Commons ChamberI thank my hon. Friend for making that salient point. I have no doubt that occurrences like the one we have heard about in her constituency are part of the reason why fewer children are now able to swim. I wish her every success in her campaign.
I thank my constituency neighbour for giving way. I want to make a similar point to the hon. Member for Hastings and Rye (Helena Dollimore). A number of schools in my constituency have closed their pools over the past 20 years. When I grew up in Lewisham, I had access to a school pool. Does he agree that we need to work together on national policy to ensure that, although some school pools will still close, our young people can access their local leisure facilities at a discounted rate, through local government?
I thank my constituency neighbour for making that point. There is a great need to work in partnership. We simply do not have as many pools as we used to, be they local authority-run or within schools themselves, but we should be working towards either increasing the number where possible or sharing these vital resources in our communities.
Added to those inequalities, there are ethnic inequalities. Statistically, black children are three times more likely to drown than white children. Water safety education cannot be left to chance or to postcode. It is a vital provision for every part of an island nation such as ours and should not depend on the lottery of family income, school funding or private access to lessons.
Let me tell the House about Joe Abbess. Joe, from Sholing in Southampton, was a bright, responsible and fit 17-year-old young man. He was an ambitious trainee chef at the local college and worked part-time at Southampton football club. He was the kind of teenager that any parent would be proud of—someone who followed the rules and led by example. He was a caring and loyal friend, who was well known in his friendship group as the “dad” figure. On 31 May 2023, Joe and his friends went for a day at Bournemouth beach. They were swimming waist high in the sea as Joe, who was a strong swimmer, had done many, many times before. They were between the safety flags, in full view of lifeguards. But in an instant, a rip current turned their fun into tragedy. The water was very suddenly over their heads. Joe got into difficulty and was pulled further out into the water before disappearing beneath it. Eleven people were rescued from the water that day because of that rip current, and I commend the emergency services for their actions. However, tragically, Joe and 12-year-old Sunnah Khan did not survive.
The coroner reported that it was an accident—a devastating and fatal act of nature. However, the coroner also reported that rip currents can occur anywhere along the UK coastline at any time. How many people, especially children, know that? How many Members in this Chamber would understand, recognise and rightly respond to a rip current? On sunny days such as those we are enjoying at the moment, many will rightly want to enjoy our rivers and beaches. We must do everything we can to ensure that they can do so safely.
It is good to see you in the Chair, Sir Roger. I congratulate my hon. Friend the Member for Southampton Itchen (Darren Paffey) on securing the debate—he genuinely is an hon. Friend. We served together on Southampton city council, we have both been education lead members, and now we are constituency neighbours. I know that he consistently stands up for the great people of the great city of Southampton, and in particular the constituents he has mentioned today. I pay tribute to Joe’s mum for the work she has already done and the work she will do in future to make sure we lose fewer people on our waterways across the country.
Although the hon. Member for Southampton Itchen and I share Southampton Water, which is the busiest part of the waterways around and into Southampton, I also have in my constituency the entirety of the River Hamble, which comes off Southampton Water. The River Hamble is internationally known as one of the most difficult rivers to navigate for our sailing and boating community. It is known as an international sailing hub but also as one of the most difficult tidal waterways to navigate across the world.
We saw that, unfortunately, in 2020, early in my career here as the Member of Parliament for Eastleigh, which is in the same area. Emily Lewis, who was on a fast boat in the Solent, was tragically killed after being catapulted out of it when it hit Netley buoy. She was travelling at 44 mph, and two charges were eventually made of manslaughter and failure to ensure safe navigation against the person who chartered the boat.
The hon. Member for Southampton Itchen is absolutely right that we need to have water safety education. I put it to the House and the Minister that we also need to have proper education for not only those who enter the water through our seasides, lakes and rivers, but also people who use the water on a daily basis. As I said, we have the whole of the River Hamble in the constituency of Hamble Valley, and a vast array of people use our rivers and Southampton Water—sailors, motorboaters, kayakers, paddleboarders and rowers. Many people use the river, as they should be able to, because that is intrinsic to the identity of those who grow up and live in my constituency. Given the hot weather this weekend, I intend to go out on the Hamble on Saturday to kayak, but I am aware of the intrinsic dangers of a river such as the Hamble. It is vital, as the hon. Member for Southampton Itchen said, that we educate from a very early age.
