Friend the Member for Warrington South (David Mowat), I have taken part in a number of lively debates on this issue, and there is a danger of repeating what many people have already said. We have heard that demand for long-distance rail has doubled. The lines on the west coast in particular are busy, but the east coast will soon catch up. I know from personal experience that the situation is bad enough at peak times now and is set to get much worse. Yes, we can tinker with the system again, or make the minor adjustments that we have seen, but that is expensive and will not solve the long-term problems. We need to be bold and ambitious.
Today, I want to focus on the needs of my city of Leeds and the wider northern economy. I realise that this debate is about phase 1, but without that we will not get up to my city. HS2 really must connect to Leeds. The Government’s commitment is critical to the exciting plans that the city and the wider city region have to boost our local economy. Not only will this provide much needed greater capacity in our rail network, but it will help us to reshape the economic geography, be a catalyst for regeneration across the city, and provide a real boost for jobs and skills.
I note that the Secretary of State did not mention in his speech that Leeds is bidding for the HS2 academy, so may I remind him that there is another bid from a great city in the north?

I might be biased, but Leeds is an outstanding city. It is a major UK business centre and one of the best places in Europe to locate a business. It has one of the most diverse economies of the many UK centres that we have, which has helped it to survive and recover from many of the recessions that we have experienced—better, in fact, than many of the business centres in other European countries.
Between 2001 and 2008, Leeds enjoyed the fastest jobs growth of all the core cities. It is no coincidence that at the same time it has seen rail passenger numbers grow by 90%—again, the highest growth—and Leeds station is now the busiest station in the north, clearly demonstrating that good links bring along a good economy. Leeds is determined to build on its success and wants to be a brand new kind of city; a city at the heart of a city region that is the second largest economy in the UK with 106,000 businesses, the largest manufacturing base in the UK and eight universities. Bringing HS2 to Leeds and locating the new station on its south bank will help it to realise that goal, creating the opportunities that we need for growth and development on an unprecedented scale.
The regeneration of Leeds’ south bank covers 136 hectares—60 acres of land that is prime for development—and has the potential to deliver more than 10,000 jobs for the city. It will create a 3.5 hectare city centre park and the jobs that young people growing up in the city need. It will add to what is an already exciting part of south Leeds, which includes the HQs of Asda, Eddisons and aql and cultural attractions such as the Royal Armouries, and will provide homes for local people. It will also help to generate a growing economy across the city region and across the north as it will link into the additional investment that we are already seeing in rail infrastructure across the north of England. It will help to improve connectivity, creating a powerful non-London economic zone and help us truly to rebalance our economy. HS2 will bring Leeds within far faster reach of Sheffield City Region, the Derby, Derbyshire, Nottingham, Nottinghamshire local enterprise partnership, Birmingham and, of course, London. All that, along with east coast connectivity, provides us with a real chance to reshape the economy of the north.
Today, the Leeds economy is worth some £18 billion and has grown almost 40% over the past decade. There are 25,000 businesses in the city alone, which has the highest ratio of private to public sector jobs of all major cities bar London. It has also been resilient in these difficult times. Employment is up 11,000 since 2011. In 2013, we saw the opening of the £350 million Trinity retail centre. A new arena opened this year, which will also see the start of the new Victoria Gate development that will bring John Lewis to the city. The prospect of HS2 has seen Leeds and Manchester working together to set an ambitious growth strategy.
All that is incredibly important, but I am worried that it could all be at risk if we do not get our north-south connection working effectively. We need to ensure that we face the creeping problem of capacity. We need to connect our major cities so that they can do business with each other. We need a modern line that deals effectively with the problem, and not the usual make-do approach. We need a transport system that can cope and complement, and for me, HS2 is it. Let us be ambitious, let us spread the wealth, let us create the opportunity, and let us get HS2 going.

Commons ChamberWe are certainly always keen to meet local authorities and local enterprise partnerships to look at imaginative ways of encouraging more cycling. Indeed, we will publish our cycling delivery plan later this year.
5. What assessment he has made of Network Rail’s planned control period 5 investment programme.
Network Rail is about to embark on CP5, which runs from 2014 to 2019, during which it will spend £38.5 billion on the railways—a significant increase on the £32 billion spent in the previous five-year period.
