Commons ChamberI congratulate my hon. Friend the Member for Ochil and South Perthshire (Luke Graham) on securing the debate. We came to a bit of a joint decision that it should happen around the time of the withdrawal agreement, because much of the debate on that has been about how borders will operate post Brexit. The hon. Member for Strangford (Jim Shannon) obviously has concerns, as do I, about the differences between trade happening between GB and NI, between NI and GB, and across the Republic border. I think we all want those things to be as seamless as possible.
As my hon. Friend the Member for Ochil and South Perthshire said, we are not in the old world of wet stamps and guys with kepi caps on borders checking paperwork; we are very much in a new world where digital information is in place to make things work. I have had concerns—I refer to my entry in the Register of Members’ Financial Interests—about the push towards making tax digital, particularly for smaller traders, for which I can see very little use for it. However, bigger companies have naturally migrated away from the old systems of Kalamazoo and paper-based things of years of old—you have to be a very old accountant to remember those—to entirely digital systems. VAT returns now have to be sent completely digitally, with details of all the transactions underlying them.
Therein lies the solution to many of the problems raised. My hon. Friend the Member for Ochil and South Perthshire mentioned the VIES system, which is already live in Northern Ireland. There is also the CHIEF—customs handling of import and export freight—system and economic operators registration. We are in a new world, but for people to say that intra-EU trade is somehow seamless and completely frictionless is simply not true.
What does my hon. Friend say to people like me who are gravely concerned about the degree of complexity in these accounting systems, which makes any kind of audit trail really difficult? The big four audit companies have such a poor record in auditing these accounting systems. What does he say to people like me who are sceptical about how to drive transparency, which was mentioned by my hon. Friend the Member for Ochil and South Perthshire?
I would go against that. I think my hon. Friend will find that the digital trail is more likely to be there than the old paper trail. It is rather like my hon. Friend’s tweet from 10 years ago: it is still there, and it will be with him for a lifetime. This gives us an opportunity to have greater audit accountability. I take his point about the big four auditors, but we are talking about volumes of transactions that are mind-blowing, and to ask an auditor—I declare an interest: I am an auditor, and I still hold registration—to be responsible for every jot of every transaction lacks an understanding of what the audit process is all about.
I will return to the point I was making, because I know that the Minister will want to speak for some time. I was talking about the fact that things are not completely frictionless today. If I sell, as a VAT-registered entity in the UK, to another VAT-registered entity, it is not frictionless. That transaction has to be recorded on both sides, and it will find its way through Making Tax Digital on to a VAT return, so the trail is there. If I sell to an EU company, a level of complication comes into play, because I have to obtain an EU registration number, and I can then zero-rate that transaction. On the other side, they have to do a reverse charge to recreate that VAT for themselves and claim it back. It is a burdensome system, whichever way we look at it. Whether or not a business is partially exempt, at the end of the day, the transaction looks the same, but it is not frictionless; it is far from it.
A big trader with transactions of more than £250,000 going out to the EU and more than £1.5 million coming in enters the ambit of the Intrastat system, which is quite burdensome. A business has to classify each and every commodity that it is selling abroad, according to an Intrastat classification nomenclature. If one were to look on the UK Trade Info website, they would find that there are literally thousands of lines of code. One really must ask whether this is bureaucracy gone mad. I was looking at the website as I was listening to the very worthwhile speech by my hon. Friend the Member for Ochil and South Perthshire. There is a different code for frozen lamb carcases and half carcases from frozen meat of lamb. One wonders why we have such a complex system.
This is all done electronically, and it comes down to trust. When we buy something in a shop, there is not a man from HMRC at the counter making sure that the transaction finds its way on to a VAT return, just as not every single transaction across EU borders is checked. But those records and proof of a good being transferred have to be maintained for six years. Again, this is not a frictionless system.
The issue of trust is very relevant to the Republic-Northern Ireland border. There are massive excise duties across that border. There are different currencies and a different VAT rate. Corporation tax is different, and income tax is different. There are a vast number of different things going on. I always give the example of the Jameson lorry that trundles from the Republic across the border into the north and perhaps then over to GB, and the Bushmills lorry going from Northern Ireland across the border to the south. There is no physical border infrastructure, yet there are hundreds of thousands of pounds of potential differences in the excisable duties. These lorries are never stopped, however, because there is trust, and that is the route to solving this problem.
Many people will say they have concerns about VAT losses across the border. There are such concerns, but again, this is based on trust. I consider that the amount of excise losses even today, during our membership of the European Union, must be of very great interest to the Financial Secretary to the Treasury. Let us just consider the cigarette trade, in which cigarettes come across the border from Poland at £2.50 a packet versus a UK cigarette price of about £10 or more, yet we accept those losses because individuals are allowed to bring in as many of these products as they please. That obviously feeds into a black market, and I can assure the Financial Secretary that those are just the cigarette trade excise losses. We have chosen as a country—for good or evil, but that is a debate for another day—that such evil products should have a very high rate of excise in the UK for health reasons, and we find that a good percentage of cigarettes for sale in the UK come in from other EU countries.
I am very pleased that my hon. Friend the Member for Ochil and South Perthshire mentioned that the US has a federal system. The US is often held up as the land of the free, as it is called, but I do not think that holds very true of Uncle Sam. The level of bureaucracy in running a business in the US is infinitely higher than in running one in the UK. I was quite intrigued to learn that if an individual in California decides to buy goods on eBay or whatever site they please from a low-tax state such as Dakota, they have to do a personal return for a transaction above a certain size monthly or quarterly, and actually return the equivalent of the sales tax—VAT, in other words—that the Californian authorities have lost because they have taken their trade outside California. These things are solvable.
I really wish the hon. Member for Strangford (Jim Shannon) was still in his place, because I understand the Northern Ireland concerns. As with anything in the profession of accounting or of running a business, when there is change, everybody puts their hands up in the air and says, “We’ll never get to grips with this. I’m retiring. I’m giving up. It’s all too complicated.” That applies to the real-time information for PAYE that we imposed some years ago—there were the same concerns—or auto-enrolment for pensions, but we get on with it.

May I begin by putting on record my thanks and, I am sure, the thanks of all Scottish Conservative colleagues here in Westminster, Holyrood and across Scotland for the sterling service of the previous Scottish Secretary, my right hon. Friend the Member for Dumfriesshire, Clydesdale and Tweeddale (David Mundell). He has been a staunch supporter of Scotland and the Union, and really was Scotland’s man in the Cabinet. I know that his successor, my hon. Friend the Member for Dumfries and Galloway (Mr Jack), will continue that work, but my right hon. Friend certainly made me and my colleagues who joined this place in 2017 feel extremely welcome. We valued his support—no one more so than me for his efforts to get the Moray growth deal over the line. I read an article by the Scottish journalist, Stephen Daisley, today in which he said that my right hon. Friend’s time in office as the Scottish Secretary was the longest since Lord Lang. He was appointed by David Cameron to the shadow Cabinet 13 and a half years ago, which meant that he was the longest serving Scottish spokesperson for either party since Willie Ross served under Harold Wilson, and that is a commendable record.
There would not be a Stirling and Clackmannanshire city region deal without the former Secretary of State either, so I put on record my grateful thanks to him too.

May I also use this opportunity in the House of Commons today to thank another person for sterling service, and that is Clare Russell who will shortly retire after 14 years as the Queen’s representative as Lord Lieutenant of Banffshire? In those 17 years, she has organised more than 40 royal visits, the last of which was for the Earl and Countess of Forfar to visit Glenfiddich Distillery in Moray. Over and above the royal visits that Clare Russell organised and participated in, she has been part of countless community events throughout Banffshire. She is always ably assisted by her husband, Oliver.
The Lord Lieutenant of Banffshire was presented with the Commander of the Royal Victorian Order by Her Majesty in 2018 and a few years earlier received an honorary degree from Aberdeen University. I want to say from these Green Benches that the people of Banffshire are extremely grateful for the commitment and dedication that Clare Russell has shown to our area and for the 17 years of great service. We are also extremely grateful to her for everything that she has done to promote Banffshire and for being the Queen’s representative in our area.
