Commons ChamberI think it was the Labour Government, when Gordon Brown was Prime Minister, that raised concerns about some of the activities and views expressed by members of the Muslim Council of Britain. Any organisation about which concerns are raised is an organisation that we will be very careful in scrutinising before taking any steps. When we do take any steps—if we take any steps —the evidence will be clearly laid out.
I absolutely support my right hon. Friend’s aims in making the statement, in terms of protecting our democracy and protecting us from violence and the kind of terrorist threats we have seen over recent weeks, but I share the concerns that many hon. Members have raised. In separating the definition of extremism from actual violence and harm, and in using terms like “fundamental rights”, which do not have a definition in law, we risk criminalising or, at the very least, chilling the speech of people who have perfectly legitimate, harmless views.
To go back to the example of gender critical feminists, a gender critical feminist might be intolerant of the right of people to change their sex on their birth certificate. They might seek to undermine that right by seeking to repeal the Gender Recognition Act 2004, for example. They would be labelled extremists under these regulations, as I understand them. As to impartial civil servants deciding these things, I am afraid I do not think that is always the case. Certainly, I have seen civil servants wearing very unimpartial lanyards on this particular issue. I seek my right hon. Friend’s reassurance that not only will such groups not be labelled extremists now, but there will be protections so they will never be labelled that way in the future.
It is precisely because I share the concerns raised by my hon. Friend that we have made the definition tighter. I am sure she is aware of the existing wording of the 2011 definition, which has a far broader range of groups that could fall within its ambit. By being more narrow, precise and rigorous, we more effectively protect free speech. She referred to criminalising. Let us be clear that there is nothing in this definition that would lead to a ban. It is simply about saying which organisations Government should and should not engage with. I am sure she would agree with me that neo-Nazi organisations and Islamist organisations, of the kinds that I drew attention to, are the kinds of organisations the Government should not be engaging with. It is regrettable that in the past we have.

Commons ChamberFirst, Ipswich is an area that deserves investment—an area that has been overlooked and undervalued under Labour Governments. Secondly, on Friday I was proud to be able to announce additional investment in a mass transit system, which will enable the hon. Gentleman’s constituents in Huddersfield to travel more quickly across West Yorkshire to Leeds and Bradford. Sadly, it is the case at the moment that we do not have Conservative MPs in Leeds or Bradford, but we know that the Labour marginal seats in Leeds and Bradford, and of course the marginal seat of Huddersfield, will very soon have Conservative representation.
Silsden Methodist church in my constituency has not been used for worship for some time, but it is a really important community space, where a wide range of community groups meet regularly. Sadly, I understand that the Methodist Church may now sell the building, threatening the future of these groups, but Silsden Parish Council has managed to have the building listed as an asset of community value. Could my hon. Friend tell me whether the community ownership fund might be a suitable source of funding to secure the future of the building, or which other funds the parish council should be looking at?
It sounds as though the church is eligible, but I am happy to meet my hon. Friend to discuss eligibility further. Applicants can bid for up to £2 million in capital funding from the community ownership fund, with additional revenue funding available, but in the first instance I would recommend that interested applicants read the prospectus on gov.uk, as this will cover all they need to know regarding eligibility requirements, funding available and the application process.

Commons ChamberI support this legislation, but I find it very sad that we need it. When I first heard about the holocaust as a child at school, I was shocked. I was shocked at the scale of the evil, the horror of what happened to the Jews and the fact that it could have been allowed to happen. As an adult, I have visited Yad Vashem, Auschwitz and the forests in Poland where thousands upon thousands of Jews, including children, were murdered in cold blood by Nazi soldiers because they were Jews.
No one walks away from those sites in any doubt about the potential consequences of antisemitism, but one thing I was sure of before 7 October was that that would never happen again. Surely the world—this country, at least—is alive to the consequences of anti-Jewish attitudes, to the importance of not tolerating antisemitism and to the need for Israel, an Israel that has the same right to exist and to defend itself as any other sovereign nation. But now I am not so convinced that we have learned the lessons of antisemitism. Polling shows shocking levels of support for Hamas among young people here and in the United States. That is being driven by social media, but it is also being fostered—

Commons ChamberHuman rights groups have rightly condemned the Bill as an outrageous and unwarranted interference in the ability of councils, universities and other public bodies to use their purchasing power to pursue ethical procurement and investment policies in order to help defend human rights and tackle issues such as climate change. Everyone who cares about issues such as the illegal arms trade, activities of arms manufacturers and traders whose weapons fuel conflicts around the globe, or climate justice, correctly will be horrified by this blatant attack on the basic democratic rights of elected public bodies to act on behalf of the residents who elected them.
