Commons ChamberMy right hon. Friend is absolutely right that Basingstoke’s schools have been transformed over the past decade, up from just 52% rated good or outstanding under Labour. We have recently brought in two of our strongest specialist multi-academy trusts to drive improvement in special schools. Solent Academies Trust is now responsible for Dove House School, and Chiltern Way Academy Trust will shortly be taking over three local underperforming special and alternative provision schools, two of which will receive significant capital investment from the Department to support the education of vulnerable children.

Commons ChamberNew research from the House of Commons Library has shown that the amount of the apprenticeship levy paid by employers that has been allocated to the apprenticeship budget has fallen from 89% in 2017 to just 77% in the most recent year. The truthful answer to the question from the hon. Member for Stroud (Siobhan Baillie) is that the Secretary of State is doing nothing to reform the apprenticeship levy, as she believes it is working perfectly. Can the Minister confirm that any employer that, like the hon. Member for Stroud, wants greater flexibility in the levy should vote Labour in the next general election?
There is nothing that would make me give such drastic advice. The truth about the apprenticeship levy is that 99.6% of it will be spent this year. We can look in the rear view mirror, and there are some reports going back over time that show some underspend in the levy, but they are back over time. We are now spending 99.6% of the levy. Perhaps what the hon. Gentleman has not appreciated is that some of the funding goes to the devolved Governments. If we examine the apprenticeship system in Wales and Scotland, it is not a patch on what we have introduced in England.

Commons ChamberThe Secretary of State says that she is listening to businesses, but if she were, she would hear that Labour’s plan to devolve adult education budgets to local communities and directly elected Mayors, and to change the apprenticeship levy into a more flexible growth and skills levy, has won widespread support from across the business community. Why is she so determined to stand against what employers say they want, and to hold learners, employers and our economy back?
That is a good question. The hon. Gentleman is right that employers have often asked for that flexibility in the levy. I do not think that anybody in this House doubts my support for apprenticeships—they were my golden ticket and, I am convinced, are a very good way into the workplace. Labour Members have said that they want to build flexibilities into the levy. The problem with their calculations is that, at this moment, we are spending 99.6% of the levy on apprentices. Their policy is based on levy payer spend, not levy payer budget. That means that the biggest losers from the policy would be small and medium-sized businesses and about half of current apprentices.

Commons ChamberI never thought I would hear myself say this, but I totally agree with the right hon. Member for Witham (Priti Patel), who rightly urges the Minister to support Labour’s policy on greater flexibility for apprenticeships. The Chartered Institute of Personnel and Development described the Government’s approach to apprenticeships as having “failed by every measure”. Alongside starts having fallen by a third, the Government’s own data shows that 47% of apprentices do not complete their apprenticeships. Will the Secretary of State join me, the Labour party and the right hon. Member for Witham in supporting the wide range of businesses and employers that support Labour’s plans for reform of the apprenticeship levy?
I understand that many employers have asked for that, but it is as ill-thought-through and ill-designed as Labour policies such as the tax on private schools and non-dom status. We are already spending 99.6% of the levy, so Labour’s policy would mean that we would have to take some apprentices away from SMEs to be able to create that levy.

Commons ChamberI welcome the Secretary of State to her latest position—she has had a dizzying array of jobs recently, so it is great to see her in this post, as I know that she has a real commitment to skills and apprenticeships.
I do not know whether the Secretary of State has had an opportunity to speak at length with the new Minister for Skills, Apprenticeships and Higher Education, the right hon. Member for Harlow (Robert Halfon), but when he chaired the Education Committee he stressed the need for greater flexibility in the apprenticeship levy. He spoke powerfully about too much of it being spent on managerial apprenticeships, and the Committee agreed entirely, so it was a considerable disappointment to hear last week that the Government now appear to be ruling out reform of the levy. Labour’s plan to increase its flexibility has been widely welcomed by employers. Do the Government recognise that the levy is not working, and that we need to give businesses and employers the flexibility they are demanding?
I thank the hon. Gentleman for his comments, and for welcoming me and referring to the variety of jobs that I have had—in fact, I did 30 years’ worth of jobs before I came here, so I am used to a lot of change.
The apprenticeship levy was created to support the uptake and delivery of high-quality apprenticeships, and has been set at a level to fund this employer demand. We are making apprenticeships more flexible, providing new flexi-job and accelerated apprenticeships that are accessible to employers in all sectors—something I was working on when I was last in the Department. We have also improved the levy transfer system so that employers can make greater use of their levy funds. More than 215 employers, including Asda, HomeServe and BT Group, have pledged to transfer £14.62 million to support apprenticeships in businesses of all sizes.

