Commons ChamberWe have now instituted a formal process where formal input must be provided by Ministers to the Cabinet Secretary and head of the civil service on the performance of their permanent secretaries. That input has to be taken into account as part of the end of year appraisal undertaken by the head of the civil service.
Order. There are so many noisy private conversations taking place it is quite difficult to hear the Minister’s answer. Let us have a bit of order for the Chair of the Public Administration Select Committee of the House of Commons.
At what may well be my right hon. Friend’s last appearance in the House of Commons at the Dispatch Box, may I remark that his five-year term as Minister for the Cabinet Office in charge of civil service policy for the Government will have truly left its mark not just on the civil service but on this House? His tenacity, commitment and sincerity are of great credit to him.

Commons ChamberI saw a report this morning suggesting that there was a plan, not yet divulged to the public, for the PCS to be swallowed up by Unite. Civil service political impartiality is an essential part of the way in which our system of government works. For the largest civil service union to be controlled by the same puppet-master and paymaster that controls Labour would be a matter—[Interruption]—of very considerable concern—
Order. When I say the Minister is finished, let it be clear. It is no good him sitting there shrugging. When I say he is finished, he is finished. It is important not to waste the time of the House. It is beneath the level of a Minister.

Commons Chamber12. Reading through the UK Statistics Authority booklet, I am struck by the number of times that the Government have been rebuked for giving false information in their statements. The Prime Minister is twice rebuked for giving the wrong facts about the debt, saying that it is falling when it has in fact been rising. Could the Cabinet Office get together with the UK Statistics Authority and agree to deal with facts, rather than fiction, in Government statements for the next three months?
Order. The question is about Government procurement, small businesses and the voluntary sector.
As I have said, we have moved significantly towards our aim of ensuring that 50% of public appointments are of women. I recently hosted events organised in Birmingham and Leeds to encourage people from outside London to express interest and apply for such roles, and I am delighted to say that there was a huge amount of interest. We will continue down that path. [Interruption.]

Commons ChamberMr Speaker, with permission I will take questions 1 and 10 together.
At the time of the last general election, there was no monitoring of taxpayer-funded trade union facility time in the civil service. We now have controls in place that saved £19 million last year, and we have already reduced the number of taxpayer-funded full-time union officials from 200 in May 2010 down to around a dozen this month.
I allowed the right hon. Gentleman to continue his answer, but my office advises me that it has not been notified of the grouping to which he refers. It might have been the intention, but my office indicates that it has not been notified of it, which obviously it should have been.
In the past, Departments gave paid time off for union conferences. Can my right hon. Friend confirm that this Government will not be spending taxpayers’ money packing civil servants off to the seaside?
The hon. Lady is making assumptions about what will happen to those jobs which I have no reason to believe are justified. If the quality of the work and the efficiency at Newport is as good as she believes, I am sure that the management of SSCL will want to look carefully at retaining jobs there.
T5. The Government agreed to refund the Big Lottery Fund the £675 million taken for the Olympics. With the sales of the Olympic assets, is that still going ahead? How will the lottery be refunded if Olympic assets are leased instead of sold?
If the Minister heard that, I congratulate him on his hearing. The acoustics were not great.
Before I call Mr Damian Collins at the start of questions to the Prime Minister, I wish to inform the House how I will be applying its sub judice rules to any exchanges on Mr Coulson’s case. I ask the House for some forbearance, as it is important to Members and those outside the House that the position is clear.
The House will know that Mr Coulson has now been convicted on a charge of conspiracy to intercept communications. The court has not yet sentenced Mr Coulson for that offence. There has as yet been no verdict on two charges against him of conspiracy to commit misconduct in public office. The rules of the House’s sub judice resolution, which the House rightly expects me to enforce, apply to criminal cases which are active. They cease to be active when
“they are concluded by verdict and sentence”,
so they apply in this case.
At the same time, the House’s resolution gives the Chair discretion in applying the rules. I have taken appropriate advice, as the House would expect—and, indeed, been in receipt of unsolicited advice, for which I am of course grateful. In the light of all the circumstances, I have decided, one, to allow reference to Mr Coulson’s conviction; two, not to allow reference to his sentencing by the court, such as speculation on the nature of that sentence; and three, not to allow reference to those charges on which the verdict is awaited. I rely upon hon. Members to exercise restraint, but if that proves unavailing, I will of course intervene. I hope that that is helpful to the House.

It is difficult to be precise because when business is outsourced to the private sector, it is hard to know which of the jobs in a business that provides services to Government and to other organisations relate to Government business. It is therefore hard to know what the baseline is. A larger number of activities will be carried out outside the public sector, many of them through the spin-outs of public service mutuals, which are a way of delivering much greater job satisfaction—
Order. I am much obliged to the right hon. Gentleman. He is plodding on to the best of his ability, but I say to him politely that perhaps he could write to his hon. Friend and place a copy of the letter in the Library of the House.
I think the hon. Gentleman may be a little confused. There is no correlation between jobs lost and jobs replaced. We need to have the skills in the civil service to do what needs to be done to serve Britain today so that we can win in a very competitive world. That means that some jobs become redundant, but some new capabilities are needed. No Government or organisation I have ever come across think that they sit in a steady state and never recruit new people. [Interruption.]
Order. I can scarcely hear the mellifluous tones of the Minister. There are far too many noisy private conversations taking place in the Chamber. I am sure that both the House and the nation will wish to hear Mr Philip Davies.

