That is a very important point. We are looking at additional ways we can support people, through Access to Work, to travel to and from their home to work and in terms of their ability to work from home. There are opportunities for us to make some of those changes more permanent as we start to return to normality.

The Minister talks of fairness with regard to the two-child limit, but how can it be fair that the 60,000 families who have made a claim since lockdown began, who could not have anticipated having to claim universal credit, are now struggling to feed their third or subsequent children? They could not have planned for this; how is that fair?

We recognise that people face unprecedented financial pressure as a result of covid-19. That is exactly why the Government have invested £6.5 billion in our welfare system, increasing universal credit by £20 per week, increasing tax credits and increasing the local housing allowance.

My hon. Friend is quite right. At every single jobcentre that I visit—I visit one every week on average —I get that same feedback, and the one thing that staff would like to change is the reputation. It would be helpful if Opposition Members visited their jobcentres, spoke with work coaches, got that understanding, and desisted with the unhelpful scaremongering.

My constituent, a mature student with a wife and child, claimed UC and provided all the information that was required. The DWP later announced that it had made an error and asked my constituent to pay back £2,416. He has had to give up his studies, and his family is now in hardship. Does that incompetence not demonstrate why people are so scared to make a UC claim? While the Minister for deep-fried Mars bars is at the Dispatch Box, will he explain why he still has not apologised to me and my colleagues?

Thank you very much, Mr Speaker. As my hon. Friend the Member for Glasgow North East (Anne McLaughlin) pointed out, the Under-Secretary of State for Work and Pensions, the hon. Member for Colchester (Will Quince), was in several of our constituencies last week and did not give any of us the courtesy of informing us. I would suggest to the Minister that rather than gadding about eating deep-fried Mars bars and patronising us, he might want to meet the Glasgow Disability Alliance, whose hustings I attended during the election campaign. Its fury at Tory incompetence on the benefits system is well known in the region, and he should meet it rather than disrespecting all of us.

As I have set out, we will be looking carefully at the judgment, but the hon. Gentleman highlights something. As constituency MPs, we all have cases in which it is clear that, with additional written and oral evidence, a different decision could come about. That is why it is right—it is a departmental priority—to improve the mandatory reconsideration stage, so that more people can get the correct decision much quicker, without the long independent appeal process.

There is a letter in the post to the Minister about this case, but I do not know whether he will be there to receive it, so I thought that I would ask about it here. My constituent has a long-standing diagnosis of Asperger’s, but her PIP assessor ignored the detailed medical evidence that she had provided and performed a five-minute mental state test involving taking 25p away from £1 and spelling the word “world” backwards. Her decision letter stated that she had

“no cognitive sensory impairment diagnosed”

and

“no evidence of a cognitive impairment”.

Surely constituents should not have to come to their MP to get such evident mistakes overturned. The Minister should be getting things right first time, rather than going for mandatory reconsiderations.

I have gone from being the Secretary of State to potentially not having a job in the next couple of days in the space of one question, but I will look at that letter carefully. I actually agree with the hon. Lady’s point that we want the right decision the first time. We want claimants to be able to access the crucial medical evidence that can assist with assessments. Assessments are right more often than not, and only a small percentage of claims ultimately need to be appealed, but we need to learn lessons wherever there are mistakes, and I will take that case seriously.

I thank the hon. Lady for raising this. I am determined to ensure that local authorities are correctly informed so that they can support not only the managed migration pilot but managed migration overall. That is one of the things we hope to learn from the Harrogate pilots. We will be giving them a small amount of extra support to ensure that we can learn properly from the jobcentre. Perhaps that will be one of the things we will look out for.

The Secretary of State should be aware that one of the canaries in the universal credit system is in the transition from live service to full service. One of my constituents was forced to make an entirely new claim, but errors were made. My constituent’s income was interrupted, split payments were cancelled and they had to explain the situation again and again to jobcentre staff. Reassessment on health grounds was proposed, despite my constituent having been granted a 24-month bye on the live service before the move to full service. How can my constituents have confidence in the Government when the system is so riddled with errors as it evidently is? Is it not the case that, for many people, the canary in the universal credit system is dead?

It is disappointing to hear from the hon. Lady that her constituent has had such a difficult time. I hope that we will be able to erase any errors that have taken place in the past and ensure that we have a seamless process in future. I would just tactfully point out to her that the system this replaces had many more problems. I would like this system to be perfect, and it is my aim to get it as close to that as possible. The previous system, which had six different benefits in three different places, was incredibly hard work and really cruel to some constituents, and I hope that most people appreciate that this system will be more effective and efficient.

I am glad to be speaking for the Scottish National party in this debate, because it is an important issue on which I have campaigned for some time, particularly in relation to the two-child limit. I will discuss that in my speech.