May I begin by thanking my right hon. Friend for ruling out the introduction of car parking charges at stations in west Yorkshire and by congratulating him on the significant amount of electrification that is taking place on our railways, compared with the pitiful amount under the previous Government? Does he agree that if he wanted it to be really impressive, to put the icing on the cake, electrifying the Caldervale line through New Pudsey would make it even better?
I am very glad that car parking charges have been ruled out, despite some people’s claims that they would be introduced. It was partly my hon. Friend’s vigorous campaign that led to that decision. He is absolutely right about the huge amount of electrification taking place on our railways—over 800 miles, compared with the 9 miles electrified during Labour’s 13 years in government.

Commons ChamberI understand the hon. Lady’s aspirations, given that Hull is the city of culture in 2017. It sounded like her Christmas present list being reeled off. The previous Government played Scrooge and electrified only 9 miles, whereas this Government are playing Santa and electrifying almost 900 miles. I would be delighted to meet the hon. Lady. She is right: that taskforce is looking at lines for electrification post-2019.
I am delighted that the Leeds and Harrogate line through Horsforth is to be considered for electrification, and I pay tribute to my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones) for the work that he has done on that. In sounding a bit like Oliver, please, sir, can I have some more? The Calder Vale line between Leeds and Bradford through New Pudsey is an important line between those cities and desperately needs electrification. I would be grateful if the taskforce could look at that too.
At this time, I clearly would not want to be the beadle Mr Bumble and put Oliver out in the cold, so I will consult the taskforce to see whether there is a possibility of adding that to the list for its consideration.

Commons ChamberI am pleased to see the Birmingham lobbying exercise spread across the whole of the west midlands. There is clearly a united front on the matter. I know that Sir Howard will look at the exchanges today, but there is nothing to stop Birmingham airport expanding; indeed, I encourage that. At the moment, the airport is not utilised to its full capabilities. Many more services can be provided from Birmingham now that the extension of the airport has been completed.
The aviation White Paper in 2003 stated that expansion of Leeds Bradford airport would need surface access improvements, yet we have seen very few. In this report, chapter 5 makes specific reference to surface access to other airports and recommends that the Government work with local authorities to ensure that such improvements take place. Will the Secretary of State make sure that Leeds Bradford airport will be looked at, because my constituents have to suffer many people going past their homes on very overcrowded roads?
Following my hon. Friend’s representations, I am delighted to give him the assurances that he requires. I will also come to his constituency and look at the situation there.

Commons ChamberI in turn welcome the hon. Gentleman to his post and look forward to sparring with him across the Dispatch Box. There are certainly concerns about motorcycle deaths—motorcycles are particularly dangerous. We have targeted motorcyclists, in particular, in our Think! campaign. Of course, in some cases motorcycle deaths are very much related to the weather. In north Yorkshire, certainly, when we have a nice summer there are, sadly, an awful lot more motorcycle casualties. It is of concern that we are seeing more cycling casualties, and I have noted some of the accidents in London involving heavy lorries and cyclists. Some of that is due to the fact that there has been a big increase in the number of people cycling, but it is of concern and we are targeting our information campaigns on motorcyclists and cyclists.
9. What steps he is taking to improve existing railway stations and build new stations.
The Government have allocated some £550 million to the new Stations Improvement and Access for All programmes for the period to 2014, which have led to improvements at over 500 stations. For the next control period, from 2014 to 2019, a further £200 million has been allocated to improve stations and station access in England and Wales. The Government have also allocated £20 million through the new stations fund. Four successful proposals are now being built and a fifth is under consideration.
I am grateful to the Minister for that answer. Will he update us on the progress being made on the new and much-needed Apperley Bridge and Kirkstall stations, which are crucial to alleviating chronic congestion in my constituency? May I also lend my support to the suggestion my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones) made about the electrification of the Harrogate to Knaresborough line, which would help commuters in the Horsforth area?
