The hon. Gentleman makes an excellent point. The enforcement of such matters is devolved, which is why we are doing the trials in just England and Wales, but of course we will talk to the devolved Administrations to make sure the results are shared so that we can, if possible, roll this out across the UK.

The opportunity to make a seismic transition to cycling and walking in our towns and cities is simply not being realised in places such as York, the home of Active Travel England. “Gear Change” is the right ambition, but local plans and local transport plans are just not reflecting it. So how will the Minister ensure that this ambition is instituted in planning? Will she publish the Government’s funding plan needed by 2025 and 2030 to achieve this cycling and walking ambition?

Goodness me, our ambition for cycling and walking is well and truly set out in our transport decarbonisation plan and “Gear Change”; it was the Prime Minister’s ambition that by 2030 half of all journeys in towns and cities will be walked or cycled. As the hon. Lady mentioned, the home of Active Travel England will be located in York. This is just one of the ways in which we are decarbonising the transport system, moving away from fossil fuels and to electrification. I am also delighted that she has 33 electric buses operating a park-and-ride system in York.

That this House has considered the future of rail.

It is a pleasure to serve with you in the Chair, Sir Charles. On 27 September 1825, as Stephenson’s Locomotion powered its way up out of Shildon towards Stockton, the eyes of the world marvelled at the height of British engineering. As we prepare for rail’s bicentenary against the backdrop of a different set of challenges, the excellence of British engineering can once again capture the imagination of what can be achieved and ignite a new transport revolution.

Today, I will set out why consolidation and intersection with other forms of transport and energy technologies is essential if Britain is once again to lead the transport revolution, and why it is vital that the Government invest in this unique global rail supercluster for rail’s bicentenary. I am ambitious for rail and I am ambitious for Britain.

It will not be lost on anyone in this debate that York is where that revolution will occur. After all, York made the railways and the railways made York. The partnership between York University and Leeds University centres the future of digital and advanced rail, including the Institute for High Speed Rail and System Integration at Leeds University, bringing together the very best of transport, academia and digital technologies with the 13 leading rail education providers in the region, including the Institute of Technology at York College, which I visited recently.

We love our steam trains; whether it is the Mallard or the Flying Scotsman that fills people with greatest pride, our rail heritage is a natural draw for anyone across the network. Today, York has over 100 rail companies, which are at the forefront of engineering, operations, software development, timetabling and planning, providing over 5,500 of York’s top jobs and 9,500 jobs in the surrounding region, and consolidating York’s rail cluster, which is the largest outside London and now eager to take us forward once more.

I congratulate the hon. Lady on securing this excellent debate. Does she agree that there is not a good case, but an overwhelming case, to make York the headquarters of Great British Railways?

I thank the right hon. Gentleman for his intervention. Where else can Great British Railways locate itself but in York if it is to level up the whole country? That really must be the argument we make.

The York Rail Innovation Community already oversees the intersection of rail businesses and innovations, enabling the northern rail economy to generate over £42 billion, according to the University of Leeds. It draws on the University of York’s Institute for Safe Autonomy, bringing new technologies and robotics together, and opening up a new conversation for the future of rail and the future of transportation, and modernising how we think about rail and transport. The institute’s £12 million programme leads global research to provide industry, regulators and researchers with guidance on assuring and regulating robotics and autonomous systems, including those on rail. York’s work is setting global standards and ensuring that such systems are safe.

Taking the search for answers into applied testbeds, such as the advanced rail test facilities, widens possibilities and the collaborations between York, Leeds, Sheffield, Huddersfield and Hull. This is not just a rail cluster, but a transport cluster. Interlink that with the new headquarters of Active Travel England, and we will have end-to-end connectivity and endless possibilities. Now that the Government are seeing such enthusiasm for BioYorkshire, Yorkshire’s green new deal and advancing a new generation of fuels, including links to the Teesside and Humber energy clusters, even more future technologies open up, with new innovations between transport and energy clusters.

The electric vehicle revolution is too slow, too expensive, with too little infrastructure and too few people engaged, and it is not sustainable enough. We need travelling by train to be competitive with travelling by road. Pricing matters. Rail advancement will be far more efficient, faster, cleaner and greener, if we are to decarbonise and claim the climate dividend to keep the target of 1.5 degrees alive. That must be our bicentenary challenge.

As a nation, there are significant challenges we need to address. Post pandemic, the trains need to see patronage restored and advanced, better timetabling and intermodal end-to-end connectivity, not least connectivity from main lines to improved branch lines, to consolidate opportunity. The very best industry expertise across the railways in York is ready to rise to the challenge. With fuel prices escalating, the Government must seize the moment to achieve a sustained and sustainable modal shift.

