That this House has considered employment opportunities in food and farming.
It is a pleasure to serve under your chairmanship, Mr Walker. The agricultural sector is essential to the social, environmental, cultural and economic landscape of this great nation. Food production and farming not only make a valuable contribution to feeding the nation but provide employment, help preserve and maintain our beautiful countryside, and contribute to tourism.
Agriculture is the bedrock of the UK food and drink sector. It is the largest manufacturing sector in the UK, providing 3.9 million jobs and opportunities across the country. Some 476,000 people are employed on agricultural holdings across the UK, including full-time, part-time and seasonal workers. In west Cornwall, my neck of the woods, the agricultural sector’s contribution is hugely important, accounting for £1.4 billion of the south-west’s economic output, 8,800 businesses and 27,300 employees. Working in farming or fishing can be an exciting career choice, offering a huge variety of opportunities for highly skilled and ambitious people. It is a global industry that uses cutting-edge technology, innovates constantly and makes important contributions to the national economy.
As co-chair of the all-party parliamentary group on manufacturing, I agree that food, not aerospace or engineering, is our major manufacturing sector. Is the hon. Gentleman aware that the brilliant further education provision in his area of Cornwall has been largely responsible for its great innovation skills? I wish we had provision as good as that all over the country.
The hon. Gentleman is right about the sheer scale of manufacturing in the sector and the good work done by FE in west Cornwall, but the manufacturing opportunities in farming and food production, and the wealth that they share and create, are spread across the country rather than being concentrated in one area.
Does my hon. Friend agree that British farmers will be able to promote themselves and their products far more effectively when we leave the European Union and gain control of food labelling?
My right hon. Friend may be aware that I held a debate here early last year on food security and the need to create confidence in what we produce. The only way to do so is with clear labelling, so that consumers know exactly what they are buying, know that we are looking after animal welfare and the environment, and know that people are being paid properly. I agree completely that leaving the European Union allows us to provide direction and clarity about those things.
The food sector generates £1.8 billion in value to UK plc. Jobs in the sector range from engineers and scientists, to farm managers and vets. Given that the industry faces the challenges of an ageing workforce, it is clear that, like any industry, it will need a ready supply of new entrants with new ideas, energy and enthusiasm. As the industry becomes increasingly technologically driven and more reliant on its ability to understand and implement the latest science, businesses across the sector will need the right mix of skills among their employees.
I congratulate my hon. Friend on securing this important debate. I am the chairman of the all-party parliamentary group on youth employment, which reviews unemployment statistics every month. The latest show that just over 500,000 young people are unemployed. Does he agree that the sector provides a great opportunity to tap into some of that talent, upskill those young people and, most importantly, give them a place in the working world?
I am sure the Minister will want to comment on that. There are jobs to be filled in the sector—that is certainly the case in my part of the world. The challenge of offering jobs to those young people is ensuring that their schools properly prepare them for the work, so that they understand what is required and have the skills needed. Employers would then provide them with opportunities and training. I will consider apprenticeships and training opportunities later in my speech.
The hon. Gentleman is talking about jobs. In Northern Ireland, we have 70,000 jobs in the agri-food sector, including 50,000 farmers and workers, 23,500 of whom are involved in food and drink processing. It is worth 3.25% of Northern Ireland’s gross value added and £1.1 billion in basic prices. Does he believe that, when we leave the EU through Brexit, the agri-food sector will be able to grow even more?
I completely agree that there will be opportunities to invest in, grow and encourage food production and farming. I also recognise that population growth here and around the world means more mouths to feed. The UK has an opportunity to rise to that challenge and ensure that people, wherever they live, have the food that they need to survive. We have an opportunity and a moral responsibility to invest in and empower the food and farming sector to meet our growing needs.
So far, I have concentrated on agriculture, which is natural, but it is important not to forget the economic and social contributions made by the fishing industry. In 2015, fishing contributed £604 million to the UK’s gross domestic product, employing just over 12,000 fishermen—meaning people with fishing expertise—half of whom were based in England. One need only visit Newlyn in my constituency, which the Minister knows well, and see the small open boats, beam trawlers, longliners and crabbers in its 40 acres of harbour to realise how essential fishing is to the region.
It is fair to say that fishing and farming, like other parts of the food chain, face numerous challenges in attracting the right number and quality of new entrants. Some of those challenges relate to the perception of such jobs as low-skilled, low-paid, lacking in career progression opportunities and involving hard physical labour in all weathers. When I was at school, I was frowned on for choosing a vocational career in the construction sector rather than going to university, but times have changed and we must recognise that a job in the countryside is a worthwhile career choice that has many benefits not offered by other careers.
The hon. Gentleman is making a strong case for fishing and farming, which are essential to the economy of Yorkshire, as he will know. However, as we approach the election, will he please address the deep uncertainty in the farming and fishing community about what will replace the present system of farm subsidies and fishing rights?
I thank the hon. Gentleman for that intervention—we have until 4 o’clock. I am not gifted with that particular answer, but if we can encourage farmers and fishermen to continue caring for the environment and providing the food and skilled jobs that we need, I cannot see any reason why a Government of any colour would not support that.
On exports, we have a wonderful opportunity. We should be proud of and talk much more about the sheer quality and diversity of what we produce. Small and large businesses deliver produce that other people around the world deserve to know about and get their hands on. That is how I would like to approach leaving the European Union.
