1. What steps the Church of England is taking to promote positive behaviour on social media.

Caroline Spelman Portrait The Second Church Estates Commissioner (Dame Caroline Spelman)
- Hansard - - - Excerpts

The Church of England supports the Government’s aim to make this country the safest place to go online and has submitted evidence to the Government’s Online Harms White Paper. On 1 July, the Church launched its digital charter, which thousands of individuals around the globe have signed up to and which the Government have welcomed and support.

I thank my right hon. Friend for that answer. I am sure that she will share my serious concern about the level of hatred, intolerance and rage that appears online, especially on Twitter, sometimes with devastating consequences for young people who are very vulnerable. We have seen tragic examples of that. Will she take our appeal to the Church of England, asking that it does everything possible to work with other organisations to try to instil and inculcate in the next generation the importance of behaving normally and politely on social media?

Caroline Spelman Portrait Dame Caroline Spelman
- Hansard - - - Excerpts

As one of the largest providers of school education, the Church of England is encouraging all its schools to support the digital charter initiative. However, safe internet use applies to people who have faith or have no faith at all, and those of all ages. All Members of this House will be aware of the hate and hostility that many in this Chamber face on a daily basis. I urge all colleagues to consider joining up and supporting the digital charter so that we can foster a more positive experience for people online.

7. What steps the Church of England is taking to help tackle serious youth violence; and if she will make a statement.

Caroline Spelman Portrait The Second Church Estates Commissioner (Dame Caroline Spelman)
- Hansard - - - Excerpts

The Church was represented at the knife crime summit organised by the Prime Minister at No. 10 earlier this year, and the General Synod will be debating this subject at its session next month. There is no question but that this issue is of the utmost seriousness, as too many young lives are being lost.

I thank my right hon. Friend for that answer. Youth violence is often a symptom of a lack of role models and moral leaders. What part does she feel the Church can play to help communities in this area?

10. What steps the Church of England is taking with the Government to ensure the fire safety of cathedrals and churches following the Notre Dame fire.

Caroline Spelman Portrait The Second Church Estates Commissioner (Dame Caroline Spelman)
- Hansard - - - Excerpts

Fire safety is a concern for all historic buildings, and they are particularly vulnerable during renovations or building works. Since the Notre Dame fire, the Cathedral and Church Buildings Division has worked with the Cathedral Architects Association to ensure that its records are up to date. It will continue to work closely on that issue, and a national conference on the matter is being considered.

Caroline Spelman Portrait Dame Caroline Spelman
- Hansard - - - Excerpts

The Church of England was deeply grateful to the former Chancellor for the £40 million of funding on the commemoration of the centenary of the first world war, and it resulted in important repair work to some of our most iconic buildings. For example, Lichfield cathedral was completely rewired, and it might otherwise have had to be closed because of the fire risk it represented.

What steps are being taken to support the creation of 3D laser maps to record our notable historical buildings and provide an accurate record of their construction in the event of damage?

Caroline Spelman Portrait Dame Caroline Spelman
- Hansard - - - Excerpts

I wonder whether my hon. Friend has enjoyed watching the TV programme “Ancient Invisible Cities”, where scanners are used to reveal what lies behind ancient buildings such as pyramids. I must tell the House, however, that such methods are very, very expensive. Lincoln and St Albans cathedrals have done that, but there are many other ways to try to be sure of the data on our cathedrals. We have good archives, maps, photographs and accounts that often give an excellent record of what lies behind those magnificent stones.

We recognise the importance of our small family farms, and we also recognise that some of them may face more challenges in a transition from the old system to the future one. In our paper, we set out detailed proposals on a gradual transition to give them time to prepare, and we also set out a number of measures to help to support productivity, add value and get a fairer price for their products. We would of course be more than happy to share our proposals with the Scottish Government.

