Absolutely; that is an excellent point. I could not agree more.

Union members from the Bakers, Food and Allied Workers Union have recounted stories like that of Mohamed’s, a worker from north London, who was excited at the prospect of working alongside his colleagues to improve basic things at work, like getting his shifts 10 days in advance so that he could plan his life. Because of those efforts, he was informed by the management that he was banned from every McDonald’s store in the area. I note that in its statement McDonald’s did not dispute that account.

In its response, Amazon stated:

“If you want a true assessment of our working conditions just register for a tour at one of our fulfilment centres.”

A registered, company-sanctioned tour—effectively a corporate PR exercise—would hardly paint an accurate picture of working conditions at Amazon. Let the figures speak for themselves: from 2015 to 2018, a shocking 600 ambulance calls were made to Amazon warehouses. I have visited an Amazon warehouse in my own constituency in the past; the technology on show was indeed very impressive, but that hardly gives an accurate account of what it would be like to work a 12-hour shift in the warehouse. Nevertheless, I am happy to take Amazon up on its offer of another visit. Would I be able to bring representatives from the GMB union with me? Until now, many of them have consistently been denied access to the workplace.

It is not just Amazon and McDonald’s; these practices are widespread, particularly in poorly paid jobs. In its recently published report on InterContinental Hotels Group, Unite the union documented a workplace culture of fear and bullying, with management pressurising low-paid staff into working for eight to 10 days straight. IHG employees and subcontracted employees have been routinely denied the right to freedom of association and have stood little chance of exercising their right to collective bargaining.

I am grateful to my hon. Friend for calling this debate. While making the case about large employers, will he acknowledge that there is a lot of exploitation of workers by small employers, particularly bullying and harassment, and that they also shut their doors to trade unions? That is to the detriment of small employers, as well as to the detriment of their staff.

I thank my hon. Friend for that brilliant point. It works for all stages in every sector, regardless of the size of the business. If large organisations practise fairly, it will filter down, especially through subcontractors. It is the responsibility of large businesses to show smaller businesses what they are doing. If they follow the right practices, that will filter down to subcontractors. Perhaps larger businesses could have some kind of contract to make sure that their subcontractors look after their employees in the same way as they do. Large businesses have to set a precedent.

Union members are vulnerable and live in fear of reprisals from their employer. Bupa is one of the largest and highest-profile providers of residential social care in the UK and part of an international health group that serves approximately 32 million customers in 190 countries. It consistently refuses to allow Unison officials access to workplaces to speak with staff and members regarding union rights and representation.

During 2017 and 2018, Unison North West regional officers were banned from every Bupa care workplace, despite assurances that visits could be conducted at the employer’s convenience and with due regard to operational and safeguarding concerns and priorities. I have just mentioned what McDonald’s said about disruption, but unions do not want to disrupt the business at all. They give adequate time before they come, and that is all I am asking for in the legislation. Of course I am pro-business and I support great businesses, but not at the cost of poor workplace conditions for employees.

I am sure I do not need to remind the Minister that the UK is a signatory to the European convention on human rights, article 11 of which states:

“Everyone has the right to freedom of peaceful assembly and to freedom of association with others, including the right to form and to join trade unions for the protection of his interests.”

Does he not agree that the examples I have listed constitute a flagrant violation of that right? If so, what does his Department intend to do about it?

I do not want to use this debate simply as an opportunity to criticise existing practices, but to propose a way forward. I hope the Minister will listen to my proposals, because it does not have to be like this. By expanding trade union access to workplaces, we can restore dignity and respect at work and put an end to the exploitation and misery we see on the rise today. As I said, I am pro-business and I want to see our businesses flourish, but that should not come at the cost of dignity and respect at work. An alternative is possible.

We can look to places such as New Zealand for inspiration, as well as for evidence that the legislation that I am proposing works. Under the Employment Relations Amendment Act 2018, trade unions there have far greater access to workplaces. Workers in New Zealand can speak to union representatives in their place of work, which has led to higher union membership, higher wages, and fairer and more just workplaces.

Under this legislation, all that is required is that the union provide a short period of notice that it will be visiting the workplace, allowing for management to add the extra staff member needed for the duration of the visit. The situation is beneficial for all involved: disruption to the business is kept to an absolute minimum, while workers’ legal and human right to join and form a union is properly adhered to.

On the net zero target, we will obviously wait on the Committee on Climate Change report, which will be published on Thursday 2 May. I am sure the hon. Gentleman welcomes the Government’s success story on solar capacity and renewables. In comparison with the early 1990s, emissions have come down by 40% while the economy grew by 72%. There is more to do—there will always be more to do—but we are on the right track and doing the right thing. Solar capacity has reached 30 GW, compared with an estimate of 10 GW to 12 GW. We continue to ensure we exceed our targets.

