Commons ChamberAirports are represented in the accessibility task and finish group through their trade association, AirportsUK, and both large and smaller airports are represented individually as well. We will work closely with the industry to look at what voluntary measures can be adopted as we also consider enforcement powers for the Civil Aviation Authority.
The electrification of the remainder of the route to Nottingham and Sheffield via Derby—the midland main line electrification programme—is in development, and currently it is planned to be completed by the early 2030s, subject to business case approvals and wider affordability considerations.
It is marvellous that we now have the electric lines energised up through Market Harborough to Wigston, and we are looking forward to our electric trains arriving next year. Even better, we have Spion Kop bridge staying open. Will the Rail Minister meet me to ensure that we avoid any risk that future electrification works lead to a further withdrawal of late and early services to Market Harborough? The last train back from London is already far too early, so we need to avoid the works having any further damaging impact.
We are all concerned about the impact of works on services. I know that the Rail Minister is aware of that and would welcome the opportunity to visit, alongside Network Rail, to see the work being done to mitigate the impact on the hon. Gentleman’s constituents as that work continues.

I thank my hon. Friend for making that point and for all his campaigning on the issue. It was not only the police but the local authorities, the other emergency services, the RAC and the AA—everyone with any common sense knew that taking away the hard shoulder was going to lead to fatalities.
Hazards presented by the removal of the hard shoulder are manifold. The hard shoulder allows stricken motorists to stop in relative safety, outside the flow of traffic. In its absence, at a minimum, there should be emergency refuges along the carriageway. Mr O’Sullivan, the chief executive of Highways England, recently revealed to the Select Committee on Transport that 38% of all breakdowns on ALR motorways took place in live lanes, not in refuges. Even having refuges, therefore, does not keep people safe.
Dev Naran, a young constituent of mine, lost his life suddenly in 2018 in an accident on the M6. His parents are in Parliament today. The coroner’s regulation 28 report on his death raised some of the huge issues that the hon. Lady is exploring: despite the name, there is no automated system for spotting broken-down vehicles and where there is, at one place on the M25, it is overwhelmed by false positives; we do not know how often screens that are used manually to look for broken-down vehicles are refreshed, or how many screens an individual has to look at; and there is no consistency in the spacing of refuges, as she said, and huge stretches have no refuges at all. Officials have been too blithe about the problems she is pointing out. I hope that the Minister will stand up to the officials and take the huge problems seriously.
I echo those concerns, and the hon. Gentleman’s hope that the Minister will now do something. My heart bleeds for the families.
Reaching safety is particularly challenging in newer schemes, where refuges are being spaced further and further apart. The M42 active traffic management pilot placed refuges 500 to 800 metres apart, but in newer ALR schemes that has increased to roughly 2,500 metres. To be explicit, someone needs to travel 2.5 kilometres, or just over 1.5 miles—with a blow-out or an overheating engine, or after being in an accident—before being able to get out of a live traffic lane. The greater the distance between refuges, therefore, the less likely it is that a motorist will be able to reach safety. Motorists are instead left exposed, stopped in live traffic. I can only assume—I am sorry to say this—that that decision was made to save the Government money.

Commons ChamberNo, I will not confirm that. First, the Government’s policy is not to pursue a no-deal Brexit. We will continue under both our current and future leadership to pursue a deal with the European Union—that has been abundantly clear. However, both sides have equally been abundantly clear that we want trade to continue, and the European Union and we have both been very ready to say that we will allow the flow of hauliers to continue so that trade carries on.
I thoroughly enjoyed my recent visit to Market Harborough to see the work taking place there: the significant upgrade to services, the straightening of the line and a new station. The new east midlands franchise will deliver over £17 million of investment in station facilities across the route, including extra cycle spaces, 100 of which will be delivered at Market Harborough. I am very happy to champion that and to encourage smooth and early delivery.

Commons ChamberWe are keen to see investment right across our network. I know the hon. Gentleman has campaigned for a variety of infrastructure investments—indeed, we had a Westminster Hall debate on this subject only a few weeks ago—but we are investing at a record level. The budget for England and Wales for control period 6, which started last month, is £48 billion. That money is being spent on upgrading, maintaining and renewing our network. As proposals come forward for inclusion within schemes, they should of course be based on merit. I look forward to working with Welsh colleagues to see what happens.
It is extremely welcome that a scheme is now being developed for electrification to Market Harborough. Can the Minister say when further decisions will be taken about exactly when that will happen?
We absolutely recognise the original achievement of passing that legislation. I thank PACTS for the work that it has done on this report, which I warmly welcome. Needless to say, we are working very closely with it. We will look very closely at the report. As the hon. Gentleman will be aware, we have a road safety refresh statement coming up over the summer, and we will look at this in that context as well.
There is a huge problem with congestion at Kibworth in my constituency. What development funding will be available to work up a bypass scheme, and will there be any money available as part of RIS—road investment strategy—3?
I am not aware of the scheme that my hon. Friend has specifically raised. The RIS 2 announcement will not be made until towards the end of this year, and RIS 3 will not begin until 2025. However, I would be very happy to meet him to discuss the issue in more detail, because it is obviously very important to his constituents.

