Commons ChamberThat is an extremely important question. I recognise that dementia is a huge issue that impacts on the entire country and, indeed, many Members on both sides of the House. We are absolutely committed to the research that is fundamental to addressing the problem, and our fair pay agreement is about not just pay but training and terms and conditions. We will be ramping up dementia training for our adult social care workforce.
The Labour manifesto spoke of the need for a consensus on social care, and the Secretary of State has said that he wants to reach out across the political divide—although the message does not seem quite to have reached the Minister yet. During Health and Social Care questions in July, the Minister said that there would be announcements in the near future, but since then we have heard nothing. We are ready to talk; when will the Government be ready?
By cutting mental health waiting lists and intervening earlier, we can get this country back to health and back to work. There are 2.9 million people who are economically inactive, a large proportion owing to mental health issues. Many people can be helped back into work through talking therapies. We will put a mental health professional in every school and roll out 8,500 specialists. I would be happy to meet my hon. Friend to discuss the matter further.
The Conservative chaos continues. It truly beggars belief that just weeks after the Prime Minister negotiated the Windsor framework in February last year, he promptly brought forward immigration legislation that appears to have left Northern Ireland with immigration rules that are different from those for the rest of the UK. Concerns about the Illegal Migration Act 2023 were raised at the time by the right hon. Member for Belfast East (Gavin Robinson), as he has just pointed out; why did the Government choose to ignore his warnings? I do not believe that the Minister answered the questions that the right hon. Gentleman just put to him.
We on the Labour Benches are utterly committed to upholding both the Good Friday agreement and the Windsor framework in all their dimensions, but this Government appear to be more committed to their failing Illegal Migration Act. Can the Minister assure the House that nothing that the Government do will in any way compromise the Good Friday agreement or the Windsor framework?
For those who are understandably struggling to keep up with the never-ending stream of immigration legislation that has been flowing from this Government, the Illegal Migration Act was the second of three Bills, all of which had one goal in mind—sending asylum seekers to Rwanda—and all of which are completely failing on their own terms. It has been a shambles from start to finish. Meanwhile, we on the Labour Benches are clear about the problem that we face: large numbers of desperate asylum seekers are crossing continents, exploited by criminal smuggling gangs who operate routes across the English channel, and are being met by an incompetent and clueless Conservative Government who have lost control of our borders and are addicted to headline-chasing gimmicks.
In contrast, the Labour party would never have gone down the Rwanda rabbit hole. Instead of wasting taxpayers’ money on Rwanda, we would introduce a new border security command, with extra resource and new powers to go after the criminal gangs. Instead of using expensive asylum hotels, we will deliver our backlog clearance plan, and will have a new returns unit to remove people with no right to be in the UK. I once again urge the Minister to stop flogging this dead horse of a Rwanda policy, and to instead adopt Labour’s pragmatic plan to stop the Tories’ small boats chaos and fix our broken asylum system.
I thank the Minister for advance sight of his statement, but I have to say that this really is getting quite difficult to watch. Not for the first time, the Minister has come to the Dispatch Box desperately fishing for compliments, when it is his Government, his Home Secretary and his Prime Minister who are the cause of the catastrophic state of both the work-based migration and asylum systems. This is their bin fire—their chaos—yet they expect praise each time they half-heartedly attempt to throw a single teacup of water towards the flames.
Net migration has trebled since 2019 to a barely comprehensible 745,000. Under this Government, the number of people crossing in small boats has spiralled from a few hundred in 2018 to tens of thousands every year. It was toe-curlingly embarrassing to watch the Minister claim that he has made “solid progress” on stopping the boats, when this year the number of crossers is at the highest level on record—more than 7,000 between January and April.
It was excruciatingly painful to watch the Home Secretary boast on social media about removing people with no right to be here, when the removal of failed asylum seekers has collapsed by 44% under this Government since 2010, when the removal of foreign criminals has plummeted by 27%, and when he has completely lost track of the 3,500 asylum seekers he claims have been identified for deportation to Rwanda. It is also painful to hear Government figures bragging in the media that their Rwanda policy is somehow a success because a single person, who did not even cross the channel on a small boat, has chosen to fly to Rwanda voluntarily, with thousands of pounds of Government money stuffed into his pocket by the Home Secretary. This is not a policy; it is a headline-chasing gimmick, a fiasco and a farce.
Labour has been absolutely clear that we reject the £500 million Rwanda scheme, based on its unaffordability and unworkability. It will cover only 1% of small-boat asylum seekers, and the Government have no plan for the other 99%. We will repurpose that money to smash the criminal smuggler gangs with our new cross-border police unit and a security partnership with Europol. Crucially, our new returns and enforcement unit will ensure that more flights take off to other countries, which will remove foreign criminals, failed asylum seekers and visa overstayers so that we can restore some control and integrity to our asylum system in a way that is firm, fair and well managed. We will also end the use of 250 asylum hotels and other inappropriate accommodation for asylum seekers, which is costing the British taxpayer millions of pounds every single day.
It is painful to hear the Minister bragging today about the reduction in the number of health and social care visas awarded as a way of bringing down net migration—first, because it is based on such a small data sample; secondly, because this is only one sector of the economy; and, thirdly, because the Minister seems to care not one iota what the reduction in workers will mean for our elderly parents. Where is the impact assessment, and where is the plan to recruit local talent?
Can the Minister explain why net migration has trebled since his party pledged during the 2019 general election to lower it? Will he admit that the huge surge in work-based migration over recent years is evidence of this Government’s total failure to deliver on domestic skills and training? Labour pushed the Government into scrapping the unfair 20% wage discount for jobs on the shortage occupation list, which allowed companies to undercut British workers by hiring overseas. Can he explain why it took so long for his party to steal our policy?
On asylum, Home Office sources have told The Times that only 400 to 700 detention spaces are reserved for migrants who are due for deportation to Rwanda. Can the Minister confirm that this equates to less than 1% of the current asylum backlog in the UK? The Prime Minister promised to detain everyone who has crossed the channel on a small boat—over 30,000 last year. Given that we have only 2,200 detention spaces, what will happen to the remaining 28,000?
The Government’s immigration and asylum policies have failed. We need to put the grown-ups back in charge so that we can fix this broken system and once again give our country an asylum and immigration system that it can be proud of.

