Commons ChamberFurther to the point made by the hon. Member for Glasgow North (Patrick Grady) about the shadow Health Secretary pointing out that all roads lead to Westminster, and that the spending constraints and austerity that have been chosen were foisted upon everybody, it is a ridiculous situation, surely, when Scotland’s hands are tied like no other country in Europe. Spain does not decide its priorities for health spending based on what France is spending, so why should Scotland or Wales do similarly? Why also do the Barnett consequentials stem from only one of the nations of the UK? Wales probably has the greatest health needs, but we do not see money for England as a consequence of Welsh needs or Scottish needs. Why does it all stem from the one part? That is something those of the Tory-Labour “Better Together” agenda have never addressed: the imbalance of the UK, with one partner in the lead and the rest having to follow with the choices they make for us.
That intervention was longer than many speeches I have given here.

Commons ChamberThis comparison with a devolved Scotland in the United Kingdom is as silly as comparing the performance of Northern Ireland and Stormont in the United Kingdom with Dublin and an independent Ireland. Ireland has a €10 billion surplus this year, rising to €20 billion next year. The UK, with a deficit of around £170 billion, is unable to build small hospitals on small Hebridean islands, whereas Ireland is funding nurses over the border.
Order. I am not sure who the hon. Gentleman was intervening on there.
In answer to that point, the Republic of Ireland is costing the UK nothing after leaving, therefore if Scotland goes it will save you a fortune—

Commons ChamberOrder. Before the hon. Gentleman makes his intervention, I inform the House that there will be a four-minute time limit on Back Benchers introduced from the start.
The hon. Gentleman mentioned a small issue that makes a big difference. The energy bills support scheme, which was very harsh, ended far too soon and has caused an awful lot of problems. This has been covered by Radio 4, and people have written letters about it—I have a letter here from Stourport, in the constituency of the hon. Member for Wyre Forest (Mark Garnier), who is a member of my Energy Security and Net Zero Committee. People the length and breadth of the UK are feeling the harshness of the Government’s penny-pinching and tight deadlines, and those who live in caravan parks or on boats are being especially hammered by this. This Government should listen and make a difference. One of the big things affecting people watching this debate today is that they are not getting that £400 for the last year.
I agree entirely, and I echo the calls from my Scottish National party Westminster leader, my hon. Friend the Member for Aberdeen South (Stephen Flynn), who wants to see the £400 support package reintroduced. The idea that the pressure on household budgets from energy prices has somehow gone away is for the birds.
Energy security is not some abstract area of Government policy, nor is the purchase of energy a discretionary one for homes and businesses in our constituencies. Failing to legislate and plan strategically in this area, as Westminster has done in perpetuity, is the very reason people are facing the choice between heating and eating. It is the same reason that businesses across these islands have closed their doors due to energy costs. The exorbitant cost of energy in the UK is a function of supply-side constraint, and this Government have compounded that through incompetence, inaction, lack of ambition, penny-wise, pound-foolish misadventure and their obsession with nuclear.
Just imagine how much more perilous the situation for energy consumers in England would be if they never had Scotland’s energy powerhouse to shore up this Government’s incompetence and spaffing money on nuclear left, right and centre. This Bill was an opportunity to make up lost ground and catch up with functioning unions—the United States and the European Union—but as usual, the dysfunctional United Kingdom gets it wrong again, and it is ordinary taxpayers and bill payers who will pick up the pieces and pay the cost. There is one reason why households in energy-rich Scotland are facing fuel poverty and haemorrhaging household budgets on energy costs, and it is sitting in this Chamber: the UK Government.

Commons ChamberI used to be Angus’s vice-chair, and it is good to hear that nothing has changed as far as his views.
Thank you, Mr Deputy Speaker—I remember many a ding-dong that we had on Brexit, as you may recall. I thank the hon. Member for Cleethorpes (Martin Vickers) for what he said. He is right—I point out the facts and numbers around Brexit, and they are not good. I compare Brexit to going to the horse-racing with £500 and coming back with trade deals worth £2 or £8 or whatever—we are still £490-odd down, but I will leave that there in deference to the hon. Gentleman.