Other considerations include the rural location of farming and fishing businesses and the cost of rural housing. Also, many young learners consider that it is a career only for those from a rural background. As a result of those challenges, fewer and fewer individuals are interested in pursuing a career in the sector, which is why I requested this debate. We face a generational crisis in the farming, fishing and food sector. According to the Department for Environment, Food and Rural Affairs, only 13% of farm holders in the UK are under the age of 45. That figure represents a decrease of 5% in the last 10 years alone.
I congratulate my hon. Friend on securing this debate. He makes a good point, because although the Government have had tremendous success in expanding apprenticeships and vocational training opportunities in many industrial sectors, there is a problem in getting younger people engaged in farming. What are his thoughts on taking a more holistic view of farming, in the context of the whole supply chain and the food and drink industry generally, as an opportunity to get young people engaged in training courses?
I have personally done some work on that. Only last year, I brought 36 producers, many of them farmers, into Westminster Hall, the Jubilee Room and other rooms of the House, to celebrate their wonderful, innovative work to develop their produce. I wished to expose their produce to the London market and we made some progress. My hon. Friend is absolutely right that we must celebrate all avenues in the sector, so that more and more people see the opportunities.
I have always wanted to say that.
According to data from the Department’s farm business survey in 2013-14, the greatest barriers for individuals who want to join the farming sector are the non-competitiveness of salaries, which was cited by 64% of respondents; the lack of job opportunities, which was cited by 55%; and the fact of not owning a family farm, which was also cited by 55%. You can do the maths, Mr Walker. We must increase our efforts to change the perception of the sector, to attract new entrants, to come up with solutions and to provide assistance for young people to overcome barriers to the industry. I will be interested to hear from the Minister what has been done since the release of those figures to address the concerns that they raise.
Examples of initiatives to address this challenge include the industry-wide careers initiative Bright Crop, which seeks to inform school pupils, parents and careers advisers about the range of careers and progression opportunities available in the industry. Other industry career campaigns should be co-ordinated around Bright Crop to provide consistent information that helps to inform and inspire young people about careers in the sector, and outline clear career frameworks that show progression. We need young people, as well as people of all ages, in the food, farming and fishing sectors, because they bring ambition and creativity.
Events over the last decade have demonstrated that food security should not be overlooked. We are still dependent on food imports, because the UK’s farmers produce only 61% of what the nation consumes. Productivity has been rising at an average of 1.5% per annum, but we are in great need of young and highly skilled farmers to come up with ways to keep increasing it. We need technically savvy entrepreneurs and driven young people to use the available state-of-the-art technology, from GPS mapping systems to high-tech milk machines, to keep British farming at the cutting edge of production trends and to fulfil demands. Additionally, because of the current uncertainty over the value of sterling, retailers and consumers are looking increasingly closer to home to meet their needs. The creativity of young people would also help farms across the UK to achieve diversity goals highlighted in a VisitEngland survey in 2016, which showed that 28% of young people were looking at tourism, 16% at contracting, 14% at property and 12% at opening farm shops.
I regularly meet fishermen and farmers and their representatives. On Friday, I met the National Farmers Union and local farmers and we discussed the skills gap at length. The NFU is a founding member of the industry-wide AgriSkills Forum, which seeks to respond to the skills gap by professionalising the industry through skills development and lifelong learning, so that it is seen as a career of choice rather than a last resort. As people enter the industry, it is important that they are encouraged to undertake professional development that helps them to progress in their careers. Continued emphasis on lifelong learning and development will help to attract new entrants to the industry and retain skills within it. The agricultural industry has put significant effort into working towards that goal by launching training and professional development schemes across different sectors. For example, the dairy sector has launched Dairy Pro, which enables workers across the sector to participate in relevant, demand-led training that recognises their experience and builds on their practical skills.
I am concerned that not enough is being done in schools, by careers advisers or in Departments to promote careers and opportunities in the sector. Having said that, I recently joined hundreds of children at an open farm day in Chyvarloe, near Gunwalloe and Helston, at the invitation of local farmer Paul Parfitt. It gave the children the opportunity to see at first hand how our food is produced and what careers are available in food and farming. I also took my family to Tregullas Farm, which is run by the Amiss family on the Lizard, for its open farm Sunday. Open farm Sundays are a successful initiative to increase public awareness of farming and food production. Such initiatives help to dismiss the image of something similar to Tolkien’s character of Farmer Giles. In case hon. Members are not familiar with him, Farmer Giles was a fat gentleman with a red face who chewed on straw and enjoyed a slow and comfortable life which, given recent events, may be something that hon. Members covet over the next few weeks. I may well find myself doing so on 9 June, but I am not quite there yet.
In reality, farming is far from that picture. Farmers are dynamic and hard-working members of society. I have been privileged to discuss with farmers, both during my time in this place and in my pursuit of becoming a Member of Parliament, the opportunities and challenges that they have faced and will continue to face. If we are to address the specific challenge of recruitment, we must move away from this image of Farmer Giles. We must inspire young and talented individuals to look at the sector and do justice to those who already work in it. I echo the sentiments expressed by my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs about hoping to see
“more young people being encouraged to engage with countryside matters”.