That is why Labour would instead repurpose the money that is being squandered and set aside for the scheme into a cross-border police unit and security partnership, which would go after the criminal gangs upstream and restore order to our border.

Commons ChamberUnder successive Conservative Governments since 2010, returns of failed asylum seekers have collapsed by 44%, and returns of foreign national offenders have fallen by almost 30% over the same period. For all the Government’s tough talk, only 2% of those arriving on small boats since 2018 have been returned anywhere, yet Ministers are still resisting Labour’s plan for a new returns and enforcement unit to ensure the swift removal of those with no right to be here. Meanwhile, over the weekend, more people crossed the channel in small boats than will be covered in the entire first year of the Government’s failing Rwanda scheme. Will the Minister stop the headline-chasing gimmicks and instead commit to setting out his plan for the 99% of people currently stuck in the asylum system who will never be sent to Rwanda?

Commons ChamberSince our last Home Office questions, the list of Government failures on immigration has continued to grow relentlessly: 30,000 asylum seekers stuck in limbo, unable to be processed due to the Prime Minister’s legislative fiasco; 250 visas awarded to a care home that does not actually exist; net migration trebled; and criminals free to fly into our country undetected on private jets. Having just sacked the independent inspector of borders and immigration, is the Home Secretary sitting on 15 different reports by the inspector because he is checking for typos, or is it because he is utterly terrified of what those reports will tell us about this Government’s shambolic and failing immigration system?