I also want to use the time available today to mention once again our armed forces, who are an integral part of the Moray community. Time and again, I mention RAF Lossiemouth and our brave men and women who serve there, and, of course, those at 39 Engineer Regiment in Kinloss at Kinloss barracks. Tomorrow, I will be joining them in Grant Park in Forres where there will be an Operation Trenton medals parade. The regiment will march down Forres high street and assemble in Grant Park. I hope that this great weather that we are currently having will continue for the men and women who will receive their honours tomorrow.
A slightly negative point that I feel I must bring to the attention of the Chamber today is the closure of the East Beach bridge in Lossiemouth. This is an extremely popular beach in Lossiemouth where I enjoy taking my family and our dog for a walk. Indeed, I even train on the dunes sometimes at East Beach, but, yesterday, after a report from the public, Moray council carried out an inspection and the bridge was closed. It was estimated just on Tuesday this week that 3,500 people cross that bridge in a single day, and the East Beach at Lossiemouth attracts tourists all year round. I hope that we can find an immediate solution to these problems, and that the UK Government, the Scottish Government and private investors can get involved to ensure that the bridge reopens as quickly as possible. It is such an important attraction to the area, and there are real concerns from the business community that its closure could affect tourism in the area. I spoke to the chairman of Lossiemouth Community Council, Mike Mulholland, this morning and was told that there would be an emergency meeting at 12 o’clock this afternoon to get an update from the council. I worry that there will not be an immediate solution, but we all must work together to try to get the bridge opened as quickly as possible.
Finally, in the last few seconds I want to mention the great community spirit in Moray. Just last week I visited the baby bank that has been set up by Susan and Ian Sutherland, who collect clothes and the other goods that people require for young babies and distribute them in the local community. The project originally started in their dining room and has now moved into premises in Urquhart. Those people are doing great work, and I praise them and all the volunteers in Moray who do outstanding work throughout the year.
I am pleased to follow the hon. Member for Bury South (Mr Lewis). I was deeply impressed by what he said about antisemitism, and also about whistleblowing. I am the co-chair of the all-party group on whistleblowing. Just a couple of weeks ago, we produced a significant, I believe, report entitled “The Personal Cost of Doing the Right Thing and the Cost to Society of Ignoring it”. In that report, we call for a review of the Public Interest Disclosure Act 1998. It was passed 20 years ago and was groundbreaking at the time, but it is well past the date for it to be reviewed. The hon. Gentleman highlighted a case in point where the Act should be protecting whistleblowers but does not. The report also makes the case for an independent office for the whistleblower.
I was enlivened—I think the whole Chamber was—by the exciting, energetic and enthusiastic performance of our new Prime Minister earlier today. Had I taken my turn and bobbed for two and a half hours, I would have asked my right hon. Friend the Prime Minister to commit to taking seriously the recommendations arising from the review that Lord Dunlop will produce later this year. It is very important for the sake of our Union that the United Kingdom Government update their structures and configuration to make them fit for the post-devolution Britain we live in.
I would like to raise the lack of any ministerial statement on the shocking rise in drugs-related deaths in Scotland, the highest per capita death rate in Europe. It is beyond my reasoning why Home Office Ministers were so reluctant to come here and make a statement on this important subject. I would like a meeting with the new Leader of the House to discuss how the Government respond to matters relating to Scotland in general. The sovereign Parliament of the United Kingdom must surely have an interest in all aspects of life in all parts of these islands.
Every Friday and Saturday, I spend time doing the thing I enjoy most about this job, which is speaking to my constituents, most frequently on their doorsteps. I am struck by the things that concern my constituents—not the things that fill up column inches of the national newspapers or the hours of ongoing, 24-hour rolling television news but the things that fill the columns of the Stirling Observer and the airtime of Central FM and Stirling City Radio. Those are the things my constituents care about, so let me mention some of them very quickly.
Since I was elected, I have been involved in a campaign to increase the number of Changing Places. Changing Places are toilets and changing facilities for people with a wide range of disabilities. They are fully equipped with showers, hoists and changing tables to make it possible for families caring for family members and others who suffer from severe disability to enjoy the facilities that we all—those of us who are able-bodied—take for granted. I opened a new Changing Places facility in my first few months as an MP, at the Blair Drummond safari park, working with Gary Gilmour, the manager there. It really brought home to me the effect that these facilities can have on individuals and the families who need them. They enable them to enjoy a day out without anxiety about the hygiene and care of the people they love.
I am working with Stirling shopping mall manager, Gary Turnbull, because it would like to have a Changing Places facility there. I am also working with the centrepiece of Stirling’s sports village, the Peak, and Active Stirling, because it would like a Changing Places facility, as well as with the McLaren Leisure Centre in Callander—led by its chairman, David Moore, and manager, Trish Thompson—which is planning a Changing Places facility soon. I want to pay tribute to the local area access forum, under the chairmanship of Robert Dick. It does so much to highlight these issues, and so much more, and I pay full tribute to it. I hope that Ministers will consider looking at policy on these issues. Why is it not required that these facilities are installed at motorway service stations and other key public facilities that make such a difference to the quality of people’s lives?
I pay tribute to Grant Wallace, a local driving instructor, and to local Councillor Martin Earl, who saved the Callander test centre from the clutches of the DVLA, which wanted to shut it down and save £2,500. Together with Mark Griffiths they came up with a novel solution so that Callander could retain its DVLA test centre and also make that saving. I also pay tribute to Valerie Brand from Buchlyvie, who managed to change the route of the C12 bus so that people in rural Stirling had access to a proper bus service, and to Donald and Alicja Fraser who set up a transport scheme in Killin to ensure that people could access appointments at hospitals and other far away medical facilities. Rural communities are often forgotten, but they should not be.
I would like to mention many other things, but one success story involves my constituent, Helen Bovill, who was concerned about the state of a public walkway. She got in touch with her councillor and her MP, and things changed. That is the kind of civic volunteering responsibility we have in Stirling, which makes it the greatest place in the United Kingdom to live.
It is a pleasure to follow so many thoughtful and interesting speeches on all aspects of public service in our constituencies and further afield. Bringing matters of concern before the House, and considering their further debate in the House, is the best expression of public service.
There are matters of urgency that often do not get a hearing in this House, so it is particularly pleasing that I have been fortunate enough, in the past two days, to ask two successive Prime Ministers within 24 hours whether they would commit to saving the Caley railway works in Springburn. Unfortunately, I had a fob-off response from both. It is absolutely shameful that this Government have not offered to make any constructive or proactive effort on this issue. The hon. Member for Boston and Skegness (Matt Warman) mouths “It’s devolved” from the Treasury Bench; let me point out the nuances of the devolved arrangements.
There is an ongoing effort to market the site to international investors. That could involve the Department for Business, Energy and Industrial Strategy, but interestingly BEIS does not wish to engage in that effort, or to collaborate with the Scottish Government. I condemn the Scottish Government for their inaction, which is for entirely different reasons, but the UK Government could certainly add their efforts to a combined, collaborative approach. I am dismayed that the Prime Minister and his predecessor had neither the wit nor the tact to offer that to the campaign. It would become anyone who aspires to lead the country to seek to work in collaboration with all parts of all Administrations across the United Kingdom to achieve this objective.
Does the hon. Gentleman agree that the best strategy for preserving the Union would be to banish “devolve and forget” for good?
I could not agree more, to put it succinctly.
There needs to be much more effort to collaborate across Governments. Where different aspects of problems can be solved at different levels of government, that ought to be discussed collaboratively and efficiently, rather than people simply mouthing “It’s devolved” and abrogating any sort of responsibility. That is not acceptable, frankly.
In Springburn, there is a long-standing tradition of railway engineering excellence that goes back to the dawn of the railway age. It is the railway metropolis of Scotland. It once exported half the world’s locomotives to all parts of the world. People look at the Finnieston crane in Glasgow—that great icon of the city’s skyline—and think it is to do with shipbuilding, but it was entirely to do with taking locomotives down to the docks to load them on ships and export them all around the world. I had the idea of bringing one of the old locomotives back to the Caley works and restoring it to working condition. Unfortunately, the Scottish Government did not entertain that solution.
