Commons ChamberThis is an important piece of legislation. It has huge consequences for how we are going to feed our nation and protect our environment, and, as many colleagues have set out, there is a lot to support in it. However, my constituents have huge concerns that the Bill does not go far enough to ensure our high standards for food, animal welfare and protection of the environment and climate that we all value.
The Bill would not do enough to prevent imports of food that do not meet those high British standards, and it would be devastating news for British farmers, who would be left at risk of being undercut when they are doing the right thing to produce good quality food and to protect our environment. That would make a mockery of the value that we place on those standards. I urge the Government to listen to the concerns of the public and support Labour’s amendments today, which would enhance this Bill and provide important protections for British farmers and the standards that we all value.
I want to turn to food insecurity and the difficulties that some of the poorest families in my constituency are facing during this crisis—a crisis that has exacerbated the pressures that many people are already facing in trying to feed their families. The continuing problems with free school meal vouchers are now familiar to all of us, yet the Government have failed to get a grip on the problem. Just this morning, another school in my constituency contacted me to say that, again, its vouchers were late. Staff faced similar problems last week. They worked over the bank holiday weekend in their own time for the children who need that support. It is a common story across schools: far too many staff are listing endless problems in trying to use a system that is clearly not fit for purpose. When they try to make contact to address the problems, the helpline is permanently engaged and their emails go unanswered.
Although I know that we needed to put in place a system quickly to get food to those children, the decision not to put the contract out to tender was a poor one. I urge the Government to get a grip on this situation, because it is just unacceptable that children are being left to go hungry and families are being left without the most basic support to enable them to feed their own children. Across the board, too many people are falling through the gaps and are unable to access the food and supplies that they need. Much of that support is dependent on supermarkets—whether it is access to delivery slots or the pricing of their food. Analysis by the Office for National Statistics last month showed that the price of high-demand food and sanitary products has risen by 4.4% since the lockdown measures began. Will the Government put supermarkets on notice that any profiteering from this situation will not be tolerated?
I wish to finish by highlighting the need of kinship carers, too many of whom are finding access to food a challenge. These are people who have stepped up to do the right thing by the children they are raising, and they face unique challenges. Many kinship carers are elderly grandparents, often with long-term health conditions, raising children who have often experienced trauma and have health challenges of their own. The cross- party parliamentary taskforce on kinship care, which I chair, conducted some research into this group and has recommended that the Government work with supermarkets to ensure that kinship carers are included on the priority list for supermarket deliveries. Is that something that the Government can consider urgently?
In conclusion, we have a huge opportunity in this Bill to protect British farming, to maintain high food and environmental standards and to support the most vulnerable in our communities. Let us not waste it.
The Minister, in her introductory remarks, referred to various provisions in the Bill that will devolve more power and responsibility to the Welsh Parliament. She also referred to her family’s long history of farming in Oxfordshire and other counties. I would like to explain to her how concerned I am by this moving of additional powers to the Welsh Parliament, because I represent a border community. As Cardiff and London move further and further apart, we have already seen huge additional complications and problems for our farmers on the border in dealing with sometimes highly different and contradictory legislation emanating from both Parliaments.
One classic example is the crisis that we are facing in Shropshire of bovine tuberculosis on an unprecedented scale. We killed 47 cows in Shropshire in 1997 as a result of bovine TB. Last year, it was more than 2,000. My farmers are going through a crisis of untold proportions. Some of my farmers have land on both sides of the border, and bovine tuberculosis unfortunately does not respect national frontiers, so the devolution process is very difficult for my farmers.
Secondly, my understanding of the Bill is that subsidies will end for English farmers in seven years’ time, but not for Welsh farmers. Again, that is a devolved matter. My question to the Minister is how my farmers, whether chicken or dairy farmers—or farmers of anything that we produce in Shropshire—are meant to compete against their Welsh friends and counterparts across the border when they still have the subsidies but we do not. That is a real concern to me.
I have come here specially today, in person rather than over the internet, to look the Minister in the eye and ask her to take these genuine concerns from border communities into consideration. I would like her to create a taskforce in her Department to look at and evaluate the impact on farmers who operate in border communities and to assess how they can remain competitive, and have a level and fair playing field, with this ongoing divergence between Cardiff and London.