We must change young people’s attitudes towards agricultural careers and inspire more young people to get involved. I ask what the Government can do. In an age of population growth both here and overseas, in which there are more mouths to feed, there still seem to be more jobs than people. What can the Government do to address the exodus of talent from rural areas, which is something that we are very aware of in Cornwall and on Scilly? I support farmers and food producers who say that schools and careers services must work with the industry to promote farming as an aspirational career choice, and must make better links between STEM subjects—science, technology, engineering and maths—and their applications in farming. A greater understanding of the range of opportunities in the sector would help to dispel the myth that farming is low-paid and low-skilled. It is important for there to be opportunities for the industry to engage with organisations such as the Careers and Enterprise Company, and for the National Careers Service to work with the sector to provide continuous careers advice and informed information about career and work prospects in the agriculture sector. We need a partnership approach with the industry, with cross-party support, that recognises agriculture as an important and attractive sector to be in. That would be of benefit in further challenging the existing perception.
It is important to recognise that fit-for-purpose qualifications have a crucial role to play in apprenticeships for our industry. I understand the Government’s aspiration for apprenticeships to be the qualifications of the future, but the industry, the employers and the apprentices, and their parents and families, will need a minimum period of transition to allow the inclusion of qualifications that fall outside the current Government criteria while the new trailblazers provide their credentials. I ask the Government to work with employers in the industry even more than they are doing already to develop the 16-to-19 skills plan, so that vocational and technical qualifications and courses are made relevant to the industry and appealing to young people.
I thank the hon. Gentleman for allowing me to intervene again—he did say that we had a reasonable amount of time. I do not want to criticise his very good speech, but it is a bit male-dominated. Does he agree that one of the real challenges is the number of women who are becoming farmers or coming into the sector, and that it is time we did something about it?
I was talking about a story that was written several decades ago, but the hon. Gentleman is right. What encourages me is that, when I am out and about on farms or visiting food and farming businesses, I see a number of young people engaged in them, particularly girls. I am a member of the Science and Technology Committee, which is doing a huge amount of work to understand how we can encourage more girls and young women into STEM subjects, because there is a shortage of them and they provide a viewpoint from which we can and must benefit.
My next point might help to reassure the hon. Gentleman. The Department for Education must encourage schools and careers services to work with the industry. It is vital that the Department understands that, although the five GCSEs that we all want our young people to achieve are important, we need to work equally hard within our schools to help young people to realise the opportunities that are available to them outside the school gates in their local area. That would be of huge benefit in addressing some of the challenges that exist. It could allow young people to avoid the pressures of getting into student debt, which I know concerns many people. I am asking the Department for Education to work with the industry to promote farming as an aspirational career, and to establish better links between farming and STEM subjects and their applications.
To conclude, the agricultural industry has been incredibly resilient and courageous in facing numerous challenges in the past. The problems it faces today require the same approach to be adopted. We must be able to maintain the vibrancy of the rural economy and we must also continue to meet our food security needs. Overseas conflict and increasing population growth mean that British farming must have the capability to produce the lion’s share of the food we need to feed this nation, and young people—both girls and boys—offer us an opportunity to meet that challenge. The fishing industry also needs fresh blood. Ensuring that youngsters are recruited to fill the jobs available is crucial not only for the future of south-west Cornwall, but for the future of the entire UK fishing fleet.
I thank the Minister for encouraging me when I first arrived in this place to speak in plenty of Westminster Hall debates. I have done that, and he has had to respond to most of them.
The Minister said that opportunity exists in food and farming, and that jobs are increasing in the high-tech area. I agree that there is real potential to create many new well paid jobs. That is exactly what rural areas need to hear and to see realised.
The new T-levels are welcome. They are an important step in addressing the skills gap. I urge the Minister to encourage DEFRA and other Departments, including the Department for Business, Energy and Industrial Strategy, to work with the Department for Education to assess how effective and clear the pathway for children into food, fishing and farming really is, so that schools can be encouraged to focus on other things besides the journey towards a university degree or something similar.
Finally, as we introduce measures such as making tax digital, will the Minister contribute to the debate on how people in fishing, farming and food production, particularly those with small businesses, can embrace the opportunity of tax digitalisation, and how we can ensure we have the broadband and mobile phone capacity to deliver that?

I would love to mention my wife, Mr Streeter, but she does not have much to do with this.
I thank my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) for bringing this matter to Westminster Hall. There is no shortage of material from St Ives that I could talk about with reference to seagulls, and their welfare—it is not just about their being pests. St Ives’s fame comes most recently, as many in the House will know, from its neighbourhood plan. Hon. Members can talk to me about it later, if they are interested; it hit the international headlines. St Ives is also famous for Barbara Hepworth, the Tate Gallery, beautiful beaches, and seagulls. In fact last July an 18-year-old girl was airlifted to hospital having fallen off a 15-foot wall because of an incident involving a seagull and an ice cream.
This is a very tricky public debate, as I learnt without even contributing to it. At the same time as David Cameron was making his comments last summer, I was having a surgery in a local pub in Longrock. I came out of the pub with the landlady and she asked me to do something about a seagull that had been injured. It was there by her doorway, causing a problem to people coming in and out of the pub. I bundled it up, put it in my MG, drove it home and gave it some care and attention in our chicken run. After I got into my house having done all that, I opened my email inbox and had a whole host of emails wanting me to be removed from the planet because of our attitude towards seagulls. I am aware how tricky this public debate is, so my hon. Friend the Member for Plymouth, Sutton and Devonport is a very brave man for raising it—this is an emotive issue.
