My hon. Friend makes an incredibly important point—one that is central to our considerations and to which I will return.

I have mentioned the conduct of Peter Mandelson while he was a member of the last Labour Government, and the Prime Minister’s judgment in appointing him, but I will also touch on Peter Mandelson’s conduct while he was our ambassador in Washington.

I commend the shadow Minister and the Conservative party for bringing forward this matter for consideration. What we are listening to and what is happening is absolutely incredible. May I suggest that the five years during which Mandelson was EU trade commissioner should be part of the investigation as well? A full investigation should include every t that was crossed and every i that was dotted by Peter Mandelson. That is what this House and this nation want.

The hon. Gentleman is entirely right. The more we pull on this thread, the more we seem to find. All Peter Mandelson’s dealings, as a politician and as a businessman, should now be laid out for the House and the country to consider.

As I have informed the House today, the Cabinet Secretary is reviewing all documentation relating to Peter Mandelson’s time as a Minister in the last Labour Government to see what information is available today, and we will comply with any investigations that take place as a consequence. The hon. Member is right that any Minister acting against the collective decisions of Cabinet and against the Government is in breach of the rules. It is unacceptable behaviour, and if any Minister were to do that today, they would be quickly dismissed.

It is disturbing to read of Peter Mandelson’s role when holding high office in government. I just remind the Chief Secretary to the Prime Minister that Mr Mandelson was also the EU trade commissioner for five years. I believe that needs investigating, too, because how far does this go? It is my understanding that the latest releases may have made public the names of victims that had not previously been released. Can the Chief Secretary to the Prime Minister please assure the House that any British victims who have been made public will have support and help to make their way through what could be a retraumatising experience, with press invasion and interference?

I was not aware of that issue, so I thank the hon. Gentleman for bringing it to my attention. If there are any British victims affected by the crimes of Jeffrey Epstein, whether in relation to the latest publication of documents or otherwise, Government services stand ready to be of support to those victims and to ensure that they can seek justice.

The reason I spoke to Volodymyr Zelensky was to have a discussion in advance on the precise terms in which we would approach this issue. I then followed through on that, and I will talk to President Zelensky about this again in the coming days. We are working hand in glove with the Ukrainians for the outcome that we all want: a just and lasting peace.

I thank the Prime Minister for his statement, and I welcome his successful trade missions to China and Japan. In particular, I am heartened by the strides made in Japanese co-operation. However, what steps forward remain in terms of the Chinese treatment of Christians, Uyghur Muslims, Falun Gong and other religious minorities? Was the Prime Minister able to use diplomatic soft power to bring about the changes required to provide human rights protection, to stop religious persecution and to enable successful trade between the two nations?

My hon. Friend is right, and I am very interested to hear about the course at his local college. Skills are the foundation of the UK’s cyber-security, and the Government are investing £187 million in the TechFirst programme. That initiative will bring digital skills and AI learning into classrooms and communities, and aims to reach 1 million students by 2026 and provide a thousand annual scholarships. Those skills projects will help bridge the gap in our cyber-resilience.

May I thank the Minister for his answers? They are always very helpful. Cyber-crime and fraud are now the most common crime in the UK, accounting for some 50% of all offences and costing the economy billions of pounds per year. Will he please discuss with Cabinet colleagues providing additional funding to ensure that our universities and colleges can provide high-level training in cyber-security, and to ensure—if he does not mind my saying so—that Belfast’s title of cyber-security capital is retained?

I am very grateful to the hon. Gentleman, as I always am, for the important points that he raises. I think he knows how seriously we take these issues. He is right to raise the point about skills and education. We are doing a lot of work to support the victims of cyber-crime and providing free guidance, tools and incident response advice through the National Cyber Security Centre, alongside targeted awareness campaigns. I give an assurance of the seriousness with which we take these matters.

I thank the Secretary of State very much for her answers, and she is absolutely right to develop green energy and clean energy. The Irish sea separates Northern Ireland and Wales, and the winds blow up and down the west coast of England and Wales and the east coast of Northern Ireland, which is something we can all take advantage of. Has she had an opportunity to discuss working with the Northern Ireland Assembly and others to take advantage of that, and to discuss the future potential for us all?

I would be very happy to have a conversation with the hon. Gentleman about that. We are investing in our green industries because that is how we will bring down bills for everybody, secure our energy supplies for everybody, and create jobs and improve living standards for everybody.

It certainly is, Madam Deputy Speaker. Last night you asked me whether I got home okay last Thursday—and I did, but by the skin of my teeth, because the winds were blowing the tail end of the plane. Although I got home from London City airport, many of my constituents did not get home from Heathrow, because all the flights were cancelled at about 6.30 pm. They had made it to the airport, but unfortunately they did not get home.