The Bill specifically protects the state of Israel, Israeli companies and their human rights abuses from local authority sanctions, no matter what human rights abuses they might commit or are committing now. It is self-evident that councils and other public bodies must be free—and, indeed, have a duty—to act to prevent or discourage breaches of international humanitarian law. It is clear that Israeli settlements are illegal under international law, and no local authority or Government should offer support to such activity. The Government’s anti-BDS Bill contradicts the guiding principles on business and human rights published by the United Nations. It penalises public bodies that comply with the UK’s responsibilities as a permanent member of the UN Security Council. It takes away the democratic right of public bodies to make ethical financial decisions.
The Bill uniquely shields human rights abuses by Israel, allowing it to act with impunity. Indeed, the Bill exempts specific countries—namely Israel, despite its human rights abuses and war crimes—even though we do not know what future actions such countries may take. That is a show of complete contempt for the people of Palestine and the daily inhumanity, abuse and discrimination they face. The Bill is a textbook case of divide and rule politics.
It is profoundly disappointing that the Government are pursuing the anti-boycott Bill at this moment, when tensions are extremely high in our communities. In the past few weeks, almost 7,000 Palestinians have been killed—almost half of them children—and 1,400 Israelis have been killed, and the civilians of Gaza have been massacred by Israeli airstrikes. War crimes are happening in real time. An immediate ceasefire is required, and the Prime Minister, the Government, the Leader of the Opposition and all political leaders in this House should be calling for it.
Boycott, divestment and sanctions are an effective means of peaceful resistance. The Bill is no less toxic than at its previous stage. If it passes, it will close off a vital democratic avenue for the closest representatives of ordinary people at local level to demand accountability and change. It will show how little this Government care about the lives of civilians and the plight of persecuted and exploited communities around the world.
I welcome this Bill, which fulfils a manifesto commitment and restates and protects the Government’s foreign and trade policy prerogatives by preventing local authorities and other public bodies from pursuing politically motivated foreign policy objectives of their own. Some have said that the Bill would limit free speech, but that is not correct because individual councillors and public bodies can still say whatever they like as private citizens, as long as that speech is lawful. But local councils have no democratic mandate to use their control of taxpayers’ funds and assets to create their own foreign policy or to express divisive opinions that undermine social cohesion in the communities for which they are responsible.
We have heard devolution spoken about in the Chamber. I am a supporter of devolution, but the whole point is that certain powers are devolved and certain powers are not. When my constituents go to the ballot box at local elections, they vote for the candidate who they think is the best person to ensure regular bin collections, well-maintained roads or social care; they are not voting on foreign policy, defence policy or income tax rates, because these are nationally reserved issues for the Westminster Government. It is therefore unjustifiable for local authorities to pretend they have a democratic mandate to use ratepayers’ money to signal their own foreign policy positions. This Bill does not restrict free speech; rather, it restricts public bodies from undermining policies decided nationally by a national Government elected in national ballots.
None of the amendments we are debating today would enhance the Bill, and in fact some are intended to make it unworkable. Amendment 4, for example, would make the pension scheme divestment provisions unworkable, and amendments 7 and 21 seek to remove an important clause relating to Israel. These amendments miss the crucial point of the Bill and the reason why it is being brought forward: all recorded recent examples of public bodies pursuing boycotts against foreign states or territories have been against Israel.

BDS, which we have heard about extensively in today’s debate, is unique in its targeting of the world’s only Jewish state. The BDS movement is not a harmless, peaceful movement; it has alarming links to extremists, including the Hamas terrorist group, which have just committed probably the worst crimes in my lifetime—the worst mass killing of Jews since the holocaust. Public bodies funded by UK taxpayers should not be expressing public support for the divisive ideology advanced by the BDS movement. Its founder has, indeed, repeatedly expressed his opposition to Israel’s right to exist as a state of the Jewish people and has endorsed Palestinian armed resistance. When public bodies seek to undermine British foreign and trade policy and choose to do that only for matters relating to Israel, it gives legitimacy to and encourages the sort of appalling antisemitic protests and attacks we have seen over the past few weeks.
Let me take my home city of Sheffield as an example. In 2019 the council passed a motion regarding its position on Palestine; it had nothing to do with the council’s responsibilities as a local authority, but everything to do with its attempt to signal its anti-Israel political views. And in under a week’s time, on 1 November, the Green party councillors will put forward a motion entitled “Stopping the Genocide in Gaza” that makes no mention of Hamas and their terrorism.
