Commons ChamberMr Deputy Speaker, I am not sure what your plans are in the next few weeks—you may be busy—but I want to invite you to west Cornwall, where you will find areas of outstanding natural beauty, sites of special scientific interest, nature reserves, special protection areas and marine conservation zones by the dozen. They are on the increase, not because of European legislation but because of the work of the Department for Environment, Food and Rural Affairs, Natural England and other fantastic organisations. There is an appetite to protect further our beautiful part of the world.
I welcome the Environment Bill, especially the nature recovery strategies. Many good things have been said this evening, which I will not repeat, but I want to raise a few issues that are particular to my constituency, such as the Cornish chough. In 2016, a review of special protected areas found that they are inadequate for the Cornish chough and choughs across the UK. I would love the Secretary of State to look at that, to ensure that the Cornish chough, which is already in good recovery, has ample opportunity to recover further. It requires grazing land, so we need to be careful, as we progress with decarbonisation, that we do not get rid of cattle altogether.
I am the species champion for the Manx shearwater, a ground-nesting bird that has recovered remarkably on Scilly because we have been able to cull rats and get rid of plastic and other litter. I would welcome the Secretary of State looking at how we can fund such recovery programmes, because the Manx shearwater provides an excellent example of communities working together with the proper funds––

For the Environment Bill, Rewilding Britain has made some incredible observations about what could be achieved with public money for the public good. It says that 6 million hectares of rewilding—regenerating woodland, peatlands and species-rich grasslands—would actually sequester 10% of our UK greenhouse gases. This is a real opportunity. It would cost us £1.9 billion, which is £1.1 billion less than the common agricultural policy costs us at the moment. In Cornwall, we have a commitment to a forest for Cornwall in my constituency, and we are working to plant 20,000 trees.
With this Environment Bill, there is a real opportunity for us to work together to reduce greenhouse gases, but also to improve the environment for generations to come. With that, Mr Deputy Speaker, I will sit down.

I commend my hon. Friend the hon. Member for Tiverton and Honiton (Neil Parish)—Tiverton is obviously first—for securing the debate and for all he does with his Select Committee. This is such an urgent issue, and the report is timely. It contains some helpful work and recommendations, and I hope that the Government take seriously and implement them all. It is urgent that we cut plastic pollution.
I declare an interest: I am the Member for west Cornwall and the Isles of Scilly, in the most beautiful constituency—that is undisputed.
I will not comment on Tiverton and Honiton again. I say that my constituency is the most beautiful because, apart from a short section that neighbours the constituencies of my hon. Friends the Members for Camborne and Redruth (George Eustice) and for Truro and Falmouth (Sarah Newton), we are entirely surrounded by the sea. However, although ours is a beautiful, unspoiled part of the world where every Member—as well as most of the country—gladly chooses to holiday during the summer, the truth is that we do see plastic pollution.
My researcher loves going to Scilly; he is going there for Christmas. He was showing me in the office just now that it is 12 °C in Scilly and the sun is shining. He was rather wishing, given the weather today, that he was there. Beautiful as Bristol is, I might have to agree with the hon. Gentleman.
I welcome that intervention, and the fact that we agree on that is brilliant. The hon. Lady is right: I always say to everyone who comes down, or who wishes to, that the sun always shines—which is true, although sometimes the rain gets in between.
I can, but the clouds sometimes obscure it.
On the Isles of Scilly, where it is 12 °C and warm and beautiful, there is no hiding the fact that plastic pollution is taking its toll. I am the parliamentary species champion for the Manx shearwater, a ground-nesting bird that was in significant decline. We have been able to turn that decline around on the Isles of Scilly because we have been able to get some of those islands—they are both inhabited and uninhabited—completely clear of plastic pollution and rats. As a result, the birds are now thriving, and last year they were the fastest recovering species at risk in the UK. They nest only in two parts of the British Isles. That is an example of the immediate benefit of getting on top of this problem for wildlife.
I was shocked by something that I learned when I went on a visit to Nancledra school, which was holding an eco-fair. People took shovelfuls of sand—anyone who looked at it would have assumed that it was just ordinary sand from the beach, as it was—and poured it into water. As they did so, the plastic came to the top. Anyone who has not done that experiment should do so when they—or their member of staff—go on holiday to Cornwall. If we pour sand that looks perfectly ordinary into a bucket of water, we will find it startling how much plastic is in that water. That plastic harms our marine life, so we really must get on top of it. We will never get on top of all the minute plastic pieces that are in the sand but, as my hon. Friend the Member for Tiverton and Honiton says, we can certainly stop contributing to that.
In my constituency and around the country, as we heard from the hon. Member for Dunfermline and West Fife (Douglas Chapman), who is from way up north—I have not been here long enough to learn all the pronunciations—there is a huge amount of effort and will from people on the ground. Right across the Cornwall coastline, organisations continue to undertake regular beach cleans, and they are now moving inland because of all the plastic caught up in bushes and hedgerows. We will see less and less plastic there, but mainly because people are working so hard to clear it up.
Every year, I run an outdoor adventure camp, and I have done for 20-odd years. This year, we decided that we would be plastic free. I cannot tell hon. Members how difficult it was to run a camp for 100 young people and not bring on to the site unnecessary plastic packaging. Schools tell me exactly the same. Mounts Bay Academy in Penzance held a huge event to celebrate its plastic-free status, but staff kept telling me that they could not get suppliers to stop sending into the school stuff that was wrapped unnecessarily in single-use plastic. We need to address that, and I hope that the Government will do so as a result of this report.
There are a couple of things I want to commend. Penzance was the first town to become plastic free. Surfers Against Sewage was started in Cornwall 20 or 30 years ago, campaigning to clean up our beaches. We were pumping raw sewage into our beaches, but we have been able to address that and now we have blue flag beaches that are the most beautiful in the country. SAS staff have now rightly turned their attention to plastic, and they have done amazing work. They have been into Parliament—I am sure that most Members will have met them already—to make the case for bottle deposit schemes and legislation from the Government to change things. SAS also supports the industry to move away from unnecessary plastics.