It is perfectly clear that the welfare state is no longer a safety net for those who need it. It is a labyrinthine maze of bureaucracy, traps and loopholes to cheat people out of ever feeling safe or supported. The safety net is full of holes. This Chancellor, like the one before him—and, no doubt, the one to follow—has attempted to balance the books on the back of sick, disabled and vulnerable people. Even by the UK Government’s own flawed criteria, they have abjectly failed. The IFS has said that the Chancellor’s plan of running a budget surplus by the mid-2020s is no longer a sensible proposition. Public spending was as high in 2018 as it was in 2008, but what have we got to show for it? We have a rise in child poverty, in homelessness, and in food bank usage. In the fifth richest country in the world, that is a shameful situation. The two-child policy alone is expected to push thousands of families into poverty by the end of this Parliament. The Child Poverty Action Group has said that if we were to intentionally design a policy to put children into poverty, we could not do much better than that one.

The report “All Kids Count: the impact of the two-child limit after two years” was issued last week by the Church of England, CPAG, Women’s Aid, Turn2us and the Refugee Council, with support also from the Interlink Foundation, representing the Orthodox Jewish Community. It paints a stark picture: of families forced into poverty, debt and borrowing money from friends and family. I have to say that the hon. Member for Middlesbrough South and East Cleveland (Mr Clarke) is absolutely incorrect in so many of his assertions on this policy, because it will affect families in so many different ways and it absolutely traps them in a situation where they cannot work their way out of poverty. I commend this report to him, because it has modelled this. I recommend that he read all of its details, because it makes it absolutely clear that families cannot compensate for the two-child poverty through work.

The report gives the example of a single parent with three children working 16 hours a week at the national living wage—the pretendy “living wage”—and says that she

“cannot ever compensate for the loss of a child element by increasing her hours, if she incurs childcare costs from doing so (because these are never covered in full by universal credit). Only if she can access free childcare (e.g. by using help from family members in addition to the free entitlement for 2-4 year-olds), can she compensate for the loss, but she would still have to more than double her hours from 16 to 40 per week.”

This is also true for families where there is a couple and for others: nobody can work their way out of the poverty caused by this policy.

The findings from a survey done on the two-child limit by those who are claiming are stark—the impact on those families is dreadful and in some cases it results in family breakdown. That ought to concern the Tories, who seem to like to maintain the family in all circumstances. I will read out some of the quotes. One read:

“I’ve recently split with my long-term partner and father of my four children. When I had my children, I did not intend to be a single parent— and now that I am, I feel like I’m being penalised by the government.”

Another read:

“My partner became ill and unable to work due to disability and I’m now at home having to care for him and our four children. Me and my partner are literally not eating at all during the day to feed the children.”

I would like to see the hon. Member for Middlesbrough South and East Cleveland try to justify why that is fair, because it is absolutely not.

The report shows 95% of families who responded reporting that the two-child limit has affected their ability to pay for basic living costs, with 88% saying it had affected their ability to pay for food, 88% saying it had affected their ability to pay for clothing, 71% saying it had affected their ability to pay for gas and electric—and the list goes on. This is absolutely catastrophic for these families and they cannot do anything to get out of the situation.

I thank the hon. Lady for bringing that report to the House. Does she not agree that, contrary to what the hon. Member for Middlesbrough South and East Cleveland said, life is full of unforeseen and unintended occurrences and the welfare state is simply there to help us out with all of them?

None of the families in this report could really have predicted their circumstances when they had their children, and this has been acknowledged by the Government, because they said that if the child was born after the cut-off date in April 2017, it would be unfair to bring this in. They have acknowledged that it is unfair for some families but not for all families, but if they acknowledge it is unfair for some, they should just scrap this brutal policy for all and for ever.

Despite all this, families are trying to cut back. They are trying their best to get by. One parent said:

“We try our best to make sure

the children

“are well fed and pick up the leftovers if they leave anything, or just toast.”

So families—parents—are living on just toast, at best. What kind of society is this that the Minister presides over? Families are not able to pay their bills and are going into arrears—into debt—which means they risk going into homelessness and losing the roof over their head. They are relying on other members of the family to try to support them. One woman said:

“At 36 years old you shouldn’t have to rely on your mum and dad”

to feed the children. People are going into debt because they are not able to pay for things because there is no spare money. They are going into debt on credit cards and with the other types of lenders. Families are so far away from being able to pay for these things that it puts tremendous financial strain on them.

The two-child limit also has an impact on other members of the family. Other children feel as though they are losing out because of their baby brother or sister. That is really quite sad. It gives me a lot of pain to think that children feel as though they are losing their ability to go out and have fun, to live their lives, to go swimming or to do anything else they want to do, because their parents were unfortunate enough to have a third child. That is absolutely appalling, and it affects families’ mental health and wellbeing, as I have said.