Commons ChamberThe shambolic incompetence of this Government across every aspect of its disgraceful mismanagement of our country’s asylum system knows no bounds, but today I will highlight a particularly egregious example. We already knew that the number of removals of asylum seekers whose claims had been rejected had collapsed by 50% since Labour left office in 2010, but over the weekend it emerged that the Home Office had lost contact with an astonishing 85% of the 5,000 people who have been identified for removal to Rwanda. Where on earth are those 4,250 asylum seekers who have gone missing?
Will the Home Secretary drop all the smoke and mirrors and acknowledge that the Rwanda plan is just an extortionately expensive and unworkable distraction? When will he adopt Labour’s plan to recruit 1,000 additional immigration enforcement officers to a new returns unit, so that we can have a system that is based on common sense—
No, it is not “thank you”. I have to get a lot of people in and this is totally unfair. The question was very, very long, and I was coughing to get the hon. Gentleman to stop, not to continue. That is the signal we need to understand. If the hon. Gentleman does not want a particular Back Bencher to get in, I ask him please to point them out, because this is giving me that problem.

We owe many Afghans a debt of gratitude for supporting British aims in Afghanistan. In the summer and autumn of 2021, the UK Government rightly promised to honour that debt by offering those Afghans resettlement in the UK. However, the Government’s Operation Warm Welcome fast became “Operation Cold Shoulder”. Of those Afghans who made it to Britain, 8,000 were crammed into hotels over a two-year period. They were then evicted, without consultation with local authorities, leaving many Afghan families facing homelessness this winter.
Worse, the Prime Minister last November personally gave instructions to Ministers that no more flights should be chartered from Pakistan to bring Afghans who have a right to resettlement here to the UK, despite more than 3,000 Afghan refugees being stuck in hotels in Pakistan, when the British Government had promised those very individuals refuge in the UK through the ARAP and ACRS.
Keeping those loyal-to-Britain Afghans in limbo was shameful enough, but even more disgracefully the Prime Minister changed tack only when the Pakistani Government started threatening to send those loyal-to-Britain Afghans back to Afghanistan to meet their fate at the hands of the Taliban. In short, the Government of Pakistan have strong-armed our weak Prime Minister into delivering something that it was our duty as a country to deliver in the first place. That is a truly shameful and humiliating state of affairs.
What we now need to know from the Minister is: how many flights has he chartered? When will they be running from and until? What assurance has he received from the Pakistani Government that they will extend the deadline for Afghans who are to be expelled back into Afghanistan until after all the UK flights have been completed? Are the Government aware of any cases of Afghans eligible under ARAP or ACRS who have been forcibly returned to Afghanistan from Pakistan? If so, what steps are the Government taking to bring those people to safety as a matter of urgency? Finally, what progress has he made on clearing the record high asylum backlog and securing accommodation for these Afghans, whom we desperately need to get out of Pakistan as rapidly and urgently as possible?

Commons ChamberIt has been more than a month since all 39 asylum seekers were hauled off the 500-capacity Bibby Stockholm because of the detection of legionella, but the Home Secretary is yet to give a date for when the barge will actually be ready for use. We still do not know why she chose not to wait for the legionella results before ploughing ahead, and why her Minister was so slow to act once the results came in. We are still yet to hear a denial from the Home Secretary that it is one of the most lethal strains of the bacteria, as reported in the media. Today, will she set out her responses to those questions and confirm the exact cost of the barge? Half a million pounds per month to house zero asylum seekers on this floating symbol of failure feels utterly extortionate. Why is it that the only boat this Government have managed to stop is their own?

Commons ChamberThe Government’s destruction of their own asylum system can best be described as an act of arson and their plans to fix it are utterly farcical. They have sent more Home Secretaries than asylum seekers to Rwanda. They sent the Prime Minister on a victory lap in Dover, apparently failing to notice that the weather improves over the summer and the boat numbers increase. And they were in such a flap about losing votes on their bigger backlog Bill that they resorted to dragging Lord Lebedev of Siberia into the Division Lobby. Now the Court of Appeal ruling has revealed that Rwanda is able to process only 100 claims per year—around 0.3% of those who arrived on small boats last year. Can the Minister tell me what he is planning to do with the remaining 99.7%, and does he therefore agree that the prospect of the Rwanda plan actually deterring any migrant from crossing the channel is close to zero?

