Commons ChamberThe hon. Lady is right to say that Israel must comply with the Geneva convention. We have seen these reports. A full explanation and investigation is required, and that is what the British Government are pressing for. I point out to her that, when it comes to targeting operations, lawyers are embedded in the Israeli and Israel Defence Forces command, just as happens in Britain, which should ensure the acceptance and honouring of international humanitarian law. But I agree that a full explanation is required.
For months we have seen the horrifying images of children in Gaza mutilated or killed by bombing, and now we see them starving. Aid by air and sea is welcome, but it is insufficient and it is a diversion from Israel’s responsibility. Yesterday, 12 Israeli human rights organisations called out their own Government for failing to comply with the International Court of Justice ruling to facilitate access for humanitarian aid. Does the Minister agree that the Israeli Government should be told by the UK and our allies to unlock aid and end the killing, or face real consequences?
As the hon. Gentleman knows, the Prime Minister and the Foreign Secretary have both pressed Prime Minister Netanyahu, and indeed President Herzog, to ensure that more aid can get into Gaza. As the hon. Gentleman will also know, it is the policy of the British Government to do everything we can to achieve a pause so that we can get the hostages out and get more aid in, and move towards a sustainable ceasefire. We are doing everything we can to try to achieve that.

Commons ChamberWe are calling for an immediate humanitarian pause, in order to get aid in and hostages out as a vital step towards a sustainable, permanent ceasefire.
As I have set out to the House repeatedly, we are doing everything we can, along with others, to ensure that vital supplies get into Gaza, for the very reasons that the hon. Lady sets out. On UNRWA, it would be impossible for any of us to continue business as usual, given the appalling events outlined over the weekend. That is why we have made it clear that we will not produce further finance until we are satisfied that those matters have been addressed. With regard to what we are seeking to do through UNRWA now, we have provided additional funding in the past, and that will ensure that aid and vital supplies get into Gaza.
The Government have consistently repeated their commitment to a two-state solution, and that is right, but for 30 years Israel has deliberately undermined that through the settlement of the west bank, in contravention of international law. Now Netanyahu has come clean and ruled out a two-state solution, so does the Minister agree that, if the UK’s policy is to be seen as anything more than empty words, we need to demonstrate our commitment to a viable Palestinian state by recognising it and by upgrading current Government advice against trade with the illegal settlements to a full embargo?
The Government’s position on the issue of illegal settlements is absolutely clear. In respect of the two-state solution, I would point out to the hon. Gentleman that progress has been made previously, in particular after grievous acts of terrible conflict and terrorism; that is when the big leaps forward towards a resolution of this desperate problem have been made. We hope that on the back of the horrendous events that have taken place on 7 October and since, additional progress can be made as soon as the political track can be restarted.

May I offer my right hon. Friend my congratulations on his honour? He is right about the importance of ensuring that all pressure is put on Hamas to desist from these outrageous and horrendous proposals that make up part of its charter. The British Government, through a whole variety of different means, do everything we can to prosecute that case.
Said Zaaneen, a PhD student at the University of Sheffield, has been trapped in Gaza by the war. He is an extremely able student, who has a full scholarship from the university, and he is keen to continue his studies. The Foreign Office has been compiling lists of those who wish to leave, but it is currently limited to dual nationals and their immediate dependants. I appreciate all the difficulties at the Rafah crossing, but would the Minister consider extending eligibility for the Foreign Office lists to those Palestinian nationals who, like Said, are in the middle of courses at UK universities, or will he at least agree to meet me to discuss the case?
I think the answer is for the hon. Gentleman and I to have a chat immediately after this urgent question, and we will see what we can do to help.