The two-child limit has lots of other impacts. There is good evidence from the survey—which should concern all Members, regardless of their opinions on the policy—that families are choosing to abort healthy babies because they are worried about how the two-child limit is going to affect them. [Interruption.] The hon. Member for Chippenham (Michelle Donelan) shakes her head on the Front Bench, but there is evidence. She should read the report and do something about it.

There are also issues for women who have come through refuges—through domestic abuse—and who have to use the rape clause to claim for a third child. Nobody should have to fill in a form to prove that they were raped, just to put food on the table. That is unacceptable, and the Government’s policy is despicable. Last year, 190 women were forced to fill out the form. The figures are not yet out, so I do not know how many women are affected this year, but my bet is that it will be more.

The impact of the rape clause is such that those 190 women are not even all the women who are likely to be eligible for support. There is in the report a good and heartbreaking case study about a woman called Sabrina. The name has been changed, but it says Sabrina in the report so that is the name I shall use. It says:

“Sabrina had been experiencing abuse at the hands of her husband for almost a decade when she and her two young children came to a Women’s Aid member refuge in England. Whilst in the refuge, Sabrina discovered that she was pregnant…Sabrina wept at the news—tears of anxiety and worry about how she was going to cope financially when she eventually moved out of the refuge. Sabrina knew that, because of the two-child limit, she would struggle to bring a third baby into the world. She couldn’t bear the thought of having to tell the government how the child was conceived—out of abuse and fear—in order to get the money she was entitled to. Soon, she packed her family’s bag with the few belongings they had and returned to the home she had shared with her abuser, utterly defeated.”

That is not a situation that this Government should be putting women in. They should be helping women out of abusive relationships, not sending them straight back to their abusers for fear of losing out. I do not want to hear about how a form can be changed and what could happen to make the process better; it should not exist at all. There should be a universal support system for everybody, and that is why it is such a fundamentally important issue.

Although I know that others wish to speak, I could go on all afternoon about the injustices of the two-child policy, because it also affects religious minorities who cannot or will not use contraception or abortion, and it affects refugee families, who come here, wait a long time to be processed, and then find that they are not able to get the entitlements that they had hoped to get to support themselves and their families. The impact of the policy is devastating, and it disproportionately affects families who are already in work. The Minister should look at the report, look at the evidence and scrap the two-child policy, and the rape clause that stands part of it, immediately.

I will turn now to some of the points made in the debate. The hon. Member for Wirral South talked about the WASPI women. This Government have introduced transitional arrangements costing £1.1 billion. This concession reduced the proposed increase in the state pension age for more than 450,000 men and women, and it means that no woman will see her pension age change by more than 18 months relative to the 1995 Pensions Act timetable. As numerous hon. Members have pointed out, if we were to reverse the state pension changes made under the previous Pensions Act, it would cost more than £200 billion up to 2025-26.

Moving on, the two-child policy ensures that parents in receipt of benefits face the same financial choices when deciding to grow their families. As announced in January, we will no longer be extending the policy for new claims for children born before April 2017. Turning to the benefit freeze, I have already made it clear that we will end the freeze in 2020. As for universal credit, the principle is to have a simpler system, with six benefits rolled into one. When it comes to supporting children, I play a role in the early years ministerial group, which was chaired by the former Leader of the House, my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom). That group is looking at numerous options around cross-departmental work on supporting children.

I will come to the points made by the hon. Lady.

The hon. Member for Oldham East and Saddleworth raised several points. The Government are spending £55 billion a year on benefits to support sick and disabled people. In 2019-20, our spending on main disability benefits is £9 billion higher than in 2010, and main disability benefits are exempt from the benefits freeze. On universal credit, as I have pointed out already, around 1 million disabled households will receive an average of around £100 more a month.

I agree with my hon. Friend the Member for Truro and Falmouth, who is no longer in her place, and she will know that we are working with employers through our Disability Confident scheme, giving them the tools and advice to support staff with a disability or long-term health condition. Over 12,000 employers have now signed up. The Minister for Disabled People, Health and Work, my hon. Friend the hon. Member for North Swindon (Justin Tomlinson), will pick up her suggestions. I thank her for the work she did when she was in the Department.

The hon. and learned Member for Edinburgh South West (Joanna Cherry) made an intervention in relation to the Scottish child payment. I understand that the Scottish Government have laid out their plans to introduce an additional £10 a week for eligible children in Scotland, and I should say that we welcome the overall commitment to tackle poverty, but we note the challenge and look forward to understanding the impact of the payment in detail. We will continue to work with the Scottish Government on the impact and introduction of that payment.