Despite all that effort, herein lies the problem: there is still no let-up in the use of unnecessary plastic packaging. Supermarkets continue to use it for no good reason. If there is a good reason, I would be delighted if someone—perhaps the Minister—could correct me. I am an old-fashioned person of faith, and I believe that we are provided with what we need. Fruit and veg are provided with their own natural wrappers and protections. Why do our supermarkets choose to shrink-wrap cucumbers—or swedes or turnips, depending on the part of the country—and other fruit and veg? It is completely unnecessary, and it amazes me that we continue to do that.
There is a counter-argument for some of this packaging, particularly when it comes to cucumbers. The hon. Gentleman will find people who say that if we are trying to address food waste, such packaging is the way to keep cucumbers fresh. However, the Select Committee had a really interesting session with people who are developing alternatives, and the seaweed-based alternatives in particular were absolutely fascinating. Perhaps that is the route to go down.
I completely accept that. Cutting down on food miles and getting better at using food when it is available, and from close to where it is supplied, might be part of the solution to food waste. I agree with the hon. Lady, however, and I will come to the alternatives in a moment.
I am most intrigued by the hon. Gentleman’s comment, and what he said was true. Those of us who come from the countryside probably expect our potatoes to have a bit of soil with them, and maybe a wee distortion or a growth on either side. That does not really bother us. However, the housewife does not see things as we who live in the countryside see them. The housewife sees things as products and, with respect, she probably has no idea where they come from or what they are like; they just have to look good. As far as the supermarkets are concerned, products must look good; as we all know, that may not make them good.
I will not criticise my own Government, but I learned home economics in school, which taught me what cauliflowers and so on look like when picked from the ground. There is a joke around in Cornwall about children thinking that bottles of milk are literally collected from nests, rather than that milk comes from cows. However, the point has been properly made that we need to get to a place where people understand—or have the opportunity to learn, if they choose to—how food is produced, and how they can use it in a much more natural way. I will not say much more on that.
I come back to the intervention about shrink-wrapped cucumber. I accept the points that have been made, and that we can use alternatives to keep cucumbers fresh, but we cannot use the same argument for tinned vegetables. Baked beans, which are already wrapped in tins, are wrapped again in plastic. I cannot see the need for that. Some producers find that cardboard is a useful alternative. I think that the supermarkets and food packagers need to be leaned on by the Government to get rid of unnecessary single-use plastic. I do not think that there is any excuse for using it. I do not want to pick on Mr Kipling, who was a favourite of mine when I was younger, but he likes to wrap his cakes and biscuits in far too many wrappers. It would be great for people to take action about the lack of movement, not only from the Government but from some of the companies that continue to use unnecessary plastic.
The hon. Member for Dunfermline and West Fife—I am sorry; I am really not familiar with his constituency—made a good point about the enthusiasm of local people. There is enormous enthusiasm and determination among the people I meet to cut plastic where possible, so I have three, or possibly four, simple asks.
First, what I hear from people is that when they buy biodegradable or compostable products, they want to know what that actually means. If we buy biodegradable nappies, as I did, how long does a nappy sit in our compost heap before it disappears? I put the nappies in my compost heap—and then I had to put them in the bin about four years later. We need to be really clear with people and have a proper legal definition of what biodegradable actually means. How long should we expect something to take to rot down? What is compostable?
That is what we found in the inquiry. Compostable plastic has to reach 60°C; it has to be industrially composted. That will work, but not in someone’s garden. That is why the material has to be collected separately. Somehow or other that has to be explained to the public, because at the moment they are rather confused about the whole matter.
I agree, and I intended to refer to the report picking up on that point, so I thank my hon. Friend for the intervention. First, therefore, let us get that issue properly sorted out and the information communicated clearly, so that we have practical measures to deal with items described as compostable and biodegradable.
We need to support the innovation of alternatives. A number of organisations have come into this place in the last year or two, as we have talked more and more about alternatives to plastics, and demonstrated what they have produced—we heard about seaweed earlier. We need to find a way whereby Government can really encourage that research and development.
I refer back to what the Chairman of the Select Committee, the hon. Member for Tiverton and Honiton (Neil Parish), said: we have to get the system right. But supermarkets, of course, are sometimes governed by public health in what they should do, so it is a multi-agency decision on all of this. There needs to be a partnership, as the hon. Member for St Ives (Derek Thomas) has said, to try to relieve the difficulty that we have with plastic, but this is a multi-agency situation.
I agree, and I welcome that intervention. It is true that there will be some single-use plastic that we cannot avoid. If we go into a hospital, we will find items that are wrapped for what are obviously good reasons. I will name-check now if I am permitted to, Mr Stringer. There is a large outlet—retailer—in my constituency called Thornes. It sells a lot of fruit and veg and all sorts of other items. It decided, very early after the Government launched their 25-year environment strategy in January 2018, that it would not use single-use plastic, and it has moved away from it, including for its fruit and veg. That outlet certainly compares in size to a small supermarket, so if it can do it, it must be possible for supermarkets to take greater measures than they already do. But I accept that we need real leadership from Government, and urgently.
I have two or three more asks. We need legislation—I hope that we will do this through the Environment Bill—to ban unnecessary single-use plastic. That is the only way we will get businesses to really respond and urgently develop the alternatives. We also need legislation to ensure that all remaining plastic that is necessary—my hon. Friend the Member for Tiverton and Honiton was right to say that there is necessary plastic—can be recycled. We still purchase plastics and products that cannot be recycled, and that just needs to come to an end.