Apperley Bridge is part of the Leeds growth package promoted by the West Yorkshire passenger transport executive, and it has received programme entry funding from the major local transport schemes budget. The Department is expecting to receive the PTE’s submission of a business case for final approval in spring 2014. I welcome my hon. Friend’s support for the electrification of the Leeds-Horsforth-Harrogate line, although Apperley Bridge is not on that line but on the already electrified Leeds-Bradford Forster Square line.

It is a pleasure to serve under your chairmanship, Mr Hood. I congratulate the hon. Member for North Tyneside (Mrs Glindon) on securing this debate on an incredibly important issue, although, as she pointed out, it is not as simple as one would hope.
The growth of electric vehicles is good for not only our economy, but our environment, so we as MPs should welcome it. However, it is clear from the research, cited several times in the debate, that such vehicles bring with them hidden and silent dangers to pedestrians and cyclists.
I have visited my local Guide Dogs branch, as well as the Kent Association for the Blind, and I will speak later about the challenges they face from electric vehicles. It is important, though, that we remember other pedestrians in this debate. I do a lot locally and nationally on the issues that affect elderly people. We have to recognise that they face particular challenges when they try to cross the road or stay connected within their local community. We welcome the growth of these silent vehicles—the electric cars—but some of them are frightening our elderly population, especially those in the early stages of dementia, who perhaps do not understand some of the technological changes. We always need to be aware of the issues that face them.
Let us not forget children. When they are taught the green cross code, they are told to stop, look and listen. We grow up remembering those three words. We would all confess that in our busy days, we often look, although in London we might not even stop. But we almost always listen. If we are not giving people the opportunity to hear cars coming, we are automatically removing a key aspect of the green cross code. We need to pay close attention to that.
I wonder whether, like me, my hon. Friend has walked between this building and Portcullis House and had a Government vehicle suddenly appear at her knee because she did not hear it come through the archway. It is bad enough for people like us; it must be difficult for anyone who is elderly or has a sight problem. We must think about those people, because that situation is challenging.
I agree entirely. I have always thought that the sudden appearance of those vehicles is a consequence of my voting record and that there is an intention from Ministers or Whips.
My hon. Friend raised the point of there being areas in all our communities with blind spots and blind corners. Whereas someone can hear a normal car, a lorry or even a cyclist who has the good sense to ring their bell as they go round a corner, these silent electric cars cannot be heard. We need to remember that disabled people and people with limited mobility cannot necessarily turn their heads to see what is behind them.
We also need to remember that people with learning disabilities, particularly those with autism, get used to certain sounds in the environment—they know what they are looking for and are comfortable with certain things. All of a sudden, an electric vehicle might completely unsettle everything they know and have learned. Because they do not necessarily have the immediate sense of danger that they would get from another vehicle, they become incredibly vulnerable.

Commons ChamberMy views on HS2 since being elected to Parliament in 2010 are well known. I started by supporting the principle of high-speed rail but opposing the route, but the more I have found out about the project, the more I have become convinced it will not be to the benefit of British taxpayers.
We have rightly heard a lot of talk about the value to the economy as a whole of any new railway line, and that is, of course, true: any new railway line will generate jobs and growth. There is no doubt about that, but the essential point that differentiates one project from another is value for money, and that is what we are not hearing about with the necessary level of clarity. What it costs to generate the growth is what matters. Today, we have heard that there is now a £14.4 billion contingency plan, which potentially makes this project 25% more expensive than before.
We have also heard comparisons with the motorway network, the Jubilee line and HS1. They were all very much resisted at the time, but every single one of them was unique in its own way. For motorways, there is a junction every few miles, so everybody benefits from them; they undoubtedly promote growth in our economy. Likewise, the Jubilee line has many stops, and therefore benefits a huge swathe of the population. HS1 is unique in the sense that it was the link to mainland Europe. HS2 is none of those things; it is a decision that we have taken in isolation.
HS1 has brought some multinational companies to the end of the route at King’s Cross. Surely that is a benefit that HS2 can bring to other cities, such as mine, Leeds.
I certainly welcome the Bill. For too long, we have been trying to move our 21st century population round the country on a transport system that was built by the Victorians. For too long, we have tinkered with the system—at a very expensive rate—to try to improve it, but that only brought disruption and did not solve the problem. We still have a major and pressing capacity problem that is simply not going to go away. It is going to get worse, and we ignore that fact at our peril.