The hon. Gentleman is right that a majority of the Committee want to reset that, and under the circumstances in which we find ourselves, we want to see trade deals. The question is about the terms of those trade deals, and that is where the House should be involved. That is why we look at trade deals that the European Union might achieve with New Zealand or Australia, versus what we have achieved, and we must also remember the words of the Prime Minister, who said that those deals are “one-sided”.
I was speaking to a member of the Trade and Agriculture Commission who said that—I had better phrase it this way—the Australia trade deal was the biggest giveaway of agricultural liberalisation that has been seen in any trade agreement. We should remember that free trade agreements are not about free trade; they are about bureaucratic trade, and they usually replace tariffs with bits of paper. There is nowhere where trade occurs as freely—to return to that word—as it did with the European Union before Brexit.
I thank the hon. Gentleman for his fair comments about empowering the House on trade deals. That should be welcomed, particularly by Government Members given that they are in the majority. It might also help better trade deals come into existence and be signed—trade deals that people can unite behind, rather than giveaway trade deals or, in the words of the Prime Minister, “one-sided” trade deals. I am not sure whether having revolving doors, with Secretaries of State or other Ministers going from position to position, really helps. It is good to see a retread, if I may be so gentle, because I think this is the Minister’s second or third time back—[Interruption.] The third time, with, I trust, a body of institutional knowledge coming back to the Department. There is a concern, however, that these things gain a momentum of their own. A previous Prime Minister—but which one? The one from Uxbridge—was desperate to see bits of paper being signed. There was that going on.
I understand why the hon. Member’s constituents are frustrated. The House should have a say and have input. There are people out there who will be affected by trade deals, and they should have those concerns reflected in the House of Commons so that the negotiators can know, before they start to negotiate, what the difficulties are for certain parts of the UK and, when trade-offs are made, if the damage is to Welsh hill farmers for the benefit of City types in London, that is recognised in future fiscal transfers.

It is a great pleasure and privilege to follow my hon. Friend the Member for Coatbridge, Chryston and Bellshill (Steven Bonnar), and an absolute barnstorm of a speech—excellent. This has been a good debate. I wish to extend a hand and a bit of friendship across the Chamber, as I was particularly taken by the hon. Member for Banff and Buchan (David Duguid), who did at least accept interventions and deal with debate, unlike the Secretary of State who called for a sensible and serious debate, but would not actually debate.
Something interesting happened in this debate. My hon. Friend the Member for Perth and North Perthshire (Pete Wishart) is to be particularly congratulated, because in one speech he got six unopposed motions through this Parliament. On 2 July 1266, the treaty of Perth joined the Hebrides and the Isle of Man to Scotland. After that speech, perhaps we can add the statutes of Perth from 2 November 2022, in which my hon. Friend passed six motions in his speech, the first being the magnificent achievement of having all parties—perhaps not the Lib Dems—agree that an independent Scotland would be a successful independent country.
We must consider where we were are today and our starting point and, as Robert Burns said:
“To see ourselves as others see us!”
Last week, The Atlantic magazine, a 165-year-old publication from Washington DC, had an article about the UK, which Scotland is in. The title of that interesting article was, “How the UK Became One of the Poorest Countries in Western Europe”, and it contained an avalanche of facts and statistics, some of which should be put in front of the House. It states:
“Behind the lurid headlines, however, is a deeper story of decades-long economic dysfunction that holds lessons for the future.”
It says that the UK is “a wealthy nation” that gave capitalism to the industrialised world,
“But strictly by the numbers, Britain is pretty poor for a rich place. UK living standards…have fallen significantly behind those of Western Europe. By some measures, in fact, real wages in the UK are lower than they were 15 years ago, and will likely be even lower next year.”