It would be remiss of me not to commend some of the supermarkets for what they are doing. In my constituency, in the constituency of my hon. Friend the Member for Upper Bann (David Simpson) and, I suspect, in everyone’s constituency, the large supermarket chains, come Friday and Saturday night, have a system whereby if a product, such as fresh fruit or veg, is coming near its end of life, they disperse the produce among community groups. As I said, that is done in my constituency, and it works exceptionally well. It does away with the loss of the product and someone gets the benefit of it. Supermarkets are chastised, but sometimes they do a lot of good things.
I am not here to beat up the supermarkets, and if I have done so, I apologise. I welcome the intervention, and the hon. Gentleman is right: in Cornwall, we have an excellent project—it is very early in the embryonic stage—called Hive, which is doing just what he describes. Already this year, it has taken 8 tonnes of food from the local supermarket, turned it into nutritious meals and distributed it to families who need it.
There is some really good work, and supermarkets are playing an important part in that. Obviously, it saves them a lot of money as well, because they then do not have the costs of having to dispose of the products. All I am saying is that much more can be done across supermarkets and retailers. If there are people, as there are in Cornwall, who are determined to reduce their use of single-use plastic in particular, they must be allowed to do that. They must be able to buy items and products that are not unnecessarily wrapped.
I want to draw the House’ s attention, before I conclude, to one fantastic piece of technology that has been developed in the UK, supported by Government funding. Called the HERU—home energy resource unit—it is the solution when we just cannot get rid of or cannot stop altogether the use of plastics and other items in our house. This appliance can at the moment be purchased and go alongside our home—outside—and every piece of rubbish from our home, such as nappies, coffee cups and plastic packaging, can be dropped into it. The rubbish is incinerated, which deals with the 60° issue, and then that generates energy for our home. At the moment, it is a brand-new product and an expensive appliance to purchase, but it would be great, as Government move forward on the issue of decarbonising our nation and addressing the question of how we get rid of waste sustainably, to look at an innovation such as the HERU to see how that can be used to support homes and communities and even to help councils to get on top of the challenge that they have.
I shall return to the Isles of Scilly, as it were, once more. They collect very little in the way of council tax from their residents: just over 2,000 people live there. They spend hundreds of thousands of pounds every year moving rubbish from the Isles of Scilly to the mainland and wherever it goes from there. A piece of technology such as the HERU could be the solution for the Isles of Scilly in seriously reducing their carbon footprint, but also their costs, so it would be great if the Minister could continue to work with me and with our right hon. Friend the Chancellor of the Exchequer to see how we can support the Isles of Scilly to use such innovation to address many of their challenges.

Commons ChamberWe have heard lots about what we have not achieved, but it is worth pointing out that in the last two weeks the Department for Business, Energy and Industrial Strategy has sold at auction the ability to deliver a quarter of our energy from wind power by 2025, so that is good news.
In Cornwall, and on Scilly in particular, we have the smart islands initiative. It is not new; it was in the industrial strategy. It is a commitment to understand how we can generate energy and use the electricity generated by renewable means in all our homes and everywhere else. We have had a geothermal project announced at the Eden Project this week, and we have £23.5 million to get our buses working in a greener and much more effective way in Cornwall.
I am delighted that the Environment Bill was in the Queen’s Speech. I had a debate in April calling on the Government to bring it forward, and I am glad it was there. The ambition for nature recovery is fantastic. It has the potential of improving lives and neighbourhoods in every corner of our nation. I am the species champion for the Manx shearwater. It is an example of how, when we bring people together to work together—in this case, to get rid of rats and litter, because these are ground-nesting birds—we enhance nature. Nature recovery is a really good opportunity to bring communities together in a united cause.
Adequately addressing the climate change crisis requires some joined-up thinking, so I am glad that the Prime Minister is to chair the new Cabinet Committee on Climate Change.
The Government—again, this has not been said this afternoon—have set out ambitious infrastructure investment commitments for public services and ambitious plans to decarbonise the existing the Government estate. Will the Government work in harmony between Departments to make sure that infrastructure investment and decarbonisation are done together? Across this Parliament, we work in offices that are far too hot, so we open all the windows. There is an enormous amount of work to be done in Parliament, as there is in the NHS, the Government estate, local government, fire services, schools and the police. With all infrastructure, we must make sure that as we invest in it, we decarbonise it. That will improve the Government estate, reduce carbon emissions, reduce the running costs of buildings and contribute to the skills agenda.
On the subject of skills, one way to skill up people across the country is to get on top of the situation with homes and make sure that new legislation is brought forward quickly to ensure that new homes are carbon neutral. We cannot continue to build homes that are leaky and inefficient. We must also properly retrofit our homes so that we can reduce their carbon footprint, improve people’s lives and reduce pressure on health and social care.
In my last 20 seconds, let me say that smart meters are a critical part of making sure that we use energy more efficiently. If everyone—every business and every home—had a smart meter, it is estimated that we would reduce the demand for energy by 11%. Alongside that, a piece of equipment has been designed to combust our rubbish in our own home. It is called the HERU, and it enables us never to have to take waste away from home.

Commons ChamberOn Friday, the RSPB launched its “Let Nature Sing” track and accompanying video, which we should promote as much as we can. The track brings attention to the fact that we have 40 million fewer birds today and reminds us of birdsong. It is a call to action. We can add to that the loss of pollinating insects, the destruction of habitats and the 1 million species under threat. These problems alone are reason enough to declare a climate emergency, and I am glad to be speaking in this debate.
The Government must commit to and grow a low-carbon economy. The country wants us to accelerate action and lead the world. I want briefly to mention the sustainable development goals. They have not been mentioned yet, but they include clear commitments to helping the world’s poorest countries address climate change, and there are things that we, as a global leader, can do.
At home, there are things we must do. Getting it right will reduce the demand on the NHS; create and spread wealth across all corners of the UK, which is of particular interest to Cornwall; reduce demand on energy supply; provide warm and comfortable homes, as the right hon. Member for Doncaster North (Edward Miliband) made clear; support small businesses and create skilled workforces, especially in construction and the renewables sector; boost the car manufacturing industry and innovation in greener fuels; and support sustainable food production.