Since the horrific terrorist attacks on Israel by Hamas, we have seen some shocking scenes on the streets of Sheffield: the Israeli flag torn down from the town hall; antisemitic chants on our streets; even a roadblock set up by supporters of Hamas, intimidating drivers and asking for money. I find it unbelievable and shameful that, after witnessing the despicable attacks, torture and rapes of Jewish civilians, such actions can take place in Sheffield, supposedly a “city of sanctuary”. It is very difficult for the Jewish community in Sheffield to feel safe when the local authority—the official elected body—appears to align itself with hard-line anti-Israel movements.
That is why we need this Bill: because yet again Israel and the Jewish people are being singled out and subjected to discrimination across this country and across the world. This singling out of Israel, the only democracy in the middle east, is just another form of the world’s oldest prejudice. Of course the Government of Israel can be criticised by British citizens, as can any Government in the world, but it is unacceptable for local authorities and public bodies to abuse their position to make divisive political interventions for which they have no democratic mandate. That is why I support this Bill going forward unamended.
I want to begin by saying that I am not sure it is helpful to link these proceedings with the current crisis in Israel and Gaza, which is what some have sought to do in this debate. I think we should be careful about that and I want to thank my right hon. Friend the Member for Ashton-under-Lyne (Angela Rayner) for the tone she adopted in her opening remarks and for her call for sensitivity and moderation in our approach to this issue.
The nature of the BDS campaign is to promote anti-normalisation: it encourages the notion that there should not be contact, trade, exchange, negotiation, or even dialogue with Israel. The founder of the BDS movement has repeatedly expressed his view that the Israeli state should not exist. For me, the aims of the movement are clear. Consequently, I am utterly opposed to the aims of BDS, and I believe that they are as detrimental to the interests of the people of this country as they are to the people of Israel and the Palestinians.
When I hear people talking about the BDS movement, I often think they completely misunderstand the exact nature of our relationships with Israel in trade, medicines, security and technological exchange, and how people in this country are kept healthier and safer as a result. I am therefore utterly opposed to BDS. Not only does it target Israel and hurt the Palestinians, it is also completely detrimental to the interests of the people of this country.
Just in passing, as a Birmingham MP, I want to refer to the point made by the right hon. and learned Member for Northampton North (Sir Michael Ellis), who is unfortunately no longer in his place. I want him to know that Veolia still has a contract with Birmingham City Council despite his great efforts to suggest that Birmingham was responsible for Veolia pulling out of Israel. I think he rather overstated the case.
I say to the Secretary of State and to the Minister, who was extremely courteous and reasonable throughout Committee, that after so many hours in Committee and such a period for reflection I am really disappointed that we have had so little movement from the Government on Report. I hate to say this, but I find it hard not to conclude that the aims and arguments of BDS may not be the total priority. I hope that I am wrong, and I hope that people can demonstrate that to me.
I remain strongly of the view that the Government would be well advised to drop clause 3(7) altogether, as I think it will probably make things worse. I find myself in total agreement with the right hon. Member for North West Hampshire (Kit Malthouse) on that. I also remain unconvinced by clause 4(1)(b).
I support amendments 16 and 13. I also support new clause 3, which seeks to provide protection for religious dietary requirements. I think it was mentioned that one of the BDS movement’s proposals was to remove kosher food from supermarket shelves. I cannot believe that anyone in their right mind would think that a reasonable way to proceed, so I welcome the new clause.
We need a Bill to address the iniquities of the BDS movement. We need a Bill to unite people on both sides of the House who genuinely want consensus and broadly share the same aims. I regret that the Bill in its present form is not a piece of legislation that will achieve that outcome, and I urge Ministers to seek a consensus. There is still time to reconsider the approach.

Commons ChamberThe Government are of course committed to seeing more empowered and accountable local leadership, and we believe that devolution is the key to ensuring that that happens. Alongside the existing nine devolution deals already in place, last year the Government announced deals with six new areas, which will provide them with over £4 billion to help drive growth and innovation, and to help them respond to the challenges and needs in their areas.
The town deal initiative has been very successful in empowering communities by enabling local people to decide for themselves how regeneration money will be spent. We are delighted in Stocksbridge to have had final sign-off on our town deal, which is £24 million of Government investment that is going to transform our high street, improve transport and enable people of all ages to flourish in our town. Does my hon. Friend agree with me that the towns fund initiative should be a blueprint for future levelling-up projects, and will she honour Stocksbridge—I believe it is not very far at all from where she grew up—with a visit to see this community power in action?