International students are much-valued contributors to our world-class higher education system, which is a great asset to our country. We and Universities UK recognise that a tenfold increase in the number of dependants joining students in the UK since 2018 creates significant challenges and that enforcement measures are long overdue. Therefore, as the Leader of the Opposition has made clear, our entire Front-Bench team does not oppose these changes for masters students.
However, as usual, the Government have failed to deliver an impact assessment for the new rules and have left many of the details vague. How many people will this change affect, in terms of both students and dependants? What will the actual impact be on the numbers? The Office for National Statistics defines an immigrant as somebody who has been here for more than a year or who is coming for more than a year, yet masters students are typically here for less than a year.
What is clear is that dependants of students are only a fraction of the story. In their 2019 manifesto, the Conservatives acknowledged that the Brexit vote was a bid to take back control of immigration, but since then net migration has skyrocketed from 226,000 to 500,000, which is a record high even if we exclude Ukrainians and Hongkongers. The number of work visas has increased by a staggering 95%. We are clear that that has happened because for 13 years, the Conservatives have failed to train up Britain’s home-grown talent to fill the vacancies we have and because there are 6 million people on NHS waiting lists in England alone, most of whom wish to return to the workforce.
We want and expect net immigration to reduce, and we have set out plans for how we will get more of Britain’s workers trained up and back to work. Today, the Leader of the Opposition has announced that we will ditch the flawed Government policy that allows businesses to undercut British workers by paying migrant workers 20% less in sectors assigned to the shortage occupation list. Will the Minister commit to scrapping the 20% wage discount on the going rate for shortage occupations? Nothing could be clearer: the Conservatives have lost control of immigration. We are committed on the Opposition Benches to maximising opportunities for Britain’s home-grown talent.

Commons ChamberEnding the small boat crossings is one way of reducing immigration, and Labour has a five point plan to do just that, but asylum seekers are only a fraction of the net migration total. The reason net migration is so high in Scotland and across the UK, and the reason businesses are over-reliant on migrant labour, is that, for 13 years, the Conservative party has failed to train up our home-grown talent. It has slashed the skills budget, and failed to get people off record-high NHS waiting lists and back to work. Labour has set out plans to do each of those things, because we want and expect immigration to come down, and yet the Prime Minister and the Home Secretary are clearly at loggerheads on the issue—it appears that the right hand does not know what the far-right hand is doing. Is the Home Secretary still committed to the 2019 Conservative manifesto pledge of bringing net migration below 226,000? If so, does she think that the Prime Minister agrees with her?

Following the exchange I just had with the Secretary of State, I want to underline the point that her office has declined and said that she would not be interested in meeting the all-party parliamentary group for steel and metal related industries. While she did come to visit the Port Talbot steelworks in my constituency, which of course I welcome, I was not invited to join her on that visit, whereas I understand the hon. Member for Scunthorpe (Holly Mumby-Croft) was invited to join her on the visit to the Scunthorpe steelworks. I just want to set the record straight on those points.
Does the Secretary of State want to come back on that?

Commons ChamberThe Government’s new asylum legislation is a sham that is set to worsen the backlog, because they do not have the facilities to detain tens of thousands of asylum seekers, or a returns agreement in place with the EU to send back those deemed inadmissible. For all her taxpayer funded photo ops this weekend, the Home Secretary has seemingly failed to bung the Rwandan Government enough money for them to increase the number of asylum seekers they are ready to take this year. For a deterrent to be effective, it has to be credible, yet these plans are just empty threats. Will she tell us where she expects to detain the tens of thousands of asylum seekers forecast to arrive this year, where she expects to remove them to, when Rwanda clearly has no intention of taking more than a very small proportion of those who she expects to arrive this year, and when this Government will get out of the way, so that Labour can deliver its five-point plan to stop the boat crossings?

Commons ChamberIn 2019, the then Conservative Home Secretary said that she would end small boat crossings in a matter of months. Since then, the number of crossings has increased from 1,000 to 45,000, with the criminal gangs laughing all the way to the bank. Last year, Ministers promised that the Nationality and Borders Act 2022 would deal with the crisis, but in fact it has caused the asylum backlog to spiral out of control, forcing the British taxpayer to foot the bill for an extra £480 million in six-monthly accommodation costs. Now, Ministers are making all the same empty promises again. The Refugee Council says that the latest Government proposals will cost the taxpayer an extra £1 billion every six months, without anyone being returned anywhere. Does the Minister agree with Albert Einstein that doing the same thing over and over again and expecting different results is a definition of madness?