I also want to outline and make colleagues aware of the role of our independent lifeboats. Hamble lifeboat in my constituency has already been called out over 60 times this year. We must raise awareness of these services, because they play a very important educational role for many people in our constituencies. I was delighted to be a founding member of the National Independent Lifeboat Association, which looks after our independent lifeboats, alongside our former colleague Anthony Mangnall, who was the Member for Totnes. I encourage all Members who represent areas with independent lifeboats to get in touch with NILA and to raise awareness of water safety.
The hon. Member for Southampton Itchen highlighted the key variations in access to swimming pools and water education. As I indicated in my intervention, we will both be aware, from our time leading the education system in Southampton, of the number of schools there that have had closures. This is not a political point at all, because we have both been in control of the Administration, and we have had national Governments of different colours, but he will be aware of a reduction in funding for our education system from local authorities, whereby many schools have had to close their pools.
Partnerships that allow kids to be taken to local leisure centres for school lessons have been reduced as well. I remember being a young person—I used to be young once—growing up in Lewisham. The council school bus would come and take me to Lewisham swimming baths every week for a two-hour swimming lesson. That has diminished, and it is vital that we work on a cross-party basis to get swimming lessons and water education delivered to people across the UK.
As I said, this is not just about young people. A brief story: a couple of summers ago, I was out on my kayak when I saw an older gentleman clinging to a kayak in very cold water. He had lost his energy and would have died that day, had I and my friend Jerry not gone past and rescued him. He was not wearing a life preserver, he was very cold, and he was running out of energy, clinging to his kayak. We managed to take him out of the water and save him, and get him medical attention. Frustratingly, such things still happen, which is why any measures taken forward by the Minister need to be attentive to not only young people but all users of the rivers and waterways across the UK.
I congratulate the hon. Member for Southampton Itchen and all Members who will speak in today’s debate. He has my commitment, alongside that of my hon. Friend the Member for Meriden and Solihull East (Saqib Bhatti) and, I am sure, the shadow Minister, that this is a cross-party issue that we all need to work on. I wish the hon. Member well in his endeavours.
The right hon. Member is right to recognise how fundamental swimming is, but it is really important to recognise that it is not enough, as has come across very strongly in this debate. But being able to swim is the foundation that every child should have. As the right hon. Gentleman will know, it takes a cross-Government effort to make sure that we have the facilities that children and everybody else can use to learn how to swim.
The national curriculum for PE, as has been noted, includes mandatory requirements on swimming and water safety at primary school. As has been acknowledged, pupils should be taught to swim 25 metres unaided, to perform a range of strokes, and to perform safe self-rescue in different water-based situations. Academies and free schools are not currently required to follow the national curriculum, but they do have to provide a broad and balanced curriculum. The Children’s Wellbeing and Schools Bill, which was introduced in December 2024 and is making its way through the House, places a requirement on all state-funded schools, including academies, to teach the national curriculum and will, once implemented, extend the requirement to teach swimming and water safety to all state-funded schools.
Data from Sport England’s active lives survey reported in 2024 that 95.2% of state primary schools surveyed reported that they did provide swimming lessons. We want all pupils to have the opportunity to learn to swim. Support is available, as has been highlighted, through the PE and sport premium, and a range of guidance and support is available from sector organisations. We are working really closely with sector experts, including the Royal Life Saving Society UK, the Royal National Lifeboat Institution and Swim England, to ensure that all schools have access to high-quality resources to provide swimming and water safety lessons to their students.
I was therefore delighted to announce last week that the PE and sport premium would continue at £320 million for the upcoming academic year. Schools can use their premium funding to provide teacher training and top-up swimming and water safety lessons for pupils if they still need additional support to reach the standard required in the national curriculum after they have completed their core swimming and water safety lessons.