There is no disputing that seagulls are beginning to behave badly. We have mentioned most of the issues today. There is a safety issue for both humans—as I mentioned—and animals; we know of stories in Cornwall of pets and other wildlife being attacked by seagulls. There is also an issue for tourism. Interestingly, my hon. Friend the Member for St Austell and Newquay (Steve Double) referred to the noise that seagulls make, but when I am in my constituency on the phone to anyone anywhere else in the country, they always refer to the lovely sound of seagulls in the background. Many people come to Cornwall because of the contribution that seagulls make.
The truth is that seagulls are getting a bit out of control; however, this is no new problem. My hon. Friend also referred to the work that he did on Cornwall Council to try to solve the problem of seagulls distributing people’s rubbish wherever that rubbish might be on bin day. I was a member of Penwith District Council—we used to have six district councils in Cornwall before we went to a unitary system—and we were the only council to introduce wheelie bins to solve this problem. We had to do that because of our tourism and our local economy. The risk to health was a real problem. People would put their rubbish out late one night and in the morning it was everywhere but where it was intended to be, so wheelie bins were introduced. It is of great concern in other parts of Cornwall that Cornwall Council refuses to distribute them.
To pick up my hon. Friend’s point, and I have some knowledge of this, part of the problem in places such as Cornwall is that in a lot of our very small coastal villages wheelie bins are completely impractical because people do not have the space outside their properties to store them. That is why, when I was a cabinet member, we introduced the sacks, which are a lot easier to store.
My hon. Friend is absolutely right. Again, that is exactly the problem in St Ives; I have elderly residents who have had their bins removed for that very reason. We need to understand how to manage the problem of seagulls and other wildlife distributing our rubbish. That is a big debate—perhaps the subject for another Westminster Hall debate.
Does my hon. Friend not also feel that the seagull cause has been helped by the opening of “Desert Island Discs”, which has seagulls calling in the background?
When my hon. Friend has the opportunity to go on that programme, I suggest he try to correct that, but I will not go into it.
There are things that we can do and there is some human responsibility in this. First, we really must stop feeding seagulls. There are people in Mousehole, where we have a particular problem, who have their own pet seagulls—or believe they do—and feed them every single morning. People try to explain the situation to them, but they continue to feed the seagulls. There are some really lovely people who think that they are caring for these beautiful birds, but actually they are not being caring at all. We need to get the message out to these people somehow that feeding the seagulls is not good for all concerned—including the seagulls themselves, I believe. We also need to address how we secure our bins and look after rubbish because, again, that is obviously a key tension.
There is some conversation about how we provide contraceptives for seagulls. Rather than cull them, which I assure hon. Members would be a very difficult and unpalatable thing to argue in my constituency, there must be a way that we can introduce contraceptives to seagulls to reduce their ability to reproduce. I imagine that if we did that for three or four years, it would have a significant, positive impact on the number of seagulls. I would not personally be willing to offer to do a drug trial, but I am sure that I can suggest ways that a contraceptive for seagulls can be trialled in that area. I know that it already exists.
Finally, we could remove eggs. I was in the building trade and when I did my apprenticeship I used to go up on high street roofs—mainly those of banks. A colleague of mine, who was considerably older than me and more responsible, would have a yard broom and would wave away the seagulls that were intent on knocking me off the roof because I was removing their eggs. That was part of my apprenticeship in the building trade. We used to go up on roofs at this time of year and a bit later to remove eggs because that was the only way that we could control the problem back then. I understand that we are still able to do that, but there are obviously some safety implications and we need to support communities to do it. In fact, in my building trade I spent a lot of time and lots of people’s money on creating all sorts of nets, wires and the various things we have discussed. We even looked at creating ways of spraying water on seagulls, because apparently they do not nest on roofs if they are sprayed.
There are lots of people out there who are trying to resolve this issue, but I completely accept that we must avoid having to come here every year to have a discussion about seagulls—although that is important until we resolve this issue. We need leadership from Government, support for councils and local communities and an honest debate about not how we cull and get rid of seagulls, but how we keep communities safe, protect coastal communities and tourism and look after the welfare of these magnificent birds.

Commons ChamberThis annual fisheries debate provides the opportunity for MPs to reflect on the main issues confronting the fishing industry. The EU referendum result holds special significance for fishing in that, as we have heard, it affords the opportunity to leave the dysfunctional and, for the UK, highly disadvantageous common fisheries policy. Although I recognise that the pressing matter before us is the December Council negotiations, which will determine what fishermen in Newlyn and St Ives, on the Lizard and in West Penwith will be able to land next year, the 23 June referendum result gives the Government their best possible opportunity to build a sustainable and prosperous future for UK fishing. I understand why the Government generally want to keep their negotiating position on the EU close to their chest and I recognise that until article 50 is triggered formal negotiations cannot begin, but for UK fishing, our negotiating position could not be clearer: the EU should have no reason to doubt that we will take back our fishing rights under international law, and it is for the EU to negotiate with us its share of total allowable catch in UK waters. My personal view is that this is the kind of language that the Department for Environment, Food and Rural Affairs should be using. It is only fair that fishermen, both in the UK and around Europe, are clear about the future of their industry in UK waters. The fishing industry in the UK is united. It sees the referendum result as providing the best chance to right the wrong that, over decades, has dramatically reduced our fleet—particularly in the west—and made an already tough job so much tougher.
