T6. My right hon. Friend has already mentioned the article in The Sunday Times, but is she aware that it is comparing apples and oranges? British students go straight into a degree course in the first year, but these overseas students referred to are foundation year students who are not on the degree course. They are doing the equivalent of A-level exams.

I will think of one, Mr Speaker. As my hon. Friend has said, we are the eighth largest manufacturer in the world—and where is the centre of manufacturing? It is, of course, the west midlands. What advice is my hon. Friend giving to people such as Andy Street about what can be done to support businesses in the west midlands to overcome what I hope is a temporary difficulty?

My hon. Friend has hit so many markers in that question. He is absolutely right that the west midlands, and Birmingham in particular, are the heart of advanced manufacturing. I suggest that the Mayor catches up on supply chain reporting. I am more than happy to sit down and talk to him about that. We have worked with industry, including in the automotive sector, to ensure that supply chains can be as flexible and resilient as possible. Of course there are concerns about extended routes from that part of the world into Europe, but, as I mentioned earlier, we are the first country in the world to produce a strategy, working with industry to ensure that the UK continues to provide the data that it needs—

It is the most successful news channel now, pulling in a bigger audience at most times of the day than either the BBC News channel or Sky—TalkTV cannot even be measured. Thank you, Mr Speaker. As chairman of the all-party parliamentary group for the waterways, I share concerns about the future of our canal network, but I am conscious of the fact that 15 years ago when the trust was set up, the aim was for it to be self-financing. Richard Parry, the chief executive, has discussed with me and Ministers in the past the possibility of receiving a lump sum, rather than a sum over 10 years. What progress has been made on that?

May I take a slightly contrary view about working from home to the one we heard from the Front Bench just now? While I fully recognise that working with other people in an office is constructive from a teamwork and creative point of view, working from home has advantages, including saving travel time and, on occasion, enabling people to concentrate more on the job. Will my right hon. and hon. Friends not take too prescriptive a view of working from home, and encourage TWATism? A TWAT, Mr Speaker, is somebody who works in the office on Tuesdays, Wednesdays and Thursdays.

But this is not just about social tariffs, is it? It is also about when the whole broadband system goes down. Recently there was a break in the broadband circuits in Lichfield and no offer was made to any subscribers for any form of compensation. What is my right hon. Friend’s view on that?

There are schemes that will ensure that if there is a lengthy take-out of provision, compensation will be available. I am very happy to look at the specific example of what happened in my hon. Friend’s constituency and to advise customers there what is available to them.

Take 2. Mr Speaker, you might disagree with the Minister’s answer and say that the reliability of Avanti is still not that good. Nevertheless, my question is about services from Lichfield Trent Valley station. I wonder when services can be restored whereby we have a decent service on Sundays, particularly early Sunday evenings, both down to Euston and to the north. That used to exist before covid, but those services are no longer on the timetable.

Many of my constituents, including me, visit Tywyn in Gwynedd. Is my right hon. Friend aware that people need healthcare there, funded of course by the grant, yet Tywyn Hospital has closed its minor injuries unit and its in-patient ward? Will he speak to the Welsh Minister for Health and Social Services and discuss how English tourists will get proper healthcare when they are on holiday in Wales?

I am grateful for that answer. I do not always praise the Church of England, but I praise it for these initiatives. My hon. Friend will know what a beautiful city Lichfield is, as I hope you may find out soon, Mr Speaker—I will say no more on that. The cathedral is beautiful, too, and it is not only used for worship; it is also used for the wonderful Lichfield festival. May I invite my hon. Friend to come to the Lichfield festival to see and hear for himself what goes on in that beautiful cathedral?

On a point of order, Mr Speaker. As you have just heard from my hon. Friend the Member for Milton Keynes North (Ben Everitt), the Interfax news agency announced less than an hour ago, in Moscow, that the foreign ministry of the Russian Government will now sanction 287 Members and former Members of the House of Commons—from both sides of this House. I am proud to say that both you and I are on that list. Are you able to give any advice to right hon. and hon. Members of the House of Commons regarding this?

Normally I would not, but I think this is an important matter, and I am grateful to the hon. Gentleman for letting me know at the start of questions that he wanted to catch my eye. Although the issue he has raised is not strictly a point of order, I am of course alarmed to hear what he has reported to the Chamber. Rather than give a knee-jerk reaction now, I am sure that the Government will rapidly be assessing the implications of this move. I am therefore asking them to keep me and the House authorities briefed on this very important issue, and I shall make sure that Members are kept informed as appropriate.

I think this is the best advice I can give: first, we do not normally discuss UQs, but I cannot grant a UQ unless you put in for it. [Interruption.] No, we have never received it. You may have put it in late. I can tell the hon. Gentleman—and the Clerk at the Table is here—that we have had no request. You cannot request it by just saying it yesterday; that is not an application. We have received no application, so I suggest you check with your office or somebody. Secondly, of course we have sympathy and of course we should be doing more. In fairness, I think this was answered yesterday, when it was raised, by the Deputy Speaker. Of course we have complete sympathy. We do need a statement. If a statement is not forthcoming, I suggest again that a UQ, if applied for, may be considered, but I can assure Members that I have had no request for a UQ as yet.

On a point of order, Mr Speaker, which I have not given you notice of and which actually is for you. I have been noticing over the last few Question Times that there is a growing trend of Back Benchers on both sides of the House reading long questions word for word rather than using notes or even actually memorising a question. I just wonder whether it might be worthwhile, if you have a view on this, putting out an email to colleagues with some guidance about how to do questions in the House. Can I suggest that it can be slightly less boring—although I know I can bore for Britain—if people ask questions in an extemporaneous manner rather than laboriously reading them word for word for word?

