Commons ChamberThe Government have announced a £37 billion package of support to help people with the cost of living. The full basic state pension is now £2,300 a year higher than in 2010 and is supported by many other measures.
The Minister is not new to his job. In the order of 1 million pensioners who should be in receipt of pension credit are still not receiving it, and he will know that they lose out not simply on the credit but on all manner of other benefits. Will he show some urgency and compassion for those struggling with the cost of living increases?
I sincerely hope that the hon. Gentleman joined in on Pension Credit Day of Action on 15 June, because it is incumbent on all Members of Parliament to get behind the efforts of the Government, and successive Governments, to improve pension credit take-up. The fact of the matter is that this Government have done more to increase take-up and the number of claims than any previous Government. There is no doubt whatsoever that we should all get people to apply, with £,3,300-worth of benefits applying for those receiving pension credit.
The hon. Gentleman will be aware that the state pension has almost doubled under the coalition and this Conservative Government. He will be aware that pensioner poverty is going down. He will be aware that the state pension is up on last year and the year before. He will also be aware that we are paying £1,500-worth of support. He should very much be aware of pension credit and should be making the case for it to all his constituents who can access the £3,300, on average, plus the household support fund. I am sure he is making the case to each and every one of his constituents.
The hon. Gentleman raises an important point that we take very seriously in the Department. We want to get the correct support to people as early as possible and in a way that engenders trust and the proper levels of support from our Department. He will, I am sure, be an avid reader in due course of the health and disability assessments White Paper, which will go into some of these points in greater detail, following on from the Green Paper, to which we had 4,500 consultation responses. However, I can assure him, and all other right hon. and hon. Members, that we want to be able to ensure that the right decisions are made in the first place, and considerable resources are being put into the Department for that purpose.

Commons ChamberCommunications have already been issued to every UC claimant, through the journal messages, and further communications are continuing to go out.
In my constituency, some 5,000 families with children—possibly more than 10,000 children—are dependent on UC. Can the Secretary of State guarantee that when the benefit is reduced by that £20 a week not one of those children will suffer as a result? Can she look me in the eye and promise that that is the case?
Every family has a different situation and I encourage any of the hon. Gentleman’s constituents who are concerned to approach their jobcentre. We are very conscious that where both parents are actively working, rather than one parent being economically inactive, that will bring more revenue into the household budget. That is one thing we need to do to try to make sure that as many people are economically active as possible, for not only their own prosperity, but the prosperity of the nation.

Commons ChamberThe number of working-age adults in working families in absolute poverty before housing costs fell by 300,000 in 2019-20. We have strengthened the welfare system, spending £7.4 billion in 2020-21 on measures such as the universal credit uplift. This is on top of additional support such as the coronavirus job retention scheme and the self-employment income support scheme.
The Government are wholly committed to supporting the most vulnerable in our society, spending over £111 billion on working-age benefits in 2020-21, including an additional £7.4 billion in covid-related welfare policy measures. Additionally, my Department’s covid winter grant scheme—now the covid local support grant—has helped those families most in need with the cost of food and other essentials. We take the issue of food insecurity incredibly seriously; that is why we have published data on household food insecurity from the family resources survey for the first time, to get a better understanding of the lived experience of families.
The Minister has made it clear on a number of occasions that the Government believe that the way out of family poverty is to get people into work. What would he honestly say to a child growing up in a family in my constituency whose parents work and who is still living in poverty? What words would he use?
Of course I do not want to see anybody in this country, let alone any child, growing up in poverty. Working-age adults in working families were approximately four times less likely to be in absolute poverty than working-age adults in workless families. A child living in a household where nobody works is five times more likely to be in absolute poverty than a child in a household where every adult is working. As I said, we have to focus on in-work progression and tackling in-work poverty, and we are doing that: we have the In-Work Progression Commission, which will report shortly on the barriers to progression for those in persistent low pay and set out a strategy for overcoming them.
I thank the hon. Gentleman for his question. I believe that I have written to him—if I have not written to him, I know that I have written to a number of his colleagues on this matter. We do owe a huge debt of gratitude to health and social care workers for the work that they have done over the course of the pandemic. This is not as simple as he suggests. We follow exactly the same treatment of moneys coming into universal credit as Her Majesty’s Revenue and Customs does and, as a result, that is very difficult to do, which is why we will not be doing it.
First, I congratulate the hon. Gentleman on his knighthood; it is well-deserved given his political and public service.
I understand the point that the hon. Gentleman and other hon. Members have made on this matter. As the House will well know, we are absolutely committed not only to making sure that this is a temporary measure, but to helping people get back into work. We believe that that continues to be the best way, especially as there are vacancies across the country, and we will strain every sinew to help make that happen.