Then, alongside water safety and PE lessons, schools also currently integrate water safety into their PSHE programmes, equipping students with an understanding of risk and the knowledge required to make safe, informed decisions. The water safety code provides a foundation for water safety education, providing simple, easy-to-remember information that helps keep people safe. That is why we are working to ensure that teaching pupils the water safety code at primary and secondary school will feature in our new RHSE statutory guidance, which will be published shortly. I hope that reassures the hon. Member for Esher and Walton (Monica Harding) and many others who expressed concern today.
During my time as Chair of the Petitions Committee, when I sat on the Opposition side of the House, I worked really closely on water safety, alongside Rebecca Ramsay, who was mentioned by my hon. Friend the Member for Southampton Itchen, who tragically lost her son Dylan in 2011. So I am really pleased now to be in a position where I can help deliver better water safety education in schools and really make further, meaningful progress on this issue, so that no more families lose a child in such circumstances.
In 2024 the Department launched its independent curriculum and assessment review, chaired by Becky Francis CBE, to shape a curriculum that is rich and broad, inclusive and innovative for learners from five to 18. The interim report, published in March, rightly recognises the growing challenges that schools face in prioritising subjects like PE, particularly at key stage 4, and the lack of sport opportunities for 16 to 19-year-olds. So I really want to thank members of the National Water Safety Forum education group for their thoughtful contributions to the panel’s call for evidence. The review is considering a wide range of evidence. We are really keen to work with the sector, not only on what will be included in the curriculum, but on how, as a Government, we can support its implementation so that we have high-quality standards across all schools. Every child deserves the best start in life, no matter their background or ability, and it is our mission to ensure that we do everything we can to achieve that. No child should miss out on the opportunity to learn how to keep themselves safe in and around water.
Last month I was pleased to announce a grant of up to £300,000 a year to the consortium led by Youth Sport Trust to deliver Inclusion 2028, a programme to upskill teachers to deliver high-quality and inclusive PE, sport and physical activity to pupils with special educational needs and disabilities. Inclusion 2028 will provide inclusive swimming and water lessons. Two hundred young water safety champions will be trained to promote water safety to their peers. Seven new online resources will be created. The consortium will work with disability sport organisations, and nine inclusive school swimming specialists are being delivered to help deliver continuing professional development to staff at schools and leisure centres.
The Minister is right and I agree with everything that she has outlined on ensuring that those lessons are delivered at school and particularly as early on as possible. May I have her reassurance, and will she briefly outline, how she intends to ensure that is enforced further down the line, once the national curriculum comes out?
As I said, we are working with sector organisations on the content of the curriculum, and we are working with the sector on the delivery of these programmes. I could go into detail on Ofsted and the changes we are making on accountability, but I do not believe there is time in this debate. However, I take the challenge and I will take that away. I agree that not only do we need to say that children should have these things, but we need to make sure that they are armed with the knowledge that we know will keep them safe.
A number of Members, inspired by my hon. Friend the Member for West Ham and Beckton (James Asser), have mentioned public information campaigns. That brought to my mind the story of Evan Crisp from Newcastle. Six years ago, Evan and his friends were at Beadnell bay in Northumberland, celebrating finishing their exams, as we know lots of young people will be doing at the moment. He was caught in a rip and was swept out to sea.
As Evan lost sight of the beach, he recalled an RNLI advert that he had seen very briefly—only for a minute—before a film that he had gone to see. Everyone who falls unexpectedly into cold water wants to follow the same instinct: to swim hard, to fight the cold water. Yet when people fight, the chances are that they will lose. Cold water will make you gasp uncontrollably. Breathe in water and you will drown. If you just float until the cold-water shock has passed, you can control your breathing and have a far better chance of staying alive. Evan followed that advice and managed to hold on to consciousness for 45 minutes until he was rescued. He feels incredibly grateful to be alive because he knows that many people do not have that opportunity. He did not learn that information at school, but from a public information campaign.
I will therefore take away the asks that have been made—they are not necessarily for my Department, but for the Government more broadly. Many useful suggestions have been made in our discussions, and we can take those away and work on them. It is clear from this debate that water safety must be a part of every child’s education. Alongside the national curriculum, education settings should have access to a wide range of engaging programmes, so that young people can know how to enjoy water safely. It can be done and it should be done.
