Commons ChamberThe Government fully recognise that families, households and businesses are worried about rising costs. That is why we have taken decisive action to get families and businesses through this winter and next, and we are focused on growing the economy to raise living standards for everyone.
According to Citizens Advice Scotland, the cost of living crisis is the “perfect storm” that risks sweeping tens of thousands of households across Scotland into poverty, problem debt, and destitution, and nothing could be closer to the truth. Scottish Labour has a plan and is calling for an emergency cost of living Act. Will the Minister raise with Scottish Ministers what both Governments could urgently do, using all the levers at their disposal, to help individuals and families in Scotland through this terrible crisis?
The UK, like Europe and other countries around the world, has been forced to respond decisively to the challenges posed by high energy prices resulting from, among other things, Russia’s weaponisation of energy markets. Because of action taken by this Government, the most vulnerable households will get at least £1,200—some much more—of cost of living support this year on top of the benefit of the energy price guarantee. Of course, the hon. Lady is absolutely right that this Government and the devolved Administrations must work together to make sure that the most vulnerable get the most support.
According to the Joseph Rowntree Foundation, if the Government do not uprate benefits in line with inflation, then claimants, many of whom are working, will experience the biggest ever real-terms cut to benefits in a single year. Is it not the case that the Minister’s Government are prioritising growing the wealth of the richest while not doing enough for the vulnerable, including the elderly, in our communities in Scotland?
Again, it will come as no surprise that I do not totally agree with everything that an hon. Member said. The hon. Lady asked about raising benefits in line with inflation. The Secretary of State for Work and Pensions is looking at that—as she would do on an annual basis in any case—and will announce in due course the decision on benefits uprating.
According to Joseph Rowntree Foundation figures, 15,378 people in Glasgow Central receive means-tested benefits such as universal credit, and many of them will be working in low-paid jobs. The Scottish Government have done their bit by introducing the leading Scottish child payment, but what representations has the Minister made to his colleague, the Secretary of State for Work and Pensions, to support the uprating of benefits? He has not been clear about what representations he has made for the people of Scotland.
The hon. Lady makes excellent points. On making representations to my ministerial colleagues, having been in this post for a very short time, I have not quite got there yet, but these discussions are happening. Under the agreed fiscal framework, the Scottish Government, through the levers that they have, will receive an estimated £340 million of additional funding as a result of just the basic rate tax cut. It is for the Scottish Government to use that additional funding as they want to, including on increased spending or tax cuts.
In the policy decisions chapter of the so-called “Growth Plan”, line 9 on page 26 shows that reversing the corporation tax increase will cost £68 billion over the next five years. Given the cost of living crisis, did the Minister and his Secretary of State argue for or against a £68 billion subsidy to the biggest, wealthiest companies in the UK?
The hon. Gentleman is probably aware that the Government have committed to reversing the planned corporation tax increase from 19%, so it is staying at 19%, which will attract businesses to Scotland and across the rest of the United Kingdom. It is often missed that the Government have delivered on top of the recently announced energy price guarantee. It means that typical households receiving means-tested benefits will receive £1,200 of support; those on disability benefits on top of that will receive £1,350; low-income pensioner households will receive £1,500 of support; and low-income pensioner households who are receiving disability benefits will receive £1,650 of support. As well as that, the energy price guarantee will mean that a typical household will pay no more than £2,500 on their energy bills.
The shadow Secretary of State for Scotland, my hon. Friend the Member for Edinburgh South (Ian Murray), has a long-standing family commitment, which is why the privilege of asking questions falls to me today.
The UK Government’s so-called mini-Budget has created a financial crisis—made in Downing Street but paid for by working people all over this country, including in Scotland. Has the Minister’s Department made an assessment of how much worse off Scottish households will be as a result of the Chancellor’s disastrous actions?
