It is a pleasure to serve under your chairmanship, Mr Stringer, and to catch your eye slightly spontaneously—it is much appreciated. I also congratulate my hon. Friend the Member for Stirling (Alyn Smith) on securing this important and timely debate. I did not necessarily need to speak, because I basically agreed with every single word that he said.
Like the other speakers, I am proud to represent a university constituency, and the University of Glasgow has an incredibly long and proud international history. I do not mean that as a cliché—it was literally founded by a papal bull in 1451, so it has a very long history indeed, and it is proud of its international outreach since that time.
One of the outstanding points in its history occurred in 1837 when it awarded James McCune Smith his medical doctorate. He was the first African-American to be awarded a medical degree, and went back to the United States, where he practised medicine and pharmacy and was an absolute pioneer and champion of the anti-slavery and equal rights movements in those days. Today, the James McCune Smith learning hub bears his name and sits proudly on University Avenue in the west end of Glasgow. It is testament not just to his achievements and to the university’s achievements over all the years, but to the very presence of the international students in such great numbers that have made the institution what it is today—as many of 14,000 of them, if I am reading the statistics correctly, across undergraduate, postgraduate taught and postgraduate research courses. They come from dozens and dozens of countries; as far as I can tell, practically every country in the world is represented by at least a handful of students on the campus and in our city, and that is testament to all the points that have been made by Members today. That is true of the city as a whole.
I am proud to represent the University of Glasgow. I am also proud to be a graduate of the University of Strathclyde, and everything that I say about what international students bring to the city and the country applies equally to the University of Strathclyde, to Glasgow Caledonian University, to Glasgow School of Art, to the Royal Conservatoire of Scotland and to the many further education institutions that the city and the country are so rightly proud of. As I say, that impact is visible across the city as a whole, in the shops, in the catering outlets and in the visible presence of the cultural festivals that the student cohorts bring to the city. It is present and visible in the way in which the campuses themselves have been shaped, with the incredible new facilities provided in the new buildings, many of which are available for use by the public as a whole, contributing to the society and economy of the communities to which the universities belong in exactly the way that we have heard.
The presence of international students, as other Members have said, raises ambitions and standards in the institutions and in the communities as whole. That is not without its challenges. Anyone, particularly students trying to find accommodation in Glasgow over the last few months, will be able to testify to that, and that is true of other cities as well. However, that speaks to the importance of creating a welcoming environment and the importance of having the infrastructure in place to support the presence of so many students. A big part of that involves providing certainty about numbers and certainty of access.
That starts to speak to the UK Government’s policies on funding for institutions, and particularly on access to visas and country entry requirements. It is not just about study visas, but about post-study work visas. This is not purely transactional, and students should not just come for three or four years, then leave again, but can be inspired to settle, make their home here and continue to contribute to our economy and society.
Sadly—and I suspect anyone with a university in their constituency will find this— the casework continues to suggest that is not always the case. I remember one of the very first constituents who came to see me in 2015 was literally a rocket scientist and could not get a visa to work here. In the end, I think we managed to make some kind of progress, but the people we want to attract are banging their head against the wall of the universe of the UK Government’s hostile environment policy. This is where, as with so much of the new Government’s agenda, the reality of their stated ambition is going to have to confront the practice of what they are trying to input because, if they really do want growth and a global Britain, putting up barriers to people coming here is contradictory to both of those things. It will not achieve either the outcome that they want to see or the outcome that those of us who believe in multiculturalism and internationalism want to produce: a growing and diverse society.
The main Chamber is currently discussing the concept of independence, and Government Members—and indeed some Opposition Members—want to make the case for the strength of the Union. However, limiting and undermining the ability of further and higher education institutions to attract students from all around the world is not an argument in favour of the Union. That does not speak to the strength of the UK.
Again, if strengthening the Union is one of this Government’s priorities, they need to look at their policies in these areas. I echo all of the points made by my hon. Friend the Member for Stirling and the hon. Member for Sheffield Central (Paul Blomfield), and, indeed, much of what the hon. Member for Strangford (Jim Shannon) said. I pay tribute, once again, to the incredible community at the University of Glasgow. Long may that internationalism—that outreach to the world and that bringing of the world to our fantastically diverse city—continue.
I would just say, for the future, it really does help the Chair to allocate time if hon. Members stand if they want to make a contribution.

Commons ChamberI know that my right hon. Friend is passionate in this area. It is not about replacing great teachers; it is about enabling teachers to do their job in a much more efficient way. We are certainly looking at that; I will say more in the schools White Paper.
I and the rest of the Government continue to encourage a meaningful dialogue, because, at the end of the day, those missing out are students, who have suffered unbelievably during the pandemic and faced challenges. The last thing they need is strikes and further disruption to their face-to-face education.