The Government are committed to building a globally competitive and sustainable packaging industry through research and innovation. As we announced in the UK’s first bioeconomy strategy at the end of last year, we are providing up to £60 million to transform the plastics economy through the industrial strategy challenge fund, so that we can establish the UK as the world’s leading innovator in smart, sustainable packaging.

The Government’s response to plastic use has been woeful, with a 4% increase in plastic use just last year. There is now more plastic in our oceans than fish. In the light of this environmental calamity, will the Government make a new commitment to ensure that only organic-based packaging material is in place, with no more plastics by 2025?

The UK has committed to being a global leader on this topic. We have already taken more than 15 billion plastic carrier bags out of the economy, we are consulting on a deposit return scheme and we have introduced proposals for a world-leading new tax on plastic packaging that does not meet minimum thresholds. There is always more that we can do, but there is an awful lot that we have already done.

When I launched the offshore wind sector deal, I said that power generation would be at least 70% net carbon zero by 2030—in only 11 years—so we can extrapolate from that. There is a view among energy system modellers, however, that there will always need to be some level of thermal energy generation on the grid, because you cannot do a cold start based on current renewable and storage technology, which raises the question of how we further decarbonise our gas supply in particular.

Complacency in government is the reason young people have left their classrooms to educate politicians and to challenge us in this place. Rather than just warm words, in the light that we are going to miss our fourth and fifth carbon budgets, will the Minister commit to setting every public authority and local authority stringent carbon budgets?

The hon. Lady is right to point out the role of local authorities. I believe that much policy is best pulled through at a local level, where it is possible to join up regeneration, transport systems, cycling and walking strategies and so on, rather than pushed out from Westminster. The young people of today—it is such a patronising phrase, isn’t it? Everybody in the UK today should be proud of the fact that we listened and 10 years ago with cross-party support passed the world’s first climate change Act. We listen in this place. We might not act as quickly as people want, or in the ways people want, but we must look at our early movement and the fact that we have led the world in decarbonisation. We are listening and we are acting.

It is a pleasure to serve under your chairmanship, Mr Evans. I thank my hon. Friend the Member for Wigan (Lisa Nandy) for opening the debate so powerfully. I certainly echo many of the comments that she made. If the Prime Minister did not underestimate the power of Government to intervene, I see no reason why the Minister should not intervene on behalf of all our constituents to ensure that this franchising process is halted. It is absolutely clear that it is riddled with problems. I shall reflect on the situation in my constituency in York and some of the challenges that are being placed at the door of people there because of the decision to franchise the service.

The first issue is the consultation process taking place over the Christmas period—it closed on 28 December—the busiest and most stressful time for post office staff. I pay tribute to them, but to have this situation hanging over their head over the Christmas period is nothing short of cruel. It also ignores the input that they would have wanted to have into the consultation. The issue is not just them and their jobs, but their customers, whom they care deeply about.

I want to highlight two particular issues: the impact on the local economy in York, and the location of and access to the post office. The post office has been at 22 Lendal since 1884. It has survived two world wars and still stands proud today. It is a busy and profitable Crown post office, which is a real advantage for our city centre which, like many high streets, is struggling. It is at the entrance to our city—a city that attracts 7 million people every year and a city that people will come into on a Saturday or during the week to use the facilities of the post office.

It is in a prime location for transport links, whether people are using the train or the bus to come into the city. Crucially, disabled people are able to pull up outside the post office to access the services, and for those who cycle, there is parking space for bikes outside. The post office is in the most profitable and accessible part of our city. It is boosted by having opposite to it Britain’s best pie shop—Appleton’s. People have a dual pact whereby they buy their pie and use the post office.

My hon. Friend may say that, but by all judgment, Appleton’s has won the prize for the best pie shop in the nation.

To get back to business, the reality is that York’s post office is a profitable post office that works for my constituents. It is in the prime location. If the post office could choose its location, it would still be exactly where it is. However, the post office will be moving to WHSmith in Coney Street. That is not far, but the post office will be going into an area of the city that is struggling and where shops are shutting. The number of empty retail outlets that we see as we walk around is growing year on year and month on month, which is of great concern. People will not be able to pull up in their vehicle outside the post office because it is a pedestrianised area. That means that the post office will be inaccessible, particularly for disabled people but also for older residents.

The area will also have tighter controls in future. Mail vans will not be able to pop by because of the counter-terrorism measures that our city is taking—the Post Office was not even aware of that during the consultation process. If a van were to go there, it would have to be well out of hours because of the new counter-terrorism plan. It would have a very precarious route down a dark alley, which leads down towards the river and has been deemed unsafe under health and safety inspections, let alone if someone were to be in that alley with money—they just would not go there. It is deeply concerning for staff, who would have to use that as the only means of accessing the building other than going through the shop itself.

The post office will be located at the back of WHSmith. It will not be the first business to try to succeed there. Costa Coffee had a business at the back of WHSmith and it failed. In its current location, just down the road, Costa Coffee is thriving, but at the back of WHSmith it did not work. This does not make sense for the future of the post office. Therefore, its current location is the right place for it.