Turning to the remarks from the hon. Member for Airdrie and Shotts (Neil Gray), the pensions dashboard is a digital interface that will allow individuals to see their pension savings online in one place to assist with their retirement planning, and I welcome the cross-party collaboration on that. On the pensions Bill, we intend to bring forward legislation when parliamentary time allows.

We are a Government determined to help the most vulnerable, to support them into work, to support them to stay in work, and to support them when they cannot work. We will continue to do that through all the support that the Department offers, and we will continue to assess and adjust that support by listening, learning and improving. I have met and visited several stakeholders, valuing and taking on their expert views, so we are always listening to colleagues, stakeholders and, most importantly, our constituents, whom we are here to serve and support.

I am grateful for the opportunity to take part in this important debate, and I thank the Opposition for moving the motion.

The IFS’s recent report, “Inequalities in the twenty-first century”, which partly prompted today’s motion and debate, states:

“Too often the debate takes place in silos, focusing on just one type of inequality, a specific alleged cause or a specific proposed solution.”

Indeed, looking back at debates in this House over the past few years—when we had the time to divert our attention from the Government’s Brexit shambles—there have been many discussions on issues such as changes to housing benefit, scrapping student nurse bursaries, freezing working-age benefits, the impact of the state pension changes on women born in the 1950s, income tax changes that disproportionately benefit those on the highest incomes, and universal credit, which in itself covers a plethora of issues that could be the focus of this debate—the two-child limit, the five-week wait or the cuts to disability premiums. Although Members can argue back and forth, as they have done and will again, about the merits and demerits of these individual policies and others, what connects these disparate issues is a sense that the UK Government’s priorities are not geared to tackling inequality across these isles. The Secretary of State is right to say that we all came into politics to improve the lives of others, but we differ on the route to improving people’s lives. The evidence shows that the Government are not tackling burning injustices; they are fanning the flames with petrol.

This debate was originally scheduled for 22 May, which would have been apt as that was also the day when Philip Alston, the UN rapporteur on extreme poverty, released his final report on the impact of austerity and human rights in the UK. If anything, however, having the debate today makes it even timelier, given that the UK Government’s denial and abnegation of the report’s findings have been almost as concerning as the report itself. We must remember what Mr Alston actually said:

“The bottom line is that much of the glue that has held British society together since the Second World War has been deliberately removed and replaced with a harsh and uncaring ethos.”

It seems clear that, collated together, the issues I mentioned earlier, and others, have contributed to some of the stark reading contained in the rapporteur’s report. I hoped that, given the time that has now passed in which to reflect on Mr Alston’s findings, the Minister or the Government would offer a clearer outline of what the Government intend to do about the concerns raised, today or in the near future. Sadly, that has not been offered.

We contrast what we hear in the report about the UK Government’s issues with Mr Alston’s conclusions about the devolved Administrations. He said:

“Devolved administrations have tried to mitigate the worst impacts of austerity, despite experiencing significant reductions in block grant funding and constitutional limits on their ability to raise revenue. Scotland and Northern Ireland each report spending some £125 million per year to protect people from the worst impacts of austerity and, unlike the United Kingdom Government, the three devolved administrations all provide welfare funds for emergencies and hardships.

But mitigation comes at a price, and is not sustainable. The Scottish Government said it had reached the limit of what it can afford to mitigate, because every pound spent on offsetting cuts means reducing vital services.”

Those are Mr Alston’s conclusions.

So many factors can directly and indirectly determine a person’s life chances, including family income, status and health. Although Governments cannot override or entirely supersede all these factors, they can and must try to put in place measures that at the very least do not widen or exacerbate them. Unfortunately, the UK Government’s record in the areas that can determine this appears to show that many of their measures would appear to do just that. Page 6 of the IFS report shows that there has been a sharp rise in the incomes of the highest earners, with the incomes going to the top 1%—the richest in this country—now being 8% of the total incomes, which represents an increase from 3% in 1970. The average pay for a chief executive officer in a FTSE 100 company is now 145 times higher than that of the average worker in those same companies—increasing from 47 times higher in 1998—while household earnings have stagnated at the bottom end of the income distribution. After adjusting for inflation, the lowest earning households today can earn little more than their counterparts did in the mid-1990s.

No one policy can end inequality or progress social mobility, which is why it is essential that all these areas—taxation, income distribution, social security, education, childcare and other policy areas—are looked at collectively and cognisance is taken of how interconnected and crucial a role they play in ensuring that future generations are more equal.

I wish, therefore, to focus on education, social security and tax changes, and policies directly about or impacting the state pension, as I believe that it is only by ensuring that those starting out have the opportunity to achieve all they can, that those who find themselves falling behind have a safety net that they can rely on and that those who have worked hard and contributed to the system throughout their lives are duly rewarded can we address inequality and stagnant social mobility.