The Iranian regime is guilty not just of routine brutality against its own people, but of exporting terror and supporting despotic regimes and terrorist organisations in a whole raft of countries. The people who are protesting in Iran have provided an inspirational example to all of us, but there will be many others who are considering joining those protests but are frightened to do so. It would send a very powerful message if the Minister could come to the Dispatch Box and tell us in response to the question from the right hon. Member for Chipping Barnet (Theresa Villiers) what she is doing to build those relationships with potential alternative leaders in Iran. Can she tell us more and offer hope to those potential protesters that the UK Government will support those who can show a better future for the people of Iran?
The British Government have a policy of not officially making a decision on that. Their choice is for Iran’s Government to be a matter for the Iranian people. We make sure that we support opposition groups in Iran, but we do not support any one group in particular.

Commons ChamberWe want to ensure that more children and young people can access appropriate support in their community, and that those who require in-patient cases are treated as close to home as possible. The East Midlands Provider Collaborative is responsible for commissioning tasks for tier 4 in-patient children and adolescent mental health services, including for Derbyshire. It has implemented strategies to ensure the most efficient use of in-patient beds, including a review of the types of beds required by east midlands patients.
My constituent Stephen Jones wants what the Minister wants, but when his daughter required in-patient child mental health facilities she was forced to go to Stoke to receive them. He had a 70-mile journey every time he wanted to see her, which was obviously very expensive and also just impossible to do. It meant that his daughter’s mental health got worse, because she felt that she had been abandoned by her own family, putting the whole family under pressure. In addition, if people do not receive universal credit, they get no support with the financial impact. Will the Minister tell us more about how we can ensure that children’s mental health is not exacerbated by the inability to access services locally?
The hon. Gentleman raises a very important point. Clearly, these are distressing enough times without having that commute and those travel arrangements on top of that, but sometimes the services are highly specialised. We are trying to get the right blend between access to highly specialised in-patient services and making sure that we increase community efforts. We have been working very hard to ensure that there are more community efforts, but we have also invested £10 million more in capital for more beds to make sure people can get treatment closer to home.

Friend the Member for Chippenham (Michelle Donelan) and I went to visit Lackham very recently and were delighted to see its investment in agritech facilities, which are groundbreaking and world class. It will mean that young people in that area will have the opportunity to study the very latest technology and techniques that will be required for our agriculture industry. In addition, there will also be a land management and agriculture T-level, which has been designed with the industry sector to make sure that many people across the country get the opportunity to study at that level with that investment.
Some 230,000 students have just studied BTEC level 3 qualifications. For the Minister to stand there, as she just has, and dismiss those qualifications as poor quality will disgust those students and many of the people who have supported them. The Minister suggests she has widespread support, but 86% of respondents to the Department for Education’s own consultation disagreed with the Government’s plan to scrap funding for qualifications that overlapped with T-levels. Even the former Conservative Education Secretary, Lord Baker described it as
“an act of educational vandalism.”
Why are the Government intent on removing the ladder of opportunity from so many students, particularly those from the most deprived communities, when there is such widespread opposition to this move?
I assure the hon. Gentleman that I would definitely not dismiss the BTEC qualification or its quality, and the reason I would not is that I am one of the very few people in this place who has taken a BTEC as part of their apprenticeship. I very much appreciated my BTEC as part of my apprenticeship, as I did my other qualifications.
T-levels are unashamedly rigorous. They are high-quality qualifications, and there is no point giving access to qualifications that are out of date and have not kept up with the requirements of the workforce. The skills gap between what our employers need and what young people study should not be there. This is an employer-led system. I will tell the House what is a tragedy—a tragedy is having young people not able to get on in the workplace because they have spent two or three years studying something that does not offer the value that employers need in this high-tech economy.