Although the integrated rail plan came as a bitter blow to us in Yorkshire, centring Great British Railways’ future on driving up patronage, accessibility, connectivity and reliability across the towns and cities of our region will address some of the Williams-Shapps plans. I know other colleagues will reinforce the point and urge the door not to be closed on our ambition.

I congratulate my hon. Friend on securing this important debate. Entire sections of the transport infrastructure, especially in the north, are just not up to the job. A good example is the Hull to Selby route. We have been begging and pleading for years for that rail line to be electrified. Does my hon. Friend agree that it is about time the Government got their finger out?

My hon. Friend is making an excellent speech. The problem in the north is much greater, because most of the north suffers from the situation identified by my hon. Friend the Member for Kingston upon Hull East (Karl Turner); we lose the economic benefits that would be brought by electrification. If the Government are serious in their levelling-up rhetoric, the people of the north need to see that. The Government need to take action.

My hon. Friend is right. I know his frustrations for Bradford, and the opportunity he wants to bring to his constituents and his city through greater connectivity.

The reason for this debate is to lift the sights of the Minister beyond York and Yorkshire, and beyond even our railway nation. The UK could once again take pride of place in marketing the very best in railway planning, operations and engineering globally. If we are looking for a reason for global Britain, the operational and engineering expertise grown in our rail cluster in York, mixing the intermodal intersections with the next generation of energy, could be globally marketable and transformative. Already students from 120 countries study in Yorkshire. Global companies already understand the power of what is happening in York. Bosch has just made a significant investment in the city, building partnerships and integrating with other high-tech initiatives. The Government must invest if we are to move forward over the next 200 years of rail.

York also stables the Network Rail trackside repair fleet. My recent visit to Holgate engineering works showed me how the most advanced trackside safety developments are being integrated into the fleet, with robotics, digital and high-end scanning equipment filling these yellow mechanical engines. That will give the UK the reputation for having the safest railway anywhere in the world. Again, that will be priceless when exporting our safety capability.

York’s Rail Operating Centre—the largest in the UK—has tech that mirrors that of a spaceship. Every inch of the network is mapped live, overseen and monitored across a series a sophisticated digital tools, which enhances rail operations. It is preparing us for the future, playing a key role in plans to introduce the next generation of digital signalling on the east coast and beyond. Network Rail’s training centre for professional development is already in the city and helping to take this revolution forward, with more than 1,000 Network Rail staff already working in York.

Every time I meet York’s engineers, excitement for the next development greets me. My thinking is transformed, my mind left marvelling. This is what we can do when we build a sustained rail cluster. When the network’s guiding mind is anchored and embedded in the midst of such developments, and the sparks of each rail entrepreneur are joined together, the future of our rail is set ablaze. That is why I am calling for investment for the rail bicentenary. The Minister will see its return.

As for freight—perhaps the most challenging but neglected area of the network—investment in innovation has never been more needed. High Speed 2 and Northern Powerhouse Rail were partially about freeing up track for freight. That argument got lost as the debate turned to speed and costs. Our freight capability is woeful. Now coal remains in the ground, and while the likes of Drax see biofuels slowly chug their way from Liverpool docks to Selby, investment is urgently needed to drive freight forward.

I thank my hon. Friend for her speech. She mentioned the port of Liverpool; trading goods through the port of Liverpool has expanded dramatically, but it has put far more freight into lorries in an area with some of the worst air quality in the country. The Government’s answer is to build another road, which will increase roadside emissions and go through a much-loved country park. Through her, may I make a plea to the Minister that it be reconsidered and that rail be seen as the option not just to address those short-term challenges, but because the long-term success of our freight transport depends on massive investment in rail?

To harness the opportunity provided by the bicentenary of British Rail, investment in the freight industry will be the gamechanger for our logistics and transport.

Those living in Kent are constantly reminded of the challenges of road haulage. However, the last couple of years have exposed the risks that the logistics industry is facing. Short-term fixes do not address the twin challenges of climate and workforce. As motorways turn into motels, a modal shift from road to rail for freight must be a priority. Cutting emissions, addressing the skills shortage and moving goods reliably is not only good for the climate, but better for business, which can become more dependable, meeting just-in-time demands that are essential in logistics. Moving goods from road to rail must be the rail cluster’s bicentenary challenge and the Minister’s focus. If we get the engineering, logistics, planning and operations right on freight, we can be confident of export demand for another product from global Britain: not just capability, but know-how, too. That is the prize for the industry.

