Commons ChamberMy hon. Friend has also served and has great expertise in logistics and these matters. In many ways, that is the portfolio approach: having teams within MOD who are focused on a particular capability, potentially cutting across the frontline commands and the stovepipe approach. It has been particularly useful for complex weapons. In effect, as I have said, we will be using that with drones and uncrewed systems, but I am happy to look into it further.
I am also glad that my hon. Friend stresses the importance of the IDA in strat comms. Just to be clear, this is about having a way of calling out issues that I suspect and hope are not commonplace, but having that presence there will hopefully lead to cultural change, which is the key thing we want to see, so that we get into the habit whereby when we procure, we are looking at not just the platform but whether it has the key enablers. If we get the basics right, we will set programmes up for success.
I welcome my hon. Friend’s statement. He outlined several changes, and I am sure that his emphasis on people is absolutely correct. Procurement is not just a matter of systems, but about how they are implemented and who implements them, and the culture within teams is important too. Specification changes drive complexity, cost and delay. Does my hon. Friend agree that removing delay from the programmes is critical because, if for no other reason, the international security situation demands it?
My hon. Friend, who speaks with great expertise from significant ministerial experience, makes an excellent point. I agree with him wholeheartedly. There has been some debate about the issue of to what extent we can lock requirements so that they do not get changed, because it is a frustration. My sense, which I tried to share earlier, is that what we need to lock at the beginning are the top-level political decisions—for example, around the type of manufacture, be it sovereign, off the shelf or some combination thereof, which I think one could argue is the case for the New Medium Helicopter. If we do that, our SROs, officials and commercial teams will feel empowered, so that they can get on and rush to the finish line.

Commons ChamberYes, on several occasions, including in Kyiv and, more recently, last Thursday at the MOD, where I met with large, medium and small defence companies to discuss exactly that issue. There are a whole range of measures in place to increase the amount of arms, particularly arms replenishment, that can come through via UK companies. Having supported Ukraine from the beginning, we must support them all the way through to the end, and we intend to do so.
In June 2023, the Ministry of Defence published the Haythornthwaite review of armed forces incentivisation. Multiple teams are being stood up across Defence to implement all 67 recommendations, working to establish a reward and incentivisation architecture that will attract and retain skills. Meanwhile, I am delighted to say that the Army has just been named the UK’s No. 1 employer of apprentices for the third consecutive year.
I am aware that the MOD is the biggest single employer of apprentices, with more than 15,000 soldiers currently on the programme, and I have seen the excellent training and development that takes place at the Army Foundation College, which, as my right hon. Friend knows, is located in Harrogate. Does he agree that the apprenticeship scheme is not only bringing in future talent, but ensuring that those individuals have the skills for the remainder of their lives?
My hon. Friend is absolutely right, and I enjoyed my relatively recent visit to Harrogate. More than 95% of all non-commissioned recruits across the armed forces are offered apprenticeships mapped to their training. As he rightly says, that benefits not only Defence but the individual and the wider economy.
I commend the hon. Gentleman for raising this important matter for his constituency, and I am pleased to work with him on what we offer his service personnel. I have said that last winter was not good enough, but this year we are ramping up massively. We have at times withheld profit from contractors where they have not performed, but what I want to see from them above all is delivery. We have put in place the £400 million and I now want to see that delivered as improvements to houses, including work being done on boilers and on damp and mould. Thousands of homes will be supported this winter and hopefully we will be in a far better position.
My hon. Friend is absolutely right about that. The way that we can start along that path is that Hamas could release the 242 innocent civilians that they are holding hostage, which includes some Brits. That would open the door to starting to be able to get a resolution. That is what they should do, but sadly, I doubt that they are about to.