Commons ChamberI absolutely agree with my hon. Friend, and that is why I was really delighted to join him and our colleagues—our other Stoke MPs—to visit Stoke-on-Trent College. It was great that we were able to meet students who are on a wide variety of pathways and see the fantastic facilities that our investment has enabled at this brilliant college. There have been nearly 30,000 apprenticeship starts in the Stoke-on-Trent area since May 2010. I encourage learners and employers to take advantage of the support, including the incentive payment of £3,000, and I am sure that he will welcome the establishment of a new Home Office centre that will create more than 500 new roles over five years, with an apprenticeship-first policy for hiring at the entry grades. I agree that they are absolutely vital to the development and economic recovery in Stoke-on-Trent and beyond.
I am afraid the Minister just sounds like she is in denial. Between August and January, under-19 apprenticeship starts were 41% lower than they were in 2018-19. We keep telling the Government that their apprenticeship incentives are inadequate, and there has been widespread support for Labour’s apprenticeship wage subsidy proposal. The Conservative Chair of the Education Committee, the right hon. Member for Harlow (Robert Halfon), has joined those calling for the Government to subsidise the wages of young apprentices and help to tackle this crisis of opportunity. Why will the Minister not work with us and Members right across the House to introduce Labour’s apprenticeship wage subsidy proposal?
I can assure the hon. Gentleman that I am not in denial. Perhaps he is forgetting the kickstart scheme, which also subsidises wages for six months for young people. That scheme is live and is going on for the rest of this year. In addition, it may have escaped his notice, perhaps, that many of the sectors have been in lockdown until relatively recently. If we look at apprenticeship starts, we notice that there is an acceleration in those using the incentive payments to get back to work. Of course, the £3,000 that has been provided can be used in any way that the employer wants to use it, including to subsidise wages. So there is a lot of support and I expect that the numbers will continue to increase.

Commons ChamberThe Minister refers to a simpler adult education funding approach, but the decision to increase the adult education clawback threshold from 68% last year to 90% this year, and to impose it at the last minute, will place many colleges in a brutal financial situation. Leicester College, for example, is forecasting that it could be as much as £4 million worse off than expected. The Government can either commit to a skills-based revolution, as they claim they want to do, or endanger the sector by repeatedly cutting its funding; they cannot do both. Why is there such a dangerous discrepancy between what the Government say they want on further education and what they do?
The Government have actually increased funding across the sector quite significantly in many different ways. On the issue that the hon. Gentleman refers to, it is wrong to categorise it as such. We have effectively changed from 97%, which is the clawback this year, down to 90%, thereby giving colleges some leeway. He refers to a previous year, and it is true that we did reduce it to 68%, because that was at the very beginning of the pandemic. We have asked providers to keep provision available, to move online and to give learners that experience, and we have given them time to do so. That is a fair approach.

