish his legal advice, we are grateful that he is honouring the promise that I made to the Business and Trade Committee to publish as much as possible on this. He will, I know, and as he said, be careful not to indicate, in any way at all, any moral equivalence between Hamas and the democratically elected Government of Israel.
In Government, we introduced sanctions to undermine Hamas and Palestinian Islamic Jihad. We also sanctioned extremist Israeli settlers who committed human rights abuses against Palestinian communities in the west bank, and we welcome the new sanctions that the Foreign Secretary has announced on four IRGC-Quds Force targets. Implementation of the UN Security Council resolution 1701 remains our best hope of de-escalation and peace along the blue line. Resolution 1701 provides a road map that everyone should seek to follow, and we welcome the Government’s reaffirmation of their support for it. In relation to British nationals in Lebanon, it is very much our hope that since the House last considered this matter, shortly before the recess, the number of Brits who have registered their presence in Lebanon and departed from the country has risen. I reiterate that the situation in the west bank has also deteriorated and become yet more tense. While Israel must protect its vital security interests, we urge the Netanyahu Government to do so in such a way that minimises the risk of yet further instability and escalation.
Turning finally to the humanitarian crisis in Gaza, we convey our thanks to the World Health Organisation and UNICEF staff who have been racing to get polio vaccinations administered across Gaza. They are doing vital work during this agreed pause. Pauses offer not only the potential to get much-needed humanitarian aid in but a window to get the hostages out, and pauses can help to create the conditions necessary to bring about a sustainable peace. On the distribution of aid, we strongly support calls for watertight deconfliction processes and the utmost protection of aid workers. Humanitarian aid can make a difference only if it is properly and safely distributed. Guaranteed deconfliction for aid convoys and other humanitarian work is absolutely essential. It is by road and truck that aid must be able to reach Gaza by all routes. This should make humanitarian aid delivery by air and sea unnecessary. Can the Foreign Secretary provide the House with more detail about how we are playing our part in international efforts to get more aid over the border to desperate people?
We all want the terrible suffering of both the Israeli and Palestinian people to end. It feels as if we are at a point where this conflict could go in two radically different directions. Although the region faces a potential conflagration, it is also possible that cooler heads on all sides might prevail. Britain’s role must be to help facilitate a sustainable end to the current suffering. It is only then that we can achieve our aim of lifting people’s eyes to the prospect of a different horizon in the future.
I am grateful to the shadow Foreign Secretary for the tone of his response. He will know as well as anyone that these are complex and sober questions, and it is right that the House can debate them in the appropriate tone and spirit this afternoon. I recall that Lord Cameron said that he was concerned that Israel had violated international humanitarian law. The shadow Foreign Secretary himself has repeatedly called on Israel to abide by international humanitarian law and said that in certain actions it may not have complied with international humanitarian law. In April, the shadow Minister—the hon. Member for Rutland and Stamford (Alicia Kearns), who was in her seat slightly earlier—said that the UK had no choice but to suspend arms, so the shadow Foreign Secretary can recognise that this is not a partisan issue. I am very grateful for the tone that he has taken in this debate.
I have provided the House today with a summary of the way in which I have made the assessment. In doing so, I have been more transparent than any Government have been in the past about such decisions, because I recognise the exceptional public interest that there is in this debate. The shadow Foreign Secretary is right, like me, to underline that there is no moral equivalence between Hamas, who began this atrocity on 7 October, and Israel’s prosecution of getting the hostages out and defending itself, even though I have said that there is a clear risk in relation to our export licensing regime. He is right to talk about the context in Lebanon and indeed to support the Government’s message that UK nationals should leave. Let me assure him that I have not just visited Lebanon, now and on many occasions, but spoken with the Lebanese Prime Minister on three occasions just in the last few weeks.
In the west bank, of course we recognise the important security concerns of Israel, but we are deeply concerned with the way that we have seen these actions being prosecuted over the last few days, and we call for de-escalation. On the situation in Gaza, successive Foreign Secretaries have now raised with the Israelis—I raised it directly with Prime Minister Netanyahu—that not enough trucks are getting in. It is still the case today, after 11 months of conflict, that not enough trucks are getting in. The Minister for Development was assessing the situation from Jordan, as I was, just before that, with the Red Crescent.
It has been important for us to demonstrate leadership in the UN and to press for pauses so that the children of Gaza can be vaccinated against polio. We have that pause in place, I think between 8 am and 2 pm, so that those children can get the vaccinations they need so that they do not suffer.

This is indeed a matter of profound concern and gravity for us all. The tragic and senseless attack in the Golan Heights over the weekend must be met with full, unequivocal condemnation. Children and young people innocently playing football, with bright futures and the rich tapestry of life ahead of them, had their lives cruelly snatched away. My thoughts, and I am sure the thoughts of the whole House, are with their parents, siblings and friends, and all those affected by this monstrous act.
The risk of further escalation across the blue line is real and the Government are right to take it seriously. We do not want to see a widening of this painful conflict, and the opening of a new front would be in nobody’s interest. If we are to avoid it, all involved need to show restraint. We should be crystal clear that that includes Hezbollah. Let nobody forget that this is a proscribed terrorist organisation that has no regard for human life, human dignity or human rights. Nobody should be in any doubt about Hezbollah’s intention towards the world’s only Jewish state. And Hezbollah supports Hamas, another proscribed terrorist organisation, which has also inflicted appalling suffering, with the worst atrocity committed against Jewish people since the Holocaust and the second world war.
Hezbollah must cease its attacks right now. That message must be aimed at Tehran, too. The Government must use the communication channels that we have with Iran to be extremely firm with the regime. Iran must use its influence to rein in its proxies and stop destabilising the middle east. Beyond stern words, we must use all the tools at our disposal, including tough sanctions, to disrupt malign behaviour by Iran and its proxies such as Hezbollah, and to crack down on finance sources and flows of weapons. Sanctions must also demonstrate that terror group leaders cannot escape the consequences of their actions. The Government must rally the international community to collectively reaffirm its commitment to the implementation of UN Security Council resolution 1701, which is critical for a long-term peace.
If I may press the Foreign Secretary on three specific points, what steps is he taking to amplify the advice that he has already and rightly given so clearly that British nationals in Lebanon should leave now? What is he doing in-country to get the message across and to make information on how to leave quickly easily accessible? What steps is he taking to look after the interests of the Foreign Office staff and other dependants in Lebanon? Secondly, does he have an estimate of how many Brits are actually in Lebanon? Thirdly, what discussions has he had with key partners in the region who, like us, wish to see a destabilising escalation averted?
I conclude with a broader point. We are clearly at a critical point in this conflict. We could see Hamas accept the deal on the table, which would see a pause in the fighting, the return of the hostages, a flood of aid and the space created to bring about the conditions for a sustainable peace, or we could see the suffering in Gaza grind on and a dangerous escalation along the blue line. This is the time to be putting maximum pressure on Hamas, as we have been discussing today, and on Hezbollah.
This is also the time to remain in close dialogue with Israel and maintain our position as a trusted partner. That is critical whether for getting more aid into Gaza, or for urging restraint by Israel. The Foreign Secretary will have heard concerns in recent days about what many of us perceive as a shift in the Government’s approach to our close ally Israel, including in relation to the International Criminal Court. He gave me an answer on that point at oral questions earlier today.
We should make it clear that, while recognition of Palestine is important and does not need to come at the end of the process, it equally cannot come at the start of the process, where it could be seen as a reward for violence and for terror. I hope that the Government will not only continue to work to avoid an escalation along the blue line, but maintain that close relationship with Israel. The trust and friendship that exist between the UK and Israel matter, because they allow us candidly to discuss all aspects of the current conflict with Israeli counterparts at the very highest levels, in addition to using our influence as a member of the United Nations Security Council.
I am grateful to the right hon. Gentleman for the tone and cross-party nature of his remarks. He knows better than many in this House how serious it is to be dealing with any crisis that might escalate at this time. He is absolutely right to draw out the relationship between Hezbollah, Hamas and the Houthis and Iran. Of course we keep our sanctions regime under review, but he is right to press the case about the axis and he is absolutely right that of course we keep open all the channels that we have with Iran. He will be pleased to know I spoke to Prime Minister Mikati and we talked about the blue line. He will also recall that I was in Lebanon a few months before the election was called and I indicated at oral questions earlier that it is my hope to get to the region once more, while taking all the advice that he would expect me to take.
I reassure the right hon. Gentleman that it has of course been important to communicate our advice to leave Lebanon, and for people who are in the UK at this time not to travel to Lebanon, and to convey that advice across all channels. That has been taking place since last night and it will be taking place over the coming days to communicate that very loudly in-country as well. He will also note we have begun the registration scheme that allows UK nationals to register their presence in Lebanon so that we know where they are. Of course we keep the safety of our consular staff under close review, particularly with the dangers that exist with missiles being fired in this way on both sides.
Our estimation is that about 16,000 UK nationals are in the region, but asking people to register enables us to know who is there. We urge people to leave on the many commercial flights that are currently available from Lebanon and to make their way to Europe and back home. Of course we are working with our international partners; the right hon. Gentleman will know that the US, Germany and Canada are all upping their travel advice along the lines that we first began yesterday.