Education is clearly key to tackling poverty, which is why the Scottish National party in government has made closing the attainment gap its absolutely priority. This has led to recent statistics showing a record high for school leavers going to positive destinations. For those who have chosen the destination of higher education, there are free tuition fees, which the Social Mobility Commission “State of the Nation” report acknowledges have

“Contributed to the increased number of disadvantaged people attending university.”

However, for those who have chosen instead to enter the world of work straight from school, the UK Government’s age-discrimination policies in respect of national living wage entitlement make life more difficult, as many find themselves doing the same job as their colleagues but for far less pay.

The Scottish Government’s “Every child, every chance: tackling child poverty delivery plan” contains a detailed and ambitious plan for reducing child poverty rates and places education at the forefront of this effort by addressing some of the issues that directly and indirectly affect a child’s chances of getting the best start in life, through initiatives such as a new minimum school clothing grant payment to help low-income families to have more money for school uniforms and £1 million of new practical support for children who experience food insecurity during the school holidays. The Social Mobility Commission acknowledges that these plans are made more difficult in Scotland due to “UK-wide benefit changes”. It is to some of those changes that I shall now turn.

The 2015 Budget announced some of the most punitive cuts to social security in recent memory. We are now starting to see those cuts actively reverse previous reductions in child poverty. The Budget saw the removal of the ESA work-related activity group and the cuts to universal credit work allowances, and the introduction of the two-child policy and a harsher benefit cap, as well as the benefits freeze. The freezing of benefits has made it almost impossible for those already struggling the most to focus on long-term advancements and improvements in their job prospects, their life chances, or their family’s wellbeing. Instead, they have to focus on month-to-month survival, with no certainty about whether they will have enough for the bare essentials.

My hon. Friend is making a good point. Does he agree with the Church of England analysis that a single parent with three children who works 16 hours at the Government’s pretendy living wage would now need to work 45 hours just to make up the cuts from the two-child cap?

I absolutely agree, and that is clearly impossible. Policies such as the two-child limit, on which my hon. Friend has been a doughty campaigner—she has led the campaign against that pernicious policy—affect the life chances of all members of the family. For the parents, it may mean increased focus only on finding the bare essentials, which for the children means less money and less time for sports, travelling, holidays, extracurricular activities and other factors that play an often unacknowledged or underplayed role in equipping children with the skills and experiences that will prove useful later in life. Often, the focus in these debates is solely on the income side of the equation, and less attention is given to those extracurricular activities and the often-ignored life-chances elements, but it is worth noting that the Child Poverty Action Group’s most recent report said that the removal of the two-child limit or the benefit freeze would be the best way to stop any increased rises in child poverty.

Housing costs have become the biggest worry for many up and down these isles, which is why the Scottish Government have embarked on an ambitious programme of council house building. Since 2007, some 86,000 affordable homes have been built and 59,000 homes have been built for social rent, and they are on course to reach their target of 50,000 in the lifetime of this Holyrood Parliament. The Scottish Government have also ensured that discretionary housing payments are available for those impacted by the bedroom tax and that the housing element of universal credit can be paid direct to the landlord. Although that is beneficial for those who choose that option, one problem I have been made aware of from recent casework is that when the landlord is the local authority, the Department for Work and Pensions takes no cognisance of when the rent is due to the council, meaning that housing payments are often made after the rent was due, leading to constituents being threatened with eviction proceedings by the landlord. I have raised that issue previously and hope that Ministers will look into it.

If we look at those approaching retirement age, or who are already there, we see that the Government’s recent announcement of changes to pension credit entitlement mean that some couples could lose out on up to £7,000 a year, because if one partner is under 65 they will have to claim universal credit instead. The longest running issue in this policy area, and on which the Government have shown little sign of wishing to help, is that of women born in the 1950s and the delays and changes, with little or no notice, to their pension entitlement. The issue has been debated many times in the Chamber already, and I do not wish to go over that ground in any great detail, but such policies mean that inequality is being exacerbated for people at a time of their life when they are least able or likely to be able to rely on work or education to assist them. I hope that we will have a chance to discuss Mr Alston’s report in more detail, but it would have been remiss of me not to highlight some of the aspects I have raised today.

I wholeheartedly agree with my hon. Friend. As the Minister knows, I have highlighted that issue time and again during Westminster Hall debates in relation to ME, fibromyalgia, arthritis and other lesser-known illnesses. The hon. Member for Ellesmere Port and Neston (Justin Madders) gave his own personal account, speaking passionately, on behalf of his wife, about fibromyalgia.

What has not been covered so far today, although I assumed that we might hear about it at some point, is the fact that conditions such as anxiety and depression are also deeply misunderstood, although they are often as disabling as a physical illness. Those invisible illnesses exemplify the way in which conditions without obvious symptoms can escape the untrained eye while wreaking havoc on people’s lives, but that, too, has not been recognised by the Department for Work and Pensions.