Friend is absolutely correct, and I could not agree more about the importance of ensuring vocational and technical qualification students are treated fairly and not disadvantaged compared with their peers. We have been working at pace with Ofqual to ensure appropriate arrangements are in place specifically for vocational and technical qualification learners, and the joint consultation we published on Friday seeks views specifically on those qualifications. As soon as possible, we will prioritise safe attendance for those students who need to attend on site in order to prepare for practical assessments, where it is impossible for that training to take place remotely. I can confirm that the exam support service is indeed available to colleges as well as schools.
I pay tribute to everyone in the further education sector, and particularly those college leaders who have been left with very difficult decisions to make this January because of the BTEC exam fiasco. The Government’s farcical approach to those exams has left college leaders to show leadership and concern for pupil and teacher safety, in the absence of any from the Government. As the question from the hon. Member for Romford (Andrew Rosindell) has just exposed, we now have students and colleges on different tracks to the same exams. It is all so unnecessary. How many more vocational students must suffer as a result of the Secretary of State’s inability to make the right decisions at the right time?
I associate myself with the hon. Gentleman in paying tribute to everyone in the further education sector. They have done an amazing job in keeping learning going, whether remotely—they have been absolutely outstanding in that area—or by preparing colleges to take students.
Learners up and down the country have faced unprecedented challenges this year. For those who have worked so hard over recent months preparing for their January exams, particularly those who require a practical licence to practise, it is right that we allow them the opportunity to progress, because no alternative arrangements are capable of being put in place for those types of exams. Schools and colleges are best placed to know whether they are in a position to deliver the January exams and what mix of students they have, which is why in the light of rapidly evolving public health advice, we took the decision to give them the final say on whether proceeding with January exams was right for their learners. I am sure the hon. Gentleman, and indeed the whole House, will join me in wishing those learners all the very best for their results.

As I said during the debate, many of the basic provisions to which Unionlearn signposts learners are available right across the country, and have been available and introduced since Unionlearn was in existence.

I was going to come to that, but I will address the hon. Lady’s question. Effectively, we have increased a lot of the basic entitlements—obviously with English and maths, and with the digital entitlement. We are trying to streamline the delivery partners, including to the devolved areas, to ensure that it is simpler for people to get easy and broader access. That was the decision, and I have communicated that personally to the general secretary of the TUC.
I recognise the challenges that providers face as a result of covid-19. My hon. Friend the Member for Totnes (Anthony Mangnall) mentioned the response to covid and the world-leading scientists working on vaccines, and so on. However, I also want to mention—as he has given me the opportunity—the many apprentices working on our response to covid, whether they are lab technicians, science and engineering apprentices, or those in nursing, health, social care, everything digital, and many, many more areas. As he also mentioned fishing, I should also tell him that a level 2 fisher apprenticeship is under development, and I am sure there will be many more to come as we develop the sector.
I thank the FE sector for its continued hard work to make sure our learners can continue to access high-quality education and training, which includes the move to remote learning. The hon. Member for Hackney South and Shoreditch (Meg Hillier), who I always seek to remain harmonious with, mentioned that. We have introduced a lot of flexibilities to shift towards online and blended learning and to increase the flex vis-à-vis attendance. Many of the colleges have appreciated the flexibilities that we have introduced, and we have done that all the way along.
In June, I had the pleasure of meeting students and leaders from Barnsley College, who, from the first day of lockdown, successfully moved 100% of their curriculum online. We have heard from many colleges about how covid-19 forced a behavioural and cultural change towards a more flexible approach of blended learning, which might otherwise have taken years. I have been so impressed by the sector. In fact, I know that it has even surprised itself, given how well the whole sector has moved to absolutely excellent interactive online learning.
We are helping to ensure that all young people and adults can access the skills and training they need to get on in life, despite all the economic and other challenges posed by the pandemic. That has included giving people access to digital devices and dongles, which goes to the point that the hon. Member for Sheffield, Brightside and Hillsborough made. Data is vital. We know that, which is why part of what we have broadened access to, for those who need them, includes data, PCs and dongles. We have enabled the discretionary bursary fund to be used for that and have also put in place a very simple business case to enable providers to ask for an uplift if it runs out, because it is being used for different things, and 38 have benefited from that uplift.
Of course, we recognise the impact of lockdown. As part of the £350 million national tutoring programme, we have made available a one-off ring-fenced grant of up to £96 million. Those are important additional funds to help students who, in some cases, may have missed the last six months or the last year of their GCSEs, as the hon. Member for Luton South (Rachel Hopkins) referred to. We know this is always a challenge for colleges, so we have specifically put that funding in place for them to provide small-group tutoring activity, to enable our most disadvantaged students to catch up.
There have been some additional costs, and we have looked at making sure we provide financial support, as the hon. Member for Hackney South and Shoreditch mentioned. The financial health of colleges is absolutely vital and key, so we have put that support in place, and we have a team of people who have been there to support colleges. As those colleges’ funding has changed—their commercial income and sometimes their apprenticeship income—that has impacted their overall income, so that support is in place, as is emergency funding. To date, five colleges have requested that emergency funding and have received it, but we are ready to help others, and keep very close to the sector to make sure that no colleges close. Clearly, we need to keep learners in focus throughout this period.
The Minister has previously spoken about the five colleges that have had direct financial support, and 40 colleges she has identified that might need that support. Can she update us a bit more on what progress is being made, and how many more she thinks are likely to need further support?
I am very happy to, because I asked that question just as I was leaving to come here, and the number of requests for emergency funding has not changed: it is still just those five colleges. However, things clearly will change, and we are now going through other changes as well. Another month’s lockdown could have impacts on other incomes, apprenticeships and so on, so we keep this issue constantly under review, and keep a team in place to help people and make sure we are aware of any stresses and strains on the system.

