Commons ChamberI start by commending the Government’s track record on transport. Spending £100 billion on infrastructure across the nation to improve our roads, railways and broadband is an unprecedented commitment to our national circulation. I am glad that it is this Conservative Government who are confidently leading the way.
I want to raise three issues. First, I am incredibly excited, thanks to the support from the Transforming Cities fund, about the proposals for the new South East Hampshire rapid transit system in the Solent region, where Fareham is located. We need to make it easier, quicker and more convenient for people to use public transport in the Solent area, and the proposals of Portsmouth City Council, Hampshire County Council and the Isle of Wight will significantly improve transport links between Portsmouth, Fareham, Gosport, Havant and the Isle of Wight.
The new network will eventually serve 14 large development sites, consisting of about 17,000 new homes. It will build on the success of the Eclipse route and provide a new rapid transport corridor, running from Gosport to Fareham bus station, the Delme roundabout and Portchester, and on to Portsmouth and Waterlooville. It will include high-quality, frequent services; a single and simple ticketing system; push notifications with travel information for passengers; bus priority lanes; an enhanced park and ride system; and cleaner, greener low-emission vehicles. I wholeheartedly support the scheme and look forward to its continued progress.
Secondly, on smart motorways, the M27 is the main expressway artery going through my constituency, connecting Portsmouth and Southampton, and several junctions lie in Fareham. Thousands of people in Fareham use that motorway daily. I understand that motorways are dangerous—there is no doubt about that. Many motorists, including me, are often nervous about driving on a motorway, but for the many thousands of people in Fareham who use the M27, which is in the process of being converted into a smart motorway, the prospect of using it is becoming terrifying.
In the past five years, 38 people have been killed on smart motorways, according to a recent “Panorama” programme, and there have been 1,485 near misses on the M25 alone. Many local people in Fareham are concerned about safety. The refuge areas on some smart motorways can be up to 1.5 miles apart, when they should be located every 600 metres. The obvious problem with that is that vehicles do not always break down at a refuge area. The technology for smart motorways is not always responsive or effective. Many people in Fareham are calling for the smart motorway upgrade on the M27 to be scrapped and reversed.
I welcome the Government’s recent announcement of a review of the smart motorway programme nationally. I ask them seriously to question the safety measures in place, and to consider whether a hard shoulder could be reintroduced on parts of the motorway. We need to improve the robustness of the safety measures so that public confidence can be restored.
Finally, junction 10 has been a headache for Fareham for far too long. The junction urgently requires an upgrade into an all-moves junction, so that the infrastructure can enable the strategic development area of Welborne, a proposal for 6,000 new homes in my constituency of Fareham. That will greatly improve economic activity and benefit the region. However, we face a situation that could prove terminal for Welborne. Construction cannot take place without that junction, but we face a £40 million funding gap. I urge the Government to support me and others in Fareham to make Welborne and junction 10 happen.

The hon. Gentleman talks about investment and true colours. My view is this: the public sector is already putting a vast amount of investment into the railways. I support that, and I will get as much investment as I possibly can for our transport system, but there is no harm in also trying to do more by supplementing that with private finance. That may be an ideological division between us, but I cannot see how our transport system loses by having some private finance alongside the huge amounts of public finance already going into the sector.
Network Rail recently carried out upgrades worth £3 million on the line running through Fareham in my constituency. Does the Secretary of State agree that this announcement will mean a greater focus on passengers? There are still so many commuters from Fareham who struggle because of the troubles with Southern rail. A more joined-up and co-ordinated approach will be a step in the right direction towards ensuring that commuters have better journeys to work.
Three things need to happen to deal with the issues on Southern. The first is that we need much more joined-up working. Secondly, we will have to put more money into the Southern infrastructure, which is clearly under great stress. It is a very intensively used railway, and not enough has been spent on it over the years. Above all, we just need to get the workforce back to work. The bizarre thing is that the 10-coach train that I often take to Victoria in the morning has a driver and no guard, and it has been like that for years. Why on earth are the drivers and the guards on Southern putting the passengers through such enormous distress when no one is in danger of losing their job? It is shocking. I would like to hear one word of condemnation from the Labour party. Do we ever hear any condemnation of its union paymasters? The answer is no, not for a moment.

I congratulate my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) on securing this important debate on the performance, and frankly the failure, of Govia Thameslink. I am sitting next to my hon. Friend the Member for Fareham (Suella Fernandes), and I must point out that this sickness has spread to Hampshire. Indeed, Southern has a toe in my constituency, and it must not be forgotten that services up from Swanwick in her patch—there is a bridge between our constituencies —to Gatwick airport have left travellers stranded and abandoned, with embarrassing and derisory compensation offered.
On unsafe practices, the duty of care is not about closing doors; it is about not abandoning and stranding people on the side of a railway, with trains being cancelled or changed at short notice. As my hon. Friend the Member for East Worthing and Shoreham said, people are simply being left in the middle of nowhere with no options.
Does my hon. Friend agree that the problem extends across the whole network? Many people using our stations in southern Hampshire on the mainline west coastway route—Swanwick, Portchester and Fareham—are travelling to Crawley or Gatwick for work, and they are putting their jobs at risk.
I absolutely agree with my hon. Friend. I have travellers from Netley and Hamble going to Bursledon and onward to Southampton Central. Those people avoid the A27 and the grind through Chichester, or the M27 heading to Littlehampton, Worthing, Hove or Brighton and the perils of the Chichester roundabout, in the hope of getting to work safe and sound. The safety considerations are, of course, off the trains. Yes, the unions might have a point, and perhaps we have not quite gotten to the bottom of that, but for me the safety considerations are about vulnerable people being left on the side of the railway.
We are a Government who stand up for working people, and it is time for us to stand up for passengers, workers, students, visitors and vulnerable people with children. There is an economic case for action on Southern trains, and I have previously asked the Minister a question on that in the Chamber. We have heard that the issue is blighting people’s lives day in, day out. It is not good enough.
I am also concerned about the safety of guards on trains. There is dangerous overcrowding late at night, with upset and angry people. Having seen the pictures of overcrowding at Victoria station, I am frankly surprised that there has not been a riot. The situation is dangerous. I do not want to over-egg or overhype it, but I have received feedback that people are frightened and concerned.
There is an economic case for us to support our businesses. We talk about Brexit and the problems that could affect our businesses, but the reality is that problems are happening now due to this franchise. I ask the Minister for a kind response and to think about all the families, workers and businesses who depend on the Government to make a substantial case for doing something. The time is now.