Commons ChamberAbsolutely. It is incredible how social isolation has a real impact on young people. Children miss out on so much from not being at school— not just their teacher’s input but socialisation with friends. I am always happy to meet my hon. Friend to discuss this and what more we can do to support schools, teachers and the education community to support our children.
Where and when will families be able to find out exactly what free services the mobile operators are providing, and how will the Secretary of State make sure that it is as straightforward as possible to access? Is he making sure that the devolved Governments are fully looped in on this and that they will get any Barnett consequentials of additional spending on laptop and tablet distribution?
We of course always work closely with the devolved Governments. The benefits of the Union are demonstrated in the fact that we are able to work together and at considerable scale to deliver benefits to all parents and children. Any additional spend on anything has Barnett consequentials, which means that, again, Scotland benefits from being in the United Kingdom and the financial support that the whole UK gains from being together.

Commons ChamberThroughout the development of the United Kingdom Internal Market Bill proposals and preceding White Paper, the UK Government have engaged constructively with many businesses, professional organisations and other groups, including the General Teaching Council for Scotland.
I can indeed confirm that it will not interfere with the Scottish Government’s ability to charge no fees for university students.
Well, that is a very unequivocal answer, so we look forward to that not coming back to bite them at any point in the future. I am glad the Minister is engaging with the GTCS, because in the other place the Minister has had to table an amendment to specifically include school teaching in the list of exempted professions. School teaching could be interpreted narrowly as solely relating to the education of children, but of course GTCS-registered teachers teach in many different educational settings, so will this Minister clarify whether the amendment is intended to include any institution in which teaching is delivered?
We have listened to the concerns about the Bill’s provision covering the mutual recognition of professional qualifications and have decided to exclude the teaching profession, so on Thursday 19 November the Government tabled an amendment to do just that.

Friend speaks incredibly passionately about the importance of ensuring that youngsters are in the best position to be able to learn in the best and most comfortable environment. We do not believe it is necessary for youngsters or people at school to wear a face mask, except where we have made it mandatory in local lockdown areas. The chief medical officer and the deputy chief medical officer have been consistent in their approach—that this is not something needed in every school right across the country. Where people are not in local lockdown areas, there is no need to wear a face mask, but what is so important is to see all children welcomed back. That is what we will see over this next week, and I think the whole House joins me in thanking all the staff who have made that possible.
I think the World Health Organisation might disagree with what the Secretary of State has just said, but I want to reflect on the impact on universities and higher education. They are already feeling the impact of the lack of international students coming in to pay fees, and now funding extra places as a result of the regrading is also going to cost money. He talks about increasing capacity, but what that has to mean is increased funding, which of course, as Barnett consequentials, would be passed on north of the border to allow the Scottish Government to continue to do the same. What discussions is he having with the Treasury to make sure that universities are fully resourced throughout this crisis?
I note the hon. Gentleman’s comments about the World Health Organisation. He will no doubt have read the World Health Organisation’s guidance, which mentioned areas of high transmission. I am aware that Aberdeen has had a local lockdown, but I certainly was not aware that the whole of Scotland was an area of high transmission. If World Health Organisation advice was followed, he would probably find that the measures need not have been applied right across Scotland, but that is obviously a devolved decision and I very much respect that. We continue to work right across the university sector with Universities UK. Obviously funding follows English students as they go to university in all four corners of the United Kingdom, but we will continue to work with the devolved Administrations to ensure that the brilliant university sector continues to prosper in the future.

Commons ChamberI want to see all schools open, and that is why we will continue to work with all schools to look at how they can accept more and more pupils, making sure that all children have the amazing opportunity of learning from their teachers. I am very optimistic that we will see more children returning to school and the number of children attending school increasing week upon week.
The Secretary of State mentioned colleges in his statement, but does he recognise the important role that universities are playing as well in providing additional support for young people, particularly disadvantaged young people? I think, for example, of the summer school being run by the University of Glasgow, which incidentally has just been rated No. 1 by the Complete University Guide. What support is he making available to that sector, given the funding gap it is facing, so that it can respond to the whole range of challenges that covid is presenting to education?
I congratulate the University of Glasgow on that great success. I know the leadership there is truly outstanding. We will continue to work with the universities sector, including on how it can support us in our response to covid. We have seen brilliant work on testing and the development of vaccines as well as supporting NHS workers with the provision of accommodation. That is why we brought out the stabilisation package for universities just a few weeks ago. We continue to work with the sector on how we can do more and continue to support them.