My right hon. Friend is absolutely correct. I actually had a meeting about this long-standing problem just before I came here, because careers is a key pillar of our FE and skills White Paper to ensure that everyone understands the routes. The Careers & Enterprise Company has done a lot of work to ensure that young people get a broad range of opportunities to talk to businesses, look at career opportunities and visit colleges and universities, but not everyone gets all of the information they need to make an informed decision.
Hon. Members will all be aware of the skills recovery package and the Chancellor’s plan for jobs. There is a lot of investment in apprenticeships, traineeships and classroom-based study. We are also extending the National Careers Service and putting in an extra £32 million to provide additional careers support.
FE providers have always been key to delivering adult education as well. Therefore, as we develop our plans for reskilling adults, that will include an extra £2.5 billion over the course of the Parliament for the national skills fund. Contrary to what was said by the shadow Minister, the hon. Member for Chesterfield (Mr Perkins), the national retraining scheme has not been scrapped; it will be built on and become part of the much bigger national skills fund. The national retraining scheme had £100 million; it will be £2.5 billion for the national skills fund.
Will the Minister confirm whether the “Get Help to Retrain” scheme has been scrapped?
The “Get Help to Retrain” scheme was a pilot website in six areas, and all the learnings from those pilots will be brought into the new national skills fund. It will be called something else, but the learnings will not be lost. Digital bootcamps are also a new addition, which I am sure many hon. Members will welcome.
These policies are all part of a wider rebalancing between HE and FE, making FE a more attractive choice. However, we are not leaving out the basics. We mentioned capital programme funding, much of which in the past went via the local enterprise partnerships, and it was not always ring-fenced, which led to shortages in some areas.
My hon. Friend the Member for Waveney raised some interesting ideas including business centres and focused areas of investment. There will be much discussion between colleges, the Association of Colleges, business groups and the Government to address those issues. We are listening to ideas about how to strengthen the sector, and we will publish a White Paper in the near future.
There has never been a more important time for this. We are facing significant skills shortages in key sectors, including construction and engineering, as mentioned by my hon. Friend, but there are many others. Until recently, we also had low levels of unemployment. However, the prospect of dire levels of unemployment means that now is the time to ensure that we invest in our FE sector and build back better as a nation.

Public Bill CommitteesI could not agree more. It is important that children and young people with autism and the particular vulnerabilities that they face are not left out of our discussions. It is absolutely right that they need to be safeguarded. That is one reason that there is such support for the Bill.
While this is a technical change, it is of real importance, because specifying and putting front and centre that safeguarding duty is absolutely crucial. We all know that ignorance of the law is not a defence in law, but making sure that fewer employers are ignorant is one of our responsibilities in this place. I think this Bill will achieve that. I congratulate my hon. Friend the Member for City of Durham on introducing the Bill and I am glad that there seems to be such widespread support for it.
It is a great pleasure to serve under your first chairmanship, Ms Cummins, and I extend my heartfelt congratulations to the hon. Member for City of Durham on introducing the Bill and progressing it to this stage. I am pleased to work with her on this important issue, and in a collaborative, cross-party way, because, as she rightly points out, we are often at our best in this House when doing so. It was clear on Second Reading that the Bill had cross-party support, and I am pleased that the same is the case at this stage. I feel confident in recommending the Bill’s passage to its remaining stages and I thank the shadow Minister, the hon. Member for Chesterfield, for his comments. We take seriously our duty to protect young people at each critical stage of their development.