I am delighted that representatives from RLSS UK, Swim England, RNLI and the Canal and River Trust have all agreed to meet me to discuss their work to support water safety education in schools. I am grateful for their ongoing work in that area. I am also grateful to my hon. Friend the Member for Southampton Itchen, the APPG on water safety education and all Members who contributed to this important debate. My final word goes to the families who have been affected by the terrible loss of a loved one, and in particular Joe Abbess’s family, who are here today. Your brave campaigning will save lives, so thank you.

General CommitteesIt is a pleasure to serve under your chairmanship, Mr Betts. I welcome the Minister to her place. She will be delighted to know that we do not see the measure as contentious and we will not seek to divide the Committee today. The Opposition accept her reasons for why we have to make the changes today. We also accept that there will need to be retrospective legislation. I welcome her transparency on that matter.
The Opposition always accept that immigration regulations must be pragmatic and we welcome the measures today. May I just ask the Minister what mechanisms will be put in place for the proper scrutiny of the statutory instruments, further regulations and retrospective legislation that she might introduce? Can she say what mechanisms this House will have to scrutinise those? Can she also outline—we accept that at this stage she might not know because of parliamentary timetabling —when we might expect the Government to introduce the retrospective legislation that might be needed to amend the issues that she has outlined this morning?
Ministers should of course be assured that we will always, as the Opposition, look carefully at further proposals that the Minister may bring to the House. I also question whether it is Government policy to reverse or change the exemptions introduced by the previous Government, which have ensured that 300,000 fewer would-be applicants will have come to this country through other routes. Do the new Government intend to make further changes within that scope?
Furthermore, I am concerned—even though it is not necessarily within the scope of this SI—that Ministers have publicly stated their intent to maintain an open-door policy for international students. Will the Minister outline the Government’s position on international students going forward?
The Opposition welcome these pragmatic measures, and we look forward to supporting them in this Session.

It is a privilege to serve with you in the Chair, Mr Vickers, and I congratulate the hon. Member for Altrincham and Sale West (Mr Rand) on securing the debate. I responded to a debate he spoke in earlier this week, and he is typically courteous and cares deeply about his constituency. He will be a really good voice in this House over the next five years, particularly on issues such as this.
The hon. Member for Altrincham and Sale West mentioned the large diaspora of Hongkongers in his constituency. He also rightly outlined the challenges in this country’s relationship with China and the many loopholes within the scheme set up by the previous Government. However, I thank him for giving credit to the previous Government for instigating the scheme. The fact that he put the credit in the right place shows that he has excellent judgment, and we look forward to that excellent judgment being shown during his career in this House.
The hon. Member for Bolton West (Phil Brickell) mentioned Jimmy Lai. As His Majesty’s Official Opposition, we absolutely agree with the hon. Gentleman’s comments welcoming the Prime Minister’s remarks in the House yesterday. We stand with those remarks and look forward to seeing the Foreign Secretary and the Prime Minister challenge the Chinese in the future.
My hon. Friend the Member for Farnham and Bordon (Gregory Stafford) was right to mention the previous Government’s commitment to ensuring that we welcomed many Hongkongers, including in my constituency of Hamble Valley. I know that through his activism he will encourage the new Government to challenge the Chinese Government in the meetings that the Foreign Secretary is shortly to hold.
I thank Members from all parties for their contributions today, which struck the right tone. I am heartened by the continued support for BNO visa holders who come to this country, where they can rely on the rule of law, developed and protected institutions and a stable democratic system regardless of which party is in charge. Since the introduction of the BNO visa scheme in January 2021, we have witnessed a remarkable response, with more than 210,843 individuals seeking to live, work and study in the UK. This visa route, which is available to those with British national overseas status and their eligible family members, has provided a lifeline for many fleeing the erosion of freedoms in Hong Kong, a place once known for its vibrant democracy but now facing unprecedented challenges.
The number of applicants illustrates the urgent desire of Hongkongers to find safety and stability. However, with that influx comes responsibility. We must ensure that our support systems are prepared to meet the needs of these new residents, enabling them to integrate fully into our society. Although the BNO visa allows holders to work in nearly any capacity and study in the UK, it does not grant access to public funds. That exclusion can create significant challenges for individuals who might find themselves in precarious financial situations on arrival. For example, many BNO visa holders have reported difficulties in securing employment that matches their skills and experience.