The brilliant minds that serve our industry are the people who, at the height of the pandemic, got on our trains, repaired our tracks and advanced the network. Some, such as Belly Mujinga, gave their lives. We truly honour our transport workers and their unions—ASLEF, the National Union of Rail, Maritime and Transport Workers, the Transport Salaried Staffs’ Association and Unite—who have worked tirelessly to keep staff and us safe, and to keep people in work.

We have difficult months ahead, but the Government must guarantee job security and good wages as staff work to rebuild the future of the industry to be even better than before. We need to enable all—from the station porter and train cleaner, to ticket office staff, trackside engineers, operators, designers, controllers, electricians and train drivers—to know that they are valued in our rail family, as they keep us safe and take our industry forward. Although consolidation of York’s rail cluster will level up our city, address the low-wage economy and accelerate inward investment for York and the region, it is what York’s rail cluster can deliver for levelling up across the whole country that excites our city the most. We believe that can be achieved only if Great British Railways is anchored in York and if investment in the sector’s research and development powers that opportunity.

York has the very best of our rail past and present, but in politics we cannot change the past; it is the future that is placed in our hands. I look at the girls and boys in my city, who are all mesmerised by our rail story. The National Rail Museum’s new galleries will give them the first taste of rail engineering and spark their ambition to be the planners, operators and engineers of the future as they embark on their science, technology, engineering and maths journey. Our collective ambition will realise the potential power of York’s rail intersectional clusters to deliver the very best rail future—all delivered on the site of the old British Rail carriage works, adjacent to just about the best-connected station in the country.

Great British Railways will be no add-on in York; it will anchor Britain’s rail future, ignite Britain’s rail ambition and deliver the next chapter of our Great British Railways revolution like no other place can. The bicentenary of rail gives the Minister the opportunity to invest in the future of passenger and freight. That will be the pride of my city, and that is our offer to the future of rail.

Thank you, Sir Charles. I thank all hon. Members for their participation in today’s debate. We truly have debated the future of rail. It has been outstanding, with all of the contributions mentioning safety, stations, staffing and local services, as we try to grapple with the real challenges ahead of us around connectivity and the climate. Of course, centred in that is the opportunity that Great British Railways will bring to our network, to our country and to our future.

I trust that, in today’s debate, not only was the case for York made so strongly, but also the plea to look to the next 200 years of our railways, using the bicentenary for real investment in our rail cluster, to ensure that we truly can be global Britain once more on our railways.

I welcome the statement from the Secretary of State, but the reality is that P&O could adjust its measures and continue to operate—and, of course, operate with different staff, with 800 staff losing their jobs. What consideration has the Secretary of State given to a 10th option of an operator of last resort, such as operates in the rail industry, so that he could immediately take such routes back into public ownership?

The hon. Lady will be interested to hear that I have considered an operator of last resort model. What happens at sea is somewhat different from what happens on the railways by the very nature of the fact that there is an open sea but there are specific rail lines. In this case, of course, we have the beauty of competition. We have Stena, DFDS and some others in that market, and they are plugging the gaps so that, from a capacity point of view, we are okay at this time.

I agree with the hon. Member that the way that the workers have been treated is absolutely not on. We have been absolutely clear about that and we are keen not on words but on action.

What is worse is that DP World and P&O Ferries were prepared to put untrained crew and passengers on to those ships and for them to sail, which is completely against health and safety measures. There is therefore something at the core of the company’s culture that needs to be addressed and that must result in the licence being removed, because it is clearly prepared to be unsafe and break the law.

I understand the hon. Lady’s concern. The thing that I hope will give her confidence is that we have the Maritime and Coastguard Agency, in which I have full confidence; it is an outstanding safety regulator. It inspects all those ships and if they are not safe to sail, they will not sail.

As I said when I answered the shadow Transport Secretary, I have asked my officials to understand what level of contractual engagement Government have with P&O. I do not yet have that information, but that is under way as we speak. None the less, the hon. Gentleman draws a wider point around the importance of engagement. We do not want to see disruption, and we do not want to see any difficulties with industrial relations that cause wider problems. I have been absolutely clear that the way that workers have been treated today is absolutely unacceptable. P&O should have spoken to the unions. I have told it that it should be speaking to the unions. I do not think that it has done so, but I will certainly be doing so later today.