I welcome the hon. Gentleman to his place instead of the shadow Secretary of State, the hon. Member for Edinburgh South (Ian Murray). As I said, the energy support put in place means that a typical household will not pay more than £2,500. That is on top of the additional benefits that were announced earlier this year and more recently and which will make sure that many households, including those on the lowest incomes, will actually be better off than they would have been.
The only long-term solution to this crisis is a more sustainable energy policy, which the Government have failed to deliver for 12 years. In 2017, Nicola Sturgeon announced a national energy company for Scotland. Five years on, we are in an energy crisis and that plan has been ditched, so does the Minister agree that the right way forward is through Labour’s plan for Great British Energy, a home-grown, publicly owned company run for and by the people of this country and for the interests of people in this country?
The hon. Member is absolutely correct to point out the Scottish Government’s commitment, made back in 2017, to have created a nationalised energy company in Scotland by now. That has not happened, and quite frankly I do not think that it should. I do not think that Labour’s plans should be implemented either.
The first mini-Budget from this Government required two Bank of England interventions just to stabilise the economy. It tanked the pound and it massively worsened the already brutal cost of living crisis that our constituents are facing. Will the Minister and the Secretary of State, as Scotland’s representative in Cabinet, confirm that any future fiscal event from this Government will neither make further cuts to the Scottish budget nor introduce further cuts to our already crippled public services?
On top of the already record increased block grant of £41 billion that the Scottish Government have already received, measures announced in the Chancellor’s recent fiscal statement mean hundreds of millions in extra money going to the Scottish Government. As I said to the hon. Member for Glasgow Central (Alison Thewliss), it is for the Scottish Government to decide whether to spend that on tax cuts or to increase spending.
After 12 years of austerity, which has caused in excess of 300,000 deaths in the UK, this Tory Government have cost the public billions. They have given dodgy covid contracts to their pals. They are scrapping the bankers’ bonus cap. They have forced a hard Brexit on Scotland against its will. They are now helping the richest people in the country, on the backs of millions of people who are choosing between heating and eating. I ask the Minister: is it genuinely a surprise to him and his colleagues to discover why most people in Scotland detest the Tory party and its values?
I must say that I am disappointed that the hon. Member chooses to double down on the hate-filled language of her party leader. I repeat that the Scottish Government have received a record amount of block grant funding—£41 billion—since devolution began, and all the other measures from which people and businesses across Scotland will benefit. Those in the most vulnerable households and on the lowest incomes will particularly benefit from the measures that this Government have taken.
The Government’s recently announced energy price guarantee will support households with their energy bills across the whole United Kingdom, including in Scotland. This decisive action will save the typical household at least £1,000 a year for the next two years.
May I follow up on the question that my hon. Friend the Member for Hove (Peter Kyle) asked about the Scottish Government’s decision to abandon their plans? Will the Minister confirm what discussions he has had with his Scottish counterparts about ensuring that Scotland’s renewable potential directly benefits the people of Scotland and the people of the United Kingdom, given that the cost to the consumer of renewable energy is so much lower?
As I have said, Ministers in the Scotland Office discuss such matters regularly with our colleagues in other Departments. Energy policy is reserved, as I am sure the hon. Member will understand, but we endeavour to work constructively with the Scottish Government on everything that can have an impact on the livelihoods of people and communities in Scotland, as well as businesses.
I believe the Secretary of State and the Minister may have heard the first part of the question, so I will conclude by asking the Secretary of State to encourage his Cabinet colleagues to look again at how the carbon capture and storage project can be supported to enable it to get under way as a matter of urgency.
As the hon. Lady may be aware, the Acorn cluster looms large in my own constituency, so I have nothing but the greatest support for that project. I can also assure her, and the rest of the House, that this Government have stood firmly behind it: we have invested £41 million in the project directly, and it is also the reserve cluster in the Track-1 sequence. Track-2 sequencing for carbon capture and storage across the United Kingdom is coming soon, I am told, and I look forward to that announcement with great interest.

