One of the strengths of NATO is the shared use of common 5.56 mm calibre ammunition, which is crucial for the interoperability of infantry weapons systems. What are the implications for the British MDP if the Americans go ahead with their plans to switch to 6.8 mm for their assault weaponry?
We would not expect to see that right across all US armed forces, but the US has consistently been our closest ally and we would work very closely with it by having discussions as to how to continue to share the interoperability that we have always benefited from for the last 70 years.

Commons ChamberWe certainly do not want meaningless talking shops. The hon. Gentleman makes a valid point; perhaps I should make him an honorary colonel to take the message right around the Commonwealth and get it across. He makes a valuable point about the important network of influence that the Commonwealth provides, which is demonstrated every time we visit Commonwealth countries. We are looking closely at how we can do more with Commonwealth armed forces.
Cyprus is a member of the Commonwealth and our sovereign base areas there are a vital part of Britain’s defence. Cyprus is also a member of NATO and the EU. When my right hon. Friend speaks to his Cypriot counterparts, does he find that they share our concerns about the development of the European army that is now being proposed, and how that might undermine NATO?
I have not had any conversations with my Cypriot opposite number about any European army, but let me be absolutely clear that Britain will not participate in a European army. The cornerstone of our defence in the United Kingdom, on continental Europe and in the north Atlantic is the North Atlantic Treaty Organisation, not the European Union.

The debate can last until 5.30 pm, and I am obliged to call the first of the Front-Bench spokespeople at 5.7 pm. The guidelines limits are five minutes for the Scottish National party, five minutes for Her Majesty’s Opposition and 10 minutes for the Minister. We will then have time at the end for Mr Sweeney to sum up the debate. Two Members are seeking to catch my eye, and there has to be a time limit of six minutes and 30 seconds each. I first call Kevan Jones.
Order. I cannot stop the hon. Gentleman intervening, but, including his summary at the end, he will have had 26 minutes of a 60-minute debate. I have to call the Front Benchers at 5.7 pm.
My hon. Friend the Member for Glasgow North East is very enthusiastic, Mr Hollobone, and I know that he will make a speedy reply in his two minutes at the end.
We must support the trade unions. I am a proud GMB member, and it is important that its “Making It” campaign is heard loud and clear, not only by Labour Members but by Conservatives. Building the RFAs in UK shipyards is good for British business. It is good for those regions’ economies, the cities in which the shipyards are based, the supply chain and, perhaps most importantly of all, the Exchequer. Why are we exporting that money? If we do not invest in our shipyards, what happened to Appledore will happen again. Appledore is not in my constituency, but workers that came from it are working in Devonport now because Appledore ran out of orders. Without orders, shipyards cannot stay open, which means they cannot hire new apprentices and support the local supply chain. Ultimately, we lose that capability.
We need to talk louder about sovereign defence capability, because we need to preserve it. We need a discrete strategy to preserve our sovereign defence capability. I encourage the new Minister, for whom I have high hopes, to ensure sovereign defence capability runs like a golden thread through all the procurement decisions he and his Department take. It needs to be there if we are to secure jobs and our future capabilities.
It is a pleasure to serve under your chairmanship, Mr Hollobone. I offer my warmest congratulations to my hon. Friend the Member for Glasgow North East (Mr Sweeney) on securing such an important debate.
The defence industry is vital to the British economy, with a planned spend of £180 billion in the almost 10 years leading to 2026-27. That is a huge opportunity for the country’s economy, but one that has been lost because the Government have clearly rejected—despite their recent rhetoric—the idea of developing a sovereign capability for this country. Sadly, as we have heard this afternoon, the Government are increasingly buying kit off the shelf, principally from the United States of America. That is one reason why the Ministry of Defence has a deficit of £14.8 billion, according to the National Audit Office. Many MOD contracts are given without competition or openness, according to the single-source process, as my right hon. Friend the Member for North Durham (Mr Jones) made clear. The mechanised infantry vehicle contract was recently given to the Boxer without any competition or openness, and it seems that the AWACS replacement will go the same way.
Where there is competition, we see international tenders, as my right hon. Friend the Member for Warley (John Spellar) highlighted with the example of fleet solid support ships. We will be up against tenders from state-subsidised shipyards throughout the world, particularly in Korea, so it is not a level playing field. We could be ensuring that British industry and shipyards benefit from the investment coming from those contracts, but what do we see? Recently there was the announcement that Babcock was going to close Appledore shipyard in Devon, at a loss of nearly 200 skilled jobs. That shipyard has been open since 1885 and has the proud record of producing 350 vessels, but this Government are allowing it to be shut through inactivity. As the right hon. Member for Birkenhead (Frank Field) knows full well, nearly 300 workers at Cammell Laird are going to lose their jobs on the Mersey. There has also been a process of casualisation of the workforce, which will drive costs down but erode both employment and the skills of the workforce.
As the debate has demonstrated, we clearly need a sovereign industrial strategy for the defence industry. We need an industry that ensures a drumbeat of orders and provides jobs in all sectors of the defence economy, and as has been mentioned, we need to make particularly sure that our shipyards are fully provided with work and sufficient investment. We also need to think ahead and invest in technology as well as the skills of workers, and to be mindful of this country’s capacity to export, which sadly the Government are not.
I firmly believe that the shipyards and their workers should be at the very heart of this country’s industrial strategy. I believe that opportunities would present themselves if the Government decided, through the exercise of their political will, to bring forward a Type 31e frigate programme. If they decided, even at this late stage, to withdraw the international tender in order to ensure that the fleet solid support ships were built in British shipyards, there would be marvellous opportunities. That requires not just political will but an overarching perspective that looks beyond the short-term costs of the Ministry of Defence and instead at a holistic industrial strategy for the country, of which our industrial defence capability should be a central part.
In short, we need a Government who put the national interest first and do not look at pounds, shillings and pence in the short term, but have a long-term perspective that places British workers at the heart of an industrial strategy.