15. Shropshire farmers are pleased with some of the mood music coming from the Government about the financial support that they will get in a post-Brexit world. Will the Minister or one of his senior officials commit to come to the Shropshire show this year and continue that dialogue with our Shropshire farmers?

George Eustice Portrait George Eustice
- Hansard - - - Excerpts

I thank my hon. Friend for that invitation, and either I or another Minister would be delighted to attend the Shropshire show, which will be part of this year’s agricultural show programme. It will be an important opportunity for us to engage with the industry.

8. To ask the right hon. Member for Meriden, representing the Church Commissioners, what support the Church of England is giving to Christian communities in the middle east as a result of attacks on those communities during Christmas 2017.

Caroline Spelman Portrait The Second Church Estates Commissioner (Dame Caroline Spelman)
- Hansard - - - Excerpts

The Church of England is in regular contact with the diocese of Jerusalem and the diocese of Egypt with North Africa and the Horn of Africa. I am pleased to report that the news from the region was comparatively positive over Christmas, especially when compared with that of only a few months ago.

Caroline Spelman Portrait Dame Caroline Spelman
- Hansard - - - Excerpts

The proximity of Holocaust Memorial Day reminds all of us that, sadly, such atrocities are ongoing in our world, and that people are persecuted for their faith. Egypt was relatively quiet over Christmas—quieter than in recent months—but it is the ancient Coptic Church in that country for which we, as fellow Christians, fear. It is a fact that Egypt has moved from 21st to 17th on the world watch list of countries about which we should be concerned, not least because of the rise of Daesh there.

Daniel Kawczynski Portrait Daniel Kawczynski

There is growing concern about the level and extent of the persecution of Christians throughout the middle east and north Africa. What representations is the Church of England making to the Government and the United Nations High Commissioner for Refugees about the disproportionately low number of Christians who are identified for resettlement to western countries?

Caroline Spelman Portrait Dame Caroline Spelman
- Hansard - - - Excerpts

We are in regular contact with both the Government and the UNHCR about the plight of persecuted Christians. We wanted to get to the bottom of why the percentage of Christians in refugee camps in a number of these countries is so low. In fact, the Christian diaspora is extensive, and Christians living in other countries where they can help to provide safe havens often enable their relatives to travel over. It is significant that, for example, 30% of Syrian refugees in America are Christian. Christians frequently choose to save themselves in such ways.

The right hon. Gentleman is absolutely right. There is no reference to a 1947 date in the consultation, as had been mooted at one stage. Our view—I think it is also his—is that it is much easier to have a total ban for enforcement purposes, because there are unscrupulous individuals who will attempt to claim that artefacts are antiques when, in fact, they are nothing of the kind.

3. What discussions he has had with the Chancellor of the Exchequer on reforming the excise duty regime to promote British beer exports.

George Eustice Portrait The Minister for Agriculture, Fisheries and Food (George Eustice)
- Hansard - - - Excerpts

Beer is the UK’s third largest food and drink export with a value of nearly £600 million last year. Last week, I visited the Griffin Brewery in Chiswick, run by Fuller Smith & Turner, to launch a new British beer export strategy with the British Beer and Pub Association. Fuller’s now exports to more than 80 countries and is one example of our successes with exports. We have regular discussions with the Treasury on the beer industry’s contribution to our local economies and communities.

The Minister will be pleased to know that we have had some initial success in promoting and exporting Shropshire beer to Poland, but more needs to be done over the small breweries relief scheme to help breweries such as Battlefield Brewery in my constituency to unlock the potential for additional exports. Will he continue to press the Chancellor on this important project?

George Eustice Portrait George Eustice
- Hansard - - - Excerpts

There are some great success stories in my hon. Friend’s constituency and in Shropshire. I did in fact discuss the small breweries relief scheme with the British Beer and Pub Association last week. I am aware that many microbreweries feel constrained by the current regime and have argued for changes to it. While this is obviously a matter on which the Treasury is the policy lead, I can say that we have ensured that those representations have been highlighted with the Chancellor.