Well, I cannot possibly say no now, as a proud south Yorkshire lass, can I? My hon. Friend is a fantastic champion for Stocksbridge, and I congratulate her and the Stocksbridge board on securing £24.1 million to respond directly to the needs of the town. The town deal model is indeed a strong one, and I can assure her that responding to the views of local communities and stakeholders, including the local MP, will continue to be at the core of our approach to levelling up.

Commons ChamberOn the Conservative Benches at least, there has been some competition over who has the biggest constituency. I cannot compete on size, but I believe that I have the most beautiful constituency. From the rugged splendour of the Midhope Moors, to the picturesque village of Cawthorne, the classical setting of Wentworth castle and the stunning landscapes of the Derwent valley, my Penistone and Stocksbridge constituency is a wonderful place in which to live.
Rural life has many advantages. It retains a sense of community that is often absent in big cities, and a connection with the physical realm—the seasons, the nature, the weather—that remind us of important realities and natural limits that can sometimes be forgotten in an increasingly virtual world. However, for many people, rural life is not an idyllic existence. My constituents share many of the challenges of urban areas, such as the rising cost of living and access to affordable family housing, but we also face some unique disadvantages that highlight the pressing need to include rural Britain in the levelling-up agenda. To state the obvious, and as other Members have said, the lower population density of rural places means that service models that work in urban areas are much less viable in our communities. My right hon. Friend the Member for Ludlow (Philip Dunne) and the hon. Member for Westmorland and Lonsdale (Tim Farron) put this eloquently. The metrics that are used to describe the viability of urban services just do not work in rural areas; they have to have special cases.
I want to speak particularly about bus services, which over recent months have declined significantly in my constituency. Residents of Stocksbridge, Grenoside, Chapeltown, High Green, Ecclesfield, Wharncliffe Side, Oughtibridge and other villages have seen services reduced or even disappearing altogether, cutting people off from jobs, education, training, healthcare and leisure.
The impact on everyday life cannot be overstated. The old are left stranded at bus stops, the young arrive late for school and workers are forced to pay for taxis to get to work. Local employers offering good jobs have told me of their difficulty in recruiting because their premises are no longer served by bus. The vision of levelling up is to spread opportunity evenly around the country, but it really does not matter how much opportunity there is if people cannot get to it.
What has gone wrong in South Yorkshire, particularly rural South Yorkshire, and how can we fix it? Services were struggling even before covid, but the post-pandemic environment has been a perfect storm for rural bus services in South Yorkshire. From my meetings with Stagecoach and First Bus, it is clear that patronage has fallen sharply at the same time as fuel costs have increased.
I was pleased to be successful over the summer in persuading the Government to release a third round of the covid bus recovery grant. But, crucially, the South Yorkshire Mayoral Combined Authority’s bus service improvement plan bid failed completely, which resulted in our region’s receiving not a single penny while neighbouring authorities in Manchester, Derbyshire and Nottinghamshire received tens of millions of pounds.
I am grateful to the Bus Minister, my hon. Friend the Member for North West Durham (Mr Holden), for meeting me this morning to discuss the issue, but I urge the Minister responding to this debate, my hon. Friend the Member for North East Derbyshire (Lee Rowley), to press this matter with his Government colleagues. My constituents pay the same taxes as everybody else. It is not their fault that our combined authority’s bid did not meet an acceptable standard.
Things may look bleak, but I believe there are some glimmers of hope. We have had local successes with the new No. 25 and No. 26 routes around Penistone and a new service connecting Northern College with Barnsley. Those services have reconnected isolated villages and are based on an innovative small bus model pioneered by the excellent South Pennine Community Transport.
In Stocksbridge and Deepcar, we have plans to use our towns fund to commission new buses to help residents to travel around our towns—for anyone who has not been there, Stocksbridge is incredibly steep and people absolutely need a bus to get back up the hill. We are also progressing with plans to restore a passenger rail service along the Upper Don valley and we have a levelling-up fund bid to improve the Penistone line.
However, we need to accept that a one-size-fits-all approach to public transport just does not work. Rural services will never be as profitable as urban routes, but, if they are designed sensibly around what communities actually want, if they are regular and reliable with easy-to-understand timetables, they can be self-sustaining, as we have seen with our new routes. Ultimately, levelling up rural transport requires a localism agenda, putting commissioning in the hands of local people—our town, parish and local councils—and with a funding model that recognises the unique challenges of rural life.