Commons ChamberI am not celebrating current recruitment levels. What I am saying is that we are all aware of the challenges facing the defence recruiting system some months ago, but given that this is a long pipeline, I am confident that the hopper at the start of that process, which can take up to a year, is now at a five-year high. I hope and I am confident that we will then see that slowly come through the system, which will result in an increase in the number of our service personnel.
The sorry saga of the Capita recruitment programme is made worse by the fact that the Ministry of Defence was told at the time that it would not work. I hope the programme will be sorted out in the short term, but until then will the Minister place a greater emphasis on retaining those superb personnel currently engaged in our armed forces?
There are always two factors in the equation of armed forces numbers. One, clearly, is the number we recruit, and being a bottom-fed organisation, we have to keep recruiting, but equally, although we cannot retain everybody—the rank structure does not allow it—it is important that we continue to retain as many service personnel as possible for as long a career as possible. I have already highlighted some of the things we are doing to make that happen.

May I welcome the fact that the right hon. Gentleman’s party—if he is speaking on its behalf—recognises the importance of the private sector in such cases? However, as the hon. Member for Leeds North East (Fabian Hamilton) said, this should not apply at any cost or under any circumstances. A series of Governments—not just Conservative or coalition, but also Labour—have outsourced responsibility for firefighting from the armed forces over the past few decades, so it is very important that the necessary robust processes are in place to ensure that these contracts are met. We have around 60 contracts with Capita. Its responsibility is not to run the day-to-day things. Many people providing the fire service capability will continue on. This is about the management and organisation that Capita brings.
How many alternative bids were there, and was Capita’s bid the cheapest?

