As a member of the Environmental Audit Committee, on which the Minister served when we had the inquiry, we heard from groups in countries such as Vietnam, Cambodia and Thailand that they had UK plastic on their shores. Is it not time that we stopped exporting plastic waste and reprocessed it all here in the United Kingdom?

My hon. Friend makes a powerful point, which I am about to amplify. He is absolutely right that we have international responsibilities. As the public watched, listened and participated, that so grabbed society’s consciousness that a constituent wrote to me saying that there should be “regular showings and reshowings” of those programmes, as they are so convincing and powerful. I suspect in Cambridge they are rewatched on a regular basis already.

Attenborough calls plastic waste an “unfolding catastrophe”, and, sadly, the evidence backs that up. A report from charities Tearfund, Fauna and Flora International, and WasteAid has warned of a public health emergency, claiming that between 400,000 and 1 million people die each year because of preventable diseases linked to mismanaged plastic waste in developing countries. These diseases include diarrhoea, malaria and cancer, all of which researchers have linked to plastic waste building up near people’s homes or being burned, which can result in damaging fumes.

The IPCC said we had until 2030 to avoid a 1.5° rise in global temperatures. We must get to net zero carbon by 2030 at the latest, not by the Government’s target of 2050. How do we get there? What must be done? First, we need to repurpose the Treasury and economic policy. In the short term, all Government spending, priorities and programmes should be assessed against our climate goals. The next spending review needs to be a climate emergency spending review. Too little of Government spending is on climate change priorities. By contrast, 25% of the EU’s budget for 2021-27 will be climate related.

We must underpin an industrial retooling of our whole country and our productive output for the 21st century. Many of my colleagues call that the green new deal—a reimagining of FDR’s great rebuilding of America—but I call it a Marshall plan for the environment. We must work alongside our European partners to build a new, clean, fossil-free Europe.

The UK also needs to account for its exported carbon. The Government claim to have achieved the world’s sharpest decline in emissions, but what about the embedded emissions in our all products? The sustainability research institute at the University of Leeds has developed a model to reallocate those emissions from industries to the final consumers of products. This model, developed by John Barrett and Anne Owen, is a world leader in terms of working out the UK’s carbon footprint. Will the Secretary of State meet them and adopt this model?

Finally, we need a new climate economics. The Global Commission on the Economy and Climate concludes that the choice between tackling climate change and boosting economic growth is a false choice. Instead, it says that economic growth and reducing emissions are mutually beneficial. Fitoussi, Stiglitz and Sen, three of the best economists in the world, have done substantial work for the French Government to measure societal wellbeing in ways that go beyond traditional measures such as an economy’s GDP. The UK Government need to look at measures that supersede gross domestic product and focus on solving our climate emergency.

That is correct, but with one qualification: it also makes the export of waste valuable. I will come back to the particular problem associated with that in a moment.

In the short time that I have, I will put three specific issues to the Minister. The first concerns data, which has already been raised by the Environmental Audit Committee. There are vast disparities in the numbers that make it very difficult to make sense of what is happening. To cite a few examples, I think the official figures are that 1.5 million tonnes of plastic waste is generated every year in the UK. The World Wildlife Fund estimates that it is about 5 million tonnes, and Economia, which does consultancy in this area, estimates that it is about 3 million to 4 million tonnes. Perhaps they are using different definitions, but we need clarity, because at the moment there is wild variation.

That also applies to what is being achieved in terms of recycling and waste disposal. I understand that the official figures are that 91% of waste is either recycled or recovered in other ways—the definition of recovery includes incineration and export—and only 9% goes to landfill. However, again, the World Wildlife Fund has wildly different numbers. It suggests that 48% goes to landfill, 20% to 30% is recycled, and 22% is used as an energy source. I do not know why there is that difference. Again, it may be a definitional question, but some clear and unambiguous statement from the Government about the position would be very helpful.

I recently visited Clean Tech in Lincolnshire, which is the largest recycler of PET—polyethylene terephthalate—in the UK. Clean Tech’s representatives showed me their bales of plastic, inside which they find such things as bowling balls and car engines. They showed me the bales of plastic in France, and they were clean. They all said that when they go to buy the plastic, they are often outbid, and the plastic is then exported. We need to clean up our plastic, and then ban the export of plastic waste. Clean Tech said that it could recycle every piece of PET in the UK, but not at the moment, because the system is broken. Should we not ban the export of plastic?

That is exactly the issue that I am getting on to. As it happens, I think I visited the hon. Gentleman’s waste plant when I was Secretary of State, so I have some recollection of it. It was a progressive development, but it has the anomalies that he describes.

My second question relates directly to that intervention; it is about the role of exports. We have somewhat flattering statistics that suggest that Britain is meeting, and indeed exceeding, the European waste objective—I believe that 48% is recycled. The definition of recycling does not equate to reprocessing. There are vast differences, and according to the National Audit Office, half of all products that are described as recycled are exported. Quite apart from the question that one might raise about the quality of the treatment in the countries to which such products are exported, there is a serious problem about what we are doing in this country, and in particular how we will respond to the closing of doors in China.