In the next few days, we hope to have a meeting with the Cabinet Secretary for Transport, Infrastructure and Connectivity in Scotland, but of course, that will be closing the door after the workers have left, which is a great shame. We need to come around rapidly and create a cross-governmental taskforce at UK and Scottish Government level to reopen the Caley railway works quickly. I hope to work constructively, and in a spirit of collaboration, with all Governments in all parts of the UK to achieve that objective. I hope that Members on the SNP and Government Benches here are receptive to that.
That is just one example of how we can bring a local issue to national prominence through agitating here for a solution. Hopefully that nuanced expression of what could be done has been heard by those on the Treasury Bench. We can look forward to correspondence on this in the next few days, and hopefully can pull together a plan to save the works and restore them to production as quickly as possible.
There are many other wonderful aspects of my community, which is why I am so proud to represent it in Parliament. Often, there is innovation in the face of adversity; I think many Labour Members could reflect on the same theme. In the wake of a decade of austerity, many people are rising to the challenge of trying to help their community. Public services have been extracted, statutory responsibilities have been reduced, and there has been further erosion of the public realm and public service, which is a great shame, but the situation has also brought out the best in people and brought about great innovation. There is an opportunity for the Government to identify where people on the ground are innovating and doing very well indeed in offering really productive and efficient services to their community. We can perhaps think of those services as benchmarks and templates that could be scaled up to national level.
We could look more effectively at what is done very well locally. I have a couple of examples. I recently worked in the constituency with a local community activist, Susan Wilson, who is a local community champion in Tesco’s by day, and does a lot of other voluntary work outside that. She is a real dynamo in the community. She works with the Allotment Angels in Reidvale. That is part of the Include Me 2 Club, a fantastic charity that helps adults with additional support needs and disabilities. It helps many local people, including people from sheltered housing and a homeless man who, as a result of his voluntary work on the allotment, was recently able to find a job building a wonderful community garden. That is a real exemplar of fantastic community innovation in the face of adversity.

That this House has considered the Government response when the closure of the last local bank is proposed.
It is a pleasure to serve under your chairmanship, Ms Ryan. I am delighted to have secured this debate, because the closure of our local bank branches in Moray has been an issue of significant concern for some time. I want to start with a roll call. Since 2015, we have seen 16 bank closures in the following towns in Moray: Cullen, Dufftown, two in Aberlour, three in Keith, two in Buckie, Elgin, a further two in Lossiemouth, two in Forres, Burghead and Fochabers. Those bank closures have affected communities in the north, east, south and west of Moray—no part of our area has been unaffected. The issue continues, with growing frustration for my constituents in Moray and constituents across Scotland and the UK.
In the UK, bank branches have reduced from 11,365 in 2007 to just 7,207 10 years later. In Scotland, between 2010 and 2018, a significant number of branches closed. RBS reduced its branch network by 70%, Clydesdale bank by 53% and Santander by 42%. Which? estimates that there are 130 communities in Scotland alone that are described as cash deserts. That means they do not have access to either a local bank branch or an ATM.
The banks have their reasons for doing this. They explain that footfall is decreasing, that more people are taking up online banking and that people can use different methods to deal with their banking needs. I disagree with that for a number of reasons, but an email I received from a constituent summed it up perfectly. The constituent comes from Portknockie, and wrote:
“I support you in calling banks to account. We know that bank closures in Moray have been severe and that banks have not even followed their own protocols when closing branches.”
She continued:
“I use online banking and am fortunate to have both the skills and fast broadband which make this possible, but I think that it is wrong that banks are acting on the assumption that everyone has these and increasingly that they have smartphones and good mobile signals. I have a smartphone but the mobile signal where I live in Portknockie is so poor that SSE were unable to install a smart meter.”
Yes, the banks do have many reasons for suggesting that these closures are the right way forward, but I believe that this constituent and many more who contacted me ahead of this debate are absolutely right. People are not unaffected by these closures. A large number of people in our communities either do not have access to fast broadband, to allow mobile banking, or simply do not want to use it, but wish to continue the face-to-face contact that they value with their banks.
I congratulate my hon. Friend on securing this debate. His constituent also raised the question of the procedures and processes that banks go through before they disengage with a community. In the experience of my constituents and my own experience in Bridge of Allan, that is a tick-box exercise and nothing more.
The key thing is that post offices have to be financially viable. If they are to take on more services, they have to be able to make a living from them. That is a fundamental challenge to the existence of many sub-post offices.
I agree wholeheartedly. That is an issue for the Government, but not for the Minister; I know that the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Rochester and Strood (Kelly Tolhurst), has been discussing it. I want our post offices to be rewarded for doing the tasks that the banks are currently doing, because they are not being rewarded at the same level as banks for the jobs that they do.
My final point about closures goes back to the figures on footfall. In Lossiemouth, we have been told, “Your nearest branch is in Elgin, which is not too far away.” It is not far away in mileage, but getting there can be quite difficult because our bus services are not as good as they once were. People are expected to get the bus from Lossiemouth into Elgin, but ironically the branch there is not as accessible: people cannot park very easily on the high street, so they have to pay to use a car park and then troop round to the bank. Customers of the same bank used to go from Elgin to Lossiemouth because it was easier to park outside, and now we have closed the branch that they actually wanted to go to. Again, that shows how ill thought-out these plans are.
I know that many hon. Members want to speak in this debate, but I will just highlight access to cash. I have already mentioned the scenario in Lossiemouth where there was no cash available over the weekend. There has been a decline in the use of cash, but research undertaken in 2018 showed that 73% of people used cash frequently—that means once or twice a week.
The next figure that I will cite is interesting: 60% of 18 to 24-year-olds use cash frequently—again, that is once or twice a week. I am looking around me in Westminster Hall; before my hon. Friend the Member for Angus (Kirstene Hair) came in, I thought I was the youngest Member here, but she has beaten me to it. My hon. Friend the Member for East Renfrewshire (Paul Masterton) may have a complaint to make about that. Generally, we think that younger people—those in their thirties, or younger—are more likely to use smartphones, other technology or contactless payment, but we are told that 60% of 18 to 24-year-olds still use cash. Access to cash is not just something that affects the older population; it affects everyone in our communities. Industry figures predict that in a decade’s time, cash will still be the second most popular payment method.
A further concern that was mentioned today in a press release from Which? is that 7 million people were unable to use a payment card last year because of IT glitches. We can encourage people to use different payment methods and move away from cash, but people will still be affected if there are IT glitches, and such problems sometimes cost them money. We need to bear in mind that in the last year, 7 million people were affected by IT glitches.
It is a pleasure to serve under your chairmanship, Ms Ryan. I congratulate my hon. Friend the Member for Moray (Douglas Ross), who gave an excellent speech, logically and rationally explaining a situation that we face in many parts of the United Kingdom but which, speaking parochially, is very much an issue for Scotland. If my hon. Friend the Member for Waveney (Peter Aldous) thinks that people look at him strangely when he uses cash in London, I encourage him to try using a Royal Bank of Scotland £20 note. Recently I was refused the opportunity to spend my money in London—an issue that I took up with WH Smith. I got a good apology, which is only appropriate.
Since I was elected to this House, I have been involved in many campaigns to fight unwanted and unnecessary branch closures. In my constituency, Balfron, Bannockburn, Bridge of Allan and St Ninians have no bank branches at all, owing to recent branch closures, and Callander is down to its last branch. When a town is down to its last bank and that bank is threatened with closure, I strongly believe that it is right for the Government to act—and I say that as a Conservative Member of Parliament.
We had an anomalous situation in Bridge of Allan, which may be of interest. Clydesdale Bank and the Royal Bank of Scotland both closed their branches at the same time. Each bank justified its closure by citing the existence of the other branch. How ridiculous is that? They have now both closed leaving the people of Bridge of Allan without a bank branch, despite both banks stating that there would be one. That situation must not be allowed to happen. The Government must be prepared to act to remove that kind of justification, when two bank branches announce their closure at the same time. When Royal Bank of Scotland closed its Bannockburn branch, it justified it in terms of proximity to city centre premises—but guess what: it then moved those premises further from the customers. The branch in question happens to be very plush, but there are a few obstacles to getting there in the first place.