Commons ChamberI am grateful to my right hon. Friend for his question. I am afraid that I will not be able to talk about future sanction designations on the Floor of the House as that would undermine their role.
I know that the whole House will want to join me in sending our deepest condolences to the people of Pakistan as they suffer the consequences of this devastating flooding. We in the UK stand shoulder to shoulder with our Pakistani friends and will continue to provide support as they respond to and recover from this disaster. We were one of the first countries to announce funding to respond to the humanitarian need, and we have now increased that to £16.5 million to support the flood relief efforts. The UK contribution is now 10% of the joint UN and Government of Pakistan emergency appeal.
The Minister is certainly right about expressing the feelings of the whole House, but she will recognise that, in April, the International Development Committee reported that UK aid to Pakistan had been “reduced dramatically” after the Government’s overall reduction from 0.7% to 0.5% and has been cut by much more than we are now offering. Reports today suggest that a tragedy of already massive proportions appears to be worsening as attempts to stop Manchar lake overflowing have failed. What more will the Government do to help? Will she tell her new leader that tragic events such as this underline the need to prioritise action on climate change, not marginalise it?
We are one of the largest donors of international aid in the world and we focus on prioritising those most in need. As I said, we have already contributed over 10% of the joint UN-Government of Pakistan emergency appeal. We work with countries all across the world not only on immediate needs but on long-term strategy. The longer-term consequences of this terrible tragedy will become clear, but the World Bank, of which we are one of the largest shareholders, is already looking at a long-term needs assessment to help Pakistan to recover.

Commons ChamberThis Bill says everything about the sorry state of this Government. It is not about solving the problems of the protocol, which of course the Government themselves created, but, like the Rwanda plan, the human rights proposals and the handling of the rail strike, it is another wedge issue. As the right hon. Member for Hereford and South Herefordshire (Jesse Norman) said, instead of getting to grips with the problems they are facing, this Government are
“simply seeking to campaign, to keep changing the subject and to create political and cultural dividing lines”
for their advantage and that of the Prime Minster.
There is no dividing line that the Government like better than Brexit, so here we are again, picking a fight with the EU. It is surely no coincidence that last week’s by-elections were scheduled by the Government on the anniversary of the referendum. In the run-up, we had not only the launch of this Bill but the increasingly ridiculous so-called Minister for Brexit Opportunities rolling out his equally pointless Brexit dashboard. But it did not work. People want the Government to stop banging on about Brexit and start coming up with real answers to the problems they face, and that applies to this issue, too. This Bill is not about fixing the problems arising from the protocol—and there are problems. They are flaws that the Prime Minister negotiated, and he knew what he was doing.
Our membership of the EU provided an ideal framework for the Good Friday agreement through a shared market with common rules. Unpicking it was always going to be difficult, because there were only three choices: land border, sea border or some form of all-UK alignment. The Prime Minister made his choice. He negotiated a sea border. He knew that it involved checks, and then he lied to the Unionist community about it. We argued that it would damage the Union, but the Prime Minister went ahead and, having played his role in creating the problems, he is now exacerbating them. Ministers are choosing to bypass the existing mechanisms for resolution that they agreed to when signing up to the deal, and to put political self-interest over the national interest. As they did with the internal market Bill’s first iteration, the Government are willing to undermine the peace process in Northern Ireland, provoke a row with our closest allies and most important trading partners in Europe, and anger our friends in the United States.
There are practical solutions to the problems with Great Britain-Northern Ireland trade, and my right hon. Friend the Member for Leeds Central (Hilary Benn) outlined them, but it seems as if this Government do not really want a solution. Seeking to remove the role of the European Court of Justice feels like a deliberate provocation from a Government wanting a fight. Manufacturing Northern Ireland, representing a key section of business, said that it is a “Brexit purity issue”. Its chief executive explained:
“No one in business has raised the issue of the ECJ oversight as a problem for them in my presence. It is purely a political and sovereignty issue, and not a practical or business issue.”
Why are we back at provocation rather than negotiation? Because provocation is this Government’s approach: lecturing the world on the rule of law, but reneging on international treaties and trashing our reputation on the world stage. When they took the United Kingdom Internal Market Bill through the House, the Government learned the hard way, and they rowed back on the most egregious parts of the legislation. Frankly, it is more than tiresome to be going around this loop again—it is deeply irresponsible.
There are proposals that form a basis for agreement with the EU. The UK Trade and Business Commission, which has been mentioned and of which I am a member, along with representatives of every political party in this House and a cross-section from business, has listened to the voices of business on the issue. The chief executive of the British Meat Processors Association told us that the cost of exporting food has gone up considerably and described the rules the Prime Minister negotiated as a “monster of a system”, but one that could be simplified through a veterinary agreement.
The director of the Chartered Institute for Environmental Health Northern Ireland said:
“The Government has repeatedly stated that it will not compromise on our food standards and on health protection, but it has singularly and spectacularly failed to legislate for that.”
He continued by saying that
“that goes back to the need for proper robust veterinary agreements and standards that I would argue, let’s aim for surpassing the standards within the EU, let’s have the best food and environmental standards in the world, because that will ultimately add value to our food products.”
Those involved are clear that an agreement with the EU on veterinary standards and non-regression would allow us to reach the highest possible standards. It would reduce checks, it would reduce costs for businesses and it would not involve this fight. It could be done quickly—certainly much more quickly than the months of Government posturing that we can look forward to with this Bill.
Last week’s elections confirmed just how out of touch this Government are with the public, and not only in Great Britain: in Northern Ireland, polling carried out last month showed that the cost of living, the health service, education, the economy and jobs are higher concerns for the people of Northern Ireland than the protocol. Ministers should focus on addressing those issues and commit to sensible negotiations on the protocol, dropping this reckless approach.
There have been many powerful and thoughtful speeches from hon. Members on the Government Benches this evening. I hope that they will follow their words by joining us in the Lobby tonight and putting an end to this nonsense.