Today DP World has inflicted the ultimate pain on workers by sacking them on the spot. They are safety-critical workers in a safety-critical industry; they cannot simply be replaced. Will the Minister ensure that no ship sails with agency staff crewing it in the future? Will he ensure that he works with Nautilus and the RMT so that our shipping industry is put in a safer space than it is in today?

I am grateful to my hon. Friend for that question. I was fortunate enough recently to visit both Eurostar and Eurotunnel. What I can say is that the UK Government would support the growth of international rail services given the significant benefits they could provide for the UK. We stand ready to engage with partners to facilitate new routes where there is a commercial proposition to do so.

In York, it is about not just competition but collaboration. We have 100 rail companies leading in rail operations and in high-end rail engineering. We find that collaborative approach not only benefits the industry but takes the future of our railways forward. What is the Minister doing to invest in rail clusters, similar to the clusters in which her colleagues in the Department for Business, Energy and Industrial Strategy are investing in other areas of the economy?

What I can say to the hon. Lady is how important innovation is within the industry. With the new relationship between Great British Railways, the train operators and the innovators there are new opportunities to trial and roll out innovations more rapidly. Central to that will be the better management and exploitation of data, and GBR will be in an excellent place to do that.

I commend Cornwall Council, and I also commend my hon. Friend for the work that she is doing to ensure that we have this transport revolution as we transition from a fossil fuel transport system to one that is decarbonised. Electric vehicle charge points are absolutely the way forward at home, at work, en route, and at destination. This Government are rolling out the charging points with local authorities, and I would be delighted to visit her constituency and work with her council to do so.

Railways are a product of Britain’s rich history of engineering innovation and the 200-year anniversary is a nationally important moment to mark and celebrate. The Department for Transport will work with the whole industry to make this a special event for workers and passengers alike.

Clearly, in York the 200th anniversary will be incredibly significant, with both the reopening of the National Railway Museum, which will be an incredible moment, and the opportunity it gives us to look not just back but forward at the future of rail. Will the Minister therefore work with us to promote the future of digital and civil engineering, and focus on those from minoritised groups and women, to ensure that they have their place in the future of the railway too?

The 200-year anniversary is an important one. I recall many visits to the National Railway Museum when I was a kid; we used to go on school visits there. On the hon. Lady’s point about skills, engineering and more diversity, yes, absolutely—I am really keen, as I am sure are all my colleagues on the Front Bench, to see more diversity in the railways.

I congratulate my hon. Friend on standing up for his constituents. One of the benefits of the integrated rail plan, of course, is that it will benefit many smaller places across the midlands and north, rather than just the big cities. On the issue of safeguarding, though, I must ask him for patience. We have committed £100 million to working on the best way to get HS2 trains to Leeds, and we must wait for the outcome of that work before lifting any safeguarding.

York has not had a local plan for 67 years and has not had an upgrade of its local transport plan for over 10 years. I hear that the Liberal Democrat-Green council is now kicking proposals into the long grass. York Civic Trust is now grasping the nettle, but wants to know when the new instructions on local plans will be coming out, and what focus there will be on decarbonisation.

My hon. Friend tempts me. As he knows, HS2 has already awarded work to 2,200 businesses across the United Kingdom, 97% of which are British-registered firms. There are many people already supplying British steel but I am keen for us to do even more and support even more businesses in Redcar.

My hon. Friends the Members for Harrogate and Knaresborough (Andrew Jones) and for Blackpool North and Cleveleys (Paul Maynard), both distinguished former rail Ministers, welcomed the plans and set out how they build on the £29 billion already invested in transport across the north since 2010. My hon. Friend the Member for Harrogate and Knaresborough reminded us of the £360 million to introduce contactless tap in, tap out ticketing to hundreds more stations outside London and the south-east, which will bring huge benefits to travellers across the north.

The right hon. Member for Knowsley (Sir George Howarth) talked about the impact on Liverpool city region and asked if I would meet the Mayor, Steve Rotheram. I am happy to commit to continuing to work with the Mayor and local stakeholders, but I remind the right hon. Gentleman that under these plans, the journey time from Manchester to Liverpool will fall from 50 minutes to 35 minutes and we will see the number of trains doubled.

The Minister will know that York is a formidable rail city, bursting with expert planners and engineers. They were astounded by the rail plan, not least because it is about economic development in Yorkshire and the north-east, as well as the rest of the north. Will he therefore go back and rethink that plan so that the north-east and Yorkshire can see the benefits that elsewhere in the country gets? Ultimately, the expertise needs to be put back on the rail lines, which our city can offer.