The hon. Lady is quite right. I happily join her in thanking those who have worked in this franchise and, indeed, in all the other franchises to make our railway system work day in, day out. It is a hard job they do, and we should recognise that, not criticise them for it.
I also recognise that, when anything changes like this, there will be a degree of uncertainty. A level of uncertainty can come when there are takeovers in any sector of business, but when franchises change there are TUPE protections, which are positive, and I entirely support that. Pensions are a key part of having a comprehensive offer for workers in every sector, and the Pensions Regulator is working with the trustees of the railways pension scheme to ensure that workers’ benefits are protected. We want that to happen. We want to see people in the sector retire with secure, stable, good pensions.
It is very welcome that we are going to have 80% more seats in the morning peak and new bi-mode trains that can benefit from the electrification to Market Harborough, but may I ask the Minister two things? First, when in the new franchise will those new trains arrive? Secondly, does he agree that if we are going to have new trains for the east midlands, they should be built in the east midlands?
My hon. Friend rightly never misses an opportunity to mention Market Harborough, of which he is a great champion. Obviously, the contract for the new trains will be placed by the new bidder, but I am always keen to see more manufacturing take place in this country. That is why we have been working to make the environment for manufacturing in this country so much better, which is one of the ingredients of the economic turnaround from the mess this Government inherited.

Commons ChamberThe cost and benefits of free port status will depend on the final outcome of the Brexit negotiations, but we in the Department are preparing for all outcomes. The hon. Gentleman will know that I will continue to work as hard as I can to ensure that our ports sector is promoted, and continues to be efficient and as competitive as possible.
The Government have a massive investment programme taking place in our strategic road network, where we have just announced £25.3 billion for Highways England for the next road investment period. We are also committed to a substantial investment in the major road network, the next tier down of roads, and indeed in large local major roads, where some important connecting projects are needed around the country.
The A6 in Kibworth in my constituency has a major problem with air quality and congestion every morning. Will the Secretary of State look closely, as part of plans for the major route network, at proposals from Leicestershire to solve that serious problem?
I hope the major road network fund will enable us to deal with problems such as the one my hon. Friend has identified. The A6 is one of the roads I expect to be eligible for that funding. I am pleased that we are moving ahead with that and particularly pleased with the first schemes we announced. We are doing what the Labour party never did, which is looking after Barrow-in-Furness and finally get rid of the Grizebeck bottleneck on the A595. That is the kind of thing Conservatives do for the north and Labour never did.

I welcome the new Minister to his place, and I hope that he will be as successful in this job as he was in his last one—[Interruption.] He was very successful. As he is listing investments, I hope that he will not forget the £1 billion investment that we are making in the midland main line.
I certainly do welcome that investment in the midland main line. That is one of the many investments that we are making across the country, and it is part of the £38 billion that we are spending in the control period to 2019. As I said, a further £48 billion is yet to come. This will mean new stations and rejuvenated older ones.
Before Christmas, my right hon. Friend the Secretary of State set out a new approach to delivering rail services. It does not require the colossal reorganisations of the kind that nationalisation would entail. It will deliver the best of both worlds, keeping the benefits of privatisation while maintaining vital infrastructure in public hands and preparing our railway to meet the challenges of the future. Earlier in the debate, the Secretary of State addressed the recent accusations regarding the east coast franchise. It is wrong to describe this as a bail-out. When Virgin Trains East Coast was awarded the contract, it committed £165 million to support the business if it failed to perform as expected. As my right hon. Friend said, we will hold the company to that commitment in full. It has met all its commitments to the taxpayer so far and it is continuing to do so. Make no mistake: we will hold all guarantors, including Stagecoach, to those financial commitments.
We have been making significant progress with industry on the Secretary of State’s vision for the east coast partnership from 2020, and on plans to meet that commitment. We stand by that commitment in full. I was asked about a direct award to Virgin-Stagecoach, and I refer the House to the answer that the Secretary of State gave earlier. My Department is preparing contingency plans, as we do not believe that the Virgin Trains east coast franchise will be financially viable through to 2020. We intend to return to the House in due course, once those plans are in place.
Many hon. Members raised the issue of fares. These are at the heart of the massive investment that is going into the railways, and it is of course right that that investment should be derived not just from taxpayers’ money. Passengers benefit from the improvements that our investment programme is delivering, and it is right that they make a contribution towards it. On average, 97p in every pound that passengers pay—