Does my right hon. Friend the Minister share my concern at the reports that a trade union is threatening to use so-called leverage tactics against our NHS staff? Can he confirm that those allegations fall within the scope of our review of trade union activities?
We can do more, and we are already doing much more than was previously the case. The amount of Government business going to small businesses, both directly and indirectly, has risen to nearly 20%. I am afraid that the last Government were not even measuring how much went to smaller businesses. There is much more that we can do. We have streamlined the procurement processes, which previously seemed almost deliberately to exclude small businesses from being able to bid. [Interruption.]
The Minister has ploughed on, to his credit, but it has been difficult for him to be heard. His words should be heard, and I hope that there will be some courtesy from Members.
T6. I welcome the Minister’s offering IT procurement to small and medium-sized enterprises through the G-Cloud. Is he aware of a local constituency company called The Bunker secure hostings, which offers data for SMEs to access G-Gloud?

Commons ChamberWe passed on our chairmanship of the open government partnership at the conference. I thank my hon. Friend for his remarks; it was very successful, with contributors and participants from civil society and from Governments right across the world. It was attended by a number of UK Ministers, including my right hon. Friends the Foreign Secretary and the Prime Minister. We hope that this will develop, with more Governments taking part and with a deepening of the relationship with civil society organisations in some countries where their life is not nearly as protected as the life of civil society organisations here. [Interruption.]
Order. The Minister is providing serious answers to serious questions, but I am not sure that he is getting the serious attention that he and I would think those answers warrant. Perhaps we could have a bit of order.
It was revealed in a leaked letter yesterday that the Minister for the Cabinet Office tried to use emergency powers to block a freedom of information request for the Government to publish the HS2 project assessment review from 2011, which he did because of “political and presentational difficulties”. Those who support HS2 in principle know that public confidence is vital. Concerns have already been expressed about accelerating costs because of the Government’s failure to get a grip on the project. Questions have been raised by the National Audit Office about the economic benefits. Will the Minister now publish that project assessment review?

Commons ChamberI accept that awareness of cyber-threats by all businesses is still too low. As the rankings show, the threat is higher in Britain than it is in most countries, but awareness is not good enough and too many businesses have left themselves vulnerable. We are working hard to raise their awareness. My right hon. Friends in the Department for Business, Innovation and Skills are leading that work, but there is much more that we can and should do.

Commons ChamberI would like to make a short statement about the arrangements for Lady Thatcher’s funeral on Wednesday. I have received a number of representations—direct and indirect, formal and informal—concerning how the House and Parliament as an institution might best mark this occasion. I have considered all of these, but concluded that the most appropriate means of indicating our sentiments would be for the chimes of Big Ben and the chimes of the Great Clock to be silent for the duration of the funeral proceedings. I have, therefore, made the necessary arrangements to achieve this. I believe that there can be a profound dignity and deep respect expressed in, and through, silence and I am sure that the House will agree.
On a point of order, Mr Speaker. As you know, Lady Thatcher held Parliament in great reverence in her time both in this House and in the other place. I am confident that this will be seen as a dignified and respectful gesture on the part of Parliament. I am grateful to you, Mr Speaker, and I am confident that Lady Thatcher’s family will take it very much in that spirit and be hugely appreciative of what you have decided.

Commons ChamberIt ill behoves the hon. Gentleman to lecture this Government about debt and deficit, given the state of the public finances when his Government left office; there was reckless incontinence. The National Citizen Service, which we expect to expand, provides an incredibly valuable experience for growing numbers of young people, and I would be grateful for the hon. Gentleman’s support for it.
There is plenty of scope for an all-day debate, I think. I call Mr Peter Bone.
T2. To the coalition Government’s great credit, four months ago they started to tackle the scandal of civil servants being given paid time off to do trade union work. The TaxPayers Alliance has worked out that that costs £90 million a year. How many savings so far have the Government made on that £90 million?
The hon. Lady will know that we have in place an assisted digital strategy, so that as we roll out our digital by default approach, which will provide services on a much more convenient basis for the citizen at much lower cost to the taxpayer, there will always be available a place where people can go so that the digital transaction can be carried out with the support of someone to help the citizen. [Interruption.]
Order. It would be helpful if the House listened to the questions and, indeed, to Ministers’ answers.

Commons ChamberWe have hugely reduced the amount of property that the Government occupy. The overall size of the central estate in 2011 alone fell by nearly 6%; the number of our property holdings fell by 11%; and we sold Admiralty Arch, which is an unsatisfactory office building but will be a very good hotel building. We are making enormous savings. We have achieved total savings of £360 million in annual running costs. If this had started when the Leader of the Opposition had my job, the country would not have been in the mess that we inherited in 2010. [Interruption.]

