Commons ChamberI do not regard deciding to attack Pakistan when in India as a great foreign policy triumph, particularly on the part of a Prime Minister of this country.
When we were in government, we took every opportunity to highlight and campaign against the horrendous human rights abuses perpetrated by the Burmese regime, to demand the release of Aung San Suu Kyi and more than 2,000 political prisoners, and to apply maximum pressure on the international community to challenge that regime. May I ask the Minister what his Government are doing to put pressure on the Burmese regime? Does he accept that the November elections were entirely illegitimate, and that there is a flawed constitution? Can he tell us what progress is being made on an arms embargo against the Burmese regime, and will he guarantee no dilution of the BBC’s World Service output in Burma?
That was three questions, but I know the Minister will be able to provide a single pithy reply.
The Prime Minister recently met the Foreign Secretaries of India and China to express our concern about Burma and to urge them to use their good offices to push for change. I certainly agree with the shadow Minister, because for elections to take place on 7 November and to be credible in any way Aung San Suu Kyi must be released, as well as 2,100 other political prisoners.
I thank the Minister for that answer. Having spent a great deal of time in the Maldives helping to elect a democratically elected President—[Interruption.] Somebody has to do it—[Interruption.]
It was great to see President Mohamed Nasheed elected as the first democratic President, and I was proud to be part of that. What practical help can we give the Maldives at this time of constitutional crisis?
Is my hon. Friend aware that Israel has recently altered its approach to the blockade of Gaza and ensured that there will be an increase of genuine aid—

13. What his most recent assessment is of the state of UK-Iranian relations; and if he will make a statement.
If, as expected, Iran looks as though it will acquire nuclear weapons capability and if all other avenues have been exhausted, will the Government support Israel if she takes military action to deal with that terrible threat?
I hope, Mr Speaker, that I dealt with that in answer to my right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind). I stress that we are taking a twin-track approach to the Iranian nuclear programme. One of those tracks is sanctions, and we agreed in the European Union at the end of July a strong and wide-ranging set of sanctions that puts additional pressure on Iran over its nuclear programme. The other track is to remain open to negotiations about that nuclear programme. It is on that twin track that we must concentrate now.

Commons ChamberOrder. Many right hon. and hon. Members are seeking to catch my eye. If I am to accommodate most or, better still, all of them, brevity in both questions and answers is required.
Why has it taken NATO nine years to acquaint itself with the facts of life in Afghanistan when it could have learned them by studying the communiqué issued from Kabul in 1842?
There are some future risks in having an ever-stronger Afghan army if it is alongside a still systemically corrupt and weak Government. The Foreign Secretary referred in his statement to the Afghan Government’s drawing together for the first time across government a strategy to deliver widespread reform. However, toward the end of his statement he also acknowledged that measures to enforce transparency, anti-corruption and accountability have slipped. Can he therefore tell us how credible Karzai’s commitment is to a reform strategy, how robust the plans are, and how reliable the oversight and review mechanisms to which he referred will be? Will they ensure that the process of reintegration will not involve simply creating a new matrix of corruption?
Yes, Mr Speaker. I realise that we must proceed with greater speed. I hope that I have given some answer to all four of those questions earlier in my responses. We are talking about an area where not enough has been achieved; we stressed that strongly at the conference. I mentioned earlier several of the specific mechanisms being introduced to tackle corruption. The hon. Gentleman is quite right that a large army, without a system of administration that is relatively free from corruption, would not be a safe thing to have. I hope that I answered some of his questions earlier.

Commons ChamberOrder. Before the hon. Gentleman replies to that witty intervention, I will remind him of what I am sure he already knows—that the Minister has a right of reply and will need to be called at 6.52 pm. It is conceivable that other Members might also wish to contribute.
Having spoken for only two minutes, I can guarantee that I will not speak for more than five at most. As for intervention of a few moments ago, I think the Court of Auditors might have something to say about the matters that the hon. Member for Bolsover (Mr Skinner) raised. After all, it has not signed off its accounts for the last 15 years.