Commons ChamberMay I welcome the Foreign Secretary to his new position, since this is the first time that we have met across the Dispatch Box since we swapped sides? I welcome all his team, especially the hon. Member for Lincoln (Hamish Falconer), who was previously a respected and effective official in both the Ministries in which I served as a Cabinet Minister.
I urge the Foreign Secretary to avoid any suggestion of some sort of international legal-moral equivalence between a terrorist murderer and the elected head of a democratic state. In any question of an arms embargo, I remind him that just a few weeks ago, British arms and military personnel were defending our ally Israel from missiles launched by Iran.
Let me begin by welcoming the right hon. Gentleman to his position. It is great to see him where he is, and not on the Government Benches. He will know that these are very serious issues, and that the test under criterion 2c is whether there is a “clear risk”. That is based on very careful assessments of the law. He would expect me to pursue that with all sobriety and integrity, and that is what I intend to do.
The Foreign Secretary will get full support from the Opposition in imposing open registers of beneficial ownership on the overseas territories.
Can I ask the Foreign Secretary to pay special attention to Sudan, which is suffering the largest displacement crisis in the world? There is clear evidence of ethnic cleansing once again in Darfur, and the human misery that I saw on the border with Chad earlier this year was among the most harrowing that I have ever seen.
I am very grateful to the right hon. Gentleman. I was able to raise the issue of Sudan with G7 Foreign Ministers in my first days in office, and I continue to hold discussions with the United States, which, as he will know, has summoned a gathering in Switzerland to try to achieve peace.
Both main parties committed in their manifestos to restoring the 0.7% international development target. As the Foreign Secretary will have seen, last year we reached nearly 0.6%. Will he discuss with the Treasury returning to 0.7%, not in one bite, but over the next two years? That would secure the best value for money for British taxpayers and also help those most in need.
I paid tribute to the right hon. Gentleman earlier, but this is one area that was left in a mess. Frankly, £3.4 billion being spent on refugees in hotels is the lion’s share of that amount. That is a lot for me and my hon. Friend the Minister with responsibility for development to deal with, but we will do all we can to get back to that 0.7% as soon as possible.

Commons ChamberMy hon. Friend is right to press this issue, as he has for many months, and it is why I press the Deputy Foreign Secretary. We as an Opposition would have thought that we would be further forward at this stage. We recognise that the G7 meeting is critical, and the Government have our undertaking to support that endeavour, but as we hurtle towards the recess and anticipate a general election later this year, we all understand that we are running out of time. That makes my point and that of my hon. Friend absolutely fundamental. I hope the Deputy Foreign Secretary will say a bit more about that.
I thank the shadow Foreign Secretary for making a speech that shows the unity of the House. Quite rightly, he is pressing the Government on a number of issues. When the Opposition support the Government in a matter as important as this, it gives much added force and emphasis. On his specific questions, my hon. Friend the Minister for Armed Forces will respond when he comes to wind up the debate—I think the House has heard enough from me today—but if there are any remaining issues, the right hon. Gentleman and I will be able to speak behind the Speaker’s Chair. On all these points, particularly on sanctions and moving together with other countries to try to ensure we are able to impose very serious financial penalties on Russia, I give him my assurance that we are moving as fast as we can. It involves many complex legal issues and getting agreement across the G7, and wider. We are doing everything we possibly can.
I am grateful to the right hon. Gentleman for that undertaking, which the whole House will have heard.
The Office of Financial Sanctions Implementation website reflects that the latest financial penalty levied on any UK sanction target in the regime was in August last year. It is the only penalty issued on the Russian regime since the war began. I say to the Deputy Foreign Secretary, how can that be? Having just come back from Ukraine, it is clear that we have to do better than delivering just rhetoric and statements from the Dispatch Box; there has to be action. Just one penalty has been issued since the war began, so will the Minister address that point, which the whole House needs to hear about?
It is not a surprise that the right hon. Gentleman is asking precisely the same questions that I, as the Minister, ask of OFSI. OFSI says that financial investigations take a frustrating length of time to deliver. It assesses every report of new complaints. However, I expect the first monetary penalties to come during this year. We must comply with the law, but as a result of my asking exactly the same questions that he asks, I am told that those financial penalties are in the mix and that we will hear shortly—in any case, during this year.
I know the Deputy Foreign Secretary is doing his best. On the issue of repurposing state assets, we are told, “Just wait, we will get there. We have a G7 meeting, we will get there.” I say to him very gently that we are the country of the rule of law; we do not wait for others to get there. With the City of London, we must be able to do better than this. I put him on notice that if we win the next general election, we will review these powers, because we are determined to see that enforcement happen. If our allies in the United States can do it at speed, this great country can do it at speed as well.

Commons ChamberI thank the Minister for advance sight of his statement. The conflict has now gone on for 226 days. That is 226 days of destruction; 226 days of Israeli hostages still in chains; 226 days that have led to 35,000 Palestinian deaths; and 226 days where the risk of further regional escalation worsens every day. We will keep repeating our call until it happens: there must be an immediate ceasefire, as this House supported through Labour’s motion and as demanded by the United Nations Security Council resolution. Diplomatic pressure must now go into overdrive to bring the fighting to an end.
Labour has been opposed to an Israeli offensive in Rafah for months. The UK Government should now work with the United States to try to prevent a full-scale Rafah offensive, by being clear that they will assess UK exports and, if it goes ahead, join our American allies in suspending weapons or components that could be used in that offensive.
When we last met on this subject, I asked the Deputy Foreign Secretary to confirm whether he or the Foreign Secretary had received from Foreign, Commonwealth and Development Office officials any assessment or policy advice—not legal advice—that the threshold had already been met. He dodged the question, and did not answer. I repeat that question to him today. The whole House will be interested in his response.
Last November in this House, the Deputy Foreign Secretary appeared to row back on Boris Johnson’s shameful abandonment of the International Criminal Court when he said:
“It is not for Ministers to seek to state where the ICC has jurisdiction”.—[Official Report, 14 November 2023; Vol. 740, c. 513.]
The Prime Minister followed up in December when he said:
“we are a strong and long-standing supporter of the International Criminal Court.”—[Official Report, 6 December 2023; Vol. 742, c. 336.]
But in today’s statement, the Government have backtracked, U-turning on one of the Britain’s most fundamental principles: respect for the rule of law. Labour has been clear throughout this conflict that international law must be upheld, the independence of international courts must be respected, and all sides must be accountable for their actions. I ask the Minister very simply: does he agree?
Arrest warrants are not a conviction or a determination of guilt, but they do reflect the evidence, and the judgment of the prosecutor about the grounds for individual criminal responsibility. Labour’s position is that the ICC chief prosecutor’s decision to apply for arrest warrants is an independent matter for the Court and the prosecutor. Does the Minister agree? Labour believes that the ICC’s independence must be upheld and respected, and that it is right that the conduct of all parties is addressed by the Court. Does the Minister agree? Labour believes that the focus of politicians should be on achieving an immediate ceasefire, in order to end the war in Gaza, free the hostages, alleviate the humanitarian crisis and create a pathway towards a lasting political solution. Does the Minister agree? Labour believes the UK and all parties to the Rome statute have a legal obligation to comply with orders and warrants issued by the ICC. Democracies that believe in the rule of law must submit themselves to it. Does the Minister agree?
Labour supports the ICC as a cornerstone of the international legal system. That support applies regardless of the Court’s focus, whether it is in Ukraine, Sudan, Syria or Gaza. Does the Minister agree? This gets to the heart of a simple question. Does the Conservative party —the party of Churchill, who was one of the founders of our international legal framework—believe in the international rule of law or not?
I start by assuring the shadow Foreign Secretary that the Government’s answer to his final question is, as he would expect, yes. It is worth stating that if one looks carefully at his high-flown oratory this afternoon, we do not see very much distinction between the positions of His Majesty’s Opposition and the Government, as I will set out.
The right hon. Gentleman starts off by saying that this is day 226 of the incarceration of the hostages, of the destruction that has taken place, and of the risks of escalation. I completely agree with what he says. He says that the diplomatic pressure must rise. I can tell him that the diplomatic pressure is intense on all counts and in all places. He says that we must work closely with the United States of America. Let me assure him that we are working intensively and closely with the United States.
The right hon. Gentleman asks me about the advice we receive, and suggests that I dodged the question on the earlier occasion. I certainly had no intention of doing so. I can tell him that we receive all sorts of advice from all sorts of places, but we do not—as is the custom and practice, as he knows well—disclose our legal advice. We are always careful to follow it meticulously; that is my answer to his question.
The right hon. Gentleman asks: is this a matter on which the International Criminal Court should act independently? My answer is that of course it is, but we do not necessarily have to stay silent on what the court is doing, and we certainly are not doing so. On his question about the letter from a former Prime Minister, as we have said from the outset, we do not think that the ICC has jurisdiction in this case. The UK has not recognised Palestine as a state, and Israel is not a state party to the Rome statute.
As I say, if we split away some of what the right hon. Gentleman said today from the oratory that he customarily displays in this place, we see that the positions of the Opposition Front Bench and the Government remain very closely aligned.

