The GMB trade union estimates that 1,400 supply chain jobs are at risk, as well as the 2,000 Flybe jobs. I welcome the support that the hon. Lady has mentioned from the Department for Work and Pensions. Will that be extended to supply chain employees, and will lessons be learned from the problems that some former Thomas Cook employees faced at jobcentres after that collapse? The Flybe overseas pension scheme is based in the Isle of Man, so members do not have access to the Pension Protection Fund. Can she offer any reassurance to members about the future of their pensions?

As the right hon. Gentleman will appreciate, we are working across Government—across the Department for Business, Energy and Industrial Strategy and with colleagues in the Department for Work and Pensions—on the response to the collapse of Flybe, to make sure that all the issues and troubles, particularly for staff, are addressed and that we are able to respond. I am happy to give him more updates at our briefing later in relation to specific, detailed questions on some of the issues that he raises. We stand ready to make sure that we deliver for individuals who have been made redundant. We also learned a lot from Thomas Cook’s collapse, but I remind him that this is not at the same level as it was with Thomas Cook.

The CAA and NATS have already started work on airspace changes and the consultation on them. This is vital because it can have two big effects. First, it makes the future management of our airspace possible. At the moment, airspace is extremely congested, with conflicts between airports, and we need to modernise and to use new technology. Secondly, it enables a change to the management of aircraft as they come into the UK’s airspace in a way that can substantially affect stacking, which is also a huge benefit. The proposal of the third runway does not change the need for reform; it simply adapts that reform to fit the more detailed design as it emerges.

I welcome the Secretary of State’s decision. He referred to local employment and apprenticeships in his statement. What is his Department’s assessment of the increase in employment at Heathrow, both during the construction phase and in the long term?

The estimates fluctuate somewhat but, in essence, we are talking about the number of additional jobs created being in the high tens of thousands. Obviously this depends on how we measure and estimate them, as well as on the rate of expansion of the airport, but about 100,000 extra jobs should be created.

There are two points that I should make. First, on the border, it is absolutely the intent of this Government to maintain a free-flowing border; that is of paramount importance. The other point, be absolutely clear, is that we will have a solution in place for next March which keeps the M20 flowing in both directions and provides a solution if there is congestion at the ports; and that we intend to move beyond that and deliver a long-term solution, which will not only deal with the issue of trouble at the ports, but provide some respite to Kent residents, who I know are fed up with having lorries simply parking on their local roads.

Eighty per cent. of the road freight to and from the UK goes through Dover. There is surely no realistic chance of all those lorries being checked from March next year. Is not the reality that, if we leave the EU without a deal, utter chaos on the road network within miles of Dover is completely unavoidable?

No, I do not think that at all. It is for this country to decide how we manage our borders and what checks we put in place. The Government are absolutely committed to ensuring that there is a free-flowing border at Dover, and we will deliver that.

I associate myself with everything the hon. Member for Woking (Mr Lord) has said and congratulate him on securing the debate. We are co-chairs of the APPG on Egypt and were in that country last month, thanks to funding support primarily from the Egyptian Parliament, and I refer to my entry in the Register of Members’ Financial Interests, which refers to that visit.

As the hon. Gentleman has rightly underlined, the No. 1 thing that almost everybody we met in Egypt wanted to talk to us about was the continuing ban on flights from the UK to Sharm El Sheikh, which has had such a devastating effect on the economy of Sharm El Sheikh and further afield. It is characterised by many in Egypt as the UK giving in to terrorism. That is how they think about it. They acknowledge that, yes, a terrible terrorist atrocity occurred—there is no question about that—and there is no doubt that there were serious weaknesses in security that enabled it to happen, but the fact that our ban is still in place is, to Egyptian eyes, a case of the UK caving in. They believe that the UK, above all countries, should not be caving in.

It is hard to understand why the ban is being kept. As the hon. Gentleman has set out, Egypt has invested heavily to implement all the recommendations on improving security that were made by international experts, most of whom were from the UK, and almost every other country has lifted its ban in response to that. Indeed, I noticed news reports this week that President Putin announced in Cairo on Monday that Russia would resume civilian flights to Egypt. It was of course a Russian passenger jet that was shot down. My understanding is that Russia is the only other country with a continuing ban. If that ban is lifted, only ours will remain in place. That is a puzzling position for us in the UK to get ourselves into.

