As I am sure everybody knows, I will never get tired of flying the flag for apprenticeships and skills. This Government are investing record levels of funding, with an additional £3.8 billion in skills over this Parliament. That includes an extra £1.6 billion for 16-to-19 education, and increasing investment in apprenticeships to £2.7 billion by 2024-25. That supports our commitment to create a world-leading skills system that is employer-focused, high quality, and fit for the future.

I thank my hon. Friend for her question and for joining me on that visit, which I think was eye-opening for both of us. The Nelson & Colne College group, which includes Accrington and Rossendale College in my hon. Friend’s constituency, has benefited from capital investment of more than £6 million since 2010, including funding to improve the condition of its estate and support the delivery of T-levels and technical education. Most recently, it benefited from further investment as one of our 108 T-level capital projects, working towards delivering engineering and manufacturing T-levels. We will continue to support the roll-out of T-levels.

The Secretary of State will know that levelling up is about not geography but opportunity, and what better opportunity can we give our young people than a first-class education? Southampton has put in a bid for a university technical college. Will my right hon. Friend confirm that she has seen our bid and will look favourably on it, and will she update the House on when we are likely to hear whether we have been successful?

I thank my hon. Friend for his continuous campaigning on this subject. I do not know how many meetings we have had, but I see his passion to get a UTC in Southampton. I recently met Becky Smith, one of the fantastic former students of UTC Portsmouth, who is now a degree apprentice studying mechanical engineering at the University of Chichester in my constituency. She was full of praise for her time at UTC Portsmouth. We are currently considering the applications we have received. I have seen them all, and I have been through them in great detail in the latest free school wave, including Portsmouth’s bid for a new UTC in Southampton. We hope to announce the successful applications very soon.

It is a pleasure to serve under your chairmanship, Mr Davies. I congratulate the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle) on securing the debate.

In my constituency, post-16 education is provided at East Coast College in Lowestoft, which incorporates Lowestoft Sixth Form College, Sir John Leman High School in Beccles, and Bungay High School. Lowestoft Sixth Form College has had to contend with the inequalities mentioned: the inability to reclaim VAT and ineligibility for both the teachers’ pay grant and early career payments. At East Coast College, there have been some significant recent investments, including the opening last November of the energy skills centre and the subsequent launch of the eastern civil engineering and construction campus at Lound, between Lowestoft and Yarmouth.

Those initiatives are extremely welcome and vital to the future of the area, but to be successful, revenue funding must be set at a realistic level, so that the college can deliver a high-quality competitive education. The sixth forms at St John Leman High School and Bungay High School both provide high-quality A-level education, with many students going on to top universities. However, it is a continual challenge to operate sixth forms that serve large rural catchment areas.

The increase in the 16-to-18 funding rate announced last September, from £4,000 to £4,188 per student, is welcome. However, it is only one step in the right direction. I fully support the Sixth Form Colleges Association campaign for the rate to be increased to £4,760.

It seems perverse that children up to the age of 16 will receive one figure and young people beyond that will receive another, and that schools can claim back VAT on costs but colleges cannot. Does my hon. Friend agree that, if nothing else, the Government should look at those two things and ensure that there is equality for FE and secondary schools?

I agree with my hon. Friend. A number of issues need to be raised, but those two appear to come out above all else.

The proposed rate increase has been endorsed by both London Economics and the Select Committee on Education. It will enable schools and colleges to provide high-quality education and training, and also the necessary support services, extracurricular activities, work experience and mental health support.

In my constituency, the increase is vital for three reasons. First, it will improve social mobility. Education from 16 to 18 is the bridge between school and the rest of one’s life, which may include further and higher education, before moving on to the workplace. If it is not properly funded, and a great gulf remains, many young people will face a struggle to realise their full potential. That is not only a grave social injustice, but means that the UK’s productivity gap will remain stubbornly in place.

Secondly, there is a need for economic regeneration in Lowestoft. To achieve that, some important developments are being put in place—not only the energy skills centre, but the redevelopment of the offices and laboratories of the Centre for Environment, Fisheries and Aquaculture Science at Pakefield, and Scottish Power’s new operations and maintenance base. Investment in buildings and infrastructure is vital, but for those initiatives to be fully successful, we must invest in our young people.

Thirdly, it is important to have in mind the particular challenges in coastal communities. There is a need to go that extra mile to overcome the obstacles that have become deeply embedded in so many seaside towns. That is a vital element of levelling up that must not be overlooked.

I am afraid that 16-to-18 education has been overlooked for too long. In the post-Brexit economy, there will be no hiding place. It is vital that we raise our game. A good way to do that is to raise the rate to £4,760.