Commons Chamber(Urgent Question): To ask the Deputy Foreign Secretary to make a statement on the war in Gaza.
I thank the shadow Foreign Secretary for his urgent question.
We want to see an end to the fighting as soon as possible. Well over six months since Hamas’s terror attack against Israel, it is appalling that the hostages are still being held. Very many civilians are also dying in Gaza, and this weekend Hamas rockets killed four Israeli Defence Forces soldiers and injured others. As we have said, the fastest way to end the conflict is to secure a deal that gets the hostages out and allows for a pause in the fighting in Gaza. We must then turn that pause into a sustainable, permanent ceasefire.
Regarding the situation in Rafah, our position has been consistent. We are deeply concerned about the prospect of a military incursion, given the number of civilians who are sheltering there and the importance of that entry point for aid. Entry points for humanitarian aid, including Kerem Shalom, must be reopened quickly to allow aid in. Israel must facilitate immediate, uninterrupted humanitarian access in the south, especially the entry of fuel, and ensure the protection of civilians and safe passage for those who wish to leave Rafah. As yet, we have not seen a credible plan to protect civilians.
We are, of course, following closely the latest developments on the hostage talks. At this stage, while events are still shifting, I cannot—as the House will understand—provide a detailed running commentary. As the British Government have said, we want to see a deal agreed that would ensure the release of hostages and a pause in the fighting. A generous offer was on the table last week, proposed by Egypt and accepted by Israel. We need to see Hamas accept a viable deal and we can start building the momentum towards a permanent sustained ceasefire.
In parallel, we continue to push as hard as we can to get much-needed aid into Gaza via vital land routes, alongside sea and air, to alleviate the suffering. Israel has now committed to significant steps to increase the amount of aid getting into Gaza. We now need to see that turned into action to ensure that aid actually gets over the border, and that it is safely and properly distributed. We look to Israel to meet its commitments to flood Gaza with aid.
Ultimately, we need a long-term solution to this crisis. This means the release of all hostages; Hamas’s rule dismantled; their ability to attack Israel removed; a new Palestinian Government for the west bank and Gaza; and a political horizon to a two-state solution. Israelis and Palestinians should be able to live together side by side, in peace and security. This is our goal. We will continue working tirelessly to achieve it.
Thank you, Mr Speaker, for granting this urgent question, but I have to say that it is extraordinary that the Government did not come forward with a statement today. This is a profoundly concerning moment in this awful war. Ceasefire negotiations appear to be going backwards. Today the war is not just continuing, but escalating.
Labour has been clear for months that we oppose an offensive in Rafah, which risks catastrophic consequences. The United States has said that it would be a disaster, the European Union has said that the world must prevent it, and the United Nations Security Council has called for an immediate ceasefire. Benjamin Netanyahu is ignoring the warnings of Israel’s allies and partners, the United Kingdom included.
So can the Minister tell me what the consequences will be? We are already seeing the consequences for civilians: airstrikes in densely packed areas; the Rafah crossing—as well as Kerem Shalom, shamelessly attacked by Hamas—now closed; aid reportedly being blocked; and northern Gaza in full-blown famine. Some 1.4 million people are sheltering in Rafah, many of them ordered to go there by the IDF in the first place. Half the children in Gaza are in Rafah. Where can they go to be safe? The French Government said yesterday that the forced displacement of any civilian population is a war crime. Does the Minister agree?
Hamas are a terrorist organisation and their cowardly tactics are reprehensible, but that does not change Israel’s obligation to follow the rules of war, or the Government’s obligations on arms exports, so can the Minister say why he thinks that an attack on Rafah does not present a clear risk of a serious breach of international humanitarian law? Can he also confirm whether he has received any assessment—not legal advice, but any assessment or policy advice—from Foreign, Commonwealth and Development Office officials that the threshold has already been met? Now more than ever, we need an immediate ceasefire, the release of all hostages and unimpeded aid to Gaza.
The shadow Foreign Secretary has set out in eloquent terms what is effectively the policy of the Government and the entire House. He chided the Government for not offering a statement today, but I suggest that the Government have not been slow in coming to the House with frequent statements and responses to urgent questions, and we will of course continue to do so.
The right hon. Gentleman asked about the Government’s discussions with Prime Minister Netanyahu. The Prime Minister, the Foreign Secretary and, indeed, the entire Government have been very clear about our advice to Prime Minister Netanyahu, and I have set it out repeatedly in the House. When I last answered questions from the right hon. Gentleman here, I made very clear our position on Rafah as well. He asked about the consequences and how we deal with those. Britain and our allies, through the United Nations—and I remind him that Britain was pivotal in securing Security Council resolutions 2020 and 2028—are working together to try to improve what is a terrible situation, and we will continue to do just that with, I hope, the support of the whole House.

Commons ChamberMore than 30,000 Palestinians are dead, more than 100 Israeli hostages are still unaccounted for and Gaza is facing famine. The war must end now with an immediate ceasefire. That needs both sides to agree. It was Hamas, not Israel, who rejected the last internationally brokered ceasefire deal. Now a new offer is on the table, and Hamas now have the power to stop the fighting. Does the Minister agree that Hamas should accept this deal and avert a catastrophic continuation of this war?
Yes. The right hon. Gentleman makes a very good point and, although these negotiations are fluid at the moment, he is right to say that Hamas should accept the deal that has been put on the table.
Last week the US Congress agreed a new $61 billion aid package for Ukraine. The bipartisan co-operation led by Mike Johnson is essential if Ukraine is to continue to defend against Putin’s illegal invasion. I am proud that this House will stand united on Ukraine for as long as it takes to win. Will the Minister update the House on progress with our G7 allies to seize and repurpose frozen Russian state assets in the UK, to support the reconstruction of Ukraine?
The Government are seeking agreement on a way of advancing this matter with the G7. The right hon. Gentleman is right about the mechanism, and we are doing everything we can with our allies to achieve precisely what he describes.

Commons ChamberI thank the Minister for advance sight of his statement and echo his support for the formation of a new Palestinian Government, which must be supported internationally, alongside the need for a two-state solution with Israel and Palestine living side by side in security and peace. Yesterday, the UN Security Council finally passed resolution 2728 calling for an immediate ceasefire, the immediate release of all hostages and full humanitarian access in Gaza. That was incredibly welcome and overdue. It must now be a turning point.
Labour welcomes, too, the fact that the Government were able to support the resolution. It represents a major shift in Government policy, which previously called only for an immediate pause rather than an immediate ceasefire. Why were the Government not able to back Labour’s motion last month? Much more importantly, what steps are the Government taking to ensure that the UN resolution is implemented in full, putting pressure on Hamas—who reportedly rejected the latest compromise—and Israel to reach agreement on a ceasefire now? That could not be more vital given the terrible human cost of the war, with more than 30,000 Palestinians dead, Israeli hostages still in chains nearly six months on from the 7 October massacre, and a man-made and preventable famine imminent.
Aid needs to get into Gaza at scale, and it also needs to be distributed. The United Nations Relief and Works Agency is unmatched in its ability to distribute aid. With just a few weeks until the new financial year, can the Minister tell us whether the UK’s funding to UNRWA will resume?
The UN motion also said that all parties must
“comply with their obligations under international law”.
In that context, I will raise a specific incident with the Minister. On 18 January, an International Rescue Committee and Medical Aid for Palestinians compound was struck in a near-fatal airstrike by the Israeli military. The co-ordinates were known to Israel and formally de-conflicted. A British medical team and local staff were inside, who, since then, have received six explanations for that shocking incident, but the truth is still unclear. Will the Government support a full and independent investigation to deliver accountability and reiterate that attacks on humanitarian workers are outrageous and must not happen?
The Foreign Secretary is not required to come to this House, but he is required to provide legal advice to the Business Secretary on arms exports. The law is clear that the Government cannot grant a licence if there is a clear risk that the items could be used in violation of international humanitarian law. The war in Gaza has seen numerous allegations made of serious breaches of humanitarian law by Israeli forces, and the International Criminal Court is currently conducting an investigation into alleged war crimes committed by all parties in Gaza.
On Friday, I wrote to the Foreign Secretary asking him to publish the most recent legal advice he has received on this matter. So I end by asking the Minister one simple question: has the Foreign Secretary received legal advice saying that there is a clear risk that items licensed by the UK might be used to commit or facilitate a serious violation of international humanitarian law? The answer is a simple yes or no.
First, I thank the right hon. Gentleman for his strong support for United Nations Security Council resolution 2728. He asks what the Government will do to ensure that it is implemented in full. Just as that resolution shows considerable success for British diplomatic work—particularly in New York—he and the House may rest assured that we will be doing everything we can to ensure that it is indeed implemented in full.
The right hon. Gentleman suggests that that is a reflection of Labour’s position in the House. I hope that, by and large, the Labour position is supportive of the Government, but he should be quite clear that yesterday’s resolution represents a tremendous success for British diplomacy. It means that the European Union, the United Nations and the United States now take our position on the priorities. I remind the right hon. Member that what we said very clearly was that we needed an immediate pause, so that we could get aid in and the hostages out,
“leading to a sustainable ceasefire”.
He will see that British position fully reflected in what was decided yesterday in New York.
The right hon. Member asks me about UNRWA. I can tell him that the interim report by the former French Foreign Minister, Catherine Colonna—the final report is not due until 20 April—is now with the Secretary-General in New York and we hope to learn more about it today.
The right hon. Member refers to a specific strike, which the House has already heard about, and I agree with him entirely that we expect a full, total and definitive explanation for what happened from the Israeli Government. He asks me about arms export licensing. Let me give him a very clear response to that: we have a robust arms export licensing regime. All exports are regularly assessed against clear criteria. We regularly review Israel’s adherence to international humanitarian law and act in accordance with that. As he indicated, we advise the Department for Business and Trade on the situation in-country. The DBT and its Secretary of State are the decision-making authorities, but I would point out to him that UK exports are very small, amounting to 0.02% of Israel’s military imports, and we publish a comprehensive report on official statistics every quarter.
Finally, the right hon. Member asks me to publish the legal advice. I would point out to him that no Government do that. He will recall, I think, the highly contentious position taken at the time of the Iraq war not to publish the legal advice. For a party that aspires possibly in the future to be in Government, I am sure that Labour will see the merit of these conventions.