Stability and prosperity in Egypt are key to stability in the region, and therefore greatly in the interests of the world as a whole. As the hon. Gentleman explained, UK tourism is starting to increase a bit now, but it is still less than half what it was before the ban was introduced. The hon. Member for Strangford (Jim Shannon) rightly pointed out that British citizens love taking their holidays Sharm El Sheikh, and we are denying that opportunity to large numbers of UK citizens. The Egyptian economy is being damaged by this, as is the UK economy. The case of Monarch underlines that fact. No explanation has been provided, so we were unable to explain on our visit why the UK uniquely cannot lift its ban. I join the hon. Member for Woking and all those who have signed the early-day motion in urging the Minister to waste no time in lifting the ban.

My hon. Friend the Member for Woking (Mr Lord) and the right hon. Member for East Ham (Stephen Timms) have a long-standing interest in Egypt, and I acknowledge their interest and their concern about this matter. I congratulate my hon. Friend on securing the debate and welcome the opportunity to say more about flights to Sharm El Sheikh.

Hon. Members will know that in addition to being appointed three times as Minister of State in the Department for Transport, I am also a former Security Minister. This is therefore a subject close to my heart, and a matter of profound importance. The security and safety of our citizens is perhaps our most significant duty of all as a Parliament and as a Government. To that end, I know that my hon. Friend and all those who have contributed to the debate would not expect any Government of any persuasion to do anything that in any way compromised the safety and security of UK citizens, whether here in our country or travelling abroad.

The House will know that, on 31 October 2015, following its departure from Sharm El Sheikh international airport to St Petersburg, Metrojet flight 9268 disintegrated above Northern Sinai. As a result, a total of 224 passengers and crew of various nationalities were killed. Following that event, the Foreign and Commonwealth Office returned UK nationals and changed its travel advice. It advised against all but essential travel by air to or from that location. That had the effect of airlines halting all direct air services between the UK and Sharm El Sheikh airport. Flights to the UK from other Egyptian airports, including Cairo, Luxor, Marsa Alam and Hurghada, were unaffected.

Two years on, that advice remains in place, although the Government keep travel advice under constant review. For example, we recently updated the travel advice in Tunisia following the Sousse attack in 2015 and the changed security situation there, albeit in very different circumstances. Daesh claimed responsibility for the Metrojet attack, and the Egyptian and Russian Governments announced that the aircraft was brought down by an act of terrorism, as President Sisi stated in February 2016. The Egyptian authorities’ investigation has not come to any firm conclusion regarding the exact events that preceded the attack, and no perpetrator has been caught.

Both my hon. Friend the Member for Woking and the right hon. Member for East Ham made the point that other countries have taken different decisions about resuming flights, which is true. Most flights to Sharm El Sheikh before the Metrojet crash were from the UK or Russia, however, and it is of course for each country to decide what security requirements they need to protect their citizens—it is not for me to comment on that—but the UK is working closely with the Egyptian Government to assess security at Egyptian airports. I can also say that the UK works with a number of other Governments to look at certain security situations, particularly where there are a large number of UK travellers, and I will say a bit more about the detail of that in the course of my remaining remarks.

Our experts on the ground in Egypt have been working closely with the Egyptian authorities since the Metrojet crash, and it has been acknowledged that the level of security at the airport has improved from where it was before—the right hon. Gentleman and my hon. Friend both made that point. However, there is a wider range of security-related reasons, which the House would not expect me to go into in detail here, why we do not yet feel that we should resume flights.

The terrorism typified by this incident blights both Egypt and the United Kingdom, and the recent mosque attack in North Sinai serves as the latest reminder of the deplorable depths to which terrorist groups are willing to stoop in Egypt. The Prime Minister recently expressed her condolences to President Sisi over that attack, as well as her solidarity and support in the face of such a common threat. Egypt has long played a crucial role in fighting terrorism, and we stand resolutely by Egypt in that fight.