It is a pleasure to wind up this important debate on behalf of the Opposition. I congratulate the hon. Member for North Devon (Selaine Saxby) on securing it, and on the characteristic power with which she spoke. I think it important to say at the outset—and this has been a theme of the debate—that levelling up must never be north versus south, or London versus the rest of the country. There is a clear need to tackle inequalities across all our nations and regions and to recognise that, as in rural communities, they can manifest themselves in many different ways, and it is good that we have had a chance to discuss that today.
The points that the hon. Lady made about productivity, especially in relation to connectivity, were very well made, and were echoed by the hon. Members for Witney (Robert Courts) and for Redditch (Rachel Maclean). Her points about holiday lets—which I will cover shortly—were echoed by the hon. Members for Westmorland and Lonsdale (Tim Farron), for North Shropshire (Helen Morgan) and for Penrith and The Border (Dr Hudson). There were many other interesting contributions. Treasury reform, which was mentioned by the right hon. Member for Dumfriesshire, Clydesdale and Tweeddale (David Mundell), and by all three of the Members from Dorset, is an important issue. The reason levelling up has failed so far is that it has met the Treasury, and the Treasury—in the person of the now Prime Minister—has rejected it. I fear that that may portend the future of levelling up.
I thank the hon. Member for his kind words about the speeches made by many of my colleagues. He may remember, however, that when the present Prime Minister was Chancellor, he granted a number of levelling-up fund town deals. All these levelling-up funds have already had a significant impact in the constituencies of Members on both sides of the House.
I have news for the hon. Lady. If we add all these funds together—high street funds and brownfield funds, for instance—we see that all but four of the 150 upper-tier local authorities are worse off because of the cuts that have been made to the council. So the reality is that even the winners have been losers so far. If what we are getting is more of the same, we will regret it—[Interruption.] The hon. Lady can shake her head, but it is true.
To move on to a couple of points of my own, we have seen the weakening of the foundations of our rural communities through unaffordable housing for younger generations, cuts to transport funding, GPs and dentists stretched to breaking point and community hubs such as village shops, post offices and pubs closing. These issues have plagued rural areas. In many ways, they reflect the problems being faced across the country, but the impact is more harshly felt in our rural towns and villages because, if they lose their cash machine and it is the only cash machine, for example, that has a very significant impact.
The net result is that young people have had to get out to get on, moving far away from their homes and loved ones to find decent opportunities. They take their spending power away from the towns and villages, which costs us our high streets, pubs, banks and post offices—the social fabric that binds us. That has left people growing old hundreds of miles away from their children and grandchildren, and they are feeling the aftershocks in every part of their life: declining prosperity, an eroded sense of community and a growing sense of insecurity.
The evidence is clear that we need a levelling-up settlement that works for rural Britain. We know that 50% of the rural population live in areas that have the poorest accessibility to services based on minimum travel times, compared with just 2% of the urban population. The average weekly household expenditure on transport costs in rural areas is £114, compared with £76 in urban areas. As the right hon. Member for Ludlow (Philip Dunne) and the hon. Member for West Dorset (Chris Loder) said, median workplace earnings are £2,500 a year lower in rural areas than in urban areas.
The case for change is strong, and we on these Benches argue that the problem has been a model that has involved flying the aeroplane on one engine; we have backed one small part of this country and not invested enough in our communities across the country to build thriving cities, towns, villages and coastal communities so that they can all reach their potential. That important point was made by the hon. Member for Hastings and Rye (Sally-Ann Hart) with regard to coastal communities.
I know that time is short, and I am keen to hear the Minister’s response, so I am going to make three suggestions that we believe would make a significant difference to rural communities and provide a bit of an alternative between us and the Government. First, we have pledged the introduction of a licensing system for holiday lets—along the lines of what we are already doing in Wales—in coastal and rural communities, so that we can protect communities’ local character but still allow them to reap the rewards of thriving tourism. A stronger licensing system will allow genuine holiday lets to be identified while ending the injustice of young people being priced out of their own neighbourhoods, only for those homes to stand empty for months on end.
The hon. Members for Meon Valley (Mrs Drummond) and for Penistone and Stocksbridge (Miriam Cates) made points about transport in rural communities, and we know that the loss of bus services has affected rural communities particularly hard. Our second proposal is to prioritise addressing the rural transport crisis by ensuring that councils can improve bus services by regulating and taking public ownership of bus networks while also extending the powers to re-regulate local bus services to all areas that want them, not just to combined authorities with elected Mayors. Having heard what the hon. Member for North Devon said about elected Mayors at the beginning, I am hoping that that will be music to her ears.