Commons ChamberHong Kong’s new national security law is the latest degradation of the rights and freedoms of Hong Kong. It is causing fear and unease not only to Hongkongers, but to UK and other foreign nationals living and working in Hong Kong, as well as international businesses and organisations operating there, and many outside Hong Kong. Article 23’s provisions apply to Hong Kong residents and businesses anywhere in the UK. We have seen where that can lead; there was the frankly appalling attack on a protester in Manchester in December 2022. What steps are the UK Government taking to counter the threat of transnational repression, especially towards the 160,000 Hongkongers who have come to the UK via the British national overseas passport route? Many will feel unsafe and unprotected, and are denied access even to their own pensions. I ask on their behalf, does the Minister accept that the law not only “undermines” the legally binding Sino-British joint declaration, as the Foreign Secretary put it, but represents a clear breach? If so, will he say that to his Chinese counterparts?
The Minister says that he does not talk about sanctions, but it is of concern that although the US thinks sanctions are appropriate, the UK Government seem to be sitting on their hands. In the constant absence of the Foreign Secretary, can I ask the Minister whether the Foreign Secretary accepts that his “golden era” with China was a strategic mistake that undermined British influence over Hong Kong, set us on a rodeo of inconsistency towards China and failed to stand up for the UK’s national security interests? Can we expect the Foreign Secretary to deliver the strong, clear-eyed and consistent approach that is needed?
I thank the shadow Foreign Secretary for his comments. I agree entirely with what he said about article 23. He chides me for not saying more on the issue of sanctions. The point I was making—I hope that he will accept that this is common to both parties when in government—is that we do not discuss our application or consideration of sanctions, or sanctions policy, on the Floor of the House, but when we feel it is necessary to act, we certainly do.
The right hon. Gentleman asks me about the view of the Foreign Secretary, given his long career and understanding of China from his time as Prime Minister. The Foreign Secretary has spoken out very clearly on the change that has taken place since he was Prime Minister. The right hon. Gentleman asks me whether the legislation is a breach of the Sino-British joint declaration; as I have said, we decided in 2021 that China was in ongoing breach of that. On the issue of whether it is a breach of international law, the Bill specifically says that it will be compliant with international law. I suspect that the proof of the pudding will be in the eating.

Commons ChamberTo ask the Secretary of State if he will make a statement on the situation in Gaza and Israel.
I thank the right hon. Gentleman for his question.
Israel suffered the worst terrorist attack in its history on 7 October last year. The scenes that we saw on that day were appalling, and Hamas’s disregard for civilian welfare continues today, more than five months later. We remember all the time those who are still being held hostage and their families, and we call once again for their immediate release. However, we naturally remain deeply concerned about the humanitarian situation in Gaza and the impact of the conflict on all Palestinian civilians. We have borne witness to death and displacement on a vast scale. More than 1,700,000 people have had to leave their home, many on multiple occasions. We are deeply concerned about the growing risk of famine, exacerbated by the spread of disease, and, of course, about the terrible psychosocial impacts of the conflict, which will be felt for years to come.
We are totally committed to getting humanitarian aid to all those people in Gaza who desperately need it, doing so either ourselves or through UN agencies and British or other charities. We and our partners are pushing to get aid in through all feasible means, by land, sea and air. We have trebled our aid funding to the Occupied Palestinian Territories this year, providing just under £100 million, of which £70 million has been delivered as humanitarian assistance. On 13 March a further 150 tonnes of UK aid arrived in Gaza, including 840 family tents, 13,440 blankets, nearly 3,000 shelter kits and shelter fixing kits, 6,000 sleeping mats, and more than 3,000 dignity kits. A field hospital, provided through UK aid funding to UK-Med, arrived in Gaza from Manchester last Friday. This facility, staffed by UK and local medics, will be able to treat more than 100 patients a day. Along with Cyprus, the United States, the United Arab Emirates and others, Britain will help to deliver humanitarian aid by sea to a new temporary US military pier in Gaza via a maritime corridor from Cyprus.
We have made it clear, however, that air and sea deliveries cannot be a substitute for the delivery of aid through land routes. Only through those routes can the demand for the volume of aid that is now required be met. We continue to press Israel to open more land crossings for longer, and with fewer screening requirements. There is no doubt that land crossings are the most effective means of getting aid into Gaza, and Israel must do more. There is also no doubt that the best way to bring an end to the suffering is to agree an immediate humanitarian pause, and progress towards a sustainable, permanent ceasefire without a return to destruction, fighting and loss of life. Reaching that outcome is the focus of all our diplomatic efforts right now, and a goal that is shared by our international partners. We urge all sides to seize the opportunity, and continue negotiations to reach an agreement as soon as possible.
Yesterday, a UN-backed report revealed the shocking reality that famine in Gaza is imminent. Half the population is expected to face catastrophic levels of hunger—the highest number of people ever recorded as being in that category under this system. Only twice in 20 years have famine conditions been reached, but what distinguishes the horror in Gaza from what has come before is that it is not driven by drought or natural disaster; it is man-made. It is the consequence of war. It is the consequence of aid that is available not reaching those who need it. Food is piled up in trucks just a few kilometres away, while children in Gaza are starving. It is unbearable, and it must not go on.
International law is clear: Israel has an obligation to ensure the provision of aid. The binding measures ordered by the International Court of Justice require it. The world has demanded it for months, yet still aid flows are woefully inadequate. Aid actually fell by half between January and February. That is outrageous. The continued restrictions on aid flows are completely unacceptable, and must stop now—just as Hamas must release the hostages now. I do not doubt that the Minister agrees with me, but will he have the courage to say that the ICJ’s orders, including on aid, are binding, and that Israel must comply with them? Do the lawyers at the Foreign, Commonwealth and Development Office believe that Israel is currently in compliance with its obligations?
Amid this accelerating hunger crisis, Prime Minister Netanyahu reportedly approved plans for an offensive against Rafah. That would risk catastrophic humanitarian consequences. It would be a disaster for civilians and a strategic mistake. How are the Government working to prevent a further attack on Rafah? The truth is this: it will not be possible to address the crisis in Gaza if the fighting does not stop—and that is also the best way to secure the release of hostages. Will the Government finally join us and dozens of countries, and call for an immediate humanitarian ceasefire?
I thank the right hon. Gentleman for his questions and comments, which I will try to deal with more or less sequentially. First, he asked me about the reports of famine. The Integrated Food Security Phase Classification, or IPC, report is clear: it says that famine is a very real scenario. We are doing everything we can to try to head that off, as I set out in my response to the urgent question. In addition to famine, there is also the danger of disease, the lack of health services, and the acute danger from the lack of clean water and effective sanitation. We are doing everything we can to head off the appalling circumstances that the right hon. Gentleman set out.
The right hon. Gentleman asked about the number of trucks. I can tell him that on Sunday, 192 trucks did get in, but that is woefully short of what is required. It is more than have been getting in in March, which has averaged 165 each day so far, and in February that figure was only 97—although he will be well aware that before the crisis, more than 500 trucks a day were getting in.
The right hon. Gentleman also asked about the ICJ. As everyone in the House will know, the ICJ judgment is binding. In respect of the offensive against Rafah, the Foreign Secretary and the Prime Minister, and indeed all our allies, have consistently warned that an offensive against Rafah at this time would have the most appalling humanitarian consequences.
May I finish by taking the point that the right hon. Gentleman again made about a ceasefire? As far as I am aware, the position of the Labour Front Bench is still the same as the position of the Government: we are calling for an immediate pause so that we can get the hostages out and aid in—followed, we hope, by a sustainable ceasefire. That is what we are working towards.

Commons ChamberI thank the Minister for advance sight of his statement, but once again, the shadow Cabinet Minister for international development is updating the House on one of the most important foreign policy issues of our time. I did not get a clear answer yesterday, so I will ask him again: when will the Foreign Secretary take questions from Members on both sides of the House?
Last week marked two years since the start of Putin’s full-scale illegal invasion of Ukraine. The bombed-out cities, the raped civilians, and the children kidnapped to Russia show the barbarity of Putin’s rogue regime. Ukraine’s resilience in the face of hell is testament to the enormous courage of its people. We echo the Minister’s statement that Ukraine’s actions to retake half the territory seized in 2022—pushing back the Black sea fleet—and the unity shown by Europe, have demonstrated the pretence of Putin’s attempt to claim that Russia is winning the war. But we cannot be complacent; the situation requires that our support to Ukraine should remain strong. Labour’s message to Ukraine is simple: whoever is in government, Britain will support Ukraine until it prevails.
We support the further and significant military and financial support that the Conservative Government have announced, as well as the further sanctions. Britain is united on Ukraine, but, as the official Opposition, we have the job of highlighting where more can be done. We commend South Korea on sending more shells to Ukraine than all of Europe combined, but the war must be a wake-up call to all of Europe: there is more that we, along with our allies, must do together.
We welcome the French President bringing world leaders together this week. In that spirit, Labour has outlined plans for a new UK-EU security pact to complement NATO ties and strengthen our whole continent. I ask the Minister what his Government are doing to work more closely with the European Union on our collective security, and whether the Foreign Secretary would attend foreign affairs councils of the European Union if invited to do so. Labour warmly welcomes Sweden’s accession to NATO, which strengthens our whole alliance, but what recent conversations has the Foreign Secretary had with his NATO counterparts regarding a pathway for Ukraine’s membership?
More sanctions are welcome, but enforcement remains the weak link. Last December, an Office of Financial Sanctions Implementation report showed that there had been zero enforcement measures for post-February 2022 sanctions breaches in relation to Russia. Can the Minister confirm whether that is still the case, and can he update the House on the effectiveness of the sanctions being implemented against the Lukashenko regime in Belarus?
One man, Vladimir Putin, holds ultimate responsibility for the death of Alexei Navalny. We welcome the sanctions against six individuals that the UK announced in the wake of Mr Navalny’s death, but they are not enough. Why will the Government not commit to reviewing sanctions on Russia, considering every individual on the full Navalny list? Why will they not back Labour’s calls to support a new international anti-corruption court, and why will they not back our whistleblower reward scheme to crack down on enablers? Following European Commission President Ursula von der Leyen’s positive statement today, and the passing of 250 days since Labour’s motion to require the Government to bring forward legislation to ensure the seizure and repurposing of Russian state assets, why will the Government not finally turn rhetoric on seizure into action?
Finally, I welcome the Government’s highlighting Vladimir Kara-Murza’s case; tomorrow, I too will meet with his wife, Evgenia Kara-Murza. Over the weekend, there were reports that Members of Parliament were concerned that the Government were not taking the lead on efforts to secure his release from Russian prison. Can the Minister reassure us by outlining the strategy and the steps that Ministers are now taking, before it is too late?
I am very grateful to the right hon. Gentleman for the cross-party support that he has given to what I have said. He is quite right to ask piercing questions, but the fact remains that the House is united on this issue, meaning that Britain speaks with one voice and with great effectiveness.
Once again, the right hon. Gentleman chides me for not being the Foreign Secretary. I am not the shadow Cabinet Minister for development—his hon. Friend the Member for Wigan (Lisa Nandy) occupies that position. He sees the Foreign Secretary often; I think he is about to see him again, and the Foreign Secretary is an ever-present presence at both ends of the House. Of course, he will be available to Members of this House for questioning in the way that has been discussed.
The right hon. Gentleman expressed very strong support for the further military provisions we have supplied and for the further sanctions. He talked about the wake-up call for Europe, and I very much agree with him. He asked about our working with the European Union and other European countries. He, like me, will have been delighted to see the €50 billion that the EU has allocated over the next four years for non-military activity, and there will be further announcements, we believe, in respect of military support. He will also have seen that, along with the £2.5 billion of military support announced by our Prime Minister, President Macron has announced a similar figure and Germany has very significantly increased the amount of military support it is providing for Ukraine. Clearly, there is great co-ordination and a rising recognition across Europe and throughout NATO that this is a struggle in which all of us are involved.
The right hon. Gentleman asked me about the effectiveness of sanctions. Some 2,000 people or entities have been sanctioned, including 90% of the Russian banking sector. In stepping up sanctions, which are developing all the time, we will be introducing an ability to sanction ships. On the effectiveness of sanctions, Russia would have had an additional $400 billion without the sanctions that have been imposed; money to prosecute the war that it does not now have. Last week, a Turkish company, three Chinese entities and two Belarus entities were sanctioned. Although, as I am sure he would agree, we do not discuss the development of sanctions across the House, I can assure him that this is proving to be very effective and is denying the Russian war machine vital supplies.

