8. What assessment he has made of the effectiveness of EU sanctions against Russia in encouraging a change of approach by that country towards eastern Ukraine.
They are certainly well represented by their Members of Parliament, whom I have met regularly. I have also raised the case regularly, and at the highest levels, with the Indian authorities, as have other Government Ministers—the Deputy Prime Minister did so in August when he met Prime Minister Modi. We cannot interfere in the Indian legal process, but we continue to press for the case to be resolved quickly, and our consular staff continue to provide them and their families with full consular assistance.

Will the Government condemn in the strongest terms the current efforts by the Israeli Government and settler movements to divide the area of al-Aqsa mosque, one of the holiest places in the whole of the Muslim religion? Does the Foreign Secretary concur with the US State Department’s statement last week that Israel is poisoning the atmosphere and making support difficult, even from its closest allies?

On a point of order, Mr Speaker. Thank you for that build-up. May I ask whether you have had any notification, either from the Foreign Secretary or from the Defence Secretary, that we will be having a dedicated statement on the ending of the campaign in Afghanistan, because such a statement would give opportunities to pay tribute to the fallen and to the wounded, particularly among hon. Members’ constituents, and to debate issues about the way in which the campaign was fought?
The hon. Gentleman is a canny enough fellow to know that he has now, for his own part, substantially achieved his objective, but I know him well enough to know that he will want lots of other colleagues to have comparable opportunities.
Further to that point of order, Mr Speaker. My hon. Friend raises an important and interesting point. I am sure that Members of the House will want an opportunity to pay tribute to the service and commitment that our servicemen and women have shown in Afghanistan. I will undertake to discuss with the Leader of the House whether such an opportunity could be found.

Commons ChamberA manuscript amendment standing in the name of the right hon. Member for Blackburn (Mr Straw) and others has been tabled this morning—copies are available in the Vote Office—and I have selected it. In a moment, I shall call Mr Grahame M. Morris to move the motion. It might be for the convenience of the House for Members to be told that no fewer than 52 right hon. and hon. Members are seeking to catch my eye, in consequence of which I am sorry to have to say that there will need to be a five-minute limit on Back-Bench contributions. I understand that at some point, probably around the middle of the debate, the Minister and the shadow Minister wish to contribute. They are not, of course, so constrained, but I am sure that they will want sensitively to tailor their speeches, taking account of the level of interest of their Back-Bench colleagues. Similarly, the hon. Member for Easington (Grahame M. Morris) is not subject to the five-minute limit, but I know that he will aspire to retain or to gain the warm regard of his colleagues and will therefore not seek to detain the House beyond 15 minutes, and preferably not beyond 10.
It is pertinent to the issue of amendments. An amendment standing in the name of my hon. Friend the Member for Aberconwy (Guto Bebb) has been tabled, and I have been given two accounts as to whether it has been withdrawn or not selected. I would be grateful if you could illuminate the House, Mr Speaker.

On a point of order, Mr Speaker. The House has voted emphatically tonight to support the recognition of the Palestinian state. That is good news, which will be well received by many people, and we should bear witness to those thousands who marched and demonstrated and those thousands who e-mailed us.
If I may, I will briefly explain why I and my hon. Friend the Member for Batley and Spen (Mike Wood) were tellers for a position that we do not actually hold. It was to ensure that democracy could take place and that Members could record their vote, because those who were opposed to the motion declined to put up tellers. We have thus ensured democracy here tonight. The constituents whom we all represent will be able to see what influence they were able to have on their Members of Parliament, ensuring that this historic vote took place.
Residents of Islington North and the nation at large are now fully apprised of the motivation of the hon. Gentleman and of his colleague. I thank him.