Commons ChamberAnyone who has responsibility for spending public money needs to ensure that it is spent on the front-line services on which citizens depend. In the civil service, we discovered that 248 civil servants were doing nothing but trade union work at the taxpayers’ expense. Following our consultation, we have introduced tough new controls that will more than halve the cost of trade union activity to the taxpayer.
Order. There are far too many noisy private conversations taking place in the Chamber. Let us have a bit of order so that Members may actually be heard—it is something to do with manners.
T2. As the Minister seems to love contracting out work to the cosy cartel of G4S, A4e, Serco and Capita, does he not think that transparency should extend to those companies as much as it does to the public sector?

We do, and more than 500 social enterprises and voluntary organisations are involved in the supply chain. I would have thought that he welcomed that.

Commons ChamberWith permission Mr Speaker, I would like to make a statement on party funding.
As set out in the coalition Government’s programme, party funding in Britain needs to be reformed. The last major attempt at reform came in the cross-party talks between 2006 and 2008, chaired by Sir Hayden Phillips, which I led for the Conservative party. The right hon. Member for Blackburn (Mr Straw) led for the Labour party and the present Parliamentary Secretary, Office of the Leader of the House of Commons, my hon. Friend the Member for Somerton and Frome (Mr Heath), led for the Liberal Democrats. The origin of those talks was a genuine desire on the part of my right hon. Friend the Prime Minister—[Hon. Members: “ Where is he?”]—and Tony Blair and the right hon. and learned Member for North East Fife (Sir Menzies Campbell) to resolve these issues, which were disfiguring the face of British politics. The expectation was that there could be some increase in state funding if there were a cap on donations, but crucially a cap applying to all donations, whatever their source. Those talks came agonisingly close to securing agreement for long-term reform, but in the event agreement proved impossible. That was a serious missed opportunity. Since then, the need for change has become more, not less, pressing. Accordingly, at the last election, all three main parties promised in their manifestos to make progress.
This Government have an explicit commitment in the coalition agreement to
“pursue a detailed agreement on limiting donations and reforming party funding in order to remove big money from politics”.
It was helpful when, in the early months of the coalition Government—[Interruption.]
Order. The Minister for the Cabinet Office is ploughing on manfully—perhaps I should say “personfully”—through his statement, but he should not have to put up with this level of noise. It is not acceptable. We do not want this sort of noise from either side of the House. Let us hear the statement and the response. The House can rely on me to ensure that there will then be a full opportunity for Members in all parts of the House to question the Minister, but let us listen to his statement with courtesy.
I am not particularly surprised that the Labour party wants to drown out this statement, because its role in this saga is a shameful one.
It was helpful when, in the early months of the coalition Government, the Committee on Standards in Public Life launched a review. That Committee reported last November. My right hon. Friend the Deputy Prime Minister, with support from the Parliamentary Secretary, Cabinet Office, who is responsible for political and constitutional reform, leads for the Government and, in that capacity, responded to the report. He welcomed the recommendations and confirmed that the report contained a useful guide to the principles and areas that are essential for party funding agreement.
However, the Government could not see a case, at that time of austerity, for additional state funding for political parties. The Committee’s view that an increase in state funding was required meant that its recommendations could not be adopted in full. Instead, as he told the House last month, the Deputy Prime Minister wrote to party leaders asking for nominations to take part in cross-party discussions. Nominations have been received from all three parties. With Lord Feldman, I will lead for the Conservative party. The talks will begin shortly. Events over the last weekend have demonstrated the importance of making progress.
What Peter Cruddas said was completely unacceptable and wrong, and much of what he said was simply not true, as he himself has since stated. As the House will know, all donations to any party headquarters above £7,500 have to be declared to the Electoral Commission and comply with detailed electoral law. These requirements are rightly extremely detailed and demanding, and should be meticulously complied with by all parties. This Government have already gone much further than any previous Government in revealing details of Ministers’ meetings with outside organisations and individuals. My right hon. Friend the Prime Minister has set out this morning that the Conservative party will now go much further. I hope that all other parties—[Interruption.] As the Leader of the Opposition has taken the trouble to come to the House today, I hope that he will set out what his party will do.
What we are now doing builds on the major improvements to transparency in public life that this Government have introduced. We are the first Government to introduce such transparency and the first Government to tackle the problem of lobbying, with our proposals for a statutory register of lobbyists currently out to consultation. We have published more data than any other Government in history about the activities of Ministers and Government Departments.
Let me return to the forthcoming party funding talks. There is a way of solving this problem. Across the House, we broadly know the issues we need to address. We need to look at donations and how to limit them, and we need to look at affiliate bodies. The Prime Minister has once again said that he is ready to cap donations, but only if it is agreed that the cap applies to all donations, whatever their source. We could also look at how to boost small donations and broaden the support base for parties, at the way in which existing state funding works, and at how we might further increase transparency around fundraising activities. The challenge for us all across the House is to make this process work, to reach agreement across all sides, and to deal with the problem of party funding once and for all. I look forward to the enthusiastic support of all parties for this course.