Routes that are crucial to counties, cities and towns such as Yorkshire, Leeds and Pudsey are going to be overwhelmed. We have already heard about the doubling of train journeys in the past 15 years. In 2011, during the morning peak, an average of 4,000 people had to stand as they travelled on the routes into Euston, and 5,000 had to do so on the routes into Birmingham. There are currently 115 passengers for every 100 seats, and the situation is going to get much worse. We need to act now to increase the capacity on our railways. As a country, we cannot afford to leave the economic future of cities such as Leeds, Manchester and Birmingham to an overcrowded railway that will be almost 200 years old by the time HS2 opens.
If we are going to deal with the problem, why not be ambitious about it? Let us do it properly. Let us not tinker with it; instead, let us get back that Victorian foresight and ambition and make our railways something we can be proud of. The only way we can do that is by building a new line, so let us use the best technology and make it a high-speed line. After all, it is rather embarrassing that Turkey will soon have 1,500 miles of high-speed rail when we have just 67. HS2 will bring us the capacity that we need. It will double the number of seats between Leeds and Birmingham, it will transport the equivalent of the population of Cardiff every day, and it will run up to 18 trains an hour.
Over the years of debate on HS2, those who are against it have said that it will have an impact on the regions that it is trying to serve, and that the money would be better spent on local services. But this is not an either/or; it has to be both and, frankly, it is both. The northern hub is being funded in full, the line between Manchester and Leeds is being electrified, and new stations are opening up all over the place. The core cities are predicting the creation of 400,000 jobs. During the construction phase alone, the project will provide more than 8 million pay packets. HS2 will also link our cities to help them to do business. At the moment, trying to get on a train going from Birmingham to Leeds is a nightmare. Let us see business working together in those two great cities. As we have heard, 70% of the jobs created will be outside London.
We have heard about the costs and the business case, and I shall not repeat those points, but we need to maximise the potential. I welcome the decision to create a taskforce, led by Lord Deighton, to keep this major project on track. He has a great record in this area. We must ensure that British industry and the British work force are ready to deal with these changes. I want the best for my constituents. I want them to benefit from the best opportunities that the country has to offer, just as those in many constituencies in the south have been able to do. We cannot wait; this is urgent. Let’s get ambitious.

It is a pleasure to serve under your chairmanship, Dr McCrea. I congratulate my hon. Friend the Member for Middlesbrough (Andy McDonald) on securing this important debate. We have heard about the many improvements that have been made on the east coast since 2009. My hon. Friend set out the hard facts. East Coast has made real progress since Directly Operated Railways stepped in. Yes, there is more progress to be made, but I struggle to recognise the picture of East Coast treading water. A number of puns have made, but I am not sure that the metaphor of a railway treading water, used by the hon. Member for Cleethorpes (Martin Vickers), is one that I would use. However, hon. Members have provided examples of hard facts that support the call for the east coast main line to remain as a not-for-private-profit operator.
My hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson) noted the improvements to punctuality that she and her constituents have benefited from. My hon. Friend the Member for Edinburgh East (Sheila Gilmore) noted the improvements in targeting business travellers, who might otherwise travel by plane, with worrying environmental consequences. There has been a 19% increase in those using the first-class service.
The hon. Member for Stevenage (Stephen McPartland) described a huge improvement in services to his constituency. He also said that passenger satisfaction should be a key measure. Of course, East Coast is getting better and better. Passenger Focus, the independent watchdog, recently recorded 92% satisfaction with East Coast—the best score found in its survey on that line since it was launched in 1999, better than under GNER or National Express.
As my hon. Friend the Member for Easington (Grahame M. Morris) suggested, the hard facts point to this being a dogmatic, ideological privatisation, rather than one based on the service.
I take it that the hon. Lady would want completely to dissociate herself from the comments made by the former Labour Transport Secretary, Lord Adonis, who said:
“I do not believe that it would be in the public interest for us to have a nationalised train operating company indefinitely.”—[Official Report, House of Lords, 1 July 2009; Vol. 712, c. 232.]