Let me be absolutely clear that this Government’s top priority will always be to maintain the safety of British nationals and those flying into the UK, based on all the information we have available to us. The House will know that aviation remains a target for terrorist groups and that the threat is constantly evolving. We must respond accordingly to ensure that the protection of the public against those who would do us harm is as certain as possible. I emphasise that that is about both detection equipment at airports, which is changing and improving all the time, and the protocols in place at airports—training, management and how equipment is deployed. All those things have a profound effect on the safety of an airport, and we are working in all those areas with countries across the world to ensure that they can be their best and do their best.

The Minister is absolutely right that being vigilant about the wellbeing of UK citizens is the both his first duty and that of the Government. Is he able to shed any light on why the assessment being made by the UK Government is different from the ones being made by other Governments including, it now seems, the Russian Government?

I made the point briefly a moment ago that the principle source of tourism to Sharm El Sheikh before the crash came from Russia and the United Kingdom. Indeed, it is the United Kingdom and Russia that are yet to resume flights. As I said before, it is not appropriate for me to go into the details of the precise security situation, and the House would not want me to. It is fair to say that, although we acknowledge that significant improvements have been made and we have been working on the ground with the Egyptian authorities, the prevailing situation in Egypt, illustrated a moment ago by reference to the recent atrocity, is difficult. It is clear to us that airports remain a target for terrorists.

Having said that, let me be equally clear that the Government wish to see the resumption of flights to the resort as soon as it is safe to do so. We understand the economic impact—the point has been made forcefully and persuasively by the contributors to the debate—of the absence of flights on the Egyptian economy, and we know that tourism is important to Egypt. Egypt, as I have already said, is an important partner in the fight against terrorism.

In the meantime, UK visitors continue to enjoy the abundant attractions on offer at other resorts and sites throughout Egypt, and I am delighted that more than 226,000 British tourists visited Egypt between January and September 2017, a 31% increase on the same period last year. UK tourists have been worth more than $220 million to the Egyptian economy so far this year, so people are travelling to Egypt in greater numbers. The shock and fear that people understandably felt deterred them from travelling to anywhere in Egypt, and we are pleased that people are returning.

We work closely and productively with the Egyptian authorities. My officials are working with their counterparts on the ground to share their expertise in establishing effective security arrangements, and there has been good progress in improving security at Sharm El Sheikh airport and other Egyptian airports that fly to the UK. My officials have visited and advised all those airports on a regular basis over the past two years. The Government are committed to supporting the Egyptian Government to improve aviation security. We have a common fight against terrorism, and it is therefore our common aim to improve aviation security.

My Department’s global work on aviation security is an important part of the Government’s wider counter-terrorism strategy to keep our citizens safe wherever they are in the world. As we have worked with the Egyptian authorities, we are working with authorities in a number of other places in the areas that I have briefly outlined. It is not only about the provision of good equipment; many other improvements can be made to secure an airport.

With more British experts working side by side with host nations in the most vulnerable locations because we more than doubled our spending on aviation security in the spending review, we can reasonably say that we have delivered on our commitment in the strategic defence and security review.

The Prime Minister led the way last year in pushing for the adoption of the first ever United Nations Security Council resolution on aviation security, which has recently been developed into a global aviation security plan that the Government are strongly supporting. My Department’s enlarged global network of aviation security experts works in partnership with many host states to strengthen the global aviation security system by identifying vulnerabilities in aviation security regimes and developing options to mitigate each vulnerability in order to deliver improvements and maintain quality assurance. This drives up both capacity and capability. As I said earlier, it is not enough just to build capacity; we have to build capability.

I understand that Russia announced this week that it is lifting its ban on civilian flights. Is there any other airport in the world to which the UK uniquely bans flights? That appears to be the position with Sharm El Sheikh.

That will become a particular issue this week. We have brought 80,000 people back, but there are still about 30,000 left. We have emptier planes this week and greater consolidation of planes. We have 747s operating, and clearly a 747 replacing a short-haul Monarch aircraft leaves a gap for seats, so we are bringing flights together and more people will arrive back at a different airport. There will be a coach waiting for them that will take them straight back to their original airport, and the airports are making special arrangements on carpark access and fees to ensure that people do not lose out as a result. The CAA is managing a big bus operation and those people will get back to the place where they started.

Actually, the fall in the value of the pound was a factor in the collapse, although I agree with the Secretary of State that another factor was the UK ban on flights to Sharm el-Sheikh. Since that ban was introduced, the Egyptian authorities, with UK support, have gone to enormous lengths to improve security at that airport. I believe that every other western country has now lifted its ban. Could we now lift ours before even more people lose their jobs?