Commons ChamberOrder. I appeal to hon. and right hon. Members to put pithy questions and I know that the Minister, subject to the detail and complexity of these matters, will seek to follow suit. Several people want to get in and I must have regard to that and to the priority of the continuation of the main debate.
The Minister said that the Government welcome the statement made by President Obama. President Obama is very clear that the United States will engage in air strikes not just in Iraq but in Syria. It has been suggested that the reticence of and division between the Foreign Secretary and No. 10 relate to legal advice that military action and air strikes in Syria would be illegal. Can the Minister clarify? Is it the view that the military action proposed by the Obama Administration in Syria would be legal under international law? If that is the case, why should there not be any UK involvement in similar legal action against Isis in Syria and in Iraq?
On a point of order, Mr Speaker. I hesitate to interrupt the debate on overseas aid, but a matter has arisen in my constituency relating to the Ministry of Defence. I see that the Under-Secretary of State for Defence, my hon. Friend the Member for Ludlow (Mr Dunne), who is responsible for defence equipment and support, is on the Front Bench.
The Ministry of Defence is intending to dispose of Minley manor—a historic house in my constituency. The timetable for that disposal is that it announced on 22 May that it intended to sell, bidders had to submit bids by 2 September, and a decision is to be announced on Monday, with completion on 9 October, before the House returns. This is a very hurried process. I wrote to the Secretary of State for Defence on 2 September but have had no reply. The House is about to rise. As the local Member of Parliament, I have expressed a long-standing interest in this historic building, which used to be in the ownership of the Currie family, whose descendant was Andrew Hargreaves, our former colleague in this place. Can you give me any guidance, Mr Speaker, as to how I might I deal with this matter when the House is about to rise and the Ministry of Defence is about to present a fait accompli without any consultation with me as the local Member of Parliament?
I am extremely grateful to the hon. Gentleman for his point of order. My immediate response is to say that I think he knows the Secretary of State for Defence very well, and has done for some decades. My assessment of the situation is that if the hon. Gentleman, in pursuit of his constituency responsibilities, asks to speak to—or, indeed, to see face to face—his right hon. Friend the Secretary of State for Defence, the latter would be either brave or reckless in the extreme to decline the request; I would not reckon much to his chances on that score. If the hon. Gentleman needs to revert to me at some point, I feel sure he will. I understand the circumstances that cause him to raise the matter today. He is justifiably concerned about a matter that impacts on his constituency, but let us leave it there for the time being.
I thank the Minister of State and colleagues who participated in the urgent question. We must now return to the Bill.

Commons ChamberBefore I ask the Foreign Secretary to open the debate, I simply point out to the House that more than 50 right hon. and hon. Members wish to speak from the Back Benches. In determining a time limit for Back-Bench contributions, I shall obviously be guided by the length of the Front-Bench speeches, which I feel sure the speakers, with their usual tact and discretion, will tailor in order to take account of the interests of their Back-Bench colleagues.
I would like member countries to get up to 2%. At least they will be fulfilling the commitments to which they have signed up. Clearly, the international situation is so demanding that we all need to review whether that is the correct level of expenditure. At the moment, NATO depends heavily on the contribution of the United States. The people of Britain and Europe must understand that American taxpayers have made a big contribution to our overall defence.
On the question of Ukraine and Russia, it is instructive to remind ourselves that, at the NATO-Russia Council meeting in 2002, Vladimir Putin said:
“Russia is prepared to act in accordance with international law, international rules in the course of a civilised dialogue for the achieving of common and joint ends.”
Indeed, in exchange for Ukraine giving up its nuclear arsenal—the third largest nuclear arsenal in the world—the Budapest agreement, which was signed by his predecessor Boris Yeltsin, said:
“The Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America reaffirm their commitment to Ukraine…to respect the independence and sovereignty and the existing borders of Ukraine.”
Those three nations reaffirmed their obligation
“to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine.”
We have seen a flagrant breach of that agreement, which was signed by Boris Yeltsin, Bill Clinton and John Major. If Putin can simply renege on the agreements he has signed, what does that 2002 speech mean?
Russia now believes in the extraordinary and dangerous doctrine that it can intervene in other sovereign countries if it believes there is any threat to those who have Russian connections or who speak Russian. That is chilling. We should remind ourselves that, in The Daily Telegraph, the Russian ambassador wrote:
“With the rights of national minorities violated and the interests of regions disregarded, the people of Crimea found it necessary to determine their own political future by means of a referendum—and to do it fast.”
We know that it was Russian military intervention that took Ukraine. We need to be clear that there is no land link between Russia and Crimea at the moment. All that is going on in eastern Ukraine is designed to soften it up so that, at some point, Putin will come in, possibly link up with Odessa and Transnistria, and render the rump of Ukraine a landlocked country. They are very serious matters. We must make it clear to Russia that the Baltic states are subject to article 5. There can be absolutely no doubt about it. It is irrefutable that article 5 stands.
I am sorry that we have not had enough time to debate these matters. The Scottish referendum will take place next Thursday. With Russia penetrating our airspace and following our sea lanes, the idea that we should surrender a part of the United Kingdom and render it a foreign country and therefore not part of NATO—
Order. In order to accommodate the six remaining Back-Bench colleagues who wish to take part, I am afraid that I have, with immediate effect, to reduce the time limit on Back-Bench contributions to three minutes.