I also wish to speak on new clause 1. interestingly, Robert Newbery, who represents the National Farmers Union in my constituency, and many others—including my association chairman, Dan Morris, who is a cattle farmer—are asking me to support my hon. Friend the Member for North Dorset (Simon Hoare) and my hon. Friend the Member for Tiverton and Honiton (Neil Parish), the Chairman of the Environment, Food and Rural Affairs Committee. They rightly feel that we have some of the best standards not just in Europe but across the whole globe, and they want guarantees enshrined in law that there will be a level playing field.
I am always amazed by the amount of investment that our farmers have had to make in order to comply with these standards. It is absolutely mind-blowing. I spoke for 30 minutes today to Guy Davies, a farmer in Little Ness who produces 5 million chickens a year, and in addition uses the chicken manure to generate over 9 million kW of electricity, which can power up to 2,000 homes. He wants me to support the new clause.
In the little time that I have left, if the Minister wants me to back her rather than going with my hon. Friends, she really does need to explain when she winds up just what guarantees we will have to take back to the NFU and others who feel so very strongly on this matter. According to the president of the NFU, this is the most important Bill since 1947. It is a landmark Bill, and I would like to pay tribute to all the Shropshire farmers who contribute so much to my community.

That this House has considered the flooding of the River Severn.
I am grateful to have been called to speak in this debate on the recent flooding of the River Severn. I am sure that Members are aware of how badly Shrewsbury has been affected as a result of that flooding. The part of Shrewsbury where I live, Coton Hill, was badly affected, with terrible damage and flooding in my neighbourhood. However, over the past few days and weeks I have spent quite a bit of time in another bit of Shrewsbury, Coleham, which has also been badly affected by these floods. I will refer to a couple of people whose situations I am very conscious of, some of whom I have met: Lee and Sandra from The Hair Forum, Rachel from The Glam Studio, and G. O. Elson, who is in his 50th year as a local butcher. Seeing the devastation that has happened in those people’s neighbourhoods and the financial damage caused to their businesses has been galling.
Yesterday, I met with Peter Nutting, the leader of Shropshire Council, when he came to the House of Commons. He informed me that over 300 businesses and residential properties had been affected just in Shrewsbury, and estimated that the cost of clearing up from the ramifications of this flood will be over £1 million in my constituency alone. Of course, the Bellwin scheme will help, but a large chunk of money will not come from that scheme; Shropshire Council is having to find that money itself. As my right hon. Friend the Member for North Shropshire (Mr Paterson) and my hon. Friend the Member for The Wrekin (Mark Pritchard) will attest, our local council is grappling at the moment with the massive, spiralling costs of adult social care, and is running a deficit and struggling to make ends meet as it is. Those additional costs will be very problematic for it.
Local residents have stressed that action is needed, as problems with insurance and future floods will finish off many independent traders. I spoke to one bed and breakfast hotel owner who lost £30,000 over the course of these events. He was near tears as he showed me the devastation to his hotel. As is typical for businesses, his hotel will not only suffer during the floods, but for days and weeks afterwards. The media are very good at highlighting that Shrewsbury has flooded and very good at showing pictures of a flooded Shrewsbury, but not so good at subsequently informing citizens around the United Kingdom that those floods have alleviated. Whether a business is a local pub, a local hotel or whatever else, its books will be significantly down, not just over the course of the floods but in the following days and weeks.
Seeing the devastation and listening to the heartbreaking stories has hastened my resolve to get action for these hard-working entrepreneurs. That is why on Wednesday 26 February, I was here in the House of Commons rather than in my constituency with my electorate, because I wanted to challenge the Prime Minister at Question Time, to share with him what was going on in Shrewsbury, and to try to secure some sort of commitment from him. If she checks Hansard, the Minister will see that in response to my question, the Prime Minister assured me on the Floor of the House that whatever work the Department for Environment, Food and Rural Affairs and the Environment Agency do together to alleviate the problems on the River Severn, and whatever solution they come up with, he will ensure that the Government support that solution. I am going to hold the Government to account on this issue and make sure that the Prime Minister fulfils the commitment that he made to me.
I am obviously delighted that the new Chancellor of the Exchequer has announced a massive additional allocation of taxpayers’ money for flood alleviation schemes in this afternoon’s Budget. With that in mind, we are going to ensure, hopefully collectively—I am pleased that other right hon. and hon. Friends from constituencies along the River Severn are also present—that we fight for our share of those additional resources to make sure a holistic solution is found for the Severn.