I have a met a number of fishermen and fishing industry representatives since June, and their asks are straightforward: the UK must ensure full and absolute control of UK waters out to the 200-mile limit, which will mean that fishing opportunities, access and the regulatory regime will then be determined by the UK Government, not the EU; the UK must secure a greater share of total allowable catches in UK waters; the UK must secure the continued tariff-free and unrestricted access to European markets; and the fishing industry must be at the heart of Government negotiations and the future management of UK fisheries. To deliver a positive outcome for fishing, it is essential that the experience and knowledge of the fishing industry are harnessed and used during and after negotiations to leave the EU.
The UK must achieve a stand-alone fisheries policy that describes the regulatory framework that the UK fishing industry will come under post the common fisheries policy. It will have to consider issues such as access, fishing opportunities, technical regulations and landing obligation arrangements. This whole debate is about the future of fishing and I see no reason why a draft framework along those lines cannot be produced soon. That will help to give the industry confidence and stability for the future.
There are significant positive outcomes for the UK fishing industry and UK plc if we get this right. A commitment to regain control of, and manage, UK waters provides the foundation for a sustainable fishery, delivering superior long-term socio-economic returns to society. A sustainable and prosperous UK fishing sector would make a significant contribution to the regeneration of coastal communities, attract fresh blood into the industry, and make it a viable career option for young people. The increased supply of fish landed on UK shores will increase exports and place the UK consumption of fish as part of a nutritious staple diet back on the agenda and help to address food security concerns.
As the Minister considers those thoughts, I want to bring Members’ attentions briefly back to the December Council negotiations. The Minister, who is from my neighbouring constituency, will fully understand that the Cornish fleet is unique in its diversity. I understand that the ultra-mixed fisheries in the south-west present a real challenge in these negotiations. It is important that we view the outcome of this month’s negotiations as an overall package, as opposed to an isolated issue. Progress continues to be made towards maximum sustainable yields, which, in the end, will deliver the security that the fishing industry needs. However, in the Minister’s negotiations, it is essential to balance progress towards maximum sustainable yields with protection for the livelihoods of fishermen around the coast of west Cornwall.
While we are still in the EU, can the Minister please work hard to ensure that the maximum sustainable yield timetable is not allowed to become a dogma? It is better to take a little more time and safeguard the integrity of Cornish fisheries. With that in mind, proposals to cut monk by nearly 12%, megrim by 28% and pollock by 20% would cause considerable difficulty to fishermen in my constituency and it is not absolutely clear that the science supports such significant reductions. I particularly liked the suggestion from my right hon. Friend the Member for North Shropshire (Mr Paterson) regarding days at sea. I am sure that the over-10s in my constituency would welcome that idea.
Finally, sea bass fishing is once again a hot topic and affects sea anglers, the inshore fleet and the over-10s. All agree that we need to achieve a sustainable supply of bass. I know what the Commission is proposing and accept that hook and line fishing offers the best chance to allow fish stocks to recover. However, I urge it please to consider the broader commercial fishing fleet. The Commission’s proposals are misguided and harmful. As they stand, every bass caught in a net will be discarded dead, every bass caught in a beam trawl will be discarded dead and any bass caught in a trawl over the 1% catch will be discarded dead. It makes no sense to penalise fishing vessels in west Cornwall that pick up bass as a bycatch by forcing them to discard this valuable fish.
There is much more that I could say, but, in summary, I ask the Minister to be bold about the UK’s fishing industry post our exit from the EU and to fight hard, as he has done and continues to do, on behalf of our fisherman, particularly those operating in mixed fisheries, at the December council.

I congratulate and commend my hon. Friend the Member for North Cornwall (Scott Mann), who is my neighbour, on securing this important debate. Since the result on 23 June, I have met large groups of both fishermen and farmers, and although we all recognise that the journey ahead will not be easy or smooth, what they are asking for is quite straightforward and should easily be accommodated. Their priority is simply for experts in their sectors to be sat around the negotiating table so their expertise is fully understood and contributes to the debate about how we move forward beyond 2019.
Fishermen in the south-west ask that we finally recognise that fish stocks in the west of England are different from those in other parts of the UK, where fishermen target a particular catch. When fishermen in the west of England put their nets out, they often do not know what they are going to catch. It is a mixed fishery, and the quota system has struggled to recognise and accommodate that. Those fishermen ask that we properly recognise their challenge when it comes to fishing in a mixed fishery. They also ask that they get a fair share of the total allowable catch. We all understand and know about the weighting against UK fishermen. Fishermen in other European countries are able to catch a much larger share in UK waters than UK fishermen, who are sometimes allowed to catch as little as 11% of a particular species. UK fishermen are asking that that situation is made fair.