I am glad that my hon. Friend has raised this situation where the post office is transferred and shoved right at the back of an existing WHSmith store, which is exactly what is proposed in Cardiff Central. We know that very few people are going into WHSmith because it is an ailing retailer. Walking right to the back of an ailing retail shop will not make it easy for people to access the postal services they need.

My hon. Friend has made a powerful point. This has to make business sense and, where it does not, it should not proceed. I also highlight the fact that custom will be lost from retailers in the city who bank and place deposits within the post office. They do not feel safe having to walk through and then queue in a retail outlet. They have already said that they will be transferring their business away from the post office. That has to be taken on board. This does not make business sense or economic sense, nor does it make sense for our high streets or my city.

As my hon. Friend knows, I know the branch she refers to very well from my student days and I use it at Christmas when I visit my daughter. It has excellent services, including an exchange bureau, which can compete with the best. Those kinds of services, which are working in purpose-built buildings, need to be maintained and enhanced. She is making an excellent case, but she makes it for the rest of the country, as well.

It is so important that we do not sell off our family silver, which is exactly what this process will achieve, certainly with regard to my city.

Finally, I want to raise the issue of the war memorial placed in our post office, where 16 fallen men from the first world war and ten from the second world war are honoured. It is unknown today what will happen to that war memorial. I reflect on the words of Harold Wood, who today is 95. In 1942, he defended our city as part of the Home Guard. He said:

“The Luftwaffe couldn’t destroy it. It would be sad to see the Post Office do it.”

Our post office survived two world wars, so it would be a shame to close the doors, thereby ensuring that its profitability, service and access will be lost to my constituents.

It is a pleasure to serve under your chairpersonship, Sir Graham. I congratulate my hon. Friend the Member for Wigan (Lisa Nandy) on securing this debate and delivering an impressive and eloquent speech. Passions have risen high today, which illustrates the value of the post office network to hon. Members present and to people in the community, so it is hugely disappointing to see the empty seats on the Conservative Benches.

Post offices are a vital community asset that serve as an anchor for individuals and local businesses, as many hon. Members have highlighted. Citizens Advice surveys have shown that half of Britons say that a post office branch is the most important service in their local community. In rural areas, the importance is even greater: one rural resident in five says that without their local post office they would lose contact with friends or neighbours. Post offices are hubs rooted in community and history, and they have innovated: services have grown and now cover some Government services, while postmasters have been innovative in providing new products to accommodate the rise of online shopping.

At the same time, it is not a revelation that our high streets are struggling. In October, the Chancellor took a “too little, too late” approach to the crisis, showing the Government’s lack of commitment to our town centres. Although they shirk responsibility for the collapse of our high streets, the Government are too eager to discount their own role in overseeing the managed decline of a long-established and vital part of our high street: our post offices.

Our debate today has focused on Crown post offices, the large flagship post offices that are in prominent high street locations and are directly owned and managed by Post Office Ltd. Over the past five years, the Post Office, which is entirely owned by the Government, has announced the closure of 150 Crown post offices—40% of its 2013 Crown post office network. The closure and franchise programme has come in three waves, and the latest announcement in October 2018 stated that a further 74 Crown post offices were being closed, with an estimated 700 jobs at risk.

There is a strength of feeling about the closures across all parts of the country. I anticipate that the Minister will argue that this is not a privatisation process, but franchising is by definition a model part of privatisation. This Government drove the disastrous privatisation of our Royal Mail, many of the consequences of which we are seeing today, with private shareholders creaming off millions in dividends while services are on the decline. I am afraid that the franchising programme appears to be an incremental step in the same direction, privatising our Post Office one Crown at a time.

The impact of the closure and franchise programme is significant for the public purse, for the accessibility, quality and breadth of the service provided to the public, and for the sustainability of the network. Our high streets face a crisis and it is being compounded by the Government-managed decline of the Post Office. As I wrote in a recent article:

“The Government may continue to peddle the myth that it has no agency over our high streets—the truth is they are willingly letting a proud institution and the public down.”

They are letting the Post Office fall by the wayside in an appalling act of negligence.

Plucking post offices out of the heart of business hubs, as the closure of local Crowns does, is bad for local business and bad for the Post Office. It exacerbates financial exclusion in deprived areas, where—in the light of the significant bank closures in recent years—local people may have no access to financial services. My hon. Friend the Member for York Central (Rachael Maskell) has been vocal about the proposed relocation of her local Crown away from the town centre and into an area that has seen a 15% decline in footfall over two years. It is an economic fallacy to suggest that shifting a post office to a quieter part of town, away from the economic activity, will be in any way helpful to the long-term sustainability of the network.