On a point of order, Mr Speaker. I have just received word on the wires that the Leader of the Opposition—I did not hear this at the time, because there was so much noise—called the Prime Minister a coward. Surely that is in breach of “Erskine May”, is improper and should be withdrawn.

T9. The Birmingham cross-city line is, I am told, the second busiest rail line in the whole United Kingdom. A continuation of it is the route from Lichfield to Burton via the National Memorial Arboretum. At present, that line is only used for freight traffic. Will my right hon. Friend the Secretary of State visit—without a harness—so that he can have a look at the rail line for himself and see what a valuable addition it would be to the rail network?

Thank you, Mr Speaker. Although I understand the libertarian argument regarding this policy and the very good points put forward by the right hon. Member for Orkney and Shetland (Mr Carmichael), is it not the prime duty of any Government to protect their own population, whether in peace or war? And in many ways, are we not in a unique war with this virus? The passport is easily available. I have it on my iPhone now, although it shows my date of birth, which I would rather it did not do. I certainly agree, by the way, that if we want equality, we should be using these passports to get access to this Chamber, because it is also a crowded place. Will not the vaccine passport also encourage more people to get double vaccinated?

Some people relax with yoga, others with tai chi—perhaps you do, Mr Speaker—but in the good old days when I used to have a week in Westminster and then get back to Lichfield, I unwound by going to evensong in Lichfield cathedral, which is very relaxing indeed. Whatever reason people go to evensong—perhaps even religious reasons, for worship—there is a need for it to be restored. What assurance can my hon. Friend give that, come 19 July, things will truly get back to normal in Lichfield and elsewhere?

May I join the Prime Minister in those good wishes for Christmas and add my own good wishes to you, Mr Speaker, and to the Prime Minister and hope that you both have a peaceful and safe Christmas period?

Look, on the subject of Christmas, my constituents in Lichfield and Burntwood and those in the rest of the country have had a torrid year with the covid pandemic, and we have this very small break over Christmas. People must use common sense, of course: do not start hugging granny; do not go wild over Christmas; and, as my right hon. Friend the Prime Minister previously said, let us be jolly careful over Christmas. I want to say to my Prime Minister that it would not be helpful if some smarmy lawyer, or somebody now at this late stage, were to argue for a change in the laws. May I ask my right hon. Friend, here and now, who is neither smarmy nor a lawyer—

Thank you, Mr Speaker; I am indeed very close to Lichfield cathedral, and the dean of Lichfield cathedral is the chairman of the Association of English Cathedrals. We are all delighted that we are going to have services this year and he has sent me a question, and I am going to read it, because he only lives a few doors down, and I have given my hon. Friend prior notice of the question. The dean asks, “What additional support can be given to cathedrals in the first quarter of 2021 to ensure they remain open and responsive to public need?”

Oh dear: I am worried that you say I am looking orange, Mr Speaker —it makes me think of Donald Trump.

I understand that my hon. Friend the Minister wants to be cautious about the vaccine, but the Department of Health and Social Care has acquired the rights to 350 million doses of six different vaccines. As we heard yesterday, one of those vaccines, from Pfizer, needs to be transported at temperatures under -70° C, although others do not. Whatever happens, it is a huge logistics problem. Now is not the time to be shy: the armed forces are very good at logistics and I strongly suggest that now is the time that my hon. Friend should be suggesting to the Government—and not waiting for the Government or other Departments to say to him—that the armed forces are ready to help in the logistics of the distribution of these vaccines and maybe even in inoculations.

Well, a recent survey has shown that two thirds of people would prefer to work from home either full time or part time, rather than work all the time at the places they worked from pre-covid. With this change in attitudes, which means we will end up with less pollution and probably a better standard of living, what can the Government do, and what can she do, to encourage this type of working for those who want it?

We are heading to the shadows of Lichfield cathedral with Michael Fabricant.

It is not just the 800-year-old Lichfield cathedral that we have; we also have the beautiful leafy lanes, wonderful restaurants and bars. But I will tell you what we also have: the Lichfield Garrick, which is a major theatre in the area, and The Hub at St Mary’s. This is what I would like to know: I welcome the £1.7 billion grant that is being given to support our theatres and performing artists, but are we going to see any of it at all outside the west end, and here in Lichfield?

Thank you, Mr Speaker: from where I am sitting now Lichfield cathedral is just about 100 yards behind me.

Lichfield has a great choral tradition; we have a choral school and the services are very good. It is open for two hours a day at the moment for private prayer, but when does my hon. Friend anticipate that we will be able to go to evensong and enjoy the wonderful choir that sings there?

Is not the real problem that Michel Barnier has absolutely no room for manoeuvre because he has to do what has been agreed with the other 27 countries? Is not that lack of agility and flexibility the very reason we have decided to leave the EU and why companies such as Nissan and Unilever, which has announced this today, are centring their operations here in the United Kingdom?

No member of staff of either House should have to put up with abuse. We have a policy that runs through all of this Estate, and I always encourage Members to respect the people who are carrying out their duties to make sure that we are safe. Normally, we would not name a Member of either House in this way, but I take it very seriously that staff carrying out their duties should not have to put up with abuse. We are aware of the situation, and I expect those in another place to look into that. I want to reassure those staff that it will not be tolerated and we will ensure that that message goes to all Members of both Houses.

On a point of order, Mr Speaker. I do not think that it will have escaped anybody’s attention—nevertheless, it is worth making the point—that we went through all the names on the Order Paper for Prime Minister’s questions and a number of other colleagues on both sides got in, and we finished at about 12.31 pm and no one had to suffer abuse from the Chair. With that, may I wish you a very happy new year and many more?