For 13 years the Leader of the Opposition was at the heart of the Labour Government. For 13 years they had the chance to make government transparent. For 13 years they had the chance to reform party funding. For 13 years they did nothing—nothing. And, worse than nothing, they blocked reform, because who was it who stopped the Hayden Phillips reforms going through? It was Labour. The House need not rely on me for that; it can rely on Peter Watt, the then general secretary of the Labour party, who said:
“My primary emotion during the process was intense frustration, because my own party”—
Labour—
“was the biggest block to reform.”
So the right hon. Gentleman should not come here, grandstand and claim the moral high ground. His party has a shameful role in the past. He should come here to say sorry for blocking the reform that was there to be had.
Labour in office gave us the cash for honours affair and a police investigation into proxy donations, and I remind the right hon. Gentleman, lest he forget in his new-found enthusiasm for independent investigation, that the investigation into the David Abrahams affair was conducted not by some independent person but by Lord Whitty, a former general secretary of the Labour party. And now that Labour is in opposition, its donors do not just buy policy—they elect the leader. That is why, after the right hon. Gentleman was elected Leader of the Opposition, the first thing he did was to go up to the leaders of Unite, put an arm round their shoulders, and say a warm, heartfelt “Thank you.”
We have heard about cash for policy, and cash can buy policy, but not on this side of the House. It was shocking recently to discover that votes can be decided on the basis of money paid and a cheque cashed. In fact, Labour, back in 2004 in the Warwick agreement, drew up its election programme on the back of an agreement to have union donations that would fund its campaign, so the right hon. Gentleman should not come here and lecture us about cash for policy, because Labour Members are the past masters at it—and look where it has got them. The shadow Health Secretary—he is over there—tabled amendments pushed by his union backers. [Interruption.] The shadow Justice Secretary could not confirm Labour’s own—[Interruption.]
Order. [Interruption.] Order. [Interruption.] The Minister should resume his seat, which he has done. First of all, there is far too much noise, a lot of it, but not all, from a sedentary position; and, secondly, I simply say—[Interruption.] Order. I simply say to the Minister that the terms are inevitably wide, but I know that he will want to respond to the questions asked in conformity with the convention governing ministerial statements and that he will want to make a statement of the policy of the Government.
It is the policy of the Government that there should be cross-party discussions about reform to party funding. It is very important, as we go into this, that we understand the basis on which those important discussions are going to take place, and each party’s background in that respect.
I was just commenting on the shadow Justice Secretary’s inability to confirm Labour’s policy because he was “checking with the GMB”, which, by the way, gave the Labour party over £1.5 million while the Leader of the Opposition was its leader—and we know that when he pulled a sickie saying that he was too ill to attend an NHS rally, he was in fact meeting his very own six-figure donor at Hull City.
We have heard a lot about Labour and Mr Andrew Rosenfeld. I know Mr Rosenfeld; I met him when I was party chairman, and I can tell you, Mr Speaker, that we did not take his money. The Prime Minister has said what the Conservative party is doing to put its house in order. We have already been far more open than Labour ever was when it was in office. I hope that in the course of these discussions the Leader of the Opposition will tell us what he is doing to open up the Labour party. Will he commit to publishing details of every single meal that he has had with donors? Is he going to own up about the dinner with Roland Rudd, whose attendees he promised to reveal months ago but still has not? Will he reveal details of all the meetings with Labour donors in No. 10 that Tony Blair and the previous Prime Minister had when in office? Will he commit to publishing any shadow Cabinet contact with Labour’s union donors? It is no good expecting a list from the Leader of the Opposition. We know that there would be one name on it again and again: Len McCluskey, Len McCluskey and Len McCluskey.
Order. The Minister corrected himself perfectly clearly. I heard him; we all heard him.
The Prime Minister, as Leader of the Opposition, responded to the report mentioned by my right hon. Friend the Member for Manchester, Gorton (Sir Gerald Kaufman), entitled “Conduct of Mr David Cameron” and relating to the 2006-07 Session, by saying:
“I would like to assure the Committee”
—in relation to lunches for donors held in his parliamentary office—
“that this will not happen again. I will not hold lunches for members of the Leader’s Group in my Parliamentary office in the future, nor will my office be mentioned in any promotional literature.”
Having had to make that apology to the House, should not the Prime Minister have been extra careful to obey the ministerial code and ensure that there could not even be any possible perception of impropriety in the dinners that he held on public property at No. 10 Downing street?
Order. The question has been asked, and the answer must be heard.
Is the Minister aware of the failure of one of his Secretaries of State to register a meal he had with the lobbyist Bell Pottinger this year on the basis that on the day in question he was digesting with his private stomach and not his ministerial stomach? Is not the distinction a false one? Nobody would give £250,000 for a social, private chat with the Prime Minister, but they would pay it if they were seeking access and influence.
Order. Questions about registration are not matters for the Minister as responsibility for those lies elsewhere, but I wanted to hear the hon. Gentleman out. I do not think it is a matter for the Minister.
The Minister does not think it is either; we are in happy accord.
I have to make a declaration of interest as a former trade union representative in Yorkshire. The Unite union has just announced that tanker drivers have voted to go on strike. Does my right hon. Friend agree that Members in this House should be able to condemn such actions without fear of losing a donation?