Commons ChamberI rise with humility and sadness on behalf of myself and the people of Banff and Buchan to pay tribute to Her late Majesty the Queen. I also offer my condolences to King Charles III and the royal family, as we remember that they have lost a mother, a grandmother and a great-grandmother.
For most of us, Her Majesty has always been a continuing and reassuring presence. From the ashes of the second world war to the covid-19 pandemic in more recent years, she has been there providing reassurance and inspiration to people right across our United Kingdom. She has also been a much-admired and loved figure across the Commonwealth, but also right around the world.
Sadly, unlike many others in this place, I never had the opportunity to meet the Queen. However, given that I have grown up and lived in, and now represent in this place, one of three constituencies in Aberdeenshire, it will perhaps come as no surprise that I know a fair few people who have had the privilege not only of meeting the Queen, but of actually knowing her. Listening to the tributes from right hon. and hon. Members over the last two days, I recognise the warmth and affection in the stories of those who knew her.
We have all heard how well Her Majesty could make people feel at ease, whether in a formal or a social setting. That was not just a matter of decorum or of being a nice and kind person, which of course she very much was. She somehow knew—she somehow had this sixth sense or superpower that told her—precisely what action she needed to take to make that one individual feel at ease.
As a Member of Parliament, the closest I ever got to the Queen was in the peers lobby, watching the state opening of Parliament on a screen. Before I was elected, however, Her Majesty was at the Turriff agricultural show in my hometown in 2014, on the occasion of the show’s 150th anniversary. On that occasion, I was able to get as close to the Queen as I find myself now to my hon. Friend the Member for Witney (Robert Courts). I found myself in the adoring crowd through which Her Majesty was moving so gracefully, as she always did. She was engaging with everyone, as she did, with that famous smile and twinkling eye we have heard so much about in the last two days—a smile with which we have all become very familiar and which we will always remember.
The organisers of the Turriff show whom the Queen met that day were moved by her humility, warmth and humour, not to mention her expert knowledge of the livestock and animals on display—horses, of course, being a particularly passion for Her Majesty, as they are for her daughter, the Princess Royal, who returned to visit the show earlier this year. The people of Turriff will remember fondly the visit of Her late Majesty, as will the people of Fraserburgh, which she visited in 1992 to celebrate the town’s 400th anniversary, and of Macduff and Banff, which she visited on a launch from the Royal Yacht Britannia in 1961.
In Scotland, we saw the Queen at her most relaxed and happy, particularly on her regular visits to her much-loved Balmoral in west Aberdeenshire. We have heard stories from her stays there, including from former Prime Ministers who had the joy of being driven around the Balmoral estate by the Queen herself in a Land Rover. I know that it will have been a comfort to her and her family that she spent her last days in the place that she loved so much.
The United Kingdom, the Commonwealth and the world will come together in the coming days to mourn the passing of a great—perhaps the greatest—world leader. As we reflect on her long life and reign of loyal service, we also remember fondly her compassion, humour and warmth. She continues to be in all our hearts. May Her late Majesty Queen Elizabeth II rest in peace. God save the King.