To see ourselves as others see us. It continues:
“Under Prime Minister Margaret Thatcher in the 1980s, markets were deregulated, unions were smashed, and the financial sector emerged as a jewel of the British economy. Thatcher’s injection of neoliberalism had many complicated knock-on effects…When the global financial crisis hit in 2008, it hit hard, smashing the engine of Britain’s economic ascent. Wary of rising deficits, the British Government pursued a policy of austerity—"
the folly of George Osborne—
“fretting about debt rather than productivity or aggregate demand. The results were disastrous.”
I could go on, and I commend the article to anybody who wants to read exactly what is being said about the UK by that influential American publication. It is so unlike what is going on in Ireland and the other countries we have mentioned—such as Scandinavia and the Nordic countries—that are ahead of us in the human development index.
The final excerpt I will read states:
“Take out Greater London—the prosperity of which depends to an uncomfortable degree on a willingness to provide services to oligarchs from the Middle East and the former Soviet Union—and the UK is one of the poorest countries in Western Europe.”
We live in a state that basically governs for London and nowhere else, and demands that the rest of us should be grateful. There is no meaningful engagement with other parts of the UK.
Last week, the University of Parma in Italy published a report on my constituency entitled, “Migrants as actors of Scottish rural depopulation”. In its extensive study, it called for two things. One was to remove English language skills as an entry condition, which is a barrier to people coming to work, and to make them instead an integration goal. As we have seen in the Hebrides, people who come do learn English—some even learn words of Gaelic. It is amazing what happens on the ground outside the fantastical thinking of the Home Office. The other was dealing with an occupation list that shows up regional needs. That can be done in Switzerland, and we could do it in the UK.
If we lived in a proper union, the Home Office would not be a far-away home counties office and we would not need to beseech and send letters to it, deal with the revolving door of Immigration Ministers, or send delegations there. Instead, the Home Office would come to us to find out the problems and to try to deal with them. The fact is that the Home Office and the UK Government are not interested.
As we know, migrants are important. A small stat in the report showed that the 3% of migrants whom we were lucky to have come to Na h-Eileanan an Iar contributed 7% of our island births. Our islands’ future depends on them, our culture depends on them and our lives on the islands depend on them, but the Home Office is not interested.
Scotland in the UK will experience a population decrease, with the fall expected to be 2%. Some might think that a unique Scottish problem, but it is not. When we see the difficulties around us, we understand why the UK is failing. Over the next 30 years, the population of our neighbours in Ireland will increase by 20%, in Iceland by 32%, in Norway by 13%, and in Denmark by 10%. That illustrates how, no matter what they say about the statistics, the UK is failing Scotland, and rural Scotland in particular. The best example is the Faroe Islands—the most geographically isolated of all places—whose population will grow by 6% over the same period. Something needs to be done. We need our population to grow. The only thing that will make a material difference is for us to take control of matters in the same sensible way as Iceland, Norway and Denmark. It is reprehensible of the Labour party to go shoulder to shoulder with Better Together and to denude and degrade the rural populations of Scotland. Put simply, it does not care at all.
Whenever we say where Scotland needs to go and what we are going to do, a number of people ask how we will finance it. They never point out that the UK has not paid its own way for 70 to 80 years. In fact, of all the moneys borrowed in that time, it has paid back only 1.7% of them. The UK has been failing. In nine of the 11 years under Margaret Thatcher—one of the people who misleads and beguiles the Tory party—she ran a deficit. Had it not been for the subsidy of Scottish oil, she would probably have run a deficit in all 11 of those years, but she had the bonus of 8% of her tax revenue—one pound in every 12—coming from Scotland’s natural resources. Unlike Norway, where the money was saved for the good of the people, she and her party squandered that.
The Supreme Court will very soon decide what will happen in Scotland. It is likely to decide that the Scotland Act 1998 does not provide the powers for the Scottish Parliament to hold a referendum. That will leave us with a choice. Whether it be a referendum or an election, we will have a ballot box event to decide Scottish independence. We could wait for a Westminster election, have a Holyrood election or engineer an election at Holyrood with one simple question on Scottish independence and get ourselves safe and away from the economic extremists in the United Kingdom Parliament and Government. That is a debate for us internally, and it is a debate for Scots. I hope that we have that debate and that we decide rationally and collectively choose together.