I think China now bans waste imports, and I believe that Malaysia has indicated that it is doing the same. If that is increasingly the pattern in the more developed of the emerging economies in Asia, where will this stuff go? Are we looking for cheap and nasty disposal in Africa, or will it be stocked and dealt with here, and if so, how? To deal with it involves incentives and support for the reprocessing industry—not just recycling, but reprocessing. As the hon. Member for Huddersfield (Mr Sheerman) pointed out, that requires tax, because at the moment it is unattractive to reprocess. It is much more profitable to export. There will have to be a tax on the finished plastic products, which will have to be fairly substantial to level the playing field.

I ask the Minister what the Government have analysed the effect of the Chinese border closure to be. What impact will that have on the recycling and reprocessing industries, and how rapid an adjustment will we have to make to the closing of international markets?

I thank my hon. Friend for making an excellent point. We do need to see that systemic change across all levels of Government.

I saw on a recent visit with the Environmental Audit Committee to the Arctic the impact plastic waste is having there, with bottles and plastic waste on those pristine shores.

I also went on that Committee visit. In the Arctic in 2017, a new garbage pile was discovered to rival the one in the Pacific. That is our waste going north. Does my hon. Friend agree that we need to improve collection, as provided for in her Bill, and introduce a mandatory deposit return scheme?

I completely agree and it is imperative that we in the UK take that action because it is our waste that is ending up on those pristine shores.

In the Environmental Audit Committee last week, the Secretary of State said that there would be interim arrangements in the event of a no deal, but there would not be an environmental agency until 2021. That creates a huge governance gap.

My hon. Friend has highlighted my point better than I was doing in my speech. Creating governance gaps in our regulations is deeply worrying. We need certainty. With the absence of a Fisheries Bill—I will return to this time and again—the jigsaw piece of the fisheries regulation is incomplete. If we look at regulations in future, the omission of advisory councils and other types of governance oversight included in the SI is deeply worrying, because it does not provide the same type of oversight as we have currently.

There are concerns around enforcement in the first SI, which was also a weak area in the Fisheries Bill. Provisions remove the requirement to establish

“effective, proportionate and dissuasive penalties”.

Why have those penalties not been replaced in this SI? Perhaps the Minister will set that out when he gets to his feet. Regulation 4(10)(c) removes the ability for a member state to share vessel monitoring system, or VMS, data of its flag vessels with another member state where its flag vessel is in that state’s waters. That presents a risk that the UK will not have access to other countries’ data, which risks overfishing. What is replacing that provision? We know that data sharing between the UK and the remainder of the European Union after Brexit has not yet been fully established.

Regulations 4(69), 4(74), 4(78) and 4(81) of this SI again remove the obligation on member states to carry out certain inspections and requirements on what actions should be taken for infringements. Again, what replaces those provisions? We are led to believe that all we are doing is simply swapping out European Commission functions for member state or UK functions, so it is worth asking whether we are removing functions as well as transferring them over. Where does all that sit? We saw tensions flare in last year’s scallops war, but there could be additional risks in future, and enforcement is an important part of ensuring that our fishing sector is able to succeed. We need more protection for our fisheries after we leave the EU, not less.

Finally, I turn to conservation. When it comes to sustainability, certain provisions of the CFP in relation to emergency measures have been removed entirely from this SI. Regulations 4(35), 4(53) and 4(54) remove the ability of the member state or the Commission to close fisheries or prohibit fishing where a stock has been exhausted. Stakeholders have raised concerns with us about the thoroughness of the provisions that replace the ability that is now being removed from this SI. Will the Minister address those concerns?

The Opposition have concerns about these statutory instruments, many of which are comprehensive and detailed and require good legal knowledge if their full implications are to be understood. I am aware that the Minister has opened a DEFRA reading room for some stakeholders, but not all. Indeed, parliamentarians have been explicitly excluded, which means that the time available for scrutiny has been limited.

If we were dealing with only one SI at a time, the issues might be understood, but we are dealing with dozens at the same time. That means that many of the concerns could have been raised at a pre-legislative stage rather than their having to be dealt with as a simple binary yes/no approval in relation to this SI, for example. Will the Minister address those concerns? I am concerned that this first SI fails to deliver the comprehensive governance arrangements that we need for fishing in future. Will the Minister set out a detailed response to those points?

I beg to move,

That this House has considered the reduced insect population.

It is a pleasure to serve under your chairship, Mr Davies. I am glad to see so many hon. Members present. I will give them plenty of time to intervene, but I hope that they will let me make a bit of progress first. I secured this important debate because the declining insect population is one of the lesser-known tragedies of the human effect on our environment. I wanted to call the debate “Insect Armageddon” or “Insectageddon”, but unfortunately I am little ahead of the House authorities on such matters. That is what we are experiencing, however, and we should be under no illusion about that. Insects are the canary in the coalmine of animal life on the planet: if insects go, all other species will follow.

If we are fighting a war against climate change—we should be under no illusion that we are experiencing a climate emergency—insects are on the frontline of the battlefield and humans are just another species in the war. We are the most intelligent soldiers fighting the war, however, and we cannot expect insects to know that their fields are being built on or that their farmer is using nitrates. We know that our actions are causing the disruption to their ecosystem.