Commons ChamberIf I might say so, I think that the right hon. Gentleman might have written his question before I answered the first question, because I addressed the issue that he raises. I talked about the work being done by my noble Friend Baroness Warsi in convening high-level groupings at the UN General Assembly in ministerial week in New York, which she will be doing again. I have talked about the FCO’s new advisory group on freedom of religious belief. I have talked about our work with ambassadors and journalists around the world to encourage religious tolerance, which we will continue to do. We continue to take this issue, which is one of the FCO’s six human rights priorities, extraordinarily seriously. In a way, the issue is being addressed today in the girl summit, which follows the preventing sexual violence initiative summit. The Government cannot be accused of not doing our best.
Order. Emulation of the brevity of the hon. Member for Torbay (Mr Sanders) is now required. I call Mr Barry Gardiner.
The Foreign Secretary is very clear about the use of sanctions against Russia and about their potential efficacy. Why, therefore, has the Foreign Office consistently said in relation to Sri Lanka that it does not believe in applying sanctions there or in other parts of the world?
The French Government, arms sales, Russia; I am sure that there was some relevance to those subjects in the hon. Gentleman’s question. I am working hard to find it.
Our priority in dealing with the Government of Sri Lanka has been to secure an independent investigation into the serious reports of human rights abuses in the north of that country. The Prime Minister has championed that priority and we achieved considerable success in that regard at the United Nations Human Rights Council.
It was a good question; it was just the wrong one. I am afraid that my efforts have failed. Even the Clerks, in all their distinction, cannot remotely fathom the pertinence of the inquiry by the hon. Member for Brent North (Barry Gardiner) to question No. 22, and I rather doubt whether the hon. Member for Torbay can either. But there we go—it is the last day, and there will be some latitude.
T1. If he will make a statement on his departmental responsibilities.
I mentioned earlier the important role that Hamas can play in organising and agreeing to a ceasefire. Unfortunately, it is the case that it has used some of its weapon systems in civilian areas, which has led to too many deaths. As we have said again and again, I hope that all parties can now come to an agreement on a ceasefire, led by the Egyptians.
What is the difference between a Russian Government who deserve sanctions for their involvement in bringing down MH17 and an Israeli Government who refuse to apologise for bombing hospitals and killing children who were playing football on the beach?