I turn now to what farmers and food producers are asking for. I understand that under current EU regulations, as my hon. Friend referred to, we in the United Kingdom are not able to tell our public sector organisations that they must prioritise buying British produce. Because of that legislation, and because those organisations are not allowed to choose British producers over those from other European countries, UK food producers potentially lose out on billions of pounds. It would be fantastic to know that, during the negotiation and as we move forward, the Government will lead the way in buying British wherever possible and do everything they can to ensure that the British public know where their food comes from and the farmer receives a fair price. That alone will help significantly to mitigate the challenge that farmers and food producers face.
Both farmers and fishermen have requested that the Government promote fishing and farming as worthwhile jobs with secure futures. Parents often do not see that fishing and farming have futures for their children, and we need to do much more to encourage young people to take up those skills and increasingly high-tech fishing and farming jobs.
Finally, however we manage the movement of labour from outside the UK’s borders into the UK, we must not impose unnecessary barriers to foreign workers. We must strike the right balance so that our farmers and fishermen continue to enjoy the skills and labour that are available from countries around the world.

8. What work the Church of England is undertaking to help improve the life chances of people in disadvantaged communities.
The Church of England’s House of Bishops recently published a new discussion paper, “Thinking afresh about welfare”, which is intended to help discussion across the Church as it engages with the Government’s life chances agenda.
The Church of England and other denominations and faith groups have always led the way in helping our most vulnerable people. Does my right hon. Friend agree that faith groups and voluntary organisations are ideally placed to help the Government improve life chances for all, including the homeless, young people and people with disabilities?
Yes. The diocese of Truro is particularly committed to improving the life chances of children and young people living there, including on the Isles of Scilly. That is lived out principally through the schools, which are committed to building character and improving employment skills. However, I did just notice that there is a homeless breakfast initiative in Penzance, so these efforts are not confined to children, but also extend to adults.

That this House has considered food security.
It is a pleasure to serve under your chairmanship, Mr McCabe. This is my first Westminster Hall debate; I will try to follow all the correct procedures.
I requested this debate because the past year or so has been particularly difficult for most farms, big and small, and specifically those in the dairy sector. Since securing this debate, I have been encouraged by the fact that so many MPs share my concern about food security. I thank in particular my hon. Friend the Member for Taunton Deane (Rebecca Pow), who has given me some insight into the difficulties faced by farmers in her constituency. She is unable to attend as she has Select Committee responsibilities.
Farming remains an important part of the economy. That is particularly true in my constituency, St Ives, which includes west Cornwall and the Isles of Scilly. I grew up among farms and live today at the bottom of a farm lane—do not get that wrong: I live in a house, but at the bottom of a farm lane—so I see first-hand the hard work that is put in and the challenges to which farmers are exposed, year in, year out. Living in a rural area such as west Cornwall brings home the contribution that farmers make and the vital role that they play. They preserve, maintain and protect our countryside, and create jobs not only in farming but in sectors such as food processing, engineering and tourism. Most importantly, they feed the nation.
Maintaining food security has long been a concern of mine. We must take it much more seriously. Conflict around the world affects food security, and population growth leaves more mouths to feed. Food security is defined by the Food and Agriculture Organization of the United Nations as
“when all people, at all times, have physical and economic access to sufficient safe and nutritious food that meets their dietary needs and food preferences for an active and healthy life.”
I recognise that imports are included in the calculation when food security is measured, but for the purpose of this debate I would like to concentrate our minds on the ability of British farmers to produce the lion’s share of the food we need and to ask what more can be done to ensure that they continue to feed our nation. That is important, because it would be unwise, and there would be moral implications, were we to assume that whatever we cannot produce for ourselves can simply be imported. As the world’s population grows, and taking into account growing unrest and conflict that threaten some regions’ ability to produce food, we should not assume that affordable imports will always be readily available. Indeed, we must not, because every tonne that we import is a tonne less that is available to other nations that might not have the ability to produce as we can.
As a parliamentary candidate of eight years and an MP of eight months, I have had ample opportunity to meet local farmers and gain an insight into their industry. I am grateful for the time that farmers have taken to explain their work to me. I have learned that the challenges are considerable and the solutions complex. Having seen how hard farmers work, I would never claim that their business has ever been easy or straightforward. Nevertheless, 2014-15 was a particularly difficult period for British farming. Farms have been more productive, largely as a result of investing heavily in technology and machinery, but farmers are having to work harder for their money and, in some cases, getting less for their product than 20 years ago. That is particularly true in the dairy industry.
Dairy prices hit the headlines last summer. The price of milk continues to fall, and the diary sector in Cornwall has a particular problem because of the limited markets available. Basically, there is Dairy Crest for cheese, Arla, which includes Rodda’s, and Trewithen. The latter two pay between 22p and 24p per litre.
Cauliflower growers have had a terrible winter—admittedly because of the warm weather. They tell me that they need to be paid 48p per head to have a future that they can invest in, but prices have been between 18p to 22p per cauliflower.
My hon. Friend mentioned the difficulties with dairy prices, which the House has been discussing for more than a decade. Will he join me in pressing the Minister for an update on the concrete steps that the Government are taking to support dairy prices?
I welcome my hon. Friend’s intervention. I first met him at a farming industry event at a conference many years ago—probably when I was first selected as a parliamentary candidate. I will certainly continue to press my hon. Friend the Minister on that matter.