I thank the hon. Lady for her point. We have met in her constituency to discuss various proposals, and she knows that the east coast main line upgrade will benefit York. The core Northern Powerhouse network being built from York all the way to Liverpool will benefit her constituents, so I believe that this plan has significant benefits for her constituents.

My hon. Friend the Member for Dewsbury (Mark Eastwood) highlighted the significant benefits to Dewsbury, Mirfield and Huddersfield, which are well beyond anything proposed under the previous plans, including electrification and major station improvements. I look forward to visiting his constituency soon.

I thank my right hon. Friend for that intervention, based on which I consider that he might have had sight of my speech, because I will come on to that point. He is absolutely right: we have to link the past with the future. York has an amazing rail heritage and the railway museum is at the heart of that. I will touch on that further. York has an amazing opportunity going forward and I want to touch on some of the sites—the York central site—that really can deliver for York, but also for our future rail centre.

I am grateful to the hon. Member for giving way and for securing the debate. Does he agree that it is about not just the past, but the future? Indeed, York has the engineers, the operators and the skillset needed for advancing digital rail in the future—the very skills that are needed by Great British Railways.

I thank the hon. Member—I was going to call her my hon. Friend—and neighbour. I think she might have seen my speech as well, because I was going to touch on skills. She is absolutely right that the skills in York have been developed not only through the Network Rail centre, but through our colleges and universities, which are at the forefront of the future. That is why York, for me, is undoubtedly the first choice for the location of the headquarters of Great British Railways.

York has always been an important staging post for those travelling between London and Scotland, which is reflected in its prominence on the east coast mainline. It also has another role as the interchange between the east coast mainline and the trans-Pennine line, connecting northern industrial heartlands, such as Merseyside, Greater Manchester and West Yorkshire with the east coast, the east of England and the north-east of England. If, as I believe to be the case, the Government are truly committed to levelling up and spreading prosperity to areas outside London and south-east, then they should look no further than York.

Automation, yes. I thank my hon. Friend for putting me right on that. The University of Leeds is currently developing the new state-of-the-art Institute for High Speed Rail and Systems Integration. That work was enabled by collaboration between key sectors in the fields of railway engineering, signalling and software development, many of which are based in York or have major offices there. I hope I have persuaded you, Mr Efford, of York’s credentials as a railway city and perhaps the UK’s pre-eminent railway city.

There is another reason that York would be a sensible, if not the best, choice for locating a major public body in the form of the Great British Railways. As the Minister will know, York is currently home to one of the country’s largest brownfield sites, which is also a regeneration project. It covers some 45 hectares of disused track and railway depots, adjacent to York station and right in the heart of the city. York Central promises to be of a similar scale and ambition to the highly successful redevelopment of King’s Cross. The project promises to provide more than 2,500 new homes and, crucially, 112,000 square metres of high-quality commercial office space. Work has already started on clearing the site, following a successful bid for £77 million of Government funding for the enabling infrastructure.

As the Prime Minister would say, this is an oven-ready proposition for Great British Railways, providing a unique chance to build the new headquarters on a city-centre brownfield site in which Network Rail is a major partner and landowner. Surely there is a certain appeal about this: the new Great British Railways being based on a regenerated railway site. That the site happens to be located next to the National Railway Museum, one of the north’s major and main interchange stations, and the offices of several major players in the national rail industry makes it an option that is impossible for the Government to ignore.

The hon. Member makes a very powerful case for York. The location of Great British Railways would also be next to the rail operating centre, which is the flagship of digital signalling and contains advanced skills. Is that not why this particular location is so important for the future of our railways?

Absolutely. The location is perfect, with the brownfield regeneration site that interlinks with the Network Rail headquarters and all the skills around there, as we have touched on. Those new skills are so important to the future of our railways. That is what we, as well as the region, can deliver in York. The location is ideal, but this is also about the skills that the whole region can deliver. That is so important and it is what makes the case for York so strong.

It is a pleasure to serve under your chairmanship, Mr Efford, especially in a debate on a subject that I know you will follow with great interest in the future.

I have learned a great deal today. Before I respond to the various points that my hon. Friend the Member for York Outer (Julian Sturdy) made, I thought that I should respond to a couple of other points. I have had a history lesson. I did not know that the Treasury was moved to York by Edward I. Obviously, this Government have moved part of the Treasury to Darlington, so it must have been a good idea then that we are repeating now.