Indeed, in allowing the transfer of counters into WHSmith, the Government risk the viability and sustainability of communities’ access to post offices. It has been suggested that WHSmith is shifting its priorities away from the high street, as highlighted by its acquisition of InMotion, a US company known for airport services. That is worrying and raises serious questions about the retailer’s long-term viability and its desire to be on the high street. As my hon. Friend the Member for Heywood and Middleton (Liz McInnes) told us, there has recently been a 3% decline in profits. It is therefore surprising not only that Post Office is choosing to partner with WHSmith in this way, but that when pressed during a meeting of the all-party group on post offices, Post Office representatives provided no reassurance about any contingency plans that they may have prepared for the event of a collapse.

My hon. Friends the Members for Hove (Peter Kyle), and for Cambridge (Daniel Zeichner) spoke eloquently about the lack of meaningful consultation in their constituencies. Indeed, during the all-party group meeting, we learned that decisions on closures had already been made and that the consultation process was merely asking for little bits of information about whether people thought they had disability access—someone in the senior management actually said that. I challenged him, saying that the consultations should be asking the public about the closures, and that responsibility for disability access should lie with the management of the post office in question.

I am grateful to my hon. Friend for raising the issue of access, because clearly many disabled people use post offices. Does she agree that if the proposal will mean less access to post offices, it should surely be stopped?

I very much agree, and I will go into that point in more detail later.

Post Office management claim that they will have six months’ notice if a retailer that hosts a Post Office counter collapses, but in reality a collapse could be immediate and would risk the total closure of the counter. It seems reasonable that contingency planning should be done to prepare for all eventualities. Has the Minister had any discussions with the Post Office about the matter? Can she assure us that she is aware of reasonable contingency plans for any of those scenarios?

My hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson) referred to the independent reports published by Consumer Focus in 2012 and by Citizens Advice in 2016, which looked at the impact of closing and franchising former Crown post offices and locating them in WHSmith branches. They concluded that it has led to an increase in queuing and service times, a deterioration in customer service and advice, poor disabled access, and a reduction in the number of counter positions. As hon. Friends have pointed out, the retailer has been voted as providing some of the worst customer service in the UK—surely not a ringing endorsement.

The impact of these changes on local communities is significant, and vulnerable people, the disabled and the old suffer the most. The general secretary of the National Pensioners Convention, Jan Shortt, has said:

“Older people are some of the biggest users of the Post Office, and many rely on being able to talk to expert staff, but the move to franchise services to WHSmith is going to be bad for customers...pensioners will find some of the offices are no longer easily accessible or particularly private. This will become a second class service if we don’t stop these plans immediately.”

Similarly, the chief executive of the deaf and disabled rights charity, Inclusion London, and representative of the UK-wide Reclaiming Our Futures Alliance of disabled people and their organisations, Tracey Lazard, said:

“Replacing accessible Post Office premises with a post office counter squeezed into the back of a WHSmith store can leave Disabled people at a significant disadvantage, particularly people with a mobility impairment. Post Office Ltd should be taking action to maximise the accessibility of its premises and services rather than taking this retrograde step that cannot be justified and will instead further Disabled people’s exclusion.”

The programme of franchising is moving Crown postal services. Our objective is to ensure that, when the post offices are moved, they deliver better services and that constituents have better access to them. Part of the franchising programme is about ensuring we have a post office network for today, which suits the modern retail environment and consumers’ changing habits.

Will the Minister follow up the question of my hon. Friend the Member for Wigan (Lisa Nandy) and meet a group of us? I am seriously concerned about the reduced access—not necessarily to the building but to the high street in front of the post office—and the impact on my high street and the local economy. Will she meet us to discuss those detailed issues?

As I have said—I thought I was quite clear—I am always willing to meet Members who have issues relating to post offices in their constituencies. I said that earlier. I reiterate that I will listen, hold Post Office Ltd to account and take those things forward. That does not necessarily mean that I will agree with some hon. Members’ positions, and they will not always be achievable, but I will make Members’ cases on their behalf.

The UK visa and immigration biometric enrolment services for the Home Office were available to a mix of 99 directly managed and WHSmith branches nationwide. However, as was mentioned earlier, the Home Office recently awarded that contract to Sopra Steria, which now runs the service in new locations. On the Post Office being in a position to deliver services for our constituents, I will always ensure that we work together to strengthen the services and add value to the services that the Post Office will deliver for the Government.

WHSmith has been operating post offices since 2006 and has proven to be a reliable and dependable presence on the high street. There are some misplaced concerns about the Post Office’s contingency plan should WHSmith go into administration. The latest financial results show that the company’s high street businesses recorded their third-highest profit in more than 15 years despite the well-documented challenges on the UK high street. The Post Office is not complacent; it regularly meets with all franchisees to ensure they are delivering on the terms of their agreements. That is an ongoing process.

I am concerned that we are running out of time, Sir Graham, and I think the hon. Member for Wigan may want to wind up—or I can carry on. Post Office staff at franchise branches will have the opportunity to transfer to new franchises under TUPE employment protection, which means that they will benefit from the same terms. Alternatively, staff can leave with compensation, and there may be opportunities available elsewhere in the network. WHSmith’s post offices are currently performing well, and I have every confidence that the recent deal will help to secure Post Office services on a sustainable, profitable basis in communities across our country.