Last week I asked the Secretary of State for Environment, Food and Rural Affairs to visit Shrewsbury, and I am grateful that he took the time to visit my town. He met flood victims and also came to Shirehall, the council building in Shrewsbury, to meet with local councillors including Peter Nutting, as well as with council officials including Mark Barrow and others, who are in the audience today. He received a presentation on a topic I hope to address later: the River Severn partnership, which is a holistic, collective approach of communities and organisations up and down the River Severn, working together to come up with a credible solution for managing that river. We will then want the Government to support that solution.
I commend my hon. Friend on having secured this debate, and have absolutely no doubts that he will hold the Government to account. He has already alluded to some heart-wrenching stories, but does he agree that there have also been some very positive stories, and that we should pay tribute to local authority workers, Shropshire Council, Telford and Wrekin Council, the Environment Agency and the emergency services? All those groups have done a huge service to the people of Shropshire.
I could not agree more, and I am sure that all of my right hon. and hon. Friends from Shropshire will join him in paying tribute to those people.
The River Severn partnership is a strategic coalition of 18 organisations, including local authorities, local enterprise partnerships, water companies and the Environment Agency. It has an agreed memorandum of understanding aimed at working collaboratively to develop a comprehensive long-term approach to management of the River Severn. Here, we have an established group of all the relevant and appropriate bodies, working together on an innovative and forward-looking holistic solution that could literally be a game-changing approach to flood management.
My hon. Friend is to be congratulated on having secured this debate at this timely moment, and it is good to see fellow Members from further down the river present. “Holistic” means the catchment area. Does my hon. Friend agree that we should look at the whole catchment area? The River Vyrnwy runs into the Severn in my patch, and this afternoon Melverley is flooded, protecting Shrewsbury. We need to look at holding water much further back in Wales, possibly paying landowners to hold water back, building new reservoirs and giving farmers the right to catch water. As Mr Bryan Edwards, head of the Melverley internal drainage board, has said, we want to slow it up at the top, hold more back and plant more trees—exactly as the Government are proposing to do—but when that water gets into the river, we want to speed it on down.
We should remember that the river used to be navigable and took a lot more water. We had a meeting in Shrewsbury a few years ago, looking at getting more out of the river, having more capacity, opening up the weirs and locks and generally making more of it, but also getting more water away. Once the water is in the river, we want to get it away, as Members from further down the Severn know. We need to look at a catchment area solution that goes right back to the hills and includes both the Vyrnwy and the Severn.
I agree with my right hon. Friend. That is the flavour of what we are trying to get across to the Minister. Of course, individual flood schemes can help—we have one in Shrewsbury that protects Frankwell, the town council and the area around it—but in reality, although those small schemes protect parts of Shrewsbury, they just push the problem further down the line, which affects my right hon. and hon. Friends down the river.
By the way, the River Severn is the longest river in the United Kingdom at 220 miles. That accolade certainly means that the Government need to look at the river in its entirety and come up with a solution to manage its flow across all our constituencies.
I, too, congratulate my hon. Friend on securing the debate, today of all days, when the Chancellor has just announced a doubling of flood defence expenditure over the next six years to £5.2 billion. He will have noticed that the Chancellor provided an additional £120 million to repair the flood defences already in place, which may help the constituencies of hon. Members whose flood defences were damaged in Ironbridge and Bewdley along the River Severn.
Most importantly, the Chancellor announced a £200-million contribution to place-based resilience schemes for local communities, in which the Severn valley catchment has an important part to play. I understand that £23 million of that £200 million is being allocated to the Severn valley to look at that catchment-wide solution. Areas such as Bridgnorth in my constituency, where water was pushed downstream from Shrewsbury and Ironbridge, and the river burst its banks, need some flood defences to prevent that happening again.
Order. This is an important subject, but if interventions could be slightly snappier, I would be grateful.
I always give a little extra to my right hon. Friend and neighbour, a fellow Salopian. I ask the Government to support, politically and economically, the development of a River Severn strategy, similar to that already in place for the Humber estuary and River Thames, with a remit to look at water management, flood risk, sustainable growth and climate resilience.
The River Severn partnership—this is the key point that I want to get across to the Minister and that should be underlined with her officials—now needs significant resources to commit to the detailed planning phases and studies required to progress to the design phase. I look forward to working with the Minister on how that can be funded and delivered, which is important because of the Prime Minister’s commitment to me on the Floor of the House that the Government will support whatever credible solution Shropshire Council, with the Environment Agency and collectively through the River Severn partnership, comes up with. My understanding is that the partnership is at the point where it needs those additional resources to conclude its studies and come up with the holistic approach that we are all determined to secure for our constituencies.
