We can all agree that the cost of living crisis is connected to other social and economic disasters, but public services have been undermined by more than a decade of austerity, with devolved Governments, social security benefits and the National Health Service bearing the brunt.

The UK’s dependence on fossil fuels, under-investment in renewables, reduced gas storage and failure to regulate the energy market meant the nations of these islands faced unprecedented price rises from early 2022, despite being much less dependent on Russian gas than our European neighbours. Inflation triggered by reopening the economy in the aftermath of the covid-19 upheaval was augmented by supply chain disruption, with food particularly affected. We have had too many years of Torynomics, looking out for the wealthy at the expense of those who can least afford to live, and that was before the bombshell car crash of a Budget experiment towards the end of last year.

I see the effects of these decisions every day in my Midlothian constituency. New figures have laid bare the full scale of the problems facing my constituents in Midlothian. Last year, there were more than 4,500 children living in poverty in my constituency, according to End Child Poverty. Last month, more than 1,300 people were claiming unemployment related benefits. Around 250 of these claimants were aged 18 to 24. Up to 21,000 adults living in Midlothian cannot afford to turn on the heat in their homes to keep warm or to eat a balanced meal, a report found.

We heard about some of those issues on Monday, at the launch of the all-party parliamentary group on coalfield communities, of which I am a vice-convener. This is not a new phenomenon in our coalfield communities but a legacy of Thatcher that we have never recovered from and that successive Governments have done nothing to tackle.

It is estimated that as many as 34,000 people were worried about energy bills. The same survey found that in one month alone, 8,000 adults went hungry because they did not have enough money to buy food. Those figures, presented to a meeting of Midlothian Council last month, come from an independent study ordered by that council’s cost of living taskforce, set up last summer. With residents facing this cost of living crisis, it is clear that has quickly become the biggest priority for our SNP-led council and why it has invested more than £1.3 million in direct help to residents across Midlothian. It is hard to imagine a much worse scenario, but then there is Brexit.

Even the usually staid publication, The Lancet, says the Brexit fiasco is one of the central elements at the core of this cost of living crisis. It impacts not just our constituents and their households, but the Scottish Government, other devolved Governments and local government across the country. They are all facing the same inflation costs, increased costs of capital projects and increased energy bills that are all a drain on limited and fixed budgets. That is certainly the case with the Scottish Government, who do not have the borrowing power of this place or even of local government.

As well as laying bare the massive public health impacts of the cost of living crisis, a recent article in The Lancet says:

“There are several factors driving this crisis. The most immediate trigger is high inflation, partially a consequence of trade disruption associated with the conflict in Ukraine, superimposed on the impact of Brexit and associated fall in the value of the pound, which is leading to a rise in the costs of energy, food, and other essential resources for life.”

The Lancet also makes the ominous point that this is just the beginning and there is more to come. We have heard others talk about the impact on mortgage rates. Because of the tendency to set fixed rates, many people are still to come up against the worst of the increases.

My hon. Friend the Member for Central Ayrshire (Dr Whitford) talked about the impact of staff shortages on our public services. How can we have a situation where impactful decisions taken in this place can have such a direct consequence for communities across our isles? Those are chilling words from The Lancet, which make it ever more baffling that the Government persist with the failed Brexit project, and even more so that Labour want to continue to do more of the same.

As the SNP’s armed forces and veterans spokesperson, I am acutely aware of the impact that the cost of living crisis has on our men and women in uniform. Serving military personnel and their families have been forced to use food banks and there are serious questions to be answered around the pay offer to our armed forces.

This week, Sky News revealed that an unofficial food bank even exists at a Royal Air Force base in Lincolnshire. The voluntary facility at RAF Coningsby, home to Typhoon fast jet squadrons, was set up by an aviator to collect food donations from servicemen and women to support civilians in their local community, but a defence source claimed it is now being used by RAF personnel too. Despite the much-vaunted armed forces covenant, we now have a situation where service personnel need to choose between food or fuel. The crisis is impacting on so many places where people would never have thought that would be the case. According to the reports, one aviator, a single mum, was forced to go without a hot meal for four days because she had spent her last money on baby milk formula.