A survey conducted by the Welcoming Committee for Hong Kongers revealed that 40% of respondents felt that their financial health had worsened since arriving in the UK, with rising living costs further complicating their integration. Moreover, although a large majority of respondents—90%—reported having established connections with local communities, language barriers continue to pose a significant hurdle. More than a third of BNO holders rated their English skills as poor, which hinders their ability to find suitable employment and to participate fully in society.
The ongoing need for language support underscores the importance of the Hong Kong BNO welcome programme, which aims to assist such individuals as they navigate their new lives. The hon. Member for Altrincham and Sale West was right to raise the case of those with criminal records who were refused under the scheme under the previous Government. Can the Minister outline the line that the new Government will take that?
Another pressing issue that has arisen is the difficulty many Hongkongers face in accessing their pension funds, which remain trapped in the Mandatory Provident Fund system in Hong Kong. Under the regulations, those emigrating on the BNO passport cannot access their retirement savings until the age of 65. That situation poses a significant financial burden, especially for those who have relocated permanently and are now struggling to establish their lives in the UK. Reports have surfaced of individuals who, due to their involvement in the pro-democracy protests, left Hong Kong with their life savings inaccessible, jeopardising their financial stability within the United Kingdom.
The welcome programme launched in April 2021 represents a crucial step towards successful integration. It includes demand-led funding for local authorities to provide English-language and destitution support, an online welcome pack for newcomers, and a network of welcome hubs across the United Kingdom. Such initiatives are vital in supporting BNO holders to settle into their communities. For the upcoming financial year, I welcome the fact that the Government have announced that £1 million is being targeted on employability and mental health support for BNO visa holders, highlighting the Government’s recognition of the unique challenges faced by this community.
As we look to the future, however, it is clear that we need to do more. The new Government have made a commitment to a strategic approach to managing our relationship with China. That must also encompass a firm stance on the rights of those who have chosen to make the UK their home and must include addressing the complex dynamics of our bilateral relationship while standing in solidarity with Hongkongers who have fled oppression. The Government must continue to push for action under the Sino-British agreement of 1984, which is being breached consistently by the Chinese Government, as my hon. Friend the Member for Farnham and Bordon outlined.
The Government have acknowledged such challenges, stating that they are working with the Hong Kong authorities to address the barriers preventing BNO visa holders from withdrawing their funds. Not only is the issue of access to funds a bureaucratic hurdle, but it directly impacts on the ability of Hongkongers to secure housing, support their families and build a future within the United Kingdom.
In conclusion, let us reaffirm our commitment to supporting Hongkongers in the United Kingdom. We must ensure that our visa routes are not merely a means of entry, but a genuine pathway to integration and opportunity, which I think we can say has happened with the Hong Kong community. That includes providing adequate resources to help individuals adjust to life in the United Kingdom, ensuring access to essential services and advocating for fair treatment regarding their financial assets. It is our duty as a House as well as the duty of the Government and the Opposition to ensure that the promises made to Hongkongers are honoured, reflecting the values of compassion and justice that define our nation.

Commons ChamberHear, hear. It was very moving to hear of the experience of my hon. Friend’s family, and I entirely agree with him: we must teach and remind people that there were many righteous Gentiles who suffered while doing everything possible to save Jews. A famous Polish lady, Irena Sendler, saved 2,000 Jewish children from the Warsaw ghettos, and was remembered in a special exhibition in the House of Commons in 2018, which I was pleased to attend. My hon. Friend has made a powerful point, and I am sure that schools up and down the country will be listening to what he says.
We are improving the quality of apprenticeships, and Ofsted will be inspecting every apprenticeship provider by 2025. All providers have been asked to re-enrol on the register of apprenticeship training providers. We are intervening to help apprentices and employers as well.
My local college, Eastleigh College, works alongside 700 regional employers to deliver high-quality apprenticeships all the way to degree level. Last year nearly a third of apprenticeship starts were at the higher level. What steps are the Government taking to broaden the routes into technical education and increase the number of higher-level apprenticeship starts?
