It has taken weeks for the Chancellor to tinker with his job support scheme to get it to a better place, as if he was surprised by the impact that the necessary public health restrictions would have; it really prompts the question why he did not just keep furlough. But the big question today is why he did not do anything about making the universal credit £20 per week lifeline permanent and extending it to legacy benefits, which would have disproportionately benefited disabled people at this difficult time.

Commons ChamberIn the light of that answer, I refer the Minister to the latest report by the Social Mobility Commission, which highlights that in the past seven years there was little or no action by successive Governments on a third of its recommendations, including on ensuring that child poverty is not exacerbated by universal credit, which received the lowest, red rating, based on evidence showing that 72% of children living in poverty live in households where at least one adult is in work and that black, Asian and minority ethnic children are more likely to be in poverty. Given the total lack of leadership by the Minister’s UK Government, as highlighted by the report, will she take ownership so that her Government can finally step up and ensure that that report, and the millions of children in poverty, are not ignored?

Commons ChamberMy colleague and good friend is making a powerful speech. In describing the raid on the Scottish lottery budgets at the time of the Olympics, he is highlighting that what is happening here is another not very well disguised London subsidy from the pockets of Scottish taxpayers. This is why the Union is creaking. I say to Scottish Tory MPs who acquiesce in this: “You are not Unionists if you are doing this; you are submissionists. You should be making sure that Scotland gets its fair share of any subsidy that goes to London.”
Order. Come on—let’s stick to what the debate is about.
Returning to the London Olympics, at the time, 4,200 Scottish companies registered their interest in providing services, while fewer than 200 actually secured any business. Most galling of all was that £135 million of legacy funding was made available for grassroots sport, but to be distributed by sports governing bodies south of the border. No extra funding was made available for Scottish sports governing bodies. There is no doubt that that experience left a bitter taste. We are not here to debate the London Olympics, but that is the last major infrastructure project similar in status to the restoration and renewal project, which is London-based, without full Barnett consequentials and with a similar delivery model—I will come back to that.
The hon. Gentleman is making the case that there is too much capital expenditure in London and the south-east on this project. I remind him of the massive expenditure on the two aircraft carriers built in Rosyth in southern Scotland, at enormous expense for the Union’s taxpayers, for the benefit of Scottish companies and Scottish labour.
Order. We have a debate on amendments and Members are meant to be speaking to those amendments. I am not going to let the debate drift wherever people decide they want it to drift to. We will now go back to Mr Neil Gray. We need to get back to where we should be.
Thank you, Mr Deputy Speaker. I have been referring to a relevant project, which was similar in status to the one under discussion today and one from which we should have learnt lessons. My colleagues and I have done our very best to be constructive in all our dealings on this issue, but there will come a point where we will have to ask for how long we can be ignored on an issue of fundamental importance to us, which is the fair share of resources. I fully expect this project to go beyond £10 billion, when all is said and done. If the project is Barnett-ised, that would mean a transfer just shy of £1 billion to Scotland. Right now, the Government are unwilling to contemplate not only some form of capital investment spin-off, but even a subtle instruction to the Sponsor Board to ensure contracts are secured across the UK. That is not acceptable and there must be a revision of that approach.
On the other amendments, we will support Labour’s amendment 1 on blacklisting companies. Amendment 5 is a little bit concerning for me. I understand the intention from the hon. Member for East Worthing and Shoreham (Tim Loughton), but as I have said before this project will throw up irreconcilable conflicts which will make for very difficult decisions. One will be the conflict between access for members of the public versus heritage. Amendment 5, as well-intentioned as it may be, will make it far more difficult to make this place more accessible to disabled people. Besides, if this is just going to be a project to empty everything out and return it all back as it was but a bit cleaner, then what on earth is the point? The building contributes to the culture here, which is elitist, inaccessible and out of date, and that must change. We support amendment 6 as a way of improving the Bill, but it does not in itself satisfy our desire for greater emphasis to be placed on the Sponsor Board and the Delivery Authority to ensure the project has discernible UK-wide benefits.
In conclusion, I intend to press my cross-party amendment 4 to a Division to test the willingness of the Government to do more than just talk about this being a UK-wide project. We have seen what happens in the past: they are no such thing. We need concrete action to confirm that.