Commons ChamberLevelling up is the core mission of this Government. It was certainly a mission that resonated with voters in my constituency of Penistone and Stocksbridge in 2019. For far too long, communities such as those in Barnsley and Sheffield have been left behind—there really is a north-south divide—and some have been completely forgotten.
What do we need to do to level up? We need to improve our social fabric, improve opportunities, improve education, provide more skilled jobs and improve our infrastructure. This Conservative Government are tackling all those issues. We are preparing people for well-paid jobs through the Skills and Post-16 Education Act. We are improving public transport through measures such as the levelling-up fund, my bid to improve the Penistone line, the Restoring Your Railways project and my bid to restore the Stocksbridge line. Through the towns fund and the community ownership fund, we are making places that we can be proud of.
We also need good-quality affordable housing, because good housing is the foundation of wellbeing and prosperity and bad housing is the cause of poor health and poverty. So many families in our country and in my constituency cannot afford to buy a decent home to raise their children. The impacts are wide-ranging, including poverty, overcrowding, parents being forced to work longer hours than they want, and young couples delaying having children or not having them at all. Despite its considerable mass, the Bill will not, in itself, solve the problem overnight, but it does lay the foundations for repairing our broken housing system.
One of the biggest barriers that we face to building new houses is the number of objections that appear to planning applications, both from local residents and from local authorities, often because the housing is inappropriate or the infrastructure has not been properly thought through. For example, the Wellhouse Lane development in my constituency, which I know the hon. Member for Barnsley Central (Dan Jarvis) is aware of, is an interesting housing development, but there is not enough infrastructure at the right time. Greenfield sites such as Hollin Busk near Stocksbridge are being picked off by developers when brownfield sites are available. The Bill will enable local plans and local people to take precedence, so it should lead to more of the right type of housing being built with fewer objections and more developments making it to the point of delivery.
Neighbourhood planning absolutely needs to be simplified. I tried it as a parish councillor, but we got stuck; it is too bureaucratic and too difficult when there is not enough volunteer time, which is a particular problem in areas that need levelling up. Many areas in my constituency have been successful in doing that—Oxspring, Penistone and Silkstone are in development—but for many areas it is just too complicated. The reforms to make it simpler, with just a statement of priorities and wishes, are a really good development.
The infrastructure levy is a fantastic way to ensure that development gives back to communities and that infrastructure is built in a timely way, but I ask the Minister to look into how schools receive the funding. It often does not work, because many more children come in than will actually be affected, and because the formulae used to calculate the number of children do not make sense in areas that are attractive for families to move to.
I welcome the Bill, which will improve the landscape and lay the foundations for fixing our housing problems, but we need to go further. We need to build more social housing, stop developers hanging on to land for their own benefit and look at the causes of housing demand, particularly family breakdown. Over the past two decades, the number of people who live alone in the UK has risen by 20%. The number of 45 to 64-year-olds living alone has increased by 53%: they are often middle-aged men who are moving out of the family home and then require another family home for their children to stay in. All sorts of problems associated with family breakdown are also causing housing demand. I welcome the Bill and it lays some great foundations, but we need to look at the causes of demand for home ownership, including family breakdown.

Commons ChamberThis Government were elected on a mandate to unite and level up, and for my constituents in Penistone and Stocksbridge this Budget will begin to close the gap. I am delighted that the Chancellor has awarded £50,000 to explore the opportunity to restore a passenger rail service between Stocksbridge and Sheffield that could reduce journey times significantly, and open up important opportunities for work, training, leisure and healthcare. I thank Chris Bell and the Don Valley Railway group, who have campaigned for this project for many years.
To create a productive, high-wage economy, we must focus on skills. The last census showed that fewer than 50% of adults in the Stocksbridge and Upper Don ward have a level 3 qualification. That is a significant barrier to progression in work. I am delighted that, in addition to the programmes already announced, the Government’s plan to improve adult numeracy skills with the multiply programme, will be a massive bonus to my constituency. I know that the outstanding Barnsley College and Northern College stand ready to deliver. This is also a great Budget for local businesses, with help for high streets in Penistone, Stocksbridge, Chapeltown, Ecclesfield and Dodworth through reduced and reformed business rates.