I am deeply concerned about this whole operation. I add that in the report mentioned in the documents before us, the European Scrutiny Committee said that this important proposal is
“likely to be the most significant change in the conduct of British foreign policy for many years”,
which is why a debate on the Floor of the House was, exceptionally, recommended. That is the truth and the reality. I am deeply concerned that in being asked to consider the functions of the Foreign Office under this decision, there is a huge issue to do with the impact this new global diplomatic service will have on Britain’s ability to promote her own bilateral interests.
This is not a small matter. The question is how we are going to be able to maintain our own bilateral interests if we are suffocated by the decisions that are taken. Anybody who reads these documents in detail—I do not have time to go into that detail today—will appreciate that there is a very severe danger to the continuation of our bilateral interests, however hard my hon. Friend the Minister and the Foreign Secretary will work, as I know they will. Given the depth, the range and the landscape of this monumental creation of a new foreign service on a European scale, it is difficult to see how our bilateral interests can be preserved.
In conclusion, there is also the declaration on political accountability. I would be grateful if the Minister told us some of his thoughts on that. He said in evidence to the House of Lords Select Committee last week that he hoped the decision would
“end up providing a more coherent and effective platform for the delivery of the EU’s engagement with the outside world.”
For my part, I hope that our own foreign policy will be conducted in a manner that will properly reflect the interests of this country. I am happy to co-operate with other countries throughout Europe—and, indeed, anywhere else in the world—because we have a responsibility to do so, but I am deeply worried at the way this entire legal framework is liable to subsume our own ability to ensure our own national interests.
I regard this as a mosaic, as it were, within a labyrinth, and I fear that there will be a confusion of control and command in military matters, in relation to Kosovo and our relations with Iran, for example. We need to be extremely cautious about giving this more than a very tepid welcome.
I do not disagree with my hon. Friend. The point I am stressing, however, is that, as has been said, we could be in a stronger position if we were to move British personnel into the organisation and change it into something actually worth having—and that is what I would like.
I do, however, have some grave concerns about EU spending at present. A great example of that is the Galileo satellite system. It has cost about £4 billion so far, and the Foreign Office budget is, I understand, about £2 billion, so there would be some huge savings straight away if we were to get rid of that system. I also mentioned in an intervention the concerns we have in respect of NATO and the European Defence Agency. They have not been answered today, and I would be grateful for the opportunity to speak to my hon. Friend the Minister about the clear overlap that there is in respect of those two organisations. When I was serving in the armed forces in Bosnia, the EU was trying to create something of a European army, and that is wrong. The cornerstone of our defence in Europe is NATO, and we should not try to duplicate it.
I intervened on my hon. Friend the Member for Croydon South (Richard Ottaway), the Chair of the Foreign Affairs Committee, about Ambassador Ušackas who has now been sent to Afghanistan to represent the European Union. I have a question: if the EU starts sending diktats or directives on how Afghanistan should be approached, that might overlap with the direction we are receiving as a member of the international security assistance force, and—

Commons ChamberOrder. I say this with a degree of trepidation, but I am not quite sure how the right hon. Gentleman has managed to shoehorn his inquiry in question No. 2. Could he explain briefly?
As I said, the drive for good governance and against corruption in Afghanistan is a central part of our strategy, and it is combined with military effort. I am asking a simple question about whether the Minister agrees with the Defence Secretary that our troops will be the last to leave Afghanistan.
I am sure that the Minister will wish to focus on the programme fund in his reply.

Thank you, Mr Speaker. Given that top military officials have also been arrested, does my hon. Friend the Minister see any danger of interference in the elections by the Rwandan army?
I am grateful to my hon. Friend for that question. To say that Rwanda has come back from the abyss would be an understatement. We should pay tribute to the extraordinary progress that Rwanda has made. What we want to do the day after the election is call the new President of Rwanda, congratulate him on his election and say that he has enhanced credibility and trust with the world community by winning a completely free and fair election against proper opposition.