I hear the concerns about the consultation process, and I have said that I will take them forward with the Post Office. As the Minister, I will not call on Post Office Ltd to stop the franchising process, but I will work with it to ensure that it delivers its business in the best way possible and benefits our communities.

We need a sustainable network. It is not correct that the Post Office owns all the Crown branches—the buildings are not all freehold and some are leasehold. It is right that the taxpayer holds the Post Office to account and, as the Minister, I will do everything in my power to harness opportunities and to increase services in the post offices. There will be many opportunities and, as the high street changes—I am also the Minister with responsibility for the retail sector—I will continue to work with the Post Office to ensure that we are delivering for our communities and that we increase the services that post offices provide.

I mentioned some recent examples of legislation, to which I might add the national living wage, which has made a huge difference and led to the fastest growth in the rate of pay for the lowest earners in 20 years. When it comes to the examples that the hon. Gentleman gave, my intention is clear: whoever someone works for in the gig economy, their rights should be clear and fair. Whether they are regulated by the Mayor of London or are not subject to regulation, those rights should be unambiguous, clear and enforced.

If an individual’s employment status is established, that individual themselves has the key to unlock different sets of rights. Matthew Taylor recommended that employers should bear the burden of proof; why has the Secretary of State moved that burden on to employees or workers, who will have to establish their employment status?

As of today, the new legislation that we have introduced will give the right to a day-one written statement of the rights of workers. They will be told unambiguously, as of right, what they are entitled to as part of their employment. The separate issue, which the hon. Lady might be eliding with that one, is whether the different rights associated with different categories of employment or self-employment are clear enough. That will require some changes in the law and regulations, to which we have committed, but the combination of the entitlement to day-one clarity and some further changes to reduce some of the ambiguity between the categories will achieve what the hon. Lady intends.

I beg to move,

That this House has considered Post Office provision in North Yorkshire.

It is always a pleasure to serve under your chairmanship, Sir David. Let me begin by saying up front that I strongly support post offices and want to see them thrive. Everything that I will say about how we can make our post office network more sustainable for the future is to be taken in that positive way.

I sought this debate because of the closure of the Cold Bath Road post office in Harrogate and the proposed relocation of the Crown post office in Harrogate from its location on Cambridge Road to WHSmith. However, it is not just Harrogate in North Yorkshire that is affected. We are seeing the same relocation to WHSmith being proposed for York, Scarborough, Selby, Northallerton and, more widely in Yorkshire, in Beverley and Pontefract. We are seeing it in other parts of our country, too.

This debate has attracted attention from other parts of the UK. We are being followed by sub-postmasters up and down the country. I have had emails from the west country, Wales and much closer to home. They confirm that the underlying points I will raise are of wider concern. That was also clear from the meeting last week of the all-party parliamentary group on post offices, which discussed the relocation issue.

Post offices are an important part of our national infrastructure. They provide access points not only for post office services, but for banking and Government services. We are seeing huge growth in the parcels business through internet shopping, and the Post Office has developed very good products. We are seeing increasing use of post offices for their banking services. That is particularly important as the number of high street bank branches has fallen. That point has been highlighted to me by smaller, often independent traders. We are also seeing increasing use of the gov.uk Verify scheme. That service matters, as it helps to tackle the growing issue of identity fraud. The passport and driving services have been highlighted by local residents in Harrogate and Knaresborough as being valuable. The services matter, so post offices matter. The question with the relocations then is about how we ensure that the people of Harrogate can continue to access the services.

The hon. Gentleman is making a very good speech. In York, we too face the challenge of a post office closure. The post office has been there since 1884. It is on the main thoroughfare for tourists and residents coming into the city, and it is due to relocate to an area where footfall is falling massively—it is 15% down in the past two years. Does he agree that we need to look at the business case and the impact on the local community and local businesses when assessments are made of the future viability of a post office?

The hon. Lady makes an important point. I entirely agree that as these relocations are considered, the implications for business and the community must be considered in the round. I am aware of the location of the post office—York is a very near neighbour to Harrogate and Knaresborough—and its importance, and I strongly agree with the point that she has made.

Post offices matter and the services matter. The access point is absolutely critical, and I am not happy with the proposals. I have enormous reservations about the relocation of a Crown post office to a WHSmith. In Harrogate’s case, it is moving from Cambridge Road to the Victoria Centre. My key reservations are about access and security. On access, both locations are in our town centre, but parking in the immediate proximity is easier at the existing location. Disabled parking in particular is good at Cambridge Road, whereas for the Victoria Centre it is across the A61, a very busy road.

I did not know how the proposed location in WHSmith would work until I received an email from WH Smith at lunchtime today with significantly more information, followed by a six-page letter from the Post Office a couple of hours ago. Having been in meetings today, I have not had the chance to go through it in detail yet, but I will do so directly after the debate. Clearly it will answer some questions, but I think it will raise even more.