I am grateful, Mr Speaker.
A year ago, the Prime Minister and I launched a package of radical measures to increase opportunities for small and medium-sized enterprises to supply to Government. One year on, central Government’s direct spend with SMEs is on track to more than double to nearly 14% since we took office.
I am delighted to say that nine of the biggest suppliers to Government have already agreed that they will advertise on Contracts Finder their contracts for sub-contract as well, and that will increase accessibility. In addition, we are taking steps to ensure that payments get made quickly not only to prime contractors but to sub-contractors further down the supply chain. [Interruption.]
Order. There are far too many very noisy private conversations taking place in the Chamber. That is unfair to the questioner and deeply unfair to Ministers, who may well be greatly wounded by the experience.
11. The Government say that they are committed to ensuring that 25% of all Government contracts will be awarded to SMEs, but official figures and the experience of SMEs in my constituency show that the situation is getting worse. When are the Government going to get their act together on this?

Commons ChamberThe Government are obliged to protect what they do in the interests of the taxpayer. I draw the hon. Lady’s attention to the fact that spending on consultants was spiralling completely out of control under the previous Government. That was providing very bad value for the taxpayer and it was very demoralising for mainstream civil servants, who felt that they were undervalued by the previous Government, whose default setting when anything difficult came up was to hire consultants. We will put our faith in the work that civil servants do. [Interruption.]

T4. Sixty per cent. of Welsh Government public procurement contracts are awarded to SMEs, half of which are in Wales. In England the figure is less than 10%. Given that SMEs invest more in local jobs, pay more tax and create more growth, what is the Minister doing to ensure that SMEs get business in England, instead of the money being siphoned off abroad?