Commons ChamberFor a decade now, the Labour party has supported Palestinian recognition. As my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer) has said,
“statehood is not in the gift of a neighbour. It is the inalienable right of the Palestinian people.”
I welcome the Foreign Secretary adopting that position and rejecting the notion that recognition can only follow the conclusion of negotiations. After the unacceptable comments by Prime Minister Netanyahu, does the Prime Minister agree that no country has a veto over the UK’s decision to recognise Palestine?
I can tell the shadow Foreign Secretary that we will pursue the policy that we think is right. The Foreign Secretary set out clearly in his remarks last night the importance of a credible route to a Palestinian state and a new future. In respect of the conversations that the Foreign Secretary will have had last week with Prime Minister Netanyahu, I cannot trade the details across the House, but I can tell the right hon. Gentleman that the Foreign Secretary will have represented the British position with Prime Minister Netanyahu, whom he knows very well, with great accuracy.
From the floods to the fires, from melting ice sheets to ocean heat, the climate crisis is reaching a tipping point. Labour has a plan at home: doubling onshore wind, trebling solar and ending new oil and gas licences in the North sea. Labour has a plan internationally: a clean power alliance of developed and developing countries to drive forward the transition. Is it not the truth that the Government have no plan and have squandered Britain’s climate reputation to wage culture wars at home?
The reason the Government were able to reduce the size of electricity bills for hard-working families was precisely because we are meeting our targets and will meet our international commitments. Britain’s international targets and commitments are enshrined in law as a result of the activities of this House. Internationally we are committed, as the right hon. Gentleman knows and as was set out to the House towards the end of last year, to spending £11.6 billion on ensuring that we meet our climate targets and produce climate finance. I would argue that that figure will be nearer £16 billion by 2026.

Commons ChamberI thank the Minister for advance sight of his statement. Last week, the International Court of Justice made an interim ruling under the genocide convention on the situation in Gaza. It was profoundly serious. The ICJ’s interim ruling does not give a verdict on the case, but it sets out urgent provisional measures.
Labour has been clear that Israel must comply with the orders in the ruling in full, and Hamas terrorists must release all the hostages immediately, but I note that the missing Foreign Secretary made no statement. The only response that appeared was from a nameless spokesperson the day after the judgment. It claimed that the Government respect the role and independence of the ICJ, but stated that they had
“considerable concerns about this case”.
Will the Minister give me a clear answer? Do the Government accept the Court’s authority or not? Do they believe that the ruling should be implemented in full? If not, which orders do they disagree with?
While the Government prevaricate, Labour is clear that international law must be upheld, the independence of international courts must be respected and all sides must be accountable for their actions. That is why we will press for all the orders to be implemented alongside an immediate humanitarian truce and a sustainable ceasefire. The dire situation in Gaza must not continue. Will the Minister update the House on the progress of negotiations to secure a truce that will lead to civilians being protected, the immediate release of all hostages and a humanitarian surge in Gaza?
I repeat that aid getting into Gaza must surge, not stop. The allegations that a number of UNRWA employees were involved in the appalling 7 October terror attacks appalled the whole House. Anyone involved should be held to account by the force of the law. It is right that UNRWA has responded quickly by terminating contracts of staff allegedly involved and launching an investigation. Meanwhile, though, the humanitarian emergency in Gaza cannot wait. Twenty-five thousand people are dead, including thousands of women and children, 85% of the population are displaced and millions face the risk of famine. Will the Minister confirm that existing UK aid will continue to flow into Gaza so that current operations can continue? Will he outline a clear and fast path for future funding to return? We cannot let innocent Palestinians lose lifesaving aid because of Hamas terrorists.
Meanwhile, there continues to be a dangerous escalation across the middle east. We totally deplore the attacks on US soldiers. We offer our deep sympathies for those who have lost their lives or have been injured in the attack, as well as to their families. We stand with our US allies at this time of grief. The attacks are totally unjustifiable and raise tensions at an already dangerous time in the region. Iran must cease these attacks and de-escalate immediately. Labour has long recognised the dangers posed by Iran and its proxies. We have supported sanctions against Iran and have said for more than a year that, in government, Labour would proscribe the Islamic Revolutionary Guard Corps, either through existing processes or a new mechanism to tackle hostile state actors. What will it take for the Government to finally act?
On behalf of our brave military families who sacrifice so much every day to keep us safe, will the Minister outline what his Government are doing to boost protection for the 2,500 troops stationed across the middle east? I welcome the Government’s efforts towards a permanent peace. The situation in the middle east cannot be more serious. I must note that the Development Minister—as capable as he is—is not the main decision maker in the Foreign, Commonwealth and Development Office. When will the Foreign Secretary finally come to this House to answer questions at this most dangerous of times?
I thank the shadow Foreign Secretary for his comments, and I will try to address them all. Let me start by thanking him for his comment about British troops who are deployed in the region, particularly our naval personnel who have been on the frontline in recent days and weeks. I agree that their safety is a paramount duty of the Government, and he may rest assured that we take that extremely seriously.
Secondly, the right hon. Gentleman asked about my noble friend the Foreign Secretary. He will have seen that over the past week the Foreign Secretary has taken a leading international role in the region to try to move many agendas forward. In my statement I set out what the Foreign Secretary was doing. He has made it clear that he will be ever present and able to answer questions from Members of this House, and the right hon. Gentleman may rest upon that.
Thirdly, the right hon. Gentleman mentioned the rising tensions in the region and the importance of de-escalating. He asked me, once again, about the IRGC. His points are noted, but I cannot comment on that on the Floor of the House, as he will understand. He talked about the importance of getting aid back into Gaza. All our efforts are set on that. He talked about the role of UNWRA; I talked to Philippe Lazzarini, the head of UNWRA, about two hours ago, to check its critical assets in Gaza—whether warehouses, vehicles or stores—without which no aid can get in. We all understand that they are essential for aid delivery, but the right hon. Gentleman will equally reflect that, given the very serious nature of the allegations, it is essential that the Government pause to ensure that they cannot happen again.
Finally, on the ICJ, we welcome the Court’s call for the immediate release of hostages and the need to get more aid into Gaza. We are clear that an immediate pause is necessary to get the aid in and the hostages out. On the wider issue that the right hon. Gentleman raised, we regularly call on Israel to uphold its obligations under international humanitarian law, and we will continue to do so.