The right hon. Gentleman will know from his experience in Government that we take security issues very seriously. We have looked exhaustively at the issues around Sharm el-Sheikh. We have not yet taken the decision to resume flying there. I would love us to be able to take it, but we have to be mindful of the security concerns and the risks to the travelling public of the United Kingdom. I assure the right hon. Gentleman that as soon as we feel that we can take that step, we will. We hold back only for good security reasons.

I was going to say that I was pleased to see the Minister in his place, but he is not there—I am sure he soon will be. I am, however, delighted that my hon. Friend the Member for Cambridge (Daniel Zeichner) is in his place to respond on behalf of the Opposition, and I congratulate him on his promotion. This is the first time he has done so in a debate I have taken part in, and that is particularly appropriate today, given that he represents a constituency in the Anglian region.

I agree with much that the right hon. Member for Saffron Walden (Sir Alan Haselhurst) said in opening the debate. I particularly want to pick up his point about rail access to Stansted from Stratford. Well over 20,000 people in the borough I represent in east London work at Stansted airport. We have a bright and youthful population in east London, with many people looking for rewarding careers. Having a good rail service from Stratford to Stansted will be important for many of those people, as well as giving the airport access to key future talent, which will be very much in its interests.

I want, however, to focus on the potential contribution of another airport on the east side of London—London City airport, which is in my constituency. It is disappointing that the major capacity increase needed at London airports has been delayed yet again, this time to avoid embarrassing the Conservative party in the London mayoral elections. However, the expansion proposals for London City airport, which will be considered on appeal in a couple of months, can help to meet rising demand while we await the decision on Heathrow versus Gatwick.

I have a long association with London City airport. I was at its opening 29 years ago, as chair of Newham Council’s planning committee. I particularly welcome the imaginative and committed way in which the airport, with its “Take Off Into Work” initiative, is ensuring that local residents have access to the expanding employment opportunities it offers. Partly on the strength of that, it won last year’s all-party group on corporate responsibility award for national responsible business champion.

London City airport catered for 4.32 million passengers in 2015. Some 52% travelled on business, but quite a large group now travel on leisure flights. Ten airlines fly to and from the airport, mainly serving European destinations, although British Airways also flies to New York from London City. Some 2,000 people work at the airport, and its development will create 1,500 additional jobs by 2023.

The proposed expansion at London City does not require any increase in the movements allowed under the existing permission or any change to the runway. However, it does require larger aircraft parking stands to accommodate quieter and more fuel-efficient aircraft, such as those in the Bombardier C series, whose wings are manufactured in Belfast. It also requires a further seven stands for aircraft, a new taxi lane parallel to the runway to increase the number of movements per hour on the runway, and expansion of the airport terminal. Altogether that represents a £200 million investment, which will deliver increased capacity for the benefit of the Anglian region and the wider UK economy by 2018.

As the local planning authority, Newham Council gave the development permission last February. However, against the advice of his officials, the Mayor of London blocked the expansion. His letter of 26 March 2015 said that the application did

“not adequately mitigate and manage its adverse noise impacts.”

I am not entirely clear what the Mayor meant by that. The airport is appealing, and the appeal will be heard in March and April. The decision will then be made jointly by the Secretary of States for Communities and Local Government and for Transport, although we do not know precisely when.

I wonder whether the Mayor was concerned that an expansion of London City might dent his ambition for a Boris island airport.

That is possible. I think it might be more to do with his objection to expansion at Heathrow, and a feeling that to be consistent he needed to object to expansion at London City as well, but that is speculation on my part.

London City airport is the only London airport that does not operate night flights. It shuts from 10.30 pm to 6.30 am. It also closes for a full 24 hours from 12.30 pm on Saturday to 12.30 pm on Sunday. Of course, there are people who are concerned about noise from the airport, as is the case with any airport, but quite what the Mayor meant when, against the advice of his officials, he said there was not adequate mitigation and management of noise impacts, I am not sure. The plan includes £25 million for an enhanced sound insulation scheme, and the whole purpose of the plan is to allow the use of newer aircraft that are quieter than those that use the airport at the moment. It includes the introduction of a fixed noise contour enforced by the local authority, which will limit noise impact and incentivise airport operators to use quieter aircraft. I am disappointed that development at London City airport has been delayed.