I, too, congratulate my hon. Friend on securing the debate. He talks about the holistic approach of the Environment Agency and other partnerships down the River Severn. Does he think that there should be a coalition of Members of Parliament who serve constituencies on the River Severn, and would he lead that coalition?
That is an awfully generous offer. I take my hon. Friend back 10 or 11 years to my Westminster Hall debate on this issue, in this room. If he looks through the records, he will find that I started to talk about the need to look at the whole of the River Severn as a single unit 11 years ago. Let us not forget that the problem has not just come upon us recently. Shrewsbury has been appallingly flooded many times. The opportunity for the Government is enormous. If they can protect our constituencies from repeated flooding, think about the extra economic productivity they will achieve, how property prices will go up and how businesses will continue to operate and pay their VAT and other taxes.
I agree with my hon. Friend wholeheartedly that all the Members of Parliament through whose constituency the River Severn flows have to work together cross-party. We are predominantly Tories along the River Severn, which is a great thing, but whichever party an MP is from, if they represent a constituency through which the River Severn flows, I would like them to take part in that campaign group. If we join forces as Members of Parliament, go to see the Minister repeatedly and keep raising the issue collectively, something can be done.
Does my hon. Friend share my hope that some of the additional flood defence funding announced today will be used not only for additional storage capacity in the Welsh hills, as proposed by my right hon. Friend the Member for North Shropshire (Mr Paterson), but to ensure that there is a piping system, probably provided by Severn Trent Water, to get excess water in the summer through the Severn to the Thames for the parts of south-east England that have a water shortage?
My hon. Friend raises a pivotal issue. The irony is that many parts of our country are badly economically hit because of a lack of water. In this day and age, we ought to be able to devise a system whereby we can properly manage water and ensure that it can be better utilised for areas lacking it while protecting our constituencies.
I, too, congratulate my hon. Friend on his proposal and I support it from Worcestershire. Does he accept that it is also important to look at the tributaries of the River Severn, such as the River Teme, which affected Tenbury Wells on this occasion, and the River Avon, which flows into the Severn.
I am very conscious of that and I hope that the Minister will take that point on board in her response.
I want to give the Minister as much time as possible to respond. I repeat that the River Severn is 220 miles long. It is the longest river in the United Kingdom. The River Severn basin has an area of almost 4,500 square miles that spans the English-Welsh border and runs across the west midlands before entering the sea at the Bristol channel. About 117,000 households, and more than 10,000 businesses, are considered to be within flood zones from the River Severn and its tributaries. The economic impact of the devastation that our businesses have been through is massive. In my constituency alone, there has been more than £1 million of damage and costs.
I am grateful to have had the chance to raise the issue. When I went to see the clear-up in my constituency, I do not think it is an exaggeration to say that I saw an extraordinary Dunkirk spirit. People of all ages came together and gave up their time to help their fellow residents and businesses. We had a “buy local” campaign over the weekend in Shrewsbury to encourage people to use the businesses that were adversely affected. The Minister knows how strongly we feel about the issue. The time has come for the Government to act on managing the River Severn.

Commons ChamberI am grateful to my hon. Friend for giving way. As he will know, the River Severn has flooded terribly in his constituency and mine. Does he agree that the Government need a more holistic approach to managing the whole of the River Severn, from my constituency right down to his?
I thank both my hon. Friends for those interventions, with which I agree. I must move on quickly because of the shortness of time.
The other issue that I wish to raise is house building, or any kind of building, in flood risk areas. It is causing an awful lot of trouble. In my constituency, the current joint core strategy proposes a 50% increase in the number of houses in the council area where I live. Not only does that increase mean that green-belt land is seriously compromised, but we have a lot of flood risk areas. The building of that number of houses in my area will cause an awful lot of misery for very many people.
I am concerned about our approach to building in flood risk areas. The Pitt report of some years ago was somewhat compromised: it said that yes, flood risk areas should be avoided, but it also said they should be avoided unless there was a need for a certain number of houses. I do not think that that compromise is necessary, because when somebody is flooded for more than a year, they really do not want to see more development in their area.
I am rather concerned about how the Environment Agency makes its assessments. It uses maps that in my view are not always accurate—they do not always reflect the flood risk in an area—and it talks about frequencies, but the frequencies of flooding have changed, with flooding now much more frequent than it used to be. Who knows where that trend will go in future?