Commons ChamberThe Nationality and Borders Act 2022 is profoundly counterproductive legislation, as illustrated by the fact that, since it was passed, the number of dangerous crossings has reached a record high. The Act includes the so-called inadmissibility clause, but the fact that the Government have failed to negotiate a returns agreement with a single European country means that just 21 out of 18,000 inadmissible people have been returned. Sending 300 asylum seekers to Rwanda will not even touch the sides of that 18,000. Does the Minister recognise the inadequacy of the legislation? Will he explain why the Government’s utterly self-defeating approach has led directly to the British taxpayer footing an extra bill of £500 million?

Commons ChamberThe Nationality and Borders Act 2022 establishes a new category of asylum seekers that the Government claim are not permitted to claim asylum in Britain and should therefore be removed, but because the Government have failed to secure a returns agreement with France, and because their Rwanda policy is completely unworkable, 16,000 people in this category have been stuck in limbo waiting an additional six months for a decision, at huge cost to the British taxpayer. Of those 16,000 waiting in limbo, only 21 have been returned since the Act came into force. Do Ministers therefore accept that their own legislation is adding further delays, cost, chaos and confusion to an already broken system while doing next and nothing to remove failed asylum seekers who have no right to be here?

Commons ChamberI welcome the Minister to his place. The Home Secretary has stated that after 12 years of Conservative government the asylum system is “broken”. We agree, and it is the Conservative party that has broken it. The Government are processing just half the number of asylum claims that they were processing in 2015, and as a result the British taxpayer is footing a £7 million hotel bill every single day. Their failure to replace the Dublin agreement on returning failed asylum seekers, their failure to crack down on the criminal gangs, and their failure to get agreement with France have also increased the backlog.
This catalogue of chaos has led to the overcrowding in Manston, for which the right hon. Member for North Thanet (Sir Roger Gale) has directly blamed the Home Secretary. The previous Home Secretary revealed today that on 20 October he received legal advice that Manston was
“being used, or in danger of being used, as a detention centre”,
and he took emergency measures to work within the law. However, the current Home Secretary met officials on 19 October, just before she was forced to resign for breaching the ministerial code. Can the Minister please confirm that the Home Secretary refused to take those same emergency measures, and can he explain why she ignored the advice that she was repeatedly given over a period of several weeks? The Home Secretary told the House just a week ago that she did not ignore legal advice. Can the Minister tell the House now whether he believes that statement to be correct? The key question on Manston is whether legal advice was followed or not. Given the Minister’s unlawful approval of a Tory donor’s housing project in his previous brief, is he really best placed to make that judgment?
We know that 222 children have gone missing from asylum accommodation. What are the Government doing to find those missing children, to prevent more children from going missing, and to meet their legal obligations to vulnerable children?

Commons ChamberWe owe loyal-to-Britain Afghans a debt of gratitude and honour, yet with 10,000 of them still stuck in bridging hotels, at huge cost to their mental health and a cost of £1.4 million a day to the taxpayer, it looks as though Operation Warm Welcome has become operation cold shoulder. It is little wonder that the Minister for Refugees resigned yesterday in despair. Further still, the Government have broken their promises to vulnerable Afghan groups such as women judges and LGBT activists. Can the Minister therefore tell us why, if British Council employees and Chevening scholars can apply for asylum in the UK from within Afghanistan, pathway 2 of the Afghan citizens resettlement scheme does not allow women judges and LGBT activists to do the same? Does he accept that these failures put Afghan lives at risk, bearing in mind that the Taliban have already conducted at least 160 reprisal killings?