This place, the Tories and their Brexit-supporting Labour pals, need to take responsibility for this utter clusterbourach. In Scotland, we are fortunate that we have a path out of the chaos. We can become independent. I know the hon. Member for Banff and Buchan (David Duguid) will be delighted that I have said that, because he was waiting for it. We have the opportunity to elect progressive Governments that can implement all the levers that a normal nation can in taking forward their own destiny as a member of the European Union. As we work towards that goal, we desperately need an inquiry led in this place to reveal the full extent of the devastation wrought by Brexit and the cost of living crisis. Why would we not want to get to the bottom of why these problems are happening? That is the only way for Scotland to weather this perfect storm. I look forward to the day when we can get the answers we need, but much more important, I look forward to the day when we can make our own decisions in Scotland.

I will not go into the details of Lady Haldane’s judgment in December, but the hon. Lady is right to say that that has created part of the conflict. Again, that will be laid out in the statement of reasons. We would like the Scottish Government to address the concerns we have as to sufficient protections and safeguards for women and children across UK-wide legislation and for that to be reflected in the Bill.

I do not want to be rude to the hon. Lady, but I am afraid what she has just said shows that she does not understand the Scotland Act or what actions are available to the United Kingdom Government. We cannot bring forward a section 33 order, or invoke section 35, while a Bill is going through the Scottish Parliament. Once the Bill has finished its third and final stage, there is a 28-day process and the legal advice—which I must say is taken on all Bills that the Scottish Parliament passes as part of the devolution settlement—and then we decide what course should be taken, based on the advice we get. On this occasion, the advice is that section 33 is not appropriate, but that section 35 is.

I think it is exceptionally discourteous of the Secretary of State to refer consistently to a statement of reasons that nobody in the Chamber except him appears to have seen. This was not an urgent question or something he did not know about; this was a statement he brought himself. We should have had the statement of reasons before he made this statement. What is it about persistent electoral failure in Scotland that makes him so averse to following the principles of basic democracy?

This is beyond parody. Democracy is what the Scotland Act is. Section 35 is in the Scotland Act. The SNP voted for the Scotland Act with section 35 in it. It is a democratic instrument.

Further to that point of order, Mr Speaker. Can you advise the House on whether there is any precedent for a situation where a Secretary of State turns up at the Dispatch Box without the accompanying information necessary to advise and guide the discussion and debate in a question session? In my experience here since I was elected, that seems to be the way that things are supposed to be done. Is this shambolic behaviour from the Secretary of State for Scotland precedented or unprecedented?

Further to that point of order, Mr Speaker. I apologise to Mr Deputy Speaker for trying to intervene during the question session. However, this is important, because the statement of reasons is clearly a critical factor in the discussion. We were not able to question the Secretary of State on it after the statement, which he brought to the House. We are going to have a debate, which is encouraging and welcome, but most of us will not have had the chance to see the statement of reasons before it starts. Can you advise us, Mr Speaker, on what further opportunities Members will have beyond this Standing Order No. 24 debate to question the Secretary of State in detail on the statement of reasons, when the Government eventually get around to publishing it?

Further to that point of order, Mr Speaker. We had over an hour of questions after a voluntary statement from the Secretary of State. He kept referring to the statement of reasons but would not divulge any information. He also kept referring to the Minister for Women and Equalities and said that she would be able to answer all the questions. Did the Government at any point discuss who was the most appropriate person to make the statement, so that Members could question the Government properly and ask somebody who actually had some knowledge and could answer questions?

The Secretary of State has referenced a number of times the suggestion that only a third of the electorate in Scotland voted for the SNP at the last Scottish election. In that same election, the Conservatives secured less than 15% of the electorate voting for them, so we need a bit of context. This all comes down to a basic question: if not through the route of a referendum through the Scottish Parliament, what is the democratic route for Scotland to determine our own future? Countless Members have asked. Where is the answer?

First, there were also many other votes cast for other Unionist parties. It is a matter of consensus between the two Governments, political parties and civic Scotland—the answer I gave earlier.

A few weeks ago, Christine Grahame MSP and I co-hosted a cost of living support event in Gorebridge in my constituency. We invited along energy providers, community groups, food banks and suicide prevention charities. As constituents arrived and were able to access the help they needed, I started to think that it was a great success and that it was brilliant to see so many people there. But then I had to stop myself, because I started to think, “How did we get here? How did we become a society where food banks are normal and where we simply accept that poverty is growing and that suicide prevention charities face record numbers of calls?” The fact that we needed to hold that event at all is an alarming sign that the UK state has failed. When a country cannot guarantee its citizens a decent standard of living, with a roof over their head, heat in their home and food on the table, that country has failed to uphold its end of the social contract.