Practical measures are needed. Cornwall Council is one of the first councils, if not the first, to commit to being carbon-free by 2030. We are talking about funding and accelerating the work to address fuel poor homes; launching a car scrappage scheme to support poorer families to move to more fuel efficient vehicles; and increasing support such as that provided by Salix Finance, which provides 100% interest-free loans to public buildings, including schools, so that they can put renewable solutions on their roofs and reap the benefits once the loans are repaid.
We are also calling for the introduction of the environment Bill, which the Under-Secretary of State for Environment, Food and Rural Affairs, the hon. Member for Suffolk Coastal (Dr Coffey), assured me in a recent debate will happen immediately after the next Queen’s Speech. In that Bill, we must establish the nature recovery network, invest in woodland recovery and incentivise landowners to adopt nature-friendly practices. Finally, people in Cornwall are calling for citizens’ assemblies to be established to identify solutions both nationally and locally and give people a stake in how this country moves forward.
The Government must take a lead. Councils such as the Duchy of Cornwall want to get on top of this agenda, conquer this and be a force for good, but they need Government policy and funds to allow them to do it.

That this House has considered the effect of the 25-year environment plan on world health.
I am grateful for the opportunity to lead this debate. It is only right that following World Health Day on Sunday we put time aside for an issue that I believe presents significant challenges and opportunities for Great Britain. The Prime Minister, who arguably is in a stressful job, takes time to go on walking holidays. A walking holiday I particularly remember was in 2017 but, if we put that to one side, what an endorsement that is of our countryside, and what a reminder it is for us to ensure that everyone has access to the natural environment.
I am greatly privileged as a west Cornwall MP. Some show pity that I have to travel such a distance to Westminster, but they forget that I go home to one of the most beautiful natural environments in the UK, which lays claim to areas of outstanding natural beauty, sites of special scientific interest, marine conservation zones, national nature reserves and special protection areas, to name just a few. My constituency attracts tens of thousands of visitors who flock to appreciate and soak up the good that comes with that largely unspoilt natural environment.
I notice that the Government are planning a nature recovery network. Does the hon. Gentleman agree that that should include in law the protection of nesting sites of returning migratory birds such as swallows, swifts and martins, rather than the current law as it stands, which is just about bird nests with live birds in them?
I welcome that intervention and I am grateful for it. I shall come on to that point later on, particularly because I am the species champion for the Manx shearwater, a bird that is recovering faster than any other species and is rare to the UK, nesting only on Lundy island and the Isles of Scilly. I will talk about that very point in a minute.
I invite the Minister to come on holiday to west Cornwall —she would be welcome—and to really get the benefit of the natural environment by going on our open-top buses. At speed, people get an awful lot of fresh air, but they also come close to the vegetation that is all around—sometimes too close. It is a great way to see west Cornwall’s natural environment in all its beauty, so I ask hon. Members to come and make use of our open-topped buses, which are also better for the environment in that they take cars off the road.
I understand why people come to west Cornwall to enjoy our natural environment. I can give testament to the fact that after recent weeks, and after last week in particular, time in nature can bring clarity of thought, perspective and resolve.
The hon. Gentleman is making a very good point. Does he agree that the value to our mental health of the environment and of time spent in it is clearly proven? In my constituency, Growing Well at Sizergh does a wonderful job, saving the NHS thousands of pounds a year by keeping people well. Does he regret, as I do, that there is no social prescribing in Cumbria to allow local people such as those at Growing Well to support more people and keep them well?
Again, I welcome that intervention. Social prescribing has proved to be a fantastic way of treating people that hopefully moves them away from medicine and drugs. In my constituency, we have a proud record of social prescribing, particularly at the Stennack surgery in St Ives, which has been doing that for some time, based primarily on the national environment and woodland, with people benefiting not only from company, but from the environment we live in.
I know the hon. Gentleman is a keen walker, like me, but does he also watch television? Did he see “Countryfile” on Sunday, which celebrated the birth of the national parks? The only thing I resented about that programme this week was that it never mentioned Clement Attlee or the Labour Government, the people who campaigned so strongly for national parks. Does he agree that there is an interesting balance between access to nature and protecting the very nature that people go to see?
Yes, and I will address both that and the earlier point about social prescribing later. We have an amazing national park on the Lizard, which we are hoping to extend, and there are things there that predate modern crops. We have the potential to gain access to very early cropping, which we could use again if something happened and we ever needed to return to it. National parks are hugely important for science, research and our wellbeing.
The role of nature goes much further than just somewhere to go for a walking holiday when we are considering the future of the country. Evidence suggests that living in greener environments is associated with reduced mortality. There is strong and consistent evidence of mental health and wellbeing benefits, as has already been said, arising from exposure to national environments. Those benefits include reductions in stress, fatigue, anxiety and depression. Exposure to natural environments has been linked with improvements in heart rate, blood pressure, vitamin D levels, recuperation rates and cortisol levels. Green space may also help to reduce the prevalence of type 2 diabetes.
Respected and influential bodies have made bold claims in support of the benefits of the national environment for our health. For example, the Department for Environment, Food and Rural Affairs, in its own environment plan, claims:
“Spending time in the natural environment…improves our mental health and feelings of wellbeing. It can reduce stress, fatigue, anxiety and depression.”
I think we could all do with going out in the countryside more. It continues:
“It can help boost immune systems, encourage physical activity and may reduce the risk of chronic diseases such as asthma. It can combat loneliness and bind communities together.”
That is something we really must prescribe at the moment.
I congratulate the hon. Gentleman on securing the debate. He has outlined the benefits of the countryside, but does he also recognise that the foundation for any 25-year environment plan must be sustainability in the countryside? Does he agree that countryside management through country sports, for example, as promoted by notable projects such as Green Shoots, links members to local biodiversity plans and wildlife management that the countryside cannot survive without? Landowners and those who have a love of the countryside make it available for everyone else.