Everyone recognises that additional airport capacity serving the Anglian region, London and the south-east is needed. Development at London City can provide extra capacity quickly, with the potential for nearly an additional 2 million passengers a year by 2023, while we await the longer-term decision on Heathrow versus Gatwick—I presume that is where the decision will land.

Of course, expansion at London City is a bit of a sticking plaster for the needs of the Anglian region and the wider UK economy, but it will be an extremely valuable step. Its delivery will have substantial economic benefits for east London, which is increasingly the focus for investment from outside and inside the UK, the home to more and more people, and an economic centre. The expansion of London City airport can only help and support it.

I take that on board.

The right hon. Member for Saffron Walden mentioned that the rail infrastructure around his airport is not nearly as good as the rail infrastructure around Heathrow and Gatwick. As a Scottish MP, all I can say is, “Welcome to the club.” We have to deal with that daily.

I will quickly address the comments of the right hon. Member for East Ham. Obviously, there is the issue of the Stratford link and ensuring that people in his constituency can gain employment by making it an easy move for them. There is also the promotion of London City airport. The right hon. Member for Saffron Walden will already be aware that, as soon as such a debate comes up, we get people from all over the country saying, “Our airport should be the one that is favoured,” or “Our part of the country should be favoured,” and supporting various airports that are close to their heart.

Certainly. I am a regular user of London City airport in the right hon. Gentleman’s constituency, and I am grateful for the services provided from that airport.

It is also a shame and a great pity that the hon. Member for Uxbridge and South Ruislip (Boris Johnson) is not here to support the proposal for Boris island. Perhaps he is too busy playing whiff-whaff—I do not know what he does in his spare time. The Boris island proposal is obviously another part of the discussion that maybe has to take place.

The hon. Member for Peterborough (Mr Jackson) helpfully not only highlighted the capacity issues but focused on economic growth for the eastern England corridor. He made the good point that that should also include Peterborough, which is a fine city. He also recognised that, under many parties that have been in UK government, joined-up strategic plans that support our air industry have been missing for a great number of years.

Like other Members, the hon. Member for Luton North (Kelvin Hopkins) highlighted Luton and the need for a more strategic approach—there seems to be more speed behind that. He also highlighted the weaknesses of the current report, which only considered the Heathrow-Gatwick dogfight. Many more passengers and cargo need to be moved from across the UK in a much more strategic way, rather than just focusing entirely on what he called a London-centric approach.

Virtually every airport that I have visited around the country shows increased passenger numbers and investment, both by the airports themselves and by the airlines that use them. I support the growth of regional airports. It is all about choice. We have a fantastic opportunity in this country to provide more choice, aside from the arguments that we will revisit later this year about the main decision on airport capacity at either Gatwick or Heathrow.

The smaller regional airports help to encourage investment and exports. They provide valuable local jobs and fuel opportunities for the economic rebalancing of their wider region or area. In the 2013 aviation policy framework, we emphasised the importance of regional airports for the availability of direct air services. Indeed, I prefer to call them local international airports rather than regional airports, because if someone lives in a region their local airport is their international airport.

Flights from those airports help to reduce the need for air passengers and air freight to travel long distances to reach larger UK airports. The Civil Aviation Authority’s statistics for 2014 show that the UK’s regional airports handled 92 million passengers, which was about 39% of the UK’s total. That underlines the point that the hon. Member for Luton North (Kelvin Hopkins) made about the importance of regional airports. Services from UK regional airports operated to more than 100 domestic and international destinations.

It is heartening to see that many of the airports that were impacted by the economic downturn a few years ago are now seeing real growth again, like the rest of our economy, and we want to see that growth continue. We warmly welcome the ambition of the UK’s airports. They are responding to local and regional demands by investing in their infrastructure to enable services to more destinations, better facilities and more choice for their passengers. That is particularly true for airports in the Anglian region.