Commons ChamberThe chaos at the Passport Office reflects the wider failures of a Home Office that is simply not fit for purpose under this Home Secretary. The Government have had two years to prepare for a spike in passport applications after the pandemic. They were warned repeatedly about the possible backlog, but they have clearly not acted quickly enough to solve the problem. Can the Minister please explain why that is the case? Can he also tell us how many agency staff are now working to clear this backlog?
The Government have already changed the three-week target to a 10-week target. At the last urgent question on the subject, the Minister insisted that the 10-week target did not need to be adjusted. Given we now know that it is being repeatedly missed, is that still the case or has he changed his position? Can he confirm what the current average period from passport application to receipt of passport actually is?
Some of the cases colleagues are hearing about from their constituents are truly awful. In one case, a couple were trying to get back into the country with their new-born baby after the husband’s two-year work contract in France came to an end, but, having waited two months for a passport, they faced the daunting prospect of having to leave France without a passport for their baby.
The Minister will be aware of the problems MPs and their staff have had accessing any guidance from the Home Office helpline. Is that being addressed? The Prime Minister has threatened to privatise the Passport Office as a solution to this mess, but is it not the case that the privatised TNT courier service is already a major part of the problem, beset with long delays? Surely what we need is genuine leadership and strategy from the Home Secretary. The Home Office contract with TNT is due to end in July. Given its complete failures in delivering passports on time, can the Minister confirm whether the Home Office plans to renew TNT’s contract? Finally, given the thousands of pounds lost when holidays are cancelled, does the Minister accept that the Passport Office’s backlog chaos is making the cost of living crisis worse?
A Government who fail to plan are a Government who plan to fail, and the British people are paying the price for this latest in a growing list of Home Office failures.

Ukraine is on the frontline of the fight for the values that we in Britain hold dear: democracy, liberty and self-determination. It has therefore been truly inspiring to see 200,000 British households willing to open their doors to Ukrainians—largely women and children—who are fleeing Putin’s barbaric war. Somehow, though, the Home Secretary has managed to turn this inspirational story of British generosity into a bureaucratic nightmare.
The Opposition of course welcome the two visa routes that the Government have opened, but we have grave concerns that the Home Secretary’s poor leadership has meant that the ambitions and generosity of the British people are not being matched by a Government who seem to be more interested in chasing headlines than fulfilling practical tasks and duties.
The latest figures show that of the 74,000 visa applications under the Homes for Ukraine scheme, just 11,100 have arrived—and this is several weeks after the scheme went live. In these matters, I usually try to assume that such things are down to cock-up rather than conspiracy—especially when it comes to the Home Office under this Home Secretary—but will the Minister expand on claims by a whistleblower who was contracted by the Home Office that the Government are deliberately withholding visas for a single child in a wider family to prevent the whole family from arriving? I have been alerted to the case of a family who were told that their visas were ready, but when they went to collect them, the one for their three-year-old child was not there. There are many other deeply troubling cases of this nature. How on earth can this be happening? I sincerely hope it is not deliberate.
Members from all parties have been deeply frustrated by the speed at which the Home Office has responded on casework. For too many, the so-called hotline has gone stone cold. Yesterday, the queue for the MP queries desk in Portcullis House was more than three hours long. What is the Home Secretary doing to sort this mess out? Why is it that, even though she has taken caseworkers off the Afghan scheme—which has run to a standstill, with 12,000 Afghans stuck in hotels, at huge expense to the British taxpayer—she still cannot manage to organise a system that works for Ukraine? It is simply not good enough. I hope the Home Secretary and the Minister can provide answers. Our constituents deserve them, and so do those Ukrainians whose relatives are sacrificing their lives in the fight for freedom.

The Opposition support the call of the Welsh and Scottish Governments for the UK Government to offer sanctuary to Ukrainians who are fleeing the horrors of war, but the UK Government’s response has, once again, demonstrated the toxic combination of incompetence and indifference that are the hallmarks of this Home Secretary and her ministerial team.
Over the weekend, the Minister, who is responsible for safe and legal migration, tweeted that the Ukrainians who are running for their lives should apply to come to our country on seasonal fruit-picking visas. That tweet was the modern-day equivalent of “Let them eat cake.” Thankfully he has deleted it, but will he now come to the Dispatch Box to apologise unconditionally for that tweet? Will he also offer swift, well-managed and safe sanctuary to these victims of Putin’s barbarity who require our support?