We have heard it said that we do not really build in flood risk areas any more; we absolutely do. I have shown the Secretary of State a photograph of an industrial digger preparing land in my constituency for houses—and the digger is stood in water. Around 2,000 houses are going to be built on that land, which is already sodden and far too wet. It is a matter not only of whether the houses built on that land will flood, but of water displacement—will building on that land cause flooding for people in other areas? It is a serious consideration. Just this week the Environment Agency said that
“it isn’t always possible or practical to prevent all new development in flood risk areas”;
well, that is going to cause an awful lot of problems for very many people.
We really ought to revisit the policy. I know the driver behind it—I know that this Government and successive Governments have wanted to provide homes for people. I joined the Conservative party during Margaret Thatcher’s time, and one of her great policies was on home ownership, with which I entirely agreed. Home ownership is a fantastic aspiration, but we need to be careful about where we build houses. Building houses for the sake of it will not actually make them more affordable. We risk compromising the green belt and building in flood risk areas for no actual benefit to some of the people who are looking to buy houses.
I referred to the site in my area where an industrial digger is sat in water; that is at a place called Twigworth and Innsworth, where permission has been given not by the local council but by the inspector. The inspector looked at the application in December 2017 and should have rejected it, but the fact that the Environment Agency did not object to the development did not help. Everybody who lives in that area knows what a problem it is going to cause. I shall name one person who knows what a problem it is going to cause: David Cameron. In February 2014, he visited the area. Why? Because the road was completely blocked because of flooding and the fields where the development is now taking place were flooded. He declared then that building should not take place in such areas. What has gone wrong?
I pin no blame at all on the new Secretary of State—he is brand-new to his position and I wish him well—but I ask him to revisit the existing policy on assessing whether land is suitable for development. The surgery that I did at the weekend was very busy, full of people coming to complain about overdevelopment. I think the one message that they would like me to give to the Secretary of State is that we should review the policy before it is too late. Once we have built on land, we cannot unbuild on that land.
I agree with my hon. Friend, and I shall cover a number of those points later in my speech.
It is for those reasons that I will not be voting for the Opposition’s motion but, just to show balance, I must say that the Government amendment is also a great opportunity lost, and is of no comfort or consolation to the thousands of people who have had their properties flooded—in many cases, yet again.
First, I wish to mention the Government response. In 2015, when the whole of the north of England was hit by flooding, the Government were quick to announce a support package for each of those affected by floods, whether homes or businesses. Given the scale of the devastation, Cobra was called and a package was announced in the first few days. This time, as the initial Storm Ciara damage was limited mainly to just the Calder Valley, Cobra was not called, which I do not have an issue with, and no package of support was triggered. The next nine days were like pulling hens’ teeth. In trying to get a response from Government, and after speaking to virtually every Department in Whitehall, it was discovered that the package comes from four or five different Departments.
I will not. I am sorry, but I have too much to say.
All Departments were sympathetic, but none was able to trigger the package without the other. I also discovered that there was a package, but that the flooding of 1,187 properties in the Calder Valley on its own does not qualify for support, because it does not hit the criteria. Will the Secretary of State agree to look at and amend the support package so that we can have an off-the-shelf package that is automatically triggered for any constituency that suffers the devastation of flooding? Under such an arrangement, no constituency would be left waiting for nine days ever again.
I want to make it very clear that we do have three fully funded hard flood defence projects in the Calder Valley—one is partially completed and two are waiting to start. We also have a series of works beyond those projects. Treesponsibility and Slow The Flow are two fabulous charities. One has planted thousands of trees and has plans to continue planting trees around the catchment, while dozens of volunteers work with Slow The Flow on the leaky dams in the moors above. Grips are being blocked as part of moorland restoration in partnership with Natural England and landowners. Yorkshire Water has trialled reducing reservoir levels during times of heavy rain, but it will take a change of legislation to mandate that to happen. Hopefully, that can happen through the Environment Bill, with the amendments that my neighbour, the hon. Member for Halifax (Holly Lynch), has put forward.
We have set aside money to build holding ponds, but only four have been managed to be built. This is all good stuff, but we are just toying with it. If we are serious about mitigating the risks of flooding, we need to do much, much more of this type of work in the catchment.