I secured the debate due to the absolutely shocking evidence I heard in the Environmental Audit Committee evidence session on 12 February. I want to put on the record my thanks to Professor Georgina Mace, Dr Mark Mulligan, Professor Peter Cox and Matt Shardlow, who gave the evidence that inspired this debate. I also thank the National Trust, the Royal Society for the Protection & Birds, Friends of the Earth and Buglife, which have informed what I will say.

There is a massive depletion of insects, in relation to biomass and abundance. Some studies also show a loss of variety. Most people born by 1980 will perceive that, because 25 or 30 years ago, on a long summer car journey, the windscreen would be full of winged insects. That is now minimal. Why do we need abundance, biomass and a variety of insects to ensure a healthy planet? We need abundance and biomass to support the production of food and water, and to support nutrient cycles and oxygen production. We need variety because that ensures that if a single insect species becomes extinct, we will retain sufficient diversity. New varieties may be able to cope with climate change and other challenges that humans and the planet provide. Studies have most clearly documented the loss of abundance and biomass, which has mostly been caused by land use change for agriculture, the intensification of agriculture, and the application of pesticides, herbicides and novel chemicals in the environment.

I am delighted that my hon. Friend has secured the debate. Does he agree that one way to encourage greater insect populations is to have living streets, such as the one that we are talking about in Whitefriargate in Hull? That whole street will be turned into a living street full of plants and, hopefully, insects.

Absolutely. Urbanisation is a big challenge. If we do not create green corridors in our cities, insect biomass, variety and abundance will surely perish.

This is such an important issue. My hon. Friend talked about agriculture, and the growth of the agrochemicals industry is obviously a main cause. Does he agree that integrated pest management and a more agro-ecological approach to farming is the way we need to go if we are to protect our pollinators and other insects?

I congratulate the hon. Gentleman on securing this hugely important debate on one of the biggest issues we face. The Agriculture Bill, which is going through the House, provides an opportunity to take some action on the issue. Will he join me in urging all hon. Members to support new clauses 10 and 11, which would begin to address it by limiting the application of pesticides in agriculture and beyond?

I echo other hon. Members in saying how important the debate is and in congratulating the hon. Gentleman on securing it. He has indicated that the crisis we face is not happening by accident; it is being caused by policies that we can change. Does he therefore share my concern that the UK missed its deadline for submitting its sixth national report for the convention on biological diversity conference, which suggests that it is not terribly serious about it? The UK is also on track to miss 14 of the 19 targets in the convention, which suggests that the Government have a lot to do.

It is great that so many colleagues from the Environmental Audit Committee are present. These are exactly the issues that the Committee takes up with Ministers, and it is good that they are getting an airing in the debate. I absolutely agree with the hon. Lady.

I will move on to pollination. The biggest impact of the loss is that we will lose pollinators, and if we cannot sustain natural pollination, there will be a loss of crops. Our world is heading towards a population of 9 billion people. If that rising population is set against the impact of insect loss—let us not mince our words—it puts us on a road to cyclical starvation. We will lose the production of some crops, particularly those that are best for people’s health and wellbeing. Crops pollinated by insects are mainly fruit and vegetables; crops such as wheat and maize do not need insect pollinators, so they are not affected as much. It is fruit and vegetables—the fresh food that people need to be eating—that will be lost due to lack of pollination.

We will have to find a way to compensate for the loss of natural pollinators. We already have commercial honey bee colonies, which are produced especially to provide that pollination service, but even those could be affected.

The debate is incredibly timely. In Plymouth we have planted wildflower meadows and bee corridors across the city. They save money, because there is no need to cut back grass, and provide an essential habitat for pollinators, spiders and ground-based insects. Does my hon. Friend support that model being rolled out across the country?

This is a crucial debate. Is my hon. Friend aware of the work of Professor Jane Hill, who has been mapping the northward progress of butterflies as the climate changes? They are such a sensitive indicator of the pace of climate change in our country.

On the point about pollinator corridors, I withdrew my private Member’s Bill on pollinators last year, because the Government agreed to fund Buglife and Matt Shardlow—the hon. Gentleman has mentioned them already—to complete their mapping of those corridors across the country, with a view to using the environment Bill to look at planning regulations to force local authorities to plan for them in new developments, which would be welcome. Does he agree that the charities already doing that work have a huge role to play, and that the Government should support them with funding to continue? There does not need to be a massive revolution in policy.

The hon. Gentleman will be unsurprised to hear that I absolutely agree, and I would like that to be legislated for in the environment Bill, particularly as he lost his piece of legislation on that proviso.

I will move on to ecosystem services. On top of the loss of invertebrates, the loss of species generally means that we do not have a lot of other services, such as natural pest control, natural decomposition of pollutants and natural nutrient cycling. Without those, we will increasingly have to intervene in ecosystems to provide them. A good example is that trees draw carbon down from the atmosphere really well, and have done forever, but because we have lost the part of the ecosystem that does that, we are now talking about engineering artificial means of carbon drawdown.

I am of an age to remember the windshield being covered in insects, and the number plate, which was particularly hard to clean. Does the hon. Gentleman think that initiatives such as the healthy bees plan and the National Bee Unit should be extended to protect other species of insects—or, as we say in Scotland, beasties?