The Minister spoke about the future soldier programme in general terms, which connects to the Armed Forces Act. He made a welcome concession by agreeing to publish data on both investigations and prosecutions at all stages of the service justice system. What will the Government do if conviction rates for one or more of these serious crimes are concerningly low? Will the Government reconsider their approach and finally recognise that these cases should be dealt with by the civilian judicial system, and what impact does the Minister think that the Armed Forces Act 2021 will have on the Government meeting the target they have set themselves for 30% of Army recruits to be—

I rise to speak in favour of amendments 6 and 7 and new clause 1, which have been tabled in my name and those of my right hon. Friend the Member for Don Valley (Caroline Flint) and many other Members across the Committee. Before I do, however, I want to briefly say that I will be voting for the Bill this evening. That is because I have always been clear that the worst possible Brexit outcome would be a catastrophic no-deal crash-out that severely damages the security and economy of our country and our communities. This is why an extension of any kind is far superior to crashing out on 31 October.
I and other colleagues from across the Committee are, however, deeply concerned that it is nearly three years since MPs voted to trigger article 50 to leave the EU and our nation is still stuck in limbo. We believe that if the UK does not specify the purpose of the extension, we will end up in exactly the same position on 4 January as we are in today on 4 September. The public are getting increasingly tired of this and, like Parliament, increasingly polarised. Finding compromise, or indeed any route forward, will only become more difficult as time goes on. A further extension to the timetable to leave the EU without a very good, clearly defined purpose will leave most of the country banging their heads against a brick wall. The public are fed up of talking and hearing about Brexit. Most people, regardless of what some campaigners may like to tell themselves, would like to see the referendum result honoured. Therefore, amendments 6 and 7, together with new clause 1, aim to set a purpose for the extension request until 31 January. The explicit purpose, we state, should be to pass a Brexit Bill, and, more specifically, to pass something similar to the withdrawal agreement Bill that was drafted in May 2019 as a result of cross-party talks.

