Commons ChamberAs I say, we will be looking at all aspects of this, with regard to both students and academics. More widely, the Migration Advisory Committee is looking at immigration and the role it plays in different sectors of the economy. We continue to discuss with our European neighbours what will happen in the future, and my hon. Friend the Minister for Higher Education will be speaking to EU Science Ministers later this week. It is in everybody’s interest that we work for the good of the whole United Kingdom to ensure that we continue to have such a highly successful higher education system.
In 2013, we published a new primary school curriculum that significantly raised expectations in both English and maths, and promoted the use of phonics in the teaching of reading. In 2012, we introduced the phonics check for six-year-olds. The results of the 2016 Progress in International Reading Literacy Study—PIRLS—showed nine-year-olds in England achieving the highest ever scores, moving England up from joint 10th to joint eighth out of 50 countries worldwide.
I am grateful for that answer. Thanks to some tough decisions by the Minister and sheer hard work by our teachers, reading standards are the highest for a generation. Sadly, disadvantaged children still lag behind, so what are he and the Department doing to address that issue?
The PIRLS survey links strong performance in the phonics check with high scores in the PIRLS text. Particularly pleasing is the fact that our rise in the global rankings has been driven by improved performance by low-ability pupils. We are now focusing on strengthening the maths, reading and writing elements of the early years foundation stage to help prepare children for year 1 of primary school. The attainment gap has closed by 10.5% at key stage 2, but we want to go further and close the gap altogether.

Lady will welcome the fact that when we recently published the results of the race disparity audit, a key part of the launch was the announcement of a review of exclusions, because we want to make sure that they are dealt with effectively by schools. That sits alongside announcements on improving the quality of alternative provision.
What steps are being taken to include marriage in relationships education?
This is exceptionally important. At the heart of this is the fact that we are trying to help young people to understand how commitments and relationships are very much at the core of a balanced life that enables people to be successful more generally. That is why we are looking to update the guidance, alongside the fact that the world in which young people are becoming adults is, frankly, now a much more difficult one. There are all sorts of challenges, not only in communities but, critically, online, so there are lots of reasons to do this.

Commons ChamberIndeed, we have a very strong pipeline of schools under construction as well as ones that have been agreed, which will go ahead. As I have set out, we need to make sure that we keep ahead of the need for more places in the coming years, which is why we will be having more free schools and working with existing schools to see them expand, too.
I congratulate the Secretary of State on delivering yet another manifesto pledge, and I commend both her and the Schools Minister for their hard work in this area. Was she as disappointed as I was with the tone of Labour Front Benchers in response to this statement. Not only does this formula help historically underfunded areas such as mine, but it will help across the whole country, importantly, by dealing with additional needs and looking at deprivation, too.
Absolutely. In some areas we should be able to set politics aside and work broadly on what we think is the right solution for our country as a whole. That is exactly how I have tried to approach this issue. I have welcomed the engagement we have had from all parties, including some Labour MPs—I just hope that that can transfer steadily to the Labour Front-Bench team. Perhaps it would be helpful just to have some transparency with a simple confirmation from the Labour Front-Bench team on whether they think this is a good funding formula. If they think it is not, they should be clear about whether they would rescind it should they get into power.

Commons ChamberMy hon. Friend has pre-empted what I was about to come on to. There was a lot of shouting going on when the students heard that the Labour party was going to get rid of their debts, abolish their fees, and deal with historical debt.
Let me quote what a Labour candidate—a Member in the current and previous Parliaments—said to camera. The hon. Member for Bradford East (Imran Hussain), surrounded by primary school children, looked to camera and said:
“Just this morning Jeremy Corbyn has announced that the tuition fees will be abolished straight away from September if there’s a Labour government, and that we will bring back immediately EMA”,
education maintenance allowance,
“and also”—
this is critical—
“that every existing student will have all their debts wiped off.”
He ended:
“That’s fantastic news, isn’t it guys?”
Well, it turned out not to be such fantastic news because it turned out not to be true. They were the first Opposition in history to U-turn on a manifesto without the burden of actually having to get elected into office. The reason it was not implementable is the enormous burden it would have added to the public finances—5% on GDP. It was an absolute betrayal of our electorate and students to promise them that we could do that.
We have seen the greatest expansion of student numbers in this country, from a mere 4,357 in 1920 to 73,163 in 1990.
My hon. Friend is talking about the expansion of student numbers, and that is right, but is it not also right that the proportion of students from disadvantaged backgrounds has gone up as well—not just the number but the proportion?
My hon. Friend and neighbour is absolutely correct. Some of the people who in previous generations, when I was at university, could not have dreamed about getting into university are getting in and getting these life chances under this Government, and, in fairness, the Labour Government before this lot took over as the Opposition.
In 1990, only 77,163 people completed their first degree. That was the year that my right hon. Friend the Secretary of State and I began at Southampton University. By 2015, that number was almost 400,000. There are now five times more people enjoying the benefit of a university education than when I was at university. One could say, to coin a phrase, that we on these Benches are the party for many, not just the few.
I have a serious warning to the Opposition. I sat in hustings on campus at Bournemouth University in the 2010 election, when the Liberal candidate was cheered to the rafters. In 2015, the Labour party was cheered to the rafters. If Labour Members look to their left—not metaphorically but literally—they will see the consequences of making promises to students that they know they cannot deliver. It is wrong to do so.