Commons ChamberWe are committed to introducing a Bill to resolve the very real issues on the ground in Northern Ireland. In parallel, we are open to negotiations with the EU, but in order to proceed on those negotiations the EU does have to be willing to change the protocol itself to fix those very real issues.
The Foreign Secretary knows that there were only three ways of protecting Northern Ireland’s special position after Brexit: a land border on the island of Ireland, which we all reject; closer alignment between the UK and the EU, which business wanted but the Government rejected; and a sea border. The Prime Minister chose a sea border. He knew the checks that that would involve, but he denied it to the Unionist community. There are solutions that can be negotiated, but is not the reason for today’s statement that the Government and the Foreign Secretary, for reasons of her own ambition, see advantage in fuelling Brexit divisions?
I do not agree with the hon. Gentleman’s analysis. There is a solution, which we have put to the EU. Commercial data that is collected in the normal course of business can be shared, in real time, with the EU as well as making sure that there are strong protections on the trusted trader scheme so that any untoward activities are acted against. We can do all that, make that happen and protect the EU single market, while, at the same time, enabling the free flow of trade. What we need, though, is flexibility in the EU’s mandate so that it is prepared to change the protocol. As many in the House have said, the protocol was never intended to be set in stone, but it is our duty, as the United Kingdom Government, to act to restore peace and stability in Northern Ireland.

Commons ChamberWe have seen the people of Somaliland pay a price for the defence of this nation in both the first and second world war. If people go to Somaliland, they can see the Commonwealth war grave cemetery. So many Somalilanders gave their life in defence of this country and beat fascism on the horn of Africa. We owe a debt of honour to the people of Somaliland, and should restore to them the freedom that they fought to preserve for us.
I congratulate the right hon. Member on securing this debate, which has demonstrated an exceptional degree of unity across the House in support of his proposal. He makes a good point about the debt of honour that we owe to the people of Somaliland. My hon. Friend the Member for Sheffield South East (Mr Betts) highlighted that we have a strong community of people who owe their origins to Somaliland in our city. In recognition of that, the council passed a resolution in 2014 adding its voice to the demands for independence. Does the right hon. Member for South Staffordshire (Gavin Williamson) agree that the parliamentary and local elections held last year were another successful democratic moment in Somaliland, further reflecting the maturity and strength of democracy in the country, which is an essential building block for recognition of statehood, and which the Government should recognise?
I do not often advocate that a Government should follow the leadership of Sheffield City Council, but on this occasion I certainly do. The Government should try to catch up with what that city council has been doing. So many communities—Sheffield, Liverpool, Cardiff, Bristol, Swindon; we could go on and on—have welcomed Somalilanders, and Somalilanders have made these great cities and great communities their home, and will continue to do so.