Commons ChamberI agree absolutely that if the Government are serious about rebalancing the British economy, which is grossly skewed towards London and the south-east, that has to start with infrastructure investment. The difference between the per capita sums that are spent in London and the south-east and those that are spent in the rest of the country is a chasm that has to be filled.
When the Prime Minister famously declared in Wrexham that “nothing had changed”, she did so in front of a sign claiming that she had a plan for a “strong and prosperous future”. But building that future requires investment, not platitudes; action, not warm words. More than a year ago, the Hendry review—a Government- commissioned review, carried out by a former Conservative Minister, no less, reported back, calling for the Swansea bay tidal lagoon to get the go-ahead. It is a groundbreaking project that would power 150,000 Welsh homes for 120 years, creating thousands of jobs and using Port Talbot steel. Yet nothing has happened. Fourteen months on, and the Government have not even bothered to respond to the review. It is just like the sector deal for steel. For six months, a comprehensive plan for how we can turn our steel industry from one that is surviving into a sector that is thriving; a plan that would allow our communities to fulfil their potential, has sat on a shelf, gathering dust. The plan would mean an additional £1.5 billion of investment over the next five years, increasing production by 40%, creating 2,000 more jobs, training 200 more apprentices a year and increasing investment in R&D. It has the support of all the steel companies and unions, but to unlock that investment, the Government need to act to cut energy prices, which are, on average, 50% higher than those of our competitors.
The steelworkers of Port Talbot, Llanwern, Trostre and right across Wales have shown the lengths they will go to to save our steel industry, but when they agreed to changes in their pensions to save the industry the Government did nothing. They ignored our calls for changes to deemed consent that would have helped many to maximise their savings, and they did nothing when dodgy pension advisers—vultures—swept in to rip off our steelworkers.
Since the 2015 election, Labour MPs have called on Ministers over 700 times to stand up and support our steel industry. While the Business Secretary was on a jolly in Australia, I was in Mumbai with Community union fighting for the future of our steelworks and our industry. How much longer is this meant to continue? On the tidal lagoon and steel, we seem to have a Government incapable of making any decision, a Government frozen by their own ineptitude and shortcomings. While the Westminster Tories have stood by and done nothing, Welsh Labour has gone to the very limits of what it can do, announcing tens of millions of pounds of support for the Welsh steel industry and a plan for millions to support the lagoon. While the Tories stand by, Welsh Labour stands up.
Without more powers, however, there is only so much we can do. That is why powers must be given to Cardiff Bay, not hoarded by Westminster after Brexit. We have seen that we cannot trust the Tories with those powers. They promised electrification through to Swansea. It was in their manifesto. The then Welsh Secretary not only assured me, but promised when I challenged him at Question Time back in 2015 that we would have electrification. However, the day before learning of millions in new investment in London with Crossrail 2, we were told the electrification would be cancelled and that instead we would get hybrid diesel trains. As the Secretary of State experienced—it is a pity he is not in his place so I could remind him—those trains are not so reliable. After his finely balanced photo op with the Transport Secretary, the train broke down and started leaking on its inaugural journey.
The people of Wales deserve better than that. And we deserve better than a Government forcing a prison on Port Talbot, against the wishes of the community, in a totally inappropriate site. I agree that we should be investing in better and newer prisons, but they must be in appropriate sites, not right next to schools and retirement homes on marsh land with poor communications. It must be done with the consent of the local community. We need a Government who listen and a Government who will not try to build our future on the cheap. Since 2008, some £78 million has been cut from Neath Port Talbot’s annual budget and it is expected to find an additional £60 million over the next five years. If it manages to achieve that, it will be the equivalent of it scrapping the entire social services budget. It is a textbook example of the Tory strategy of the devolution of blame: Westminster cuts budgets and forces local councils to cut services or to break the law.
As the central Government budget cuts have grown deeper, it has been impossible to sustain many services, but in Aberavon we are a community and we stand together. Residents, service users and the council workforce have all played their part in meeting those savings. Council staff took a voluntary pay cut and the community banded together to take on responsibilities, volunteering their time and experience to keep facilities open, such as the libraries in Taibach, Briton Ferry and Cymmer. Volunteers have worked hard to keep open the Noddfa community centre in Glyncorrwg, the Gwynfi miners hall and the Afan Valley swimming pool and to take control of bowling greens and sports pitches. When the Government have stood by, our community has stood up, but they should not have to. Community action should be in addition to the state, not in place of it.
There are times when I worry for the future of our country. We have a Government short-changing the present: a Government who claim to know the cost of everything, but know the value of nothing, and a Government who seem incapable of taming the Brextremists, whose reckless, hard Brexit would devastate steel communities like those in my constituency. But then I remember the steelworkers willing to make personal sacrifices to save their industry, community and way of life, to save our steel. I remember people standing by the tidal lagoon, despite Government delay and incompetence. I remember the residents standing up for their services.
Above all, I think of the young people in my constituency, in particular the incredible young women of LEAD— the leadership, enterprise, activism and development programme—delivered by RECLAIM. Through LEAD, those 12 and 13-year-old girls from Aberavon are engaging with the issues that face our community and are gaining the confidence and skills, so that they too can be change makers, leading change and making a difference in Aberavon. The girls of PT Perfect have put together their manifesto of the issues that are important to them, such as homelessness, supporting local businesses and giving girls the opportunity to be seen and to be heard. They have campaigned tirelessly on those issues and have engaged actively with a range of community figures about them. Last month, they were in Parliament to mark the centenary of women receiving the vote. This month, they have been selected to appear on stage at the WOW—the Women of the World—festival at the South Bank.
It is for these girls and for the cohort of boys that will start the LEAD programme in a few weeks’ time and for the thousands of youngsters across Aberavon that we need the Westminster Government to change their attitude towards Wales. Labour understands the potential that we have in Wales and is willing to do what is required to allow us to fulfil that potential. The people of Wales deserve better. The people of Port Talbot deserve better and all in our country deserve better, because we have much to give and much to achieve, but to do that we need support from a Government that believe in Wales and will invest in our people.

In short, if we are looking for a common-sense Brexit that strikes a pragmatic balance between prosperity and sovereignty, the EEA is the only game in town. It will allow maximum access to the single market, with the ability to reform free movement, resolve the Northern Ireland issue, end the jurisdiction of the ECJ and, above all, reunite our deeply divided country.