At Stansted airport, passengers are seeing the benefits of a £260 million investment programme. That funding is transforming the airport and the passenger experience, with a terminal upgrade, improved security and immigration areas and investment in car parking facilities. It is not just the passengers who are benefiting from that investment. The airport has recently invested half a million pounds in a new education centre for five to 18-year olds to create an inspirational airport-themed learning environment for the local communities. That will encourage the next generation to consider jobs in the aviation industry. Indeed, I was pleased to hear about similar work being done at London City airport.

At Luton airport, a £100 million investment programme is seeing expansion of the existing terminal, investment in the latest security scanning technology and improvements to the airport’s forecourt.

Southend airport did not get much of a mention today, which I was a bit disappointed about. However, I will visit it in two weeks’ time. Substantial redevelopment of the airport has seen a new control tower, a dedicated rail station, improved terminal facilities and a runway extension. The Secretary of State for Transport had the pleasure of opening the new £10 million extended passenger terminal back in April 2014. Private sector investment at Southend airport has also meant the dedicated railway station being opened, providing direct rail links to the airport for passengers travelling on the line between Southend Victoria and London Liverpool Street.

We have heard from almost everyone who has contributed today that good surface access links to our airports are essential, because getting to and from an airport as quickly and easily as possible is vital for passengers. Also in Southend, investment by the Government is seeing improvements to routes in and around the town, including those to the airport. More than £38 million of funding has being provided through the local pinch point fund and local growth fund. In addition, funding secured by the South East local enterprise partnership will see further expansion of the Southend airport site to create a business park, commercial developments and jobs.

The Government’s plans for the first road period, from 2015 to 2020, include investments that will improve access to many of England’s major airports. For Stansted, that will include a technology upgrade on the M11 between junctions 8 and 14—incident detection improvements, automatic signalling, variable messaging signs and CCTV cameras will all benefit those travelling to Stansted airport. Further improvements are scheduled for passengers travelling to Stansted by rail.

Between 2014 and 2019, which is control period 5, Network Rail will deliver the construction of a third track between Tottenham Hale and Angel Road and power supply improvements on the line, along with a new station at Cambridge science park. Those changes will benefit passengers from the rest of the Anglian region and from London who travel by rail to Stansted.

I am well aware that my right hon. Friend the Member for Saffron Walden chairs the West Anglia taskforce, which I understand is looking at ways of improving rail connections between London Liverpool Street, north-east London, Cambridge and Stansted airport. We look forward to seeing the taskforce’s findings when they are presented later this year. During the debate today and on other occasions—often over breakfast—my right hon. Friend has made his own position on the issue more than clear.

At Luton airport, we have funded improvements connecting the M1 spur to the wider motorway network, improving access to the airport and helping to reduce congestion. The South East LEP has also secured more than £21 million of funding to improve road access for passengers and planned development around Luton airport. By the way, we will also consider the recommendations set out in the Transport Committee’s study of surface access to airports when they are published later this year. I was pleased to be able to give evidence to that Committee.

Given the Minister’s remarks, does he recognise the potential benefit of the expansion that is proposed at London City airport? Of course, that expansion is now subject to a planning appeal procedure, but it is a potentially worthwhile and significant addition to airport capacity for London, the south-east and the Anglian region, which could be delivered quite quickly.

I thank the right hon. Gentleman for making that point. I will be very careful about what I say in the light of the planning inquiry that is scheduled to take place in March. As he mentioned, the Secretaries of State for Transport and for Communities and Local Government will make the final determination on the application, so it would not be appropriate for me to comment. I very much enjoy using that particular airport. Indeed, I timed myself passing through security the last time I used the airport. It took just four minutes, which is just what members of the business community want. They want to arrive very late at the airport but still get on the flight, although I am not sure that the airport management would suggest that as a strategy.

Within the UK, airlines operate in a competitive and commercial environment, and we consider that they are best placed to determine which routes they operate and from which airports. We know that the commercial aviation market brings many benefits to air passengers. However, the Government also recognise that aviation plays an important role in connecting regions, so there may be occasions when aid is necessary to develop air services to airports where local economic conditions prove unattractive to airlines. However, we are conscious of the risk of competition being distorted by Government intervention in the commercial market. That is why we have been careful in balancing the commercial imperative with the need to provide support for new air routes from our smaller airports.