Commons ChamberI do agree with one part of the hon. Gentleman’s question, and that is about the real focus of the Scottish Government: it is, as he says, not about addressing the real challenges in Scotland; it is about appeasing the hard-liners in the separatist party. We are not going to be deflected from getting on with the job we were elected to do.
I totally agree with my hon. Friend the Minister when he says there are multiple priorities that should be at the forefront of the attention of the First Minister and SNP Members in this House. All of those are very challenging, but one simple thing the Scottish Government could do is adopt the UK Government’s approach to genetic technology and precision breeding. Does my hon. Friend agree that that would be a simple way to meet the priorities of Scottish farmers, food producers and research institutes?
The gene editing of crops is an important issue, and my hon. Friend is right to raise it. There is a widespread view in the agriculture sector in Scotland that it is a good move and would improve crop yields and resilience, which are part of our food security. It is only the dogma of the SNP Government that prevents Scotland from joining the rest of the UK in adopting this important technology. The door is open for them to put aside their blind adherence to EU laws and join us in developing this important technology.

Commons ChamberI can see the Secretary of State for Scotland nodding, so perhaps we can discuss that over the coming days.
Since the start of this year alone, we know that the UK Government have profited by at least £1.7 billion from the revenues brought in from North sea oil. All that revenue from Scotland’s resources, and still this UK Government refuse to match the Scottish Government’s £500 million just transition fund to help to ease reliance on fossil fuels. Still there is no commitment to carbon capture and storage in Scotland’s north-east. Not only are this Westminster Government harming our planet, but they are holding Scotland back.
I am genuinely grateful to the right hon. Gentleman for giving way, particularly as the Scottish cluster is so important to my constituency. Does he agree that the UK Government have thus far committed £41 million to that project? However, that was not what I wanted to intervene on; I wanted to intervene on his mention of the £500 million just transition fund for the north-east of Scotland. Can he do what his colleagues the hon. Members for Kilmarnock and Loudoun (Alan Brown) and for Aberdeen South (Stephen Flynn) have not been able to do thus far, and describe in detail what that £500 million will be spent on in the north-east of Scotland?
We have been short-changed by not getting carbon capture and storage in Scotland. Twice now we have been promised that it is coming, but we all know in Scotland that getting carbon capture and storage in the north-east of Scotland with the Acorn project is instrumental in getting to net zero by 2045. It is instrumental in ensuring that Grangemouth has a green chemical future. There can be no more dithering—there can be no more delay. The Acorn project must be greenlit, and it must be greenlit now.
I say to the hon. Gentleman that yes, we will spell out exactly the plan for that £500 million transition fund. I say to the House now that, together with my hon. Friends the Members for Kilmarnock and Loudoun and for Aberdeen South (Stephen Flynn), we will be speaking more on Scotland’s future energy potential. We on these Benches will accept our responsibilities to deliver that energy strategy and the industrial policy that is lacking from those on the Government Front Bench.
I have concentrated on how the proposed legislation in the Queen’s Speech fails to tackle the cost of living crisis and our green future, but what it will enact is every bit as harmful. At the heart of this Session’s programme there is a twin attack that must be challenged: an attack on devolution and an attack on human rights law.
As the Prime Minister gets increasingly vulnerable and desperate, it is probably no surprise that he has reached back to the policy that got him the job in the first place—Brexit. The Brexit freedoms Bill to repeal EU-retained law and the other Brexit legislation in his Queen’s Speech represent a race to the bottom on standards. As for the idea that Westminster will be able to strike down devolved legislatures’ retained EU laws, that would be only the latest in a long line of Tory power grabs.

Commons ChamberI fear it is not just me who has to declare an interest in this—Mr Speaker himself may have to declare an interest. Any question that starts with reinforcing the county of Lancashire is extremely welcome. Before the hon. Gentleman’s siren call draws me on to the rocks of constitutional propriety, I would want to take advice as to what the interaction is with the Palace and other quarters that may have a view on this. I take this moment—I am sure the hon. Gentleman will agree—to pay tribute to the incredible work that the lords lieutenant do up and down the country. They are at the heart of so much civic activity within our constituencies and make a hugely valuable contribution through their work.
Veterans make brilliant employees, which is why employment is at the heart of our veterans strategy. It is also why we have introduced national insurance contribution holidays for those who employ veterans and a guaranteed job interview for veterans who want to join the civil service. Of course, I join my hon. Friend in thanking the veterans in his constituency who have so generously contributed to our collective effort on behalf of Ukraine. I also thank him for the work he does in concert with his veteran community in Banff and Buchan. If time allows, I would be delighted to visit his very beautiful constituency.

Commons ChamberI agree with the hon. Lady that childcare is a very important issue if we want to keep women in the workplace. We have spent more than £3.5 billion in each of the past three years on our early education entitlement and we continue to support families with their childcare costs.

Commons ChamberMy right hon. Friend is absolutely right. I am always careful to allow the ICC, of which both the prosecutor and the chambers of the Court are independent, to make those determinations, but the points of principle that he has set out are absolutely right. There must be no impunity for those in Moscow or the commanders on the ground who commit those atrocities.
Can my right hon. Friend outline to the House what steps the Government have taken to build the broadest caucus of support for prosecuting President Putin and his regime over their actions in Ukraine? Will he join me in applauding the role of the British ICC judge and British prosecutor in their work on the issue?
My hon. Friend is right. We secured the election of Karim Khan and Jo Korner. They operate independently on the Court but it is a sign of how well regarded this country’s legal profession is that we have two such senior figures there, as well as the registrar. Again, they operate independently, but we are working with the Ukrainian authorities, led by the Attorney General. I am also going back to The Hague to ensure that we understand the specific needs of the ICC, not just to provide support ourselves but to ensure that we bring together a coalition of countries with that unique expertise so that justice can be done.