Commons ChamberI thank the hon. Lady for her question, but the statistics show that full-time work substantially reduces the chance of poverty. The absolute poverty rate of a child where both parents work full time is 3% compared with 47% where one or more parents are in part-time work. That is why we are supporting people into full-time work wherever possible, for example through our comprehensive childcare offer. As I said, we had a jobs miracle before the pandemic, and, through our £30 billion plan for jobs and with the help of businesses up and down our country, we will again. Part of that is having a welfare system that encourages and incentivises work. With universal credit, that is exactly what we have.
In my Rochdale constituency, no ward has fewer than one in five children living in poverty. Some wards have over half of all children living in poverty, and the bulk of those have parents who are working. That is a scandal. What is also a scandal is that the Minister insists that work always pays and keeps people out of poverty. It does not. What can he say to my constituents to assure them that they will be part of a genuine levelling-up process, with money in their pockets and their children not living in poverty?
When the opportunity allows, I would be delighted to visit the hon. Gentleman’s constituency. I would say to him, however, that a child growing up in a home where all the adults are working is around five times less likely to be in poverty than a child in a household where nobody works. That is why our relentless focus is on supporting and empowering people into work, and progressing in work. As I said, we have a benefits system with universal credit, unlike the system proposed by Labour, that incentivises and encourages work—that is the key.

Commons ChamberI congratulate my hon. Friend on the work she is doing as a new MP, and her constituents on the work they are doing to find employment, getting on in their careers and moving forward. As I have said, this Government believe in hand-up support and opportunity. The support of universal credit—a benefit that supports people in and out of work—will continue not only for her constituents, but for people right across the country.
Will the Secretary of State confirm that of those who have gone into work as a result of this Government’s policies—and that is a good thing—many are living in poverty because of low pay and the inadequacy of our benefits system?
It is interesting how differently people measure getting into work, poverty and life chances. Children born into workless households are actually five times more likely to be in poverty than those in working households. Under this Government, we have seen 3.1 million more people in work, and the number of workless households has gone down by over 600,000. We are helping people out of poverty: we are helping them get a job.

Commons ChamberI agree with my hon. Friend on that. It is right that service providers have a duty to anticipate these things and provide adjustments, where reasonable, for disabled people. In the case of her constituent, this may include arranging events at an accessible venue. It is also worth pointing out that one in five of those taking up the new enterprise allowance, which is designed to help people set up businesses, are disabled people.
Every new job is welcome, but we have a country where 55% of people new into work are in receipt of benefits and living in poverty and where the better-off are now disgustingly well-paid. What are the Government really going to do about this?
Of course the highest earning 1% pay a bigger proportion of income tax than they ever have done before. I am also pleased to say that our Government have substantially increased the personal allowance; we have introduced the national living wage; and the support that universal credit is going to provide will help more and more people progress in work.

Commons ChamberThat issue has been raised, so we have discussed it with a number of people and will allow for it. People will be able to nominate who should receive the payment. If there is a problem, in certain circumstances we will agree that an individual should receive the money. There is huge flexibility over where the payment should go and we are consulting on that at the moment. We will make any changes we need to make.
The Secretary of State will recognise that among the people who will need help with budgeting under universal credit are women and men in flight from domestic violence and seeking refuge. Will he give an absolute guarantee that they will not suffer from a lack of places and that refuges will not be penalised, causing a reduction in places for the women and men who need them?
I can give the hon. Gentleman that guarantee. If he has any concerns that he thinks we might not have dealt with, my door is open for him to come and talk to me. I am talking to many organisations, including Refuge, to ensure that we cover those issues. This is a priority concern for us and I give my absolute guarantee that that will happen.