I will certainly continually keep this under review. Councils are encouraged—indeed, they have committed—to pass on 90%. They have some administrative costs, as I am sure the hon. Gentleman is aware, but we will close that gap as the system matures.
I, too, warmly welcome this policy and the fulfilment of our manifesto pledge and commitment. Dorset was one of the pilot areas to introduce 30 hours’ free childcare, and many parents have welcomed the additional flexibility. May I invite the Minister to re-emphasise that message? The policy provides flexibility and gives both parents the opportunity to get back into work or increase their hours of work.
Dorset was indeed one of our 12 early delivery areas, starting in April 2017. I am hearing great news from Dorset and I am sure that my hon. Friend will keep me posted.

Commons ChamberI am afraid that the hon. Lady is making a fundamental error. The total number will come in three tranches: one in September, one in January and one after Easter, as children reach the eligible age. This will be an ongoing system, and therefore—[Interruption.] The children starting in September need to apply by the end of August. There is no rush for parents whose children turn three in time for starting in January. We are on track to deliver 200,000 by 1 September. Subsequent tranches of children will come in after Christmas and Easter.
A number of concerns have been raised about providers being able to deliver for the funding we have provided, and we have put additional funding in. I am pleased to say that in the city of York, where I was yesterday, despite the fact that some of the private sector providers expressed disquiet, 100% of providers are delivering on the scheme. Indeed, in contrast to the numbers projected, we have 117% delivery.
Dorset was one of the pilot areas for 30 hours of free childcare. Will my hon. Friend update the House on the performance of those pilots, specifically in relation to the online system?
Those in the pilots did not participate in the online system we have in place now; there was an all manually based system. I can assure the House, however, that 4,000 parents were involved in testing the service and valuable lessons have been learned from Dorset regarding the operation of the service and provision of free places.

Commons ChamberThe hon. Lady can be clear about the fact—I hope she will welcome it—that today’s statement means there will be higher per pupil funding for every school in her constituency and every local area. I very much hope her local authority passes on those gains directly to schools.
I, too, warmly welcome the Secretary of State’s announcement on the fair funding formula, and I declare an interest, as a proud father of three children who will benefit as a result of it. Will she confirm that every parent with children at schools in Dorset and Poole, which have been historically underfunded, will benefit and that no school in my constituency will lose out as a result of her announcement?
I can confirm that we will give local authorities the funding to make sure that what my hon. Friend has said is indeed the case. That is why this is an important step forward; it will balance the need for more investment in our schools system—which is precisely what we are doing—with making sure it is fairly funded. He represents a community that will benefit from an improved fairness in our funding system.

I would be delighted to visit the school with the hon. Lady, and you are very welcome to join us, Mr Speaker. It was precisely to tackle underfunding in schools in areas such as her constituency that we introduced, and consulted on, a national fair funding formula. For too long, too many areas have been underfunded. That is what the new national funding formula is designed to tackle. Now, on top of that, we have said that even where schools in other parts of the country would lose under that formula, they no longer will.
A fair funding formula is needed for our schools in Dorset and Poole, which are, respectively, the eleventh-worst and second-worst funded local education authorities. The principle should be uncontroversial, but can the Minister reassure my schools, parents and teachers that the formula is on track and tell us when it will be introduced?
We are determined to press ahead with the national funding formula. There has been widespread support for the principles underlying the operation of the new funding formula. Deprivation and low prior attainment are key factors, and a large element of per-pupil funding is the same right across the system. We want to go ahead with the new formula, and we think that it attracts widespread support. We have announced that no school will lose funding under the new formula, and it is being introduced precisely to help historically underfunded areas.