(Urgent Question): To ask the Minister of State, Foreign, Commonwealth and Development Office if he will make a statement on the situation in Israel and Palestine.
Let me begin by reiterating our fundamental belief in Israel’s right to defend itself against Hamas. The events of 7 October were truly horrifying. Israel has a right to restore its security and to ensure that such horrifying events can never be repeated. We are also clear that too many civilians have been killed. Israel needs to ensure that its campaign is targeted on Hamas leaders and operatives, fulfils its obligations to protect civilians and is consistent with international humanitarian law.
No one wants to see this conflict go on for a moment longer than necessary. That is why the United Kingdom played a leading role in securing the passage of UN Security Council resolution 2720, which made clear the urgent demand for expanded humanitarian access. The resolution also called for the release of hostages and for steps towards a sustainable ceasefire, for which the British Government have consistently led calls.
Britain has been pushing a number of innovative and impactful approaches—especially, but not only, maritime delivery—to support aid for Gaza. We are focused on the bigger picture and longer-term strategic value. UK Ministers are lobbying the Government of Israel hard and regularly to allow more aid in and reduce the numerous constraints that are hindering many aspects of our and others’ efforts to help Gazan civilians. We have appointed Mark Bryson-Richardson as our representative for humanitarian affairs in the Occupied Palestinian Territories.
Last week, a Royal Navy vessel delivered 87 tonnes of life-saving UK and Cypriot aid, destined for Gaza, into Egypt. We have also supported the United Nations World Food Programme to deliver a new humanitarian land corridor from Jordan into Gaza. Seven hundred and fifty tonnes of life-saving food aid arrived in the first delivery and a second convoy, with 315 tonnes of critical supplies, reached Gaza last week, partly funded by the United Kingdom. Nevertheless, the risk of famine is stark, and the Foreign Secretary and other Ministers throughout the Government are pushing the need to address this with the Israeli Government.
The Government are urging all sides to avoid further escalation. The situation is fragile and an escalation in violence, including on Lebanon’s southern border with Israel, is not in anyone’s interests. In the Red sea, the Houthis’ attacks against commercial shipping are patently unacceptable. We have already taken action to deter Houthi threats, and we will not hesitate to take further action as needed.
There is no perfect formula for peace. What I can say is that Gaza should ultimately be under Palestinian control, and we support a two-state solution that guarantees security and stability for both Israeli and Palestinian people.
Mr Speaker, the Christmas period has not brought peace to the middle east. There has been no let-up to the intolerable suffering in Gaza and no end to the cruelty for hostages. Millions are displaced, desperate and hungry. Israel continues to use devastating tactics that have seen far too many innocent civilians killed, with unacceptable blocks on essential aid, nowhere safe for civilians, a growing humanitarian catastrophe, and now warnings of a deadly famine. Meanwhile, Hamas terrorists continue to hold hostages, hide among civilians and fire rockets into Israel.
This dire situation must not continue. The need for a sustained ceasefire is clear. The fighting must stop urgently. We need a humanitarian truce now—not as a short pause but as the first step towards what will stop the killing of innocents, provide urgent humanitarian relief, ward off famine, free hostages and provide the space for a sustainable ceasefire so that fighting does not restart. I urge the Government to do everything they can to work for a sustained ceasefire, which will also ease the growing regional tensions across the divides and avoid the catastrophe of a wider war. Those risks are rising.
Will the Minister tell the House what steps the Government are taking to urge restraint in Lebanon and to see the full implementation of UN Security Council resolution 1701, which would allow civilians on both sides of the border to return home? In the Red sea, all the targeting of commercial ships and international trade routes that puts civilians and military personnel in danger must stop, so I welcome the approach of the US, the UK, Germany and others to send clear warnings to those responsible. Will the Government ensure that this House has the time and space to scrutinise decisions of any significance that may be required?
I thank the shadow Foreign Secretary for what he said and the way he said it. He is entirely right about the plight of civilians caught up in this tragedy and the urgent requirement for humanitarian support to get into Gaza in much greater numbers.
The right hon. Gentleman calls for a sustained ceasefire, and the British Government believe that is the right approach. That is why we put so much effort into securing agreement on United Nations resolution 2720.
The right hon. Gentleman is also entirely right to say it is important that the conflict is contained, and from the first moment Britain has moved military assets and other equipment to try to ensure that we detect any likelihood of it spreading more widely.
The right hon. Gentleman mentioned in particular what is going on in the Red sea, and will understand that many Governments are committed to ensuring freedom of navigation and trade. We are protected in that extent by international law. Operation Prosperity Guardian is in full swing and HMS Diamond will join HMS Lancaster shortly.

Commons ChamberI am grateful to the hon. Member for Oxford West and Abingdon (Layla Moran) for securing this very important urgent question. May I say how deeply sorry I am to hear of the terrifying experience facing her family in Gaza? I am sure the whole House is with her and her relatives at what must be an incredibly difficult time.
The reports from the Holy Family Catholic church are shocking: an innocent mother and daughter killed in the grounds of a church, with others too scared to leave and now running out of food. Once again in this conflict, a place of sanctuary and peace has become a scene of fear and death. It is one example of the ongoing humanitarian catastrophe confronting civilians across Gaza, and a reminder of the urgent imperative to address this crisis and help bring about the conditions for a sustainable ceasefire. It comes at a moment of growing concern that this conflict could escalate, with Hezbollah in the north, more violence in the west bank, and Houthi threats in the Red sea. We support efforts to maintain regional security, and Labour welcomes the UK’s participation in the new maritime security effort. We thank our armed forces personnel for their service and professionalism.
Today, the United Nations Security Council is voting once again on a resolution. This is a crucial chance to address the urgent and catastrophic situation in Gaza. Let me be clear: Labour wants a resolution to pass, one that can protect civilian lives, that demands that hostages are released, and that can act as a stepping stone towards a sustainable ceasefire and provide renewed impetus towards a two-state solution. The time has come for the United Kingdom to support our international allies at this critical moment.
I thank the shadow Foreign Secretary for his comments. We are, as he knows, very committed to trying to make sure that there is no escalation. I thank him for his welcome for the US-led work to secure maritime security, and I also thank him for his comments, particularly at this time of year, about our armed forces. I have already commented on the UN Security Council resolution, which I hope will be voted on this afternoon; like him, I hope that agreement can be reached.
On the issue of the humanitarian catastrophe to which the shadow Foreign Secretary referred, I can tell him that there is some movement this week. There are 50 World Food Programme trucks ready at Allenby bridge to travel through Israel to Kerem Shalom, and if signed off, that will provide a new route through to Gaza. We have made available some money to the World Food Programme—it is available today—to enhance that route if it opens.

Commons ChamberAnother day when the Foreign Secretary is unaccountable, in the middle of a war that could still get even worse. West bank violence is rising, Hezbollah have attacked Israeli positions and Israeli airstrikes have hit towns in south Lebanon. A widening of this conflict is in no one’s interest, and all parties must show restraint. While he is absent from this place, what steps is the Foreign Secretary taking to prepare for further escalation and to deter all parties from full-blown regional war?
First of all, I fully understand that the right hon. Gentleman wishes to have close contact with Lord Cameron as the Foreign Secretary, but he will be aware that he is in almost continuous contact with the Foreign Secretary by text and WhatsApp—indeed, Mr Speaker, if he was in any closer contact it would probably be a civil partnership.
On the substantive point about the widening of the conflict, the right hon. Gentleman will know that, very early after 7 October, the Prime Minister moved a British military asset to the eastern end of the Mediterranean, first to try to ensure that, if there were any arms being moved, we would know about it, and secondly to have eyes on what was happening. British diplomacy, along with that of our like-minded allies and friends, is devoted to ensuring that the conflict does not widen.
An aggressive threat to a smaller neighbour, an attack on recognised international borders, an illegitimate referendum stoking historical grievances—the Putin playbook is being copied in Caracas by Maduro. We must stand up to bullies and tyrants with imperial ambitions. As we maintain our steadfast commitment to Ukraine, can the Minister reaffirm the UK’s unwavering support for Guyana’s sovereignty?
Yes, I can. Yesterday I attended a meeting convened by the Secretary-General of the Commonwealth, and it put out a statement last night which I very much hope will reassure the right hon. Gentleman.

Commons Chamber(Urgent Question): To ask the Secretary of State for Foreign, Commonwealth and Development Affairs if he will make a statement on the international diplomacy surrounding the Israel-Hamas war.
I thank the right hon. Gentleman for his question. The Government are undertaking extensive and global diplomatic engagement to get much greater aid into Gaza, support British nationals and the safe return of hostages, and prevent dangerous regional escalation. Days after Hamas’s brutal attack, the then Foreign Secretary was in Israel to see for himself the devastation wrought by this heinous act of terrorism, and his successor visited in late November to continue dialogue with Israeli leaders. Last week the Prime Minister discussed the latest efforts to free hostages with Prime Minister Netanyahu, and stressed the need to take greater care to protect civilians in Gaza. Two days later, the Foreign Secretary discussed the future of the middle east peace process with the US Secretary of State in Washington.
The situation in Gaza cannot continue, and we are deploying all our diplomatic resources, including in the United Nations, to help to find a viable solution. The scale of civilian deaths and displacement in Gaza is shocking. Although Israel has the right to defend itself against terror, restore its security and bring the hostages home, it must abide by international law and take all possible measures to protect civilians. We have called for further and longer humanitarian pauses. It is imperative that we increase the flow of aid into Gaza, but as we have said at the UN, calling for a ceasefire ignores the fact that Hamas has committed acts of terror and continues to hold civilian hostages.
We remain committed to making progress towards a two-state solution. Britain’s long-standing position on the middle east peace process is clear: we support a negotiated settlement leading to a safe and secure Israel living alongside a viable and sovereign Palestinian state.
I know that you continue with your best endeavours, Mr Speaker, but when it comes to a matter as important as this, I think we see why it is so problematic that the Foreign Secretary is not in this House.
The scale of death and destruction seen in Gaza over the last two months has been intolerable: the children left under the rubble, the families displaced from their homes, and the many innocent Palestinians facing the threat of starvation and disease. Despite international pressure on Israel to change the way it is fighting—to not replicate the kind of devastating tactics that it used in the north, to protect schools and hospitals, and to ensure that humanitarian aid is ramped up—Labour shares grave concerns that those conditions are not being met.
Diplomacy, not bombs and bullets, is the only route to a lasting peace. The grave warnings from the United Nations cannot be ignored, and they show the urgent need for action to relieve the suffering. It is right that the UN Security Council has been debating this war, but it constitutes a failure that it has been unable to reach a consensus and to speak with a collective voice. Labour wants a resolution to pass the UN Security Council —a resolution that properly condemns Hamas terrorists and the appalling 7 October attacks on Israel, and calls for the release of all hostages; a resolution that demands a renewed cessation of hostilities and the protection of Palestinian civilians; a resolution that acts as a stepping-stone towards an enduring end to this war.
We cannot give up. Too much is at stake. Can the Minister explain what steps he will now take to help reach that consensus? Can he update the House on any progress to open up the second crossing at Kerem Shalom? International diplomacy must focus on Gaza, but it must also focus on further escalation in the west bank and the wider region, including Lebanon. Will the Government therefore increase pressure on the Israeli Government in the west bank by imposing travel bans on illegal settlers involved in attacks, serious criminal activity and the fostering of hatred? Will he say unequivocally, like Labour, that we will not tolerate the expulsion of the people of Gaza or the west bank, and that they must be able to return to their homes? Finally, will the Minister and the Government back Labour’s call for a joint western and Arab-led international contact group to replace the defunct Quartet?
I thank the right hon. Gentleman for his questions. I recognise the enormous authority that Lord Cameron holds in these matters and the right hon. Gentleman’s request that he should be available in the House. I will do my best to satisfy him on the questions that he has asked. As he knows, Lord Cameron is keen to engage with the House of Commons in every possible way.
The right hon. Gentleman asked why Britain did not support the UN Security Council resolution. I can tell him clearly that there was a lot good stuff in the resolution that Britain does support, but there was no condemnation of Hamas, and for that reason we felt unable to support it. However, we did not oppose it, because it had a lot of useful and important stuff in it, and we therefore abstained. He will recall that there have been a number of resolutions. We voted yes to the UN resolution drafted by the Americans, but that was vetoed by China and Russia, apparently because they could not bring themselves to condemn what Hamas had done on 7 October.
The right hon. Gentleman asked me about settler violence. The targeted killings of civilians are completely abhorrent and we are seeking that those responsible should be not just arrested but prosecuted and punished. On his comment about travel bans, I can tell him that planning is going on. The Foreign Secretary discussed this with his US counterpart last week and I hope it may be possible to say something about that shortly. The right hon. Gentleman also asked about Kerem Shalom. I think that the position of Kerem Shalom is being enhanced at the moment and I hope very much that that will lead to some facilitation, but those discussions are ongoing at this time.