We now know that the proposal is to locate the post office on the first floor of WH Smith. There are lifts, escalators and stairs in the store, and the shopping centre entrance will be flat, but first-floor retailing inevitably has a lower footfall than ground-floor retailing. I spent many years in retail before I came to Parliament, so I know that first-floor and ground-floor locations are very different. I am sure that the email that I received at lunchtime was trying to help, but in reality it has made my fears worse. However, at least the Post Office has confirmed that all the staff in the very good Crown post office team will be TUPE-ed across and have some security, which is reassuring news for everybody.

On products and services, the Post Office has confirmed that all existing services will transfer with the location, but that Home Office passport services will not transfer. That is a loss. It feels as if the Post Office is in retreat, both physically and in its offer, when the opposite should be happening.

I must draw the Minister’s attention to the nature of the Post Office consultation. When it first got in touch with me, its email said that

“any proposed changes will be subject to a public consultation”.

However, at the all-party group meeting last week, it announced that the franchising decision has already been made and that it is a private commercial matter. I am not sure that those two comments are in any way consistent. We need a proper, wide consultation.

I am grateful for the opportunity to intervene again. I, too, was at the APPG meeting. The Post Office made it very clear that its consultation was more about information exchange, rather than being a proper consultation. It said that it had already looked at access issues, but does the hon. Gentleman share my concern that it will not take note of those crucial issues?

That was indeed a very disappointing part of the Post Office’s response at what was otherwise a very good APPG meeting. I want the consultation to be much more wide-ranging. I want it to consider the views of the people of Harrogate; I am sure the hon. Lady wants the same for the people of York, and my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) wants the same for his constituents. The issue affects locations right across north Yorkshire.

I will make some progress first.

Post office banking services enable 99% of personal and 95% of business banking in any one of 11,500 branches, supporting consumers, businesses and local economies in the face of accelerated bank closures. Financial performance has improved, as my hon. Friend the Member for Harrogate and Knaresborough outlined, from a loss of £120 million to a trading profit of £35 million in financial year 2017-18, thereby reducing Government funding from £415 million in 2013-14 to £50 million by 2020-21.

I encourage the House to look objectively at those facts. They clearly show that the network is at the most stable it has been in a generation. All that has been achieved notwithstanding increasingly challenging trading conditions in the Post Office’s core markets and in the wider retail sector. The Post Office offers a huge range of products and services to the UK public, while ensuring that those services remain at the heart of towns and villages throughout the country. In doing so, it offers great value for money for the taxpayer.

Finally, we recognise that changing consumer behaviour presents a significant challenge for small retailers, including the many postmasters up and down the country. In the Budget last week, therefore, we announced a one-third reduction in small retailers’ business rates bills for two years from April 2019. A retailer could save up to about £8,000 per property per year, which will benefit a range of retailers, including post offices.

Will the Minister look specifically at the case of York’s Crown post office? It is in a prime location in our city for both residents and tourists. Will she look at it in the light of it being a profitable post office, so that the whole business case is properly reviewed?

As I said before the debate, I am happy to look at York specifically in the future, asking any questions that the hon. Lady might have of Post Office Ltd directly.

I appreciate that the proposed changes to the delivery of post office services can cause much concern to the communities affected. Post office branches, however, are not closing but are being franchised, whether on site or to be relocated to high streets. Franchises typically provide the same range of post office services as those offered at Crown branches.

Working with a retail partner is a sensible response to the challenges faced by our high street retailers, with the benefit of shared overheads across the combined post office and retail business, including property and staff costs. Franchising is a part of the Post Office’s strategy to ensure that the network is secure, sustainable and successful in the long term. In fact, more than 90% of post offices throughout the UK are operated successfully by independent businesses and retail partners.

Moving the directly managed Crown offices to retail partners has helped to reduce the losses in part of the network from £46 million as recently as four years ago to break-even today. I must stress that franchising is not about closing branches, but about moving a branch to a lower-cost model while continuing to offer high-quality service, more convenient hours and better locations. I understand that my hon. Friend the Member for Harrogate and Knaresborough has questioned location, and we can look at that, but Citizens Advice found that franchised branches deliver the same or better standards of service to the customer.

Regarding the recent WHSmith announcement, the communities of Harrogate and Knaresborough, as well as other communities in North Yorkshire, are not losing their post offices, which will be relocated to WHSmith branches, making services more accessible to customers.

The Prime Minister declared austerity to be over and the Chancellor downgraded the prediction to say that it is coming to an end, but the reality is that each Department is having to make 3% cuts, which hardly backs up those statements. Of course, the corporate giants will still enjoy their £110 billion corporate tax giveaway, while 1,000 people have seen their personal wealth increase by £274 billion over the past five years. For my constituents and many like them up and down the country, the harsh reality of services slashed and under increasing pressure and the daily experience of living in poverty or just scraping by was not addressed by this Budget. We all know that the money is going to the wrong places, and it will take a radical Labour Government to restructure and transform our economy to make sure that we invest in people’s future.