Even more importantly than delivering investment in infrastructure and skills, this Budget will level up because it recognises that the true birthplace of opportunity is the family. Economic circumstances can create a framework for opportunities, but a child’s ability to grasp those opportunities depends for the most part on their family circumstances. It is families that offer children security, and teach them the values and virtues that they need to flourish. That is why the Chancellor rightly says that families and communities are
“more important than the market or the state.”—[Official Report, 27 October 2021; Vol. 702, c. 286.]
The first two years of a child’s life are crucial to their life chances. I warmly welcome the £500 million start for life offer that will roll out family hubs, improve perinatal health, and invest in the early years workforce and parenting skills. I pay tribute to my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom) and my hon. Friend the Member for Congleton (Fiona Bruce) for their tireless efforts in advocating for babies, children and families. This investment is desperately needed. If we have learnt anything from the mistaken decision to close schools during the pandemic, we have learnt that we are living through a crisis in parenting. I am delighted that this Budget begins to put that right, and recognises the importance of strong and confident families as the building blocks of society.
This Budget levels up by addressing the causes of inequality and creating the conditions for opportunities to grow and spread. However, I do understand the concerns of those who worry that the Government are doing too much. Big state does not create the best conditions for human freedom and flourishing. There are many problems that the Government cannot solve and the Government cannot make us good.
If the UK was a proud, old Sheffield terraced house, it would be one with some rather worrying cracks in the brickwork. However financially prudent we are as homeowners, we must spend upfront to fix structural issues, otherwise we know that the costs will spiral—in fact, we may lose our house. There are some deep cracks in our nation and we must invest now to fix those problems if we are to move towards a better future. The ambition must be to develop a new social covenant where the Government provide the framework, but where we all share the responsibility for building stronger families, stronger communities and a stronger nation.
My right hon. Friend the Chancellor has said that this is a Budget for an “age of optimism”, and I agree. We do not deny the challenges that we face, but we will not be distracted from our vision of Britain as a free, fair and independent country, setting a course towards a future of more equal opportunities and greater prosperity.

Friend is right to highlight the need for transport infrastructure investment in the Milton Keynes-Oxford-Cambridge arc, which is one of the fastest growing and most economically dynamic parts of the country. I understand how important the connection is to his constituents. I know he has met the Chief Secretary of the Treasury and the rail Minister to make the case for connecting Aylesbury to East West Rail, an overall project of which I have been a long-term supporter. He is right that more homes require more infrastructure. That is why we have a £7 billion national homebuilding fund, alongside the new infrastructure levy proposed to capture more of the land value uplift and ensure that when homes are built, they are built with the appropriate infrastructure as well.
It has been a privilege to co-chair the Stocksbridge towns fund board and work with the local community to develop our plans to regenerate the town with £24.1 million of Government investment. However, there are other towns in my constituency, such as Penistone and Chapeltown, that would also benefit from a co-ordinated community-led approach. What plans does my right hon. Friend have to encourage local councils to support communities to develop their own local infrastructure development strategies?
I enjoyed visiting Stocksbridge just over a year ago with my hon. Friend and was delighted to see its £24.1 million town deal announced by my right hon. Friend the Chancellor at the Budget. I very much look forward to seeing its exciting proposals come to life, including a new visitor centre for a gateway to the Peak district. I recognise the point she makes. She represents many other towns, such as Penistone and Chapeltown. We want to ensure that they, too, can benefit from much needed regeneration funding. That is why bidding is now open for our levelling-up fund, worth £4.8 billion, which will deliver genuine local priorities by putting local support, including that of a Member of Parliament, at the heart of its mission. When I visited Stocksbridge, the birthplace of the modern umbrella, my hon. Friend kindly gave me an umbrella. With the new local town deal and an excellent MP, I am hopeful that the sun will keep shining on her constituency for many years to come.

Commons ChamberLike many who have spoken in the debate today, I arrived at this place as a councillor, having served for six years. I am glad we are having this debate, because the issue cuts to the heart of what is wrong with some aspects of our democracy and the way that some decisions are made. It is probably fair to say that very few of my constituents would have found out about the Westferry Printworks development if it had not been for the Secretary of State’s intervention in the planning process and the fact that it was then splashed all over the headlines. It is true that this is about a site in London, and my hon. Friend the Member for Poplar and Limehouse (Apsana Begum) has expressed eloquently the impact on her community, but it is also a familiar story to us all. It is a story about the power and influence of big property developers, the struggle to build affordable housing and address the housing crisis, and the needs of communities being ignored.
