Of course this Government respect both Mr Speaker and the ministerial code, but I make no apology whatsoever for holding the Conservative party to account for its record.
Conservative Members, in their faux outrage, have complete amnesia about their series of egregious failures in government, for which people in my constituency are still paying the price. Does my right hon. Friend agree that we need to consider the future that this Government can bring to the people of Central Ayrshire?
My hon. Friend is absolutely right. In recent weeks, we have had the investment summit, where this Government—an active Government —got pledges of £63 billion of investment into our economy. That is already a much better record than that of the Conservative Government, under whom investment was in decline.

Commons ChamberI remind the Front Benchers to look towards the Chair now and again, because sometimes I cannot hear what is being said, so that would help me, since Members are speaking through me in the third person. I am trying to get the House to work how it should.
We were elected on a manifesto with five missions to rebuild Britain and turn the page on 14 years of decline under the Conservative party. Those five missions offer real and tangible benefits to people living in every part of our country: higher living standards, cleaner energy, safer streets, longer and healthier lives, and a renewed confidence that the future will be better for our children. I am delighted to report to the House that we have already begun the change that we set out in our national missions, making our economy stable, launching a new border security command, setting up Great British Energy and setting out ambitious plans for housing.
The excellent Ayrshire chamber of commerce is helping Ayrshire businesses to grow. After 17 years of the Scottish National party failing business in Scotland, businesses in Ayrshire need that support, as well as this Government’s five missions. Does the Minister agree that, to deliver the change that our country needs, we need a new way of doing politics, working in partnership with communities, business, civil society and trade unions?
I thank my hon. Friend for that question and commend the work of the Ayrshire chamber of commerce and businesses in his constituency. The Prime Minister has set a clear direction for missions to mobilise action beyond Government, including across business, civil society and local government. Missions require wider sectoral and societal engagement and action across the UK; they are not simply tasks for one agency or sector. I am pleased by the progress that we are making in this area, and was delighted last week to see the launch of the civil society covenant, which marked a new beginning in the Government’s relationship with, and made clear the pivotal role of, civil society in delivering our missions.
This is vital work for the Government. We have a combination of legacy systems with vulnerabilities and, of course, constant investment in new systems to ensure our public services can work in the most modern way. It is really important that we guard against either foreign state interference or other malign actors who would try to disable institutions and disable public services through cyber-attacks. That is an important part of resilience and an important part of protecting services for the public good.
Will my right hon. Friend tell me what steps he is taking to keep Scotland at the heart of the Union and keep Ayrshire’s economy growing?
I believe that people in Scotland have tired of the politics of grievance and division. They expect Governments, whatever their political colour, to work together to promote economic growth, get inward investment in, get good jobs for people and have good public services. Would that not be a refreshing contrast to some of the division we have had in recent years?

Commons ChamberTherein lies the problem, in that we now want to talk about stage 2. Although the Minister promises a second stage of reform, that is exactly what you promised 25 years ago, and then you did nothing. Our fear is that you will get rid of the hereditary peers and that the issue of further reform will then get delayed because there is never enough parliamentary time and actually, there will never be a stage 2. Put quite simply, we are cynical about the promises that are being made. We think you will take the hereditary peers and then do nothing.

Would the hon. Gentleman care to comment on the 14 years of Tory Administration, which were full of reforming zeal and could have transformed this country in so many ways, yet failed my country so much. I just wanted to let the House know that no family in Central Ayrshire, other than potentially the distant descendants of the Earl of Eglinton and Winton, might support hereditary peers remaining in the other place. I hope that the hon. Gentleman will vote with us tonight and begin this important step of reform.
I would vote in favour of the removal of the hereditary peers as part of a package, but not so that the Government can remove them and then do nothing, which is what they did 25 years ago.
I would like the Minister to explain how he believes his reform will improve the functioning of Parliament. Who will the Government put in place of the hereditary peers? More former MPs, perhaps? Donors or trade union officials? Perhaps some former councillors? The upper House already has a surfeit of all the above. If we want an effective upper House, we need diversity of experience: perhaps some people who have worked in the private sector or run a business could help the Front Bench. The upper Chamber has quite enough former politicians without the Prime Minister appointing more people to buy him suits and glasses.
While I heartily endorse the desire for a big package, I share the hon. Gentleman’s cynicism about the appetite for reform among Conservative Members. I also note the desire from the Conservatives not to lose the skills of those hereditary peers who contribute to our lawmaking. I made the point almost three hours ago that I see the opportunity for those peers to take some of the places soon to be vacated by Conservative Members who need to step down because they cannot maintain their lifestyles. That may be one avenue for hereditary peers to continue to contribute.
The primary aim of my speech is to urge the Government to go further, and I echo the points made by my hon. Friend the Member for Richmond Park (Sarah Olney) at the beginning of the debate on the need to improve Parliament. Again, some claim that they do not hear this on the doorstep, but perhaps they need to listen to their voters more closely. When I knock on doors, the disenfranchisement, the disappointment and fury with the behaviour of the previous Government and politics in general, echoes. The Bill is a step in the right direction to improve accountability and restore some of the respect that was trashed by the previous Conservative Government.
I agree with the hon. Gentleman that trust in politics is at a low point, in part because of the egregious failures of the Conservatives when in government. This is a small and initial step that we can take to start to increase trust in politics, and that is partly why my party won the election.
I heartily agree. This is a step in the right direction, but I am reassured by the nods and assurances given earlier in the debate by the Paymaster General that more reform and further measures will come later in this Parliament.
One measure that we should introduce, and which is relevant to the debate, is the capping of donations to political parties. That would end the £3 million price tag that was put on a seat in the House of Lords by the previous Government, and would start to restore trust that those who are here to make our laws are here on merit.

Commons ChamberI read very carefully what the report said about deregulation. As we go forward from here, we must avoid the habit of simply blaming somebody else for everything and pull together and say that it is our responsibility. We are a new Government. Irrespective of where the failure lay, it is our responsibility now to take this forward to ensure safety. I know that is a sentiment shared across the House and I thank the Leader of the Opposition for the approach that he has taken. If we do it in that way, we can do what the survivors, the bereaved, the families and the communities most want, which is to show our determination to ensure that this never happens again.
Today’s report lists a series of terrible failures that let down the Grenfell community. The Grenfell fire affected communities in every part of the UK, and I wish to pass on the thoughts of my constituents in Irvine to the families and loved ones. A fire at a 14-storey block of flats in Irvine in 1999 spread via external cladding. The Garnock Court fire resulted in one fatality and led to changes to Scottish building regulations, which the then local MP fought to have implemented. I hope my right hon. Friend will look at the lessons from the Garnock Court fire as he starts to address this terrible injustice.
We must look at this question of external cladding. Some measures have been taken in the past seven years, as I referenced in my statement, but we need to look at this again. The description that I was given when I was at Grenfell Tower of how the fire spread, and the role played by the cladding, was chilling.