Income figures for 2014-15 from throughout the UK show the harvest down by 9%, with a 24% drop in general cropping, a 25% drop in income for pig farmers, a 20% drop for poultry farmers and a 29% drop for mixed farms, so the situation is bleak. Basic business sense says that no one will invest in a business when they have no idea what the return will be from one month to the next, and no one can expect a business to survive if they are consistently paid less than the cost of production. Yet that is the daily reality for large parts of the British farming industry. They persevere when any other business would pack up and go home. We cannot afford for British farmers to pack up. We must not ignore the threat to British producers.
For many farmers, the price they are being paid does not cover the cost of production. If that continues, we will see farms disappear and less food produced—indeed, we already have. We need to create an environment in which farmers are consistently paid a fair price so that they have the confidence to invest in their businesses, employ the workers they need and produce food and drink to meet UK demand and beyond. Why is that so important? Because British farmers play such a vital role, as I said earlier. They protect, maintain and preserve our natural environment. They provide jobs in farming, processing, engineering and tourism—some 3.8 million jobs in food and farming alone. They contribute £10 billion to the UK economy. In rural Cornwall, it is primarily our farmers who keep our Methodist churches open. Most importantly, our farmers feed the nation.
It is difficult to establish exactly how much of the food and drink that the UK needs is produced by UK farmers. The widely accepted figure currently stands at around 62%, but a recent National Farmers Union report suggests that as things stand, taking into account predicted UK population growth, it will drop to just over 50% when my children reach retirement age. The UK does not want to be in a position where we rely on exports for nearly half the daily food and drink we need. It does not have to be like that.
It is widely acknowledged that there is an opportunity for the UK to import less indigenous fruit and vegetables. The UK supplied only 23% of the fruit and vegetables it needed in 2014, yet frustration exists in the industry and further afield with what appears to be an inability to tackle the issue and maximise the potential of our food industry for the future. The National Farmers Union has done some very useful work in that regard, which the former Secretary of State for Environment, Food and Rural Affairs, my right hon. Friend the Member for North Shropshire (Mr Paterson), reinforced in January 2014 when he said:
“By buying seasonal fruit and veg we can improve the nation’s health, help the environment and boost the economy…As British farmers and food producers, you know that we grow some of the best food in the world here, so why is 24% of the food eaten in the UK imported when it could be produced here? We have a top-class fruit and veg sector which produces everything from green beans to strawberries, yet we imported £8 billion of fruit and veg in 2012.”
It is in our interests to produce as much food as possible. If we want to ensure that good quality food continues to be available to us at a reasonable price, we must support our farmers.
My hon. Friend makes a powerful argument, and I congratulate him on securing this important debate. Is it not the case that we need to be absolutely clear with our food labelling? My local paper, the Yorkshire Post, has a “Clearly British” campaign to label food. Clear labelling will obviously help the whole process and help our hard-hit dairy industry at the same time.
I am glad my hon. Friend raised that point, which I will come on to. Clear labelling is a powerful tool for consumers, because they know exactly what they will get when they buy their produce.
The NFU’s recent “Back British Farming” campaign, carrying the slogan “Want great British food tomorrow? Buy great British food today”, makes it clear that the time for action is now. With a growing global population, there is every reason for us to produce more. We have the opportunity to grow because there is a huge international demand for food, and we want to be part of the solution.
Earlier I referred to complex challenges that require equally complex solutions. I am grateful to be speaking as a Back Bencher; I do not envy the position of my hon. Friend and colleague the Farming Minister, who is required to respond to this debate. However, there is some capital we can build on, which I believe is ripe for the taking—I hope Members will excuse the pun. If we get it right, it will help the British food industry no end.
UK farmers enjoy significant levels of good will from the British public. Recent research shows that 88% of the UK public think that farming is important to the economy and are concerned that we have a secure and safe domestic food supply. The British shopper wants to support the British producer. Over the recess—this takes me on to the point made by my hon. Friend the Member for York Outer (Julian Sturdy)—I wanted to see how easy it was for shoppers to support producers. I visited five supermarkets with two simple questions in mind: can I be sure that I am buying British produce, and can I be sure that the farmer is receiving a fair price?
To the credit of the Government, suppliers, retailers and, most importantly, consumers, the issue of labelling and country of origin has largely been resolved. Although legislation only requires the country of origin to be shown for products from outside the EU, we can often see the county of origin as well as the country of origin when buying fruit, vegetables, dairy products and meat. It is clear that the industry has responded favourably to consumer demand. However, I did find some butter that simply stated it was produced in the UK, whereas all others stated they were produced using British milk in the UK. I also found some salmon that was labelled as being from “Scotland or Norway”, which I found curious, as I had not previously met a salmon with such an identity crisis.
Despite various claims on packaging, I left each of the five supermarkets unsure whether the farmer received a fair price. I am not suggesting that they did not, but I found the packaging confusing. What consumers need, as they seek to support British producers, is absolute confidence that the product is British and that the farmer is getting a fair price. Unless we can provide that assurance, consumers will not be able to fully support the British farming industry, especially if they are being asked to pay a little extra.