It is likely that the Supreme Court will say that the powers do not exist to have a referendum under the Scotland Act. We will have ways and options after that, and the people here who object to Scotland deciding and who think that Scotland does not have a right to self-determination will be sorry and disappointed. We will have our say. The people of Scotland can speak, and they will speak.
Democracy is not a one-term event. Democracy demands that, after the events of 2016 when Scotland was taken out of the EU against its will, Scotland shall speak and Scotland shall decide. None of us can say no to the people. Nobody can say to a nation, “You will go this far and no further,” because if Scotland wants to go further, Scotland will, and it will go to independence.

Commons ChamberThat is fantastic news, and it has happened before the free trade agreement. That just goes to show that the fantastic people of Northern Ireland do not need Westminster to give them a free trade agreement.
I am coming to the end of my remarks. I will give several views to the Chamber on the vote tonight. This trade deal is globally good for the UK, as the figures show, but its level of goodness is very small compared with the badness of the Brexit debacle. Is it good for Scotland? The Scottish Government do not seem to think so. They were engaged with perhaps the way that the umbrella engages with the rain: more with disdain than any sort of welcome.
When it comes to fish and agriculture, we know that Brexit has been most damaging for the highlands and islands of Scotland, including my constituency. The Government cannot break down the effect of this agreement, but it looks like it will also be damaging. That means we have two events that are locally damaging. I am here as a constituency MP. I can weigh up the arguments as Chair of the Committee, but I am mindful that I vote as a constituency MP. All of Brexit—the entire process—has been economically damaging, but the final upshot of this deal is that in years to come, as we move towards independence, that damage will be used as an argument against Scotland being independent. It is a very disappointing state of affairs that this deliberate policy—chosen in Westminster—will do that to us, so we will not be listening to arguments like that in the future.
It is disappointing that this debate was not done properly, and that Members did not get to put their tuppence worth and argue the points that we have debated with the hon. Member for Wyre Forest (Mark Garnier) and my good friend from Northern Ireland, the right hon. Member for East Antrim (Sammy Wilson), because there are legitimate things to consider, to ponder and to change our minds about so that we can get a good—and a better—deal. Some people would say that the European Union has struck that better deal. Had we remained in the European Union, we would not have lost the 5% of GDP. We may well have got the GDP gains anyway from the trade deals that the European Union has just done with those two countries. The upshot might well be that there has been no gain whatever in these trade deals, because they would have come had we not decided to damage the beer producers and exporters of Kent and many others places that have been trading, as has been done.

Commons ChamberHappy St Patrick’s day, Mr Deputy Speaker. Latha Fhèill Pàdraig sona dhut. That completes the triple crown of senior languages of these islands here today. I believe that Welsh and Irish Gaelic have already been used. I just thought I would make that remark, given that St Patrick, celebrated and publicised by Ireland around the world, is the world’s most famous Scotsman. I note that today was a day when the House of Commons celebrated independent Ireland at the same time as it decried the chance for Scotland to be independent. I have to wonder what it is about the people who go to the House of Commons and respect independent countries while talking down the countries that remain in the UK. There might be a lesson for Scotland in that.
These two debates today, on independence and Brexit, work hand in hand. They are perhaps either side of the same coin, and it is important that they should both be looked at and discussed. It is good that we have this second one on Brexit, which more of us can participate in than managed to get into the oversubscribed earlier debate, such is the keenness to talk about independence—particularly, I noted, among Tory MPs. Perhaps that is a sign of things to come. There will be a lot more talk on independence as time goes on.