The Chancellor announced in November that 11 new air routes from smaller UK airports would be supported, with about £7 million of start-up aid over the next three financial years. Those routes—two of which are from Norwich airport and one from Southend airport—will begin operating from this spring, and they will provide domestic links between England, Scotland and Northern Ireland, as well as international connectivity to France, Germany, the Netherlands and Ireland.

I am conscious that Humberside MPs met, I think in 2013, to discuss just these issues in the Department. I was with my hon. Friend in his constituency very recently looking at transport matters. Actually, I think the Government can do better in co-ordinating the relationship between road investment and ports and other modes of transport. I think all Governments have neglected that and we can do more. I will certainly take up what my hon. Friend suggests.

The Government are committed to increasing walking and cycling. We have more than doubled the funding compared with the previous Administration. We added a section to the Infrastructure Act 2015 that places a commitment on Government to produce a cycling and walking investment strategy. In addition, our funding for bike and rail has put us on track to triple the number of cycle places at rail stations.

I am delighted that an excellent campaign forced Ministers to concede the cycling and walking strategy in the Infrastructure Act. When are we now going to get a strategy with proper resources and targets? When will Ministers implement the powers in part 6 of the Traffic Management Act 2004, so that councils outside London are finally able to enforce those powers against driving in cycle lanes?

I am very proud of this Government’s record. Indeed, when we discussed this with officials on the Infrastructure Act they said, “But Minister, it doesn’t need to be in there. You are doing this already.” I said, “Put it in anyway to underline that fact.” I am very proud that, while we inherited £2 a head spending on cycling, we have increased that to £6 a head and in our cycling ambition cities we are already delivering £10 a head. However, I know that driving in cycle lanes is an issue of great concern to cyclists, whose safety is paramount.

I had a very interesting visit with my hon. Friend when I went to Nuneaton station, when he made the case for a number of extra services that he would like to see calling there. I understand his bid for the academy. I am slightly worried as I am not sure what we will talk about on HS2 when we have made a decision on the location of the academy

One thing I think we will talk about is the review of connections between HS2 and the continent, which the Secretary of State announced almost two months ago. When does he envisage that review being complete?

I am grateful to my hon. Friend. He rightly says that he never loses an opportunity to make clear his objection to this viaduct. It was part of a route realignment which was done initially to help mitigate some of the effects around Lichfield, but once the Bill is deposited and following Second Reading there will, of course, be an opportunity for those directly affected to petition the Select Committee.

I am afraid it is beyond my capacity to decide what trains the relevant train company will run, but I doubt we can predict exactly what the train times will be in 10, 15, 20 or 30 years’ time.

Members will be glad to hear that I have nearly finished. The Liberal Democrats know that a modern, high-speed, national rail network is vital to the future of this country. Consequently, I fully support the Bill and amendment 17.

I rise to support amendment 17 and I will support the Bill later, too.

I want to pick up on one particular point that the right hon. Member for Chesham and Amersham (Mrs Gillan) made at the beginning of the debate and with which I agree, namely the connectivity problem with HS2, particularly the lack of a proper link to High Speed 1. That is a serious problem and it needs to be addressed. I recognise that there has been some improvement in the view of how the two high-speed lines should be connected, but the current proposal—this is extraordinary—is for a single track, shared connection and a capacity of only three trains per hour going rather slowly.

The argument is that that is sufficient capacity for the international services likely to be coming to High Speed 2 from the channel tunnel. That may be correct, at least in the early years: three an hour may be enough. However, with that constraint in place, it would be impossible to run regular domestic services from High Speed 2 to High Speed 1, even though we need those regular connections. Research commissioned by my local authority, the London borough of Newham, suggests that there could be demand for seven trains per hour on the interconnection between HS2 and HS1 to meet the needs of domestic services.

I have found this discussion interesting. I agree with the point made by the hon. Member for Folkestone and Hythe (Damian Collins) about the regeneration benefits of HS1, and they are largely due to domestic services. I think, therefore, that the new high-speed line has to be built with sufficient capacity for the domestic services we will need. We certainly want HS2 to connect to Kent, East Anglia and other destinations, and we need proper interconnection between the two high-speed lines in order to facilitate that.

I am aware of the right hon. Gentleman’s interest in regeneration. Does he agree with my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan) that the Bill does not put a cap on the amount that will be spent? The figures that are quoted go from £14 billion upwards. I am sure he agrees that there are other infrastructure priorities in our constituencies, such as housing, and that there are areas in desperate need of regeneration. Does he not think that supporting this project will deprive those other valuable projects of finance?