I do not know when the hon. Gentleman last spoke to Lord Adonis, but sensibly, like the rest of us, he responds to a change in circumstances. Over the past four years, we have seen East Coast perform well under Directly Operated Railways. Therefore, now is the time to keep it as a publicly operated service.

Commons ChamberI am grateful for the opportunity to speak in the debate.
Transport clearly affects all our constituencies. My own constituency forms part of the city of Leeds, which is the biggest financial centre outside London and, as such, as been hugely successful. People from throughout the county work there every day. That success has put huge pressures on our transport infrastructure, and all our railways and roads are heavily congested. As a result of that and the conversion of ex-employment sites in my constituency—particularly the old mills—into residential developments, more people are travelling to work, thus adding to the congestion. In the current more difficult economic climate, it is more important than ever for us to do all that we can to make it easier for people to travel, because that will help business to be active in a wider geographical area. An increase in economic activity will present real employment opportunities to people who are out of work.
Given that the Government have an unprecedented deficit to deal with—let us not forget that that is the biggest threat to economic growth—it is impressive that they have been able to announce so many major transport projects. For instance, it has been announced that in my own area, in Leeds, the M62 is to be widened. Anyone who has travelled on that road will know how congested it is. The southern access to Leeds railway station will create an opportunity for the southern part of the city to develop economically. New railway stations are being built at Kirkstall Forge and Apperley Bridge, which will help with congestion and will also release £250 million of private investment. The electrification of the line between Manchester and Leeds will be a huge benefit: anyone who has tried to get on to a train on that line at peak times knows how horrendous the journey can be. Extra trains have also been provided on the Airedale line.
Will the hon. Gentleman—who is a member of the Welsh Affairs Committee—support my call for the electrification of the line from Cardiff to Swansea, and say no to any prospect that people will have to get out at Cardiff on the way to Swansea from London?
As the hon. Gentleman knows, the Committee is considering the issue of east-west travel. I look forward to his contributions, for he is a diligent member. [Interruption.] I will not say any more at the moment. I have my own area to fight for.
HS2 means that we can now connect our great cities, create thousands of new jobs, and release desperately needed capacity. That is real investment, which can only help to increase our economic activity.
Let me now say something about the differences in spending in different parts of the country. For years, spending per head in the north has been considerably less than that in the south. Under the last Government, spending per head in Leeds was less than the national average. That difference still exists, and it is important for us to deal with it. In the many transport debates that we have had during the last couple of years, Members in all parts of the House representing all parts of the north of England have raised that concern, and we now have an opportunity to do so again.
The Yorkshire Post has led a major campaign to highlight the problem, and I praise it for its work. It has built a coalition of business leaders, transport bosses and politicians. However, although we have benefited from many recent projects, the gap is still large; and although we are starting to see a decrease, for which I thank the Government, we need to continue the trend in a high-speed way. All that we in the north, and those involved in the Yorkshire Post campaign, ask is a bit more fairness. Of course London is the powerhouse in economic terms, but extra investment is desperately needed in the north. In my constituency, the ring road is congested, the access to Leeds airport is poor and the A65 is constantly congested. Members on both sides of the House have mentioned the northern hub, and investment is certainly needed in that. On a recent Select Committee visit to Wrexham, I thought I would be green by getting the train from Wrexham to Leeds. In a car, that journey can be done in about an hour and a half. It took me four and a half hours by rail, and I had to board five different trains.
There are major businesses in Wrexham, Liverpool, Manchester, Leeds, Hull, Newcastle and Sheffield—
Yes, and Goole. We must do all we can to ensure that those businesses can connect with each other and do business with each other. Connecting with each other is an horrendous ordeal for them at present. Improvements to the northern rail routes have been desperately needed for years.
I welcome the fact that the Government have made a start. The electrification of the line between Manchester and Leeds will prove to be a great improvement that helps us economically. The north was a huge player in our industrial past, and we must give it all the resources it needs to be able to be a huge player in our industrial future. Investing in our transport infrastructure will help us enormously. The Government have got off to a good start. I just hope they can do more in the future.