It is already well established that there is a housing crisis in the UK today. Recent research conducted on behalf of the National Housing Federation has estimated that 3.6 million people are living in overcrowded housing, that 2.5 million people cannot afford their rent or mortgage—
I will not give way.
The research also found that 2.5 million people are in hidden households that they cannot afford to move out of; 1.7 million people are living in unsuitable accommodation; 1.4 million people live in poor-quality housing; and 400,000 people are homeless or at risk of homelessness. The Conservatives talk about the Labour party’s record, but we went on to fix poor-quality housing. Thousands of homes were upgraded under the Labour Government, and there was a low level of homelessness. We should be doing all we can to create better-quality, environmentally sustainable, affordable homes, given the dire situation.
It was more than reasonable for the planning inspector to say that 21% affordable housing in this scheme could be improved, as the Secretary of State agreed in his letter of approval. He admitted that the planning inspector was right:
“He agrees with the Inspector that, on the balance of the available evidence, it is likely that the scheme could provide more affordable housing and that 21% does not therefore represent the maximum reasonable amount of affordable housing within the terms of”
the London plan. The letter goes on to say that
“for the purpose of his assessment of the proposal…the Secretary of State proceeds on the basis that the maximum amount of affordable housing that could be reasonably delivered is uncertain, but may be up to 35%”.
Yet he still thought it was appropriate to approve the application. To make matters worse, he rushed it through 24 hours before the increase in the community infrastructure levy. The decision meant the council was losing £40 million towards affordable homes, at a time when local authorities up and down the country are already struggling to do this.
I want to mention briefly, if I may, Madam Deputy Speaker—
I am having difficulty believing that we are having the debate, as the story of the Secretary of State and Mr Desmond reads like something straight out of a Frederick Forsyth or John le Carré novel. A fabulously wealthy former pornographer and major Conservative party donor happens to sit next to the Secretary of State at a £900-a-head Conservative party dinner just weeks before that Secretary of State makes a decision on a £1 billion property deal of Mr Desmond’s.
At the dinner, Mr Desmond leans over to the Secretary of State to show him a video. I bet the Secretary of State now wishes it was from one of Mr Desmond’s former television channels, but as we now know, it was a promotional video of the luxury development. Mr Desmond openly admitted this, saying:
“What I did was I showed him the video”.
Mr Desmond revealed that the Secretary of State watched it for three to four minutes.
No, I will not give way. We have very limited time in this debate.
Mr Desmond added:
“It’s quite long, so he got the gist.”
It is somewhat ironic that Mr Desmond’s autobiography is called “The Real Deal”, as he certainly tried to get the real deal from the Secretary of State.
The advertised prizes on the night of the dinner included a dinner with the right hon. Member for Surrey Heath (Michael Gove) and Sarah Vine; a flight in a Lancaster bomber with the Secretary State for Transport; a trip to a Tory donor’s house, with shooting opportunities; and a night out with a former Prime Minister—although whether or not she would be wearing kitten heels was not revealed. The prize of a planning decision from the Secretary of State was not advertised.
Mr Desmond challenged the Secretary of State’s claim just two days ago that he did not discuss the decision in any way at the £900 dinner. Just two days ago, the Secretary of State was saying that he did not discuss it, and he has now admitted that he did and that he watched the video. He has backtracked on all his claims.
At the time of the decision, on 14 January, the Secretary of State overruled his officials to approve the scheme. We now know that two weeks later Mr Desmond deposited a £12,000 donation to the Conservative party. That is a bit cheap for a man reportedly worth between £1 billion and £2 billion. The Conservative party fundraising team should try a little harder in future. Tony Blair managed to get £100,000 from Mr Desmond 20 years ago, and six years ago UKIP got £300,000 from Mr Desmond, so Conservative Members might be ruing lost income.
Of course, the real saving for Mr Desmond was the fact that the decision was approved just a day before the council approved the CIL. I take on board the Secretary of State’s view on that, but that CIL still would have bought three high schools, 10 new libraries, 50 new pocket parks or 200 new pedestrian bridges for one of the poorest authorities in the country. That is the cost of such decisions.
I was a councillor for six years. If the chair of my council’s planning committee had done what the Secretary did, he or she would have been referred to standards for a serious breach. That is what we are now facing, and the Secretary of State knows it. He knows that he has not acted with propriety or honour. He should recuse himself and there should be a full investigation on standards, because it is clear that there is a question as to whether he broke the ministerial code.