It is important that the consultation process that banks are required to go through should not just be a tick-box exercise. I am fearful that it is exactly that—a fait accompli from the point of announcement—and that any consultation is a completely pointless exercise. I might add that that could also be true when post office closures are announced. They are also, I think, nothing more than a tick-box exercise. I should like to hear from the Minister what the Government plan to do. I know him, and he is a very good fellow. There have been many representations, debates and speeches on the subject, and it is time for the Government to produce some kind of policy initiative, to do something about it.
The Treasury Committee has been referred to, and post offices are not a fair substitute for a branch of a bank. It is very unfair: many sub-postmasters in my constituency do not have the facilities or resources to become an alternative to the bank branch that once existed next door to them, or on the same street. It is not fair on the customers, or on the community that those branches served.
Another suggestion that has been made—and it is a fair one—concerns banking hubs. I strongly believe—as, I say again, a Conservative—that the banks should be encouraged, and perhaps more than encouraged, in the light of the earlier reference to carrots and sticks, to come together and fund the creation of a community banking hub. Perhaps that could be done in conjunction with the Post Office, but I do not think that just taking a laissez-faire approach to the facilities will hack it. The banks have said that the Post Office should be encouraged to take up the slack, and they have said they will support local post offices, but I asked one postmaster in my constituency what support the bank gave him when it moved out of town. He said, “I got a bundle of leaflets, so I could put them out on my counter.” That was the sum total of the support.
When bank branches are closed and the community is told that the banks will support it through local post offices, what is the mechanism for delivering that support? What positive encouragement is there for the bank to deliver on that? What will the Government do about the situations that I describe? Is it not time we came up with a policy to deal with the situation? I hope that the Minister will be able to describe fully what the Treasury will do—because this is not any old Minister of the Crown replying to the debate: he is a Treasury Minister, so we have great expectations. We need radical ideas now to make sure that vital banking and community services will be available across the villages and towns of Scotland and the whole United Kingdom. The Government have a role in enabling and supporting that, and a responsibility to do so. I urge them to do it.
I cannot sit down without mentioning the people of Dunblane, who were told they would have a mobile banking service for a few minutes every other week. That is not a replacement for a bank facility. However, it is the kind of support and recompense that communities have been offered by banks that have deserted them, although the people of this country were not slow to step up to the mark and bail them out of the mess they had made. My colleagues and I will not forget that in a hurry.

Commons ChamberI pay tribute to my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) for all the hard, unstinting work he has put into highlighting this issue and bringing light to what is, I fear, a grave injustice that must be put right.
I also pay tribute to my hon. and gallant Friend the Member for Beckenham (Bob Stewart) for—[Interruption.] He says that he does not think I should, but I think so, because the opening lines of his speech will be etched in many of our memories on this day of all days. I would like also to pay a compliment to the Prime Minister, who spoke movingly, and inspirationally for all of us, this morning.
I congratulate my hon. Friend the Member for Dover (Charlie Elphicke) and the hon. Member for East Lothian (Martin Whitfield) on securing this debate. In my capacity as vice-chair of the APPG on fair business banking, I have seen at first hand the damage done by vulture funds. Reference has been made to the impact on mental health, which is absolutely an issue that damages families and, as my hon. Friend the Member for Thirsk and Malton said, the life chances of the people affected.
In the commercial lending space, RBS, Lloyds, Ulster Bank and AIB have sold off tranches of their books to vulture funds. Most notoriously, Clydesdale and Yorkshire Bank sold off its entire commercial real estate book to the vulture fund Cerberus, leaving thousands of businesses with unregulated contracts at the mercy of an unregulated fund with a rapacious appetite. I doubt that many business people realised that when they walked into their high street branch asking for a loan to build their dream or grow their business, they could be moved, without their permission and at the stroke of a pen, completely outside the regulatory perimeter to become no more than fodder for the vultures. Asset-stripping of companies is startlingly easy in the face of one-sided contracts and no regulatory protection. The FCA, UKAR and the Treasury will argue that they have insisted that the company sitting between the investors and the customer is regulated and that that has guaranteed that customers will be treated fairly, but this is no better than putting a wolf in sheep’s clothing. The APPG can say with certainty that the experience of businesses from constituencies all over the UK is that these funds certainly have the appetite and character of a wolf.
I would like to say at this point how much confidence I have in the Economic Secretary to the Treasury, who is, in my own experience, a very fair and good man. I enjoyed a visit he paid to Stirling not so long ago, when I discovered through first-hand contact his commitment to principles of justice. He has integrity. That is why, when I raise these issues with him this afternoon, I feel confident that he is facing in the right direction and will wish to do something about the specific cases that have been mentioned and the overall issue that needs to be rectified.
I want to refer to something that has particular relevance to Scotland. CYBG has recently acquired Virgin Money and is rebranding itself as a fresh-faced challenger bank while its former customers battle for their homes and livelihoods in the clutches of Cerberus. Let us be in no doubt: CYBG’s “clean start” and “fresh face” is at the expense of the thousands of hard-working, ordinary citizens who are battling, to this day, because of what has happened to them on account of the actions of Clydesdale and Yorkshire Bank.
I am frankly astounded that Clydesdale is evading its responsibility for the customers whom it sold down the river because it, as a bank, no longer wanted them. I was particularly astounded that it took one of its former customers, John Guidi, to go on hunger strike outside its Glasgow office before it would so much as give him the time of day to discuss his situation. Fortunately, a combination of regulatory pressure and a high press profile has resulted in discussions, but two months on we have still to hear that John Guidi’s situation has been resolved.
On 19 March, in response to an urgent question from the hon. Member for Lanark and Hamilton East (Angela Crawley) about Clydesdale Bank and John Guidi’s situation, my hon. Friend the Economic Secretary to the Treasury said:
“I am pleased that the sale of loan portfolios to third parties is now covered by the standards of lending practice—overseen by the Lending Standards Board—to which Clydesdale is a signatory. That means that it is now committed to ensuring that third parties that buy loans have demonstrated that customers will be treated fairly, and to allowing customers to complain to the original lender if there is a dispute that cannot be resolved.”—[Official Report, 19 March 2019; Vol. 656, c. 943.]
Unfortunately, for all the many victims, some of whom are in the Gallery, that will be too late. Does my hon. Friend agree that if CYBG, soon to be Virgin Money, is so sure that it conducted itself with impunity when it decided to offload these loans—many where payments were up to date—to Cerberus, it should review those historical cases in line with the new standards of lending practice? That would be the act of a model litigant providing equality of arms.
The four largest banks in Australia—including National Australia Bank, CYBG’s parent company at the time—have recently signed up to that code of conduct, as have the Australian Government. Being a model litigant is in part defined by not relying on a merely technical defence against a claim and considering alternative dispute resolution options. CYBG is at a turning point, and I encourage it to face up to its responsibilities and demonstrate to the public that it really has changed. Otherwise, it too will sadly be shown, in the minds of many people, to be no better than a wolf in sheep’s clothing.

Commons ChamberThe hon. Gentleman is absolutely correct. I will come later to that golden era of Scottish football. Understandably and probably rightly, Celtic pick up the credit and the limelight, but Scottish football fans in general had so much to celebrate in 1967.
I was lucky enough to meet Billy McNeill several times, both as a fan and latterly in a professional capacity. People say, “Never meet your heroes. You’ll only be left disappointed”, but when I met Billy McNeill nothing could have been further from the truth. One of the first times I met him was in Celtic’s centenary season of 1987-88. I had won first prize in a raffle—well, actually, not me but my mum won first prize, and I was sent to collect her star prize: a brand-new, all-singing, all-dancing colour telly. The second prize was a signed Celtic shirt and ball and the opportunity to watch a Celtic game from the Celtic Park directors box. Fortunately, I managed to persuade the organisers that, as the person who won the raffle, I should be given the choice of which prize to take. Safe to say, my mum never got her new telly.