I have also heard a great deal about the merits of Derby from my hon. Friend the Member for Mid Derbyshire (Mrs Latham). She says that it is in the centre of the country, but if you were to take England and put a pin in the middle, you would find that the best place to put Great British Railways would be the village of Hellidon in my constituency. I am not convinced that there will be a great campaign for such a development, but I thank my hon. Friends for their contributions so far. I know my hon. Friend the Member for York Outer is a tireless advocate for his city. He is to be commended for promoting an understanding of what a wonderful place it is.

I completely understand that York is a city famed for its rich railway heritage. The first direct train ran between York and London in 1840. By the 1850s, there were 13 trains a day between the two cities, carrying 341,000 passengers a year. As the centre of the railway network along the east coast, York played a major role in the management and development of Britain’s railway network. For more than 120 years, York was the base for the construction and servicing of steam locomotives and rolling stock.

Fast forward to today and some of the remaining buildings used during the construction and servicing of the locomotives and rolling stock have become part of the wonderful National Railway Museum, which was mentioned by my hon. Friend the Member for York Outer and my right hon. Friend the Member for East Yorkshire (Sir Greg Knight).

Today, York is home to Network Rail, LNER, Northern, Grand Central, the Siemens train servicing and cleaning depot, and many varied rail consultancy businesses, contractors and specialists, from signalling and electrification experts, to civil engineers and railway operatives, as the hon. Member for York Central (Rachael Maskell) has told me a number of times and I am sure, based on this debate, will continue to do so for quite some time to come.

Since 1877, York railway station has helped to transform the city, connecting York to the rest of the United Kingdom and the wider world. At one time, the biggest railway station in the world, it remains today an important transport hub for the north and the United Kingdom as a whole. During the autumn of 2019, there were approximately 20,000 daily passengers on London to York services, and there were more than 10 million passenger journeys from York station over the course of that year. From the very earliest days of the railways, through to the modern day, York has played an important part in the history and future of the railway in this country, and it will continue to do so. I thank my hon. Friends the Members for Harrogate and Knaresborough (Andrew Jones) and for Thirsk and Malton (Kevin Hollinrake) for their contributions today to emphasise the importance of this great city.

Of course, there are other towns and cities across the country that have played an important part in our proud railway heritage and that right hon. and hon. Members are proud to represent. It is good to see one of them, my hon. Friend the Member for Mid Derbyshire, here today.

The Government’s aim is to have a world-class railway, working seamlessly as part of the wider transport network and delivering opportunities across the nations and regions of Great Britain. The Williams-Shapps plan for rail, published in May this year, sets out the path to a truly passenger focused railway, underpinned by new contracts that prioritise punctual and reliable services; the rapid delivery of a ticketing revolution, with new flexible and convenient tickets; and long-term proposals to build a modern, greener, more accessible network that delivers the Government’s priorities to level up and decarbonise our transport system.

Central to the Williams-Shapps plan for rail is the establishment of a new rail body, Great British Railways, which will provide a single familiar brand and strong unified leadership across the rail network, as was described by my hon. Friend the Member for York Outer. It will be responsible for delivering better value and flexible fares and the punctual and reliable services that passengers deserve, and it will bring the ownership of the infrastructure, fares, timetables and the planning of the network under one roof. It will bring today’s fragmented railways under a single point of operational accountability and ensure that its focus is to deliver for passengers and freight customers.

Great British Railways will be a new organisation with a commercial mindset and a strong customer focus, and it will have to have a different culture from the current infrastructure owner Network Rail and use very different incentives from the beginning. As we have heard, it will also have to have a new headquarters. Indeed, Great British Railways will have responsibility for the whole railway system, with a national headquarters as well as regional divisions. I can tell my hon. Friend the Member for York Outer that the national headquarters will be based outside London, bringing the railway closer to the people and places it serves, and ensuring that the skilled jobs and economic benefits are focused way beyond this great capital city, in line with the Government’s commitment to levelling up.

The competition to find the national headquarters will recognise towns and cities with a rich railway history and that are strongly linked to the network, ensuring that the headquarters will take pride of place at the heart of a new era for British railways. The Great British Railways transition team is in the process of designing the selection process for the national headquarters, and the Secretary of State is setting up a panel of experts to assess the various locations. We are, therefore, right at the beginning of the process and I hope that Westminster Hall will continue to see celebrations of great cities and towns and their railway heritage as the bids develop.

The Minister clearly understands and appreciates the value of York and all that it will bring. Does he agree that the partners, including the business community, City of York Council and North Yorkshire County Council, will have an important role to play in signing off the bid?