It is always good to have an intervention about beasties. I absolutely agree with the hon. Gentleman. That harks back to my point about abundance and variety. We cannot protect only the bees, because they will not survive on their own without the abundance and variety of insects.

If we projected existing trends downwards, we would end up solving problems caused by the loss of natural systems one by one, which would be a much less efficient way to solve the problems of ecosystems than treating the root cause of the problems. If we look at the trends over the past 30 years, we see that that means not solving the problems but exacerbating them. The most shocking evidence that the Environmental Audit Committee heard came from Matt Shardlow, who said:

“In Germany, what they are looking at is nature reserves and a long-term decline, a 76% decline in the abundance of flying things on those nature reserves”.

Let that just sink in—a 76% decline in flying insects in nature reserves, not urban environments.

There is so much that English research does not yet know, but researchers looking at the swallowtail butterfly—again, this is the work of Professor Hill—found that as fenland habitats decreased in size, slowly the swallowtail became extinct, but before it became extinct it shrunk in size, because there was no point in it flying away from where it was as it would die anyway, because of urban encroachment. Our habitats are becoming fragile and we need to reverse that trend.

The UK does not have the sort of resilience that is needed to assist insects in weathering the storm of climate change. In a global assessment, the UK came 189th out of 218 countries for “biodiversity intactness”.

As a fellow member of the Environmental Audit Committee, does he agree that the reduction of insect numbers is especially worrying for the economy, that the impact on the economy will lead to a lack of wild pollinators, and that there will be a knock-on effect from that?

If we need to intervene and if we have to replace the natural pollinators with artificial pollinators, there will be a huge cost to the economy.

I praise my hon. Friend to the rafters for securing this debate, because it is quite clear to many people that it would be entirely possible for this country and this planet to save ourselves from climate change, yet destroy ourselves in myriad other ways that breach the other eight planetary boundaries. Picking up on that, does he agree that it is the world’s poorest—both internationally and domestically—who will be disproportionately impacted by the systemic climate shocks that these breakdowns in biodiversity will have on our economies?

Absolutely. The majority of the world’s poor live towards the middle of the planet, and with climate change those populations will have to move north and south to get further away from the equator, which will mean huge shocks to countries if we do nothing or if we do not do enough. That will have the biggest impact on the world’s poor and will increase desertification of the planet.

I congratulate the hon. Gentleman on bringing this matter to Westminster Hall. I declare an interest, as a farmer, landowner and member of the Ulster Farmers Union. I will make the very clear point that we, as farmers and landowners, have a critical role to play in this process, because on the land that we control, farm and look after as stewards we can improve the habitat, which we do, for example with more hedgerows. On my farm, for instance, I have seen an increase in the number of insects, including butterflies, and small birds, and that has happened because I have retained the habitat, including the hedgerows. Does the hon. Gentleman therefore feel that farmers, landowners and others who steward the land have a great responsibility, and that it is time for the Government to work alongside the Ulster Farmers Union, the National Farmers Union and landowners to make the land suitable for insects?

Absolutely. The majority of the UK’s land area is still rural, and farmers will have a huge role in this process. We need to see quite a radical change in farming, one that moves away from artificial pesticides and towards natural land management.

I congratulate the hon. Gentleman on securing this really important debate. There is one thing that I want to raise with him. Does he accept that there is a balance—this is the real problem here—between feeding a growing global population and protecting and enhancing the environment and biodiversity, which is also so important? If so, does he agree that the way to bridge that gap will be through new technology?

Technology certainly has a place and we need more resilient crops, so we need to move away from the use of chemicals and actually breed that resilience into the crops, which is where technology and research come in. I think there would be a race to the bottom if we said that we could produce enough food only if we increased the chemicalisation of farming.

I will now move on to my recommendations for the Minister—I am sure that she is waiting with bated breath to hear my ideas on how to improve insect populations. I have to say that the Government have belatedly acknowledged the issue and taken some action. I commend the Minister for the following four actions—I am sure that she will be pleased to hear me say that. The Government are developing a national B-Lines pollinator network to reconnect wildlife and they have announced £60,000 of funding for England. They have also introduced a national pollinator monitoring scheme and are moving towards paying land managers for providing public goods, such as biodiversity and pollination services. They are also banning three bee-harming and water-polluting insecticides.

However, the forthcoming environment Bill and the remaining stages of the Agriculture Bill provide unparalleled opportunities to start taking action on preventing the insect Armageddon. Today, as the hon. Member for Richmond Park (Zac Goldsmith) mentioned, the Minister could commit to accepting new clause 11, tabled by the hon. Member for Brighton, Pavilion (Caroline Lucas), which would reduce pesticide use. The Agriculture Bill also provides an opportunity for farmers to be incentivised to deliver nature-friendly farming that will increase insect and wildlife populations, such as providing food for farmland birds and planting wildflower margins. These incentives should be delivered as part of the “public money for public goods” section of the Bill.