Anxiety and depression are not easy conditions to talk about, and many men suffer quietly with symptoms because they are too afraid to speak up. I think it incumbent on everyone in the House to speak up themselves, and to ensure that people know that it is okay to ask for help. That is because, sadly, the stigma that still exists around too many illnesses can make it very distressing to have to explain and justify the additional needs to loved ones or family members, never mind employers. I know from personal experience of losing a loved one to mental ill health that it is essential that these people have the recognition and support that they deserve, because I would hate to see more people lose their lives unnecessarily.

I have also recently tried to highlight how the cuts to disability benefits by this Government are making it more difficult for disabled people to live independently and with dignity. I see the Minister roll his eyes and I appreciate that he is just one of many Ministers who have taken on this departmental responsibility and I have every sympathy as he has a large ship to steer in the right direction, but the fact of the matter is that the DWP has failed to recognise many of the disabilities today, and if we are going to sit in this House and debate the subject it is only right that we address concerns about things that reside in Government Departments.

Many diagnosed with disability and a persistent long-term health condition can be empowered and enabled to seek the support they require to live a fulfilling and long life, but the reality is that there are higher costs to living with a disability. Many are unable to work, and the difficulties they face in navigating the welfare system can be seen in all our casework. Whether the Minister is willing to acknowledge that is another matter, but it is a simple fact that if we went to any case officer in any constituency we would hear the same problems. Disabled people face overall higher costs than non-disabled people, and the cuts to their income can be devastating because they often do not have savings; they do not have a fall-back. Many do not have a support system, so what does the Minister propose they do if the last people they can turn to are this state and this Government and they are not getting the support they need? The bottom line is that shaking our head and saying it is not the case is simply not good enough. We perhaps only hear the worst of cases, but if we are just hearing some of the worst cases I dread to think how many other people do not come to us, do not know how to be advocates for themselves, and do not know how to get the support they need. I dread to think how they experience the DWP service.

Where there is a gap that is supposed to be plugged by benefits such as the personal independence payment, people instead face the blatant discrimination of a disability assessment. Is it really right that someone should face a panel of people and a medical practitioner to prove an already diagnosed medical condition? Is it really necessary when they have a diagnosed medical condition to then further prove that medical condition to other health practitioners who are often not as qualified as those who made the original diagnosis?

The system is not working for people who need help, and that is because of the ideology of this austerity-driven Government. They are ultimately cutting on the backs of the poor. In 2016 the Government introduced regulations which specifically excluded people with psychological conditions from receiving higher points in PIP assessments. I appreciate that that was not under the Minister’s stewardship, but consecutive Ministers who have had responsibility for this area have failed to address these systemic issues.

It took a defeat in the courts for the DWP to overturn this practice. Is it right that public money should be spent trying to defend the indefensible? That demonstrates the direction of the Government, their perspective on disabled people, and their contempt for their additional needs. The DWP looks at the needs of disabled people at arms’ length, with assessments contracted to a private company.

While I appreciate that some of the assessors are highly skilled medical professionals who have the empathy required to work in a clinical setting, this is not always the case. Numerous constituents have complained to me of assessors who did not understand their illness and who could not imagine how difficult life is on a bad day with fibromyalgia or depression. They were simply not listened to, and the report they received simply did not reflect their experience of the assessment. Assessors are simply not trained in spotting these illnesses, and that is reflected in the points awarded in their assessment reports. The result is that people in genuine need either have to put up and shut up or they challenge the outcome through a gruelling mandatory reconsideration and appeals process. The very fact that the outcomes are often overturned at that stage implies that there is a systemic problem with the system. This is a flawed system that needs to be reviewed urgently, and I urge the Minister to take that action.

My hon. Friend is making an excellent point about PIP assessments. Epilepsy Scotland says that 77% of those who appealed when they lost out on their PIP won on appeal. The DWP denied PIP to over 53% of people living with epilepsy who had previously had DLA, so this absolutely bears out my hon. Friend’s point that those with particular conditions such as epilepsy are not being well served by the system.

I wholeheartedly agree. Fundamentally, this is all I want the Minister to take home today. I genuinely want us to be able to work cross-party across the House to get this right, because this is not simply about levelling this at the Government. We all have a responsibility to make the system work better.

As the Minister knows, I am a member of the Women and Equalities Committee, and we have consistently argued that more can be done to support disabled people. I think he would agree that there is always more that we could do within the built environment to support those with a disability. It is often not the disability itself that disabling; it is the built environment and the structures within society that disable the individual.

I agree wholeheartedly. Where would we be in this country without the volunteers? Let us ask the volunteers to take a day off and then see how this country survives. I say thanks to all the volunteers who get involved.