Commons ChamberWith permission, I would like to update the House on today's public sector strike action, which is about long overdue reforms to public sector pensions.
I start by thanking the large majority of public servants who have turned up for work today as normal. The low response to the call for strike action reflects their dedication to their public service calling. It also reflects the recognition that taking strike action while negotiations continue on an almost daily basis is nothing short of irresponsible, inappropriate and untimely. It is plain wrong.
This strike is about long-overdue reforms to public sector pensions. I repeat that we want public sector workers to continue to have access to pension schemes that are among the very best available. They will continue to be defined benefit schemes, delivering a guaranteed pension, index-linked and inflation-proofed. Such schemes have all but disappeared from the rest of the work force.
Reform, however, is urgently needed. The cost of public service pensions has increased by a third in the past 10 years to £32 billion a year, and the Office for Budget Responsibility forecasts that, without reform, spending on public sector pensions will rise by nearly £7 billion over the next five years. Life expectancy is rising, and people are living longer, so in future people will work longer, for a better balance between life spent in work and life in retirement. Most public sector staff, except the lowest-paid, will pay more for a fairer balance between what they pay towards their pensions and what other taxpayers pay.
During the discussions, we have been willing to listen to the concerns of staff, and we have responded. On 2 November, after months of negotiations, my right hon. Friend the Chief Secretary set out in Parliament a revised offer that was more generous by 8%. In addition, we have made sure that any public sector workers within 10 years of retirement will be able to retire on their current terms. We are also protecting the lower paid. Public sector staff earning less than a full-time equivalent of £15,000 will not have to pay anything extra at all, and there will be limited increases and contributions for those earning, on a full-time basis, between £15,000 and £21,000. We think that that is fair.
The offer on the table is, by any standards, a generous one. It is a deal that most people in the private sector could only dream of being offered. Most staff on low and middle incomes will retire on a pension as good as what they expect today, and for many it will be even better.
The changes to the pension schemes will particularly protect women, who form the majority of the public sector work force, many of whom are on lower pay. A move from final salary schemes to career average will secure fairer outcomes for lower-paid workers, most of whom are women. The new schemes will also protect future generations from an unsustainable burden placed on them by unaffordable public sector pensions.
It is simply not true that the Government are not negotiating. I was surprised to hear the Leader of the Opposition repeating that claim today. Only yesterday there were discussions with the civil service unions on the civil service pension scheme; tomorrow there will be discussions with the teaching unions, and on Friday with the health unions. After the new offer was made on 2 November, it was agreed, at the request of the TUC, that discussions would continue on the schemes—so it is within the sectoral schemes that the discussions are taking place, at the specific request of the TUC. In addition, there are frequent—[Interruption.] The shadow Chancellor asks from a sedentary position whether we have met the TUC. The answer is yes. [Hon. Members: “You!”] So, contrary to—[Hon. Members: “You! You!”] I will say to—
Order. The right hon. Gentleman will resume his seat. The Minister has, perhaps understandably, been provoked into a response, but questions, of whatever kind, relating to his statement must follow the statement. We cannot have constant sedentary interjections. I appeal to Members to stop doing that, and if it happens, I suggest that the Minister blithely ignore it.
As always, Mr Speaker, I will do as you encourage me to.
Contrary to claims being made this morning by trade union leaders—and by the Leader of the Opposition and the shadow Chancellor—talks are very much alive. They are intensive and they are making good progress. I deeply regret the misleading claims to the contrary.
All this underlines how indefensible today’s strike is while talks at scheme level are moving forward. It is inappropriate, untimely and irresponsible. The ballots for strike action, particularly in the bigger unions, had a turnout of between a quarter and a third—a very low turnout indeed. Our latest data suggest that, as of 11 am today, 135,000 civil servants—well below a third, indeed not much more than a quarter, of civil servants—were on strike. Most civil servants are going to work today as normal.
We have put in place rigorous contingency plans to ensure that, as far as possible, essential public services are maintained during such periods of industrial action. I have an update on what my right hon. Friend the Prime Minister said a few minutes ago: only 16 of the 930 jobcentres are now closed to the public, and UK borders are open and operating with only very minor delays in some seaports. In the airports services are being maintained. I pay tribute to all the dedicated people who are keeping those borders both secure and open.
Across the other sectors the impact has been varied. According to estimates early this morning, across all state-funded schools in England, some 60% are closed but a great many are open or partially open. I am very grateful to those who have worked hard to keep their schools open across the country—head teachers, governors, support staff and teachers, all of whom may have concerns about their own pensions but have chosen to put the needs of pupils and parents above their own to minimise the impact of this strike. I deeply regret the fact that there will have been disruption to the lives of so many hard-working parents across the country, and to hard-working pupils, many of whom are facing mock exams in the near future; they need a closed school like they need a hole in the head.
Overall, the national health service is coping well with industrial action. Early indications are that the strike is having only a minor impact on patient services, and that has largely been mitigated by robust contingency planning. Several trusts have been forced to make cancellations of elective surgery, which is deeply unfortunate and I deeply regret it, but many organisations in the health service are reporting that they are operating at near normal levels. There is some disruption taking place in the local government sector, but councils have worked hard to secure essential services in areas such as dementia care and homelessness, to protect some of the most vulnerable members of the public from the most serious potential impacts of strikes.
Let me finish by saying this: I have huge respect for the dedicated women and men who keep our public services running. Their work is demanding, essential and highly valued. They deserve to be able to retire on decent pensions. Our reforms will ensure that their pension schemes will be decent, and that they can be sustained for the future. They deserve no less.
Order. I gently say to Whips, wherever they are in the House, that the House is best served when they go about their Protean tasks quietly. On the whole, the House is greatly nourished if they are seen and not heard.
May I deal with the point about the negotiations? I thought I had made it as clear as possible that, at the TUC’s request, the negotiations are continuing in the scheme sector talks. [Hon. Members: “Are you going to meet them?] I have met them—[Hon. Members: “When?] Since 2 November. We conduct many of the negotiations in private—at the request of the TUC. [Interruption.] If Labour Members want to know when the meetings took place, I shall give them the TUC’s telephone number. Let me be absolutely clear: I shall not disclose what the contacts are—at the express request of the TUC. Okay? If they want me to be explicit about the contacts, rather than attacking me they should talk to the TUC. I think they probably know the number.
The shadow Minister asked whether I would call the unions today to suggest a meeting. He is a bit slow on the uptake: I called them yesterday to make that suggestion. I make it absolutely clear that my right hon. Friend the Chief Secretary and I are ready at any stage to meet the TUC. We have done so consistently over the whole period, but at the request of the TUC the discussions are continuing in the four sector schemes and are making good progress. That is why this strike is so indefensible, so unjustifiable, so irresponsible. Luckily, not that much damage will have been inflicted on the economy, because most public servants have chosen to work today as normal. But that has nothing to do with the attitude of the Labour party or of some trade union leaders.
I was asked about the Labour Government’s public sector pension reforms. The shadow Minister made a point about full-time equivalence—the basis on which the previous Government put in place their public sector pension reforms. We have simply followed what they did. I can tell the House that 750,00 low-paid workers will not lose at all—they will not pay a penny more in contributions, because they are below the threshold we have set—and 85% of them are women. It would be useful if the hon. Gentleman confirmed those figures.
The other thing to say about the Labour Government’s pension reforms is that, at the behest of their paymasters in the trade unions, they bottled out of putting in place the long-term reform that makes these changes sustainable. That is why Lord Hutton, Labour’s former Work and Pensions Secretary, recommends all these proposals and reforms, which will make the arrangements we arrive at in the discussions sustainable for a generation. No Government over the next 25 years should have to revisit pension schemes, which we have had to do because the previous Government bottled it.
Order. The hon. Gentleman must calm himself. There will be an opportunity for points of order, but it does not arise in the middle of a statement.
Far from having the views about public sector workers that the hon. Member for Derby North (Chris Williamson) wrongly attributes to me, all of us in this House have dedicated ourselves to public service. We know that this is an honourable calling and we know how dedicated are the 6 million public sector workers. I commend the 75% to 80% of public sector workers who have ignored the irresponsible call for strike action and gone to work today as usual.

Commons ChamberThe roles of Cabinet Secretary and head of the civil service are very different and were indeed separate roles until 1981. Following the announcement of the retirement of Sir Gus O’Donnell, the role of head of the civil service will, once again, be separated from the Cabinet Secretary role. The two individual roles will be more focused, and people can be appointed to each on the basis of the skills match to each role. An internal competition is under way to recruit the post holder from among existing permanent secretaries.
Change is the watchword of the Prime Minister and change in government is a vital ingredient of the Government’s reform programme. How will the head of the civil service be able to lead and implement change if he does not have equal authority and equal access to the centre of government as he does now?
It is in no one’s interest that public sector workers should opt out of pension schemes. The numbers to which the hon. Lady refers do not in any way reflect the pension that people retire on after a full career. That is the average, including many people who serve relatively short times in the public service. At the end of these reforms public sector pensions will still be among the very best available, much better than those available to most people in the private sector, who have no chance of enjoying such pensions. Commons ChamberOne quango that has done a really good job since it was brought in by the Labour Government is the Security Industry Authority, which licenses bouncers outside pubs. One role that it has not yet been given is the licensing of private investigators. We have seen over the past year that some private investigators are very good people, but some of them are the scum of the earth. Should we not be licensing them and giving that power to the authority?