Does the Minister share my concern about the murder of Jean-Léonard Rugambage, a journalist on the Umuvugizi newspaper—I will pass that name up to Hansard afterwards—who was shot on Friday 25 June? Does he agree that having free, fair and open newspapers is an essential part of ensuring a civil space where democracy can work, and will he do everything he can to press the Rwandan Government to bring that man’s murderers to justice?
I am grateful to the hon. Gentleman for those questions, all of which are pertinent. There has been movement on easing the blockade. Again, one of the ironies of this dreadful situation is that out of some tragedy, there might be some movement in the right direction. The pressure that has been exerted on Israel in recent times by the EU, this Government, the United States and the Quartet for a relaxation on the restrictions in Gaza has had an effect. The hon. Gentleman will know that two days ago—I think—the Israelis announced that they were moving from a list of allowed goods to a list of banned goods, and that reconstruction materials would be allowed through. It remains essential that no weapons get through into Gaza and thereby further destabilise the situation. As he also said, it is crucial that Hamas should release Gilad Shalit as soon as possible and unconditionally, because that will be a further confidence-building measure of the kind that is so desperately needed for the relief of the people of Gaza and the middle east.
Does the Minister accept that the moratorium is no substitute for the cessation of a policy that is unequivocally contrary to international law, and whose continuance represents an insurmountable obstacle to the achievement of peace and implies a determination to impose a solution not by agreement but by attrition?
The hon. Gentleman knows perfectly well that I have read the written ministerial statement because I tabled an urgent question about it earlier this morning and I am sure that he was consulted on the matter. However, let me raise another matter that arises from the Commission’s work programme—trade with Latin America. The Minister knows that Labour Members support a free trade agreement with Peru and Colombia, but we know that there are very significant human rights abuses in Latin America, which is why it is important that the text of the trade agreement deals not just with trade issues. Will he make sure that this is ratified not just by the Commission, the European Council or by Europe, but by each member state so that we in this House have a chance to vote on that trade agreement?
Order. Before the Minister answers, let me say for the record that no reference should be made on the Floor of the House to the fact of an urgent question having been tabled. I say that gently.
There will be an opportunity for the House to debate the free trade agreement to which the hon. Gentleman referred. The Government’s view, as he knows, is that it is important for the EU to continue to champion free trade agreements with Latin American countries and those in many other parts of the world. He will also know that it is normal procedure for any EU free trade agreement to include a significant clause on human rights.
I welcome the Foreign Secretary’s robust stance on Iran, but it is a crime against the United Nations genocide convention to incite genocide as well as to commit it. President Ahmadinejad has called for the wiping of Israel off the map of the world. That generally means the extermination of its people. Will the Foreign Secretary consider taking to the United Nations and the International Criminal Court an indictment against President Ahmadinejad for his incitement to the genocide of the Jewish people in the middle east?
Order. I am sure that the Foreign Secretary is being asked to do that in the context of discussions with his EU counterparts, and in respect of EU policy. [Interruption.] Order. I do not think that I need to hear any more. [Interruption.] Order. I do not need to hear any more.
That is not something that we have discussed in the European Union, because our attention has been so focused on the Iranian nuclear issue. I hope that the right hon. Gentleman will forgive me if I say that, while I entirely share his sentiments about some of the statements from the President of Iran, I think it right for us to concentrate on developing a strong set of sanctions on the nuclear programme and repeating to Iran that it is time to negotiate about that programme. Those things are so important that I do not think we should let anything else get in the way.
The Government believe that British membership of the EU is very much in the national interests of the UK, and—[Interruption.]
Order. Can I just say to the shadow Minister for Europe that I want to hear my constituency neighbour?
Thank you, Mr Speaker. We believe that EU enlargement, which has been championed by the Governments of Margaret Thatcher and John Major, as well as by the Labour Governments of Tony Blair and the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), has entrenched democracy, human rights and the rule of law in central and eastern Europe in a way that was not achieved throughout the 20th century.