I will certainly get back to the hon. Lady about a pathway to referral to the scheme from MPs’ offices. The Home Office leads on that, rather than me.
I say again that this is a really serious and worsening crisis. It is the largest humanitarian appeal ever made on record with the UN. We need to work with our partners at the UN and the World Bank to unlock funding for the humanitarian crisis and that is what the Government are doing. We will be getting on with that job.
I have to say that the Minister’s response to the question from my hon. Friend the Member for Feltham and Heston (Seema Malhotra) was unfortunate, because there is real cross-party concern on this issue. The Minister was right in her opening remarks to highlight the generosity of the British people, because they recognise our special responsibility to the Afghan people in the face of the unfolding catastrophe following our chaotic withdrawal. She has set out what the Government are doing, but clearly it is not working. What further plans do the Government have to address the appalling situation in Afghanistan?
I think I have been very clear: we are working with the UN and other international partners and we want to unlock the World Bank funding that will make a considerable difference. We need to continue to work with trusted partners to make sure that the funding that we and others have pledged gets to those on the ground who need it most. We are also working with NGOs and other banks and, if it is possible, to tackle some of the issues in the payments system that are causing such complexity. We are working with our education partners and other NGOs and will make further announcements in response to the UN appeal in the coming weeks.

Commons ChamberAfghanistan faces one of the largest food security crises in the world. We are aware that the crisis is approaching levels where there is severe, acute malnutrition, which is why we have doubled UK aid for Afghanistan to £286 million this year. In addition, between April and November this year we have disbursed more than £55 million, including life-saving humanitarian support for emergency food, health, nutrition, shelter and water sanitation. We are providing a lot of support.
As well as the Prime Minister’s promise to bring vulnerable Afghans to refuge in this country, other Ministers suggested that they travel to neighbouring countries as the first step. I have constituents who took those Ministers at their word, but the Afghanistan resettlement scheme is not open, as we have noted, and those who fled are told to apply for expensive visas, with prohibitive salary requirements. Will the Minister at least agree to speak to the Home Secretary and the Prime Minister and urge them to fulfil their promises without delay?

It is a pleasure to serve under your chairmanship, Mr Dowd.
When I go home and look at my grandchildren, I see limitless potential that deserves to flourish and thrive, yet I find it heartbreaking that they must grow up in a world where racism is still present—they will be subject to racism purely because of their faith—and that I, as their grandfather, must stand up to talk about the rampant Islamophobia in our midst. This month is an opportunity for us all to tackle that insidious hatred, which manifests itself in hate crime, discrimination and loss of opportunity.
As I look around the Chamber, I am touched by the support of my hon. Friends from all parts of the House who have committed to rooting out racism, whichever form it takes. I hosted a drop-in event in collaboration with the Muslim Council of Britain and Amnesty International last week, and it was brilliant to see the cross-party support. I thank the many hon. Members present today for attending.
The information shared with us by the Muslim Council of Britain last week was very powerful indeed, and reflects the experience that many of us have heard about from our Muslim constituents. Does my hon. Friend agree that the Government need to take responsibility for engaging effectively with the MCB to tackle the issue?
Yes, I agree, and I will be making that point.
I had the privilege of visiting Europe’s first eco-mosque in Cambridge—a real trailblazer in the community. It highlights how effective the British Muslim community has been in tackling the climate crisis with a positive and inspiring message. I extend an invitation to the Minister. I cannot promise that a visit will be as thrilling as Peppa Pig World, but it is worth a visit.