Commons ChamberI am grateful to the right hon. Gentleman for his support for AUKUS, which is a decades-long commitment. People talk about procurement challenges, and when we start this journey on submarines that will be delivered in the 2030s and 2040s, with some going on to the 2050s, it is not a journey we can stop halfway along or stop for a break in. To go back to the comments made by my right hon. Friend the Member for New Forest East (Sir Julian Lewis), let me say that sometimes parts of the Treasury struggle with that concept, so I am grateful for the extra money. AUKUS pillar 2 is incredibly important. It is about the next generation’s technology. One of the most important works we are doing—and we met in the Pentagon in December—is clearing away the International Traffic in Arms Regulations challenges that for so many years have held us back in being able to share our own technology with the United States or to collaborate properly to make a step change to give us the strategic advantage we need. We are going to be working on that, and I am happy to brief the right hon. Gentleman in detail on the future of the pillar 2.
My hon. Friend is incredibly right to point out how important France is to us. It is our main partner in Europe. It has similar-sized armed forces, with a similar expeditionary status and ambition. I speak to my colleague almost every two weeks—sometimes every week. I spoke to him twice last week, including my visit at the beginning of the week. A partnership on which we worked was more of the CJEF—the Combined Joint Expeditionary Force—where we work with them, training and exercising together; there is more work on complex weapons through MBDA, which is a great international consortium with factories in Bolton and Stevenage; and we are working together to make sure that we have the same requirements in shared operations, where we can work together in areas such as West Africa, where British, French and European interests are under threat from the likes of Wagner.

Commons ChamberI am very grateful to my hon. and gallant Friend and near neighbour. He invites me to ensure that Wiltshire gets more cash, in particular the excellent Wiltshire College. That is very tempting indeed. I hear what he says, and nobody is keener than I am on improving skills, particularly post 16. I am more than happy to discuss the issue with him, but I suspect that what he suggests would have a significant price tag and our colleagues in the Treasury would rather I did not commit.
Successful innovation delivers military effectiveness and advantage, which is why the Ministry of Defence works closely with UK industry and academia, including small and medium-sized enterprises, to identify and invest in innovative technologies that address our most pressing capability challenges, as well as publishing our future priorities to incentivise investment. We are already testing and deploying those technologies, building on the work I saw last week at MOD Abbey Wood.
It is very good to see my hon. and learned Friend in his place. I welcome the world-leading investments the Government have made in new technology to combat the threats in the space and cyber realms, but can he assure me that the necessary investment in those new areas acts to complement, not replace, our conventional forces, and that they are also seeing record investment, modernisation and improvement?
Our forces must be able to adapt to meet the threats set out in the integrated review. As my hon. Friend rightly said, that includes those relating to the space and cyber domains. The £6.6 billion being invested in research and development over the four years of this spending review period provides the opportunity to modernise and adapt to meet these new threats, while complementing and in some cases even enhancing the lethality of our conventional forces.

Commons ChamberI am familiar with Kromek and its capabilities, and my hon. Friend is absolutely right to say that it is often SMEs that produce the most brilliant ideas, often working with excellent British universities. DASA finds and supports new ideas within defence, and I am delighted that SMEs make up some two thirds of the projects that DASA supports. Funding is also available for specialist innovative projects through Defence Science and Technology.
Building on the comments about SMEs, the conflict in Ukraine has shown the benefits of technical innovation, particularly in the area of drones, and we have great SMEs in this country that are keen to help, so could my hon. Friend explain a bit more about how he is engaging with that sector?
I thank my hon. Friend for his question, not least because it gives me the opportunity to say how keen the entire defence sector is to support our friends in Ukraine in every way we can. We recently completed the application phase of our Ukrainian innovation fund competition, and no fewer than 295 proposals designed to deliver capability to our friends in the Ukraine in the very short term were submitted from 205 different companies. Many are being closely scrutinised, including 17 that have been shortlisted for immediate attention, and I am proud to say that the majority of contributors were SMEs.