The hon. Gentleman is making an excellent point in thanking the volunteers and those who donate to food banks. The ones who are listed in the numbers do not cover the full gamut of people who provide help. The mosques, the churches and the gurdwaras in my constituency are also very generous in making sure that people can get a hot meal when they need it. Does he agree that those are also a valuable part of the community that contributes so much?

Yes, I do agree. In fact, I was in Bellshill West Parish Church last week and spoke to the ladies who are involved in this work in the community. These are people who are not recognised as helpers, but they do a tremendous job helping out to fill the gaps—no, they do more than that.

I wish that we did not have to live in a country where food banks are needed in constituencies such as mine across the country. NHS Health Scotland recognises that food banks are a symbol of a food poverty crisis in Scotland. It states that

“the existence of emergency food aid provision reflects the growth of chronic severe food poverty.”

The Trussell Trust is the single largest food bank provider in Scotland. It distributed more than 170,000 food parcels in 2017-18, which meant that Scotland received the second highest number of food parcels distributed in the UK by the Trussell Trust. In their recent research, the Independent Food Aid Network and A Menu for Change also examined the role of independent food bank providers in Scotland. They found that the Trussell Trust and the independent food banks collectively distributed more than 480,000 food parcels across Scotland in 2017-18. Let me repeat that figure—480,000 food parcels across Scotland.

In North Lanarkshire, 27,000 food parcels were distributed by food banks in 2017-18. The Trussell Trust also revealed that 5,000 of those food parcels were three-day emergency supplies. I want to send my best wishes to the Duke and Duchess of Sussex on the birth of their baby boy, but have to reflect on the fact that there are many children in my constituency who will not enjoy the same chances in life and who are living in food poverty.

Yes, I agree with that. The demand has gone through the roof. In fact, Coatbridge food bank has now doubled the size of its unit—I helped them to achieve that. That is not what I was going to say, but that is what has happened anyway.

We must look at the underlying causes of food poverty in Scotland. Oxford University carried out research into food bank users across the UK in 2017. It found that every two in five food bank users were waiting for benefit payments, with the delay in receiving payments being the primary cause of their food bank use. One in six households using food banks had at least one person in work, but that was often insecure employment, such as a job on a zero-hours contract. Food bank users were also found to have monthly household incomes of no greater than £500. Some 16% were even found to have no income at all in the month before they became a food bank user. The food poverty crisis is clearly driven by low pay, insecure employment and the Government’s welfare reforms.

The hon. Gentleman is making a good point about the causes of food poverty that are driving people to food banks. Some of my constituents have been designated as having no recourse to public funds and, despite being in work, they cannot earn enough money to feed their families and are forced to go to food banks. Does he agree that no recourse to public funds is a policy that this Government should ditch?

Yes, I do agree. I also believe that the Scottish Government could act as well. It is time for both the UK and the Scottish Governments to act. The devolution of welfare powers to the Scottish Parliament allows the Scottish Government to make different choices. They could listen to Scottish Labour’s calls to scrap the two-child cap and top-up child benefit by £5 per week. They could choose to not delay the implementation of the income supplement until 2022. Scots living in food poverty now cannot continue to suffer because of the Scottish Government’s inaction.

The UK Government have made a welcome commitment that they will seek to include an official measure of food insecurity in the annual Department for Work and Pensions survey of household incomes and living standards, but I have concerns as to whether the data collected will then be assessed by the Government to help them develop policies to combat food poverty. Data about the level of food bank use in Scotland already exists, thanks to the work of organisations such as the Independent Food Aid Network. I asked the Government whether they used that data to make an assessment of the level of food bank use in Scotland and how to address it, but I was told that the Government had made no such assessment. If the Government will not use the data that is already available, how can we be sure that they will use data collected in the future to help them develop policies to tackle food poverty?

I thank the hon. Gentleman for his further intervention. As I said, we have made improvements to the initial UC assessment period, including the removal of waiting days and advances of up to 100% of the indicative first payment. It is important to say that the advances are 100% interest-free, and people have to pay them back over 12 months; as of 2021, it will be over 16 months. However, he makes a fair point. We need to ensure that claimants are working with their coaches and are absolutely clear about what they are taking on. It is not a loan; it is an advance. We have to ensure that work coaches are advising appropriately and ensuring that options are available to the claimant. They do not have to take it all in one go, for example; they can take a small amount as per their needs at the time. I am willing to discuss that with him in further detail.

I mentioned the concerns that were raised and the changes that were made in the last Budget. In particular, we have put an extra £1.7 billion a year into work allowances, increasing the amount that hard-working families can earn before the taper is applied. That is an extra £630 a year for 2.4 million families, many of them in Scotland.