The most shocking thing about this crisis is that so much of it is inflicted by the Government. For instance, the energy crisis is far worse in the UK than it is elsewhere, because the Government have kept the energy companies private, ensuring that the money from bills goes towards profit, not investment that could help to ensure security of supply. The severity of the cost of living crisis has been exacerbated by the Government’s incompetence, with a kamikaze Budget sending mortgage rates skyrocketing and the pound crashing, which means that there is less money in people’s pockets and that the money that remains is worth less.

The truth is that the UK has been the poor man of Europe for years because the economy is set up to funnel wealth to the super-wealthy—to people such as the current Prime Minister—rather than to distribute it fairly to support those who need it most. Now, we are reaping what has been sown.

There is no doubt that this is a global crisis, but while other societies have been ready to catch the poorest in their safety nets, the net in the UK is a glaring hole. Somehow, British exceptionalism has kept its grip on policymaking, and although we are no longer a particularly well-off society but one where a tiny number of people have immense wealth, the idea that we are exceptional has meant that the Government have refused time and time again to look abroad and follow best practices.

To take the windfall tax, other countries have got serious about taxing the record profits that oil and gas companies have been making, but we have ignored the issue for months. Now we are left reeling from a failed Thatcherite experiment and looking down the barrel of austerity 2.0, with an economy so deliberately trashed that there is little option but to put money directly into people’s pockets, although the Government cannot even get that right. I recently met an 89-year-old constituent who cannot afford to heat her home because she, like thousands across Midlothian, relies on heating oil. The price of heating oil has skyrocketed to the point where she has spent £2,000 on it this year and expects to fork out at least another £1,000 over the coming winter. Yet the Government’s proposed support package for people using heating oil is £100—not even enough to get through a tenth of the winter.

Constituents in my area of Lanark have written to me about the fact that oil prices have continued to go up and that Government support is frankly woeful. Does my hon. Friend agree that the Government must do more to support those who are off the grid, especially in rural communities, because they simply have no other choice?

I absolutely agree with my hon. Friend. The support that is in place is welcome—I do not deny that, and I do not think anyone else here would—but we need much more, because far too many people, and especially those who are off the grid, have been left behind.

At the moment, we are on a sinking ship. The UK’s future is not bright, and there is little reason to doubt that our children’s economic prospects will only become worse than ours. Therefore, the question is whether we look around the sinking ship, shrug our shoulders and say, “It’s been fine up till now. There’s no point trying to change it. We’ll be just fine,” or we try something different. We do not have to go down with this sinking ship. Certainly for those of us in Scotland, there is a lifeboat; it might be smaller than the boat we are currently on, but we get to be its captain, and the folk we share it with have the same direction in mind as us. Once we are out on the open water, we will realise that there are plenty of other wee boats out there that are the same size as us and that they are working together so that they can weather the storms far better than the lonely old SS Britannia ever could.

That is what independence promises; it is not an instant fix, but it is the only reasonable path to a better future. Now, in a context where being part of the UK has left us with record inflation and soaring poverty, the idea that Scotland cannot afford independence is simply laughable. Norway was one of Europe’s poorest countries when it became independent in the early 20th century, and Ireland’s era of independence began with war and destruction. For them, however, independence was not the problem; it was the solution. Independence allowed them to grab hold of all the economic powers at their disposal and to respond to crises however they wished. Now, we look to both countries as models of stunning economic success.

The truth is that we are in pretty dire straits as part of the UK. Even if we choose independence, we will inherit the mess that being part of the UK has left us with. That is not an argument against independence; it is a fundamental part of why we need it now. We can no longer afford to remain a part of this broken Union, and the people of Scotland need to be able to have that say, and have it soon.

BT Openreach recently extended its offer of commercial coverage for gigabit broadband to services in my hon. Friend’s area—in the community that he mentions—and that is partly because of the super deduction in taxation in respect of investment that my right hon. Friend the Chancellor announced recently at the Budget.

The Electoral Commission performs an important independent role in the regulation of UK elections. Whether it is investigating dark money or attempts to undermine our democracy, its role is critical to ensure public confidence in our democratic processes. With the Government seeking to neuter the Electoral Commission, what exactly is the Prime Minister planning that requires his Government to attempt to be able to direct the independent regulator?