(Urgent Question): To ask the Secretary of State for Foreign, Commonwealth and Development Affairs if he will make a statement on the Israel-Gaza situation and the humanitarian pause.
I thank the shadow Foreign Secretary for his question.
A tragedy is unfolding in the middle east. Israel has suffered the worst terror attack in its history and Palestinian civilians are experiencing a devastating and growing humanitarian crisis. As the Foreign Secretary made clear, last week’s agreement was a crucial step towards providing relief to the families of the hostages and addressing the humanitarian emergency in Gaza. This pause has provided an important opportunity to ensure that much greater volumes of food, fuel and other life-saving aid can enter Gaza.
On 24 November the British Government announced a further £30 million of humanitarian assistance, tripling our existing aid budget for the Occupied Palestinian Territories this financial year. During the pause, the fourth UK aircraft, carrying 23 tonnes of humanitarian aid for Gaza, arrived in Egypt, bringing the total amount of UK humanitarian aid provided via British aircraft to 74 tonnes. That aid is now being dispersed to the United Nations to support critical food, water, health, shelter and protection needs in Gaza and to pre-position emergency supplies in the region.
Today is the fourth and final day of the agreement. The British Government are supportive of the current pause in hostilities continuing, but that is for the Israelis and others in the region to agree. We are clear that this pause should not be a one-off. The increased flow of fuel and relief supplies over the Rafah crossing accompanying the pause was welcome and must be sustained. This pause should act as a confidence-building mechanism for future pauses, including those solely on humanitarian grounds.
We welcome the intensive international co-operation, including efforts from Qatar and the USA, that led to this agreement and we thank partners for their continued work. We remain committed to making progress towards a two-state solution. Britain’s long-standing position on the middle east peace process is clear. We support a negotiated settlement leading to a safe and secure Israel living alongside a viable and sovereign Palestinian state. The UK will continue to work with all partners in the region to reach a long-term political solution that enables both Israelis and Palestinians to live in peace.

Holding the Government to account is a sacred duty of this House, but with Lord Cameron of Chipping Norton not here, this feels more like a game of “Where’s Wally?” I start by asking the Minister what progress is being made with Mr Speaker to ensure that all Members can question the Foreign Secretary.
The past 72 hours have brought much-needed relief to Israel and Gaza. I pay tribute to the work of Qatar, Egypt, the United States and the Red Cross. The images of hostages who have been released and reunited with their families have moved us all, but the situation remains bittersweet, with many more still captive and their families in agony.
In Gaza, the past few weeks have been an unimaginable nightmare for innocent Palestinians. The civilian death toll, which includes thousands of women and children, is shocking and intolerable. The increased flow of aid and fuel remains a fraction of what is required. More time is needed. We must urgently support the parties to reach an agreement to extend the cessation of hostilities, to secure the release of remaining hostages, to deliver more aid to ease the unacceptable humanitarian catastrophe and, crucially, to provide a stepping stone towards an enduring cessation of hostilities, ensuring that what follows the war is a durable political solution.
The danger is that the fighting will resume in mere hours. Does the right hon. Gentleman agree that, if the vital efforts to extend the cessation of hostilities fail, we cannot return to the situation of before the pause? We cannot go back to Hamas continuing rocket attacks on Israel, we cannot go back to unacceptable siege conditions in Gaza, and we cannot go back to the scenes of thousands of innocent Palestinians being killed.
The two-state solution remains the only credible basis for a lasting peace: a future in which Israel is secure from the threat of Hamas terrorists, in which Gaza is not occupied and its people are no longer displaced, and in which Palestinians and Israelis can enjoy security, dignity and human rights.
I thank the right hon. Gentleman for most of his comments and, in particular, his desire to ensure an extension of the cessation of hostilities. On what he said about the broader situation, the Opposition Front Benchers and the Government are in complete agreement.
The right hon. Gentleman asks what progress has been made in ensuring that the Foreign Office and the Government’s foreign policy is subject to proper scrutiny in this House. I completely agree with him that there is a sacred duty—I think that is the term that he used—to ensure that all that scrutiny is made available. I just point out to him the extraordinary authority that a former Prime Minister can bring to bear in carrying out those tasks, as he will have seen from Lord Cameron’s recent visit to the middle east. Lord Cameron is the most senior Foreign Minister in Europe—and, indeed, in the region—and I think that both sides of the House will see the benefit of that in the days and months to come.

Commons ChamberDavid Cameron is the seventh Foreign Secretary in seven years of Tory chaos. He was forced to resign in failure over a matter of foreign policy. The Prime Minister has looked at each of the 350 Conservative Members and decided that none of them would be better at representing Britain’s interests on the world stage. The Prime Minister claims he is for change, but instead he has resurrected yesterday’s failure with an honour. That decision raises serious questions for this House, but I know you share those concerns, Mr Speaker.
At a time of grave international crisis and at a moment of war in Europe, with a more assertive China, a climate emergency and a horrifying conflict in Gaza, this House needs Government accountability more than ever. Will the Minister commit to working closely with Mr Speaker to ensure that the Opposition and all Members of Parliament can hold the Foreign Secretary to account?
I turn to the horrors of Gaza. More than 11,000 Palestinians have reportedly been killed, with two thirds of the dead being women and children. This is shocking and devastating. Every civilian death is an equal tragedy. Does the Minister agree that the number of Palestinian civilians and children who have been killed over the past month is intolerable? And does he agree that Israel must make changes to how it is fighting this war, by taking urgent and concrete steps to protect civilian life?
I am gravely concerned by the desperate reports from hospitals in northern Gaza. These hospitals were already overstretched with the wounded, short of fuel and filled with civilians seeking shelter. Doctors are now forced to make impossible choices as they try to care for the wounded and newborns, without power. Some of those newborns have now lost their lives—unbearable.
Medical establishments have special protection under international law. They should never be targeted or used as shields. All parties must follow international law, acting with necessity, distinction, proportionality and precaution. Allegations of breaches should always be treated with the utmost seriousness.
The Minister said last week that the Government support the independence of the International Criminal Court, as does the Labour party, but he failed to answer whether the Government recognise its jurisdiction to address the conduct of all parties in Gaza. As Prime Minister, Boris Johnson rejected that jurisdiction and attacked the court. Labour recognises the ICC’s jurisdiction. Can the Minister clarify his Government’s position today?
Gaza is in a humanitarian catastrophe. More than 1.5 million people have been displaced, and there are desperate shortages of basic essentials. Does the Minister agree that the short pauses in the north are clearly not enough? Gazans need aid now. They need medicine now. They need water now. They need food now. They need fuel now. A full, comprehensive and immediate humanitarian pause in fighting across the whole of Gaza is needed now to alleviate Palestinian suffering and in order for Hamas terrorists to release the hostages.
Hamas’s stated aim is to wipe Israel off the map. They committed the most brutal attack on Jews since the holocaust and now they are using innocent Palestinians as human shields. I would like to register my shock that not every Member of this House can say this truth: Hamas are terrorists.
We must not give up on the narrow openings that keep the prospect of peace alive. That means preventing escalation, condemning violence from settlers in the west bank, condemning rocket attacks on Israel from Iran’s proxies in Lebanon and elsewhere, and creating a future where Gaza is not subject to occupation. Meanwhile, international diplomacy evolves and the facts on the ground are changing day to day, in relation to both hostages being rescued and Hamas’s capability to carry out attacks such as we saw on 7 October. As the Leader of the Opposition set out to Chatham House, we must move to a full
“cessation of fighting as quickly as possible...the reality is that neither the long-term security of Israel nor long-term justice for Palestine can be delivered by bombs and bullets.”
We must seek a path to a political process that leads to two states, a secure Israel and an independent Palestine.
I thank the right hon. Gentleman for his comments, and perhaps I should start by addressing those about the Foreign Secretary. Having a former Prime Minister and party leader as our Foreign Secretary, wherever one sits in this House, must be a plus. They will be able to exert British influence and policy highly effectively overseas, and I greatly welcome the appointment of Lord Cameron to the position of Foreign Secretary. As the House will know, he is an extremely experienced parliamentarian, and I have no doubt whatsoever that the House, the Foreign Office and the Government will gain enormously from his presence.
The right hon. Gentleman asked me whether I will commit to working closely with you, Mr Speaker, and of course there is only one answer to that question.