I want to reflect on what is really happening with Brexit. I noted the hon. Member for Moray (Douglas Ross) condemning the idea of independence at this moment. Independence at this moment would, of course, be the escape from the Brexit that he foisted on us in the middle of a pandemic—a pandemic that he used as a pretext for not launching the lifeboat in Scotland, which is something that we need to do with great urgency. It would be far better being in the club of 28 equal nations than being talked down to at Westminster in the way we were today, but such is life. I say to the hon. Member for Moray: let the people choose, and if his party wins the election in May, we will accept that the Scottish people do not want independence, but if we win the election in May, I hope he will have the democratic grace to realise that, with an SNP victory, that is exactly what the people have in mind.
We know where we are at the moment. We have no new trade deals adding to GDP, and we have a Brexit that is going to take away 4.9% of UK GDP over the next 10 years. The trade deals that have been signed are merely roll-over trade deals. On this St Patrick’s day, it is interesting to look at where Ireland was at one time. In 1940, 90% of Irish trade went to the UK. Now, 11% of Irish trade goes to the UK. It has not that Ireland has stopped trading with the UK; it is just that it has discovered the rest of the world, through independence and through being part of the European Union. In fact, there are more jobs in the UK dependent on Ireland than ever there were when Ireland was part of the UK. That goes to show not only the benefits that independence have brought to Ireland, but those it is bringing to people in the UK who are finding that their own jobs and prosperity are dependent on a successful neighbour next door. When we make Scotland independent and as successful as Ireland, there will be even more jobs in England dependent on that success of Scotland, so it will be a win-win situation. Ireland’s GDP was once 80% of the UK’s, and now it is 172% of the UK’s.
In my constituency, we are seeing the problems with Brexit. Salmon going to Austria is getting returned. Shellfish problems are legion, as we all know. From islands, ferries have to leave earlier and the admin costs are going up. Arts organisations such as Ceòlas in Uist, which had European structural funds, are unsure if they are going to get UK prosperity funds. The reality is that there are difficulties every step of the way.
In truth, Scotland, in the referendum of 2014, said that we will stay in the UK if it is in the EU—that was supported by 55%—but in 2016, 62% of Scotland went for the EU alone. The EU is more popular than the UK. Let us have our next say, and let Scotland decide which way it is going.
Happy St Patrick’s Day to you, Angus, and I know where we would have been celebrating later on this evening, had these been normal times, but they are not.

Commons ChamberThis is an historic day. I participated in the campaign and fought hard for us to leave the European Union. I was too young to vote in the first referendum in 1975—[Interruption.] My birth certificate will be available for viewing later. I was too young, so this, 43 years later, was the first referendum on Europe in which I had an opportunity to vote. My hon. Friend the Member for Stroud (Neil Carmichael) said that when someone is jumping out of an aeroplane, they should make sure that the parachute is working; I prefer the adage “if at first you don’t succeed, skydiving isn’t for you”.
On this occasion, the British people knew exactly what they were doing. It was a hard fought campaign. We heard all the arguments for remaining, which were characterised as “Project Fear”. I am really pleased that the vast majority of what was predicted has simply not happened.
The hon. Gentleman says that the British people knew exactly what they were doing. I have great respect for him, as he knows, but the International Trade Committee, on which he and I sit, has had sitting after sitting trying to work out what it is all going to mean. I am amazed that everybody knew everything before, given all those sittings. I find those two ideas rather incongruous.
It was said that a number of things would happen when we left the European Union. I suspect that the reality is that many were somewhat surprised that the British people had the guts: despite what they were told was going to happen, they still decided to vote to leave the European Union. I remember the then Prime Minister appearing on television and saying that if we voted to leave, we would also be leaving the single market—he actually said that on the “Marr” programme just a couple of weeks prior to the referendum on 23 June. As Prime Minister, he said that, so we needed to take heed. People knew that. He said it to frighten people into not voting to leave the European Union.