Commons ChamberIt is a great pleasure to have caught your eye so early in the debate, Madam Deputy Speaker, and to speak in favour of the amendment and against the motion.
The motion is wrong in fact—this is a novel point, so it is great to make it now—because it refers to “school funding cuts”. That is wrong as a matter of fact. This year alone, the Government are spending more than £40 billion on schools up and down this land, which is more than any other Government. There was a time when Labour was in favour of fairer funding. As recently as March 2010, the then Labour Government were looking at a national funding formula, but as ever it has taken a Conservative Government to grasp the nettle.
Does my hon. Friend agree that when Labour tried to introduce the funding formula, most of the per capita spending, which was £4,000, came from private finance initiatives?
I am very grateful for that intervention. Indeed, if we look at the per-pupil funding figures, we find that that is where it is most important. The hon. Member for Bermondsey and Old Southwark (Neil Coyle) mentioned fairness and deprivation. In his constituency, pupils receive £6,450 per pupil; in my constituency in Poole and in Dorset, they receive £4,100 and £4,200 per pupil.
One academy head told me that as a result of current funding pressures and class size growth, he is having to cut art and tech classes. That is today; that is the “efficiency saving” about which the Secretary of State speaks. How will a cut of £100,000 under the Government proposals help?
The point I am making about per- pupil funding is one of fairness. If this were done on areas of deprivation or on an index of deprivation, I could look my constituents in the eye and say, “That is why you are receiving, on average, £2,000 per pupil less than you otherwise would.”
I thank my hon. Friend for letting me get in at last. Does he agree that it is grossly unfair that the pupils of Somerset have had, on average, £2,000 per pupil less than the national average? We are very grateful to the Government for increasing funding to Taunton Deane by 4.5%. This will make it fair, when historically things have been grossly unfair.
I agree entirely with my hon. Friend, who is right to highlight the unfairness. If there were a rhyme or reason or an explanation, and if it had been done on the basis of an index of deprivation, I could support it, but it is not. It is based on historical anomalies. That is why I wholeheartedly support the principle of fairer funding.
I want to make two points about the detail of the fairer funding. First, the schools that are right down at the bottom, in local authorities such as Poole and Dorset, should not, I suggest, see any reduction in funding. When I respond to the consultation, which I very much look forward to doing, I will make that point to the Minister.
My second point relates to grammar schools. I warmly welcome what the Government are doing in their move towards grammar schools, giving our parents a greater choice. We know that this is popular and that parents want to make the choice that is best for them and their children. I welcome the Government’s direction of travel, but it does seem odd that 103 out of 163 grammar schools appear to be losing out under this formula.
I echo all that my hon. Friend is saying. Similarly, in Wiltshire, we have seen a 2.6% increase, but the two grammar schools are the two out of the 10 schools in the constituency that are suffering, so this needs some further examination.
I am grateful for that. I see the Minister for School Standards in his place and I know that he is listening carefully. I suggest that a delegation of Members of Parliament should go to see him—I know that, of all things, that will gladden his heart. He has been very receptive in the past, and I know that he will be again in the future. That is why I support not only the principle of fairer funding, but the fact that we have a chance at the second stage of the consultation running all the way up to 22 March. I see the Minister nodding, so I shall take it as an open invitation to come and knock on his door, with a delegation from the cathedral city of Salisbury and from Mid Dorset and North Poole. I greatly look forward to that meeting. The principle is right; let us now get the detail right.

Public Bill CommitteesWe believe that clause 9 should be deleted from the Bill, because under its provisions prospective adopters could be prioritised over relatives or other carers. That completely contradicts the Children Act 1989. It could lead to children being prematurely placed with prospective adopters even before the conclusion of court proceedings, in order to build a relationship with prospective adopters that is then used to undermine the child’s prospect of going back to his or her birth family, extended family members or friends, who love the child and have been trying to do their best to keep them in their care.
A premature placement with prospective adopters could prejudge the outcome of legal proceedings, causing unnecessary pain and distress to all concerned. It diminishes a child’s right to a family life, risks the early separation of siblings, and inflicts trauma and grief on children and their primary carer, who more often than not is their mother, as well as on other loving family members, especially grandparents.
The clause is a prime example of the Government’s obsession with adoption to the detriment of all other forms of care. The time and money that the Department has spent on adoption is staggering, with more than 20 policy changes since 2010. Back in 2012, the former Education Secretary, the right hon. Member for Surrey Heath (Michael Gove), said:
“I firmly believe more children should be taken into care more quickly…I want social workers to be more assertive with dysfunctional parents, courts to be less indulgent of poor parents, and the care system to expand to deal with the consequences.”
And Lord Nash said in the other place, in the proceedings on this Bill, that
“the Government are strongly pro-adoption.”—[Official Report, House of Lords, 14 June 2016; Vol. 773, c. 1114.]
What the Government should be doing is strongly advocating whatever care is right for each and every individual child, and not what they believe is right.
Does the hon. Lady acknowledge that the evidence shows that long-term stability is obviously important, and that part of that includes the option of adopting? It is not just adoption that is being promoted; that is but one string to the bow for the Government’s weaponry, if you like, although “weaponry” is the wrong word. Can she not see that adoption is just one part of the Government’s approach—albeit an important part—and that evidence also supports this approach?
I thank the hon. Gentleman for that intervention. However, the clause singles out adoption for special attention; the issue needs to be looked at in the wider context of overall Government policy relating to children in care and plans for permanence.