I want to turn to the high streets. On 8 March 2017, resulting from the valuation process and the sharp rises in business rates, we were promised a full business rates review, but it has not happened. Instead, temporary relief schemes have been provided to local authorities, badly managed by local authorities and then withdrawn. We did not hear on Monday about how all the temporary relief has been withdrawn from small businesses. That has had an impact on pubs, which are losing £1,000, and on other small businesses, as well as medium-sized businesses—the anchors of our high streets—which will not be eligible for the one third reduction in their business rates. Again, this will have a massive impact on our high streets, but we did not hear about that from the Chancellor on Monday.

The announcement on business rates was again a short-term one—just two years. All such funding is so short-term; it is about the crisis management of our high streets, although businesses have to sign long— 10-year—leases. They cannot make such long-term investments if the Government do not back them up. We are still seeing the inequality between our high streets and the out-of-town retail sector and between our high streets and online shopping, and they were not properly addressed either. Plasters were thrown out last year and bandages this year, but what we need is surgery—with real reform taking place—on our business rates system. I will not give up until we get real reform.

We need to address the causation of this problem, about which I have yet to hear from this Government. We have investors—mainly offshore investors—owning properties on our high streets, and while the revenue they get from tenants is helpful, it is pocket money compared with the scale of their investments in pension schemes and other investments. That has not been tackled, and until it is, we will continue to have a crisis on our high streets. The escalation in rental values in places such as York is extortionate. The Government are providing relief for such corporate greed, but we need to address the greed where it sits. We are seeing the creation of a bubble on our high streets, and when it bursts, there will be a real collapse. I therefore urge the Chancellor to address the real problem of business rates.

I want to highlight the suggestions that have been made about a turnover or profit-based tax, which is far fairer and will create the greater equality that we need. I want to mention one of my streets, Coney Street, in York. We have about 50 empty properties in York, and footfall in Coney Street fell by 9.3% on the previous year and by 15% in the past two years. That is just short of 27,000 fewer shoppers.

I am sorry, but I do not have time to give way. The hon. Gentleman had the opportunity to put in to speak in the debate.

Since September 2016, there has been real decline on Coney Street: this year alone, 12 stores have closed. Unbelievably, that—a place where there is no traffic—is where the WH Smith that is meant to be hosting the new post office is based. The current post office, on a prime site in Lendal—the busiest thoroughfare of our city—is to close. It has been there since 1884. That is the most perverse decision, and I urge the Business Secretary, who is listening, to consider the case of York and reverse that decision so that we can have a vibrant post office, rather than losing that public service in a good place on our high streets. Yet another year passes. The Government are ducking the real challenges on our high streets. We need a Labour Government to revive our high streets and communities.

We have many and regular meetings at all levels with the Department for Work and Pensions on that subject, but the hon. Lady is right: starting small businesses is very difficult and it always has been. Some of them survive and some do not, and some go on to be extremely successful larger businesses. She is right to be concerned about the amount of support that government, local and national, give them, and I can assure her that it is at the top of our agenda.

There may be a lot of discussion between the Department for Business, Energy and Industrial Strategy and the Treasury, but the reality is that there is no action on business rates. Our retail sector is closing down and 200,000 businesses have been taken to the magistrates court for non-payment, so when will we have a review of business rates and when will we see change?

I think that the hon. Lady is misinformed. There has been significant help for small businesses on business rates in previous Budgets and this is being looked at all the time.

Yes, and I thank my hon. Friend for her intervention—I completely agree. Before I start the substantive part of my comments, it is important to note that the commercial retail sector has faced significant strain over recent years, affecting landlords and tenants alike. That is not least due to the business rates system. A lot of major property investors—for example, St Modwen—have divested themselves of their retail arms, because they are simply not profitable anymore, not only for tenants but for landlords, so it is critical that the business rates question is addressed urgently.

I really appreciate my hon. Friend giving way on such an important issue as business rates. Can she fathom why the Government, when they announced 15 months ago that they were going to review business rates, have not done anything to progress this issue?

I completely agree, and now I will begin the substantive part of my comments, if I may.

The retail sector is undergoing a period of transformative change that will impact millions of workers across the UK. As has been played out in the press over the last few months, the sector is experiencing huge challenges, with almost silence from the Government, sadly. We have seen an onslaught of store changes; big-name chains that have been the stalwart of our town centres and high streets for years have collapsed and gone into administration.

I have not in any way, shape or form suggested that any business lacks the capacity or drive to innovate—quite the contrary—but they do lack Government support to drive that innovation. As for making tax digital, I ask the hon. Lady to read some of the Library research. While the sentiment is credible, the implementation has been far from it, with numerous businesses reporting problems from start to finish, and that needs to be addressed urgently.