Order. Several more colleagues want to get in. I remind Members that short questions are needed. I would also say to those on the Treasury Bench that the one-word answer yes or no is not disorderly.

Commons ChamberMy concern, which the hon. Gentleman may well be able to answer, is about the fact that the emerging markets have now taken away our heavy industry—shipbuilding, steel and things of that nature. How do you see this country fighting back against the emerging markets, with jobs of the future? I accept that we have advanced engineering in aerospace and other such sectors, but many residents of the country do not have the skills to be involved in that type of industry. How do you see the UK fighting back against the emerging markets in respect of less skilled jobs?
Order. I gently point out to the hon. Gentleman that I do not see anything, although I think that the hon. Member for Henley (John Howell) will.
I thank the hon. Gentleman for his comments. Clearly, British industry still has a big role to play in emerging markets, but we need to be realistic about in which markets it can play that role, what assistance is needed and what size companies can play in which markets.
The dilemma that I was discussing draws out the frequency with which developed countries depend on legal agreements, big contracts and lawyers, and how relationships tend to get ignored. Emerging markets, however, depend more on the relationships that are built up; the handshake comes first, rather than the contract—hence the amount of time required to develop business in them. That is important not only for foreign direct investment or the export trade but for capital markets and understanding the role of supervisory regimes—the structure of those market institutions and how the regimes are approached. The point is also a crucial piece of understanding about how such countries will perform in international forums. One thinks immediately of the expectation of honouring OECD template agreements, which are the lowest common denominator but often do not fit within the cultures of the countries that we are talking about.
I respectfully suggest to Ministers that the issue also appears in diplomacy. When I was leading a delegation of British business to a G7 meeting, I remember being able, because I had the benefit of such an understanding of cultures, to get the Hungarians and French on side with us Brits to overturn an American proposal for Russia to simplify bureaucracy by introducing a new ministry. The proposal was quickly defeated; the Hungarians got on board and the French commented that they had never previously recognised that a Brit could understand la psychologie.
That provides a link to another issue as well. Part of the reason why some emerging markets never fully emerge is their lack of understanding of the fact that economics and politics cannot be separated. It is difficult to find an emerging economy that is not also an emerging or problematic political system. Russia is the principal example of that—bedevilled by an incomplete set of reforms that left politics behind economics.
The know-how fund was one of the institutions set up by the previous Conservative Government, who appreciated that market economics needed to go hand in hand with democracy. Their well placed £100 million or so laid the ground for much of eastern Europe to come into the European Union. The know-how fund was aimed not at Governments but at providing assistance to NGOs to build capacity on the ground. That is still a good approach. Sadly, however, the know-how fund was not allowed to finish its work in Russia.
The shadow Minister, the hon. Member for Rhondda (Chris Bryant), took the biscuit when he complained about the position in which Russia was left, given that it was his Government who abandoned the know-how fund, turning it over to the European Union as part of a multilateral package. They also abandoned the east European trade council and the British Association for Central and Eastern Europe. In a debate in 2008, the hon. Member for Birmingham, Edgbaston (Ms Stuart) pointed out that since 1991 BACEE, a small organisation with a minuscule grant in aid from the Foreign Office, had had more than 5,000 politicians, civil servants, judges, journalists and business people from countries of central and eastern Europe participating in its programmes as alumni. That is the way to build up understanding of the politics in emerging market countries.
Unfortunately, when the know-how fund was delivered to the European Union, chaos resulted, with companies turning up in countries to be told that the same contract had been let twice. We also had the ridiculous situation of trying to bring into emerging markets in central and eastern Europe an Italian system of accounting, a French system of law, and an English system of stock exchange. It is no wonder that some of these emerging markets failed to emerge fully during the course of their transition.