The Environmental Audit Committee is still undertaking pre-legislative scrutiny of the draft environment Bill, but it would be fair to say that the proposals for the new watchdog are weak. There must be a higher level of independence for the new watchdog and stronger powers, including the ability to impose heavy fines. We need to enshrine environmental principles in UK law, to make sure that when we make new laws we consider the impact they will have on nature. The Bill should set in stone ambitious and measurable targets for nature’s recovery, which are not just laid out in plans but enshrined in law.

Does my hon. Friend agree that to stop this reduction in insect numbers and stop the loss of wild pollinators, which is so important, we need to make use of EU funding streams, and that a bad-deal or no-deal Brexit, which we are at risk of, could have a huge impact on this issue, affecting the future for insects?

My hon. Friend is absolutely right that there is no guarantee that the EU funding will be replaced, particularly as we have this current uncertainty, and the best deal with the EU is the one that we currently have, which is a point I know she agrees with.

My hon. Friend is making an excellent speech, and I congratulate him on securing this important debate. He referred earlier to natural habitats and trees, so does he agree that, with habitat fragmentation posing such a long-term threat to our wildlife, including our insect population, it has never been more essential that we support the work of organisations such as the Woodland Trust and the Community Forest Trust, particularly as they continue to plan and grow the new northern forest?

As my hon. Friend knows, I am a great supporter of the new northern forest. We need to commend the work of the Woodland Trust, and the work of wildlife trusts and other organisations that are protecting our natural ecosystems.

I will talk briefly about climate more generally. As well as an insect Armageddon, we have a climate emergency, although the Government have not yet acknowledged that. Government decisions on spending and taxation would be exempted from environmental principles, while Ministers are required only to “have regard” to them elsewhere. Legally binding, time-bound targets are also missing from the draft legislation. Our future is tied to the future of the planet and economic policies are not independent of the future survival of life on the planet. The environment Bill must acknowledge and enshrine that, and I hope to see that happen in Committee.

There is also more detailed work that the Government could lead to support insect life. They could establish statutory nature recovery network maps with local authority sign-off, which would support the B-Lines network that they have already announced; introduce legally binding targets for biodiversity recovery, including, as separate measures, targets for pollinators and freshwater invertebrate life; design new agri-environment schemes that would deliver safe pollinator habitats and a national network of flower-rich habitats; legislate to reduce the pollution of water courses with insecticides, flea treatments and pharmaceuticals that are toxic for insects; improve the protection of rare and endangered species in the planning system; introduce measures to reduce light pollution; find ways of directing significant new funds, for instance through the environment Bill, to save biodiversity, such as reinstating the aggregates levy sustainability fund, or introducing payments for ecosystem services, which should be a central feature of thinking by the Treasury and the Department for Environment, Food and Rural Affairs; increase investment in the science and research that is needed to develop sustainable agriculture; reduce pesticide dependence; and halt and reverse the decline of species. I also believe that it is time to tweak the Natural Environment Research Council’s responsibilities, to ensure that research supports either the climate or biodiversity.

The hon. Gentleman is absolutely right about the importance of the environment-both the opportunities we have to get it right and the risks of getting it wrong. However, does he agree that the opportunity inherent in replacing the disastrous common agricultural policy—it effectively pays £1 billion to people simply for owning land, no matter what they do with it—with a system in which that money is conditional upon delivering public goods is even bigger? That is a massive part of the solution, because all the initiatives that the hon. Gentleman has described and some of those that other Members have described, would be rewarded through that new system of payments. Of all the things that have been discussed today, that is potentially the biggest boon for our biodiversity. Does he agree?

I have supported CAP reform ever since Michael Foster resigned from the Labour Government about 15 years ago, and I still support it. However, we need to be mindful of the fact that it is not just the UK that needs to reform those practices: reform is needed across Europe, and more broadly.

After today, the Government cannot say that they were not warned about the insect Armageddon, or did not have the legislative opportunity to help ensure that the UK is not on the back foot when it comes to avoiding this potential disaster for our country.

My hon. Friend is right and pre-empts one of my questions for the hon. Member for Somerton and Frome about how the provisions will work in coastal communities. From my reading of the provisions, it seems that many of them work for inland communities and river flooding in particular. I would be grateful if he set out how he envisages the provisions working in an environment where there is the risk of both river and coastal flooding, especially with regard to the cost implications that he just spoke about. Clearly, the responsibility for coastal flooding is much more expensive and, with the risk of climate change, can have much bigger impacts.

As I said, the Opposition welcome the Bill. Although we have no problem with the clauses, I have a few questions that I hope will provide some clarity about how the provisions will be implemented. As is outlined in clause 1, a rivers authority established under the Bill will be a locally accountable body with the powers to issue precepts to billing authorities that will collect money from council tax payers for additional local flood management work.

I understand from the Association of Drainage Authorities that the Department is not expecting a flurry of requests for the establishment of rivers authorities. The Bill does not impose rivers authorities on local councils, so it is for those that want them to be proactive. How will that work for councils that have suffered huge cuts and might not have the in-house resource to do that? How does the hon. Member for Somerton and Frome envisage rivers authorities being rolled out? Will there be additional support for the pilot rivers authorities to effectively overcome the early administrative obstacles that will inevitably come with the formation of a new rivers authority, so that pioneer projects can share best practice with the ones that follow?