Commons ChamberIt is a pleasure to follow my hon. Friend the Member for Ayr, Carrick and Cumnock (Bill Grant). Before he spoke, he promised me that he would make me look good. By speaking so powerfully, so poetically and so brilliantly, he has already broken his first political promise—so thanks a bunch for that.
It is also a pleasure to follow my predecessor, Sir Edward Garnier. He was a brilliant constituency MP for 25 years. He is independent-minded and he is brave, but above all he is just an exceptionally nice man. He will be missed in all parts of this House, and he will be massively missed in our constituency.
It is an honour to represent the people of Harborough, Oadby and Wigston in this House, and I would like to thank them from the bottom of my heart for sending me here. There are four really striking things about my constituency. The first is the staggering amount of community and voluntary work, whether it is local charities such as Rainbows, LOROS, VAL or VASL; the award-winning work of Market Harborough in Bloom, which is visible all over the town and makes it beautiful; the strength of our local army, sea and air cadets, with whom I celebrated Armed Forces Week just the other day; or community campaigns such as the campaign to save the children’s heart unit at Glenfield hospital, which I support. The strength of our civic life is incredibly visible from the briefest look at The Harborough Mail or the Leicester Mercury, or by tuning into our community radio station, Harborough FM. A huge number of people in my constituency dedicate themselves to improving the lot of their fellow citizens, and it is absolutely inspiring.
The second striking thing about my constituency is the strong culture of enterprise. There are now nearly 4,500 businesses in the constituency—a quarter more than in 2010. There is simply nothing that the people in my constituency cannot do well. From milk floats to jet engines, we have made everything. Although we have heard speeches this evening about the invention of powered flight in Scotland, you will be relieved, Mr Speaker, to hear that we have never tried to combine the jet engine and the milk float, as that would lead to dangerous adventures, I think. My constituency is famous for farming and food, and also for textiles. One of its most famous family businesses, Symingtons, actually managed to combine both of those things, because one brother made soups which fattened us all up, and the other brother made corsets with which to constrain our bulging waistlines. You will agree, Mr Speaker, that that is a very cunning business model. Given the culture of small business, the have-a-go culture, and the culture of enterprise in my constituency, I will work to make sure that important initiatives such as the Midlands Engine and the new industrial strategy work for small business as well as big.
The third really important thing about my constituency is the open and welcoming nature of the people. Perhaps that is because we have been plugged into the global economy ever since the Romans came and built the road that now forms the eastern boundary of the constituency. I have to tell you, Mr Speaker, that not all of that road is now passable by car due to several centuries of disgraceful underinvestment by the Vikings, Normans and Saxons, but none the less, later on the canals came and put the constituency back on the map. The fantastic staircase of locks at Foxton Locks is a testament to the time when it was the spaghetti junction on the M1 of its day. In more recent decades, the constituency has welcomed people from all over the world. Sometimes they have come with absolutely nothing but the clothes on their backs, particularly the Ugandan Asians who came and settled there when they were fleeing from Idi Amin. Wherever they have come from, they have often started brilliant businesses and powered our economy forward. In our constituency, we have very good relations between all the different communities, and I will work to keep it that way.
The fourth and final thing, Mr Speaker—you will perhaps see this coming—is of course that my constituency is strikingly beautiful, from the well-kept gardens of Oadby, Wigston and Market Harborough to the gently rolling countryside, it is a lovely place to be. When we are walking near our home—me, my wife Jemma, and our little daughter Florence—tramping through the tall buttercups and the nice pink clover flowers under the big Leicestershire skies, that is about as close as it gets to heaven.
My constituency is a place of beauty, a place of opportunity, and a place with a strong community, and I want to keep it that way. To keep it beautiful, we have to start by reforming our broken planning system. We have made progress in recent years, and of course we must build more houses, but too often at the moment our planning system only builds resentment. It puts development in the wrong places and does not match new housing with the necessary infrastructure, and councillors and the community simply have too few powers relative to developers.
To extend opportunity we have to focus on education. I grew up in Huddersfield, went to a comprehensive, got to go to Oxford and have ended up in this House. I want young people in my constituency to have the same chances as I have had. It simply cannot be right that school pupils in Harborough, Oadby and Wigston get so much less funding than children in identical circumstances in other areas. The new national funding formula will start to address that injustice, and I hope that the Government will press on with it as soon as possible. I also want the forthcoming review of council funding to address the wider underfunding of Leicestershire.
To make the most of our community spirit, we have to make sure that everyone in it is included. We are an ageing society with more people living alone so loneliness is a growing problem. I commend the work of the Jo Cox Commission on Loneliness and the fantastic work being done by mainly community groups in my constituency to address loneliness. I will get right behind them.
I am an optimist by nature. Yes, we are in a global economic race, but this country has better schools than ever before and a brilliant culture of enterprise. Yes, we are an ageing society, but I believe that, with more older people and time to volunteer, we have the conditions for a massive boom in our social and community life. Although this country faces some challenges, I for one believe that our best days still lie ahead.