It is a pleasure to follow the hon. Member for Edinburgh South (Ian Murray), who was as witty and articulate as ever, but I still have no idea where Anas Sarwar and the Scottish Labour party stand on having another independence referendum.

I was very proud to be part of the process that led to the Edinburgh agreement, which facilitated the 2014 referendum. At the time, Alex Salmond—who is now heavily criticised by some of the same people who portrayed him as father of the nation on whose word everybody in Scotland could rely—said that that was a gold standard agreement and the basis on which such a referendum could and should be held in order that it be fair, legal and decisive. And yet, from the moment that referendum was held—not in 2016, 2018 or 2019, but from 19 September 2014—the SNP has agitated for another referendum. It did not even wait for the dust to settle on the result, and it completely disrespected the outcome, having said that it would respect it.

In each of the elections we have had since 2014, the SNP has sought to downplay independence. In a television debate before the 2016 Scottish Parliament election, Nicola Sturgeon said that there was no prospect of a referendum. In the 2019 general election, my SNP opponent said, “This isn’t about independence at all. It’s nothing to do with independence. It’s about Brexit; that’s what it’s about,” yet each time, from the moment the polls close, every vote cast is portrayed as a vote for independence.

I welcome the fact that the SNP has registered with the Electoral Commission the slogans “Both votes SNP for indyref2” and “Vote SNP for indyref2”, because people will understand, I hope—and I hope it will be on page 1 of the manifesto in big writing, not hidden away on page 16 as some sub-clause, as the “changing circumstances” caveat was.

I have listened carefully, and I have heard a number of Members say this about every vote cast being a vote for independence. Would the right hon. Gentleman not accept that, in the literature produced and distributed by his party in any given election at any level of government in Scotland, “Vote Conservative to say no to indyref” is doing exactly the same thing—it is suggesting that every vote for the Conservative party is a vote against a referendum?

What we are suggesting as we go into this election under the leadership of my hon. Friend the Member for Moray (Douglas Ross) is that there is an alternative to this obsession with independence. It does not all have to be about independence. Despite what the hon. Member for Edinburgh East (Tommy Sheppard) said, Scottish Parliament time has been devoted to an independence referendum. There has been a Bill in the Parliament during the period of covid. There has not been a focus entirely on covid, because the independence issue has always been there.

We hear today that the “once in a generation” claim was only for SNP supporters, to make sure that they got down to the polling station, and it could not be relied on. We hear that Mike Russell’s pronouncements that we will have a referendum by Christmas and those of the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) about having a referendum this year cannot be relied on. Well, what cannot be relied on by the people of Scotland is that the SNP will not press ahead with a referendum regardless. We have heard that they are the people who will determine what people in Scotland think. What arrogance—it is not about elections; the SNP will decide what the people of Scotland think, and if it determines that the people of Scotland are in favour of a referendum it is willing to press ahead with one regardless. Several leading members of the SNP have said that, and I look forward to the contribution of the hon. and learned Member for Edinburgh South West (Joanna Cherry), who is a proponent of this.

I agree with the hon. Member for Edinburgh South that this election is very important. It is important on 6 May that we get Scotland to focus on coming out of the pandemic with a plan for recovery—none currently exists in Scotland. There is a plan for an independence referendum, but there is no plan for recovery. The only realistic way in which people can achieve that is to use both votes on 6 May for the Scottish Conservative and Unionist party. We want to end division. No referendum—let us rebuild Scotland.

On a point of order, Madam Deputy Speaker. Obviously, I appreciate the points that the right hon. Gentleman is making. However, there are court orders in place around the identities of individuals involved in that case. I do appreciate the points that he is making, but I would appreciate your guidance on how we can ensure that these court orders can in fact be adhered to in this place.

I thank the hon. Gentleman for his very serious point of order. I can assure him that I am listening very carefully to what the right hon. Member for Haltemprice and Howden (Mr Davis) is saying. I think that he, being a very experienced parliamentarian, understands the side of the line on which he must stay, as far as mentioning sensitive matters and matters connected with courts, and so on.

I absolutely agree with the hon. Gentleman. We have given an extra £2.7 billion in funding for covid-19, over and above the Budget measures announced this year. The Budget measures brought, first, an extra £1.3 billion in the comprehensive spending review, and then another £640 million followed on from that. He is absolutely right, but I have to stress that that matter is for the Scottish Government under the devolution settlement.