Commons ChamberI welcome the hon. Lady to her position and wish her the very best in her new role, although I thought she was a little ungenerous in her comments. Just in the past six months, we have delivered an extra £400 million for 16-to-19 education; committed an extra £1.8 billion to FE colleges’ funding; and created a national skills fund to be delivered over three years, worth more than £3 billion. In my judgment, that is a lot of money and a real investment in our college sector. We are giving them the opportunity to achieve so very much. We see the opportunity and have every confidence they will deliver.[Official Report, 4 February 2020, Vol. 671, c. 4MC.]
The Government greatly value international co-operation in education, science and research. The withdrawal agreement protects the continuation of both Erasmus+ and Horizon 2020, and we will seek to participate in the relevant future EU programmes as part of future negotiations. Many of these programmes, or the regulations, simply are not ready yet. The political declaration makes the position absolutely clear. As for participation, it is a matter for the upcoming negotiations.
Institutions across Scotland, including the University of Glasgow, receive some of the highest per capita shares of Horizon 2020. They will understandably be worried by the comments of the Commissioner for Research, Science and Innovation, who has said that the UK will be treated as a third party, and that there will be no cherry-picking in any new deals for programme participation. Will the Minister tell us what that means in terms of potential new barriers for institutions such as those in my constituency?
I have enormous respect for the University of Glasgow and its excellent vice-chancellor, Anton Muscatelli, who is the author of a report on how to spread innovatory practices across Scotland. I am learning a lot from that work.
I am determined that we should work towards association with Horizon Europe, the successor to Horizon 2020, but we need to know what the final regulations are. I am in regular contact with ministerial equivalents across Europe. Earlier this morning I had an opportunity to speak to the higher education and research Minister of Croatia, which currently holds the presidency of the Council of the European Union, at the Education World Forum. I am determined that, as we proceed with the wider negotiations, Horizon Europe should be part of that.

Commons ChamberLeaving the European Union with a deal remains the Government’s top priority. We will work in an energetic and determined manner to get the very best deal, and a better deal than has previously been put to this House. We are supporting the sector to manage the transition through Brexit, including providing reassurance on participation in EU-funded programmes, future migration arrangements and access to student support.
The right hon. Gentleman was always energetic and determined when he was the Government Chief Whip and we worked together. What reassurances can he provide to the University of Glasgow in my constituency, which is having to issue emergency advice in the event of a no deal? It is reminding research teams to conduct inventories of their materials in case it is not possible to pre-order perishable goods such as gases. It is reminding staff and students
“that, in the event of a no-deal withdrawal, EU countries may not admit individuals with passports which are due to expire within six months of the date of travel.”
This is the kind of debilitating effect it is having. Would it not be better to accept the inevitable, and rule out no deal and ask for the extension now?
We have worked and will continue to work closely with higher education institutions, including the University of Glasgow, to ensure, if we do leave without any deal with the European Union, that all mitigations are put in place. I very much look forward to working with the hon. Gentleman in this role as I did when we were both Chief Whips together.

Commons ChamberI am grateful to the right hon. Gentleman, who helped to make sure those pilots happened. We are investing £9 million in holiday activities and food programmes. This summer, children in 11 local authorities will receive healthy meals, learn about the importance of healthy eating and enjoy enriching physical activities during the summer holiday. Decisions on the programme beyond March 2020 will be taken as part of the spending review, but I certainly think it has been a great success.
I also congratulate you on 10 years, Mr Speaker. What is quite scary is that we have been here for four of them now.
On Friday I had the pleasure of meeting Hillhead High School S3. They are taking part in the “Send my Friend to School” campaign, which talks about the right of children all over the world to access education under the convention. What steps is the Department taking to work with the Department for International Development on ensuring that the right to education we enjoy in this country is accessed all around the world?
We work closely with other Departments. In fact, the permanent secretary of the Department for Education has written to all other permanent secretaries to make sure that we deliver on our promise. Of course, we are making that commitment across Government

Commons ChamberI am very grateful for that intervention by the hon. Gentleman who is an assiduous participant in these Adjournment debates. He raises two or three issues that I am going to come on to in the remainder of my speech about ensuring that we do not price people out of music. I am talking about not just the musical talent that people develop as they go through music instruction, but the benefits to the wider community that are sometimes forgotten. I will expand further on those points later in my speech.
As bitter a blow as the announcement of the fee increases was, the knock-on effect was just as significant. Our valued, talented and hugely respected head of music instruction service, John Mustard, resigned from his position after 30 years of dedicated and loyal service. John specifically blamed the increase in charging for his decision. He said:
“The reason is simple, I cannot agree with the decision by the council to raise the cost of music lessons by 85% to what will be the highest level in Scotland. In a low wage economy such as Moray this will have the effect of depriving many young people of a valuable skill and pleasure for life. I regret this deeply but I cannot be part of a decision that will do so much damage to a service I have built up to national acclaim over the last 30 years.”
Can the hon. Gentleman tell us whether the Conservative group on Moray Council have put forward alternative proposals for the budget given that it abandoned the administration last year? If they had put forward alternative proposals, they might have avoided these rises.
The hon. Gentleman is perhaps not aware—only reading the SNP’s spin—that the reason that the Scottish Conservatives left the administration on Moray Council was because the SNP councillors, the independent councillors and all the other councillors would not countenance a proposal to reduce the senior management level at Moray Council in order to save hundreds of thousands of pounds to protect the services that we are speaking about today. He asked whether the Conservatives put forward an alternative proposal; yes, they did. They opposed the 85% increase in fees, but the SNP said, “No, it has to go ahead.” As I will mention in a moment, the SNP has now gone back on that decision. After ignoring the Scottish Conservative councillors at the budget meeting in January, the SNP councillors are now following some of the advice we gave them. I just hope that they go a bit further at the full budget meeting on Wednesday.
It should not have come to this. John and his team have nurtured so many talented individuals in Moray who have gone on to perform across the world.