Commons ChamberIt is a pleasure to follow the hon. Member for Stourbridge (Margot James). I, too, congratulate the hon. Member for Portsmouth North (Penny Mordaunt), who made an intelligent and wide-ranging speech that helpfully set the parameters for this debate.
First, I want to talk about the treatment of the Arctic convoy veterans, which is a disgrace to our nation. My constituent, Mac McNeill, who was a boy when he volunteered to join what was unfortunately classified as the “non-Royal Navy”, experienced the most horrendous hardships during that period of his life and saw many of his friends and comrades die. He pointed out to me the irony of his having a chestful of medals from the Soviet Union—the Russian Federation—but very little by way of recognition from our own society. In that respect, I heartily agree with the hon. Member for Portsmouth North.
I do not know whether the hon. Gentleman is aware that the Prime Minister has instigated a review that is due to report imminently; I gave evidence to it, as did many other hon. Members. I therefore hope that the situation will be rectified very shortly.
I strongly join the hon. Lady in hoping that that is the case. It is a matter not only of justice but of recognising the contribution that our fellow citizens made at a time of national need and crisis.
Secondly, we need to think about how we classify the needs of the elderly. The hon. Member for Portsmouth North rightly drew our attention to her 83-year-old constituent who is fit and active enough to jump out of planes—something that many of us in this Chamber would not want to do, at less than 83 years of age. I can think of people who would not necessarily be classified as elderly but have the same needs. Somebody said to me today that, ironically, dementia is not a working-class condition. That may be an extension of the reality, but there is some truth in it, because those who die younger suffer less from the conditions that are associated with age. Areas such as the one that I represent unfortunately have that social categorisation.
Someone recently drew my attention to a home where victims of stroke were given care, including a man in his fifties who was mentally very fit and active but physically severely taken down by the stroke that he had had. He found that he was treated wrongly in the same way as more elderly residents, but in his case it was more challenging because he knew what was going on. It is wrong that what he described could happen to anybody, but particularly wrong that it happened to somebody in their fifties. He knew that he was not being given his medication properly, but when he complained the staff treated him as though he were foolish, doddery and incapable of remembering, yet of course he had his memory and knew that he was being badly treated.
There is a real and proper concept of responsibility in issues to do with the elderly. Perhaps the Justice Secretary is the right person to take this on; I suspect that he has a natural feel for these issues.
We need to be careful that we do not silo what we mean by care for the elderly, because it covers a huge range of issues. It is important that we recognise that among the elderly are people like the elderly woman in my constituency who is well into her hundreds, but still helps those who are frailer than her, although considerably her junior, by taking them cups of tea and such like. When I asked her one day whether she was going to play bingo with the other old people she said, “No, no, I am going to walk down to the local commercial bingo hall—the prizes are better.” She does not need many of the things that would be classified as being for the elderly. It is important that we accept the point made by the hon. Member for Portsmouth North that it is the concept that we need, rather than an overly rigid classification of the elderly.
In my few remaining moments, I want to talk about something that troubles me and that I think will trouble all Members of the House. Every one of us would say that the recent case of the abuse of young children in Rochdale was an outrage and that the full force of the law ought to be used against those who brutally use and abuse our young children. We ought to have exactly the same sense of outrage at the abuse of the vulnerable and elderly. The stroke victim to whom I referred a few moments ago would be in that category. We are a considerable way off that.
I say to the Minister gently that the Care Quality Commission may have its merits, but the jury is out on what it has been doing. I heard on the radio this morning about its report on the giving of medicines. The comment was made—I paraphrase, but I do not think unfairly—that 80% of the time it is going well. Eighty per cent. of the time is not good enough when dealing with individuals. One hundred per cent. of the time is good enough. Ninety-nine per cent. is not good enough because it means that some people are not getting the medication that they need.
When there is abuse of the elderly, such as in the Winterbourne View case, we have to look to the criminal justice system. We need a much more robust system of whistleblowing, whereby those who feel that they are not being listened to can have their voice heard and can have matters fast-tracked. I concede that in many cases inspection is the right way to deal with such problems, but in the worst cases, the full force of the criminal law must be brought in to prevent the abuse. If we are not prepared to say that those who abuse our elderly will end up with criminal sanctions, we will have failed.
Last night, a debate was started about whether the criminal law has a role to play in dealing with Barclays bank. If we are prepared to talk about the role of the criminal law in dealing with financial irregularities, we should certainly be able to talk about its role when the vulnerable and elderly are treated in the most appalling way. Everybody would agree with that statement, but we must fast-track the process for those who are subjected to threats or to care that is inappropriate. There must be a system of gradation by which we begin to improve where improvement is possible and to clamp down on the very worst features.
I will finish as I began: by congratulating the hon. Member for Portsmouth North. This is a genuinely important debate. There are many other concerns for the elderly that we could raise and she has raised many important issues.
I will make one final point, which is slightly partisan, but is nevertheless important. The Prime Minister opened up a debate this week about how we treat people within the welfare system. He said that he would honour the pledge on the winter fuel payment and free transport for the elderly for the life of this Parliament. We could do with some clarification of what that means for after the next election. I understand that the Minister can answer for only one half of the coalition, but we need to have that debate. If we are to see changes in this area, they ought to be debated by society in general. If we are talking about the quality of life of the elderly, and not simply about the economic functioning of the elderly, we have to recognise that things such as access to transport and people’s ability to maintain their role as full members of society depend on a form of social contract. That is why a champion for the elderly would be an important step forward.