How will local communities challenge and hold accountable local river and drainage authorities for their actions? It is good to hear that the majority of members of those committees will be from local councils, and so will be elected; that flow through of democratic accountability is important. On Second Reading in the main Chamber, I asked whether the Department would publish guidance on the composition of those boards, particularly on their gender balance. Having observed several such committees, they can be quite bloke-heavy—and, indeed, retired bloke-heavy—which, as a general rule, we should try to avoid when creating new public bodies. I will be grateful if the Minister or the Member in charge sets out whether there will be any guidance to that effect.

Will there be guidance on whether the heads of those authorities should serve for a fixed period, or will that period run and run? In some communities, the people who will be in charge of such bodies have also been in charge of everything else that came before. I just want to understand whether there will be accountability and a rotation of those roles. I assume that there will be the usual registers of interest to avoid any conflicts of interest, especially because these authorities will be dealing with small communities, where expertise is essential. There is a risk of a conflict of interest, so will the Minister set out how we will engineer out any of those risks at an early stage?

It seems that many of the provisions regarding rivers authorities’ proceedings in proposed new section 21D apply to local government, such as access to agendas, inspection of papers and inspection of minutes. Will there be guidance that such meetings should be open to the public to ensure full accountability, and that any private proceedings should be limited and face proper scrutiny? What input will members of the public have into the exercise of the duties of a rivers authority, especially in how the provisions in new section 21D will be implemented?

We know that there is an awful lot of experience in how to deal with flooding in our local communities, especially among farmers who have farmed land affected by flooding for many generations. A yearly flood risk management plan seems like a good option. I will be interested to see how the new bodies interact with water companies, particularly with the upstream thinking pioneered by many water companies that cover water catchment areas. A few of us in the Committee are covered by South West Water, which has pioneered upstream thinking for some time. We need to make sure that we are not setting up two bodies with slightly different agendas. That interaction needs to be there.

I am a representative of Leeds, which has had significant flooding. Some of the solutions that local communities want involve upland management, which provides better long-term solutions in terms of the risks of climate change than large, built flood management schemes. However, those upland areas are in a different local authority. Rivers authorities only operate in one local authority, so I am interested in my hon. Friend’s and the Minister’s opinion on how it will work across authorities.

I thank my hon. Friend for that. It is worth saying that, even though the Committee has a south-west majority, those people with a south-west link, even if they represent a different part of the country, are very welcome as well.

That question relates to the patchwork quilt of responsibilities that is the underlying context for rivers authorities. How will these new authorities work with different local authorities? My hon. Friend is entirely right that we are moving to an era where we want fewer carbon-intensive end-of-pipe solutions, which are both expensive for those who pay for them and have a large carbon impact in their construction. Lower-carbon interventions, such as the re-wetting of peat bogs or the planting of more trees, are frequently required in an area other than where flooding takes place. I would be grateful if the Minister addressed that.

Proposed new section 21F provides powers to acquire and dispose of property. I am working on the assumption that those powers will be deployed in the same way as local councils deploy them at the moment, with authority and judgment. I would be grateful if the Minister set that out for the record. I am interested to know whether the Minister is confident that the Secretary of State’s framework under proposed new section 21G will not inhibit the autonomy of rivers authorities in relation to how those powers are implemented.

On proposed new sections 21H and 21A, we hope that rivers authorities will be a success and that there will be no need to abolish them, but it is useful to look ahead at all scenarios when creating them in the first place, so what criteria will there be for abolishing a rivers authority? Will there be any scrutiny or appeals in relation to that? A concern from time spent observing the coalition Government is that many bodies were swept away and some of the people who relied on those bodies did not have a say in the process, so I would like to understand how that might work.

It is important, when we talk about flooding, to recognise that with the advent of additional flood planning when new developments come through, those new developments are well protected, but bringing forward flood defences for new developments sometimes means that communities that were not previously affected by flooding now will be. It would be useful to get a sense of how rivers authorities, which will look at flooding in the wider sense, will have an eye on not only the area that they cover, but the impact of their work on other areas.

We have no opposition to the clause, but I would be grateful if those questions could be clarified.

It is a pleasure to serve under your chairship, Mr Gray. First, I thank my hon. Friend from my namesake constituency, the Member for Bristol North West (Darren Jones). He gave a great technical speech and we all learned a lot about how we can improve the data analytics and dynamics of the water industry.

I also thank my hon. Friend the Member for Keighley (John Grogan), who made a number of important points on which I will elaborate. Most informatively, he said that we should not rely on expert academics and opinions from north London. Perhaps in this debate we will hear some expert advice from west Yorkshire that the Labour Front-Bench spokesman and the Minister can act on. Lastly, I thank my hon. Friend the Member for Harrow West (Gareth Thomas) for securing this debate. He chairs the Co-operative Party with some panache. We have been waiting for this debate for some time, and I declare an interest as a Co-operative Member of Parliament.

I want to commend the publicly-owned Scottish Water, which, over the past 16 years, has managed to save consumers an average £42 a year when compared with English consumers, and is ranked as one of the UK’s most trusted companies. I also want to highlight the success of Welsh Water, as many others have. Glas Cymru, established under the then Labour Government, has managed to return £180 million to customers in the form of customer dividends, while providing £10 million to assist low-income families and individuals by offering them lower tariffs.