Two things come to mind. First, the environmental plan talks about protecting and enhancing the natural environment. Secondly, in our part of the world, we are seeing the roll-out of the coast path as we speak, which gives far greater access to people to get around the coast and enjoy all that is around us.
To continue with the theme of people supporting this agenda, the Office for National Statistics produced a 2017 report: “The UK environment—fighting pollution, improving our health and saving us money.” It set out the role that the environment plays in tackling air pollution and improving health. The ONS website states:
“Overall, an estimated 1.3 billion kg of air pollutants were removed by woodlands, plants, grasslands and other UK vegetation in 2015”,
saving about
“£1 billion in avoided health damage costs.”
The study by UK Natural Capital states:
“Trees in particular provide a wide range of services and account for most of the volume of air pollutants absorbed by natural vegetation in the UK”.
My hon. Friend is making a powerful case and I thank him for securing the debate. I have tried to get one for ages, so many congratulations to him. On trees helping with pollution, soil is brilliant at combating climate change because it can hold so much carbon. Although we are talking about how soil management should be better, soil health is not listed as a headline indicator in the 25-year environment plan. Does my hon. Friend agree that we should try to get it in there as an indicator because the payback to society would be considerable, given that we pay £1.2 billion a year to combat soil erosion?
The Minister is best placed to respond to how we get that into the plan, but my hon. Friend is right. I have been to see scientists in my constituency who work to improve the soil not only to produce food but to protect our environment and improve and enhance natural habits. She is absolutely right to raise that point.
Public Health England states:
“There is a very significant and strong body of evidence linking contact and exposure to the natural environment with improved health and wellbeing.”
I will continue with these influential bodies. The National Institute for Health and Care Excellence encourages local authorities to put pedestrians and cyclists first when designing roads, ensuring our local areas have safe and well-maintained open spaces and that everyone can get around the local area easily.
If the benefits to our physical and mental health are not enough to convince the Treasury of the importance of investing in our natural environment, the Natural Capital committee estimated in its 2015 annual report that well-targeted investment could generate large economic returns: for every £1 invested, the return was between £3 and £9. It stated that
“carefully planned investments in natural capital...will deliver significant value for money”
and generate large economic returns. It is vital that we get the Treasury on board in this debate, as well as the many other debates that happen in this place.
My hon. Friend is making important points about natural capital and health, and I agree with all that he has said so far. However, does he agree that the real elephant in the room is the issue of climate change and its impact on human health not only in this country, but globally? Would he like to see the Government go further and faster in planning for the long-term goals on carbon reduction targets? Although we are currently meeting our carbon budget for this period, we will not meet it for the fourth and fifth carbon budget.
I am concerned now, because people have clearly read my speech. I was about to move on to that subject. I have the great honour of being a Cornish MP, as Members might have noticed. The Duchy of Cornwall was first to proclaim a climate change emergency. On Friday, my hon. Friend the Member for Truro and Falmouth (Sarah Newton) and I worked with the council on its plans to be carbon-free by 2030.
It is right that we need to up our game. It is about caring for our environment, but it is also about spreading wealth around the country, improving the quality of our homes, improving attainment for young people, using whatever renewable means of energy we can and providing a healthier, happier environment for all of us who live on this great planet. We can be a global leader, because we have real influence to help support other countries to take this issue seriously.
The hon. Gentleman is being generous in giving way. The 25-year plan is tremendous and wonderful, and I think everyone in the Chamber would applaud it, but as yet it has no teeth and no sense of urgency about climate change, the degradation of the environment or how we get young people to visit the natural world and fall in love with it. If they do not love it, they will not protect it. Does the hon. Gentleman agree?
That is right. We had a beautiful day this week—I think it was Sunday—when I banned my children from going in the house, but I still found my 12-year-old sneaking in to play with Lego. I spent the whole day battling with him—that probably ruined it for him completely; he will never go in to the environment again.
To respond to the point made by the hon. Member for Totnes (Dr Wollaston), young people are making clear their concern regarding the health of our planet. In 2009—long before I got involved in this place—I was glad to lead an activity with young people to plant hundreds of trees in west Cornwall. Those trees now stand taller than those who planted them. I am glad that the Department for Environment, Food and Rural Affairs has committed to the planting of 1 million trees and that schools can access trees to plant under a Government-funded scheme. I am also glad that DEFRA’s website supports the benefit of tree planting to combat air pollution and that, responding to my question two weeks ago on plans to plant trees in west Cornwall, the Minister showed that she sees the value of community tree planting schemes.
I thank my hon. Friend for bringing this debate to Westminster Hall. Trees are not only good for capturing carbon and converting it to oxygen and generally good for the landscape; by planting them on banks, and using them as flood mitigation systems, they can do good for air quality and reduce the chances of flooding in the future.
That is all part of the agenda on climate change and caring for our environment, so that we can all enjoy it. I am glad that schoolchildren who care about our planet can take action by planting trees and clearing our beaches and seas of the plastics that threaten to suffocate the health of our oceans.
On tree planting, just this week in my borough Persimmon Homes has cut down 260 trees, outside planning permission. How does the hon. Gentleman see the balance between the future built environment and the 25-year plan?
I thank the hon. Lady for her intervention. I will come to that, because the environment plan commits to environmental net gain measures in planning. That is why, as was mentioned earlier, it needs some teeth. We need to see the environment Bill, which I will ask the Minister to comment on later.
I am an enthusiastic advocate of the challenge from DEFRA to make 2019 a year of action for the environment, working with Step Up To Serve and other partners to help children and young people from all backgrounds to engage with nature and improve the environment. The hon. Member for Great Grimsby (Melanie Onn) is right that if we are tearing down perfectly healthy trees to build the houses and buildings that we need, that is not the example our children need to see. The Woodland Trust can provide up to 400 trees for schools to plant, and many of my schools have done so. It has 40,000 trees left—and I am hoping to get half of them, so hon. Members will need to get in there quick.