The youth contract, to which I referred earlier, is worth nearly £1 billion. It builds on the substantial support already available to help unemployed young people to enter work. It includes more intensive support for all 18 to 24-year-olds, additional funded work experience places and a new wage incentive scheme delivered through the Work programme.
As the hon. Gentleman knows, I regard the labour market in the north-east as one of our big priorities. That is why we have targeted the area with support through the regional growth fund and established an enterprise zone in the Tees valley, and that is why we are doing all that we can—through the Work programme, the different aspects of the youth contract, and our work in the skills arena in providing more apprenticeships—to bring about both private sector growth and an increase in the skills of the hon. Gentleman’s constituents to help them get into work.
The Minister has form with respect to inner-city Manchester: he once compared Moss Side to the film “The Wire”. Will he tell me whether he takes the question of youth unemployment seriously? We know that, if left unchecked, it will have an impact on all the malaises that lead to exactly the sort of thing that we see in north American cities, and we do not want to see it once again in inner-city Britain.
Let me say first that the hon. Gentleman clearly never read the speech that I made, and secondly that I defend my comments in relation to the country as a whole in the wake of the terrible scenes that we saw last summer. That issue is one reason why we must focus on youth unemployment, why we are investing so much money in tackling it, and why it is at the top of the Government’s list of priorities. It is just a shame that the last Government failed to deal with the problem in good times, when it started to become an issue after 2004.

Commons ChamberIt is difficult for me to comment on an individual case, but we certainly do not want to see people in difficulties. If the hon. Gentleman will write to me with details of the case, we will look into it for him.
22. What estimate he has made of the potential effect on the number of women leaving work of his planned reduction in refundable child care costs.
We are not planning any reductions in support for child care. In fact, as the hon. Gentleman will have noted, we recently committed ourselves to investing £300 million more in child care support under universal credit, on top of the £2 billion already spent on child care support. As a result of that support, some 80,000 more households will be eligible for child care, which must be welcome.
I am not sure that the Secretary of State’s message has been conveyed to the public. Many working families are very concerned both about the high price of child care and about the fact that it is rising, and believe that they will be worse off as a consequence of the changes that are being made. How does the Secretary of State propose to ensure that his message gets across, to Labour Members as well as those on the Government Benches?
I know that the hon. Gentleman holds genuine views on these matters. Obviously we must ensure that we listen more to people, and explain to them the changes that universal credit will bring. The end of the 16-hour rule and the provision of child care for those working fewer than 16 hours a week will be of major benefit, particularly to lone parents. Under the present system, some 100,000 people do not take up the child care support element of working tax credit to which they are entitled because they are not aware of it, so this will be a big breakthrough.