It would be good to hear Opposition Front Benchers joining us in urging the trade unions to stay with the discussions, which still have a great distance to go, to secure what will still be among the very best pension schemes available. If schools close down, it is not just children’s education that will be disrupted, but the livelihoods of millions of parents who depend on schools being open so that they can go to work to earn the money to pay the taxes to support public sector pensions. We know that there is growing enthusiasm for public sector workers to come together to form employee-led co-operatives or mutuals to carry out and deliver public services. Given that opinion polls show that the majority of the British people have not even heard of the big society and that the majority of those who have think it is just a cover-up for the cuts, does the Minister believe that the work of the ministerial group has been a resounding success? Does he not believe that Ministers’ time would be better spent doing credible work in their own Departments?
I refer the hon. Lady to the remarks made by the Communities Secretary yesterday. We do believe in localism; we believe in local authorities being accountable, not to Whitehall, but to their own local residents. Each local authority has to justify its decisions but, as my right hon. Friend said yesterday, we have expectations that local authorities will not impose greater cuts on their funding for voluntary organisations than they do on their own costs. We would expect them to have regard to that.

10. What steps he is taking to reduce the risk of fraud in public sector procurement.
It is actually difficult to know exactly how much is being lost. The numbers are increasing each year, but that is largely because there is a better handle on the data. The quality of much Government data is lamentably poor and it is particularly difficult to obtain accurate figures on some procurement fraud, such as collusion or bid rigging. However, in one of the taskforce pilots, the Department for Transport is using data analytics to detect overpayments from the Department’s accounts payable systems. A similar exercise undertaken by the Home Office detected and recovered no less than £4 million in overpayments as a result of fraud or error.

Commons ChamberAll regions and nations across the United Kingdom should be able to benefit from that aspiration. We are going to expose much more widely the tender documents that are available so that small businesses will find it much easier to take part in these sometimes quite intimidating processes that have excluded many of them in the past. [Interruption.]
Order. I understand that the House is eagerly anticipating later business, but when there is a constant hubbub it is very discourteous and most unfair both on the person wanting to ask the question and on the Minister deputed to answer it.
Commissioning is currently too prescriptive; tender documents can be immensely lengthy, specifying every detail of every step in every process. That stifles innovation, excludes new entrants to the market and adds wholly unnecessary cost. We intend that commissioning should be outcome-based, leaving much more scope for innovative providers from the social enterprise, voluntary, charitable and small business sectors to bid. Whenever possible, commissioning should be based on a payment-by-results model.
On procurement, I refer my hon. Friend to my reply to Question 2. [Interruption.]
Order. Once again, I understand the excitement and anticipation, but the House must come to order. Such conduct makes a bad impression on the electorate, whose support we so recently sought.
I thank my right hon. Friend the Minister for his answer. Following his earlier comments, I seek assurance that small and medium-sized enterprises in my constituency can access Government contracts. Can he give me any examples of practical help now or in future that would make that easier to achieve?
Procurement of basic commodities was carried out without any effort to leverage the scale and buying power of the whole Government—[Interruption.]
Order. I understand the excitement, but I hope that that practice, which was discontinued some time ago, will be discontinued in future. The Minister must be heard.
That led to one part of the Government buying basic office supplies at seven and a half times the cost that other parts incurred. Allowing wasteful spending of that type to remain unreformed would mean that front-line services and the jobs of dedicated public servants would be more at risk. We are mandating that all Departments and public bodies should in future buy through supplier contracts negotiated on behalf of the whole of central Government. That will cut the costs of Government overheads by some—[Interruption]
Order—[Interruption.] Order. In so far as we could hear the Minister, I think we have got the drift of it.
I thank the Minister for his reply in as much as I heard it. It is sound commercial practice to maximise buying power by adding together the purchases of all bodies within an organisation and to use that to drive down prices from suppliers, yet Sir Philip Green found waste arising from huge variation in the prices paid by different Departments. What steps will the Minister take to co-ordinate Government procurement in future?