Over the years, the role of UK Trade & Investment in this field has swung between a focus on geography and a focus on sectors. During that time, I have had a role in swinging it towards sectors, but I appreciate that it swings back again. An emphasis on sectors is fine provided that one recognises that some markets require more hand-holding than others. I praise UKTI for its services, which have been excellent.
As regards the transition in future, we will need to see markets as separate countries. The acronym, BRIC—Brazil, Russia, India and China—makes no sense in terms of relationships, just as a massive grouping. The transition should be acknowledged both in business and in aid. As regards aid, we must recognise that while there is a move away from providing aid to countries such as India, China and Russia, which I welcome, there is a difference between providing aid and technical assistance. Even after one has moved beyond the trade part, there is still a need to recognise that many of those countries still do not have fully developed local democratic institutions, civil society groups, media or, indeed, enterprise that is fully reflective of a market economy and democracy. I urge Ministers to look carefully at that to ensure that we do not throw the baby out with the bathwater but continue the process, looking back at the mistake that was made in relation to Russia, where, if we had continued our focus, we could have done a lot more to ensure that there was the continuity needed to bring that economy fully out of its emerging status to play its full role in the world.
With respect, I am talking about the emerging economies, and the point about education is central to the debate. If the country is to improve and compete with other countries, we need much more rigour and discipline. That was palpably lacking in the Labour Government’s actions in the past 13 years.
We must approach the problem much more broadly. Britain was so successful in the past because we had a thriving economy. The industrial revolution powered Britain’s ascent to world dominance in many ways. Leaving a country economically crippled is the worst thing that we can do to our standing abroad. We must tackle our domestic economic situation before we can even begin to try to compete with emerging economies. I just wanted to put those broad points on the record, and to say that Labour failure has once again damaged—

Is my right hon. Friend aware that those of us who were able to enter Gaza in the aftermath of the last Israeli incursion could only come to the conclusion that there had been a wholly disproportionate use of lethal force of very, very dubious legality? Does he agree that there has now been a repeat of precisely that? What will the British Government do to try to ensure that there is not the same repetition again and again and again?
Thank you, Mr Speaker. I welcome the robust condemnations and statements from the Foreign Secretary and from my right hon. Friend the shadow Foreign Secretary, but is the Foreign Secretary aware that the Hamas charter states:
“There is no solution to the Palestinian problem except by Jihad. The initiatives, proposals and International Conferences are but a waste of time, an exercise in futility”,
that
“our struggle against the Jews is extremely wide-ranging”
and that
“Israel…will remain erect until Islam eliminates it”?
Such anti-Semitic, anti-Jewish language is the official doctrine and policy of Hamas. I share in all the points that the Foreign Secretary made and wish him well, but Hamas is part of the problem, not yet part of the solution.
I am grateful to the right hon. Gentleman—I never thought I would say those words, but I am. I hope that I made that point in my statement in a slightly different way, by referring to the ideological motives of Hamas and reminding the House that there is a Hamas dimension to the whole problem. It has refused to forswear violence, recognise previous agreements and recognise Israel’s right to exist, and until it starts making some concrete movement towards those things, it will be very difficult for the international community to discuss the future with it. The right hon. Gentleman adds force to that argument.
I am grateful to right hon. and hon. Members for their co-operation, as a result of which everyone who wanted to contribute on the statement was given the opportunity to do so.

Commons ChamberOrder. Before the Foreign Secretary returns to the Dispatch Box, I say that we must have a degree of order in this debate. Interventions are, frankly, already becoming mini-speeches when there is a lot of pressure on time, as many right hon. and hon. Members wish to make a speech. Interventions must be brief; that will be enforced.