I think that investment in this project will contribute to national wealth. My concern, however, is that it should be adequately designed and planned. To have a single track connecting High Speed 2 and High Speed 1, with a capacity of three trains an hour, is a mistake.

I will make one more point before I give way to my right hon. Friend because it relates to the concerns that he has raised.

If there were a proper link between High Speed 1 and High Speed 2, some of the trains coming towards London on High Speed 2 would not have to terminate at Euston. Some could run on to High Speed 1, some could terminate at Stratford International station, in which I have a particular interest, and some could run further along High Speed 1. As a result, significantly fewer platforms would be required at Euston than are proposed and there would be a reduction in the big problems in my right hon. Friend’s constituency, to which he has rightly drawn attention.

I am sure my right hon. Friend is right that the proposal to have a tunnel from Old Oak Common to Primrose Hill and to run the rest of the connection above ground across Camden Town will not provide an adequate service. It will certainly wreak destruction in Camden Town, which the people behind the project denied until recently. As an indication of their general incompetence, when the cost of that proposal went up from £170 million to £300 million, they said that it was because of unforeseen circumstances, including the need to widen the line.

I am grateful to my right hon. Friend. I am aware that the proposal for that interconnection is now rather more costly that it was initially. However, as far as I can see, the problem has not been solved. There is still a limit of three trains per hour, which is clearly insufficient. I warmly welcome amendment 17.

Just to help the right hon. Gentleman on the question of whether the expenditure on High Speed 2 will come at the cost of investment in existing infrastructure, which might provide the kind of connection that he is seeking, “The Strategic Case for HS2”, which was published yesterday, states:

“Between 2014 and 2019, Network Rail will spend over £35bn allowing it to continue a substantial programme of expansion and renewal.”

That might allow him to seek the kind of amelioration that he wants.

I have raised this matter with Ministers before, but I ask the new Minister for the first time to pay particular attention to the connectivity problem between High Speed 1 and High Speed 2, which was highlighted by the right hon. Member for Chesham and Amersham.

I welcome the Under-Secretary of State for Transport, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill), to the Front Bench. It is a pleasure to see him there.

Unaccustomed as I am to public speaking, at least from this side of the Chamber—I must say what a great view one gets from the back of the stands—I am happy to speak in support of amendment 17.

I know that the hon. Member for Hayes and Harlington (John McDonnell) has had to go to Westminster Hall to check up on GCHQ, but, to use words that he would understand, I give him my fraternal solidarity and will support amendment 23. I know that it is rather impractical, but that does not always stop us supporting an amendment. The issues with Heathrow, which affect his constituents badly, also affect mine.

As the Heathrow loop is in the second phase of the project, we cannot have a decision on it. The Minister said that connectivity with Heathrow will be amply secured through Old Oak Common, so regardless of any decision on the expansion of Heathrow, which I hope will not happen, perhaps we can save a bit of money and scrap the Heathrow loop straight away. That would bring great benefits to the London borough of Hillingdon where we stand as one, although not to my constituency specifically because there will be tunnelling there. My hon. Friend the Member for Ruislip, Northwood and Pinner (Mr Hurd) and I face some severe problems. It would help immeasurably if there was no Heathrow loop, because the tunnelling could be extended past the houses in Ickenham. There is understandably a considerable amount of opposition to HS2 emerging just next to those properties.

I will not take long, because I want to get on to the proposals on compensation and mitigation. Perhaps I am being rather optimistic. It is a very important subject. I would like to have had the chance to mention the awful position of the Hillingdon outdoor activities centre. I want that to be looked at. My hon. Friend the Member for Ruislip, Northwood and Pinner has written to the Minister about various matters and I back him up entirely.

Unlike the hon. Member for Hayes and Harlington, who will oppose the Bill tonight, I will support it in the hope and expectation that our gentle requests will be looked on more favourably if I am not too much of a pain during this early outing on this matter. However, I say to my right hon. and hon. Friends on the Front Bench that after this rare outbreak of good-natured bonhomie, I will be going back to the default position of grumpy old man of Uxbridge.