My hon. Friend will be pleased to know that there have been more than 10,800 apprenticeship starts in his constituency since 2010. We are investing £2.7 billion in apprenticeships by 2025. We are spending £8 million of that on promoting degree-level apprenticeships. We have a big recruitment campaign, Fire It Up, to encourage more apprentices. We are transforming careers advice on apprenticeships in schools and colleges, We pay non-levy-payer small businesses the vast majority of their training costs when they hire apprentices.

Commons ChamberThe hon. Lady and I have discussed this before. Today’s announcement was all about increasing accessibility, availability and affordability. We want to see an increase in tax-free childcare. There is going to be a big comms campaign, so watch this space.
At the YMCA young carers festival which was held at Fairthorne Manor on Saturday, I learned that there was no central Government guidance for schools on providing support for young carers. Attendance policies can have a detrimental impact on their education and mental health. How will the Minister bring central guidance to schools to help these vulnerable people?

Commons ChamberThat is very generous of the hon. Gentleman—very generous indeed. I am sure we will all be waiting eagerly to hear his contribution.
Let us not forget how important education recovery should be to the Government, and how much it matters to children, to families and to their futures, to our economy, to our country and to all our futures. Almost 2 million of our youngest children have never known a school year uninterrupted by covid. Students sitting their GCSEs this summer lost around one in four days of face-to-face teaching in year 10. Parents, headteachers and nursery managers who I met across the country told me about delays to children’s speech and language development, about how children struggle to use a knife and fork, about a loss of confidence in our young people, and about their frustrations at being unable to get children the help and support they so desperately need. They have also warned, as has Ofsted, about the explosion in mental health conditions among our young people. At national level, the Institute for Fiscal Studies has been clear that failing to support our children’s recovery now will cost the economy an estimated £300 billion. What bar for evidence do those warnings not meet? Who else needs to tell the Government about the crisis our children face before they finally cotton on? What more reasons do Ministers need to act to protect our children’s futures?
The Government have failed our children. We see in the behaviour of Ministers a heady blend of three distinct approaches to the responsibility of Government. Sometimes they do nothing, or sometimes they do not turn up. Sometimes they actively make things worse and sometimes they belatedly accept that the Opposition are right, but not before families and children have paid the price for their pride. The first two sadly dominate their approach to our children. It has been a pattern throughout recent years. Time and again they have treated our children as an afterthought. We saw that when the support that children needed to learn at home was delayed, and when exams were thrown into chaos for not one year, but two. We saw it over 18 long months of inaction on school ventilation. We saw it when Government Members voted to let our children go hungry during the holidays and—perhaps most powerfully—we saw it when pubs were reopened before our schools.
We saw it in the winter when the Government did nothing for months, even after suppliers warned that the national tutoring programme was at risk of catastrophic failure, and we saw it this spring when we discovered that the Conservatives’ lack of interest in our children’s outcomes had gone so far as to pay tutors to sit in empty classrooms. We saw it in March when I asked the Secretary of State whether he believed that the delivery of the national tutoring programme had been a success. Even he was unable to provide a simple yes. He knows that it has been a disaster and he is not even here to defend it. We see it now as millions of secondary school students face exams without any support to recover the learning that they have lost.
I remind the House that, if we had followed the Leader of the Opposition’s advice, children would have been out of school for even longer. The Government have put £5 billion into catch-up costs for teachers, schools and pupils. From the shadow Secretary of State’s magic money tree, how much is the Labour party committing, compared with that £5 billion, in its manifesto?
I must pick up the hon. Gentleman on his first point, which, I am afraid, is simply not right. It is just not accurate, but we know that the Government have a habit of this kind of thing. On children’s recovery, I suggest that he looks at the work that the Government commissioned by Sir Kevan Collins, who we can all, right across the House, recognise as an expert in this. The long-term damage to our economy and the costs that our country will face if we fail to get this right now is £300 billion—that is the hit. I assure him that everything that we have set out has been fully costed and I will happily send him a copy.