That recognition of the biodiversity net gain principle is incredibly important. Will the hon. Gentleman join me in condemning what seems to be becoming a pattern of developers netting off hedges? The most recent case was at the Bacton cliffs, where there was terrible footage of a sand martin that had flown back from its winter migration and was trying to return to its nest, but was being prevented by netting. It is an attempt to flout the rules that say, basically, that developers cannot interfere with hedgerows once the nesting season has started. Is it not absolutely appalling that that is going on?
I completely accept that. We must find stronger methods to manage that practice, and I wrote to the Secretary of State in the last two weeks or so to ask him how we can toughen up on it. The hon. Lady is absolutely right to raise it, and I am glad that she has had the opportunity to do so.
I mentioned how important west Cornwall and Scilly is. It boasts some of the most important and precious parts of natural England. For example, due to careful management we are seeing the recovery, as I said earlier, of the Manx shearwater, a rare seabird, and the storm petrel on Scilly. That seabird recovery project has brought members of the community together to rid some of the islands on Scilly of litter and rats, which has led to the survival and remarkable recovery of these rare seabirds. There is a need to continue that work and to expand it to other islands on Scilly—as I said, there are just two places across the UK where the birds nest—and I would welcome a commitment from Government to fund this valuable and successful initiative.
The debate title contains the words “world health”, so we are not talking just about the United Kingdom. Would my hon. Friend therefore welcome the financial investment that the Government have made in the island of South Georgia to do precisely what he was just talking about? Thanks to the RSPB, we have annihilated the mice that were destroying the birdlife. The birdlife on that extraordinary ecosystem is now returning to the vibrancy that existed before the whalers arrived more than a century ago.
That is a really valuable point. As my right hon. Friend described, and as I described in relation to Scilly, managing the rat and mice population to protect ground-nesting birds is essential. We must look at how we can develop new schemes, particularly as we leave the EU, to ensure that we fund such work properly.
Like my hon. Friend the Member for Taunton Deane (Rebecca Pow) I have been applying for this debate since July of last year. I stumbled on World Health Day, and I thought if I included those words in the title I might get the debate. That is a tip for the future. As I said to the hon. Member for Totnes (Dr Wollaston), there is an opportunity for global Britain; that was my reference to the world.
We are also seeing the recovery of the Cornish chough in west Cornwall—another reason to visit. When we protect and enhance those natural habitats, the benefits are widespread. Wildlife, the natural vegetation and humankind all win when we get this right. I thank the RSPB, which has already been mentioned, in particular for the time that its representatives have taken to show me around some of the remarkable work that is being done to support natural habitats. I call for Government support so that that work can thrive.
As has already been said, the Government should be commended for the 25-year environment plan, which sets out the approach to protecting and enhancing our natural landscapes and habitats, leaving our environment in a better state than we found it. As we know, the plan sets out goals to create greener, cleaner air and water, goals to support plants and animals to thrive, and goals to provide a cleaner, greener country. That is the right course of action. Everyone deserves to live in a healthy, wildlife-rich natural world.
The truth is that, unlike the Prime Minister and me, many have little access to clean and green countryside. The lack of access to nature is a significant factor in health inequalities. Those living in the most deprived areas are 10 times less likely to live in the greenest areas, according to the Wildlife Trusts. Increasing access to wildlife-rich natural surroundings can help to stop the rise of preventable, life-limiting and costly illnesses, and reduce avoidable health inequalities.
Despite all the benefits of the natural environment that I have set out, public engagement with nature is low. Nearly 40% of the English public do not visit nature even once a month, with 13% of children reported as not spending any leisure time outside. I call on the Government to act quickly, and implement the nature and wellbeing policies promised in chapter 3 of the 25-year plan.
Those policies include progressing the natural environment for health and wellbeing programme, and delivering environmental measures through planning—for example, by making environmental net gain mandatory. For the Duchy of Cornwall, which has committed to becoming carbon-free by 2030, these tools are essential if we are to achieve our carbon-free ambition. Local authorities must be supported by Government and given the right resources for the right ecological expertise to ensure the greening of our towns and cities—or, in our case in Cornwall, a single city.
I am asking Government to provide an update on the progress of the commitment to incorporate nature-based, health-interfaced interventions in the NHS and the three-year natural environment for health and wellbeing programme, all of which feature in the environmental plan. GPs in my constituency have led the way in the innovation of social prescribing, as we discussed just a moment ago. It is important for the Government to clarify the timeline of the natural environment for health and wellbeing programme, so that the good work being done is adequately funded and replicated.
For the ambition of the 25-year environment plan to be realised, it is essential that the Government introduce an environment Bill that contains a legal obligation on this and future Governments to take action for nature’s recovery. As has already been mentioned, we need a nature recovery network to bring nature into every neighbourhood, and to ensure that everyone—whatever their background—has access to wildlife-rich natural green spaces every day. All this should be underpinned by statutory targets and a robust, independent watchdog that will uphold the law and stand up for the environment. I would be glad if the Minister can set out when she hopes to bring forward the environment Bill.
I am grateful to Back-Bench Members and Front-Bench Members for their contributions. I am glad of the opportunity this afternoon to talk up the environment plan, and I am grateful to the Minister for setting out some of its benefits. I was pleased to hear her talk about the value of nature-based solutions to climate change. We were right to focus on that this afternoon. This is an urgent issue that engages people in politics—even if we have our eyes elsewhere—and I am grateful to have had the opportunity to talk about something that matters to people and in which they can engage and be part of the solution. I am pleased that we are beginning to look at how we can give equal access to the great planet that we live on and to our natural environment.