Commons ChamberLiberal Democrat Back Benchers welcome the statement on the grounds of cost, improved efficiency and, above all, embarking on dealing with the problem of democratic deficit. However, behind the names of these organisations there are many people genuinely fearful for their jobs. Will the Minister emphasise this line in his statement: “For those bodies that we are abolishing, I should stress that in many cases this does not mean the end of the function”? That is very important, and that reassurance needs to be made to many other people.
On the ending of Consumer Focus and the passing of its responsibilities to citizens advice bureaux, the Minister is aware that there are many concerns about funding for Citizens Advice at a central level. What discussions has he had with his colleagues about enhancing the role of CABs and, indeed, increased funding—
I am extremely grateful to the hon. Gentleman, and I will be grateful to the Minister for a brief reply.
My hon. Friend makes a perfectly proper point about staff. We hope that jobs will not be lost, although some will be; we recognise that every single one is a personal disaster for the family involved. The chief executives of all bodies affected by the changes I am announcing should have communicated with staff this morning to give them as much certainty as possible about the future.
As regards Consumer Focus and consumer activities, the funding implications are being considered by my right hon. Friend the Business Secretary, and results will emerge in due course. We recognise that we cannot just hand these functions over to outside bodies without any resource implications.

Government amendment 1.
In my statement to the House in July and again on Second Reading in September, I made it clear the Government’s intention is to make the civil service compensation scheme affordable, and I set out our intention to legislate to underpin the negotiations to achieve that. However, I have made it clear at all stages—and I make it clear again today—that our principal aim has been to reach a negotiated settlement with all six civil service unions to introduce a new successor scheme that would provide, in particular, better protection for lower-paid civil servants.
The current civil service compensation scheme is unaffordable and completely out of kilter with practice in the rest of the public sector, let alone in the private sector, and it actually makes more likely redundancies among the lowest paid and shortest-tenured civil servants. The previous Government recognised that and engaged in protracted negotiations over many months—indeed, over several years—with the Council of Civil Service Unions to try to reach agreement on a successor scheme. I pay tribute today, as I did on the previous occasion, to the right hon. Member for Dulwich and West Norwood (Tessa Jowell) and her predecessors, who persisted in trying to get full agreement from all members of the Council of Civil Service Unions.
Despite those months of negotiations, the previous Government were unable to achieve full agreement. I understand that it looked as though an agreement was there, but at the last minute the PCS—the Public and Commercial Services Union, the largest of the civil service unions—pulled out, leaving a proposed new scheme in place that had been agreed by five unions, but not by the sixth.
Given the extensive consultations and negotiations that took place, which gained agreement from five out of the six unions, the previous Government felt and concluded—I said at the time that I agreed—that it was only right that one union should not hold the right of veto on any change. So in April the previous Government imposed a new compensation scheme that reflected the agreement with the five unions. But for the action of the PCS, that might have been where the story ended, but the subsequent actions of the PCS have led us to where we are today.
The PCS challenged in the High Court the right of the Government to impose a settlement in such circumstances and the Court subsequently quashed the February scheme. So almost literally on my first day in office after the election, I was confronted with a situation in which the previous civil service compensation scheme was still in force and had not been reformed at all. That scheme, as I have said, is completely unaffordable, inherently unfair and in urgent need of reform. It was striking that on Second Reading, when this issue was extensively and thoroughly debated in a constructive and open spirit with no element of partisanship creeping in, every Member who spoke agreed that the current scheme was unsustainable and needed reform. There was complete consensus across the House.
The current compensation scheme is extremely generous compared with the rest of the public sector, let alone private sector, equivalents. A comparison with the statutory redundancy scheme shows that payouts, particularly for lower-paid workers in the private sector, are capped at 32 weeks’ pay at a maximum weekly pay that is still, I think, capped at £380. The maximum that can be paid out to anyone under that scheme is less than £12,000. By contrast, the maximum value under the civil service scheme is the equivalent of six years and eight months’ salary. Typical schemes in the private sector—particularly the statutory scheme—pay one week’s salary for each year worked. The civil service scheme pays at least four times that amount—a month’s salary for each year worked, and in some cases up to three months’ salary for each year of service.
The previous Government spent £1.8 billion on civil service redundancy payouts in the last three years, including a number of spectacular six-figure settlements for individuals. The result of the scheme’s being so generous and unaffordable is that Departments cannot afford to make civil servants redundant, even if they are willing to go voluntarily, if they are highly paid and of long tenure. If Departments need to save money—as they had to under the previous Government and as they will have to under the coalition Government—through redundancies, they simply cannot afford to choose those individuals on high pay and long tenure. In order to make the same savings in salary terms, they need to make many more lower-paid and shorter-tenured staff redundant. The unjust effect of the current scheme’s being so badly structured and unsustainable is that if it were allowed to remain in place, more civil servants would lose their jobs and more civil servants on lower pay would lose their jobs. The coalition Government are not willing to see that happen.

Commons ChamberThe whole point is to bring together young people from different backgrounds, rather in the way that national service was a great leveller. People from all sorts of backgrounds and geographies came together to work together, and that did promote cohesion. We are especially concerned that young people from disadvantaged backgrounds should not be excluded from this process. I hear what my hon. Friend says and it would be good if one of the pilot schemes next year could involve disadvantaged young people from his constituency. [Interruption.]
Order. An enormous number of private conversations are taking place in the Chamber, and it is not only unseemly, but unfair on the Member asking the question and on the Minister to whose reply we all wish to listen.
North Yorkshire county council has four fantastic outdoor education centres, including Bewerley park in Nidderdale in my constituency. I suspect that my right hon. Friend does not have time for potholing, but would he come and meet me so that I can show him how those four centres could deliver on the national citizens programme?