We believe that oracy is very important as part of an overall strategy supporting literacy, language and development in schools. As the hon. Lady will know, our package includes specific interventions in early language development. However, I have engaged and will continue to engage with her in the oracy all-party parliamentary group, which she chairs.
We have listened to feedback on tutoring, and next year we will allocate all tutoring funding directly to schools, improving the programme’s simplicity and flexibility. Great teaching transforms children’s life chances, and we know that great teachers are not born but made. That is why we are investing more than £250 million of additional funds to help provide 500,000 teacher-training opportunities through initial teacher training, the early career framework, and our new suite of national professional qualifications. Supporting teachers, including headteachers, throughout their careers is fundamental to delivering the best outcomes for children.
I thank the Minister for outlining the measures that the Government are taking. When I was a special adviser at the Department for Education, we were constantly hearing from members of the profession about the difficulty of recruiting and retaining good teachers to continue educational attainment through primary and secondary schools. The £3,000 levelling-up premium that has been announced is a vital tool in that regard, but what else can be done to ensure that more good teachers enter the system?

Commons ChamberI have set out in the White Paper that we share the commitment to raising literacy standards, as I am sure the whole House does, and we want to ensure that all children can read fluently and with that understanding. I thank Henry Warren and Oli Barrett MBE for their commitment to improving literacy levels, and they have championed that campaign. It is a choice for parents and guardians whether their child watches television and whether they do so with the subtitles on, but it certainly makes a difference in the Zahawi household.
Does the Secretary of State agree that as well as funding, data and transparency matter so that we can monitor things, act quickly and see that the plans that we have announced are working to improve schools right across Eastleigh?
I never tire of saying that data and transparency are our greatest allies in improving educational outcomes. We are absolutely focused on delivering against the ambitious targets that we have set for skills, schools and families, and on holding ourselves in the Department against them. Sharing our plans and performance data is a key lever to drive rapid improvement through the complex system that we oversee in education. I have committed to publishing a delivery plan setting out what we will achieve and a performance dashboard showing progress, and I want teachers and school leaders to do the same on behaviour, absenteeism and, of course, standards.

Commons ChamberHelping pupils to make up learning is vital. That is why this Government have invested £1.7 billion to provide support to help pupils get back on track as they return to school.
The national tutoring programme is making great progress in supporting so many children right around the country. I am certainly happy to look into Tutor The Nation in greater detail, to see whether there is more we can do to work closely with it, to ensure that we are able to continue with the great expansion of the national tutoring programme across all constituencies.
As we support vulnerable and disadvantaged children in returning to the classroom, ensuring that they have routines and structures in place to help them reach their potential will be essential. Does my right hon. Friend agree that we cannot overestimate the importance of promoting behaviour and discipline in schools in our ambition to give every child a quality education?
We all know how important it is that we create calm, positive and good environments for children to flourish in, and strong behaviour and discipline policies have been the hallmark of being able to do that. It is particularly important for children from some of the most disadvantaged backgrounds to ensure that we create the type of environment in schools that we want and expect to see right across the country.

I congratulate the hon. Member for North East Fife (Wendy Chamberlain), my hon. Friends the Members for Milton Keynes North (Ben Everitt) and for Wantage (David Johnston), the hon. Member for Luton South (Rachel Hopkins) and my hon. Friend the Member for Bury North (James Daly) on making excellent maiden speeches. Being so far down the list of speakers there is a bit more pressure on my shoulders, but I congratulate them and wish them well.
May I just be personally indulged as I say how pleased I am that my hon. Friend the Member for Wimbledon (Stephen Hammond) is sitting next to me while I make this speech? He gave me my first proper job in politics—he is mad—but he had a fantastic result on 12 December and it is an honour to have him sitting next to me. I will not emulate everything he has done in his career but I am delighted he is sitting next to me.
It is an honour to make my maiden speech as the Member of Parliament for Eastleigh, and it is a privilege to speak in this debate on Her Majesty’s Gracious Speech. I am delighted to speak today on the subjects of education and local government, because through both my time as a lead member for education on Southampton City Council and as a former special adviser at the Department for Education under the leadership of my right hon. Friend the Member for East Hampshire (Damian Hinds), I know the tireless work that our teaching staff in all education sectors put into changing the lives of local people, and we owe them a huge debt of gratitude.