Commons ChamberThe hon. Gentleman mentions the claim that the provisions would “make the nation happier”. As a result of information that I received from Portugal, it occurred to me yesterday that a measure of happiness might be a country’s divorce rate. So I got my researchers, Christopher Mullins-Silverstein and Xavier Solano, to approach the House of Commons Library and ask for the UK’s divorce rate figures during the trial period from 1968 to 1970. There was a small but significant spike in the divorce rate, which fell back down again after the trial period was over. I am not sure whether the divorce rate is an indicator of happiness—I suppose it could be argued either way—but it certainly went up at that time. Perhaps the morning irritability that I have mentioned was present at the breakfast tables of the United Kingdom, and perhaps it tipped a few people over—
Order. I hate to interfere with the hon. Gentleman’s pursuit of happiness, but I think that we have got the gist of his argument. We understand that he is against the Bill, but I wonder which amendment he is speaking to at the moment.
I am speaking to amendment 17, Mr Deputy Speaker. I think it important to set the context of the amendment, and that is what I am doing. Claims are made on one side and claims are made on the other, but I am a reasonable, generous and conciliatory man—[Hon. Members: “Hear, hear.”] I thank my colleagues for that. I am prepared to inconvenience myself and give a little. I do not have an “all or nothing” mindset, and I have warned the Lighter Later supporters from the outset that if they take an “all or nothing” approach, they are likely to end up getting nothing. The olive branch is still extended.
Do you know, I think that that word is on the cusp—a bit. It offended me, a little, but I must say that in the heat of the moment I have heard a lot worse in this place.
If the hon. Member for Beckenham (Bob Stewart), who advocated European harmonisation earlier, curbs his enthusiasm and goes to the ROSPA website, he will find that the month of November is the most dangerous month. It is by studying what ROSPA says that I have introduced the amendment.
While our debate has continued, another issue that I had not considered has been brought to my attention—that the provisions are anti-working mothers. A woman, Mrs Marybell Galbraith, who lived in Glasgow with her children in the ’60s, e-mailed me to say:
“My children and myself suffered from this”—

(a) shall not coincide with any poll or polls held for any parliamentary assembly or regularly held local government election; and
(b) shall be at least six months after the commencement of the referendum period (as specified in Schedule 1).’.

(2) If in the opinion of the Electoral Commission the date on which Royal Assent is given to this Act would mean that there would be an insufficient period for the fair conduct of the referendum if it were held on the date otherwise required by section 1, the Minister may by order specify such later date on which the referendum shall be held as the Electoral Commission shall approve.’.
I am glad that I may speak to our amendment on the date of the referendum on the voting system.
The current proposed date makes the referendum a squatter in another’s house, perhaps even a parasite. It is quite unbelievable that, of all possible days, one has been chosen that means the concerns of parts of the current UK are completely overlooked and disregarded. It is almost as though the Bill were intended to find opponents, and it has been successful in that end. It has created a coalition of opponents.
The handling of the referendum’s timing has been at best insensitive and insulting and at worst high-handed and cack-handed. In Scotland, we have already moved our council elections by a year so that they do not interfere with the parliamentary elections and vice versa. We have shown respect for others and each other. I have heard about the respect agenda, and I am now seeing its substance. I have also heard about the Liberal-Tory big society, and I wonder whether that is as vacuous, but that is another debate.
The fact that the Electoral Commission has sent guidance to Scotland’s 32 local authorities informing them that the referendum will be “the senior poll” is bad news for all of us who respect what happens in the Scottish Parliament. The counting of ballots for the Scottish Parliament will come second, which could delay some Scottish parliamentarians’ results until the next day, or perhaps even later given Scottish geography or, as I can testify from the experience of the 2007 election, weather. The same could apply in Northern Ireland. Wales has already seen the problem coming and moved its elections, because there are to be two referendums, a council election and an Assembly election in 2011.
For all parties in Scotland, the question is why Scottish issues should be put on the back burner for a referendum for which there appears to be little real public appetite. There has been surprisingly honest input on that question—hostile, some might call it, although we might call it sensible. There has been sensible input from Jim Tolson, who happens to be the Liberal Democrat MSP for Dunfermline West. He has supported us, saying that he is very much against having a referendum on the same day as the Scottish election. Oh that the Liberal Democrats south of the border could show the same sense.