In response to the right hon. Gentleman—I accept his praise as being a good Rotherham man and thank him for that—I would say that when one is in opposition, shadowing foreign affairs, it is very important to increase one’s understanding and engagement with the world to the maximum possible extent. He says that there is an EU policy, which indeed there is, but I was preceded in Cuba by two EU Foreign Ministers who also visited the country. It is thus a policy that is not always honoured by all EU nations, which I think the right hon. Gentleman would acknowledge. It is very important to understand and talk to the leaderships of other countries with which we sometimes—and in the case of Cuba, nearly always—disagree. That is, after all, the point of diplomacy—talking to our enemies, adversaries and those who disagree with us, not just talking to our friends. In office, we will want to stand with a united EU policy, but I make no apology for exploring these issues with whoever it is possible to explore them with while in opposition.
Moving on to the point raised by my hon. Friend the Member for Bournemouth East (Mr Ellwood), the Prime Minister has made it clear that our top foreign policy priority is Afghanistan. The duty of care that we owe to our armed forces will be at the forefront of our minds. Whatever differences may be expressed in the House on other matters, I believe that we are united in gratitude to them. I also pay tribute to the many British civilians—including those in the Foreign Office—who are working to build a stable and secure Afghanistan.
Our objective in Afghanistan can be expressed quite simply. It is to help Afghans to reach the point at which they can look after their own security without presenting a danger to the rest of the world, with the Afghan security forces and the Afghan state capable of withstanding the range of security threats that are currently present in their country. As my right hon. Friend the Secretary of State for Defence pointed out, the sooner that they are able to do that, the sooner our troops—who make such sacrifices—will be able to come home.
It is vital for Parliament and the British public to be given regular and comprehensive updates on the situation, and on the progress being made against Government objectives. Let me answer the question asked by my hon. Friend the Member for Bournemouth East by saying that we will begin the quarterly reports to Parliament that we think should have been instituted in the past, delivering on the pledge that the Conservative party made in opposition. The Government will wish to report to the House on where matters stand on Afghanistan before the Kabul conference, and the quarterly report to Parliament will be instituted thereafter.
I, too, give my congratulations to the right hon. Gentleman. As he has said, the words that he has chosen are exactly the same as those used by the former Government, but a number of us feel that the problem is that what he has described is not happening and that progress is not being made. It is important that on this issue, which is vital to world peace, everybody should know exactly where Governments and Prime Ministers stand. On the day following another Israeli attack on Gaza there is some concern about whether or not this Government acknowledge that Operation Cast Lead, which took place last year and caused such carnage in Gaza, was disproportionate. The former Government were clear that it was disproportionate, but do his Government take that view?
Again, I am grateful to the hon. Gentleman for his point. I can assure him that I share his frustration that not enough is happening. One of the things that I discussed with Secretary Clinton in Washington was this subject and how we could support the efforts of the United States to push forward the peace process. It will be one of the subjects that I particularly want to discuss in European capitals over the next couple of weeks in order to see how the European Union and its member states can exercise more leverage in this important process.
I do not want to spend my time redefining any attitude to past conflicts; this is a new Government and we will set out our position on what happens in the future. However, I will say to the hon. Member for Birmingham, Northfield (Richard Burden) that we call on the Government of Israel to freeze all settlement activity and to allow unfettered access for aid to Gaza, where we are seriously concerned about the deterioration in the humanitarian and economic situation and about the effect on a generation of young Palestinians. At the same time, of course, the rocket attacks from Gaza must cease and Hamas must make concrete movement towards the Quartet principles; we will have no truck with those who espouse or practise terrorism. The hon. Gentleman can be assured that this Government will give our energy to that and also try to ensure that there is European leadership in trying to drive the middle east peace process forward.
The conflict matters to British national security. We will take every opportunity to help promote peace and we will now examine—to deal with the question asked by the hon. Member for Ilford South (Mike Gapes)—how to deal with the totally unsatisfactory situation that has had the effect of barring Israeli politicians, among others, from visiting the UK without weakening our commitment to holding accountable those guilty of war crimes. We will report to the House in due course. To answer the hon. Gentleman’s question more explicitly, this is a coalition Government and we have to discuss together the way forward, although we are absolutely clear that the current situation cannot be sustained.