I would like to welcome the announcement of minimum levels of funding for both our primary and secondary schools, as well as the further education sector. That will benefit colleges such as Eastleigh College and Barton Peveril College which provide fantastic services to our young people. I congratulate the Secretary of State and Ministers on securing such funding. I know that they will understand that there is much more work to do on the recruitment and retention of teachers in all sectors, but I am encouraged by the announcements they have made. I also have a passion for social mobility, which I know Ministers share. After all, it was social mobility that allowed a council estate boy like me to sit in the mother of all Parliaments today.
It is a tremendous privilege to represent Eastleigh in this House. I would like to pay tribute to my predecessor —my hon. Friend the Member for Mid Sussex (Mims Davies). Many people in this House say that their predecessors cast a shadow over their successors. Well, I have the living embodiment of my predecessor in this Chamber every day. She laid the groundwork for many campaigns that I continue to champion, and I thank her for her service.
Of course, I would like to thank my local association, my long-suffering association Chairman, Jerry Hall, and all of my activists who worked tirelessly for the result that we achieved on 12 December. I would very quickly like to thank my team—Sue, Emma, Ben and Charlie—who are already working tirelessly for the constituency of Eastleigh and answering phone calls as we speak.
Eastleigh is a fantastic place. Indeed, I would argue that it is the most distinct and striking constituency within the UK, starting in Eastleigh town centre, which was created at the turn of the last century to build and develop the London and South Western Railway. It was originally called Barton village. Eastleigh was renamed by a kind local benefactor who donated £500 to the building of a local church. That is why we have the Eastleigh name today, and long may it continue. Eastleigh aerodrome, or Southampton airport as it is now called, built and flew the original Spitfires and has a long and proud aviation history. Southampton airport is a crucial local employer. As we heard this morning, we must continue to nurture it as such, including the regional airlines that operate out of it.
Also in Eastleigh town centre is Cosy Café, which I would argue supplies the best ham and cheese omelettes in the whole of Hampshire. They certainly kept me going through the campaign, and I look forward to the emails from many of their rivals in the town centre now offering me the chance of trying many more delicacies.
The constituency also covers small villages such as Botley, where Cliff and Steve at the Dolphin inn ran a very successful meat draw—so successful that on the first time that she visited, my mum, who is in the Gallery today, won a huge leg of lamb, which we very much enjoyed on the final weekend of the campaign. Pubs like the Dolphin inn provide a necessary backbone to the villages in Eastleigh, and they should continue to be supported. Another village, Hamble, is home to the finest sailing club in the country. Netley is home to the famous Netley abbey and castle. My constituency is steeped in important local history and I pledge to protect it.
Eastleigh does face many challenges, though, I say to Ministers on the Front Bench, the biggest of which is the vital need for infrastructure. The local Liberal Democrat council has failed to deliver a local plan for over a decade, and the one currently with the planning inspector would be a disaster if adopted. It includes the building of over 5,000 houses on ancient woodland in Bishopstoke, which would present an irreversible decline in the green space and wildlife in the area. I therefore ask my right hon. Friend the Minister whether he will commit to meet me in the coming weeks so that I can outline the grave concerns that my constituents have about that plan. They have not been consulted properly, and Ministers should know that I will do all I can to reset the clock and build a new local plan with them.
Eastleigh also needs added infrastructure. My predecessor, my hon. Friend the Member for Mid Sussex, rapidly made clear the need for the vital Chickenhall Lane link road and an urgent resurfacing of the concrete sections of the M27. We also need urgent upgrades to Hamble Lane, which would stop many of my constituents sometimes waiting for over an hour to travel just 2 miles. I am sure the Minister will agree that this is a very small price list to keep my constituents in Eastleigh happy, and I look forward to him writing the cheques in the coming weeks.
I thank the House for indulging me in silence today; I am sure that that will not continue. Once again, I welcome the announcements made on education funding and recognise the commitment made to infrastructure spending by the Prime Minister last week. My constituents in Eastleigh can expect me to be a constant champion of their interests. I know that this Government are a Government who will listen to those concerns, and I intend to act on them.