I referred earlier to the commercial retail property market, and the Government must recognise that they have to work collaboratively across the sector and with landlords to enable tenants to secure fair tenancies. In the current climate, many tenancies are unfair to retailers, forcing many of them over the edge. Offshore landlords are a significant issue that we have discussed at length in this Parliament.

That completes my whistle-stop tour of many of the issues the sector faces, and I hope that my comments have been helpful to the Business Secretary. He knows that retail is our largest industrial sector. It has the power not only to transform our economy, but to transform our communities, providing high streets and towns with the services and consumer choice that Britain deserves.

When I was little, my Uncle Ray was a butcher. He was proud of having his own business and the family were proud of him. However, he was not just proud of being an entrepreneur; he was proud of the services that he provided to his local community and to the people who came into his shop every single day. In all my life, I have never seen such profound change in the retail sector, and the alarm bells are ringing loud and clear. How many more Uncle Raymonds are there who want to start their own business but are frightened to do so in the current climate? How many more Uncle Raymonds are out there who are in business but are frightened of going bust due to the hostile environment they face? Once our high street is gone, it will be gone forever, and the basic lifeblood of an entrepreneurial nation from high street grocers and hairdressers all the way through to department stores will be in tatters. I urge the Business Secretary to act now before it is too late.

My hon. Friend is right about that. The hon. Member for Salford and Eccles referred to local industrial strategies. The reason they are part of the industrial strategy is that the vision we have set out, informed by local councils, local leaders and retailers, is that that local dimension and knowledge, as I mentioned to the hon. Member for Great Grimsby (Melanie Onn), is vital in ensuring we have prosperity. So the sector was a major contributor to the development of our industrial strategy.

One commitment we made was to establish the Retail Sector Council, so that firms, large and small, can work effectively with each other and policy makers, emulating the successful model that the Automotive Council UK and the Aerospace Growth Partnership have established, with which Members are familiar. The RSC is chaired jointly by the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Burton (Andrew Griffiths), and Richard Pennycook, who, as many Members will know, is the former chief executive of the Co-op and one of our most respected retailers.

The RSC is bringing the sector together to work with Government and local councils, making recommendations on the areas of challenge that have come up already in today’s debate. Those include business rates, where the Government have made a clear commitment to make sure that the system is up to date for a world in which people increasingly shop online. Of course, that builds on the commitment we have made to wider business rates reforms and on the relief that has been given following the recent revaluation. That stands in stark contrast with the record of the Labour party, which doubled the average business rates bill during its time in office. We are protecting the small businesses in this country from its increase.

Will the Secretary of State provide some more detail about how the Government are going to reform business rates, because we know the retail sector is crying out for reform of the system and he has not set out any details? I would really appreciate those now.

I do not want to incur the wrath of my fierce hon. Friend, the Member for Stirling (Stephen Kerr), by speaking for too long, but there will be opportunities to do that. The Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Burton, will be responding to the debate. The Retail Sector Council has that as part of its remit and objectives. A review is taking place with the Treasury of precisely those matters. Of course that is so because this is one of the big challenges that stores with a high street presence face. The context of competition from online retailers is fundamental to that.

A major concern of the industry, through the new sector council, and of this Government, through the industrial strategy, is to drive higher levels of productivity and earnings for workers in the sector. There are huge opportunities to do both. The hon. Member for Salford and Eccles does a disservice to this very innovative sector and the people who work in it when she portrays it as some sort of backwater of uniform low productivity—it is far from that. In fact, in the past 20 years in the retail sector, output per hour has doubled; it has increased faster than the economy as a whole. Productivity in UK retailing is one of the highest of major European nations and one of the most rapidly growing. Pay in retail is increasing, responding to the recruitment pressures that come from the fact that unemployment is now at its lowest level for 40 years. That has been bolstered by the introduction of the national living wage, which has had a particularly beneficial impact on employees in the retail sector. As I have said, we want to secure improvements in the quality of working life that employees in the sector experience, which is why the Matthew Taylor report with its emphasis on good work is of such vital relevance to this sector.

Retail is already at the cutting edge of much of the innovation and new technology that we see. Our industrial strategy, with its major investment—the biggest increase in investment in research and development that we have seen as a country—is full of opportunities for further innovation. Through our industrial strategy challenge fund and grand challenges such as on artificial intelligence, this is a sector that will play a big part in that. Part of the reason for the creation of the Retail Sector Council is to enable the sector to do so.

The British retail sector is renowned as one of the most competitive and innovative in the world. It employs millions of people, and will continue to do so, in good jobs in every part of the United Kingdom. We recognise and embrace the challenge of responding to the changes that are taking place in retailing not just in this country, but across the world. We are investing in technology, investing in skills, ensuring that people can have satisfying and prosperous careers to look forward to in retail, and responding to the consequences of changing consumer preferences and the implications that that has for the future of the high street.

Those are the areas on which we will work in close partnership with the sector. Together we will ensure that, more than ever, retailing is something that is, in its quality, in the price that it offers to consumers and in the choice and innovation that it brings in, one of our world-leading sectors of the economy.