Is it not time for British Airways and other airline companies to ensure that there is pre-warning so that people do not journey to the airport only to find that they are unable to travel? Given all the lessons we can learn from Storm Goretti, is it not time to have a co-ordinated plan from Westminster for the regions of Scotland, Wales and Northern Ireland? The Minister said earlier that we can co-ordinate and learn lessons from Storm Goretti. Perhaps it is time to ensure that we all learn those lessons.

I thank my hon. Friend for her tireless campaigning on this important issue. It is right that we ensure that disabled people are protected at work. She may also wish to approach the Ministry of Justice, as the Department that collects data on protected characteristics across employment tribunals.

I thank the Minister for that answer. When ladies are dismissed, many feel they have been dismissed unfairly, and that men would not find themselves in that position. It is important that ladies feel they are getting equal opportunities and fairness under the law. How can the Minister ensure that ladies get those same opportunities and fairness? The present system seems unfair to them.

The hon. Gentleman is absolutely right: everybody should feel able to work without fear of discrimination. He is right that we must make sure—and we do make sure—that the law protects all.

I can confirm that Ministers across Government, including myself, the Prime Minister and others in relevant Departments, engage with our counterparts in the Scottish Government frequently, and we wish to unblock problems to improve delivery for the people of Scotland. If the hon. Lady writes to me on the particular issue that she raises, I will ensure that it is taken into account. Perhaps next time, SNP Members might come to oral questions to hear about the issues directly.

The Minister is a gentleman—that is never in question. What steps will be taken to respect the principle of devolution and avoid legislating on behalf of the Northern Ireland Assembly without genuine necessity? I ask everyone to cast their minds back to 2019, when the Conservative Government brought in abortion legislation in Northern Ireland against the will of the Northern Ireland Assembly and against the will of the people of Northern Ireland. This House endorsed it. Mr Speaker, what can be done to ensure that that never, ever happens again?

Further to the question from the hon. Member for Cambridge (Daniel Zeichner), most food insecurity in Northern Ireland comes from a lack of money, not a lack of food. What discussions has the Minister had with his counterparts in Northern Ireland on improving the root causes of food insecurity among all our constituents?

I know that through the finance interministerial and the interministerial standing committee, leaders and relevant Ministers discuss a whole range of issues relevant to Northern Ireland, including this, with colleagues from the Department for Environment, Food and Rural Affairs and others. I am always happy to have those conversations with the First Minister and the Deputy First Minister, if that is of help.

The hon. Lady will know that the Welsh Government have put extra money into farming this year through their Budget. Her party in the Senedd voted against that Budget. We are renegotiating the sanitary and phytosanitary standards deal with the EU, following our deal in May, and we are protecting farmers and food manufacturers across Wales.

If we are to improve economic growth in Wales, we can do that collectively. We can do it with tidal energy—Wales and Northern Ireland share the Irish sea—with wind turbines, and with floating wind turbines in the Irish sea. These are opportunities. We can make it happen with the engineering of those in Northern Ireland and Wales. Does the Secretary of State agree that it is time for us to work together for this great United Kingdom of Great Britain and Northern Ireland? We are always better together.

The hon. Gentleman eloquently sets out the case for the Union. The nationalists sat in front of him would break this country apart, ruining economic growth in this country. We are definitely all better together.

As Christmas approaches, I hope there may be an opportunity for me to have a cup of coffee with the hon. Gentleman, and we can compare our various quotes. I give him an assurance that I never had any concern about his seeking to quote Sun Tzu. My concern was that I think it is possible to find a quote from him that matches any particular argument one wants to progress.

The hon. Member’s substantive point was about FIRS, and he will have heard what I have said today and previously. The Government are looking very closely at whether additional countries should be added to the enhanced tier. When a decision is made about that, we will bring it forward in the usual way.

First, I thank the Minister very much for his careful and helpful answers to questions. Given the collapse of the recent espionage case and the findings that failures in procedure and co-ordination undermined the prosecution, what specific actions will the Government take to restore confidence in parliamentary security, ensure alleged spy threats are fully investigated and pursue the course of justice so that something similar does not ever happen again?

I am grateful to the hon. Gentleman, as I am always. He made an important point about parliamentary security, and I hope that, as a very dedicated parliamentarian, he will know that the Government take these matters incredibly seriously. That is why we are working very closely with Mr Speaker and this House, through the defending democracy taskforce, to make sure that we have the appropriate mitigations in place to counter the nature of the threat we face.

I hold the hon. Gentleman in very high regard, and I refer him to what the Prime Minister said on Monday. The Prime Minister made an important point that is highly relevant to the question the hon. Gentleman raised:

“Protecting our security is non-negotiable. Our first duty. But by taking tough steps to keep us secure, we enable ourselves to cooperate in other areas.”

I hope he agrees—I know he does—with that.