I associate myself with the comments in support of our emergency services, but we also need to recognise that exceptional effort has been put in by our local government workforce. Any additional funding to the Scottish Government is welcome, but in this current climate of unprecedented challenge, does the Secretary of State agree that more steps need to be taken, and will he continue to press Cabinet colleagues for additional support for self-employed workers and to move forward with the argument for a universal basic income?

The hon. Gentleman makes a very good point. The self-employed and freelancers are still waiting to hear about a package for them. We have been encouraging the Treasury to push forward with that, and I hope that it will come very soon. Members of the Scottish Government have been doing the same—it is an effort across the devolved Administrations—and we need to find a solution. It is a complicated problem, because if someone is a self-employed van driver, they are probably doing very well on deliveries at the moment, but other self-employed people and freelancers are really struggling. We need to recognise that this has to be tailored to those in need.

I congratulate the hon. Member for Penistone and Stocksbridge (Miriam Cates). Listening to her describe her constituency, I was tempted to take her up on the offer of a visa, but I am a bit too attached to my own community, although others might take her up on that.

Thank you for calling me, Mr Deputy Speaker, to make my first full contribution since my return to Parliament. If you will indulge me, I shall take a moment to recognise the contribution made by Danielle Rowley, from whom I regained my seat in December. While I may disagree with Danielle on many subjects, there are probably more on which we agree, not least our wish to see the best for our community of Midlothian. I know all too well how tough it can be when the results do not go your way on election night—not only for Members but for their staff teams—so I wish Danielle and her former team the very best for the future.

Let me now turn to this afternoon’s debate. We have heard from my hon. Friends many of the reasons why it is so vital for Scotland to have an immigration system that actually supports our economy, not one that stifles it. Unfortunately, we find ourselves with an imposed UK Government who seem to care not one bit what is in the best interests of Scotland. Perhaps that explains why their party has not won an election in Scotland since the 1950s.

The impacts of the Government’s narrow-mindedness will indeed be significant for my constituency of Midlothian. We know that migrant workers are more likely to work in sectors such as retail, manufacturing, education, health and social care, all of which are vitally important to the Midlothian economy. Nineteen per cent. of workers in Midlothian are employed in retail and wholesale, a figure that is over 5% higher than the Scottish average. Food and drink alone contribute more than £7 million to our local economy. We also have higher than average employment in education and in manufacturing, sectors in which we have long relied on international workers from the EU and elsewhere. So when we look at the approach taken by the Government, which completely ignores the needs of Scotland, it is easy to see the catastrophic effect that it could have on my community.

There are also a great many positive things happening in Midlothian. It is often said that we are the fastest-growing local authority area in Scotland. That may well be the case, and it brings real opportunities. According to research compiled for Skills Development Scotland, the largest contributing region to the Scottish economy in 2019 was Edinburgh, East and Midlothian, with a gross value added of £26.6 billion, or 19% of Scotland’s total output. The fastest growth is in the professional, scientific and technical activities sector, with an average growth rate of 3.3%, and that includes life sciences.

I know that some Members may wonder why this is such a big deal for a former mining community, but Midlothian is the local authority area in Scotland with the highest proportion of jobs in the life sciences sector. That includes the Midlothian Science Zone, the Roslin Institute, Moredun, the Royal (Dick) School of Veterinary Studies, Scotland's Rural College, and the Edinburgh University Easter Bush Campus. At Easter Bush alone, 26% of the workforce is from outside the UK. Employment in the sector has increased by 12% over the last year across Scotland, and exports have also increased by 12%.

This is a massive and growing success story, supported by smart policy from the Scottish Government, yet while the Scottish Government seek to drive forward our global competitiveness, barrier-building policies from this place are cutting the legs from under us. The lack of willingness on the part of the UK Government even to contemplate the proposals from the Scottish Government shows a contempt for the communities of Scotland, and they will pay the price for their narrow-minded intransigence.

We were told to live in a union of equals, to lead not leave, and that we would be pooling and sharing. That was all hollow rhetoric that we can now see through. Thankfully, however, our communities do not need to be saddled with the destructive polices of yet another Tory Government. Thatcher decimated the Midlothian communities when she obliterated the mining industry, and I am certainly not going to stand by and watch as this Government commit the modern-day equivalent. The people of Scotland, and the people of Midlothian, can follow another path—an independent path. That day is coming, and it is coming soon.