Commons Chamber1. What steps his Department is taking to implement its road investment strategy.
Highways England’s delivery plan sets out how it will deliver the Government’s £15 billion road investment strategy. Work on site is already under way on 19 major schemes, seven of which have started this financial year, as planned.
Chronic congestion causes delays to thousands of commuters on the M27 at junctions 9 and 10. With Fareham set to see 6,000 new homes at Welborne and thousands more at North Whiteley, what steps is my right hon. Friend taking to ensure that vital upgrades to that piece of infrastructure are carried out as a matter of priority?
I know that particular scheme is of great interest to my hon. Friend. The Department is working together with Highways England and Hampshire County Council on a way forward for improvements to junction 9 of the M27. I will ensure that my hon. Friend is kept fully informed of progress. A separate scheme to improve junction 10 of the M27 is being funded by a private developer and the local enterprise partnership. It is for them to progress it with the local authority, but I am more than happy to continue to update her on the matter.

Commons ChamberI pay tribute to my hon. Friend the Member for Torbay (Kevin Foster), who raised this question with the Prime Minister. The hon. Lady really needs to sort out her facts. The Government spent £35 million on the Dawlish repair and opened the line in record time. We are spending over £400 million on transport investment in the south-west, unlike her party, which wanted to can two major roads. I am looking carefully—[Interruption.] Perhaps she would like to listen, rather than chunter. I am looking carefully at how we can fund this very small amount of money without in any way inhibiting the overall report that we are looking forward to seeing from this very important organisation in April.
The Government believe that franchising is the best way of delivering benefits for both passengers and taxpayers. The proof of that is in the benefits we gain for passengers and taxpayers on the open market, such as new trains, new services, more frequent services and improved stations. As my hon. Friend is aware, we are currently consulting on the specifications for the next south western franchise. I hope that she and her constituents are fully engaged in the process.
Southern rail allegedly serves Fareham, Swanwick and Portchester stations in my constituency, but commuters are fed up with the cancellations and severe delays. I am glad that the Secretary of State acknowledges that the service is not good enough, but will he reassure me that the mainline west and coastway west routes will be considered as part of the future improvement plans? Will the franchise be withdrawn if no improvement is shown?
We are seeing unprecedented growth in rail traffic and transport. Importantly, the Government have matched that by increasing the investment for Network Rail over the next control period. Some of the improvement that my hon. Friend talks about needs to take place. I say to my hon. Friends, however, that there will be disruption while some of this improvement is taking place. Sometimes that will be because of the train operating companies, but sometimes it will be because of the failure of previous Governments to invest properly in the railways and upgrade them.

Commons ChamberWhen consumers are deciding which vehicle to buy, they will consider not only the level of vehicle excise duty that they will pay—which, incidentally, will be zero in the case of the very cleanest cars—but the total life cost of the fuel that they will use. It is pretty much a no-brainer to buy the most fuel-efficient car possible, and to opt for a plug-in vehicle if that suits the consumer’s lifestyle.
11. What assessment he has made of the adequacy of private investment in the bus industry.
The bus market outside London is deregulated, and it is for individual commercial bus operators to determine how best to invest in their businesses. The biggest operators have invested £1.3 billion in new vehicles outside London over the past five years.
Local authority funding for local bus services in Fareham and Gosport has been reduced by £1.5 million, leaving areas in my constituency such as Whiteley, Locks Heath and Warsash with virtually no bus service. I am concerned that private investment is not filling the gaps. What are central Government going to do to assist?
I note my hon. Friend’s concern, but I believe that decisions about funding to support local bus services are best made at local level. I would say, however, that the Government are continuing to make substantial funding available to bus operators and local authorities through the £250 million bus service operators grant. Additionally, I understand that FirstGroup has made significant investment in local buses in south Hampshire. All the buses in that area are fitted with free wi-fi, and most are fitted with next-stop displays and audio announcements. This is being delivered in partnership with Solent Transport and with Department for Transport funding, and therefore involves a mixture of public and private funding. I share with my hon. Friend a desire to see a strong bus sector.
I am happy to do so. I have already had briefings on the issue of emergency tugs in the area. I am pleased that we have recently rolled out our new search and rescue helicopters, which are providing a far better service to people in the hon. Gentleman’s part of the world.
T5. Junction 10 on the M27 has been identified for vital upgrading to an all-moves junction. Such work is vital to support the strategic development area of Welborne, bringing 6,000 new homes. Can my hon. Friend confirm that those works will be taking place in the first half of this Parliament, and that the funding shortfall of £30 million will come from central Government?
The upgrade to junction 10 on the M27 has been profiled to start its preliminary work this year. The Government have contributed £14.9 million through the Solent local enterprise partnership growth deal to make up the shortfall of the scheme. In March, they also contributed £3.4 million in the second growth deal to support the local connections into the junction, and those works will start in 2015.