An increasing body of support shows that the Tories’ ideological obsession with privatisation, which the right hon. Member for Newbury (Richard Benyon) is a great exponent of, has done nothing to improve services and has only raised the cost to consumers. Water is water, whether you are English, Welsh, Scottish or Irish. But under the English privatised system it is more costly, even though both Scotland and Wales have very difficult topography and are sparsely populated in large areas.

When English people turn on their taps, they pour money down the drain—except that it is not down the drain, but into the pockets of the wealthy and into the wealth funds of foreign investors in countries such as Canada, Australia and Singapore. That makes up the £6.5 billion of dividends paid out to shareholders in the past five years: the same amount of money that goes into the pockets of the people of Wales. Do we really think that is good enough? Do we really agree that in our Union there should be a two-tier system for our most fundamental services? And do we think that an individual or family should pay more for water because they live in one part of the Union and not another?

The ideological mindset of those obsessed with the privatisation agenda is such that this Government cannot see the evidence in front of their eyes. Privatisation does not necessarily, as promised—

I am very fond of the hon. Gentleman. He and I agree on other things, but I cannot resist responding to being attacked for being ideological when I feel I am combating an ideology here. We have a system that works and it is being attacked by ideology.

On another point, of course 380 or 400 quid a year is a lot of money to people on low incomes and we have systems to support them, but for people on average incomes, compared with other costs in their lives, getting water that is 99% drinkable and of good quality and getting sewage away for about £1 a day is quite a good deal for most people, particularly if we protect the poor.

I was not completely embodying all the faults in the right hon. Gentleman’s arguments. To repeat his point, it is good value, but why is it better value in Scotland and Wales than it is in England? We should surely aim for best value.

At this crucial time, when living standards across the UK are being decimated and individuals and families are struggling to stay afloat, we need to reassert both sense and our fundamental obligation to the people we represent. We need to assert that the market has limits, that not everything in this world should be up for grabs, and that privatisation does not necessarily equal value for money. The market has its place as a means of exchange for goods and services, but a basic selling principle of marketisation is the offer of genuine choice, lower costs and better services. I am a customer of Yorkshire Water. The only way I can get Harrogate water is to buy it in a bottle. I cannot get it through the tap and cannot change provider as I can in other utility markets. None of those things apply to the case of England’s regional water companies, so I suggest it is time to look at the example of our Welsh and Scottish compatriots and to change our—literally—leaking system.

With no competition and no realistic prospect of withdrawing consumption, water bills can be best conceptualised as a tax, because everybody needs to have water through the tap. Indeed, other systems, such as that in Scotland, account for water within council tax. It is not a matter of theory, but of practice in Scotland. Under our system, however, there is no differentiation between households. Our flat, regressive tax hits those on low and medium incomes hardest, particularly those on medium incomes who have no redress. Shareholders skim a dividend from UK taxpayers who have no choice but to purchase water from monopolistic regional providers.

We have only to look to Welsh Water, which operates on a not-for-profit basis within the private system, to see how well a mutual approach can work. The company serves 3 million people every day and has the strongest credit rating in the industry, as we have heard from my hon. Friends, as well as sector-leading levels of customer satisfaction. Its success does not benefit a few wealthy shareholders. As I have said, £180 million has been returned to customers.

The idea that a select few own and profit from something that falls literally from the sky—something that makes up 70% of our bodies—is absurd. The arguments for privatisation of our most basic assets and infrastructure have been lost. It is not about competition, which implies choice. No, it is the same faith in the market that means people in this country pay through the nose for their gas, electricity and train travel, often receiving a worse service where it is privatised than where it is in the public sector.

Last summer, as my hon. Friend the Member for Keighley mentioned, Yorkshire Water allowed sewage to flow through the River Wharfe, which starts in his constituency and flows right through mine in Otley and Pool. As was said, swimmers in the River Wharfe had to swim through the sewage. Private companies do not face the level of accountability that the system demands.

For mutualisation to happen, the water companies must first be taken into state ownership and the shareholders compensated, and then the companies can be put into the hands of consumers. Our basic infrastructure can be truly owned by the public without the need for direct state ownership, which MPs of all parties should support. Then we come to the question of governance. Wales has a company limited by guarantee. It has no shareholders, so its corporate governance functions are the responsibility of its board, which has a majority of independent non- executive directors, and its members, around 70 individuals, are appointed following a process undertaken by an independent membership selection panel. Those 70 people are the customers: the people of Wales.

There are alternative forms of governance, with a water company in a defined geography, as we have in England, being a good fit for a consumers’ co-operative model. Consumers’ co-operatives utilise the co-operative principle of democratic member control—or, as we call it in the Labour party, one member, one vote. Most consumers’ co-operatives have a board of directors elected directly by and from the membership. Unfortunately, water in England drips with right-wing ideology, draining the public purse and rinsing out our most valuable resources, while drowning customers in debt. That money-making monopoly and the two-tier UK system must end. We must instead look west to Wales and replicate a model that brings water—the most basic of human needs—back into the hands of the public.