This decision shows that there are key elements in the European Commission who are determined to punish the United Kingdom for Brexit, even if it is at their own expense. Our response to this decision has implications for the wider negotiations, so I urge my hon. Friend not to go back on bended knee, but to make it clear that, given that our good will has been rebuffed, and given our status as a security guarantor for the continent of Europe, unless this decision is reversed at the European Council, we will proceed forthwith to set up our own bespoke system.
I thank my hon. Friend for his question. It is certainly a huge disappointment that our straight offer on this issue, which was a very clear statement of intent to remain fully involved in the Galileo project, has been rebuffed. Time and again, Members—certainly on the Government Benches, and I think across this House—who were on different sides of the referendum campaign have been very clear that, while we have taken a democratic decision to leave the European Union, we have no intention of leaving or abandoning Europe. Those positions were made very clear in our negotiations on Galileo. It is a huge disappointment that they have as yet not been responded to in kind by our European Commission partners. I think that this issue will have to be taken up at a very high level. It has to be highlighted that the loss to the Galileo project from the UK not being involved should not be underestimated. But, if necessary, as I have said several times this morning, the United Kingdom will move ahead to develop our own system.

Commons ChamberI am sure that the Secretary of State shares my view that the Public Accounts Committee does an important job, but it is important to state that the assumptions made in the National Audit Office report, which underpin the report of the Public Accounts Committee, highlight the possibility that every single project will end up with no efficiency savings and that the worst-case scenario will be achieved on cost controls. We are very confident we have an equipment plan that is affordable but, as I have stated, we are looking at all issues as part of the modernising defence programme.
How many drones will we have for the RAF, the Royal Navy and the Army by 2027, both for reconnaissance and for taking out our enemies?

Commons ChamberThe hon. Gentleman raises a very thoughtful point about how we approach the whole defence procurement argument with regard to the real benefits to UK plc. We should start to look at this. There are different approaches in various countries, and Germany’s approach is quite different from the United Kingdom’s. We need to think about what lessons we could learn as a Government and what approaches we can adopt.
While we are developing new armoured vehicles, ships and planes, what progress is being made on exporting those platforms overseas?
One of the Department’s key aims and priorities is to promote prosperity for the whole United Kingdom, and a key element of that is exports. In the past 10 years, we have seen over £70 billion of exports. We have had the recent, very positive news of Qatar signing up to £5 billion for the Typhoon. Good progress is being made with the Kingdom of Saudi Arabia and further progress is being made with Belgium. We are in very detailed discussions with the Australian Government over Type 26 frigates, and we hope that we may be able to make some progress on persuading them to consider buying those in future.

Commons ChamberPart of the reason why we set up the National Cyber Security Centre was to make sure that all elements of government are working together to tackle this issue. I will take up the hon. Lady’s point with the Secretary of State for Housing, Communities and Local Government to highlight the threats and challenges that local government faces.
Young men and women traditionally joined Her Majesty’s armed forces, in large part, because of the physical challenge and the desire for combat experience. Should we not increasingly be recruiting young men and women because of their digital and IT proficiency, so that we can develop an elite cadre of cyber-specialists?
As we face new challenges, we have to be realistic that we need a whole different range of skills—not just the traditional skills that have been the backbone of our armed forces, but new skills—and we are looking at how we can best recruit those skills into our armed forces, and not just into the regulars but also into the reserves to boot.

Commons ChamberThe hon. Gentleman is quite right that Britain is changing, and it is very important that our armed forces represent modern Britain. There is a very impressive strategy in place in which—he is quite right—the target is for 10% of recruits to be from the BAME community and 15% to be women. We have had varying success across our three forces. The Royal Air Force is doing the best by far but, year on year, we are seeing improvements, and I am determined that we shall continue to recruit role models to help this process.
By 2020, the commitments set out in SDSR 2015 will be funded by a defence budget totalling a record £40 billion. The Government’s welcome commitment to spending 2% of our economy on defence is the minimum NATO requirement. Is the Government’s welcome commitment to that rubbing off on our fellow NATO counterparts?
My hon. Friend makes a powerful point. Indeed, we are committed to spending at least 2% and I am delighted that we continue to do that. Slowly but surely, we are getting this message across to our NATO allies. Although only a minority of them do spend 2%, we are conscious that the direction of travel is positive.