I have a number of asks for the Secretary of State. First, can the Calder Valley be elevated to tier 1 status, like the City of London? That would ensure that an annual sum of money would be allocated for a wider catchment plan both to slow the flow of water coming off the moorland and to protect areas further downstream, such as that of my hon. Friend the Member for Brigg and Goole (Andrew Percy).
If the Government are not prepared to raise the Calder Valley’s status to tier 1, will the Secretary of State consider a series of pilot schemes for catchment areas across the country? I am talking about six catchment types that all have very different needs. That would require a commitment to annual funding for wider catchment plans, which could initially be developed over a five-year period. These pilots could form a wider strategy for the rest of the country so that we could start to manage flooding much closer within the catchment than at present, rather than consistently reacting to flooding.
I also ask that the wider catchment plan is given to the local authority to manage, as that is where all the local knowledge is held. Farmers were telling me back in November that the moors were sodden and that we would be in real trouble if the rains continued.
My final point is on the Environment Agency. Nobody can deny that it has done a brilliant job on the ground during the floods and on preparing people in the lead-up to them. The response has been much, much better than we experienced in 2012 and 2015. The issue, however, is in the amount of time that flood defence schemes take to implement. The upper Calder Valley has just one main road in and out. The one road has been down to a single lane for three years, while the scheme in Mytholmroyd is still under construction. We have had three years of people sitting in traffic at peak times for over an hour to travel just a couple of miles. The Mytholmroyd scheme was still not complete for the floods last month and, to rub salt into the wounds, the schemes for Hebden Bridge and Brighouse have not even started after four years. The Environment Agency will say that the schemes have to be done in sequence but, according to local water engineers and experts, that need not be the case. My final ask is that the Secretary of State puts pressure on the Environment Agency to get those schemes finished before the threat of our next major flood.
I am grateful to my right hon. Friend the Secretary of State for mentioning Tenbury Wells, which was in my constituency in 2007 when it flooded three times. The fact that somebody lost their life there is a proper tragedy, and when one talks about flooding, there is only one thing worse, and that is efforts to politicise it.
In just two days, we had a whole month’s worth of rain, on 15 and 16 February, which has caused about £10 million of damage in my constituency. Some 110 properties have been flooded, and 389 people were evacuated or led to safety. The fire brigade has done a phenomenal job. It also rescued 30 dogs, 12 cats, 55 sheep, a pony, a parrot and a snake, believe it or not. The village of Hampton Bishop in my constituency was very badly affected. We saw the Lugg and the Wye rise to their highest levels since recording began 200 years ago, so people who think that this was a normal flood are wrong. We had 700 tonnes of water per second going past the bridge on the Wye in Hereford. The Environment Agency pumped water out of Hampton Bishop, but the problem is of the one-in-100 year floods meeting one-in-25-year defences, and we need to do considerably better.
My hon. Friend is outlining the devastation that Herefordshire suffered during the recent floods. We of course experienced similar problems in Shropshire, but the leader of my council is telling me that the Bellwin scheme is not proving sufficient to meet all the demands that the council has in clearing up the mess. Could he say something about that?
My council has had the same problem. I would ask the Government to think very carefully about training local authorities in how to manage the Bellwin scheme. Certainly, councillors in Herefordshire have been panicking because they do not necessarily understand how the scheme works, they do not know how much they can spend, and they do not know who to turn to. I think the Department that is managing this scheme needs to reach out to the affected local authorities so that at least the officers there know what they are talking about and can advise elected councillors properly.

Commons ChamberWe are all conscious of the terrible history related to this issue. I can confirm that my right hon. Friend the Secretary of State for Wales met the First Minister this morning and that this was one of the issues discussed. We reiterated our offer of help and there will be a joint approach to the issue of flood risk in coal areas.
The devastation in Shrewsbury, our town in Shropshire, is appalling. I hope the Secretary of State will take time out of his busy diary to see the extent of the misery my town is facing. I wrote to him today asking him to visit Shropshire to meet local Environment Agency staff and Shropshire Council, as they have a long-term solution for managing the River Severn, which runs through 18 constituencies. Rather than piecemeal flood defences, which just push the problem further downstream, we need a holistic approach to managing the whole river, including through wet washland schemes.
My hon. Friend makes an important point. The Severn has been the most affected water catchment in this most recent event. The demountable barriers at many places along the Severn have proved crucial in preventing more properties from being flooded, but of course I am more than happy to visit Shrewsbury and his constituency to meet the local Environment Agency staff.