We are also working in partnership with Citizens Advice Scotland to provide a consistent UK-wide service and assist claimants to successfully make their universal credit claim. The Citizens Advice Help to Claim service offers tailored, practical support to help people make their claim and receive their first full payment on time. That service is available online, over the telephone and face to face through local Citizens Advice services. We are also working closely with the Scottish Government to help them achieve their goals on UC flexibilities. For example, UC Scottish choices are now available to all claimants in Scotland on full service who are not in receipt of a DWP alternative arrangement plan.

No one in the Government wants to see poverty increasing or reported increases in food bank use. The recent poverty statistics are, of course, disappointing. However, child poverty in Scotland has remained the same or decreased across all four of the main measures in the three years to 2017-18, compared with the three years to 2009-10. The statistics published in March this year represent a year—2017-18—when some families struggled to keep pace with rising costs, including a higher level of inflation, which the hon. Member for Glasgow South West (Chris Stephens) referred to, but since then there has been a year of real wage growth. Earnings have outpaced inflation for 13 months in a row, with real wages growing 1.6% on the year. The statistics do not reflect the substantial additional funding for our welfare system announced in the last financial year, which are only just beginning to take effect.

Increasing the rate of employment is not, however, the limit of our ambition. The Government have gone much further than previous Governments to support working people and have set out their ambition in the Chancellor’s spring statement to end low pay across the UK. UC works alongside other policies introduced by this Government to promote full-time employment as a way out of poverty and towards financial independence. In particular, it offers smooth incentives for people to increase their hours, and we are confident that as UC reaches more working families we will see more working full time.

Our national living wage, which is among the highest in the world, is expected to benefit more than 1.7 million people; and the increase to £8.21 from April this year will increase a full-time worker’s annual pay by more than £2,750 since 2016.

The Minister makes a point about the living wage, but it is not a real living wage as defined by the Living Wage Foundation. Also, it is not available to people under the age of 25. Why does he think that a 16, 17, 18, 19, 20, 21, 22, 23 or 24-year-old in the same job as a 25-year-old is not entitled to the same wage?

I thank the hon. Lady for her question. She has long campaigned on this issue. The national living wage that we have introduced will make a huge difference, but, referring to the wider point of poverty, I want to be clear that it is not just a Department for Work and Pensions issue. As part of my role, I want to work across the Government with my counterparts in other Departments—the Department for Environment, Food and Rural Affairs, the Ministry of Housing, Communities and Local Government, the Treasury and the Department of Health and Social Care—to tackle poverty in all its forms. We all have a part to play. I hear what she has to say, and I am happy to meet her at a later stage to discuss that issue at more length.

I pay tribute to the former Minister, who did a huge amount of work in this area to ensure suitable transitional protection for some of the most vulnerable people in the system. It is absolutely the case that those who are part of the managed migration will get full transitional protection.

We welcome the High Court decision and commend the individuals who brought their case for their perseverance. It is absolutely extraordinary that the Department for Work and Pensions thought it could get away with short-changing claimants who had already been made worse off by being moved on to universal credit. Because of the entirely arbitrary cut-off point where the DWP decided to stop naturally migrating SDP claimants, many thousands will miss out on £1,000 a month. That is completely unacceptable.

The ruling acknowledges what the SNP has been arguing since December: the Tories in Westminster are short-changing claimants who are owed back payments as a result of having their severe disability payments stopped. It is not only appalling that the DWP is short-changing claimants; it is appalling that people will now have to wait for those back payments until managed migration regulations are put through. Even then, it might take months to administrate them. My hon. Friend the Member for Glasgow North West (Carol Monaghan) has twice written to the Secretary of State asking for her to immediately initiate back payments, so that people do not have to wait.

Will the Minister tell the House why the payment of that money has been pegged to the managed migration regulations? Now that the ruling has allowed him to take stock, will he sort out this issue once and for all, and immediately put together regulations that legislate for the full back payments as a matter of urgency? There are now not one, not two but three ongoing cases where the DWP needed to investigate and initiate back payments of disability benefits on an enormous scale owing to error or to their policies being deemed unlawful. Will he ensure that no cuts to other areas of Government spending are being made to cover the cost of clearing up his Department’s mess? Does he really believe that, after all this, disabled people who require support can have any confidence whatever that the DWP has their best interests at heart?

I thank the hon. Member for the points she raises. To be absolutely clear, those who are part of the managed migration will get the full transitional support. The whole point of the gateway was to provide additional support for those who had changed circumstances that would not have been entitled to the full transitional protection. I absolutely understand the point about the urgency of bringing forward the regulations, but we want to ensure they are done in the correct manner so we do not replicate the errors of the difficult and complex legacy benefit, which we see in our surgeries as individual constituency MPs, whereby some of the most vulnerable people in society are missing out on the benefits to which we all agree they are entitled.