It is a pleasure to serve under your chairmanship, Mr Hood. I congratulate my hon. Friend the Member for Colne Valley (Jason McCartney) on securing this important debate.
We have talked about a number of transport issues in this Chamber in the past two years. It is becoming a regular occurrence that I enjoy immensely. Credit to the Government, because there has, in fairness, been some real investment in infrastructure projects in the north of England, which was sadly lacking for many years. For example, two new rail stations in my constituency have been announced; there is M62 investment; and the south access to Leeds railway station means that there is an opportunity to expand economic development in the south of the city.
HS2 is a real vote of confidence for the north. The Y route was one of the best decisions made, particularly for those of us in Yorkshire. We must not miss that opportunity. We have to plan for its arrival now. Throughout the HS2 debate, many of those opposing it were saying, “Once it comes, it will suck life out of the region.” It is important that we get this right and solve that problem before it occurs. I do not want them to be proved right.
We have talked lots about travelling from the north to the south, but we do not seem to talk enough about getting from east to west. My hon. Friend the Member for Milton Keynes South (Iain Stewart) established the all-party group on east-west rail and three days later got funding for it, which is a phenomenal achievement. If we could do the same in the north, we would be grateful.
The economy of the north has changed enormously.
Talk about east-west travel is often about going from Leeds to Manchester, but there is Yorkshire and the Humber beyond—further east. I remind my hon. Friend of connectivity into Hull and, on the south bank, through to Cleethorpes. People in that area are in the golden square of Goole, Cleethorpes, Scunthorpe and Hull. The fact that Network Rail is considering electrification through to Hull is welcome and I hope that the Minister will work hard to achieve it, too.
My hon. Friend never ceases to remind us that Yorkshire goes further east than Leeds. I support his comments.
It has nothing to do with me; it is up to the Minister.
Thinking about the economy, my constituency comprises old mill towns. The mills have now gone and people now travel much further to go to work. We have excellent, vibrant cities and towns in the north of England. We have a horrible reputation of wearing cloth caps and so on, but some vibrant work is going on.
I am proud that Leeds, Harrogate, York, Wakefield and Bradford are working together in the Leeds city region, ensuring that they are making the best of what we have. The chamber of commerce has now linked together with Leeds and north Yorkshire. But we need to work even more widely, so that Leeds, Liverpool, Manchester, York, Sheffield and Hull can take up the opportunities that are there. However, there is an obstacle: the current network is struggling. There are more passengers on our railways, more cars on our roads and more freight on the motorways. We need to make it easier to get around.
My mother visited me recently and wanted to get over to Chester to see the rest of her family. Trying to plan her journey from Leeds to Chester was ridiculous, because she would have had to make a number of changes and spend a long time on platforms waiting for connecting trains.
Not so long ago, when I went on a Select Committee visit to Wrexham, I thought I would be good and get the train back to Leeds. It took me four and a half hours on five different trains, by which time all the officials from the Select Committee had got back to London. It is ridiculous that I cannot make a journey that would take an hour and a half by car in a similar time on the train.
My hon. Friend touches on an important point, because if we are serious about wanting to achieve a modal shift from car to rail, we have to look at the whole journey time. If I visit him, I can get quickly from Milton Keynes to Manchester by train, but it takes as long again to get from Manchester to Leeds, so it is actually quicker for me to drive up. If we want to achieve that modal shift, we have to look at the whole journey time.
That is exactly why the northern hub is so crucial. It represents a recognition that we have to fuel and drive the economy to help us to rebalance it from public to private. We have already heard about all the benefits from my hon. Friend the Member for Colne Valley, so I will not list them, but it is important to acknowledge that businesses back the proposal. They say that it is essential to their growth and increased prosperity, because they will be able to access bigger markets and attract a wider pool of talent.
We have already said that we do not want to choose between HS2 and the northern hub—we need both. The case for the northern hub is now greater because of the commitment on HS2. Frankly, the north deserves both, and it is an essential part of HS2. The Minister has listened in the past, and we have had new stations, new access and electrification, so I hope that she will listen again. She should be proud of the fact that this issue has united Lancashire and Yorkshire, and the people of the north, in their submission for funding.