Commons ChamberI think there are two points to make to that. First, the UK Government were able to anticipate what has happened because our intelligence services did an extraordinary job in understanding what the threat was, and our alliances with other intelligence services around the world worked brilliantly. That is a useful correction to 20 years of doubting intelligence when making decisions in this place, because our intelligence services remain among the best in the world. To the hon. Gentleman’s question about whether the right or wrong kit was given, I think that, absent any decision a decade ago to begin Ukraine’s transition to NATO-calibre weapons systems, which would have been an overt step on the way to Ukrainian NATO membership—we can discuss whether or not that is a good thing—the right thing to do in those circumstances was to grab stuff that was on the shelf and available to be brought to bear immediately in the defence of Ukraine. That is exactly what we did.
Ukrainian armed forces have robustly resisted all Russian axes of invasion, conducting effective ambush and artillery strikes on Russian military convoys and maintaining air defences that are limiting Russian air superiority. Ukrainian resistance is significantly restricting Russia’s ability to deploy combat power against Kyiv. It is unlikely that Russia has achieved its planned objectives at this stage of the invasion.
I thank my hon. Friend for that answer. My constituents have told me that they want to see the Government continue to support the Ukrainian resistance in three ways: humanitarian assistance in the region; welcoming refugees here; and military aid. We have seen the news that the Ukrainian army is retaking parts of its area from the Russians, so as the Ukrainian need evolves, will he ensure that our support evolves to meet that changing need?
I certainly can assure my hon. Friend that that is the case. As I said in response to an earlier question, we are looking a week, two weeks, two months and three months ahead in order to give the Ukrainians strategic depth and in order to bring to bear our technological and industrial advantages and to provide them with the kit we think they will need, not just in the next few days but in three months’ time, so that they can continue to ensure that President Putin fails in his endeavours in Ukraine.

The Department is investing in emerging technologies around the country as part of the defence supply chain. What steps is the Minister taking to ensure that the next generation of armed forces personnel, including those at the Army Foundation College in Harrogate, are trained to take advantage of them?
I thank my hon. Friend for the question. We have more than 1,000 science, technology, engineering and mathematics—or STEM—representatives. We ensure that about 90% of all non-commissioned roles have the opportunity to take apprenticeships, which go right the way across new areas of skills, including STEM skills. That includes the outstanding Harrogate College. From memory, part of the syllabus includes space, autonomy and cyber. We are ensuring that we are absolutely at the cutting edge.

Commons ChamberI welcome the hon. Lady to her place, and I wish her well in her new appointment. The key thing we can all do is to not talk down our veterans, but instead talk them up. Overwhelmingly, there is a mismatch, and a misconception among the public about whether service damages veterans. Service does not damage veterans. Overwhelmingly, veterans leave as better people with terrifically useful transferable skills. That is why overwhelmingly the vast majority get gainful employment six months after leaving. The story of veteran employment is something of which we should be hugely proud.
Service families are an integral part of the armed forces community. We want people in the armed forces to be able to sustain a family, but also a military career. I am grateful to my hon. Friend the Member for South West Bedfordshire (Andrew Selous) for his critically important report “Living in our Shoes”. We look forward to taking the recommendations from his report into our armed forces families strategy as part of our efforts to ensure that defence people can sustain family life.
I thank my hon. Friend for that answer. I think the Armed Forces Bill will be very helpful in ensuring that families receive the same level of consideration from public bodies wherever they live, but may I focus on education? Moving schools when moving postings is a regular part of service family life that can have a disruptive impact on a child’s education. As my hon. Friend takes forward his work, can I ask him to place a particular focus on education for service families’ children?
My hon. Friend makes a very important point. I am pleased to report that there are now changes to the school admissions code in place that will allow flexibility. This will allow service children to join a school during the school year, and I am delighted to be able to report that. As I have already mentioned, that, in tandem with wraparound childcare and the future accommodation model, demonstrates that we are committed to our forces families.