Commons ChamberDoes the hon. Gentleman agree that most housing providers have deep concerns about universal credit in general, and in particular about direct payments to tenants who have problems with such a relationship?
I just warn Members that we will have to have a five-minute limit. I do not want to start off with a four-minute limit, but we are in danger of going that way.
I agree with the hon. Lady, which is why we are looking to introduce some flexibilities in Scotland, where we have the minimal powers to do so.
The Government must open their eyes to the crisis that they have created for workers, people who are sick or disabled, landlords and tenants, and employers, and urgently halt and fix universal credit before any more of our constituents have to suffer. In Scotland, the Scottish Government are using some of their minimal new powers in this area to give people in Scotland more choice over the universal credit payments and enable them to manage their household budgets better. We of course want to do more, and we wish that the whole of universal credit had been devolved to allow us to do so.

Commons ChamberI am really pressed for time now; I do apologise. [Interruption.] I have taken interventions. Madam Deputy Speaker has indicated that I was to keep within 10 minutes.
When the likes of the Child Poverty Action Group, the Poverty Alliance and others predict that further roll-out of universal credit in its current form, coupled with the benefits freeze, will force even more children into poverty in the coming years, the UK Government need to wake up to the evidence that their policy choices make them an agent in rising poverty, as opposed to the Scottish Government, who are working hard to protect low-income families.
In conclusion, the reports may well be as glowing about universal credit as Ministers have been, but the Government’s desperate obstinacy and obfuscation over a period of two years would suggest otherwise. Given the intense pressure that has been put on Ministers in recent months by the Scottish Government, MPs from across the House and expert charities, I imagine that had the reports been positive, they would have found their way into the public domain to support the Government’s position. It is normally the cold light of day shining on harsh truths that forces people from their entrenched positions, so the Government should make these reports public. Let us see the DWP’s assessment of universal credit, and let us all come together to find a way to fix universal credit and help those who need help the most.
I advise Members that we will start off with an eight-minute limit and hope that we can make sure that everybody gets the same amount of time.

Commons ChamberMy heart goes out to steelworkers, and their families, who are at risk of losing their jobs at Tata Steel, both north and south of the border, as well as to those whose associated jobs are also at risk. This is a huge blow to Lanarkshire, and we now learn that as well as the threat to steel jobs in Dalzell and Clydebridge, North Lanarkshire Council is consulting on shedding up to 1,100 jobs thanks to public sector cuts from this UK Government. This is a very worrying time in my area.
Yesterday, Fergus Ewing MSP, Minister for Business, Energy and Tourism, delivered a statement to the Scottish Parliament about the crisis, so let me contrast the approach taken by the two Governments so far. The Scottish Government took the first opportunity after the recess to go to the Chamber and make a statement; the UK Government had to be dragged to the Chamber by an urgent question and now an Opposition day debate.
In his statement Mr Ewing said:
“let me be clear from the outset that we will leave no stone unturned in our efforts to save the steel industry in Scotland. Our top priority is to secure an alternative operator to continue with commercial production. We are aware that that task is not an easy one and that there are significant challenges facing the continued production of steel in Scotland, but we are determined, as a Government, to use all our resources and, as ministers, to devote our individual time and attention, as required, to do absolutely everything that we can do to prevent the loss of steel making in Scotland.”
The Scottish Government had asked to be part of EU talks on the steel crisis, but this Government refused as they continue to abandon their so-called and short-lived respect agenda—an agenda that has been further abandoned by the revelation that the Prime Minister shamefully refused to meet my hon. Friend the Member for Motherwell and Wishaw (Marion Fellows). I sincerely hope that a buyer can be found for the Tata sites, and that the steel industry can continue. For that to happen, the Scottish Government must work through the taskforce—