My brother Diarmid and I got to Celtic Park, and what’s more Billy McNeill, then the manager, took us into the home dressing room an hour before kick-off to meet the players ahead of a crucial match against Aberdeen. It was a wonderful and remarkable gesture. Despite the importance of the fixture, he knew what it meant for fans like us to have this once-in-a-lifetime opportunity to be in the Celtic changing room before a big match. I am deeply honoured, therefore, that today, 32 years on, I can go some way to repay that kindness by leading the tributes to Billy McNeill on the Floor of the House of Commons.
Over the years, our paths crossed. When I was working as a TV producer-director, I had occasion to interview Billy McNeill as part of a number of documentaries I was working on. He would always make himself available and his interviews would invariably be thoughtful and considered, but they were also incredibly frustrating, because no matter how much I wanted him to talk about himself and his contribution he simply would not—or probably could not. All he could talk about was the contribution of those around him. An interview with Billy McNeill would be full of: “Yeah, that’s all well and good, but Jimmy Johnstone did that”, or, “Yes, if it hadn’t been for John Clark’s contribution, I’d have been nothing”, or, “That was Bobby Murdoch. What a player he was”. I am reminded of what Jock Stein said when someone asked him what made a great player. He replied that a great player was
“the one who brings out the best in others. When I am saying that I’m talking about Billy McNeill.”
To me, that sums up Billy McNeill. As I said, rarely, if ever, would he talk about how he felt, or give himself the praise that was absolutely his due.
I am grateful to the hon. Gentleman for giving way, and for securing the debate. He has been talking about Billy McNeill, the leader. Billy McNeill inspired confidence in the people around him. I remember, as a little boy, going with my dad to see Celtic for the first time. It was 1 April 1969, and Celtic were playing St Johnstone at the old Muirton Park ground, My dad had taken me to see Celtic because, as a little boy from north-east Scotland, I had not had an opportunity to see them play before. My dad worked on Saturdays; he was a butcher. The score was 2-0 at half-time, to St Johnstone. I was quite fraught. I was eight, and my heroes were being beaten. My dad said, “Don’t worry about it, Stephen: they will come back in the second half and win 3-2”—and they did!
That inspirational feeling that Billy McNeill would generate was evidenced at the Scottish cup final in 1988, when Celtic won 2-1 against Dundee United. Mrs Thatcher presented the cup that day; it was a very memorable day. [Interruption.] Billy McNeill was a great leader in every respect. He was a model of professionalism and leadership for all of us.
And the hon. Gentleman had been doing so well! However, he is right to say that, particularly in that centenary season, there was an aura. There was something that we knew.
The hon. Gentleman will also recall the semi-final when Celtic were a goal down to Hearts and heading for injury time. Somehow we scored two during injury time, and qualified for the final. We were a goal down in the final, but everyone just knew that it was going to be OK because it was written in the stars, and it was OK.
I was talking about Billy McNeill’s self-effacing character. I did once get him to talk about himself and how he felt. He was talking about the greatest moment of his career, when he went up to lift the European cup in Lisbon in 1967, but what he wanted to talk about was his regret at having to go alone. Because of the way in which the stadium was configured, all his team-mates were back in the dressing room, and he alone was taken across the pitch. What he wanted to talk about was how he led a team, yet he had been left to pick up Europe’s premier trophy on his own. That is the kind of player Billy McNeill was. That is the kind of captain Billy McNeill was. That is the kind of man Billy McNeill was.
Billy McNeill was born in Bellshill, Lanarkshire, on 2 March 1940. His dad, Jimmy, a Dundonian, was a career soldier who served 22 years with the Black Watch. His mum, Ellen, was the daughter of Lithuanian migrants, who, as Billy says in his autobiography, left Lithuania believing they were heading for the United States, only to be dumped on the docks of Leith by some unscrupulous sea captain. But my goodness, America’s loss was most certainly Scotland’s gain. Billy’s maternal grandparents gravitated towards Lanarkshire, where they settled, along with about 7,000 other Lithuanians who had gone there primarily to work in the coal mines.

I thank the hon. Lady for her comments. There are two things there, and one is the adequacy of the voluntary mechanism. To be fair, it is unclear how it will play out, because it has only just been established. I see from my engagement with the chief executives and chairmen of the banks a massive desire to ensure that this has teeth and can deliver. This is not about the Government saving face. It is about ensuring that this process is effective. I will have deep engagement with and take a close interest in this process, because it must be effective and thorough in its examination of these cases.
I take the wider point that the hon. Lady makes about banking culture. A lot has changed in the last 10 years, and many of these cases arose before that. We now have a very different regulatory environment, with the Prudential Regulation Authority and the FCA, which has changed things considerably, but I will reflect carefully on her comments.
I congratulate the hon. Member for Lanark and Hamilton East (Angela Crawley) on securing this urgent question. I had the opportunity recently to meet her constituent John Guidi, and I express my strongest concern for his welfare. Does the Minister accept that just one such example makes the case for introducing a financial services tribunal, to allow business owners to challenge financial institutions and have confidence that they will always be treated on the basis of fair play and justice?
I have extreme sympathy for everyone who has had the sort of experience that this constituent has had, but I do not think it is right for any Government to make policy on the basis of one case. It is incumbent on Government to set out a framework and a policy that will deliver real answers to complex questions. I do not accept that the regulation of bank lending would be a good step forward. I understand the argument that it would give certainty to small businesses, but my view is that it would discourage a lot of lending, because there would not be the same appetite for lending if that regulation was as onerous as it would likely be.

Absolute poverty is at a record low. The Government have an enviable record of helping those who require work to get into work, and I have outlined at length our success in that area. We have made sure that work pays with the benefit system and our roll-out of universal credit. Underpinning the hon. Lady’s question is a denial of the result of the 2016 referendum. The country made a decision to leave, and on that basis the decision has to be whether we have a sensible deal, as we have negotiated, or whether perhaps we end up with no deal, which I think the vast majority of Members in the House would not want to happen.
My right hon. Friend knows, and the people of Scotland know, that the SNP Government, by their refusal to contemplate any form of withdrawal agreement whatsoever, are deliberately dragging Scotland to a no-deal situation—a crisis of their making—which they would use as a platform to demand independence. What possible excuse, to the best of my right hon. Friend’s knowledge, does the First Minister of Scotland have for not attending the Prime Minister’s Brexit cabinets?
It is for the First Minister of Scotland to answer on the reasons why she attends functions and to deal with the points that my hon. Friend made. There is no doubt that this is a matter that affects the entire United Kingdom, including Scotland. I believe that the vast majority of us in the House wish to avoid a no-deal Brexit. The Scottish National party could play a pivotal role in helping us to do so by supporting the negotiated deal.

Commons ChamberI thank the hon. Lady for raising the importance of working across communities to support people in need. It is absolutely right for food banks to play their part, as they have for many decades through churches and local organisations. It is absolutely right that when people are in need, we have the opportunities and the partnerships to reach out to them.
I was talking about my vision, and the Government’s vision, for civil society. My third focus is on harnessing the energy of our young people and ensuring that there are plenty of opportunities for them to contribute in their communities. We want to create the conditions for a bold and bright future in which civil society is able to play an even greater role than it does today. Those themes are captured in our civil society strategy, published six months ago. I will briefly update the House on how we are pursuing our vision, but let me first thank my team of officials for their incredible outreach and dedication in supporting the sector and connecting communities through the strategy and for working so well.
The United Kingdom is already one of the most generous places in the world. Last year, the public donated £10.3 billion, and we have heard about millions of people who volunteered in our communities on each and every day of that year. Gift aid is now worth more than £1.2 billion to charities. Since 1990, when John Major was Prime Minister, £15 billion more has been given to good causes. That is the most successful charity tax relief in the world, and I am delighted that the Treasury has announced that the small donations gift aid limit has been raised to £30.