Commons ChamberI am grateful to the right hon. Gentleman for his questions, which show that we share the same analysis of the situation and offer a similar response. He said that he was clear that no Government on earth could tolerate such attacks, and that Israel had the right to defend itself. I also made that clear in my statement. We also share the analysis that, while what he called the proximate cause was the horrific murders that have taken place in recent weeks, the underlying cause is the failure to make progress in the middle east peace process. That is something to which we must continue to give our attention.
The right hon. Gentleman also mentioned the work of Secretary Kerry. I discussed these matters with Secretary Kerry yesterday afternoon in Vienna, and I can tell the House that he remains determined about the peace process despite everything that has happened, which is a great credit to him. He is determined that the United States will still play a leading role in pushing forward the process, and that this is a pause and not the end of the efforts to push it forward. We will continue to encourage him in that, and to help to deliver the support of the European Union.
I entirely agree with the right hon. Gentleman that there is no military solution to this, and that calls for restraint are important but not sufficient. We are very clear in our calls for restraint to all sides, including in the conversations I had with Israeli Ministers over the weekend, when I made it clear that we wanted to see restraint, proportionate response, de-escalation and the avoidance of civilian casualties. I think that the implications of such statements are very clear. We will support whatever role the UN Secretary-General can take in this.
The right hon. Gentleman was right to draw attention to the fact that Egypt played an important role in the November 2012 ceasefire. That is why I have been having discussions with the Egyptian Foreign Minister in recent days. On this occasion, other Arab states are also active in trying to bring about an agreed ceasefire. That is why I have been discussing this with other Arab Foreign Ministers before their meeting tonight, and we will continue to encourage them to do that. I believe that there is a common analysis, and a common appeal for a renewal of the peace process instead of a continuation of the violence, right across the House.
Thank you, Mr Speaker. Does my right hon. Friend agree that this is not just a war about rockets from both sides, and that it is a war about illegal settlements and stolen lands? What is the next big political move? I have sat here these last 30 years and heard the same statement every year; for 30 years, nothing has happened.
My apologies, Sir Nicholas. I thank you for that question and I congratulate you on your richly deserved knighthood.
And I very much join in those congratulations, Mr Speaker.
I am conscious of the point that my right hon. Friend makes about how long we have been hearing these statements. Indeed, I have delivered quite a few of them myself, both in opposition and in government. To be speaking for the third time in six years about an almost identical conflict is deeply exasperating for all of us who deal with international relations. He asked what the next milestone would be. It will be a continuation of the United States’ effort. I believe that, in the end, only the United States can help to deliver Israel into a peace agreement and a two-state agreement. We in Europe have an important role in supporting that, and we have offered unprecedented economic co-operation and partnership with the Israelis and the Palestinians if a peace process can be concluded. Let us hope that both sides can grasp that vision.
Mr Speaker, I had to dash out to the Committees on Arms Export Controls to make a quorum, but I am now back. I was here at the beginning.
Order. I applaud the hon. Gentleman’s candour. I rarely fail to notice his movements, but I had not noticed that he toddled out and beetled back, but we can always do with a bit of information.
The Foreign Secretary has referred to the role of Egypt on a number of occasions. It is reported today that Hamas has said it does not wish to have the Egyptian Government as a mediator, and at the same time seven civilians and one military person were killed in Sinai from fire that was apparently coming from Gaza, or near to it. What does he think can be done to improve the relationships in that part of this area, so the Egyptians can play a positive role in this process to get a solution?
On a point of order, Mr Speaker. In relation to the Bill which has just had its First Reading, if all the motions on the Order Paper today and tomorrow are agreed, the vote on Second Reading will take place in 24 hours and six minutes. If the motion is carried later tonight, we will not be able to table any amendments to the Bill until late tonight. Can you clarify whether you will therefore allow manuscript amendments to be considered tomorrow afternoon?
Yes. My purpose is to seek to facilitate the House, not to be an obstacle to effective scrutiny. In the circumstances which the hon. Gentleman has pithily summarised, I do not think the normal rules of engagement apply. The House is being confronted, for better or for worse, rightly or wrongly, with a particular arrangement which places very great demands on Members, so yes, I will be very open to the receipt of manuscript amendments. I hope that that assuages the hon. Gentleman’s concerns.

Thank you, Mr Speaker. I utterly condemn these foul murders, and commend the Minister for his measured responses. What is his assessment of the viability of the two-state solution in terms of the availability of land?
My sigh was explicable, as the Whip on duty has helpfully pointed out, by the embarrassment of riches from which I had to choose.
I thank my hon. Friend for that contribution. It is difficult at a time like this, when tensions are high on both sides and there is obviously the prospect of a further conflagration. Getting the middle east peace process back on track is more difficult now than it has been for a while, as everybody would admit if they were being honest, but the situation also demonstrates why that is so important. The two-state solution, within the parameters of which everybody is aware, remains the best basis to do that. It will require a very particular formulation of land swaps, which will be difficult, as everybody is aware, but the events of the past two weeks show just why it is so important.

In view of the rapidly changing circumstances in Iraq, and in view of the fact that the President of the United States has changed his policy a little, may we have continuing reports on the developing situation instead of relying on Question Time or a statement from the Foreign Secretary? I have had several e-mails in the past few days from women MPs in Iraq who are very concerned about their circumstances. What assurances can we give them?
Order. I am sorry to disappoint remaining colleagues but, as I have often said, this is a box office occasion on which demand greatly exceeds supply, and we should now move on.

Commons ChamberI absolutely agree with my right hon. Friend. We have a role to play, and yet the responsibility of the states in the region that he talks about is clear as well. What happened last week has been a huge shock in Baghdad. It is a clear demonstration to them, as I said earlier, that they need greater political unity. It is also a clear demonstration that unity is needed across the Arab world in order to deal with these threats, working with religious leaders as well as working between national Governments. We will certainly encourage that as well as providing direct assistance of the type that I have described, and providing strong protection for our own national security through our counter-terrorism vigilance and expertise.

The Foreign Secretary was a Minister in John Major’s Government, a Government who used military intervention to impose a no-fly zone to protect the Kurds. That policy was continued and enhanced under the Tony Blair Government. We would not have millions of Iraqi Kurds living in peace, prosperity and democracy without the intervention that took place to protect them from Saddam. If we had brought back Saddam or Uday, the Kurds would have suffered in the same way as the rest of the Iraqis are suffering today. Therefore, if the Kurdistan Regional Government request assistance, should we not give such a request sympathetic consideration?