We have seen consumers demonstrate that they are willing to pay more for milk and dairy products once they have complete confidence that the product is British and the farmers are getting paid a fair price. If they do not have that, they will continue to buy cheap milk. No noble-minded British person wants to give more money than they must to the supermarket bosses, but they would to the farmer, because they value British farmers and are concerned about food security. The truth is that we do not necessarily need to pay more. If I had purchased a Cornish cauliflower before Christmas, I would have parted with £1, knowing full well that the grower was getting just 18p for the cauliflower. It is possible to pay a fair price to the grower without hiking supermarket prices on many of the goods that the UK produces.
The great advantage of being a Back-Bench MP is that I have the space and privilege to do some blue-sky thinking. My blue-sky thinking is this. With such solid support for our producers from British consumers, with increasing concern about future food security and in the light of the torrid time our farming industry is enduring, is this the time for the Government to establish a UK fair trade brand, giving the consumer a rock-solid guarantee that when they choose to buy British, British farmers will get a fair price for their products? We need to remove all confusion and empower consumers to support the British farming industry further.
My objective is clear: to support British farmers and producers by encouraging consumers to buy locally farmed and produced food and by enabling them to easily identify genuine domestic products that have rewarded the farmer fairly. I want to see a Government-backed initiative to deliver that objective.
To conclude, I would like to ask the Minister to address a few short questions—which I gave him in advance, to allow him time to prepare. [Laughter.]

What can the Government do to give consumers confidence that when they buy British, British farmers are getting a fair price? What can the Government do to ensure that the public sector is playing its part and is buying as much British produce as it can to feed our children, our armed forces, our patients and others in its care? What can the Government do to support the NFU’s “Back British Farming” campaign to enable consumers to choose to buy great British food today, so that they can continue to buy great British food tomorrow?
We do not expect farmers to tolerate a price below the cost of production, but as consumers we quite often expect to pay half the price for a pint of milk than we would for a pint of bottled water. What can the Government do to quash the myth that milk is cheap to supply and should always be cheap to buy? What can the Government do to reassure consumers that buying British produce has the added benefit of supporting good welfare of livestock and achieving the highest standard of food hygiene and production? What can the Government do to create an environment in which British farmers are consistently paid a fair price, so that they can invest in the future of their farms, attract new blood into the industry and weather the storms, whether they are Russian, Chinese or just wet and warm? What can the Government do to help the nation to celebrate the great British food and drink industry and to provide food security strengthened by increased self-sufficiency?
Mr McCabe, thank you for chairing the debate so well. I thank all Members for contributing and I especially welcome the support of my Cornish colleagues. It has been good to hear such a wide range of issues covered and addressed. I thank the Minister, who is extraordinarily patient with me and my constant pestering regarding farmers and fishermen in west Cornwall and the Isles of Scilly. He probably gets tired of that.
I welcome the Minister’s words and look forward to the publication of the 25-year food and drink strategy, but I ask that we step up our efforts to back British producers in any way that we possibly can. I am genuinely concerned for the future of many farms because there is considerable pressure on farmers to look at alternative uses for their agricultural land. There are only so many green fields that can be lost to house building and solar farms before we seriously compromise our ability to feed ourselves in the future. I hope the debate has served to empower the British consumer to support British products further and I hope that it is something that we continue to look at closely throughout this Parliament.

British food and farming is worth more than £100 billion a year to our economy and employs one in eight workers in Great Britain. That is why the Government are committed to working with industry to develop a long-term plan to buy more, sell more and grow more British food. The plan will set out how British food and farming can become a world leader that is innovative, competitive, profitable and resilient, and we will work on that in the months ahead.
My hon. Friend highlights a real problem with dairy at the moment. We have had a very difficult year, following a very good year last year. The long-term prospects for the industry are good: demand is growing by about 2% a year, and the Government are making it easier for farmers to average their tax, working with the National Farmers Union to develop futures markets to help farmers manage volatility, and making available investment—through the rural development programme—to help farmers improve their competitiveness.
The number of young people entering the UK food and farming sector is encouraging. What assurances can the Minister give that young people can access the skills they need to ensure that the sector has a secure future in areas such as west Cornwall and my hon. Friend’s constituency?
As my hon. Friend knows, we have Duchy College in my constituency, and many of his constituents attend it. He makes an important point: we want to treble the number of apprenticeships in food and farming and to encourage more young people to choose farming as a career. We are working with organisations such as Bright Crop to get ambassadors to go into schools to help teenagers to choose the right subjects so that they can take up careers in farming. That area will be a major part of our food and farming strategy.
3. If the Electoral Commission will commission a lay-person’s guide to the costs and benefits of UK membership of the EU before the EU referendum.
The Electoral Commission is currently considering what public information it will provide to voters on how to register and cast their vote at an EU referendum. However, given that it is also responsible for designating lead campaigners as well as registering and regulating other campaigners, the Commission does not believe that it would be appropriate for it also to produce a guide providing information about the costs and benefits of EU membership first hand as campaigners would want to make such a case themselves.
Does my hon. Friend agree that the British public have a right to a completely objective guide to our membership in order to take an informed decision in the in/out EU referendum?
I certainly agree with my hon. Friend, and that is what many of our constituents want. The issue is: who is best placed to provide that impartial guide? Given the complexity of the question—there are so many unknowns—and the importance of ensuring that the Electoral Commission does not in any way undermine its neutrality and independence, it may not be the right organisation to carry out that task.