To support even more people giving back to their local area, I am today awarding a further £3 million to communities that need it most. Some £770,000 is going to six places to boost fundraising directly to local good causes. This investment will unlock funds for Britain’s most deprived communities, improving social mobility from Bristol to the Yorkshire coast. Some £2.3 million will go to 10 more places to put community at the heart of tackling local issues, from the Onion Collective in Somerset addressing skills gaps in the county to Lincoln’s hometown football club building on cohesion in the community. This investment in communities the length and breadth of the country will help even more people take action on the issues they care about most, including helping more volunteering, giving more money directly to local causes that people feel connected with in their community and supporting even more simple neighbourly acts, which can mean so much.
The Government are also helping connect communities by tackling loneliness. We are the first country in the world to have a Minister for loneliness, and I have had interest from Governments, businesses and charities around the globe—from places such as Canada, the USA, Australia, Sweden to Japan—that want to learn from us. To help tackle loneliness across England, we have secured £20 million of new grant funding for brilliant projects that are directly connecting communities, such as the Rural Coffee Caravan in Bury St Edmunds. The Care Leavers Association is also included; it is helping to develop a digital platform to connect care leavers of all ages so they can share, learn and support one another.
Can the Minister comment on any discussions she has had with the devolved Administrations specifically about loneliness?
I have had conversations with the devolved Administrations on sport and connecting communities, but I have not directly had any on that issue. I am however very happy to take that up and co-operate with colleagues across the House to work with the devolved Administrations. As a Wales Minister, I was very aware that there are particular communities that we need to make sure Westminster and Whitehall are reaching.
We are breaking down barriers to volunteering for everyone, and we are focusing on those at risk of loneliness and looking to the long term to help those people who might want to get involved and who might need a new direction and feel isolated. I am backing that again today with cash: £250,000 for new funding to do exactly that.
When communities are facing their moment of greatest need, a connected community is what matters most. We saw that in the aftermath of the Grenfell Tower tragedy. Local charities at the heart of the community stepped up, working in partnership with national organisations and emergency services to provide support for those in need. The public responded, too, by raising over £29 million. That was unprecedented, and it highlighted that we are at our very best when we come together and help each other. This community support was invaluable in helping the Government reach the Grenfell victims and their families quickly, and we will continue to support them. We are working with our experienced charity partners to further strengthen the response and be ready for any future emergencies.
How can business help our communities? Society’s needs are at the heart of good decision making. The private sector is a great force for good, and this is a chance to address society’s most pressing issues by encouraging innovative public services to work alongside private investors, socially responsible businesses and social enterprise. From tackling homelessness to helping young people reach their full potential, business and finance can and must play a crucial role.
Through social impact bonds, we are bringing together investors who want to make a difference with charities who have the expertise to make real change. This successful model is already having a positive impact on people and communities across the country. Charities such as St Mungo’s and Thames Reach are working with the most vulnerable rough sleepers in London to help them rebuild their lives. This social impact bond gives charities the financial safety net to do this important work, and I was struck by the passion and commitment of the staff I met last week and the results they have achieved. Since the project was launched in 2017, it has helped more than 150 people to find homes. We know that this funding model works, and that is why we are investing £80 million through the life chances fund to give more support to social impact bonds that create people-focused results. People matter, and we are delivering for them.
I am delighted to follow the hon. Member for St Ives (Derek Thomas), who detailed some of the work that is going on in his community. Let me make a non-pecuniary declaration of interest: I was the national policy adviser for Volunteer Scotland, the national body for volunteering, before I came to this House. I have also worked for West Dunbartonshire Community and Volunteering Services—Members will know it as a CVS and volunteer centre—for over a decade.
I thank the Government for bringing forward this general debate today. I am sure that there are those in the Chamber who have been seeking such a debate for quite a long time. I commend the work of the all-party parliamentary group on charities and volunteering, of which I am a member. I see the redoubtable chair, the hon. Member for Clwyd South (Susan Elan Jones), in their place. I do hope that, when they sum up, both Front-Bench speakers will pay tribute to the work both of that all-party group and of the chair who has been a doughty campaigner since coming to this House.
Although much of the policy framework for charities and volunteering is fully devolved to the Parliament of Scotland, there is a range of overlaps that needs to be highlighted so that Members can be aware of the distinct nature of charities in Scotland, the number of which, according to the Office of the Scottish Charity Regulator, now stands at 24,466 in total.
The hon. Gentleman is quite right that these issues are devolved and rightly so, but where there are opportunities for co-operation across the United Kingdom, we should surely grasp them. Why, for example, is it not possible for young people in my constituency, because of a decision by the Scottish Government, to participate in the National Citizen Service? There is a demand for that in Scotland.
I will come on to answer that question at the end of my contribution. There is a big discussion to be had about the legislative process of the UK Government and a distinct understanding of what volunteering actually means, but I will come back to the hon. Gentleman’s point further on in the debate because he raises a very important point about the difference between volunteering and being told to do something. Volunteering is a free-will activity.
It is essential to understand that, as in England, Wales and Northern Ireland—although I do not see any Members from Northern Ireland in the Chamber—the vast majority of voluntary organisations are small, with no employees; they are founded, organised and able to connect communities solely through volunteers. As a sector, both charities and the many unincorporated voluntary organisations play a central role in the delivery of people-centred services and in ensuring that communities, through a whole host of avenues, are able to inform and shape our nations. We have already heard about how the sector informs participation and democracy.
A week past Monday, the Minister, who spoke so well at the start of this debate, was reported in Hansard as saying, “thank goodness for Stirling!” I hope that she will feel compelled to say something similar when she sums up at the end of this debate. Much has been said today about how communities become connected by volunteering, and I cannot let this opportunity pass without saying, with no little pride and a great deal of humility, that Stirling is an epicentre when it comes to volunteering. Stirling was the UK’s sole contender for the European volunteering capital for 2020, and it was shortlisted to the final two.
The latest Scottish household survey shows that 39% of people in Stirling volunteer, compared with the national average for Scotland of 28%. This means that 30,000 people are enlisted as volunteers, working to improve the quality of life in so many aspects of the Stirling constituency. They are young and old, male and female, and people of faith and no faith. They are the people who keep our community centres open, who provide vital care for vulnerable people and who are working to enhance and protect our environment. It is the volunteers who are the backbone of Stirling district citizens advice bureau, and of Start Up Stirling, which runs Stirling’s food bank and mobile food bank. They do so much to support and help people who are in difficulties and distress for any number of reasons, and they do so in a way that is entirely focused on helping people to get back on their feet, whether that involves a short-term or a longer-term commitment. Those organisations have my deep and abiding appreciation and admiration, and I am glad that my office works closely with both of them.
Let us take the Trossachs search and rescue team as another example. They won several prestigious Scottish and UK-wide awards last year and, more importantly, they have won the gratitude of the many communities from Strathblane to Strathyre who were cut off and isolated as a result of the “beast from the east”. The Braeport memory cafe in Dunblane and Town Break in Stirling do a magnificent job in helping and supporting those with dementia and their families. With new initiatives being planned in other parts of my constituency, the work of those volunteers is inspirational. Many of their families have been affected by dementia, as indeed has mine.
The Doune Community Woodland Group has recently completed another successful path project at Doune ponds. It was officially opened just last Saturday, and it is physically connecting communities as well as encouraging health and wellbeing in this historic rural community. Then there is PLUS Forth Valley, which is based in Stirling and works with children with additional support requirements and their families. Its motto is “disabilities are no barrier to fun” and the hard work of its extraordinary volunteers makes that statement come to life. They have my full admiration.
I was recently privileged to attend the annual Killin Drama Club panto. Not only was it a superb production, but it was very funny and brought the whole community together, enhancing everybody’s wellbeing. I want specifically to mention Gordon Hibbert, who has written and directed the pantomime for the past 24 years. I look forward to his 25th production this year.
Volunteering is the fastener that brings our communities together and then keeps them together. As parliamentarians, when we see a societal need or a social injustice, it is always tempting to reach into taxpayers’ pockets to fund an imposed remedy. However, when we do that, often inadvertently creating governmental agencies and complex bureaucracies, we must be very careful. Communities that work together can not only bring about sustainable change, but be strengthened and uplifted in the process. They provide the service, but they also give love and receive love in return. That is the enduring thing which binds us all together, come what may.