Commons ChamberI can reassure my hon. Friend that, as a former apprentice, this is very much at the forefront of my focus. The Prime Minister and the Chancellor have made it clear that further education is now more important than ever. That is part of the reason we are introducing once-in-a-generation reforms of the FE system through our skills White Paper, underpinning the progress we are already making with T-levels, which is backed by £500 million of funding per year, investing £1.5 billion in the transformation of the FE college estate, investing £2.5 billion through the national skills fund and introducing a new entitlement for adults without qualifications at level 3.
The Minister is right to say that apprenticeships are more important than ever, but for all the rhetoric, the way that the Government introduced the apprenticeship levy saw level 2 and level 3 apprenticeship numbers falling to their lowest level for a decade before coronavirus. Since then, we have seen generous incentives in the new kickstart scheme and much less generous incentives for apprenticeships. For all that the Minister says, why do this Government consistently introduce policies that have the effect of reducing the numbers doing level 2 and 3 apprenticeships?
The hon. Gentleman refers, I think, to the switch from frameworks to standards, which did have an impact on some of the numbers, but it was most important that we focused on the quality of apprenticeships. There were a number of apprenticeships early on, when we introduced the reform of the system, that were not of the desired quality. Young people put their trust in us, in the apprenticeship provider and in the employer, and it is most important that they get very high-quality apprenticeships; that is our focus.

Commons ChamberLet me assure the hon. Lady that we absolutely have FE colleges at the very heart and centre. We are planning a big reform of the sector, and as somebody who went to FE college myself from the age of 16, I am absolutely passionate about this area. The colleges have done an amazing job in responding to covid-19 to support students throughout coronavirus. We continue to pay the grant funding and monthly payments for 2019-20, and will do so for 2020-21. We have also provided catch-up funding of £96 million for small group tutoring for those disadvantaged students who need it. On top of that, we have allocated £200 million to enable FE colleges to improve their buildings. We have a team of officials right now working with every college that needs that support. We are working with 40, and so far only five have needed financial assistance, but we will keep this under review.
The Government’s own commissioner for further education has warned that as many as 40 colleges are currently at risk of running out of cash, and despite the measures that the Minister has just spoken of, the Association of Colleges is warning of a £2 billion cash shortfall. We also know from the May report that the Government have inadequate mechanisms for identifying colleges in crisis, so the truth is that all those measures that the Minister speaks about simply are not enough. We need far greater action if we are going to see our colleges and their pupils and staff not being let down and left in financial crisis this autumn.
I thank the hon. Gentleman for his question. Just so we are clear, we have provided grant funding to the FE sector, with more than £3 billion for a full year, and it gratefully received that. We have also announced an increase of funding of £400 million for 2020-21, an increase of 7% in overall funding. As he rightly said—and I said in answer to the earlier question—we are working with 40 colleges to structure their finances and helping them to get the advice and support they need. If they need emergency funding, as has been available, it will be available to them as well. We have a team of people working on this all the time, and the colleges accept that we are putting our arms around them to ensure that they get through this period.

Commons ChamberIt is our ambition that East Coast College students and all college students will have the opportunity to make up for lost education. Remote learning has been working really well, but we will provide more details soon on how 16-to-19 providers can further support students. Funding allocations for 2020-21 have been guaranteed, and payments will be made in line with the national profile.
I do not know why that answer could not have been given to my hon. Friend the Member for Ilford North (Wes Streeting), who asked a very similar question but got no sort of answer. The Government must realise that leaving students who have missed level 4 in maths and English out of the catch-up funding is abandoning them at the very time they need such help the most. How can the Government justify leaving them out of that announcement given that a plan for schools was in place last week?