Commons ChamberI have met Highways England with the Minister of State, Department for Transport, my hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman), on several occasions. The chief executive holds a fortnightly meeting to discuss air quality and the progress that it is required to make under our air quality plan, and I am convinced that I can organise a direct meeting for my hon. Friend with him to discuss his specific issue.
Air quality around schools is a concern, and in my constituency and west Cornwall we are working up a plan to plant 20,000 trees with our school children by the end of 2020 to improve their air quality. Will the Minister meet me to see how we can deliver that ambition?
I welcome anyone who wants to plant trees. I think it is fair to say that the scientific evidence does not definitively say that trees help air quality, but they are good in so many other ways. It is about improving the local environment. We must continue to do more to ensure that children are not affected by poor air quality, and I welcome activities around the country to achieve that.

I congratulate my hon. Friend the Member for South East Cornwall (Mrs Murray) on securing this debate. I also congratulate hon. Members on the way in which we have worked together to give everyone an opportunity to speak. I will do what I can to stick to the time I have.
It is good to be able to discuss this issue before next week’s Fisheries Council, and there are a few things about the European Commission that I would like to raise on behalf of fishermen in and around west Cornwall and on the Isles of Scilly. First, bass has been a contentious subject for a few years now. As has been said before, bass is not the biggest share of the fish we catch, but it is a premium fish that is part of all aspects of fishing in west Cornwall. Will the Minister provide some clarity on measures to manage the recovery of bass stock? Have they been effective? Where are we today? What does he expect going forward?
The Commission’s recommendations for next year appear to plan to increase the take for bass for those that target bass, but to continue to restrict the landing of dead bass caught as bycatch. That makes no sense to me. When I have had the opportunity, I have argued that if bass is caught as bycatch and is dead, it makes no sense to discard it, particularly when the Commission wants to fully introduce the discard ban next year. What can anglers expect in and around west Cornwall? What can the inshore fleet and the over-10s expect for bass next year and going forward when we hopefully have more control over how we manage that species?
The Commission’s intention is to fully introduce the discard ban or landing obligation from 1 January. Is that still the commitment? Can that be achieved? Is our fleet prepared for that? It has been a tricky thing to do in recent years. We are throwing away fish that we are not legally allowed to land. What happens if that continues? Fisherman cannot avoid fish that are caught when targeting something else.
Moving on from the Commission, I want to do some blue-sky thinking for the inshore fleet. In Cornwall and my constituency, we have a number of small ports. Newlyn is the fourth biggest port for fishing in the UK, but the small ports and communities rely heavily on the inshore fleet. When we are free of the common fisheries policy and the London fisheries convention, there is a real opportunity to look at how the inshore fleet can help to revive coastal communities and sustain a supply of good-quality fish in the local community. We can also supply a training opportunity and training ground to bring fresh blood into the industry. We have heard how difficult it is to attract new people into fishing. They see no future in it, yet the inshore fleet provides a real opportunity to train safely, learn the craft and move on to a bigger vessel, if that is what they want.
It would be good to talk openly about what can be done for the inshore fleet. Because of the restrictions they already face with the weather and the size of their vessels, people are restrained in how often they can catch and what they can catch. There is a real opportunity to look away from quotas and look at how the inshore fleet can revive communities and the sector.
UK fishing is complex. We have heard today how diverse it is, but we have four key areas. In my constituency, we have the over-10s; the under-10s and the inshore fleet; a mixed fishery—bycatch and discards are a real challenge, because they catch what they never targeted—and sea angling, which is a significant part of our local economy. As we move beyond the common fisheries policy, there is good reason to respond to the asks of the industry. In Cornwall, the fish producers have asked the Government to set up a formal advisory council to guide policy and promote collaboration from Government, devolved Administrations, regions and the industry. It is imperative that the industry sits around that table.
The hon. Member for Great Grimsby (Melanie Onn) discussed the challenges of dispute resolution. The fishing community in my community and across Cornwall has asked the Government to set up a dispute resolution mechanism to address differences across the regions, the devolved Administrations and international fisheries so that we do not have years and years of problematic disputes that prevent people from fishing for a living and from providing good nutritious food. Will the Minister give some indication as to whether those two requests—the advisory committee and the dispute resolution mechanism—are being considered seriously?

Commons ChamberI am glad to follow the hon. Member for Pontypridd (Owen Smith), because he referred to the restrictions of other oceans and other controlled waters, but I can tell him that actually, when a fisherman from Newlyn launches out to sea, they have 200 miles to go before they get into any sort of international waters. At the moment, as we have heard, they are allowed to access only 7% of the cod in those waters, and so it simply makes mathematical sense that if they get more share, they will get more fish.
I welcome the opportunity to speak in this debate. As my hon. Friend the Member for St Austell and Newquay (Steve Double) said, it is a long time since Members—a Member for St Ives, for example—have had the privilege of talking about primary legislation around a UK fisheries Bill. I am grateful to the Secretary of State and the Minister for—certainly in the case of the Minister—their repeated visits to Newlyn. They were both visitors to the largest Cornish fishing community by a considerable measure. I would suggest, although I do not want to upset my hon. Friend the Member for St Austell and Newquay, that the tragedy of discard is that we probably discard more fish from Newlyn fishermen than are caught in Mevagissey. However, that is something we can discuss on another day.
There is great quality fish from Newlyn as well. Actually, that is an important point. The quality of fish caught around the Cornish coast is significant, and it is in demand from Europe. I therefore have no doubt that we will get to the point where Europe will continue to want and buy Cornish fish.
My local fishermen welcome this Bill, broadly because its primary objective is to promote sustainable fisheries management. They know more than anyone that sustainable fisheries management arrangements are the right thing, demonstrating a respect for the oceans and its contents and delivering a future for an essential food source and for skilled employment. They know that the UK, particularly Cornwall, is already a world leader in sustainable fisheries management. Fishermen in Cornwall, through the Cornish Fish Producers Organisation, already work on many fronts to promote conservation initiatives and safe working practice and to demonstrate their commitment to realising a sustainable future.