The situation in northern Kosovo is extremely precarious and warrants the urgent attention of this House. Last week, 30 NATO peacekeepers and more than 50 Serbian protesters were injured. Labour pays tribute to the NATO mission and our troops, and condemns all actions that raise tension, lead to violence and undermine efforts towards normalisation.
I visited Kosovo in January. Its people remain hugely grateful for the NATO intervention in 1999, led by the then Prime Minister, Tony Blair, and President Clinton. That intervention brought bloody violence not witnessed on European soil for decades to a halt. We are proud of our historic actions, but it is crucial that Britain plays its part now too. We must remain focused on de-escalation and the re-establishment of constructive dialogue between Pristina and Belgrade, uphold the sovereignty of both Kosovo and Serbia, ensure the rights of minorities on both sides of the border, and protect democracy. This matters for the strategic interest of our whole continent. We must seek difficult conversations today to avoid further violence and escalation tomorrow. Labour is committed to that, and that is why I visited earlier in the year, when tensions began to rise.
Despite our historic role in the region, the UK has all too often been absent from it. The issue has been absent from the Prime Minister and Foreign Secretary’s diaries, despite the important work of the UK envoy; the UK has been absent when it comes to taking actions to prevent interference in the region by bad actors such as Russia, which has been sowing the seeds of discord in the region; and, most crucially, we have been absent from the EU-led dialogue process. Does the UK support the rerunning of elections in the four municipalities concerned, and does the Minister agree that Kosovo’s Serbs should be expected to take part? Does he share my serious concern about the fact that the Serbian armed forces have been placed on the highest alert? Why has no UK Foreign Secretary visited Kosovo since 2016? It is time that the UK remembered its historic role in the region, and urgently started to show some leadership.
I thank the shadow Foreign Secretary for his contribution. He emphasises the significant British involvement in the region, and its importance to Europe, and to the United Kingdom in particular. On his question about the Foreign Secretary visiting, I point out that the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldershot, was in Kosovo and Serbia at the end of last year. As recently as 1 June, the Prime Minister had a brush-by with the President of Kosovo.
I agree with what the right hon. Gentleman said about the appalling attack on NATO forces. We have condemned without qualification that attack on the troops. I emphasise that additional Turkish troops will now be joining. As he will know, there were serious casualties among Hungarian and Italian soldiers; I join in what he said about that.
We are working very closely with our Quint partners to ensure rapid de-escalation of the violence. As Lord Peach, the Prime Minister’s envoy, has said, the UK has stood by Kosovo in the best and worst of times, and will continue to do so. On the elections that took place, we are clear that they are legal, but it does look as though they lack legitimacy.

Commons ChamberThe violence being inflicted on the Sudanese people is heartbreaking: the Sudanese people want peace, not violence. I am very grateful to the Minister for advance sight of his statement. They want calm, not fear, and they want a full transition to civilian-led Government, not conflict, but the hopes of the Sudanese people have yet again been smashed by the self-interest of a few generals.
The violence comes after months of faithful negotiations and a consistent commitment to peaceful demonstrations in the face of hardship and brutal repression. As of this morning, almost 100 civilians have been killed, including three World Food Programme workers. The violence is spreading across the country, and an already dire conflict could get even worse. Hospitals are running out of crucial supplies, aid access is now severely limited and there was already a food crisis across Sudan.
The UK has a special responsibility as the penholder for Sudan in the United Nations Security Council. We now need a plan for worst-case scenarios, including famine. We need regional international partners to join our calls for an immediate end to hostilities and to refrain from any action that could fuel the violence. I note the Foreign Secretary’s joint statement alongside Secretary Blinken this morning, of course, and I hope that the Government are sending the same message loud and clear to our partners in the Gulf and north Africa, as well as to those who may wish to exploit this tragedy.
One issue could be at stake: whether Russia is given its long-desired Red sea military base at Port Sudan. What is the Minister’s assessment of the risk that Russia, the Wagner Group or Eritrea will take advantage by backing the RSF? We need to face the reality that, if there is no ceasefire and no quick victory for either side, the conflict could spread and intensify further in Darfur, the south and the eastern regions. If that happens, the risks of mass atrocities and of regional destabilisation will increase. This year is the 20th anniversary of the start of the acts of genocide in Darfur. The lack of accountability and resolution for those crimes against humanity is part, of course, of today’s conflict, and we must do all we can to avoid the risk that such abuses will return, as the scale of the consequence would be great.
The integrated review refresh announced the abolition of the conflict, stability and security fund and that its replacement, the UK integrated security fund, would merge national and international security. I ask the Minister: how will the new UKISF engage with the situation in Sudan?
Chad, the Central African Republic, Libya and South Sudan are all vulnerable to spreading violence and are ill-prepared to cope with massive further flows of refugees. There are welcome steps towards an African-led mediation, with the African Union chairperson and the Presidents of South Sudan, Kenya and Djibouti all expected in Khartoum now for that to take place.
The whole House will recognise that this is a crisis of great severity and urgency. The risks to life and regional security are massive. We must clearly work together across this House with our allies, partners and through the UN to do all we can to end this brutal violence. The Sudanese people’s dreams of long-term peace must now be realised.
I thank the shadow Foreign Secretary for his words, the tone of his comments and the advice he has eloquently given. I also thank him for what he said about the dreadful disaster of the deaths of the humanitarian workers and standing in solidarity, as we all do, across the House, about that.
The right hon. Gentleman asked about the UN. As he rightly said, we hold the pen and there is a meeting later today. He asked about the messages that have been given. He will know that both the Troika and the Quad are engaged in this, as the Foreign Secretary said this morning. In respect of Russia and other regimes, we are of course watching very carefully any response from other members of the international community.
The right hon. Gentleman rightly mentioned what happened in Darfur. I first went to Darfur in 2005 to see for myself what George Bush, the President of the United States, referred to as a genocide then, and we are living today, as the right hon. Gentleman said, with many aspects of its legacy. Both the SAF and the RSF are again showing total disregard for the will and hopes of the Sudanese people, who deserve so much more and so much better.

Commons ChamberLet me return to Alaa Abdel Fattah, a British citizen and democracy campaigner who was imprisoned in Egypt for sharing a Facebook post. His mother waited outside Wadi el-Natrun prison on Monday for the weekly letter from her son, but no letter came out. He has stopped drinking water and his life is now in grave danger. For too long, the Government’s diplomacy has been weak. The Prime Minister raised the case yesterday but failed to secure consular access before he did so. What diplomatic price has Egypt paid for denying the right of consular access to a British citizen? Will the Minister make it clear that there will be serious diplomatic consequences if access is not granted immediately and Alaa is not released and reunited with his family?
The shadow Foreign Secretary is absolutely right to raise that case. For that reason, the Prime Minister made a particular point of making representations to his opposite number in Egypt, and I very much hope that those representations will be heard.

Commons ChamberI am very grateful to my hon. Friend for that intervention. The Gates Foundation has had a profound effect on the way we see and act in international development. Our contacts with the foundation, already significant, are certainly set to intensify.
I welcome the right hon. Gentleman to his post. He has said a lot about aid, and clearly the role of his Department is hugely important in these matters. Does he accept, however, that in relation to developing countries, what goes on across Whitehall is hugely important? I hope he will also talk about his relationships with the Ministry of Defence, the Department for Environment, Food and Rural Affairs and those Departments responsible for matters that have an impact on poor people.
The right hon. Gentleman makes an extremely good point, and I hope to come to all those matters during my remarks.
I have had a letter from the hon. Gentleman on that point, and I wrote to him late last night. I apologise for the fact that he did not receive it in time for this debate. I should make it clear to him that several projects to which I put a stop will now proceed, and officials are in touch with those responsible for them, making clear our value-for-money requirements. However, I have cancelled five, including the one to which he refers, after looking very carefully at them and following advice from officials.
Let me list those five projects. I hope that the House will consider whether they should be funded from Britain’s development project. First, there was £146,000 for a Brazilian-style dance troupe with percussion expertise in Hackney. Secondly, there was £55,000 to run stalls at summer music festivals. Thirdly, there was £120,000 to train nursery school teachers in global issues. Fourthly, there was £130,000 for a global gardens schools’ network. And finally, there was £140,000 to train outdoor education tutors in Britain in development.
Spending money on international development in the UK rather than on poor people overseas seems highly questionable. We need to ensure that any expenditure has demonstrable outcomes in developing countries, and that is why I took the action that I did. However, I have written to the hon. Gentleman, and he will have a chance to see in some detail why we took those decisions.
Will the right hon. Gentleman comment on the Greenbelt festival, from which it was proposed that money be withdrawn? I make that point in the hope that he will appreciate that faith communities—particularly, the Christian community, as represented in that festival—have done a considerable amount over a considerable time to raise the prominence of development issues. We would not have had Jubilee 2000 and, then, Make Poverty History without that movement.
May I also say gently to the right hon. Gentleman that the projects that he outlined largely touch on young people—it is hugely important that they continue to lobby Governments to make more progress—and on ethnic minorities, in which regard we should recognise that when we talk about development, it includes those who have come to this country and look overseas to see what we are doing?
The right hon. Gentleman makes an interesting and not unreasonable point. However, the balance of judgment that has to be made is whether this money should come out of the ring-fenced development budget. As I said, we intend, in very difficult economic circumstances, to seek to carry the country with us as regards the validity of this budget. I have explained in some detail why that is so important on moral grounds, as well as on national self-interest grounds. I feared that the budget was in danger of being discredited by some of the existing schemes that I have decided to stop, and that is why I made that decision.