I thank the hon. Gentleman for his comments. Perhaps he was missing during the contributions, but numerous Members have outlined the Government’s inability to liaise with Members across the House to develop a consensus. I share the sentiments of my right hon. Friend the Member for Don Valley on the need to work together across this House to deal with the many issues outlined during these debates and ensure we find a deal that provides a consensus that we can all rally around. Unfortunately, we do not have a Government who have been capable thus far of delivering that. I will move on, because I know we are short of time.

I want to talk briefly about environmental and climate protections. We know that non-regression clauses in relation to environmental protections would not be subject to the arbitration procedures set out in articles 170 to 181. Instead, standards would be enforced at the domestic level and through far weaker state-to-state procedures that are rarely effective in international treaties. The political declaration, meanwhile, contains only hortatory statements regarding climate, energy and the environment that have no legal effect. How can we trust this Government to maintain domestic standards when they have taken quite an active role, shall we say, in opposing EU progress on energy and climate change?

We are now tackling air quality, and that is through the EU and environmental regulations, but the Government had to be taken to court three times. If such a health and environmental crisis engulfs us again, who will protect us if we are not in the EU? It will certainly not be this Government.

I thank my hon. Friend for his intervention; he makes an important point. The Government’s track record has been rather deficient, to say the least. For example, in 2017 this Government lobbied for EU renewable energy and energy efficiency targets to be reduced, made non-binding or even scrapped. Is it now this Government’s position after Brexit to adopt and maintain to 2030 at least the same ambition as that in the revised renewable energy directive and energy efficiency directive? If so, how can we trust the Government to honour that position?

Of course, no deal in relation to energy and the environment would be even worse, risking chaos and catastrophe for energy, climate and the environment according to the Greener UK coalition of non-governmental organisations. As I have outlined, it is extremely irresponsible of the Government to leverage the disaster of no deal to hard-sell what is quite frankly a dismal alternative.

I will bring my comments to a close. I have outlined briefly some of the deficiencies in the withdrawal agreement and political declaration, which, in their present form, demonstrably divide the House and, indeed, Britain. They will not protect jobs and the economy. They will not protect workers’ rights, environmental or health and safety standards, and they give barely any indication of what our future relationship with the EU will look like, causing chronic uncertainty for business.

Members have a choice: do they vote for a deal that they know will make us worse off, with a huge question mark for years to come over our future relationship with the EU, or do they demand the negotiation of a better deal for Britain that will secure support in Parliament and the country? That deal can be found, but this Government have demonstrated that they are not capable of delivering it.

I absolutely agree that that is nauseating. It is also nauseating that people post photographs of themselves engaging in so-called trophy hunting. As for the right hon. Gentleman’s other point, it is not really a question of whether we agree or disagree. I am attending the debate because I agree with the hon. Member for East Kilbride, Strathaven and Lesmahagow that the importance of this issue should be recognised across the House. Of course there is no disagreement about it—I do not think it is a party political issue. Every single Member of Parliament is appalled by the prospect of elephants and other species being slaughtered for their ivory, and the Bill is an important step forward.

I visit school after school, as do all Members, and meet young people after young people, from all walks of life, who are simply sickened by what is happening. Unless we as a world wake up, these animals—whether they be elephants, whales, giraffes or any other species—will become extinct. It is all very well for us to say “It is difficult, and it is tough”, but the Bill is a step forward, so I am not criticising the Government. It is tough and difficult, but we must not be the generation that sees the end of these species on our planet.

We have a degree of unity in this debate, and I think we all agree about this elephant ivory Bill, but those of us who were on the Bill Committee and who spoke in previous stages in the House argue that the protection is not the same for the other species we talked about—I mentioned the narwhal in Committee and in the House, and there is also the rhino, the walrus and others. Is it not a failure that we are not including all those species in the Bill?

Of course that is a weakness in the Bill, but the Minister and our Front-Bench spokesperson, my hon. Friend the Member for Ipswich (Sandy Martin), mentioned—this is my understanding, too—that the Secretary of State has committed to consulting on extending it to other species. I say to the Secretary of State that this is urgent. Public consultation can take a year or two years before the Government review it. I say to the Secretary of State—I know that he and I agree on this issue, if not others—that there is an urgency about this and we have to get a move on.

I say to our own country and the world that we need to wake up. If we do not wake up, our children, our grandchildren and our great-grandchildren will say to the Secretary of State, to my hon. Friends on the Opposition Front Bench, and to me and other Members here, “What were you doing? What did you do? How did you stop this?” And everybody will say, “Well, it’s terrible and awful and a disgrace.” That is not good enough—we all need to use the sickening feeling we have to demand more of ourselves and this Parliament.

The last point I want to make is that today and other days have obviously been dominated by discussions about Brexit, but our constituents often ask us what else is happening while that debate is going on. I hope that at least some of the comments made in the Chamber about the important step forward being taken through the Bill will be reported, and that some of the young people out there—whether in the school of the daughter of the hon. Member for East Kilbride, Strathaven and Lesmahagow, my grandchildren’s school or others—will learn that this Parliament has been listening and trying to do what we can to ensure that the great animals, including elephants, are saved for future generations.