It is important to remind the House of the benefits of Brexit to our fishermen. We will be an independent coastal state. We will have control of access to UK waters and ensure that British fishermen get a fair deal and are able to catch more because of a commitment to sustain stocks. We will revive coastal communities. Perhaps the Secretary of State could talk to the Prime Minister, because we are concerned about permanent workers from overseas potentially being excluded through a new immigration policy, which would have a detrimental impact on our fishing sector. It would be great to get clarity on whether people from overseas who work full-time in fishing can keep their jobs. We will also be able to maintain and develop the UK industry’s role as world leaders in sustainable fisheries policy.
The Government must not extend the common fisheries policy beyond 2020 or adopt an interim arrangement allowing the EU to set rules binding UK fisheries in any sort of extended implementation period or backstop. Furthermore, the Secretary of State must confirm today that the Government will not sacrifice the potential of Brexit for the British fishing industry in any way and that they will reject any future proposals from the EU that seek to wrestle away control of access to UK waters. Should the Government back down on their promises, the Bill cannot be delivered, and we will have failed and betrayed our fishing sector.
My fishermen are watching this closely, and they understand the risks of not getting this right. They are paying their mortgages, feeding their families and paying their taxes because of the fishing they do day in, day out, and we should take that seriously when considering their futures.
The Cornish Fish Producers Organisation has set out three simple asks of the Government. First, it asks the Government to establish a formal advisory council to guide policy, promote collaboration between central Government, devolved Administrations and the industry and allow for ongoing dialogue in a naturally variable industry. It is important that fishermen and fishing experts are sat around the table in that advisory council.
Secondly, the CFPO asks the Secretary of State to ensure a practical approach to sustainable fisheries management. Maximum sustainable yields—a key part of the regime—could fail in the same way that the CFP has failed, so it is important that we look at many other options to secure a good, sustainable fishing industry. Finally, the CFPO asks the Secretary of State to set out a dispute resolution mechanism, so that when things go wrong, they can be properly resolved.

Commons ChamberThis Bill is about how we continue farming after Brexit and the CAP, and farmers in my constituency welcome it.
The most beautiful constituency has been mentioned a few times, but I do not even need to pitch for it, because any MP who has been down to West Cornwall or even on Scilly has already decided that St Ives is the most beautiful constituency, so there is no need to persist. That is important to this debate, because if we go to the start of my constituency on the Helford river and follow the coast all the way around to Land’s End, and then right around St Ives to Hayle, in the constituency of the Minister for Agriculture, Fisheries and Food, we not only find a huge length of coast and the Isles of Scilly, but we see that every farm is a small farm.
I ask three things of the Bill: that it protect small farms, access to labour and protected status, which is important for us. As I said, my constituency has lots of small farms, and access to those farms is not conducive to the huge machinery that we have seen an enormous growth of in recent years. However we go forward after leaving the common agricultural policy, we must understand that because of the pressure on keeping food prices low and the difficulties in finding people who see a small farm as a viable future, we have seen many farmers come to the end of their working life with no option but to simply rent their land out to large contractors.
It is quite clear—this is not a criticism—that looking after the environment, the natural habitats and how these farms are organised is nowhere near as high a priority for a large contractor that needs to get a decent crop and get in and out quickly as it is for a farmer who lovingly looks after the quality of the soil, the habitat and the wildlife that lives in it. It is very important that, as we move forward, we understand the contribution that small farms make to our rural communities, our countryside and our food supply, and to the protection of our natural habitats. This is a great opportunity to get that right.
I also want to talk about protecting access to labour. In a rural constituency such as mine, which takes ages to get to, accessing labour is a real challenge. The truth is that food production in West Cornwall and on the Isles of Scilly requires foreign workers to be employed permanently, not just in seasonal jobs. I was nervous and concerned after announcements last week about how our approach to skilled labour will go forward. I have met these farmers many times since being elected, as has the Minister, and it is clear that they are keen to secure a foreign workforce not just on a seasonal basis, but to provide the labour they need. In Cornwall, where unemployment is low, it is very difficult to get the seasonal workers we need.
Finally, we need to protect our protected status. In Cornwall we have the pasty—a fantastic part of a balanced diet, I hasten to add. On Saturday I organised the great western dog walk for the third year in a row. We walked across the beach with the dogs in aid of brain tumour research and support, and we ended it with a cup of tea and a pasty, which is perfect on a blustery day. It is very important that Cornwall maintains the protected status of the pasty, alongside many other foods produced in Cornwall and the Isles of Scilly that are rightly protected. That is part of how we will maintain a good agricultural and economic policy and look after our natural environment.

Commons ChamberOn the most recent occasion that Scottish National party MEPs had an opportunity to demonstrate their commitment, they stuck with the SNP position, which is to remain in the EU and, of course, to remain in the common fisheries policy as well.
I know that the hon. Gentleman—his re-election to this House by a slim but still clear margin is a reflection of his hard work—represents the constituents in Crail, Anstruther and elsewhere with all the energy and devotion that he brings to so many of his duties. He is right about the MFF: we do need to ensure that the future replacement continues to be as generous as before.
I welcome the statement, which will come as a relief to the sector in Newlyn and west Cornwall and is consistent with promises that have been made by the Secretary of State and the Fisheries Minister in Newlyn. After years of decline and the erosion of the fleet, skills and infrastructure as a result of the common fisheries policy, will the Secretary of State give careful consideration to how he and the Government can now support the sector to prepare for a more active and vibrant fishing sector in small coastal communities and larger ports such as Newlyn?
Yes, absolutely. It was a pleasure to visit my hon. Friend’s constituency. Of course, Newlyn is one of the most important ports in the south-west. We will do everything that we can to make sure that the harbour gets the investment it needs to regenerate and to take advantage of the additional opportunities that life outside the common fisheries policy can provide.