Commons ChamberI think that the answer to the hon. Lady’s question is that we will do our best, but of course what matters is that we are doing the right military things in order to create the right situations for prosperity and security wherever we are serving around the world. If the activity is not directly compliant, I am not sure that should stop us doing it. The reality is that there are many things that Defence does, not least the forthcoming deployment to Mali, where we will set the conditions for security in a very troubled country, which does not meet the definition, but is a very worthwhile thing to do and has real positive humanitarian effects.
Responding to the covid-19 pandemic has been Defence’s highest strategic priority, and as part of the national response thousands of service personnel and veterans have been active in every region of the United Kingdom and devolved Administrations.
I thank my hon. Friend for that answer. I think the nation has been inspired by the actions of one veteran during this pandemic, and that, of course, is Captain Sir Tom Moore, but veterans from all of our services have got so much to offer—skills in a wide variety of areas, involvement in many community groups and an approach to getting things done—so how is my hon. Friend ensuring that veterans are kept safe while they provide their invaluable support?
As I mentioned earlier, during this period I have been acutely aware of how our needs for our veterans have changed or moved along during the pandemic. We have rolled out a series of services—the veterans trauma network; the transition, intervention and liaison service; and the complex treatment service. We are working towards that place where we can build a panoply of services so that all of our veterans are looked after in this country, in line with the Prime Minister’s intent.
I will not take any lessons from the hon. Lady on standing up for veterans. State pensions are the responsibility of the Department for Work and Pensions, and she is well aware of that fact. This arrangement has been conducted by successive Governments for over 70 years, and questions about the policy should be directed to the Department for Work and Pensions.
On 21 September, I made a statement to the House on allegations that the Ministry of Defence had blacklisted the media outlet Declassified UK. An independent review that I ordered into those allegations has now concluded and I have placed a copy in the Library today. The review concludes that the Ministry of Defence does not operate any policy of blacklisting and has no direct political bias. However, on this one occasion, individuals acted as if there was such a policy. That was wrong and, on behalf of the Department, I apologise. As long as I am Secretary of State for this Department, we will not tolerate any form of bias within the communications directorate, and I fully accept the findings of the report and will be taking forward its recommendations.
I thank my right hon. Friend for his statement. May I ask him about the recent funding announcement for his Department and what that means for the Army Foundation College and the junior soldiers who attend it? The college is, of course, located in Harrogate and has Captain Sir Tom Moore as its honorary colonel.
I had better not cross that, then. My hon. Friend has rightly championed the Army Foundation College, which was assessed as outstanding during its most recent Ofsted inspection. The college is just one part of the training and education that make our armed forces admired across the world. We expect it to continue to play that role as we modernise the armed forces and train the skilled persons we need to meet future threats.
As we approach and prepare for Christmas, I would like to place on record that not only the young men and women training in the Army Foundation College and the other depots across the United Kingdom, but the men and women operating above the sea, below the sea, in Iraq, Afghanistan and right across the world will be standing guard and looking after our values and interests and allies while many of us are getting time off at home. I think this is the last Defence questions before our Christmas session, and, on behalf of my Department and my Ministers, I would like to pay tribute to them.

Commons ChamberAs part of the national covid-19 response, Defence has supported NHS trusts in a variety of ways, with the distribution of personal protective equipment and diagnostic equipment, the planning, construction and staffing of Nightingale hospitals, and service personnel to conduct testing. We have established a winter support force of approximately 7,500 to ensure our continued support throughout the winter 2020-21 period.
Throughout the covid support force, the armed forces have committed personnel and time and effort in helping the rest of government to meet this challenge, including local government.
With regards to remembrance, despite the covid-19 restrictions in place this year, every effort will be made to ensure that the occasion can be marked appropriately and that the contribution of our service personnel is recognised. We should all take time this week to reflect not only on the sacrifices of past conflicts, but on the sacrifices of and work that our armed forces personnel are doing right now all over the United Kingdom in making sure that this country gets through the worst of covid.
The role played by our forces in the construction of the Yorkshire and the Humber Nightingale hospital in Harrogate was very impressive. They brought engineering, logistical and organisational expertise to the project, working alongside the NHS trust and Harrogate convention centre. Will my right hon. Friend focus on the additional, complementary skills that our forces can bring to combatting this virus, particularly the speed with which they can act and be deployed?
My hon. Friend highlights the important effort that the military made in setting up the Nightingale in Harrogate. I visited it during the set-up time, and it is also welcome that that Nightingale has been used for other NHS tasks, which is an important step in building NHS capacity where it is under pressure elsewhere. Of course, we should make sure that we always bring to bear the best of our armed forces to help wherever we can right across the board. Resilience is Defence’s middle name, and it is that key part of our skill that we are bringing to support most of government across the country.