Commons ChamberOf course the Government are fully aware of these issues; there is no change in the Government’s position. We published the net zero strategy and we are seeing it come through. We are delivering on all of the aspects. My right hon. Friend the COP President just mentioned the climate change compatibility checkpoint. We are delivering on all of these things with haste.
I welcome my right hon. Friend’s response and the Government’s ongoing commitment to support the UK oil and gas sector in their role to drive forward the energy transition to net zero. Will my right hon. Friend join me in welcoming yesterday’s High Court ruling to throw out claims by certain environmental activists that UK Government support for the industry was unlawful?
I thank my hon. Friend for his question. We welcome yesterday’s judgment. I, probably like he, wonder whether the SNP and the Scottish Green Government in Edinburgh would share our welcome. There will be an ongoing need for oil and gas as we reduce demand amid the transition to lower carbon energy, which, in the end, is the solution. I know from my visit to his constituency just last month how important renewables are for delivery in his constituency of Banff and Buchan.

Commons ChamberThe hon. Gentleman paints a misleading picture of the support that we are giving. I have just outlined to the hon. Member for Sefton Central (Bill Esterson) the long-term support that we are providing to the renewables sector. It is wrong to say that we are not backing Acorn. There was a competitive round for two carbon capture and storage schemes. Acorn was a good project; it is a reserved project. We continue to work with it to ensure that it has a fighting chance of securing the next tranche of the carbon capture and storage schemes.
I welcome the remarks made by my hon. Friend with regard to Acorn in my constituency, which is still very much on the table, despite protestations from Opposition Members. Will my hon. Friend confirm that the Government also provide the oil and gas industry with vital support for the energy transition through the North sea transition deal?
I can absolutely give my hon. Friend that assurance. I pay tribute to the tireless work that he does to champion the energy sector, both as a Minister and as a local Member. He is absolutely right; yes, we need to transition to renewable, but we have to be aware of the fact that we will need oil and gas during that transition period—not just for energy, but for the all the other purposes for which fossil fuels are required, such as the production of medicine.

Commons ChamberThe Government recognise the need for bereaved families to have a location, or locations, where the representation will take place, and of course there is a UK commission on covid commemoration, as the hon. Gentleman knows. It will carefully consider how communities across the country can remember those who have lost their lives due to this appalling pandemic, and recognise those involved in the response as well, in a fitting and permanent way. So there is a specific UK commission on covid commemoration, and we should let it do its job.
We have put in place a number of measures to deal with the extraordinary set of circumstances brought on by the pandemic and the global economy rebounding from the disruption it caused. These include increasing HGV testing capacity by 90% to help get new drivers into the sector quickly, extending cabotage rights, making available boot camps to train up to 5,000 HGV drivers, and making available temporary visas for poultry workers and butchers.
As well as making the best use of our wide and varied natural resources in our energy transition to net zero, it also makes sense to make the best and most effective use of our existing supply chains that serve our maritime nation. Will my right hon. Friend therefore join me and the UK Marine Energy Council in welcoming the announcement yesterday of £20 million of UK funding for the tidal energy sector, and will this Government reinforce supply chains for the wider maritime economy?
I do welcome that announcement. As the Energy Minister, my right hon. Friend the Member for Chelsea and Fulham (Greg Hands), said, the backing for tidal steam power is opening up a new chapter for Britain’s coastal communities and advancing the possibilities for Britain’s marine energy sector to play a significant role in delivering the UK’s green energy revolution.
Earlier at departmental questions, we were told that the act of referral to the high-priority lane was a bad thing, until hon. Friends pointed out that Opposition Members had made the same referrals. The right hon. Lady has now shifted the attack to Randox and the timing of the contract. I simply remind her that the meeting between Randox and the then Minister for innovation was on 9 April, after the contract was signed with Randox on 30 March. Not only does the National Audit Office have rights of access to Government papers, but there is a legislative framework that applies to papers through the Freedom of Information Act. We will, of course, abide with it in the usual way.
I know that my right hon. Friend the Chancellor of the Duchy of Lancaster attended that fantastic event as well. We launched the refreshed GREAT campaign on 9 June, which showcases all four corners of our nation internationally to inspire the world and encourage people to visit, invest, study and live in the UK. The campaign, which is used across 22 Departments and arm’s length bodies, has promoted the best of the United Kingdom in more than 145 countries worldwide.