Commons ChamberAbsolutely. I will build on that thought in my speech. It is vital that we work with health bodies and communities and through social prescribing. It can help to keep our communities fitter, healthier and more connected.
Does the Minister agree that this is about not just physical but mental health, and will she join me in celebrating the work of Elaine Wyllie, the founder of the daily mile? All over the world, more than 7,000 schools and nurseries practise the daily mile, and the evidence of the benefit that comes to the children who participate is immense. Would she encourage all our schools and nurseries to engage with the daily mile?
The daily mile has been a revelation in getting youngsters involved. I recently visited a school that was getting involved but which did not have much green space, only tarmac. It was difficult for that school, but the inventive ways in which the daily mile is being used across the country is a sight to behold. I congratulate Elaine on her work.
I forgot to mention that it all began in Stirling at St Ninians Primary School—the most important thing of all!
I have no problem with interventions. The problem is that the people wanting to speak later are cutting down their own time. The time limit was 10 minutes, but it is now down to eight.
I thank the hon. Lady for her intervention. We have made it clear that we need to take the decision away from Whitehall. What the Labour party is proposing with the safe standing system is a one-for-one seating and standing arrangement. There is no plan to cut the cost of a ticket at this point. It is about enjoyment and safety, which is paramount.
We need to take the decision away from Whitehall and devolve it to clubs, fans and local safety authorities, because they know their stadiums better than any of us. To any supporters watching, let me say that we will continue to push for the introduction of safe standing. The Government cannot kick the can down the road on this one. Our second pledge is on the introduction of a “fans fare” travel scheme. It is not right that fixtures are constantly rescheduled, so fans miss out on the cheapest train tickets. In the opening three weeks of the premier league season this year, five matches were rearranged for TV, which made it impossible for supporters to travel to or from the match in time. Fans deserve better—they must be part of the conversation. The Football League, the Premier League, the Rail Delivery Group and fans’ groups are all in favour of the introduction of a “fans fare” scheme, but the Government are dragging their feet. A Transport Minister agreed to meet me, but then cancelled our meeting.
Labour will not sit still. We will continue to push for this. Supporters should not be at the mercy of billion-pound TV deals. The “fans fare” travel scheme would allow them to change the date on their ticket if a match was rescheduled, so they would not miss out on the cheapest train tickets. Those who have tried to attend a match with their partner and two children will know the cost of buying four new tickets to attend a match and see their much-loved football team.
Our third pledge would give fans a say in how their club was run. Overseas investment has revolutionised the Premier League and brought remarkable success for clubs, both domestically and in Europe, but supporters are desperate for a greater say. At the moment, fans are involved in supporters forums, but with clubs increasingly becoming solely owned by rich investors, those forums are becoming meaningless when it comes to making decisions. We would make it mandatory that, when a club was sold, a proportion of the shares being sold should be offered to fans to buy. We would allow supporters trusts to appoint board members who would hold full voting rights, ensuring that fans had a place at the table.
Our fourth pledge relates to gambling. A staggering 55,000 children are problem gamblers, and this is being fuelled by an increase in sports betting. Football stadiums, football shirts and advertising boards are filled with gambling logos and names. This is fuelling a worrying epidemic in children, and not enough is being done. We are pleased that the industry has listened to our calls for a whistle-to-whistle gambling ban across all sports, but we would go further and ban gambling companies from sponsoring football shirts. People who are susceptible to gambling-related harms should be able to enjoy football without having to battle the demons of addiction. That addiction tears families apart and ruins lives. Today and always, our message to the industry is loud and clear: prove to us that you take this seriously by taking real action now, because in government, the Labour party will come down hard.
I have highlighted some of the issues being faced by fans today, but I also want to spend a few minutes talking about the future of sport. We need sport to be run in the interests of those who participate in it at grassroots level, not just of the privileged few. I ask Members to take a moment to imagine two children who were born in the same hospital on the same day. Let us imagine that they were born equal, with the same abilities and potential as each other. The barriers that they might face in life will start the moment they leave the maternity ward. This will be no truer than when it comes to their making a success of any sporting talent they might possess. One child will go to an underfunded state secondary school where PE hours have been cut and the grass field is waterlogged for four months of the year. The other child will go to a private school where there is provision for a cricket coach to come in once a week and for the children to practise indoors during the winter.
Is not the hon. Lady missing a significant factor in the encouragement of children—namely, their parents? I am not convinced that the circumstances she describes are definitive when it comes to whether a child excels in sport, but the encouragement of parents makes a huge difference.
I thank the hon. Gentleman for making that point. Of course parents’ encouragement is a factor, but we cannot run away from the fact that this Government have cut 35,000 hours of PE from secondary schools. Children do not have a level playing field in this country, and the sooner this Government accept that and do something about it, the better off all our children will be.
Going back to the maternity ward, let us imagine that one of those children is a girl. She will be actively discouraged by society from getting involved in sports. Does she possess the qualities to be a professional coach, a commentator, a physiotherapist or an athlete? Will she grow up to be a role model for other girls? Many girls will never know whether they have the ability to make it to the top of their sport because of the barriers placed in front of them. If she makes it to the top in rugby, football or cricket, will she get a proper contract? Will that contract give her the security to feed her family and reach her potential without having to focus on finding additional work? Will she be given a role on a national governing body that enables her to make the changes necessary to break down the barriers that she herself has faced?
I could not agree more. As the hon. Lady is a former international rugby player herself, her point is even stronger, and I will echo that in my later comments.
I have been seeking an Adjournment debate on this issue without success, so I will outline some of the issues now. The Glaswegian Olympic silver medallist Michael Jamieson spoke about the difficulty towards the end of his fantastic career as he battled depression caused by a gruelling training regime. He made the decision to retire, and it was the right decision for him. After some difficulties, he is now an example of an athlete who has made the transition well, as he has now built a successful career as a leading coach, but his story is by no means the norm. Such difficulties have been relatively common in football, but, since the advent of UK Sport lottery funding, they have become more widespread in other sports, and the current cliff-edge approach to UK Sport funding in no way helps the scenario.
Last year, the BBC reported on examples of athletes finding the transition difficult. Rower Mark Hunter competed at three Olympic games, winning gold in Beijing and silver in London:
“It doesn’t matter how good you are, how much money you earn—you have to learn to cope with that loss of purpose. Athletes think everyone cares about what you are doing but most people don’t care until you are performing at the highest level.
In Athens in 2004 I came last and that was my darkest point. I had no money, I had nothing. I used to drive down back roads thinking, ‘if I crash I wouldn’t care right now.’ I didn’t tell my parents but I was lucky I had so many friends around me to help me escape. I’d gone to the ultimate event and come last. We came last, the funding is cut and it’s like ‘get out’...I had no money, I had nothing.”
Ollie Philips was world rugby sevens player of the year in 2009:
“Because I had to retire through injury, it felt as though I had been robbed of my rights and the dreams that I was hoping to achieve. Once I realised that ‘right I am now not a rugby player any more’, there was a really tough period. It’s such a destructive experience on a personal level—everything is affected by it. That experience of feeling valued and adored. Suddenly you’re not as good; you’re not in the limelight. And as a result you chase highs and ego boosts. They give you a kick in the short term, but the highs are high and the lows are very low and you don’t know how to get out of them.
There were times when I looked at myself and thought, ‘I don’t want to be here.’ I’ve probably accepted not being a sportsman but have I truly accepted that it’s not me anymore? Maybe not entirely.”
Switch the Play, which has presented to the all-party parliamentary group on Scottish sport, is an excellent social enterprise—it is shortly to become a charity—dedicated to improving the support offered to elite and aspiring athletes as they transition to a life outside sport, and it has done excellent work on this issue.