It is a pleasure to serve under your chairmanship, Sir David. At the start, I pay tribute to the many teachers and teaching assistants in my constituency; I do not often get to publicly pay tribute to them, and this is a timely moment to do so. They are some of the best public servants that we have, along with all of the others who we routinely talk about. However, in the context of what has become such a toxic debate, it has to be remembered that MPs are public servants too, and that MPs on all sides of the House are trying to do the best that they can. Some of these debates have become so unpleasant that we are slowing down progress that might put some of these things right for our constituents, our schools, and our teachers and teaching assistants.

During debates on this subject, we routinely hear two sides of the story: the Opposition side and the Government side. The Government have a good tale to tell on schools. I know as I say that that some people will laugh and make comments, but it is not right to say that there is only one side of the story.

The Institute for Fiscal Studies talks about real-terms cuts of 8%. When Members go through the Division Lobby and vote for such policies, people—teachers, parents and the community—will remember.

This is the very point I am trying to make. If we are to make progress, we need to listen to Members such as my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), who are talking about how politicised the debate has become,. We know that more needs to be done. We know that schools need more money. I know that schools in my constituency are struggling with their budgets, but it does not do to constantly—[Interruption.] That is the point I am trying to make. Every time someone tries to make a point, it becomes a political argument. We do not make progress by saying one side is right and the other side is wrong. Many of the increases to school budgets we have seen in recent years have been in no small part due to the lobbying skills of people like my hon. Friend. Those increases have come about because of such people, not because they have always been playing the political game.

My hon. Friend is making an excellent speech. He says there are two sides; surely one is funding and the other is outcomes and standards, which are ultimately what matters. Does he agree that we are seeing real and significant improvements, particularly in phonics and GCSE results, that mean our children will do better in life? That is what matters, surely.

That is exactly the point, and it should be what we talk about. We should be talking about our children, their outcomes and their future and not constantly make it a political battle.

School budgets have increased, but I concede they have not increased enough. [Interruption.] If Members could just allow me to get on to the points they might agree with, we might make some progress. The teacher and teaching assistant to pupil ratio in my Southampton constituency is around 10 children to one adult. When I went to school—I concede it was a long time ago—it was 30 kids in a class, sat in rows with one teacher and a blackboard. I know we do not want to go back to those days, but things have changed beyond all recognition even from, when my daughter went to school about 10 years ago. We never seem to do anything to acknowledge that, and we should, because otherwise we sound like we are moaning and whining and nothing is ever good enough.

I concede—this is important, because this is what people say, and they are right to say it—that pension contributions and national insurance are increasing. The national living wage has increased. Pupil numbers are rising. Inflation has not stood still. Pay has been held down and is quite rightly starting to rise. They are additional pressures, and they need to be funded.

Does my hon. Friend agree that a huge additional pressure is the complexity that some pupils are presenting at school with? Whether that is behavioural problems or emotional problems, those are significant additional pressures that schools are being required to address.

I absolutely agree. How schools deal with children who have significant and complex special educational needs or disabilities has changed beyond all recognition from how things used to be. We are doing so much better. [Interruption.] Members shake their heads, but things are so much better than when I went to school and when my daughter went to school. The reality is that it could be better still. If all we ever do is refuse to acknowledge what is happening, we will never make the progress we all want.

The hon. Gentleman talks about the needs of children with special needs in school, but when he was at school, many of those children would have been in special schools—separated and with a different level of provision. We support the integration of children with special needs in our schools wherever possible, and that needs resourcing.

That is exactly what I just said, but the hon. Lady decided to interpret what I said as not thinking that children with special educational needs and complex educational needs were being looked after in schools far better than they used to be. There is nothing wrong with putting the case for extra funding from Government, and I expect everyone to do that, but it has to be done within the envelope of public spending. Everyone is asking for money for everything.

In the last Budget, the Chancellor talked about giving “little extras”. Does the hon. Gentleman agree that what we need is proper funding, not “little extras”?

I congratulate my hon. Friend on embracing the cause and on setting herself and local businesses the target of creating 50 new apprenticeships in 50 days, which will be of vast benefit to the people of Morley and Outwood.

I am probably fairly unusual in this place in that I am a former apprentice. Indeed, I am now also a current apprentice, along with some of my new colleagues. I therefore welcome the Government’s commitment to creating another 3 million apprenticeships during this Parliament, in addition to the 2 million created in the previous Parliament. Businesses in my constituency are doing their bit. Will the Minister join me in congratulating and thanking some of the businesses that are creating opportunities for my constituents, such as Redroofs nursery, Rosegarth nursery, the Royal Southampton Yacht Club, and Crest Nicholson?

I am delighted to do that. My hon. Friend’s list included a house builder, which gives me the opportunity to point out that there are some fantastic apprenticeships at all levels of construction—not only bricklaying and site carpentry, but project management, architecture and the like—as well as in childcare and a whole range of industries. Apprenticeships are a solution to almost every skills need.