One of those athletes is Beth Tweddle, who most Members will know. She is an Olympic bronze medallist, a triple world champion, a six-time European champion and a Commonwealth champion—the list goes on. Beth made the decision to retire after a glittering career, but she was seriously concerned about what she would do with herself after focusing on gymnastics for 21 years. Switch the Play helped to provide her with training, and she found the confidence to become a company director for Total Gymnastics.
Research by Abertay University’s Professor David Lavallee shows that athletes who engage in planning for their future feel less stressed and are better able to focus on their sporting performance. The study also found that the levels of support provided to athletes in planning their retirement can also influence their performance. Switch the Play and others do excellent work, but we cannot expect such organisations to give that peace of mind and care alone.
Sporting bodies and, of course, the Government therefore have a duty of care to our athletes and must ensure that they have all the support, training and opportunities they require to live life and build a career after retirement, whether that be in their sport or in any other sector. I hope the Minister will meet Switch the Play and me to discuss this issue further.
Most Members, and particularly Mr Speaker, could not have failed to be moved by Andy Murray’s press conference, in which it was clear he is very much struggling to come to terms with his possible upcoming retirement. I am sure the House will join me in welcoming his recent successful hip operation, which at the very least will give Andy a much better quality of life, without pain, to spend with his children. Of course, we all hope the operation will enable Andy to continue playing top-level tennis, but, if it fails, he has an astonishing career to look back on. He is a two-time Wimbledon champion, a US Open champion, a Davis cup winner, twice Olympic champion and, probably most impressive of all, a world No. 1 in the era of Roger Federer, Nadal and Djokovic.
I can only hope that Andy is as proud of himself as Scotland is of him. Without a shadow of doubt, Andy is Scotland’s greatest ever sportsman or sportswoman. What can we say to Scotland’s, and probably the UK’s, greatest ever but thank you? Thank you for the memories, the inspiration and the sheer joy that he has given to the nation.
Sir Andy Murray is the pride and joy of Dunblane and the Stirling district. Does the hon. Gentleman agree that, to commemorate an extraordinary career and an amazing contribution to Scottish sport, some form of statue to Sir Andy Murray should be erected in Dunblane?
There is a danger that we might get a bit ahead of ourselves but, yes, I agree that, in the time to come, there should be a statue to Andy Murray in Dunblane, perhaps to sit alongside his gold post box. I wonder whether the hon. Gentleman will commission the statue himself.
That brings me on to the Murray legacy. The staggering success of the entire Murray family is and will continue to be a positive thing for Scottish tennis, as well as tennis across the UK, yet their rise to become the best tennis players in the world has exposed funding and governance imbalance issues that need to be taken seriously, lest we risk squandering the opportunities that their success could provide us with: opportunities not only to nurture future champions, but, just as importantly, to give more people the opportunity to play tennis. To achieve that, we need to be frank about where we are going wrong.
At the age of 15, Andy was advised by one Rafael Nadal that he would have to move away from the UK if he wanted to become a professional. That was 16 years ago, and not much has changed. Scotland is one of the world’s leading nations for tennis, thanks to the success of not only the Murrays, but Gordon Reid, the former world No. 1 in men’s wheelchair tennis, and others. However, it is an indisputable fact that Tennis Scotland has been drastically underfunded by the Lawn Tennis Association. Despite Scotland’s enviable success, the LTA gave Tennis Scotland just £650,000 in 2017, from a budget of £60 million UK-wide. That means that Scotland, with some 8.5% of the UK’s population—and the UK’s best players, Davis cup coach and so on—received just 1% of the revenue funding available from the LTA. In 2018, that allocation was slashed to just £582,000.
It is a pleasure to follow my hon. Friend the Member for East Renfrewshire (Paul Masterton), and may I say to my hon. Friend the Member for Moray (Douglas Ross) how much I enjoy watching him perform his duties as an assistant referee? We are very proud of what he has done to carry Scotland’s saltire into international arenas. I think I can say, without fear of contradiction, that that is also true of Opposition Members.
It is an enormous privilege to be the Member of Parliament for Stirling, and that privilege takes on even more gloriousness when we consider the contribution that Stirling makes to the sporting life of the United Kingdom. We have already heard about Sir Andy Murray, but Stirling has also produced other great competitors, such as the legendary Billy Bremner. Who can forget how fierce a competitor he was in football? We also have Gary and Steven Caldwell, the famous brothers—by the way, we bought their parents’ house from them. We also have the renowned jockey, Willie Carson, who is also a star of “A Question of Sport” and “I’m a Celebrity…Get Me Out of Here!”
Anna Sloan is also from Stirling, and she is Scotland’s pride in curling, which I am glad to have heard mentioned so often. The Scottish National Curling Academy is based at the Peak in Stirling and has produced Olympic and Commonwealth gold for Team GB and for Scotland. The Stirling Smith Museum has the oldest curling stone in the world, dating from 1511, and we also have the oldest football in the world, which was found in the rafters of Stirling castle and dates from the time of Mary Queen of Scots.
That is the history, but Stirling also has a proud football tradition. We have Stirling Albion and other great clubs, such as Milton football club, which is based in Bannockburn and plays in the Scottish Amateur Football Association’s Caledonian League and does fantastic work with the community.
When it comes to swimming, Stirling is a superpower. If Stirling had been a country at the Commonwealth games, we would have been in the top five for medals in swimming and 17th in the overall medal table, ahead of 23 other countries.
Basketball has been mentioned a few times. The Stirling Knights have won 19 national titles and produced 30 players for Scotland. They are winners. They have won the Scottish cup, the league cup and a youth tournament in Spain.
Stirling County is an incredible rugby club with an incredible legacy and tradition. It has produced great players for Scotland and has a big Scottish cup game with Hawick, I think, a week on Saturday.
Let me pause on Stirling county cricket club, because I have an affection for that particular institution. My son Jared played cricket for Stirling county. I pay tribute, as did the hon. Member for Cardiff Central (Jo Stevens), to the people who make sport happen in our communities. I want to mention specifically Raymond Bond, who for years and years nurtured the talent of young people in Stirling to play cricket. It is people like Raymond Bond whom I pay tribute to in my speech tonight. They are the people who make this country the superpower that it is when it comes to sport. We should nurture that in our constituencies.
The hon. Gentleman makes a very good point about people who volunteer and get things going. Will he also congratulate Ammar Ashraf, the community engagement co-ordinator for Cricket Scotland, who is doing an awful lot to bring people into the sport in communities?
Cricket is a fantastic sport for developing so many of the qualities that one needs to be successful in any avenue in life, so I am only too happy to join in that tribute. We should celebrate those who make sport happen—the volunteers, the coaches, the people who give selflessly of their time and their talents in order to foster the talent and enjoyment of others in sport.

Commons ChamberIf the hon. Gentleman wanted to give greater certainty to businesses in his constituency, he would support the deal. He did not do so in the recent vote, but I hope he will come forward and do so shortly. I would not be so negative about the business community and the state of the economy in Yorkshire. We have record levels of employment, the jobs market is the second best in the country and real wages are rising. In Yorkshire, real wages and household disposable income are rising above the national average.
Small and medium-sized businesses are the bedrock of Stirling’s economy and the engine of the UK economy. What is being done in practical terms to help those businesses find the funding that they need to scale up?
We have made a number of interventions in this space, because as my hon. Friend says, while the UK is generating record numbers of start-ups, there is evidence that we need to help businesses to scale up and achieve their full potential. We launched the patient capital initiative, and we put £2.5 billion behind the British Business Bank to help small businesses in all parts of the country, including Scotland, and it is making good progress.
As the hon. Lady may know, the way the loan charge works is that those who have been involved in this form of tax avoidance have until April to settle their affairs, in which case no penalty will be applied at all. We have also said that those earning £50,000 or less will automatically qualify for a five-year minimum repayment term. My message, as always in these circumstances, is that those who are involved in these schemes should come forward, speak to HMRC and sensibly sort out their arrangements.
I agree with my hon. Friend on this. Forecasting has had a bit of a bad rap in this House over the past couple of years, but this report was interesting, because it showed that economic forecasts in fact have a good track record of delivering, and we should pay attention to what the experts are telling us.
